Car fire for Southampton The Southampton Fire Department was called out on Saturday, September 21, 2013 at 2:43 p.m. for a vehicle fire at Road G on Meadow Lane. As first Assistant Chief Mike Kampf was responding, he had dispatch re-tone it out as a working fire due to the large column of black smoke that was seen from a mile away. Two brush trucks responded and extinguished the flames. The vehicle was a Land Rover. The fire’s cause is under investigation by the village fire marshals office. Crews were on scene for approximately one hour. No injuries were reported.

Manhasset-Lakeville performs auto extrication On September 30th, 2013 at 1:52 p.m., Manhasset-Lakeville Fire Department Companies 1, 2 and the Ambulance unit were dispatched to the intersection of Park Avenue and Munsey Place for a reported motor vehicle accident with injuries. Deputy Chief Candan (8704) was the first unit to respond and was advised that a member on the scene was stating that there were two aided and extrication would be re-

quired to gain access to one of them. Deputy Chief Candan (8704) requested that Squad 8759 be specialcalled for its extrication equipment. The crews of Engine 8725 and 8711 secured the vehicles while the crew of Ambulance 8769 packaged the first aided. Squad 8759 extri-

cated the second aided shortly thereafter. Both were transported to North Shore University Hospital by Ambulance 8769 and NCPD Ambulance 2360. All Manhasset-Lakeville units were released by Deputy Chief Candan (8704) from the scene within thirty minutes. - KIRK CANDAN

Melville, NY. On September 17, 2013, the Melville Fire Department responded to the Northern State Parkway for an SUV that hit a tree. What they found was much worse. An SUV was JUMP TO FILE # wrapped around a 091813144 tree and the driver was pinned inside the vehicle. The call became a tool job and the driver needed to be cut out. After extricatio, the female driver was fully immobilized and taken to the hospital by the Melville Fire Department Ambulance. Two lines stretched in Brentwood On July 17, 2013 at 5:30 a.m., the Brentwood Fire Department responded to a structure fire at 49 Hagen Street in Company 1’s area. Brentwood Fire Marshal Kuehn was the first unit on scene, transmitting the working fire. Engine 3-2-12 was the first apparatus piece on scene. Along with 3-2-5 and 3-2-14, they stretched two lines to knock down fire on both floors of the two story house. Ladder 3-2-8 laddered, searched and ventilated the building. No injuries were reported and the cause of the fire is under investigation. Officials are leaning toward a generator located under the second floor deck.

Bohemia Fire District donates firetruck The Bohemia Fire District donated a 1989 Pierce Lance Engine to Lake Ariel Fire Department. Lake Ariel is located in Northeastern Pennsylvania, where former member Al Rae currently resides and is a member of Lake Ariel Fire Department. Lake Ariel Fire Department relies on fundraising to purchase their equipment and accepts donations to supply their members with necessary equipment. The Bohemia Fire District wishes the best to Lake Ariel on their new acquisition.

We continue from last month with the three major areas of change in the GHS which include hazard classification, labels, and safety data sheets. Hazard classification: The definitions of hazard have been changed to provide specific criteria for classification of health and physical hazards, as well as classification of STAYING mixtures. These speSAFE cific criteria will help to Chief Henry Campensure that bell evaluations of hazardous effects are consistent across manufacturers, and that labels and safety data sheets are more accurate as a result. Labels: Chemical manufacturers and importers will be required to provide a label that includes a harmonized signal word, pictogram, and hazard statement for each hazard class and category. Precautionary statements must also be provided. Safety Data Sheets: Will now have a specified 16-section format. Hazard classification: Under both the current Hazard Communication Standard (HCS) and the revised HCS, an evaluation of chemical hazards must be performed considering the available scientific evidence concerning such hazards. Under the current HCS, the hazard determination provisions have definitions of hazard and the evaluator determines whether or not the data on a chemical meet those definitions. It is a performance-oriented approach that provides parameters for the evaluation, but not specific, detailed criteria. The hazard classification approach in the revised HCS is quite different. The revised HCS has specific criteria for each health and physical hazard, along with detailed instructions for hazard evaluation and determinations as to whether mixtures or substances are covered. It also establishes both hazard classes and hazard categories—for most of the effects; the classes are divided into categories that reflect the relative severity of the effect. The current HCS does not include categories for most of the health hazards covered, so this new approach provides additional information that can be related to the appropriate response to address the hazard. OSHA has included the general provisions for hazard classification in paragraph (d) of the revised rule, and added extensive appendixes (Appendixes A and B)

that address the criteria for each health or physical effect. Labels: Under the current Hazard Communication Standard (HCS), the label preparer must provide the identity of the chemical, and the appropriate hazard warnings. This may be done in a variety of ways, and the method to convey the information is left to the preparer. Under the revised HCS, once the hazard classification is completed, the standard specifies what information is to be provided for each hazard class and category. Labels will require the following elements: Pictogram: a symbol plus other graphic elements, such as a border, background pattern, or color that is intended to convey specific information about the hazards of a chemical. Each pictogram consists of a different symbol on a white background within a red square frame set on a point (i.e. a red diamond). There are nine pictograms under the GHS. However, only eight pictograms are required under the HCS. Signal words: a single word used to indicate the relative level of severity of hazard and alert the reader to a potential hazard on the label. The signal words used are "danger" and "warning." "Danger" is used for the more severe hazards, while "warning" is used for less severe hazards. Hazard Statement: a statement assigned to a hazard class and category that describes the nature of the hazard(s) of a chemical, including, where appropriate, the degree of hazard. Precautionary Statement: a phrase that describes recommended measures to be taken to minimize or prevent adverse effects resulting from exposure to a hazardous chemical, or improper storage or handling of a hazardous chemical. Safety Data Sheets: The information required on the safety data sheet (SDS) will remain essentially the same as that in the current standard (HazCom 1994). HazCom 1994 indicates what information has to be included on an SDS, but does not specify a format for presentation or order of information. The revised Hazard Communication Standard (HazCom 2012) requires that the information on the SDS be presented using specific headings in a specified sequence. Paragraph (g) of the final rule provides the headings of information to be included on the SDS and the order in which they are to be provided. In addition, Appendix D provides the information to be included under each heading. The SDS format is the same as the ANSI standard format which is widely used in the U.S. and is already familiar to many employees. The format of the 16-section

SDS should include the following sections: Section 1. Identification Section 2. Hazard(s) identification Section 3. Composition/information on ingredients Section 4. First-Aid measures Section 5. Fire-fighting measures Section 6. Accidental release measures Section 7. Handling and storage Section 8. Exposure controls/personal protection Section 9. Physical and chemical properties Section 10. Stability and reactivity Section 11. Toxicological information Section 12. Ecological information Section 13. Disposal considerations Section 14. Transport information Section 15. Regulatory information Section 16. Other information, including date of preparation or last revision The SDS must also contain Sections 12-15, to be consistent with the United Nations' Globally Harmonized System of Classification and Labeling of Chemicals (GHS). Although the headings for Sections 12-15 are mandatory, OSHA will not enforce the content of these four sections because these sections are within other agencies' jurisdictions. OSHA is retaining the requirement to include the American Conference of Government Industrial Hygienists (ACGIH) Threshold Limit Values (TLVs) on the safety data sheet (SDS) in the revised Standard. OSHA finds that requiring TLVs on the SDS will provide employers and employees with useful information to help them assess the hazards presented by their workplaces. In addition to TLVs, OSHA permissible exposure limits (PELs), and any other exposure limit used or recommended by the chemical manufacturer, importer, or employer preparing the safety data sheet are also required. MVA for Massapequa At 4:14 p.m. on August 7th, Ladder 632, Squad Co 8 and Ambulance 638 responded to an MVA on Sunrise Highway just west of Park Blvd in Massapequa Park. Due to the damage to the drivers side of one vehicle, the drivers door had to be removed to extract the operator. The driver was then transported to a local hospital by a police ambulance.

East Meadow Fire Department mourns the loss of Ex-Chief Nelson Finkelman

Hundreds of people gathered at East Meadow Fire Department headquarters on East Meadow Avenue last Friday to remember Nelson H. Finkelman, a 56-year veteran of the East Meadow Fire Department. It was standing room only in the fireJUMP TO FILE # house’s community 101013116 room, as volunteer firefighters, family members, friends and admirers of Finkelman honored a man who devoted most of his life to the fire service. Nelson joined the department in 1957 as a member of Ladder Company Two and served as Chief of Department in 1957. He was a retired Nassau Fire Marshal supervisor, a former Nassau County Fire Service Academy chief instructor and also served in the U.S. Navy. Son Michael Finkelman, chairman of the board of the East Meadow fire commissioners, said his father would want to be remembered for his community service and for being "a good family man, a good neighbor, and a good friend." He'd also want to be remembered for being a founding member of the Nassau County Fire Fighters Burn Center Foundation, and serving on its board, he said.

Nelson joined the East Meadow Fire Department in 1957 and went to work for Nassau County in 1973, his son said. He was also one of the first operators for Firecom. Nelson passed away Wednesday,

Port Washington, NY. It was a historic day when Bob Kropacek, Chairman of the Port Washington Fire Department addressed the crowd. In recent years, the Port Washington Fire Department has seen increased calls for assistance on local waterways surrounding the Port Washington peninsula. The calls for assistance have consisted of boat and dock fires, and EMS calls. After approximately two and a half years of planning, the Port Washington Fire Department was commissioning the departments fire/rescue boat to adequately handle all types of water emergencies. 85 Marine 1 is a 27' Boston Whaler, with twin 300 HP Yamaha Outboards, capable of speeds over

40 miles per hour. She has a 1250 gpm Darley pump, powered by a 130 HP Mercruiser and a 7kw Kohler generator. The boat features a remotely controlled bow monitor as well as a standpipe system with three- two and a half inch discharges with foam capabilities. The cabin is heated and air conditioned for patient care. Additionally, the boat is equipped with radar, side scanning sonar, and FLIR night vision. Fire prevention in Southampton The Southampton Fire Department was at the Meadow Club in Southampton Village on Wednesday, July 31st for a fire prevention program.
