Street Lighting Transformation Complete

The project to replace Borough-owned highway street lights with LED street lights has successfully come to completion this year. After winning a competitive bidding process, the Council was awarded £5.3million by the Department for Transport and invested an additional £1million, which has seen over 14,000 LED lanterns installed and over 2,400 columns replaced across the Borough. The new lanterns are low energy and have substantially improved the quality of street lighting across the Borough and provided a green alternative to current lighting. They have dramatically reduced levels of carbon dioxide emissions from street lighting, contributing to Bedford Borough Council reducing its carbon emissions by 53%. Carbon dioxide emissions from street lights have dropped by around 1,500 tonnes from 2014-15 to now. This is the equivalent of the carbon dioxide emitted by driving over 3.7million miles in the average car, or the average energy use of 164 homes for a whole year. The full benefits of this upgrade won’t be seen until March 2019, as that will be the first complete year with over 14,000 LED lanterns installed. As part of this project, a Central Management System was installed which reports back on power consumption levels, as well as faults that develop.

The Young Turner – Exhibition and Events at The Higgins Bedford

The Young Turner: Ambitions in Architecture and the Art of Perspective, a touring exhibition from the Ashmolean Museum, opens at The Higgins Bedford on 22nd September 2018. The exhibition is free to visit and is accompanied by a series of exciting talks and tours. To celebrate a successful campaign to acquire JMW Turner’s unrivalled painting of ‘The High Street, Oxford’, funded by the Heritage Lottery Fund and the Art Fund; the Ashmolean Museum are touring this exhibition. I

am a keen cyclist, and like nothing more when I get a half hour off occasionally at a weekend to jump on my bike and cycle around some of our lovely Bedfordshire countryside. On occasions my brother and I can be spotted in regional ‘Sportifs’ trying our legs at a 50 or 70K – rather more challenging but good for men of a certain age (and yes in the obligatory lycra)!

Some of you will know that there is a Department for Transport consultation on proposed new cycling offences and I appreciate the concerns that have been raised. Of course, every road user has a responsibility to behave safely and with consideration for others as explained in the Highway Code. The Highway Code clearly sets out rules for cyclists on equipment, clothing and the use of lanes and crossings. While the UK has some of the safest roads in the world, the DfT is always looking at ways to make them safer and that is why a consultation has been announced on the recommendations produced by the cycle safety review. This includes a proposal to introduce new offences of causing death or serious injury while cycling and other changes to some existing cycling offences; further work on guidance on cycling and walking

infrastructure; and improvements to the Highway Code. The 12-week consultation will run until the 5 November 2018 and you can respond online: https://www.gov.uk/government/consultations/ new-cycling-offences-causing-death-or-seriousinjury-when-cycling More broadly we are working hard to promote road safety for everyone, including cyclists. Measures have recently been introduced to combat close passing, improve collision investigation, and provide £100 million in new investment through the Safer Roads Fund. There are also plans for a £500,000 pilot scheme offering driving instructors training to put cyclists’ safety at the forefront of their minds when teaching new drivers. Action is also being taken to stop the anguish and misery caused by the actions of dangerous drivers. Life sentences are being introduced for those who cause death by dangerous driving, and for careless drivers who kill while under the influence of drink or drugs; while a new offence of causing serious injury through careless driving is to be created. So let’s keep enjoying our wonderful countryside, whether two wheels or four, or walking and riding, but all having some responsibility to ensure we remain safe and we treat other users with respect.

Reading charity issues ‘Back to School’ volunteer appeal across Bedford shire

s the new academic year gets well underway, national reading charity Beanstalk is stepping up its search for volunteers across Bedfordshire to help reach more children than ever before with its potentially life-changing reading support programmes.

Beanstalk helps transform children’s life chances by recruiting and supporting volunteers and placing them in schools and pre-schools. These volunteers work with children to enable them to have the skills to become ready to read and prevent them from falling further behind in their language and communication skills.

In order to achieve this, Beanstalk needs members of the community who can volunteer a few hours a week to help local children become more confident readers through its range of programmes. These programmes include Beanstalk’s 321 programme which sees trained reading helpers supporting three primary school children each for two 30 minute sessions a week, during termtime, for at least one academic year. Through this regular, consistent support the child’s approach to learning and enjoyment of reading is transformed. Volunteers are also needed for its Story Starters early years programme. Story Starters volunteers work one-to-one with children in a nursey or pre-school setting for two 20-minute sessions a

he East Anglian Air Ambulance (EAAA) began in 2000 and is a charity providing a lifesaving helicopter emergency medical service for the people of Bedfordshire, Cambridgeshire, Norfolk and Suffolk. Since they began they have attended over 23,000 missions saving the lives of many thousands of people. They save the lives of people like Ben Parkin. Ben, his wife and two children were having a morning cuddle in July 2016 when their lives were turned upside down. Ben went into cardiac arrest. Ben’s wife acted quickly and ushered the children out of the room while ringing 999. The East of England

Ambulance Service Trust (EEAST) immediately put the call through to EAAA and told Ben’s wife to begin giving him cardiopulmonary resuscitation (CPR). The EAAA crew of Doctor Marcel Rigaud and Critical Care Paramedic Gary Spitzer arrived at scene and took over his care. He was defibrillated, put into an induced coma to protect his brain and intubated so the team could take over his breathing. Ben spent weeks in intensive care before he was brought out of his coma with no memory of the incident. Ben believes if it wasn’t for the swift actions of his wife and the fast response time of EAAA his story would simply be another statistic. EAAA need to raise over £12 million a year to deliver and develop their life-saving service; as a charity they rely entirely on the generosity of the community to keep their helicopters in the sky and their crew saving lives. October 2018 ‘Paved with Gold’: Bedford’s Windrush Generation Exhibition at The Higgins Bedford

6th October 2018 – 24th March 2019: ‘Paved with Gold’: Bedford’s Windrush Generation The Higgins Bedford will celebrate this year’s Black History Month by hosting a variety of events and an exhibition commemorating the 70th anniversary of the Empire Windrush arriving with people from the Caribbean to Britain. The museum presents ‘Paved with Gold’: Bedford’s Windrush Generation, a fascinating exhibition exploring the stories of people settling in Bedford from 1948, which will open on 6th October 2018 and is free to visit. This exhibition will highlight the Windrush Generation’s journey to Bedford, where they settled, and their employment opportunities. It will also explore their legacy of endurance and determination through the challenges they faced and the contributions they made to the community. As part of the exhibition, The Higgins Bedford has been interviewing members of the Windrush Generation who settled in Bedford to recognise the impact they have made in rebuilding the town after the Second World War. The Higgins Bedford has been working in partnership with The Higgins Black History Panel, the University of Hertfordshire, Retired Caribbean Nurses Association of Bedford, Nubian Teachings and members of the public to collect and showcase the stories, artefacts, and photographs presented in this exhibition. 14

Review The Happytown Murders

Who would have imagined that the best murder mystery film in a long time would be one that involves puppets (or rather Muppets as it is made by the Henson company and all the puppets look like Muppets) interacting with human actors? Everything looks like our world, the only difference is that puppets are real and they interact with the humans that live in it. It is a way of looking at discrimination in a more comedic way and there is a little of this in the film but it is not as much of a comedy as it is a P.I./Film noir/detective tale. For me the black comedy side failed miserably, the fact that they have muppets and are using them in adult situations fell flat very quickly. The mystery side though was very good. I found myself much more interested in that side of it as Melissa McCarthy and her puppet partner investigated a series of murders. This was good old fashioned storytelling. You knew as much as the main characters did and in fact like every good murder mystery when you reach the conclusion you do realise there was enough clues there for you to solve it!

E

ar infections are very painful and do not get better on their own. In dogs, ear infections usually affect the ear canal rather than the deeper middle ear.

How do I know if my dog has an ear infection?

Affected dogs usually shake their heads and scratch at the ear. Sometimes discharge or blood may come out of the ear. The top of the ear is often pink and the dog may yelp with pain when the ear is handled.

What causes ear infections?

Ear infections may be caused by infection with ear mites, bacteria or yeast. Sometimes there is something stuck in the ear (such as a grass seed).

How are ear infections diagnosed?

Your vet can use a special instrument to look down the ear to check that there is no grass seed or other object stuck inside, look for swelling and discharge, and check that the eardrum is not ruptured. A sample from the ear can be tested to find out what type of infection is present.

How are ear infections treated?

The first step is to clean the ear canal. After this, drops can be prescribed to put into the ear. These will contain a medication to kill the infection and a medication to reduce irritation. In many cases, a course of anti-inflammatory tablets is also prescribed.

Why does my dog keep getting ear infections?

Some dogs develop ear infections on a regular basis. These dogs are likely to have an underlying abnormality in the ear, making it easy for infection to develop. The most common abnormalities are allergic skin disease, excessive wax production, and narrow or thickened ear canals. Allergic skin disease can often be managed with medication and / or diet changes; excessive wax can be managed with special ear cleaning products; and dogs with permanently narrow ear canals may benefit from surgery. Winter Injuries and Recommendations

I

n spring, many plants in the UK exhibit leaf browning, branch dieback and, in some instances death of the plant. This damage appears to have been caused by cold temperatures over a prolonged period in January. In some locations, sub-zero temperatures occurred when there was little or no snow cover. This resulted in considerable root mortality that has led to foliage browning and bud and twig mortality low temperatures also directly damaged foliage, bud and twig tissue. BREAKAGE FROM ICE/SNOW ACCUMULATIONS Trees and Shrubs with poor structure and heavy/long limbs are prone to breakage due to the added weight of ice and snow. Wood decay can also pre-dispose branches and lead to failure from ice and snow loads. Evergreens that have a large surface area to hold snow are especially prone to breakage.

DE-ICING/SALT ACCUMULATIONS Commonly used to de-ice highways and pavements. The high levels of salt in the soil from pavement run off can kill plant roots. Sodium can be highly toxic to plants with salt spray significantly damaging plant foliage. Symptoms: Progressive decline in plant vigor, leaves become dwarfed and brown with die-back and eventual death.

Recommendations: Plants should be inspected by a professional arborist in late winter or early spring for symptoms injuries. Plants stressed by winter injuries are more susceptible to pest and disease issues. Do not remove plants that are exhibiting branch dieback. Plants may re-sprout from interior portions of the crown. Pruning back(reducing) dead branches to healthy tissue can be undertaken as plants resume growth. Monitor soil moisture near affected plants and irrigate as needed. Ensure the root zone is properly mulched. Fertilization with a slow release fertilizer will encourage recovery. Fertilization is particularly important this year because heavy spring rains caused leaching of nitrogen from the root zone of plants leading to deficiency symptoms. Replenishing soils with fertilizer nutrients will reduce nutrient stress that could compound the effects of winter injury.

BARTLETT TREE EXPERTS A Very Brown Hedge Indeed Aphids are one of the most common and troublesome of all garden insect pests. They attack a large number of garden plants throughout the country and are recently causing much disfigurement to ornamental conifer hedges. Commonly known as Greenfly and Blackfly, these aphids feed on hedges, sucking the sap of the plant and can spread several viruses, causing severe dieback. Cypress Aphid is currently troublesome and pre-dominantly affects conifer hedging. Damage inflicted on conifer hedges by the aphid Cinara cupressi is severe and can lead to large brown patches on the hedge. This leads to localised foliage death, reducing the aesthetic look of the hedge. As the aphid is active from May to October it is important to catch this problem early and apply treatments to stop its spread. y October lawn growth has slowed so you can raise your mowing height by at least one setting until mid-spring next year. If like mine your lawn sprouts moss the moment it rains, raise the mowing height even more so that at least 1 to 2cm of grass shows above the moss after grass-cutting.

Damp grass builds up inside the mower so give the mower a good brush, scrape or hose down after every use. This necessary housekeeping prolongs the life of your mower. After the middle of October there is no point applying weed-killer, so if you haven’t been diligent in weed control the only option will be hand-pulling them. I am rarely diligent about weed-killing, so you are in good company here! Moss becomes more evident as the weather cools but you’re too late for raking by now. Probably best to embrace the lush greenness: moss lawns are all the rage in Japan anyway. On the other hand, if the weather is still warm and the ground is dry, apply moss killers, rake it out, reseed and water. You’ll thank me next year.

October is the best time for aerating the lawn. I used a fork for years until I bought a hollow-tine aerator three years ago, and now I’m a convert. You can’t overdo it, insert them every few inches until you’re fed-up. It’s a great work-out. The hollow tines pull out little cores that look like fat worms. Leave them in place to recycle the nutrients. Aerating improves drainage and allows air, nutrients and rain to move down to the roots rather than sitting at the surface. Normally by now there has been enough rain to allow the tines to penetrate the soil making the job easier but who knows what the crazy UK weather will be doing when this article is published. It’s best to fertilise the lawn after aerating if possible. This month is quite a good month for fertilising the lawn if you haven’t already got around to it. Not only does fertilisation give you a fantastic lawn ready for the winter but also offers some protection from the ravages of winter temperatures and diseases. he start of the new season has seen some mixed results for Bedford.

At the time of writing, the Eagles have had two wins and two defeats in the league. Kidlington and Yaxley have been beaten as Bedford scored eight times without reply in the two games. The two losses have been by just a single, late goal, as Bedford lost the August Bank Holiday game, succumbing to an 87th minute goal, before Welwyn Garden City surprised the home fans by helping themselves to a 1-0 win, scoring in the 85th minute. Bedford were dumped out of the League Cup on penalties by a strong St. Neots Town side who play one division higher. The Emirates FA Cup has seen success in the two games played so far, as Dereham Town were beaten 4-1 in the preliminary round, whilst a shock occurred in the 1st Qualifying round, as Town went to unbeaten Enfield Town (one step higher in the Non-League pyramid, and won 3-0. The reward for winning is an away tie against AFC Telford United from the Vanarama North Division (two steps higher in the pyramid). There are just two home games in October for the Eagles. On Tuesday 9th, Corby Town visit the Eyrie for a 7.45pm kick off, and on Saturday 20th Bromsgrove Sporting are in Town for a 3pm kick off.
