NEW FINE FOR IRRESPONSIBLE WASTE DISPOSAL

Bedford Borough Council has introduced a new Fixed Penalty Notice to tackle fly-tipping.

British artist and designer Edward Bawden’s work (1903-1989) is the focus of the new ‘Home and Abroad’ exhibition at The Higgins Bedford. This exhibition focuses on how Bawden’s immediate surroundings and overseas travels influenced his art. Bawden embarked on his first trip abroad to Italy aged 22, an experience which he recalled, ‘gave me the biggest shock of my life’. He returned there during the Second World War, while serving as an Official War Artist, a role which also took him to many parts of Africa and the Middle East.

The Council already issues fines to those who commit the offence of fly-tipping. It is estimated that two-thirds of fly-tipped waste is household waste which is often fly-tipped because a householder has allowed an unauthorised person to take it away, rather than them fly-tipping it themselves. To crack down on this, a new Fixed Penalty Notice has been introduced which will see a £300 fine issued to people who are responsible for fly-tipping because they allowed an unauthorised individual get rid of their household waste. If an individual is disposing of their household waste, they have a ‘duty of care’ to ensure that they are using a licensed waste carrier so that the waste is disposed of correctly. If they do not, and the waste is fly-tipped the individual who created the waste will be fined, alongside the person who committed the fly-tipping. This new Fixed Penalty Notice follows the Government’s introduction of a Fixed Penalty Notice for breaches of the household waste duty of care.

INTRODUCING THE BEDFORD FESTIVAL OF MOTORING Saturday 1st and Sunday 2nd June 2019. Bedford’s beautiful Embankment is this year hosting the first ever Bedford Festival of Motoring, which will take place alongside the regular Bedford International Kite Festival in Russell Park on the first weekend of June. The inaugural Bedford Festival of Motoring is being brought to the town by Bedford Borough Council in partnership with Adrian Grubb of Events with Panache. Adrian has previously been involved with the successful launch and management of the Stratford-upon-Avon Festival of Motoring. The Festival will ultimately endeavour to embrace all things motoring in the UK with special displays of vehicles, ultra-modern, luxurious and bizarre, iconic and soon forgotten, motor sport in all their guises, motorcycles and bicycles and commercial, agricultural and military but most of all, Classic Cars! HEALTHCAR THE FUTURE OF I was interested to read the details of the Government’s five-year framework for GP contract reform, which aims to improve access to family doctors and expand local services for patients. As the son of a (now retired) GP, I know just how hard they work on behalf of their patients. The demands on their time, and number of patients they look after, have increased massively over recent years and are compounded by struggles to recruit new doctors. I met recently with Dr Reddy in Sharnbrook to hear first-hand about the recruitment problems they experience and the challenges faced by a busy practice. I am keen to work with Government colleagues to ensure we get future changes right for both practitioners and patients. The five-year framework will see billions of extra investment to expand services at local practice and ensure patients who need longer appointments can access them. This will be the biggest reform to GP services in fifteen years. Funding will be provided for an army of 20,000 more staff to help GP practices work together as part of a local ‘primary care network’. The recruits – pharmacists, physios, paramedics and social prescribing support workers – will free up GPs to spend more time with patients who need them most, as well as ensuring patients have access to a wide range of services locally.

Core funding increases will also support more practice nurses and GPs, with the number of young doctors choosing to train as GPs now at a record high. Patient access will continue to improve, including by introducing digital appointments, backed by a new patient right to web and video consultations by 2021. I look forward to working with local stakeholders to ensure that patients across North East Bedfordshire receive the best care available, at times and locations convenient to them, and ensuring that GPs receive the funding and support they need to provide this.

Love Bedford NEWS Love Bedford is the brand of BedfordBID (Bedford’s Business Improvement District) and is funded by almost 600 town centre businesses with the aim of providing a fun and safe environment for our customers to keep them coming back. Exciting news this month is the new joint venture between Blue Glass Independent Wine Merchant John Barnes and Kevin Kavanagh of Frescoes Coffee House.

The 10-year-old Blue Glass business is relocating from St Cuthbert’s Street to bigger premises in St Peter’s Street. There they will continue to retail 400 wines from around the world – but with the additional option of people being able to eat and drink on the premises. Customers will be able to try any of the wines at their table while enjoying hams, cheese, olives and sharing platters. And sample a range of Malt Whiskies and designer gins. There will also be a facility for tasting sessions and private bookings such as birthday gatherings.

The joint venture venue also will offer coffees during the day served with the expertise of baristas who are trained by the Kevin Kavanagh of stylish Frescoes Coffee House in Mill Street, established 15 years ago. Frescoes itself will remain open but they see this as a complementary business where people can enjoy proper coffee with continental style food in a wine bar setting. To complete the tripartite experience the finest cigars will be on sale supplied by Harrison & Simmonds, the 90-year-old family firm on the High Street. The Blue Glass wine bar will be open in the evenings Thursday, Friday and Saturday – ideal for those who want an evening out with friends, perhaps before visiting The Quarry Theatre, or drinks with a difference before visiting any of the many successful restaurants in the area.

Project JANE

Project Jane is a very special new project set up by Bedford charity FACES which is aimed at teenage girls in Bedford Borough. They are delighted to have received funding to make this project happen from the Tesco Bags of Help Grant https://www.groundwork.org.uk/ Sites/tescocommunityscheme and The Mark West Fund http://www.blcf.org.uk/2017/09/16/ mark-west-fund/ This spring/summer, they are hoping to give a number of girls the chance to go to the Prom. For many girls and their families, Prom can be an expense that they just can’t meet. As well as the ticket price, every girl deserves to look and feel beautiful and this means a dress, shoes and accessories as well hair, make-up and nails. It can run into ten’s, if not hundreds of pounds.

Any girl who would like to apply to Project Jane for support this year, can do so. They are looking for donations of good quality prom dresses, shoes and accessories such as jewellery and bags, as well as services such as hair, makeup, transport that could be offered on the day. Review Stan and Ollie

After the dismal double act that was Holmes and Watson John C Reilly returns as one half of possibly the greatest ever comedy double act Laurel and Hardy. Laurel and Hardy were comedy geniuses, they made some of the best early comedy movies in an era that also had Keaton, Chaplin and Lloyd. Even though the greatest successes were 75 odd years ago the duo are still fondly remembered. This film focuses on the duo in their older years, the Hollywood career fading behind them, as they take on a tour of the UK. Reilly as Hardy and Steve Coogan as Laurel are both excellent. They have the chemistry together that is a vital side of this story. In a film that relies on the interaction between the two of them (and their wives, both of whom are excellent as well) they get it perfect. Stan and Ollie is a heartfelt tribute to the duo as well as being funny, moving and even sad. Stan and Ollie is one of those near perfect films. It has exactly what you want from a film of this type and shouldn’t be missed if you have any love of them.

rabbit Rabbits can make great pets but they do require a lot of time and attention to stay happy and healthy. Here is a summary of the essential care your pet rabbit should receive.

COMPANY Rabbits are social animals and should be kept in pairs or groups. The ideal pairing would be a neutered male and female, but two neutered males or two un-neutered females can work too. It is possible to introduce a new partner to a rabbit currently living alone but this must be done carefully and gradually – speak to your veterinary practice or local rabbit charity for advice.

VACCINATIONS

Rabbits need somewhere warm and dry to sleep but they also need plenty of space to exercise and stretch out. Large hutches, converted sheds and large outdoor runs with plenty of hiding spaces and tunnels are ideal. Indoor rabbits often benefit from plenty of space but care must be taken to block access to anything dangerous, particularly electrical cables which they love to chew!

75% of your rabbit’s diet should be good quality hay, with some good quality all-in-one pellets and fresh vegetables making up the remainder.

In the UK rabbits are at risk from three viruses: myxomatosis and Viral Haemorrhagic Disease (VHD) variants 1 and 2. Vaccination against myxomatosis and VHD1 should be given once a year, and against VHD2 every 9 months, even for indoor rabbits.

FLY STRIKE PREVENTION In warm weather, flies may lay their eggs on rabbits, usually around the bottom area. These can hatch out into maggots which can burrow into the skin of the rabbit. Rabbits with dirty or wet bottoms are most at risk. Seek veterinary advice if your rabbit’s bottom is difficult to keep dry and clean; check bottoms twice a day in warm weather; and consider the use of fly mesh or fly papers to control flies. Preventative medication can be rubbed into rabbits’ fur every 10 weeks during the fly season to prevent maggots from hatching – ask your vet for details.

It is now widely appreciated that trees require certain essential nutrients to function and grow. A nutrient is an element that is involved in the metabolism of a tree, or necessary for a tree to complete its life cycle. For trees growing on a forest site, these nutrients are normally present in sufficient quantities in the soil. Landscape trees or urban trees, however, may be growing in soils that do not contain sufficient available nutrients for satisfactory growth and development.

Tree fertilisation can increase growth, reduce susceptibility to certain diseases and insects, and under certain circumstances, help reverse declining health. Common objectives of fertilisation include: 1) Overcome a visible nutrient deficiency. 2) Eliminate a deficiency not obviously visible that was detected through soil or foliar analysis. 3) Increase tree growth, flowering, or fruiting. 4) Increase the vitality of the tree. 5) Reduce potential injury from disease or insect infestation. Fertilised

By adding only the nutrients required, excess nutrients will not be added to the environment. Annuals H A R DY

Hardy annuals: the name is an oxymoron. Hardy plants are supposed to be able to survive the winter aren’t they, but annuals, by their definition, don’t. Productive, adaptable and cheap, they are the ideal credit-crunch plants. They are also easy-togrow, so are brilliant for beginner gardeners.

garden plant and ‘Miss Jekyll’ is a beautiful, soft, pure blue variety with the added bonus of stripy seed pods once the flowers have faded.

For best results sow them as thinly as possible, cover lightly with sifted soil then firm it down. Protect them from cats and birds with netting until the seedlings are well established then thin them out to the distance recommended on the packet.

The king of the hardy annuals though has to be the sunflower. Children particularly love to grow them. Sow them singly in small pots or directly into the earth. If you sow them directly, plant two seeds into each hole and thin to one once they are established. They may need to be staked as they grow. There are some terrific varieties.

Good flowers for the annualnovice include poppy, calendula, larkspur, fried- egg plants (limnanthes), love-in-the-mist, clarkia and cornflowers. If I could grow only one it would be Nigella damascena (lovein-the-mist). It’s an old cottage52

If sunflowers are the kings of the hardy annuals, then sweet peas are surely the fragrant queens. Old-fashioned or antique varieties tend to be best for scent though

their flowers are slightly smaller. The great thing about sweet peas is that you have to pick them to prolong flowering so you have a wonderful excuse to have a fragrant home all summer long. Sweet peas should be planted a little deeper than other annuals. They are very thirsty flowers. My granddad used to line his sweet pea trenches with lots of wet newspaper. He won prizes for his blooms, so he obviously knew a thing or two about it. Next time you’re at the garden centre...walk right on by the showy (and expensive) potted plants and head for the seed section. For a very small outlay you can add colour, shape, interest and completely transform your plot!

B LU E S Goldington Road will be opening its gates on Wednesday 10th April 2019 for the return of the annual Mobbs Memorial Match as Bedford Blues prepare to go into battle against The British Army (Kick Off 7:45pm).

Lieutenant Colonel Edgar Mobbs DSO – a true England rugby legend and a genuine hero of World War I – died during the Third Battle of Ypres while attacking a machine gun post. Some of the most illustrious names in the history of English rugby have played in the Mobbs Memorial Match in either the colours of the East Midlands or the Barbarians, who played each other each year up until 2011 since the games’ inception in 1921. The Mobbs Memorial Match lives on with the British Army facing Bedford Blues and Northampton Saints on alternate years. Mike Rayer’s troops face a strong Army side who begin their preparation for ties against the Royal Air Force at Kingsholm and the Royal Navy at Twickenham in the following weeks. Tickets for the match which will include a Blues Community showcase, The Band of the Parachute Regiment, a feast of military attractions, Bedford Modern celebration and plenty of on field action are available online at

the cost of just £10 for adults and £2 for Under 18. Entrance to the stand is available on a first come first served basis with only ground entry tickets available to purchase.
