Welcome to the twenty-first edition of Acquire. As I sit in The London Office looking out on a glorious spring day with the blue sky reflecting off magnificent architecture, I contemplate a friend’s comment that London feels like a separate principality to the rest of the UK.
The shops are full of heavy ladened shoppers, cranes re-developing swathes of central London dominate the skyline, rents for commercial properties in prime central London are soaring, reserving a table at a good restaurant is harder than ever, theatres fully booked out for months and no real sign of a recession. As one walks down the street you are more likely to hear conversations in French, Russian, Chinese, Arabic rather than English. London has become the super-prime property capital of the world. Buyers are drawn by the weak pound, favourable tax regime, political stability, multi-racial mix, banking expertise, rich heritage and unparalleled shopping. This has attracted the politically insecure Russian oligarchs, overtaxed French émigrés, nervous Greeks, newly rich Chinese and the Middle Eastern wealthy to name but a few. Prices in prime central London have risen by 49% in the last 4 years fuelled by this overseas demand and tight local supply, partially due to strict planning laws, protecting the city’s historical buildings and parks. English is the international language of business, and London bridges the time gap between Asian, European and the US financial markets. However, there is a clear distinction between prime central London and greater London, because the two property markets work in entirely different ways, as you drift from the centre, the domestic housing market starts to reflect more of the pulse of the UK economy. There is a huge imbalance in the UK property market. In December, 70% of the 604 homes sold in excess of £1million were in London. The average home in England and Wales now costs £162,000 but in London it is £371,000. The national average masks significant regional differences with prices in some parts stagnating and some parts gently rising. The market is generally stronger where there is some London effect and challenging without it. The Land Registry figures also reveals the desperate shortage of homes actually being sold in England and Wales. On average just 57,000 are being sold every month, a level that has been consistently low for 3 years. Before the financial crash it was as high as 120,000. This has a knock on effect to the wider economy, creating fewer jobs for all those associated professions and reduces government revenues through reduced stamp duty tax receipts. However, there are significant signs of improvement in the market. The number of properties sold in March 2013 was the highest for 3 years. The government has delivered a fresh impetus to
the market with George Osbourne resorting to a tried and tested British economic tactic of rolling the dice on the property market. A new Help to Buy scheme is being introduced to complement the NewBuy scheme. This allows all homeowners, rather than just first time buyers, to take advantage of shared equity loans of up to 20% of a new build home’s value. The Chancellor has also added a new mortgage guarantee scheme that will encourage mortgage lenders to provide loans to those with small or no deposits by using the government’s balance sheet to back them. Mortgages are the key to the property market and the price, availability and restrictions imposed on these have a major impact on the ability to buy. Rates have come down substantially with best buy five year fixed for those with a 40% deposit below 3%, ten year fixed below 4% and deals for those with a 10% deposit below 5%. Whilst there is increasing choice, lenders have made it much tougher to take out cheap interestonly loans with many now not available. The effects of this should not be underestimated. Those with existing interest-only mortgages are finding their lenders will not let them borrow more to move unless they switch to a repayment loan, which comes with much higher monthly payments. Despite the incentives from The Bank of England with the Funding for Lending scheme, the banks and financial lending institutions are still cash-strapped and the Eurozone debt crisis is weighing heavily on the banking sector. We are in a unique position to monitor the UK property market liaising with the 203 offices across the UK on a regular basis. The national property market is more fragmented than ever before and is all about location, location, location. Generally London and the South East are riding high and other regions are stalling or struggling, however on closer inspection there are pockets and certain properties that buck the trend. A few miles or a different postcode can make a huge difference. A desirable area may have buyers chasing down properties and driving selling prices up, a less in-demand spot just down the road could see properties piling up unsold. The Land Registry’s recent quarterly data, shows a seasonal decline in house prices in the 3 months to December 2012, but average prices were still 4.3% up to £238,293 year-on-year. Our members are still reporting a standoff between sellers and buyers, with the former reluctant to reduce asking prices and the latter unwilling to pay over the odds. Sellers must either have a desirable property to
sell in an in-demand area or be willing to lower their expectations, if they want to achieve their objective. But the real state of the market is not the statistics based on mortgage approval figures or even sold prices, it is what’s happening to the homes that aren’t selling. With proceedable buyers limited, properties that don’t tick all the right boxes or are over priced are sitting on the shelves unless sellers are willing to cut the price. The low interest rates and increased social awareness by the lenders are keeping forced sellers to a minimum. However realism is seeping into the market place as the average time on the market indicator has fallen by almost a week since the beginning of the year from 9.9 to 9.1 weeks (London is almost half the national rate at 4.6 weeks). There are always property pundits predicting a major re-correction in the market but they ignore the fact that housing is not stocks and shares. Owning a home is an emotional desire, a must-have aspiration for most Britons, and the demand for property in Britain remains high. The resilience of the UK property market is extraordinary and this has been borne out over the last 5 years despite the severe economic and global political turmoil. The improvement in the economic outlook and that prices in many parts of the country are below the peak has been seen by potential buyers and property funds as a good purchasing opportunity. Outside London, demand rose across all regions for the third month in a row. This follows the same pattern as last year but importantly, without the external stimulus of a stamp duty holiday.
If we are to believe what the Chancellor said in his spring forecast, the economic indicators point to a recovery, albeit it at a painfully slow rate. We have (just) avoided a triple dip recession - are we on our way back to some sort of normality? You will see this renewed confidence reflected in the regional comments in the following pages from our members across the UK and Europe. This growing confidence is also shown in some national research from property website Zoopla.co.uk - 74% of homeowners surveyed are predicting house prices to rise this year, and by an average of 4.5 per cent over the next six months. It is the biggest predicted price increase by UK homeowners since the second quarter of 2010. We are seeing an increasing amount of applicants looking to move out of London. They are taking the opportunity of the largest price differential between the Capital and the Country. Frustrated with the lack of choice and being out bid by overseas money, they are once again turning their attention to the country. With their buying power they are able to purchase a property with the required outside space and in some cases pay off their historic mortgage and still have equity to put in the bank. However these buyers are not willing to offer over market value despite the over inflated expectations of some vendors. We normally draw data from all over “D&G land�, which encompasses Prime Central London and its satellite areas from Hammersmith in the West, right round to Clapham and Battersea in the East. The results for the first quarter show a strong start to the year with capital values moving ahead at 4.2 per cent. Rents have continued to soften with an overall decline of 2.1 per cent. Shuffling our data to look at the performance of values by size of property, as opposed to area, produces interesting results; since the peak of 2007, larger properties have increased by as much as 35 per cent to 40 per cent. In contrast, over the same period, one-bedroomed flats have increased by only 15 per cent to 20 per cent. We put this down to the difficulty in getting credit for new buyers; those in the property market already have been able to trade up as they hold equity in their property, but fewer potential first-time buyers have been able to find deposits of the 25 per cent or 30 per cent that lenders require. These same frustrated buyers provide the rental pool for one- and two-bedroomed flats – which means that, over the summer these properties have good rental investment prospects. In Oxfordshire, North Wilts and West Berks we have experienced a very encouraging start to the year, with activity levels in March and April being very good, with a high level of valuations and property coming to the market as well as a high volume of viewings. Sales levels are very strong and we are experiencing multiple bids on a number of properties, which may have the effect of creating rising prices. The spring market is showing signs of life and we are hopeful that sales will now pick up after the long old winter. The good news here in South Oxfordshire is that sales are up on last year by 17% with a record month in April .There is currently a market within a market. The general consensus is that the lack of stock may prove rewarding for vendors prepared to take the plunge and put their property on the market now. The market has been extremely positive to date in 2013, with excellent levels of enquiries in both sales and lettings. Prices have remained strong and sellers who have been realistic about their asking prices have seen some exceptional transactions taking place. With improving weather and a desire amongst many buyers to secure a purchase ahead of the autumn school intake, the market looks set for a buoyant transition from Spring to Summer. Recent Government announcements of assistance for mortgage borrowers can also only help to boost activity, particularly amongst first time buyers. Whilst the pundits are predicting a recovery in the market, we had a tremendous last 2 quarters with sales across the spectrum (guides from £15k to £13m), the strongest sector of the market was £200 - £600k. The return of the first time buyer is evident although mortgage availability still is lacklustre. Although city bonuses have been more restrained, there are more second home buyers on the horizon and our Bridport office reports an uplift in applicants following on from the recent ‘Broadchurch’ series on TV. As per the preceding year, 2013 has started strongly in terms of new instructions and a good level of enquiries is matching this. Suffolk is proving more and more popular; those who are lucky enough to already live here want to move and remain within the area. It is a pleasure to be able to report positive news in the Residential Property Market. The improvement in sentiment and confidence has continued to grow from the beginning of January. From mid-February, the volume of properties transacting has continued to increase in our core markets. The most significant change from last year has been the number of properties selling at closing dates with multiple offers. We have seen a number of occasions where Home Report valuations are being exceeded, which is a positive indication of some momentum returning to the market. Properties accurately priced from the start of the sales process have the best chance of receiving offers around or over the independent home report valuation. There is some negative market sentiment from national agents that properties are having to fall 10% to sell - we believe this is unfounded based on our evidence.
