Ice House
Refurbished and Open For Guided Tours
T
he Council has carried out works to refurbish the historic Ice House located in Bedford’s Cultural Quarter, with the support of local funders. This means that the site is now accessible through guided walks with the Bedford Association of Tour Guides.
The improvements carried out include new lighting, a new safety handrail and an access door, all complying with heritage requirements set by Historic England and reflecting the site’s importance as a Scheduled Monument.
The Ice House is an underground, manmade chamber inside the Castle Mound at the heart of the historic site of Bedford Castle. It was built by the Higgins family in the mid-1800s and would have been used to store ice throughout the year. The central well is over 4m deep, large enough to have stored ice for use in all of the inns of Bedford when it was built.
Access to the Ice House is possible through guided tours given by the Bedford Association of Tour Guides. Find out more about guided walks around Bedford here http://www.bedfordtourguides.org/.
Cllr Sarah-Jayne Holland, Portfolio Holder for Leisure said “It’s fantastic to see this historic location in Bedford’s town centre made open to the public. Bedford has a fascinating history for people to explore, and this new site available for guided walks will bring even more of that history to life.”

Jetpatcher’ Comes to Bedford Borough
Summer Holidays at The Higgins Bedford
Bedford Borough Council is investing in a brand new piece of equipment to help our Pot Hole Hit Squads to repair potholes even quicker and more efficiently than ever before.
Every Wednesday from 25th July to 22nd August, kids can come and explore the museum with Kevin the Platypus and enjoy crafty fun including pottery, kite making and personalising a drawstring backpack. These sessions start at 11am, 12.30pm and 2pm every Wednesday, and cost £2.70 per child.
The ‘Jetpatcher’ Road Repair System will fix potholes and road defects quickly, efficiently and in a cost effective way. It is estimated to make repairs in around half the time of other methods, with most repairs complete in under 15 minutes. The Jetpatcher works by blowing debris and water from the pothole, preparing the hole to prevent further water damage, filling the hole, and finally sealing the repair delivering a long lasting repair.
On Fridays, from 27th July to 24th August, The Higgins Bedford will be hosting ‘STEM’ (Science, Technology, Engineering and Mathematics) specials with Little Science Labs, Mini Map Makers and animal encounters with Teaching Talons. These workshops also start at 11am, 12.30 and 2pm every Friday and cost £5 per child. Places can be booked in advance at The Higgins Bedford, while unfilled places will be offered on a first-come, firstserved basis on the day. Workshops are aimed at 5-13 year olds. visit www.thehigginsbedford.org.uk/ summerholiday.aspx for more information.
Bringing Empty Homes back into use Bedford Borough Council is working hard to reduce the number of empty homes in the borough. Empty flats and houses are a wasted resource and can have a negative impact on the environment and local community when they could be providing a home for a local person or family. Between 2006 / 2007 and 2017 / 2018, 1366 properties have been brought back in to use thanks to the direct intervention of the Council. Bedford Borough Council is actively encouraging owners of empty properties to bring them back into occupation by maintaining regular contact with them. The Council has £2.89 million to fund the compulsory purchase of empty properties where owners fail to take action. Monies received from the sale of acquired properties are re-invested into the capital programme to enable the purchase of more empty homes which are then returned to occupation. Individuals and local communities can play an important role in assisting the Council to bring empty homes back into use by reporting empty properties to the Housing Strategy Team via email: Housing.strategy@bedford.gov.uk or refer to the Council’s website via https://www.bedford.gov.uk/emptyhomes 6

Alistair Burt, your Local MP... WHERE NEXT ON ROADS AND TRANSPORT?
I
know a lot of my constituents on the eastern side of NE Beds, and indeed those who travel on the roads frequently, have great interest in the A1 and its future, and I thought it might be helpful to write a broad update of the upcoming issues. I have spent considerable time looking at the A1 issue in the past 10 years, have attended many meetings, and had senior representatives come from London to discuss the issue. The most recent was in May when I arranged and focused the attention of a cross department team of five Civil Servants from the Department of Transport, and the Department for Housing, Communities and Local Government to come to NE Beds for a meeting with parish and town councils and others. The issue of rerouting of the A1, or a ‘bypass’, and the ongoing traffic congestion at the Black Cat are regularly discussed at all levels. We had a Strategic Study in 2014, and a follow up study in 2016. The follow-on study had a revised remit, building on existing work for the section of the A1 through Bedfordshire, but also considering the impact of the A14 and the potential for the Oxford-Cambridge corridor, of which the Black Cat to Caxton Gibbett planned works will form part. There is also a forward-looking, positive plan between both the Department of Transport and the Ministry of Housing, Communities and Local Government with regard to infrastructure being in place before housing, something many constituents talk to me about. I do believe the new way of working will be an improvement, with funds coming through local authorities for infrastructure when they have firm housing plans in place. 8
This is also not just about housing; there is an economic and business story for our area, which includes the Oxford-Cambridge route, the possibility of more ‘silicon valley’ type businesses relocating along the route, making for more regional work opportunities, and not just reliant on our area being about radial transport in and out of London. And such considerations for the future must include rail transport. A rerouted A1 is still in plan, but we are looking a good number of years ahead yet, and it is unlikely to be on the route predicted in 1994. Once the east west expressway is in place, pressure will be reduced on the Black Cat junction, and a rerouted A1 would have a new junction into the A421/A428. Add to this the East-West rail-link plans and there is a lot of work and construction ahead. So what are the key points with regard to our area and the towns and villages on the route through NE Beds? • A14 improvements are underway • A428 Black Cat to Caxton Gibbett – works were delayed due to a high pressure gas main being found, but looking to the end of the year to start • A1 rerouting – most likely a minimum of 7 years before a plan can be finalised that ensures a sustainable route. There are no quick fixes when it comes to roads and ever increasing traffic, but a sustainable infrastructure plan which sees the long term viability of our area, with good housing and more business and industry, has to be the way forward.

Money Matters
By Martin Lewis
Is there any point
Y
ou meet someone, fall in love, and it’s the person you want to spend the rest of your life with. But is there any point in actually being married? 5 financial rights of marriage – including civil partnerships – over co-habiting.
1. You can get a free £900 tax break if you’re married
This rewards marriage through the tax system and applies where one is a basic 20% rate taxpayer and the other a non-taxpayer. The non-taxpayer can apply to have 10% (£1,190) of their tax-free allowance shifted to the taxpayer. This means £1,190 of income they were taxed on at 20% is now tax-free – a £238 gain this year done via altering your tax code.
2. You may get a bigger state pension if your spouse dies
If your married partner dies you may be able to get extra payments from their pension or national insurance contributions as long as you’ve not already built up the full basic state pension entitlement yourself, as well as inherit some of their additional state pension. More info at www.gov.uk/ state-pension/inheritance.
3. Unused inheritance tax allowances can be transferred. There’s no inheritance tax to pay on the first £325,000 of anyone’s estate. Tax is only paid above that. If any of this is unused when your 10
in being married?
spouse dies, then the remainder can be passed across to you. So if a wife left everything to her husband with no inheritance tax to pay, her entire £325,000 allowance would pass across to him too. So when he dies, he has a £650,000 allowance.
4. You can inherit your spouse’s ISA allowance.
While savings and investments kept inside taxfree ISAs are liable for inheritance tax, the ISA allowance itself can be passed on to a spouse. So if they’ve £30,000 in ISAs you get this on top of your own ISAs.
5. Die will-less and your unmarried partner may get nowt.
If you’re not married, share a home with your partner, and don’t have a will – even if you’ve been together thirty years and have 17 kids – if you die, that means nothing. Depending on how the home ownership is structured they could even lose that. So a will is crucial. Laws known as intestacy rules do give some protection to married couples but so making a will so you can decide exactly where your assets will go is by far the best protection. The Royal British Legion
Poppy Walk for Honour 2018
T
he British Legion was formed on 15 May 1921, bringing together four national organisations of ex-Servicemen that had established themselves after the First World War. They provide lifelong support for the Armed Forces community – serving men and women, veterans, and their families.
The main purpose of the Legion was straightforward: to care for those who had suffered as a result of service in the Armed Forces during the war, whether through their own service or through that of a husband, father or son. The suffering took many forms: the effect of a war wound on a man’s
ability to earn a living and support his family, or a war widow’s struggle to give her children an education. The Royal British Legion has support across the country and, locally, Bedford are supporting the 2018 Poppy Walk for Honour Get walking and raise funds for The Royal British Legion, Bedfordshire’s Poppy Walk for Honour, The Poppy Walk returns to commemorate the end of the First World War and to say thank you to the First World War generation- all who served, sacrificed and changed our world. Come to Bedford Priory Country Park in Bedford, Barkers Lane, Bedford MK41 9SH on Sunday 12th August, 2018. Join the Poppy Walk Squad and be part of the fun! Suitable for all – young or old, families, dog walkers or ramblers, you are all invited to join and support. Gather at the Visitor Centre at Priory Country Park Bedford from 11.00am to embark upon a choice of two routes, 2km, which is wheel chair and push chair friendly or 10km for those that really want to stretch their legs. Stroll around some of the areas most interesting sites. As well as the walk, there will be live music and activities with refreshments available at the Cloverdale Retreat-the Parks Café. A wonderful day out for the whole family to enjoy while raising funds for our wounded, injured, sick members of our Armed Forces and their families. Why not come and join us?

Senior Snippets Heat Awareness Advice
It is important to recognise that older people’s bodies are often unable to adjust to sudden changes in temperature, which makes them more susceptible to heat exhaustion and heat stroke. Doctors have warned that hot nights are particularly dangerous for the elderly as it is more difficult for their bodies to recover from heat stress caused during hot days. How to stay safe during the warm summer months: 1. Avoid between 11am – 3pm) – if you do need to venture out make sure you aren’t outside for long and find shady spots. 2. Keep hydrated – even if you’re not thirsty it’s important to drink plenty of water or fruit juice to replace fluids lost during sweating. Avoid caffeine or alcohol which increase dehydration.
3. Choose lightweight clothing which is loose, breathable and light coloured. 4. Cool down – take cool showers and baths when possible. If you’re out and about, use a cotton hankie soaked in cool water and place it on the back of your neck and on your wrists. 5. Remember a hat – as headwear will help to keep your face in the shade. 6. Seek out the coolest areas of your home. Keep curtains and blinds closed, especially in your bedroom. 7. If safe, leave windows open during the night. If you would like to speak to someone at Home Instead, please do not hesitate to get in touch on 01234 868820

Review Esio Trot
by Roald Dahl Mr Hoppy lived in a small flat high up in a tall concrete building. He lived alone. He had always been a lonely man and now that he was retired from work he was lonelier than ever. There were two loves in Mr Hoppy’s life.

And so the short story of Esio Trot begins. This is pure, classic Roald Dahl, with silly words, DDR Bedford Bedslife 64x93.indd silly characters, and, of course, wonderful illustrations by Quentin Blake. So, what are his two loves? Well, there are the flowers he grows on his balcony, and then there is Mrs Silver a widow who lives in the flat below him. They only see each other when out on their balconies and Mr Hoppy has never had the courage to say more than a few words to her. But then a chance conversation changes everything. Mrs Silver has a pet tortoise called Alfie and she is concerned that Alfie doesn’t seem to grow. If only she knew how to help him grow. Mr Hoppy formulates a plan to help Alfie grow and at the same time win Mrs Silver’s affections. A plan involving silly words, a metal tube and a LOT of pet tortoises!

Review The First Purge
The original The Purge (2013) was a stylish but basic home invasion thriller/horror that interested people more from the basic premise of The Purge than the actual content of the film. The makers quickly realised this and expanded on the idea of a 12 hour period where all crime is legal with two follow up films that were more action/thrillers. Now the world of The Purge, an America that is otherwise the same as in our reality, is back with a prequel that gives us a bit of an explanation over how it all started. The First Purge is an action movie. Anyone who has seen the previous films knows about the purge and this one gives us a slow, low key start that builds and builds to what we all know is going to happen. This time the Purge is an experiment that the government are trying out on Staten Island, paying people who stay or participate. For a fast paced film it does a good job of building little bits of characterisation into the stars, especially eliciting support for a violent drug dealer! The Purge is, like its predecessors, much better than it should be and is an adrenaline filled 98 minutes.

Making Horse Sense
In 1980, following a conversation with an old soldier from the First World War, Michael Morpurgo first conceived the story of War Horse. “The more I heard” says Michael, “the more I felt that any story I might want to write had to be the story of suffering and grieving on all sides.”
Now, the multi award-winning stage show of War Horse is recognised as one of the triumphs of British theatre. But when the story of Joey, the English horse drafted into service on the battlefields of France, was first published in 1982, reviews were ‘mixed’. “Then 25 years later” says Michael, “Tom Morris, an Associate Director from The National Theatre, rings me up saying he’d like to make a play of War Horse, with puppets! Absurd, I thought, but it’s the National Theatre, for goodness sake. Maybe they know what they’re doing. Then they showed me the work of Handspring Puppet Company. I heard the music of John Tams and Adrian Sutton, saw the set design of Rae Smith, read the scripts, saw the rehearsals. Yes, they did know what they were doing.

Stay safe
this summer!
K
eep your pet safe this summer by being aware of these common seasonal hazards.
1. Fleas and ticks. Flea and tick bites can cause itchiness, pain, fur loss, and even serious infections. Make sure your pet is up to date with an effective preventative flea and tick treatment. 2. Heat stroke. Don’t exercise dogs in hot weather and ensure that shade and water are always available Take particular care with thickcoated or short-nosed dogs. Don’t leave pets in parked cars, even for short periods of time, as temperatures can become surprisingly high very quickly, and they are not able to sweat to cool down as we can. 3. Wasp and bee stings. In most instances, the discomfort and swelling from a sting will settle quickly without treatment. However, if your pet receives multiple stings, is stung inside the mouth, or develops a lot of swelling, veterinary advice should be sought.
4. Hot pavements. Pavements can become hot enough to damage paws. Cats will usually stick to cooler surfaces of their own accord, but lameness, licking at paws and red skin between the toes would all be reasons to visit the vet. Help dogs to avoid hot pavements by walking in the shade and at cool times of the day. Walk on the grass verge if the pavement is still uncomfortably hot (test it with the back of your hand). 5. Barbecues. Feeding human food can often cause tummy upsets and is best avoided or at least restricted to tiny pieces of cooked meat. Some summer foods are particularly dangerous. The most common barbecue hazards are: corn-on-the-cob (dogs tend to eat them whole and develop a blockage), barbecue skewers (these also tend to be swallowed whole and can cause gut perforation), onions (toxic to cats and dogs), and meat with bones inside (these can cause gut obstruction, perforation, diarrhoea or constipation).

Managing Trees In Severe Drought
T
he best way to maintain tree health during drought periods is also the simplest: provide additional water when the soil dries and add mulch appropriately to conserve soil moisture. Of course, simply adding more water is not always feasible when environmental stewardship and water use restrictions come into consideration.
Fortunately, most mature trees in arid or Mediterranean climates are adapted to long periods without rain, making supplemental irrigation unnecessary under moderate drought conditions. However, even drought-tolerant species will suffer under prolonged water shortage. The following mitigation options may be considered during these extended periods of severe drought: • Plant Growth Regulation Inhibition of gibberellin, a plant hormone responsible for cell elongation. Treated plants produce the same number of cells as untreated, but these cells have reduced elongation. This results in slightly smaller leaves and less leaf area, thicker leaves, thicker waxy cuticle, and often increased pubescence (hair) on the bottom of leaves.
• Potassium Phosphite Soil Treatments Potassium phosphite fertilization has been proven in past research to increase plant tolerance to some disease organisms and environmental stresses, including drought. Fertilization with this material does not provide phosphorous in usable form, but does supply potassium, which is important in drought resistance. • Soil Wetting Agents Soil that has become extremely dry can often be difficult to re-moisten (hydrophobic) leading to wasted irrigation water through run-off or surface evaporation. Thoroughly wetting the root zone of trees with a wetting agent helps to reduce water surface tension, allowing water to absorb more quickly into the root zone and create a plantavailable moisture film around soil particles. • Mycorrhiza Inoculation It is well known that symbiotic fungi (mycorrhiza) help plant roots explore and mine the soil for various resources, including water and nutrients. While there is no substitute for water in improving plant growth, appearance, and vigor, several options exist that can help to reduce the physiological stress associated with extreme drought. The options listed in this report are based on peer-reviewed data-based scientific studies, conducted by Bartlett Research Laboratories and/or other academic and government entities.

BARTLETT TREE EXPERTS A Very Brown Hedge Indeed Aphids are one of the most common and troublesome of all garden insect pests. They attack a large number of garden plants throughout the country and are recently causing much disfigurement to ornamental conifer hedges. Commonly known as Greenfly and Blackfly, these aphids feed on hedges, sucking the sap of the plant and can spread several viruses, causing severe dieback. Cypress Aphid is currently troublesome and pre-dominantly affects conifer hedging. Damage inflicted on conifer hedges by the aphid Cinara cupressi is severe and can lead to large brown patches on the hedge. This leads to localised foliage death, reducing the aesthetic look of the hedge. As the aphid is active from May to October it is important to catch this problem early and apply treatments to stop its spread. At the first sign of brown patches call us for a free consultation and professional advice.

Daisy, Daisy... all for the love of you.
T
here are some flowers I love because they are show-stoppers, others because of their evocative scent, and some because they are unusual. Michaelmas daisies don’t tick any of those boxes, but I love them anyway. They are bright, cheerful, and completely undemanding – at home in the poorest, driest soils, and bees and butterflies love them! They get their common name from their flowering period, which peaks at Michaelmas, the feast of St. Michael on September 5th, though they will carry on flowering well into late autumn. This means they are great for injecting colour into borders which can start to look a little washed-out and dreary in late summer. Until the mid-nineties, Michaelmas daisies were all known scientifically as asters, but then some were reclassified. Look out for the name Symphyotrichum, as many popular varieties now carry that name instead The gardener credited with popularising the Michaelmas daisy was Ernest Ballard. Many of the varieties he cultivated are still available and bear the names of his family members. “Ada 52
Ballard” is named for his sister and is lavender blue, “Marie Ballard” is a pretty pale blue double bloom named for his wife. He is also responsible for “Prosperity” and “Peace”, rose-pink and deep mauve respectively, which he named straight after the First World War. If you want a tallish variety suitable for the middle of the border, try “Little Carlow” which grows to about 90cm and produces masses of violet-blue blooms. One of my favourites for the back of the border is “Calliope” which has striking black elegant stems that reach heights of 2m, smothered in delicate lilac flowers. A good small variety is “Beggarten” which is pale blue, compact and clump-forming. “Tonga” is also smaller and is a lovely deep purple which looks great in a container. Although they are not high-maintenance plants Michaelmas daisies benefit from being cut down to ground level in late autumn and covered in a good mulch of well-rotted organic matter. And that’s all there is to it! Happy Gardening.

BEDFORD
BLUES B
edford Blues will get their Greene King IPA Championship account underway with a trip to Nottingham before hosting their first home game versus Jersey Reds at Goldington Road on Saturday 8th September. September will be a busy and tough opening month with five fixtures for Mike Rayer’s men, including promoted Coventry away, relegated London Irish at home and finishing the month with the visit of London Scottish. Looking ahead to the new campaign, Blues chairman Geoff Irvine said: “We had a wonderful season last year where we played some sublime rugby, finished third in the league and made it through to the last four of the British & Irish Cup. “As a club we rely so heavily on our loyal supporters and we hope they will get behind us no differently this coming season. The attitude of all at the club is to put on a spectacle, both on and off the pitch, to make sure every match day is special at the home of the Blues. Don’t forget that the best, and cheapest, way to enjoy all of Bedford Blues home league and Championship Cup games is to purchase a Season Ticket. Just visit www.bedfordrugby.co.uk for more details.
