Chapter 2 COORDINATION AND PUBLICITY

The 2022 Census of Agriculture and Fisheries (2022 CAF) is such a huge undertaking that the Central, Regional Statistical Service, and Provincial Statistical Offices of the Philippine Statistics Authority (PSA) require extensive preparation to ensure the success of the entire activity. Various coordination activities and a massive and effective information campaign must be undertaken at the local levels to ensure that logistics, publicity, and other requirements for 2022 CAF are in place prior to the enumeration.

Moreover, the CO, RSSO, and PSO officials and personnel are expected to launch an extensive IEC program in their respective areas of jurisdiction as specified in the coordination and IEC plans. The program shall reach as many people as possible with reasonable use of resources provided for the IEC activities. Local Census Coordinating Boards (CCBs) can be tapped to help implement the various IEC activities in their respective localities.

This chapter discusses the coordination and mechanism in the CCBs as far as coordination for 2022 CAF is concerned as well as the various IEC plans and strategies at the local levels, that is, regions, provinces, cities/municipalities, and barangays.

2.1

Executiveorderandpsaboard Resolutions

Executive Order No. 352, known as “Designation of Statistical Activities that Will Generate Critical Data for Decision-Making of the Government and the Private Sector”, provides for the conduct of CAF every 10 years with the objective of providing government planners and policymakers with data on which to base their plans for the country’s development.

The Philippine Statistics Authority (PSA) Board passed three Resolutions for the conduct of 2022 CAF, namely:

1. The PSA Board Resolution No. 3, Series of 2023 (Appendix 19), enjoining all national government agencies to provide assistance to PSA for the conduct of 2022 CAF. This resolution encourages close coordination between and among agencies and spells out the specific types of assistance that the national government agencies may extend to the PSA, especially during enumeration.

2. The PSA Board Resolution No. 4, Series of 2023 (Appendix 20), which stated the Terms of Reference (TOR) of the Provincial, City, and Municipal Census Coordinating Boards (CCBs) which defines the composition, duties and responsibilities, and frequency of meetings to be conducted.

3. Moreover, the citizens must call to support and cooperate in the 2022 CAF through the declaration of Agriculture and Fisheries Census Month in September 2023, refer to PSA Board Resolution No. 14, Series of 2022 (Appendix 21)

2.2 ASSISTANCEREQUESTEDBYPSAFROMOTHERGOVERNMENT AGENCIESTOSUPPORTCAF

Coordination with other agencies and Local Government Units (LGUs) are necessary to seek assistance for their involvement in publicity and information drive for the census, recommending operational definitions of concepts in CAF, and strengthening partnerships and collaboration with them for support to the 2022 CAF operations (e.g., resource persons, human resources for data collection (Enumerators (EN), Team Supervisors (TS), Assistant Census Area Supervisor (ACAS), Census Area Supervisor (CAS)), logistics (training venue/transportation/census headquarters), and others. Concerned PSOs should undertake coordination with the local chief executives and heads of these partner agencies.

Prior coordination with other national government agencies (NGAs) was done in CO and strengthened through the Board Resolution No. 3 Series of 2023 - Enjoining All National Government Agencies to Provide Assistance for the Conduct of the 2022 CAF.

2.1 Assistance Requested from NGAs

Specifically, the following assistance were solicited for the conduct of 2022 CAF:

Issued Memorandum Circular No. 2023-020 “Conduct of the 2022 CAF by PSA” to all Governors, Mayors, DILG Regional Directors, and MILG to convene the CCBs; instruct the Municipal Agriculture Officers, Agricultural Technicians and Aquaculturists to participate in information dissemination activities, serve as resource persons in census trainings, and provide available administrative data for reference for census operations and data validation; and undertake publicity and information drive. a. Public Attorney’s Office (PAO) a. Issued Office Order No. 139 “Authority to Administer Oaths (Free Notarization) of COS to all Requesting Hired Census Personnel of the PSA”.

Soliciting support from agriculture and fishery State Universities and Colleges (SUCs) around the country is also encouraged and expected to help in the 2022 CAF operations, such as:

1. Referral of students/professors with agriculture and/or fishery degree/expertise/experience to serve as enumerators or team supervisors;

2. Undertaking publicity and information drive through announcement of the 2022 CAF undertaking and allow PSA to provide standees and brochures at respective offices/areas inside the campus; and

3. Provision of training venues, dormitories/accommodation facilities, and census headquarters for use in the 2022 CAF operations.

2.3 CENSUSCOORDINATINGBOARDS

Based on the PSA Board Resolution No. 4 Series of 2023 - Approving the Terms of Reference of the Provincial, City, and Municipal Census Coordinating Boards on the Conduct of the 2022 CAF, the following will serve as basic coordinating mechanism for 2022 CAF at regional, provincial, and city/municipal levels: a. The Regional Statistics Committee (RSC) shall serve as the basic coordinating mechanism for 2022 CAF at the regional level. b. The Provincial Statistics Committee (PSC) shall serve as the Provincial Census Coordinating Board (PCCB) at the provincial level. c. Those provinces without PSC shall create the PCCB for 2022 CAF. d. All provinces will create the City/Municipal Census Coordinating Boards (C/MCCBs) at the city/municipal level.

However, for cities/municipalities with one or two selected sample barangays only, the PSO may directly coordinate with the local government unit (LGU) instead of creating the C/MCCBs. Those cities/municipalities without sample barangay do not need to create the C/MCCB.

In relation to the PSA Board Resolution No. 05, Series of 2015, otherwise known as the Establishing the Regional Statistics Committees (RSCs), for the purpose of 2022 CAF, the RSC will provide direction and guidance to regional CAF activities and serve as the venue for discussion and resolution of issues that cannot be resolved by the PCCBs. The Terms of Reference of the Provincial Census Coordinating Boards (PCCB) include:

1. Assess the needs of PSA in the province in terms of training, transportation, communication, security, and publicity;

2. Make an inventory of the training, temporary headquarters, transportation, and communication facilities that may be made available for use in the census operations;

3. Provide inputs for census technical materials such as list and concepts/ definitions of agricultural crops/practices;

4. Provide list of agricultural/ fishery associations and programs;

5. Specify the areas of involvement and participation of other agencies and the limits of their resources;

6. Assist the City/Municipal Coordinating Board (C/MCCB) in the conduct of publicity and information campaign;

7. Assist PSA in the census operations to ensure complete coverage of the province;

8. Refer to the Regional Statistics Committee (RSC) matters that the Provincial Census Coordinating Board (PCCB) cannot resolve; and

9. Take up other matters as may be specified by the PSA or as necessary for the successful conduct of the census.

Moreover, the C/MCCB has the following Terms of Reference:

1. Inform the prospective respondents in the forthcoming census;

2. Assist in the census operation to ensure the complete coverage of the city/municipality;

3. Provide security escorts to census personnel, ICT tools, and Information, Education, and Communication (IEC) materials;

4. Provide, when necessary, the services of a personnel, on a temporary detail, to the PSA Provincial Statistical Office (PSO) Focal Person for the duration of the census operations;

5. Provide suitable training, storage, and office spaces for the census supervisors;

6. Provide available training equipment such as speakers, microphones, projectors, laptops, desktops, etc. to be used during census trainings;

7. Enlist the cooperation of barangay officials in the census operations;

8. Ensure that the census returns are transported to the PSA PSO at the earliest possible time;

9. Refer to the PCCB matters which cannot be resolved by the C/MCCB; and

10. Take up other matters as may be specified by the PCCB or as necessary for the successful conduct of the census.

The schedule for convening and mandatory meetings of RSC/PCCB/C/MCCB are as follows: a. Convening - not later than 30 June 2023 b. Pre-enumeration meeting - not later than 25 August 2023 c. Post-enumeration meeting - not later than 29 November 2023

The PSA members/secretariat of the P/C/MCCB must accomplish the matrix on the assistance to be provided by the P/C/MCCB member agencies (Refer to Figures 2.2 –2.3). Apart from the kind of assistance to be solicited from the agencies, LGUs, and other organizations, the matrix should include the target date when the CCB will be convened, including the succeeding meetings.

The PSA members/secretariat shall document the highlights and minutes of each meeting. Copies of this document shall be distributed to the Board members before or during the succeeding meetings.

All minutes of meetings should be submitted to the National Censuses Service (NCS) (Attention: 2022 CAF-CPS) through email address cps2022caf@psa.gov.ph, copy furnish the RD, SOCD-CSS and PSO-CSS, within two weeks after the meeting/convening.
