BEDFORD INVOLVED WITH THE COMMUNITY
ANNUAL REVIEW 2014

MESSAGE FROM
THE PRINCIPAL POSSIBLY THE BEST YEAR SINCE THE COLLEGE BEGAN, 120 YEARS AGO… It really has been an amazing year for us here at Bedford College. 2014 saw record income, record 16-18 year old student numbers, record numbers of apprentices, record numbers of employers using our services and improved student pass rates. We bought the former Bedford Girls High School building for our Sixth Form; rescued apprentices when Bedford Training Group closed down; took over the failing Central Bedfordshire University Technical College (UTC) at the request of the DfE when it failed an inspection and started to build a new centre for students with the highest levels of need. Then in September we received the go-ahead from the government to build a brand new Technical Academy for students aged 13-18, opening in 2016. Ofsted praised us as Outstanding across all categories for our work with 14-16 year olds and we were also praised for helping young people towards employment. The report stated: “Teachers have excellent links with industry”, and Ofsted were so impressed that they have used Bedford College as a national best practice case study. It’s also been a record year for developing our partnership with local employers – now over 1,200 organisations turn to us for their training needs. In addition, the British Chamber of Commerce awarded us the title of regional champion for Commitment to People, recognising our own investment in staff development. Finally, we are delighted to have made a healthy financial surplus this year, at a time when 43% of colleges are posting a deficit. All this success reflects the strong partnership between the College and our community, our employers, our staff and our students. The relationship we have with our local politicians (of all parties), local authorities and government agencies has been key to ensuring we get the crucial support and investment we need to help people achieve their ambitions. I hope you have a few moments to read more about how we are all working together to help make our local community stronger and richer, economically and socially.

Most people in our community know that Bedford College is an institution that gives people the opportunity to upskill and re-skill. What is less well known is that we have more students with very good GCSE grades, and send more people to university than any of our local schools, state or private. In addition, our staff teach at degree level and we have twice as many young people studying advanced level courses than any other school, plus more people studying A-Levels than all but one school in Bedford.

OUR COMMUNITY LINKS
We’re the largest provider of further education in the county, and one of the largest employers in the Bedford area – so we have a big part to play in our local community. Read on to find out about some of the partnerships we’ve formed, and the work we do to help make a positive impact on the community.
In 2013/14 the College raised £482 for local and national charities thanks to the hard work and commitment of our fantastic students and staff, who took part in a range of impressive fundraising efforts. In particular, we supported the following charities:
Our students are amazing, but we recognise that behind each one is a crucial support network of parents and families. That’s why we place real importance on involving them as much as possible in what our students aged 14-18 do. This year we’ve continued our policy of maintaining regular contact and support with the parents of our students through providing… • information about our College and courses to parents/guardians of both prospective and current students • information about students’ academic progress, attendance and disciplinary matters • information on the welfare of our residential students.
The 'Love Bedford' gift voucher scheme is designed to encourage residents and visitors to the town to support local shops and restaurants, and as a founding member alongside the Bedford Business Improvement District (BID), the College has contributed over £376,000 to this great cause so far.
Our community Learning Centres in Bedford, Luton, Milton Keynes and Rushden provide people of all cultural backgrounds, abilities and ages the chance to improve their skills and enhance their career opportunities. In the last year alone our Centres have helped 1,565 members of the local community to gain IT, English and Maths qualifications and open up possibilities in life and work.

Bedford College Annual Review 2014
Through the Bridges 14-16 Academy at our Cauldwell Street campus, we provide practical, career-focused training in a wide range of areas to school students in Years 10 and 11 – in 2013/14 we welcomed 388 young students through our doors to experience study programmes as diverse as Agriculture and Construction.
As a leader within the further education sector on sustainability, we’re committed to substantially reducing our carbon emissions and aim to be one of the greenest colleges in the country.
• To build the capacity of the College’s senior team’s awareness and understanding of environmental issues and sustainable development in their areas of responsibility, and to encourage all staff and students to be active participants in environmental initiatives; enhancing the students’ experience and future employment prospects. • To improve the way the College manages its own environments and to reduce energy and resource consumption across all areas.
• To promote sustainable citizenship and ecological awareness through sustainable development education within the College curriculum and to promote opportunities for linking sustainable development agendas into the ‘greening’ of College operations. • To work with the local community, public and private sector organisations to improve the local environment and promote sustainable development.
Bedford College is very proactive in establishing networks, developing projects, driving initiatives to achieve maximum benefit to the community and contributing towards many further education sector developments. The College has a reputation for its achievements in sustainability training and a great deal has been achieved in embedding sustainability into many College operations and external partnerships.
• The construction department has worked on two key local heritage projects, which have enabled trainees to see close up the techniques required to match the work of builders in years gone by. In the process they are helping to keep alive building techniques necessary to undertake authentic restorations.
The redevelopment of the Brundtland Building on the Cauldwell Street campus of Bedford College has been recognised as a national eco beacon. It is the first project of its kind in the UK to be awarded the BREEAM excellent award. • The award is not just for the bricks and mortar, which have been transformed into a showcase of low carbon and re-use options, but for the associated sharing of knowledge and expertise, as well as the building’s impact on local communities. • For those interested in modern careers using eco technology, the award-winning Brundtland building is a tribute to green construction; from the pv panels on the roof and the river water cooling system, the building houses courses covering the complete range of low carbon construction. Students at Bedford College are known for learning the very latest technology skills, but in some cases they are going back in time to study ancient crafts.
With all our building projects we undertake a post occupancy review to find out what works and how we can improve, so that we can: • Invest further in new buildings that are fully insulated and more energy efficient. • Invest in green energy options e.g. photovoltaic panels, heat pumps etc. • Focus on reducing energy consumption further through technology across all sites. • Have effective energy monitoring of buildings and carbon emissions.
We hosted the annual Sustainability Day, which aims to promote sustainability among staff and students through a range of activities designed by our students. This year over 700 visitors enjoyed activities including: • smoothie making using pedal power • building a bug hotel for your garden • Dr Bike managed to tune 12 bicycles during the morning • Fashion & Textiles and 3D Alchemy displayed pieces created by students from materials that had previously been used for another purpose, including a table created from disused bicycle parts • Hair & Beauty students exhibited hair accessories made from reused materials • Shuttleworth’s apprentices provided a garden display, which added much colour to the event • over 60 visitors enjoyed a conducted tour of the Brundtland Building, including a visit to the roof to see many of the low carbon technologies in operation.
• Reduce all types of waste. • Make better use of space. • Encourage spending locally. • Support greener travel by: – encouraging car sharing – providing secure bike lock-ups – promoting the use of public transport – supporting flexible working arrangements to reduce the need to travel. www.bedford.ac.uk

BEDFORD COLLEGE ACADEMIES TRUST Bedford College Academies Trust (BCAT) has been established to develop and provide technical and academic education to young people through secondary education. The specific aim is to deliver world-class education and skills to the communities we serve. In particular, BCAT focuses on providing: • High level technical education • General education to those parts of our community with high levels of social and educational disadvantage. BCAT sees itself as part of a local family of schools and colleges and will normally only consider sponsoring institutions if they wish to be sponsored by us. The creation of a separate legal entity to deliver secondary education has enabled BCAT to build significant extra management capacity. The resources invested in the Trust include project managers, educational managers, educational advisers, and technical support in areas such as Finance, HR, Marketing, Estates, IT, Learning Technology, Health & Safety, Information & Data Services and Student Support.
BCAT VALUES & MODEL BCAT shares Bedford College values of student focus, high performance, respect, openness and honesty. Our model focuses on ensuring every student achieves: • an excellent student experience • high levels of success in their qualifications • outcomes
16
Bedford College Annual Review 2014
We want our academies to focus fully on teaching and learning. To that end, we in turn focus on ensuring we have very high-quality leaders and teachers, and first-class learning environments. We also emphasise expert, impartial and individual advice and guidance, and strong links with parents and local employers. In order to allow staff to concentrate on teaching and learning, we provide strong central professional and support expertise that an individual academy would otherwise not be able to afford, such as IT and HR support.
BCAT STRUCTURE & ORGANISATION BCAT is a standard DfE-approved, multi-academy Trust. The members of the Trust include Bedford College, Sherida Carter (Director of a major Bedford employer), and Ian Pryce CBE. Membership is likely to be slightly further expanded. On a day-to-day basis BCAT is governed by its Directors. The Directors are a mixture of senior local employers, community representatives and experienced educators. Each individual institution within BCAT is also served by a local governing body with similar representation. We believe the involvement of local people in our institutions is fundamental to their success. Bedford College has made available to BCAT a number of staff to ensure it has the capacity to take on new projects in an effective manner.
CENTRAL BEDFORDSHIRE UNIVERSITY TECHNICAL COLLEGE (UTC) Bedford College was invited by the DfE to take over as sponsor of Central Bedfordshire UTC, located near Dunstable in Houghton Regis, earlier in the year. UTCs are government-funded colleges that provide 14-19 year-olds with a specialist education. Central Bedfordshire UTC specialises in education for future engineers, product and games designers who create the world around us. Feedback from the first Ofsted report since the College has taken over shows that it has already made a difference by establishing clearer systems for leading and managing the UTC, appointing a special educational needs coordinator, and marketing the UTC to a wider local audience.
HASTINGSBURY UPPER SCHOOL AND COMMUNITY COLLEGE Bedford College is working with Hastingsbury Upper School and Community College in Kempston to convert it into an Academy. Bedford College can provide Hastingsbury with financial security and a broader curriculum offer and, most importantly, this partnership ensures that parents, pupils and the local community have more choice.
TECHNICAL ACADEMY Students aged 13 to 19 years of age will be offered the chance to develop technology skills that will fast track their careers through a new Technical Academy in Bedford Borough. Proposed by Bedford College, this will be an independently governed school providing a high quality learning experience in science, service and creative technologies, in addition to GCSEs. The Technical Academy will open in September 2016 taking pupils aged 13 (Year 9) and at 16 (Sixth Form).
