Animal Saved in Bay Shore House Fire Bay Shore, NY. In the afternoon of Thursday, October 17th, Bay Shore Fire Department and Bay Shore-Brightwaters Rescue Ambulance were activated for a structure fire on Redington Street in Bay Shore. Prior to arrival, the department was informed that there may be an occupant within the home. Upon arrival, First Assistant Chief John Ippolito declared it a working fire. The fire was on the second floor, in the second side apartment. Chief Ippolito forced entry and found a dog on the floor, which was

removed. Care of this animal was transferred to Bay Shore- Brightwaters Ambulance, which was on standby for the fire. The dog suffered from smoke inhalation, and was both leghartic and suffering from decreased respiratory functioning. Care was quickly given and Islip Animal Control was notified. One line was put into operation and the crew from Engine 3-1-3

made a quick knock down. The fire was contained to the one apartment with no extension. Mutual aid was received by Islip Fire Department with one pumper to the scene and West Islip to stand-by at Bay Shore's headquarters. Islip Town Animal Control transported the injured dog to emergency veterinary care where it is said he will make a successful recovery. Teamwork paid off for a family pet in Bay Shore today. - LAURIE HUGHES

Yaphank hosts open house On Sunday, October 20th, the Yaphank Fire Department held their open house to the public. Hundreds of people came down to learn about fire safety. Firefighters displayed all their units and showed the poeple what to do in case of a fire in their house. Firefighters also showed the crowd how they would remove a person if they where trapped in a car at a scene of an MVA. BILL KELLY

Brookhaven holds open house Brookhaven Fire Department held their open house for all of the residents in the area. Firefighters showed people how each tool is used on their trucks. State fire personnel had a display with their smoke trailer. SCPD also advised on what can happen when a car rolls over and the people inside don't wear a seat belt.

Car versus stoop On Sunday, August 18, at 8:34 a.m., the Bohemia Fire Department was activated for an MVA at Church St and Ocean Ave. Upon arrival, Rescue 8 needed to use its winch to remove the vehicle from the front stoop of a house and provide speedy dry for the fuel spill. Engine 1 and fire police responded to provide additional resources and secure the scene. LIPA responded to replace the pole that was damaged. Two patients were transported by Community Ambulance.

Mangano distributes critical resources to local fire departments and EMS agencies Mineola, NY. Nassau County Executive Edward P. Mangano announced that his administration was successful in applying for Federal Homeland Security grant funds that allowed the county to JUMP TO FILE distribute critical #101613114 equipment to various fire departments and EMS agencies. The Nassau County Office of Emergency Management, in partnership with fire departments and EMS agencies, developed a list of equipment needed in the areas of hazmat response, weapons of mass destruction response, terrorism response, mass casualty response, training, exercise and interoperability. The equipment distributed included: various radio devices with accessories which enhance communications and enable interoperability between fire, EMS, and law enforcement agencies. Receiving these devices were the fire departments in East Williston, Locust Valley, Bayville, Bellmore, Atlantic Beach, Baldwin, Freeport, and the Great Neck Vigilant Fire Company. Thermal imaging cameras were presented to the Lynbrook Fire District and Oyster Bay’s Atlantic Steamer Fire Company. These cameras will be used to assist search and rescue efforts by locating victims who may be trapped in smoke-filled rooms as well as any fire source hidden behind walls and ceilings.

The Bethpage Fire Department received 80 Gemtor personal safety harnesses. New York State law now requires interior firefighters wear a safety harness when exiting a building. However, this was an unfunded mandate. Automated external defibrillators were provided to fire departments in Bellmore, Carle Place, East Rockaway and to Atlantic Beach Fire and Rescue. Multi gas meters were distributed to fire departments in Bellmore, Lynbrook and Mineola. Radiation detectors which perform similar life-saving functions as the gas meters were given to the Merrick and Mineola Fire Departments. Ambulance stretchers were provided to the Volunteer Ambulance Corps in Mineola which will provide additional transport capabilities during a mass casualty incident. Self-Contained Breathing Apparatus (SCBA) packs with extra air cylinders are going to fire districts in Floral Park and Carle Place. Assorted medical supplies were issued to the Malverne Volunteer Ambulance Corp for response to mass casualty incidents. Rapid Deployment Decontamination Tents were distributed to the Bethpage and Franklin Square Fire Departments. Similar decontamination equipment will be provided to the Lakeview Fire Department. - Katie Grilli-robles

Southampton Fire Department responds to a structure fire the southampton Fire Department was dispatched to a smoke investigation near the intersection of Wiltshire street and North sea road in southampton on october 28th at 2:52 p.m. Upon Chief roy's arrival, it was determined to be a structure fire located on the second floor of a residence on the 300 block of North sea road. Crews were quickly able to knock the fire down. tarps were utilized to keep the homeowners property safe from water damage. the fire was contained to a second floor room. smoke and water damage was throughout the residence. the southampton town fire marshals office is investigating the fire’s cause. North sea road was closed for approximately 45 minutes. Chief Dennis roy was in charge of the scene.

Bay Shore Youth Squad Receives Honors Bay Shore, NY. Bay ShoreBrightwaters Rescue Ambulance’s Youth Squad received multiple awards last night at the New York State Volunteer Ambulance and Rescue Association annual conference and dinner. BSBRA holds a fifteen-member youth squad with ages ranging from 13-17 years old. These young members are actively involved in all aspects of our organization and are held to similar responsibilities as active badge members. In addition to receiving first place in the trauma scenario of competition weekend, BSBRA-YS was awarded the prestigious “Youth Squad of Excellence, 2013”. This award is given to a youth squad of a member organization for performing outstanding services to their local squad, community and NYSVARA. Commitment to the community of Bay Shore–Brightwaters, dedication and commitment to training and education and their contribu-

tions to our organization was noted during the award ceremony. “We are extremely proud of our youth squad for all of their accomplishments. They show great poise and pride for their age and are consistently training and furthering their education. To balance this as well as their academic work at such a young age is commendable. Youth Squad member Anthony Geritano was also recognized as “Youth Squad Member of Excellence” for the 2013 year. This award is given to an individual member, who has performed outstanding service to their agency, community while maintaining their school curriculum. Anthony a cap-

tain for our youth squad, has been with the agency for the past three years and can described as “honest, respectful and a true team player.” He often steps up and goes above and beyond requirements, helping both fellow members and our organization. Car fire for Massapequa On October 20th at 10:50 a.m., the Massapequa Fire Department received a call for a car fire at Sunrise Highway and Chestnut Street. A Nassau County Police Ambulance on patrol was first on scene and advised the MFD dispatcher that this was a fully involved vehicle. 1st Assistant Chief Keuchler was first to arrive on scene followed by Engine 6314 and Ladder 636. One line was put into operation and the fire was extinguished.

Retiree CAREY WELT of East Meadow honored East Meadow, NY. Nassau County Executive Edward P. Mangano (left) and Presiding Office Norma Gonsalves (1st right) presented citations to Carey Welt of East Meadow in honor of his 36 years of service to Nassau County. The county executive thanked Supervisor Welt, who is retiring with over 36 years of service with the Nassau County Fire Marshal’s office for his loyalty and dedication to the community. Elmont battles repair shop blaze On Saturday, October 12th at about 9:35 a.m., the Elmont Fire Department received a report of a commercial garage fire on Linden Blvd, east of Elmont Road. First arriving units found a auto repair garage fully involved in fire. 1st Assistant Chief Brian Schriefer immediately requested additional units to the scene from neighboring fire departments. The fire was particularly difficult due to the accumulation of auto parts and the fact that a vehicle was up on a hydraulic lift. However, with the rapid response and excellent work by all, the fire was extinguished. One worker at the garage received burns to his hands and was transported by NCPD helicopter to the Burn Center at Nassau University Medical Center. The Nassau County Fire Marshal's office responded and is investigating the cause of the fire.

Mastic holds open house for community During fire prevention week in October, the members of the Mastic Fire Department visited the schools within the Mastic Fire District. During those visits, our dedicated members spoke with over 3,500 students about fire safety, concentrating on this year’s theme "Prevent Kitchen Fires". Then to end the week, we held an Open House at our main firehouse, where over 550 adults and children visited.

During their visits, they were able to crawl through our smoke trailer, watch a demonstration from SCPD, see the damage of not wearing your seat belt, get picture I.D.'s done by the Suffolk County Sheriffs Department, fingerprint I.D.'s done by NY Life Insurance, and see a live fire demonstration and proper fire extinguisher tech-

niques by the Suffolk County Fire Marshals Office. The weather was perfect as was the day to learn about fire safety. Bicyclist hit by car Melville, NY. The Suffolk County Police and the Melville Fire Department responded to an accident where a bicycle was hit by a car. The man on the bicycle was sent flying and had many injuries. He was transported to the hospital by the Melville Fire Department Ambulance.

On September 11, 2013, the Nassau County Fire Museum put on display their 1974 Seagrave (9/11) rear mount with all 343 firefighters who died in the line of duty displayed.

Southampton responds to structure fire The Southampton Fire Department was dispatched to a structure fire at the community center on the Shinnecock Indian Reservation at 12:46 a.m. on October 29th. Chief Dennis Roy arrived and had dispatch re-tone it as a working structure fire. The fire broke out in a double trailer, which was being used for office space. There weren't any occupants at the time of the blaze. Crews were able to enter the trailer and knock the fire down. It was difficult to extinguish due to the many rooms the trailer had. Units were back in service at approximately 3:30 a.m. Around 50 firefighters responded with no injuries reported. Southampton Volunteer Ambulance was on scene for firefighter assessment. Chief Dennis Roy was in charge of the scene. The Southampton town fire marshals office along with the New York State Police are investigating the fire’s cause.

Every EMS worker and health care provider has heard the acronym HIPAA and the fear of violating the rules has been reiterated at every meeting. It is good to review privacy rules frequently. It’s also a good idea to understand what the rules are when dealing with other health care providers who err too far on the side of caution in fear of liability. HIPAA refers to The Health Insurance Portability and Accountability Act which was created by Congress in 1996 to help protect health insurance coverage. In 2003, privacy rules were enacted and joined with HIPAA regulations to cover medical records and payments, this was the Protected Health Information act, known as PHI. Since then, rules have been implemented which cover the way health information is used for billing purposes, transmission and patient records. In EMS, there are three types of HIPAA covered entities: health-care clearing houses, health plans and health-care providers who engage in elec-

tronic transactions. Basicall, the rules affect electronic transmissions and within the coming year agencies billing Medicare/Medicaid will be required to do so electronically giving nearly every agency the need for compliance. There’s a lot of confusion about medical care entities sharing patient information used for billing purposes; the privacy rule specifically allows health-care providers to share information between them if they're both treating the patient. If an ambulance service hands care over to a hospital, another transport agency, doctor’s office or vice-versa, then the patient’s medical records are allowed, and should, go with him. Hospitals are also allowed to share information on patient outcomes with an ambulance service for quality assurance or quality improvement purposes, as long as that ambulance service also treated the patient. HIPAA doesn't prohibit any of these disclosures. Radio transmissions during dispatch and transport are permitted, but providers should be discreet when practical, patient information such as nature of illness or injury, vitals, and any other information necessary for the care and treatment of the patient is permitted under HIPAA and PHI rules.

EMS responders can also give the police patient information when it involves a crime, unattended death, when it concerns a possible danger to the public, or to identify or locate a missing person or suspect. Also patient information can be disclosed during Critical Incident Stress Debriefing sessions although discretion should be used to keep the discussions in private areas and confidentiality should be respected by all present, it might be wise to sign confidentiality agreements. Patient medical records are not the only records subject to confidentiality rules. While each state’s Department of Labor sets confidentiality rules regarding personnel files and medical information, they all generally protect the rights of the individual employee and permit access to these records by only a selected few. In NYS ambulance services, employees and volunteers should have a second set of personnel files containing medical disclosures and kept separate from administrative records (ie: job performance, hiring dates, etc). EMS agencies need to have a written confidentiality policy and medical records are kept private except for supervisors and managers where there are work restrictions or reasonable accommodations have been made; safety personnel if the condition might require emergency treatment; and government officials investigating compliance.

Freeport Exempt's antique Jumbo led a contingency of German and Freeport firemen in the Steuben Day Parade in New York City on September 21st. Jumbo drove down 5th Avenue for the fire time in it's life, 107 years. The spectators were very impressed and it's something you don't see every day.

Brookhaven firefighters save their own fire station On October 31, 2013, Brookhaven Fire Department responded to their substation on Upon Road for a fire. Firefighters quickly removed their fire trucks from the building and extinguished the fire, which was located on the side of the building. No injuries were reported and no damage was done to any of the rigs. The fire is being investigated by the Brookhaven Fire Marshal offices.

On Sunday, October 27, 2013, the Southampton Fire Department responded to a wires down call. They arrived to find a tree and wires on a vehicle. All hazards were tended to and crews were quickly back in service.

Single car MVA in Shirley On the morning of October 22, Brookhaven Fire Department and Shirley EMS were toned out for an MVA at the conrner of Propose and Provest Roads. The Brookhaven chief arrived on the scene and found one car that backed into a telephone pole. There was minor damage to the car and pole. Shirley EMS transported one person to a local hospital with minor injuries. All units were released and back in service about 15 minutes.

Three car MVA in Melville Melville, NY. The Melville Fire Department and the Suffolk County Police responded to a three car accident. Two drivers were taken to the hospital by the Melville Fire Department Ambulance.
