A National perspective: A view from London By Bob Bickersteth
Welcome to the 20th edition of our property magazine. Over the last 5 years it has never ceased to surprise me how resilient the residential property market has been despite the severe economic and political global turmoil. Whilst this has been principally led by the central London market you will read from the market comments on the regional section pages that the sales market is relatively strong in some parts of the country but in others supply is outstripping demand giving an imbalanced market. We have seen the housing market become increasingly polarised. The differential between London residential property prices and the rest of the country has never been so great in living memory. In London, prices have steadily risen since the market trough in March 2009 with values in prime central London up by 50% and average house prices are now some 15% higher than they were at the peak of the market in March 2008. Strong demand, coupled with a dwindling supply of properties, have pushed values up by 10.4% in the last year alone. These sharp price rises have not discouraged buyers, especially

from overseas, from entering the market. Growth in demand and diminishing stock volumes are putting upward pressure on prices. The key issues of stability and low interest rates are fuelling this demand as individuals perceive London as a safe haven and a key destination for global capital. The Budget hikes in Stamp Duty and the potential threat of an annual property charge have dampened the sales volume in the £2-5m bracket but this has been balanced by a rise in transactions in properties up to £2m. Further negative political interference with the market could potentially cause a catastrophic effect to what is, in essence, a relatively fragile market. The growth in London prices are in stark contrast to the national average where values have fallen by 0.9% in the past 12 months and are still 13% off their peak; clearly this is an average and there will be considerable regional variances. However, we are slowly starting to see house prices rise in some regions outside of London. I believe, as long as the Government’s initiatives work, such as the recently launched ‘Funding For Lending Scheme’, increasing availability of finance and barring another economic
shockwave this will continue. Over the years what happens in London ripples out to the regions however we had seen fewer homeowners in central London leaving for the Country with their London equity. They seem reluctant to move into weaker markets during the economic uncertainty. If they have to move, as their families expand or circumstances change, it tends to be to another property (or extend their existing house) in London rather than moving out. This in turn has added to the imbalance between high demand and low supply. However, we have recently noticed a slight change, as domestic buyers from London, frustrated with the lack of choice and being out bid by overseas money, are once again turning their attention to the Country, which they perceive to be good value. With their buying power they are able to purchase a property with the required outside space and in some cases pay off their historic mortgage and still have equity to put in the bank. These buyers are conscious that with all the economic uncertainty they are not willing to offer over market value despite the over inflated expectations of some vendors.

According to the 2011 national census, the amount of households who have paid off their mortgage has increased significantly over the last 6 years. This is a growing number and approximately 48% of all property owners are mortgage free. However, over the same period, the actual amount of owner occupiers has fallen as potential buyers frustrated by the lack of mortgage finance and the requirement for large deposits have struggled to access the housing ladder. These people have turned to the lettings sector and this has led to a healthy rental market. The gap between London and the Country is narrowing. London rentals have slowed in recent months as the supply of properties available has increased with the reverse true in the Country. There is also emerging evidence of people who are opting to liquify their property equity and moving into rental accommodation. This enables them to have the freedom to move between areas and into different types of accommodation. Investors have also returned to the ‘buy to let’ market attracted by good yields and increasingly competitive mortgage rates. We have recently researched why people move out of London. The majority of applicants move out for their children’s schooling or a better quality of life. Lifestyle change either enforced through redundancies or out of choice has jumped up the list with increasing requests for properties which have a secondary income. Modern mobile technology has enabled greater flexibility to work from home, either part or full time, which has diminished the need to commute daily. So where are these applicants looking?

The simple answer is all over the UK. Clearly those who will have to commute daily will remain within 1 1/2 hour of the Capital with the Home Counties, Essex, Sussex, Kent, Cambridgeshire and the Cotswolds still the most popular. However, as rail services improve this has brought in areas which traditionally would have been off the radar. These areas include Northamptonshire, Somerset, Wiltshire, Dorset, Suffolk and Norfolk. Lifestyle movers will tend to move outside the commuter belt and live in the more scenic and rural areas.

I am often asked when is the sales market going to change? Well, to be honest I don’t think any time soon, in fact I think we have a good three years left of the current situation. In London the stock for sale is at an all-time low at the end of August. Unsurprising. I hear you say, especially with the Olympics going on in the background. True but then you would expect purchaser enquiries to drop for the same reasons, but they haven’t. In fact we registered more applicants looking to buy in August this year than last, and we have sold more property year on year. So in the London Sales market, it will be more of the same for the autumn, unless the Euro turns up its toes or some other cataclysmic event occurs. Lettings is slightly different, the words “void periods” are beginning to raise their ugly heads again as landlords are unwilling to accept lower offers. Especially in prime central London rents are having to be adjusted because there is an oversupply of property. It has been a while since landlords have had to lower their expectations but the 10% increases they have been used to recently could not carry on forever. Despite it being one of the wettest on record, we had a spectacular Queen’s Jubilee and excelled in what may have been the greatest Olympic Games ever staged. We have had an exceptional summer with our best sales results for 6 years, despite a drop of about 40% in the volume of completed transactions across the UK when compared to 2005/6/7. The market remains price sensitive and mortgages are still proving challenging; lenders appear to continually change and tighten their criteria. The shortage of property on the market is still driven by many people holding back from moving, waiting to see what happens economically. We predict that this market will be with us for several years and will only show modest growth. So there may not be a big financial gain to be had by waiting. There continues to be strong demand for properties that are well priced and in attractive locations. With fewer sales and rising prices we have seen more stock on the market. The number of available properties marketed having increased by 14.3% in the last three months when compared to the previous three. The London market continues to dominate the headlines with price growth in higher value areas of the Capital now exceeding 10% year on year. As the weather improved over the summer, the slow market start that was experienced in the spring picked up pace and a successful Olympic Games left a good feel factor with the general public, if not with the general economy. There is still a shortage of good housing stock coming to the market, but those Vendors who both price sensibly and present their properties well are experiencing good demand for their properties. The Government are announcing a number of policies to attempt to get the housing market moving, but you can’t help feeling there needs to be more direct action at a grass roots level to inspire people to think about moving house. The 2012 autumn market in East Suffolk has progressed with vigour. The market was unsurprisingly quiet whilst the country was basking in the glory of the success of Team GB during the summer months, but I am pleased to report that a degree of ‘feel-good’ factor has carried through into the September market, with a healthy increase in viewing and sales activity. Many properties have been reduced in price during the summer and realistic vendors are now being rewarded for their willingness to follow sensible advice! The lower end of the market is still struggling due to the lack of First Time Buyers and the market remains seemingly dominated by cash buyers and buyers ‘trading down’. Sales seem to be taking longer to go through than they did 20 years ago, due to some horrendous delays with certain lenders. It has often been said that there are two property markets when buying in southern Europe especially around the Mediterranean; one for international buyers and one for the locals. Property values in the area where international buyers operate and thereby values are hugely affected by the regularity and cost of scheduled flights providing easy access.
