elcome to the 25th edition of our property magazine. As I write this article, we are being bombarded by endless promises from the leaders of the various political parties vying for our vote. The one thing they all agree on, is the country is facing a housing crisis. We need housing policies to help the majority and not simply to penalise a minority.

By 2008, the number of new homes being started had fallen to its lowest peacetime level since 1924 and house building has barely recovered since then. According to the housing charity Shelter, England needs 250,000 new homes a year (more than double the existing level) to keep up with growing demand. It said this should be made up of 125,000 homes sold at the market rate, 50,000 “intermediate” homes – including those at an affordable rent and shared-ownership homes, and 75,000 homes for social renters. This can be achieved by the Government investing more money in house building to get the ball rolling. They need to encourage more builders to build. The industry has been contracting since the late 80’s but the financial crisis hastened the decline, as small developers found it increasingly hard to raise funding.

At the moment, just a few companies are in control of building new homes and local authorities should start building homes again. To make sure those hoping to build aren’t held back by restrictive planning laws enough suitable land, in the right places, must be made available. The notion that there is no land left is not true. 9% of the country is developed and that includes roads, factories and so on, only 2% is housing. The challenge is rather to find places that do not affect somebody’s views, somebody’s dog-walking route and somebody’s property value. There are over 635,000 empty homes in England. Councils were empowered to use the Empty Homes Premium to charge home owners 20% more council tax if they left their properties empty for two or more years. Only 4,399 of the 80,489 empty properties in the capital have been subjected to the charge. There should be incentives rather than penalties to bring these properties back into the ‘usable’ housing sector. The house price index published by Nationwide goes back to 1952. Back then, the average UK house changed hands for £1,891. It didn’t move much for a decade until the first instance of double-digit price growth in late 1963. Then in the early 1970’s the first boom years arrived. In the second half of 1972 annual price inflation was running at above 40%. Fuelled by the deregulation of the mortgage market and tax relief for borrowers, prices didn’t fall until the crash of the early 1990’s. The average house price hit £188,559 in December 2014 – almost exactly 100 times the level that the index

started at. The society has a series showing “real” house prices too, adjusted for inflation. That shows that once inflation is taken into account, prices are below the previous peak of £228,986, reached in the third quarter of 2007, but have more than doubled over the past 30 years. House price increases are less painful for aspiring buyers if rising salaries accompany them. For much of the past 30 years, the earnings of first-time buyers have kept pace with the cost of buying a first home. But in the run-up to the last housing boom prices broke away from earnings. Immediately after the crash, the amount you needed to raise to buy a home dropped off, but it has never returned to the levels seen 11 years ago, when a home cost less than four times average salary. The national average age for a first time buyer in 1984 was 28 and this had increased to 37 by last year, although the ‘Help to Buy 2’ mortgage guarantee is having a reducing effect on this. In London, despite a slowdown in house price growth, first-time buyers are spending nine times their salary on homes on average. With interest rates low, monthly mortgage repayments are relatively affordable, but the Bank of England is sufficiently worried about the disconnect of prices to wages to limit lending at more than 4.5 times salary. You will read from the regional comments in the following pages that the London residential market has cooled and there is much greater confidence outside the M25. This has led to an increase in our database of applicants looking to move out of London. We have researched the

reasons why people move out of the Capital. The majority of applicants move out for their children, either for schools or a better quality of life. Affordability and lifestyle change have jumped up the list. Modern mobile technology has also enabled greater flexibility to work from home; either part or full time. It is clear that, as travel within London becomes more congested, more people are realising that commuting from the country can take less time than from their existing London base. Those who do have to commute daily will remain within 1 1/2 hours of the Capital with the Home Counties, Essex, Sussex, Cambridgeshire and the Cotswolds still the most popular. However, as rail services improve including Crossrail, this has brought in areas which traditionally would have been off the radar. These areas include Leicestershire, Rutland, Northamptonshire, East Somerset, Wiltshire, Dorset Suffolk and Norfolk. Lifestyle movers will tend to move outside the commuter belt and live in the more scenic, coastal or rural areas. What we predicted would happen in the first quarter of 2015 in central and south-west London was correct. Small flats and houses were definitely holding their value, and in some areas increasing slightly. Any growth that we did see tended to be in the sub £1,000,000 market. Emerging prime was certainly more volatile than prime, which was to be expected. The doom and gloom mongers said that the London house market would collapse at the end of last year, however we didn’t see any panic selling. Volume levels were predictably reduced compared to last year, and the market was fragmented from office to office. Whatever happens in the election, we are in for interesting times with the London property market. I don’t think we’ll see any trends until such a time as whichever party wins, starts to settle in and begin to make their impact on the country. The current property market in the region has been on an upward march now since last spring; including, despite the General Election in early May, the first part of this year. Town property was the first to benefit from this renewal followed by the bigger country houses with, strangely, the villages catching up last. However, as the Election neared the Country House market slowed, both in terms of buyers and also in available property, whereas the village and town market kept up the pace. A general building of a feel good factor combined with the slowing up of the London market (giving confidence and making financial sense to buy outside the capital) has led to the strengthening market and we see this trend continuing for the remainder of the year. Stags enjoyed a strong 2014, with sales considerably ahead of the previous year, encouraging us to open our 20th office in Wadebridge, at the head of the Camel Estuary. Despite financial institutions exerting ever more rigorous regulations and caps on borrowings/mortgages, the mid/ lower sectors of the market have flourished in Q1, with demand outstripping supply. This has led to some agents giving premium valuation figures which should be countered with rational and common sense - and best backed up by comparable recent sales to demonstrate just how the market is behaving. Many higher value houses/estates will only now be coming to the open market, post the General Election, the preceding weeks of uncertainty hopefully dispelled. The Wessex region continues to be in high demand and the proposed sections of dual carriageway on the A303, not least the bottleneck close to Stonehenge are eagerly awaited.
