TULALIP TRIBES EXECUTIVES tulaliptribes-nsn.gov
The Tulalip Tribes were organized under the Indian Reorganization Act of 1934. The Tulalip Constitution and Bylaws were approved January 24, 1936, and a charter ratified October 3, 1936. The governing body is the seven-member Tulalip Board of Directors. The Tribes provides many services to its members including early childhood development, higher education assistance, health and dental clinics, a pharmacy, a state-licensed chemical dependency recovery program, senior retirement home and cultural activities. We collaborate with the Marysville School District on the education of our youth. The Tulalip Tribes provides oversight to the Tulalip Housing Authority, which provides nearly 300 housing units for tribal members, and to the Tulalip Utilities District, the primary provider of water and sewer services. Of the 3,200 employees working for Tulalip Tribes, more than two-thirds are working in the Tribes’ business enterprises: Tulalip Resort Casino, Tulalip Housing, Tulalip Broadband, Tulalip Marina, Tulalip Liquor & Smoke Shop and the Quil Ceda Village Business Park.

Hola! From Marysville
welcome from queen madison As the 2013 Strawberry Festival Queen, and on behalf of my royal court, I welcome you to the Marysville Strawberry Festival Fiesta! When I think of fiesta, it is all about the party. There is music, dancing, good food and, of course, friends and family. Our fiesta is an event filled with this fun! We have Kid’s Day, Market in the Park, a Kiddies Parade, well. These events are full of and a carnival, to name just surprises that will always be a few of the fun activities. remembered. Don’t forget the Grand PaFor us to enjoy this specrade and fireworks show as
tacular Fiesta I would like to extend a special thank you to our volunteers who spend countless hours putting the Strawberry Festival together. Thank you also to our community businesses and individuals who contribute their time and money to make the festival what it is today. I am thrilled to represent my hometown of Marysville this year. I am the fourth generation of my family to be involved with the festival and I am proud to continue this tradition. I have enjoyed
traveling to parades in other cities but, of course, our own festival is and will be the best. The Strawberry Festival is about bringing our community together and spreading the spirit that characterizes our town to visiting people. So on that note, I hope to see you all during the festivities this year. Get ready for this extravagant Fiesta.
Earn bragging rights at the Strawberry Shortcake eating contest, find a great gift at the Market, and go for a spin on the rides at the Carnival. And don’t forget to grab your spot for the Grand Parade, where our regional bands, clubs, associations, and visiting festivals delight the crowd with lights, music, and performances. Make sure to catch the grand finale with the fireworks show! We could not have our celebration without all of our great festival sponsors and volunteers! The time and assistance we receive is priceless and we appreciate
everyone for their support. We are fortunate to have so many people who care about our community to graciously give their hours and money to make it successful. Please take time to recognize their efforts by thanking our volunteers and visiting our local sponsors. And welcome to all the visitors coming to our wonderful city that we call home! I look forward to sharing our Fiesta celebration with everyone as we blend some southwestern influences into our Pacific Northwest festival fun!

a presidential greeting This year, we’re not just having a festival, we are having a Fiesta! Growing up in the Southwest in a large Hispanic family, I have always loved my family and friends gathering together for celebrations. The food, the music, and the fun would last for days and the memories will last me a lifetime. The Marysville community is like one large family and I can’t wait to celebrate the 82nd Annual Strawberry Festival with you! Since moving to Marysville, I have always loved the Strawberry Festival. What a
great way to bring everyone together for some fun. Bring the kids down to spend the day with family-friendly favorites at Kids’ Day. Race your friends in the Berry Run or walk with the kids for the Kiddies’ Parade.

greetings from mayor jon nehring As Mayor, I welcome you, your family and friends to the City of Marysville, proud home of the Marysville Strawberry Festival and Twilight Grand Parade. This year’s “fiesta” theme is fitting, since Marysville is a welcoming community that celebrates diversity among its many cultures, as well as its rich agricultural heritage that largely stems from Marysville’s most famous fruit – the strawberry. The Strawberry Festival pays tribute to the annual berry harvest, and the role that strawberries have played as a part of Marysville’s colorful history. This year’s festival organiz-
ers are adding a dash of Southwestern flavor to the festival’s traditional Pacific Northwest festival fun, so look for a fiesta atmosphere filled with plenty of excitement and pageantry. The Marysville Strawberry Festival is one of the longest ongoing festivals in Washington State, and ranks among the most recognized strawberry festivals across the nation. We invite you to join the thousands of families from around the Pacific Northwest and parts beyond who come to enjoy the full spectacle of summertime fun, food and events spread over several days. The Strawberry Festival is about bringing people together as a community, and extending that sense of belonging to all visitors. In that spirit of inclusiveness, we proudly welcome you to our great city. Experience Marysville – Live, Work, Play!
Mayor Jon Nehring
tulalip tribes welcome you On behalf of the Tulalip Tribes, welcome to the 82nd Annual Marysville/ Tulalip Strawberry Festival. The Tulalip people take great pride in our strong partnership with Marysville during this event. Our sense of community stems back to the Point Elliot Treaty of 1855, which brought a number of
villages together on tribal lands adjacent to Marysville. Together as friends and neighbors, we hope this festival offers a peek at the entertainment, culture, history and sense of community our area offers. During festivities we invite you to visit our nationally acclaimed Tulalip Resort Casino, outlet mall, amphitheatre and restaurants on the west side of I-5. Enjoy your stay and please come back soon!

For more than eight decades, the Marysville community has entertained residents and welcomed visitors to the annual Strawberry Festival, held the third weekend in June, with familyfriendly events that include a carnival, free entertainment, a not-to-be-missed grand parade and a professional fireworks show. Board members of Maryfest, the organization that plans and executes this major event each year, chose a theme of “Fiesta” for the 2013 festival, a celebration of the diverse cultures that make up the Marysville community—and of course, the ultimate party. The Strawberry Festival has earned a well-deserved reputation as the signature community event in north Snohomish County, and its popularity spreads across the state and over the border into Canada. As proud members of Northwest Festival Hosting Association, Maryfest participates in parades across the northwest, and in exchange attracts festival floats from our neighbors in Washington, Oregon, and Canada. Putting the annual festival together each year is more work than glamour, but volunteers come back for more each year. To find out how to get involved, visit www.maryfest.org. Summer in the Pacific Northwest has finally arrived, after a wet and dreary spring, and the Marysville Strawberry Festival is the perfect way to start the season.

Queen Madison is dedicated to service Queen Madison Doty is a junior at Marysville-Pilchuck High School who is also enrolled full-time in Running Start at EvCC. Madison holds a 3.80 GPA and is a member of the National Honor Society. Her goal in life is to “finish college, get a well-paying job, have a family and continue to love God and serve others all my life,” she said. Madison has long been involved with the Strawberry Festival royalty. She filled a substitute royalty position last season, and was part of the junior royalty in 2008. She said she loves traveling to other cities and becoming friends with the royalty and dignitaries from neighboring festivals.
She has helped serve the community in the past when she was part of festival royalty, and looks forward to continuing to do so this year. This year she has given more than 300 hours of community service to the Marysville Strawberry Festival. She also volunteers at her church’s Serve Day, the Halloween Carnival, and at the M-PHS and Pinewood libraries. She’s volunteered to paint fences, and as a fifth-grade camp counselor and day camp assistant. Derek is a senior at Marysville Getchell High School, School for the Entrepreneur.
He is a member of the National Honor Society and the vice-president of the Future Business Leaders of America. Through his participation at FBLA and the School for the Entrepreneur, business has become his favorite subject. He wants to become a project manager or administrator for a successful business one day. His school and involvement with FBLA have shaped who he is. “Growing up and going into high school, I had always been more quiet and shy and really reserved and kept to myself. But being a part of these programs has really helped me blossom into the person that I am today.”
Prince Israel Lopez describes his childhood as tough: “I come from a household where domestic violence and substance abuse were present at a young age,” he writes. Although these hardships have shaped his character, he says he doesn’t view them as an excuse to fail, but as a chance to succeed. Israel is a MarysvillePilchuck High School senior and currently a full-time Running Start student who is a member of the National Honor Society, the Volunteer Club and the Minority Achiever Program. Biology is his favorite subject because he likes to learn how life functions. The medical field interests

Leading the Grand Parade ]The 2013 Strawberry Festival Grand Marshal is Herman Williams, Sr., a respected member of the Tulalip Tribes and an accomplished artist whose works recreate traditional tribal scenes. Herman Williams was born in 1929 and grew up on the Tulalip Reservation, one of five children born to Lawrence and Christina “Daisy” Williams. He attended Marysville schools, graduating in 1948 from Marysville High School. He enjoyed a childhood rich in traditions, thanks in part to the passion of his grandmother, Harriet Dover
Shelton. As a young man, Herman danced with other youngsters and Shelton as she told stories that represented the cultures of the Snohomish, Snoqualmie and other tribes that were part of the 1855 Treaty of Point Elliott. It’s evident from his solid build that Herman was an athlete in his younger days— he was the football team’s quarterback when it recorded its best season record— but he was also a strong leader even as a young man. His fellow students elected him president of the ASB, which caught the attention of his elders in Tulalip.

Herman – Cont’d. “In 1951 I was encouraged to run for the tribal council,” Herman recalled. “To my surprise, I was elected as chairman—at only 22 years old, I was the youngest to hold that position.” Herman served on the Tribes’ Board of Directors for a total of 40 years, with more than a dozen of those years as chairman. He also served on the Marysville School Board as a director. 1951 was a banner year for Herman, as it was also when he married his bride, Gen Kona. The couple raised four children—Herman Jr., Andrew, Greg (who passed away in 1999) and Leilani. Herman’s descendants now include ten grandchildren
Page 19
and ten great-grandchildren. In 1947 the Tulalip longhouse was destroyed by strong winds and Herman pushed for its reconstruction while a member of the Tulalip Board of Directors. In 1968 the new longhouse was built, using the original design, with Herman working alongside his father Lawrence Williams, Tom Reeves, Francis Sheldon, Bernie Gobin, Ralph Jones, Clyde Williams, Sr., Myron Fryberg, Sr., Leroy Fryberg, Sr. and Arley Williams, all tribal members. Herman held a variety of jobs over his working career, starting with the traditional work of being a fisherman. He also worked for American Tug, Nord Door, and
the Employment Security Department. For nearly 10 years, he was employed by HUD, overseeing housing programs in a four-state region—Washington, Oregon, Idaho and Alaska. “I had to travel a lot in those days,” said Herman. “And I wasn’t crazy about flying into isolated areas up in Alaska in those tiny planes. Every trip was an adventure…I remember going to Bristol Bay and learning that my overnight accommodations were in the brand-new jail,” he laughed. After his retirement, Herman discovered that he had a gift for painting and sketching. His subjects are often scenes from bygone days, interpreted from tribal stories and “guided by an-
cestors.” He gets inspiration from visions that seem to come to him from a higher power. “At first I was a little scared of it,” he admitted. “But I finally learned to relax and just let it flow.” His painting is prolific, sometimes producing ten or 12 scenes in a week. He considers himself a “primitive artist” since he’s had no formal training. The pictures are products of the heart rather than the mind. When Herman learned that he had been chosen to represent the Strawberry Festival as its Grand Marshal, he was shocked. “I said ‘you’re kidding’,” he laughed. “I didn’t believe it. But I’m very honored and look forward to the parade.”

2013 Strawberry Festival
An 82-year Tradition
In 1932 the Commercial Club, a group of civic-minded leaders, conceived the idea of a citywide festival. The idea was to make history for the town of Marysville, where soil conditions were ideal, rainfall was in abundance for the growth of strawberries, and ample sunshine allowed them to ripen to a full and luscious color and size. A date of June 15, 1932, was selected for the first Marysville Strawberry Festival. More than 3,000 plates of strawberry shortcake were served free that year; all the ingredients had been do-
nated. A coterie of pets, children and horses added to the few cars in town for the parade, and horsemanship displays took place in the park afterwards. Some of the more unusual activities at that inaugural event included nail driving, hog calling, and rolling pin throwing. There was no queen chosen to preside over the first festival—perhaps no one thought of it in that initial planning. However, in 1933, there were six candidates vying for the position, and Miss Bonita Davis was selected as the first Queen.
World War II saw the cancellation of the festival for the years 1942-45. Over the years, many organizations have been in charge of the yearly celebration. In 1973 a small group of people, headed by Bernie St.Onge, founded Maryfest, Inc., an organization formed for the sole purpose of sponsoring and promoting the Marysville Strawberry Festival and the community of Marysville. This non-profit corporation, with a volunteer Board of Directors and staff, continues to oversee the annual festival operation. What began as a day-
long affair to encourage the growth and export of strawberries has now taken on an extended gala atmosphere. Maryfest also represents our city in more than 25 community parades and appearances throughout the Northwest and Canada as a member of Northwest Festival Hosting. In 2013, we celebrate 82 years of history as one of the longest continuously-running festivals in the state. Thanks to Cheryl Deckard, the Marysville Historical Society and “Reflections of Marysville” by Maude Barrett and Pat Olsen for this brief timeline.

President’s Marshal Named Stage Atkins and members of his family will have a place of honor in the Strawberry Festival Grand Parade on June 15. The Marysville six-year-old was chosen as the President’s Marshal for 2013. Stage, the son of Jessie and Jeff Atkins, has been diagnosed with mitochondrial cytopathy, a relatively rare spectrum of disorders that result from failures of the mitochondria, specialized compartments present in every cell of the body except red blood cells. Mitochondria are responsible for creating more than 90 percent of the energy needed by the body to sustain life and support growth. When they fail, less and less energy is generated within the cell, causing cell injury and even cell death. If this process is repeated throughout the body, whole systems begin to fail, photo by beckye randall and the patient is severely n The Atkins family -- Akashia, Jessie, Jeff and Stage—will be part of the Grand Parade on compromised. STage - continued been wonderful to us,” said Jessie Atkins. “They provide therapy and services that we couldn’t afford otherwise.” Stage’s big sister Akashia, a fifth-grader at Liberty Elementary, is also a big help for her brother. She even lifts and carries Stage, who is unable to support himself to walk, even though he’s nearly as tall as she is. And she has learned to help her parents manage Stage’s seizures and other medical and emotional needs as well. Jessie, who is expecting the couple’s third child, is president of the Marysville Special Education PTSA (MSEPTSA) and works as a hair stylist. Her husband Jeff is an electrician who works at Boeing, assigned to the 787 workforce. “There are many different types of mitochondrial cytopathy, a wide spectrum of symptoms,” explained Jessie. “The severity can vary widely. Even Kash may have
a mild form, since it’s hereditary, but her symptoms are very, very minimal.” The family has been to the Strawberry Festival parade every year, so they think Stage will be able to handle the sensory experiences all around him—except for the pirates. “He can’t take the cannon booming,” said Jessie. “We always have to leave the parade when we hear the pirate ship coming. It’s just a little too much for him.” The President’s Marshal position is intended to increase community awareness about a physical or mental ailment, and to honor local citizens who face uncommon challenges in their everyday lives. Stage will likely be accompanied in the parade by his dad and sister. Mom Jessie, who was scheduled to have a C-section birth on May 28, will watch proudly from the sidelines with baby Chance.

Berry Basics
Strawberries are sugar-sweet, affordable, and easy to find. Even if you can’t pick your own, you’ll find pints and quarts of them at roadside stands and red seas of them in the produce aisle. These berries are delicious on their own, sprinkled with sugar, or in breakfast recipes, desserts, and even salads. In Season: Fresh strawberries are available year-round in the Northwest, with the peak season from April to June. What to Look For: Buy strawberries that are bright red (with no white or green around the stem), fragrant, and plump, with no soft spots. How to Store: If using right away, it’s best not to refrigerate them. Otherwise, lay the berries flat on a paper-towellined plate and refrigerate for up to 2 days. Do not rinse or hull until ready to use.

Community Elders Honored Each year several of Marysville’s retirement and rehabilitation facilities and senior centers select their own royalty to participate in the Strawberry Festival parade and other events. To recognize the occasion for the senior royals, the Strawberry Festival Royal Court visited each of the six residences to congratulate the kings and queens and present them with commemorative festival pins.
n The staff at Marysville Care Center chose Shayne Holt, 57 and Ann Hayden, who just turned 100 years old, as their king and queen for Strawberry Festival. Both Shayne and Ann are longterm residents at the care and rehabilitation facility.
n Dick and Amy Cox were selected by Grandview Village residents to represent the residential facility as the Strawberry Festival king and queen. Dick Cox, who turned 90 on May 4, was born in Marysville and worked in the oil industry for most of his adult life. His wife Amy was a teacher who retired from Cascade High School in Everett.

Cars come to Third Street for second year of car show Last year more than a hundred classic, custom and muscle cars parked at Third Street in historic downtown Marysville as part of the Rodz on Third car show. Some shining engines were displayed while others just showed their shining exteriors. Some cars were goofy while others were reconstructions of one of the classics. All were fine examples of workmanship and pride. This is the second year of the car show and Downtown Marysville Merchants hope it becomes an annual tradition for the city. The many businesses of historic downtown Marysville are nearby and availn Barry Hilbert displayed his 1967 King able for lunch and Midget at the 2012 show. shopping as well.

The classic car show will expand this year by adding another block for display. Although the show is titled Rodz on Third it accepts more than just hot rods and rat rods, but cars of all kind including classic, custom and muscle cars. Attendees can also vote for their favorite car to win the “People’s Choice” award which will be announced at the end of the show.
Tropies for the show are designed and fabricated by Will Borg, representing the theme of classic autos with pistons and gears, plus the iconic Marysville water tower. Downtown Marysville Merchants have also secured food, live music, raffles and vendors for this year’s show. More updates about the car show available at facebook.com/rodzon3rd.

Silvana Fair celebrates rural life, agriculture The one-day Silvana Fair, set for July 27, marks the beginning of fair season in the northwest. It always takes place on the last Saturday in July in downtown Silvana at the Fairgrounds and in Viking Hall. It is only about two and a half miles from Silvana to Interstate 5, but it feels generations removed from modern day hustle and bustle at the fair. Kids proudly exhibit cows, sheep, goats, dogs, pigs, chickens, ducks and rabbits. A display of vintage tractors attracts curious children of all ages, while inside Viking Hall, the tables are covered with perfect jars of home canned fruits and vegetables, baskets of fresh
eggs, and vegetables of unbelievable size. The scent of fresh flowers mixes with the aroma of grilling hamburgers and kettle corn. On the walls are hanging beautiful quilts and paintings, fascinating educational posters, photographs and more. Kids run in and out, shouting at their parents to come and see the ribbons they won for their arts and crafts or garden produce. Outside, families relax on the benches and watch as the young people display their animals in top show condition. It’s just another beautiful day in Silvana. One of the primary goals of the Silvana Fair is to prepare the community youth
for successful participation in the fairs taking place later in the summer and fall, and as such, it is considered a learning fair. It is widely known to be a fair where the kids can make mistakes and learn from them while still
having a good time. Everyone who goes to the fair is sure to learn something about farm life and rural activities. See www.silvanafair.com for more information and a schedule of events.
Stanwood-Camano hosts the “biggest little fair” Heralded as the “Best Lil’ Fair in the West”, the Stanwood-Camano Community Fair is the largest communi-
ty fair in Washington State. The three-day fair runs from August 2 through 4, and is located on the historic Pioneer Highway just outside the City of Stanwood. Founded in 1932, the Stanwood-Camano Community Fair has grown to host approximately 50,000 visitors a year. The fair works to promote pride in the community and showcase the past, present and future of the Stanwood-Camano area. The fair highlights a variety of competitive exhibits for display and judging, in-
cluding food and produce, flowers, livestock, and arts and crafts. The exhibits feature the best the community has to offer in agricultural, domestic and commercial items and products. The Fair also provides a variety of entertainment to enjoy all day long. Acts include everything from live music and comedy shows to a lip syncing contest. The Stanwood Camano Rotary Club organizes a community parade of local teams, organizations and businesses on August 4.
Of course, no fair is complete without a fun and exciting carnival. Unlimited ride bracelets are available at the fair for $28, or purchase in advance online for a discount. For more information on the Stanwood-Camano Community Fair, visit www. stanwoodcamanofair.org.

Marysville Street Festival is still ‘homegrown’ Unique products and crafts will be available all along Third Street during the annual Marysville Street Festival in August. Walk around historic downtown Marysville for this pedestrian-friendly event and find many different types of unique crafts there. Vendors sell items like soaps, clothing, jewelry, fused glass art, paintings, other artworks, flowers and produce. This is the 29th year for the street festival, which was previously known as the HomeGrown Festival, but is now called Marysville Street Festival: Handmade & Homegrown. The festival is titled
“Handmade & Homegrown” because festival officials require that only handmade and homegrown products are sold. There will be nothing mass-produced for resale at the festival, so every item is one-of-a-kind and individual. The festival is also a
juried competition, so vendors have more incentive to come with their best and finest product in hand. Food is available at the street fair or at the nearby downtown bakeries and restaurants as well. Free enter-
tainment will be provided at the outdoor stage. Marysville Street Festival provides a unique shopping experience for all those who stop by. Visit marysvillemerchants.com for more information.

The New Old Time Chautauqua, an entirely volunteer circus troupe from Whatcom County, will be performing at the festival with their act that includes aerial feats, vaudeville comedy and other carnival classics. Interpretive trail walks will also help festival goers connect with nature and logging demonstrations and fly tying demonstrations will help those with an outdoorsman’s spirit.
