Education is one of the most powerful tools we have to support human and economic development. It is a stepping- stone to other fundamental human rights.
Access to quality education and training - from early years through school, college, university and throughout our careers - is transformational for our societies and for our lives. And no one should be left behind. Every child and every adult deserves the chance to flourish and reach their full potential.
Embracing a lifelong learning mindset is crucial for all of us in our rapidly changing world. Many children across the world starting primary school today will end up working in jobs that don’t yet exist. In Malaysia the fast pace of digitalisation and the expansion of “green” jobs will be important drivers of demand in the future job market.
The UK is a world leader in education across the full life cycle from early years to lifelong learning. We are home to some of the best universities in the world – four in the global top ten, with a strong reputation for research, quality, and innovation. Driven by the power of digital technology, UK educational providers also offer world class expertise in areas such as artificial intelligence (AI), mixed reality and immersive content. For children and young people with special educational needs and disabilities (SEND), the use of assistive technologies can be lifechanging and empowering.
There are many important touch points in the UK’s close relationship with Malaysia, and education is at the very heart of that relationship through our people-to-people links and the many thriving partnerships between our schools, colleges, and universities.
As British High Commissioner, I am proud that our bilateral education partnership with Malaysia is one of the most exciting and dynamic anywhere in the world. And partnership is the key word here. We achieve much more when we work together than we could ever alone.
There are around half a million Malaysian alumni of British institutions and 5 UK university branch campuses in Malaysia. Malaysia is one of the UK’s most important
partners for Transnational Education (TNE) and the UK is the leading international research partner for Malaysia’s Higher Education Institutes. In a first for Malaysia and the UK, the first ever UK overseas branch campus anywhere in the world was here in Malaysia.
The UK government’s Skills for Prosperity programme, in partnership with Malaysian government and industry partners, reached around 10,000 beneficiaries across Malaysia. This programme has improved access to skills and education while encouraging social inclusivity and gender equality. As the newest ASEAN dialogue partner, the UK is supporting the region’s education recovery post-pandemic, focussing on inclusivity and resilience through a skilled workforce.
While I am proud of the strength and breadth of our education partnership, I want to take it to the next level and achieve more together. We are long term partners on this journey, and there is much more potential to widen access to education and equip the students of today with the skills they will need to thrive in the future global economy.
So I am delighted to introduce this first ever Guide to UKMalaysia Education Excellence. Thanks to the hard work of our dynamic partners at the British Malaysian Chamber of Commerce, this practical guide will help unlock more of the kinds of partnerships that will help us meet the educational challenges of the digital and post-pandemic era.
I’m delighted to see such a strong and diverse group of world class schools, providers, and institutions from across the education spectrum in this guide: from early years to higher education and lifelong learning, and from professional bodies to international schools.

The BMCC Education Committee (3 to 18 Years) consists of 20 members from British international schools, private schools and education-related companies serving the educational needs of children between the ages of 3 to 18 years old.
The objective of the committee is to serve as an advocacy platform to discuss issues and concerns affecting the education sector such as approval of hiring for teachers and QTS qualifications. The committee aims to highlight these concerns as a collective industry voice to relevant regulators,

CEO of XCL Education GroupThe BMCC Higher Education Committee serves as a platform for members to advocate the issues and concerns affecting the higher education sector. This is being done primarily through a joint working group that was set up between the Ministry of Higher Education (MOHE) and BMCC in 2021.
The committee, which consists of 27 members from various UK and Malaysian universities and education-based companies, includes the five UK universities with Malaysian campuses (UK5).
The committee also provides a platform for members to share their best practices, build relationships and form strategic alliances with key stakeholders in the industry to support its advocacy role on behalf of the chamber. Key focus areas of the committee are Digitalisation of the education sector; Mental wellness amongst staff and students; and Government policy on international students and post-graduate employment.

Tertiary education has always been one of the most important pillars in the bilateral relationship between Malaysia and the United Kingdom with shared aspirations to enhance human capital and continuously improve the quality and relevance of higher education.
12,420 Malaysian students were enrolled in higher education in the UK in 2021-22 based on the latest statistics from the Higher Education Statistics Agency (HESA). Over the past 12 years, 80,275 students from Malaysia have graduated with UK HE qualifications (HESA data). Malaysia is also a highly developed transnational education (TNE) market, hosting ten overseas branch campuses - five of which are from the UK. With 47,395 enrolments in the 2021/22 academic year, Malaysia is the UK’s second largest TNE market, only behind China. Education remains at the forefront of Malaysia’s MADANI framework and 12th Malaysia Plan, and the country has evolved into a regional international education hub - under its National Education Blueprint, the country had set the goal of attracting 250,000 international students by 2025.
Recent years have seen a decline in the number of Malaysian students pursuing UK higher education both overseas and in-country (TNE) due to a several reasons including the economic downturn, demographic changes, availability of local opportunities and competitions from traditional players such as Australia as well as regional neighbours including Japan and China. Alumni are one of our greatest assets who attest to the long-standing links between our nations, and yet whist Malaysia has a large number of Alumni from prestigious UK institutions, very few of them are actively engaged in initiatives such as the British Council Alumni UK platform that enhances global networks and professional development.
In May 2023, Malaysia and the United Kingdom augmented their commitment to strengthen cooperation in the higher education sector of both countries by signing a Memorandum of Understanding (MoU) that encompasses strategic cooperation across research, mobility, talent development and knowledge exchange. This UK-Malaysia MOU is timely to reignite interest and
spur innovative higher education partnerships so that we do not lose the benefit of the competitive advantage that has been built through the many years of traditional higher education linkages between these nations.
With greater support from stakeholders, flagship initiatives such as the UK-Malaysia University Consortium established through the British Council’s Going Global Partnerships programme can become an enabler of growth to drive UK-Malaysian higher education collaborations in academic development, research and innovation, student and academic mobility, and boost investment opportunities in international education.
Malaysia is ripe for new partnership opportunities with the UK, especially innovative collaborations that increase the quality and quantity of educational linkages between the two countries in areas of mutual benefit. Malaysia’s Minister of Higher Education has recently announced five core areas for focus – developing the best talent, strengthening research and innovation ecosystem, implementing a new approach to knowledge transfer, internationalising higher education, and strengthening enabling ecosystems. These are critical areas that present immense opportunities for the UK and Malaysia to collaborate strategically and reinvigorate collaborations to drive greater impact and innovation in the higher education sector, aligned with national, regional, and global priorities.

Leadership skills are introduced to our students from a very young age, and we embed opportunities for development and practise all the way through Primary and Secondary School. The skills for future leaders fit perfectly with the ISP Core Values and Learning Habits (CVLH), underpinning not just what students do, but how they do it.
From the earliest years of Primary through to the final years in Sixth Form, we talk to our students about the Core Values and Learning Habits, helping them to understand what these looks like and discussing how they can be developed. As teachers, we look for examples of children demonstrating CVLH throughout the school day, using the House Point system to reward
and reinforce. By having CVLH at the heart of everything we do, students continuously build and develop their leadership skills.
In addition, we provide our young people the opportunity to practise their leadership skills in specific positions of responsibility. Across the Primary and Secondary campuses, we have hundreds of students participating as Student Councillors, House Captains and Vice Captains, Language Ambassadors, Prefects, English, Maths and Science Society Leaders as well as Sports Council Leaders - each of these positions giving the students the chance to lead their peers and take part in activities to develop a wide range of leadership skills.
We talk often to our students about the power of collaboration and teamwork - and one of the strongest teams to support the education and development of our young people is the one that exists between school and home. When our children receive consistent modelling from both parents and teachers it helps them to focus and to feel confident and secure.
In summary, the ISP Core Values and Learning Habits combined with classroom experiences and leadership opportunities means that our ISP students are continually developing the skills required to become the next generation of global leaders. With collaboration between school and home, we are able to help our young people become the best version of themselves and open up a world of opportunities for their futures.
Tracy Galvin Assistant Head of PrimaryDrawing upon the legacy of Newcastle University in the UK, Newcastle University Medicine Malaysia (NUMed) stands at the forefront of providing excellent medical education with undergraduate degrees in medicine and biomedical sciences, as well as a Foundation programme and opportunities for postgraduate studies.
The university’s Bachelor of Medicine, Bachelor of Surgery (MBBS) is a five-year undergraduate programme mirroring the MBBS programme offered at its parent campus in the UK. This undergraduate programme has received approval from the Malaysian Qualifications Agency (MQA) and is widely recognised, including by the General Medical Council of the United Kingdom (GMC), Malaysian Medical Council (MMC), Medical Council of Thailand, Maldives Medical and Dental Council, Pakistan Medical Commission, Mauritius Higher Education Commission, and Australian Medical Council.
In addition to a curriculum that enables students to master a solid understanding of the science of the human body as well as the capacity to research human physiological functioning, the university offers opportunities for gaining knowledge and experience in working in clinical and hospital settings. There are also options for them to head over to the UK campus via the university’s campus exchange or intercalated study opportunities.
NUMed’s 2+1 BSc (Honours) Biomedical Sciences programme, on the other hand, adopts a multidisciplinary approach, providing students ample exposure to theoretical and practical mastery in a variety of areas. The curriculum is also identical to what is offered at its parent campus, and students of the programme have the privilege of spending their final year of study at the UK campus, where they can be exposed to a wider academic and research network and interact with a larger international population.
Today’s biomedical students will play a key role in discovering new drugs and developing novel treatment methods. COP28 has produced two significant results that companies globally need to incorporate in their ESG strategies and actions, and their long-term business models.
The first one is the commitment to the loss and damage fund that will assist low-income countries in meeting the economic costs of global warming. Although the pledges to the fund by the biggest contributors to global warming only add up to USD 700 million when the need is in hundreds of billions of USD, the hope is that the fund will grow faster and bigger. The World Bank will administer the fund in conjunction with its other programmes in the developing world for climate action. Businesses in the developing world, both domestic and international, can imaginatively develop green projects where the World Bank administered loss and damage fund can play an equity role for much bigger financial packages. There is clearly an excellent opportunity to build more resilient infrastructure and economic activities in the developing world by using the loss and damage fund.
The second result from COP28 with ESG consequences for businesses is, finally, the official recognition
of fossil fuels as a source of global warming through the phase-down agreement. Although phase-out is a more urgent need to achieve the Paris Agreement target of 1.5C, the phase-down agreement declares in words the reality of global warming. Words are important in shaping human behaviour in all aspects of life. Walk follows the talk. We should not be surprised to see more actions of bigger investments in green energy sources. So, the global business community should formulate ESG actions and targets based explicitly and directly on fossil fuel production and use. The business community has already developed ESG and sustainability strategies and business models around meeting the netzero targets. But now the cost of the use of fossil fuels can be explicitly included in long-term projections of the viability of business models. More importantly, the investments in introducing green energy into business activities should gain more urgency in ESG strategies.
As such COP28 strengthens the case for ESG in the business world. In 2023 we have witnessed significant backlash for ESG and scepticism about its future has gained traction. But COP28’s two significant results not just counterbalance the backlash and scepticism but entrench ESG further in business model designs.

COP – officially the Conference of the Parties to the United Nations Framework Convention on Climate Change – is an international climate conference that was first held in 1992. It has since snowballed in size and scope, convening delegates from participating countries as well as heads of state, business leaders, climate scientists, youth activists and many other stakeholders seeking to address the foremost issue facing our planet. The agreements that come out of COP are of particular relevance to accountants, who will be responsible for translating high-level commitments from theory into reality across the economy.
This year’s COP28 in the United Arab Emirates saw 85,000 attendees –including ICAEW Climate Change Manager and member of the UK Youth Climate Coalition Sarah Reay. Here, she shares her key learnings from the experience.
‘numbers people’ must be in
You might think, ‘Why do accountants need to be at COP?’ But climate change is a systemic risk, and we all need to take responsibility for addressing it. Financial institutions should be asking: ‘Who are we lending to, and what impacts are they having on the environment?’
I’m talking about water quality, waste disposal, food production. For example, in agriculture, if free pollinators of crops such as bees die out, then do we manually pollinate or get robots to do it? Accountants will be vital in helping businesses transition to new technologies and greener ways of operating. And when it comes to climate finance at COP, we need the ‘numbers people’ making the case for why we need to drive capital into different markets. They also have a central role in driving finance to the places that need it most, such as developing nations who need private capital to enable them to build their capacity around things like renewables or climate adaptation and mitigation methods.
It might feel quite scary for someone who’s early in their career to do that, but you’d be surprised – some employers will just never have been asked so they’ve not done anything, and you can help by giving them the resources. Don’t underestimate the power that you have as a young person – you are the future of the workforce.
The youth turnout at COP was huge this year, and we had the first ‘Youth Stocktake’, which showed how crucial younger people are in driving climate action. ACA students are already making these connections with sustainability. When interviewing, ask prospective employers what their credentials are – do they have a sustainability strategy? Once you’re working, try to embed sustainability in your business mindset. Be proactive and ask: ‘Why aren’t we doing this?’
ICAEW members sit across every single sector in the economy, so you have a catalytic role to play in driving action. Our 12,000 member firms advise 3.1m UK businesses. If we’re all talking to those organisations, the power of the collective is huge. Individual actions do add up. There is a big focus on the financials, but we also need to fundamentally shift our mindsets. We need to ask: ‘Are we valuing things in the right way? Have we thought about our impact on people and on the planet?’ The economic systems that we have currently are driven to look at GDP as the measure of success, but if we look only at that metric then the UN Sustainable Development Goals won’t be achieved, and we’re not going to limit temperature rise to 1.5˚C. There needs to be other metrics looking at other capitals, such as natural capital and social capital, to make meaningful change. We need more people thinking systemically, and that’s a really exciting opportunity for young people coming into the profession.
