SHIPPING HAZARDOUS MATERIALS A HOW-TO GUIDE TO COMPLIANCE

Hazardous materials are essential to our economy. These materials include everything from paints and batteries to explosives and caustic chemicals to infectious substances. Even some of the cosmetics and perfumes sitting on your counter at home can be classified as dangerous goods. No matter the use, hazardous materials must be handled with care. There are special regulations and procedures with which to comply when these goods are shipped by air, ground, rail, and sea. In this paper, we highlight the principal regulations as well as provide a step-by-step guide to shipping hazardous materials in a manner that’s safe and compliant with all regulations. CUSTOM VS. STOCK PACKAGING As a Hybrid Packaging Supplier, we’re not tied to a specific manufacturing platform. Instead, our packaging engineers are well-versed in the strengths and trade-offs of a number of components, including those shown below.

We use our buying power to pass along significant savings to our customers.

MOLDED PULP Made from 100% recycled fibers, this material can be formed into many versatile shapes.

HONEYCOMB

CORRUGATE

Compressed kraft paper composed of a series of continuous hexagonal cells.

Also called fiberboard; made from a fluted sheet of paper and one or two liners of corrugate.

We provide turnkey design, testing, certification, manufacturing, and warehousing services.

EPS FOAM A closed-cell, lightweight, rigid foam plastic, typically molded.

MOLDED PULP

HONEYCOMB

CORRUGATE

Recyclable, dampens vibration better than EPS and corrugate, lower tooling costs than EPS, closely contours to product

Recyclable; can be shipped nested, saving space; highest compression strength

Recyclable, can be shipped/ stored flat, saving space; different board grades available for protection needs

Lightweight, inexpensive, offers thermal protection, resistant to humidity

May not be as readily available as corrugate or EPS

May not be as readily available as corrugate or EPS

Thinner corrugate doesn’t provide ideal cushioning for heavier inner packaging

Bulky, requiring more storage space; expensive tooling; banned in some areas; not biodegradeable

CUSTOM VS. STOCK PACKAGING HOW DO CUSTOM AND STOCK PACKAGING STACK UP? B oth custom and stock (off-the-shelf) packaging have their benefits and their trade-offs. The protective capabilities, costs, and production timing all are important to consider when evaluating which type of packaging to use for your UN rated or temperature controlled packaging needs.

CUSTOM

STOCK

SPEED TO MARKET

Will take time to design, manufacture and test.

Proven, reliable performance ready for use.

PRODUCT PROTECTION

B etter protect your product with packaging that fits your inner containers.

V aries depending upon how closely it accommodates the product or material.

OPERATIONS

R educe pack-out errors with streamlined components and kits. A chieve a better fit with existing fill operations, assembly lines, and lab robotics. I f package handling due to size or weight is an issue, custom design can help eliminate or reduce and injuries.

V aries depending upon suitability to existing manual or automated pick, pack, and fill.

COST

May incur design, testing, and tooling charges but may reduce component, inventory, and freight costs.

Varies depending upon materials. N o cost for package design and testing, helping irregular or non-volume shippers or those on a tight budget.

SUCCESS STORIES OUR MISSION IS TO INCREASE YOUR BOTTOM LINE THROUGH PACKAGING PRODUCTS AND SERVICES. THIS IS NOT A HOLLOW PROMISE; WE UNLOCK REAL VALUE.

OPPORTUNITY

OUTCOME

A MULTINATIONAL BIOCHEMICAL AND REAGENT MANUFACTURER WAS SHIPPING THOUSANDS OF VERMICULITE-BASED PACKAGES INTERNATIONALLY.

WE REDUCED THEIR COSTS BY OVER $5 MILLION PER YEAR BY:

CHALLENGES: Long, costly pack-out times for existing packaging Heavy packaging components increased freight cost Customer dissatisfaction with product packed in existing packages

Inner containers can vary from what was tested, given:

Allows shippers to assemble packaging using inner containers that are different than those that were tested when certain conditions are met:

Same or smaller size Similar design Equal or greater resistance to impact and stacking Same or smaller openings Closures of similar design Additional cushioning to fill void spaces Same orientation Same or less gross mass

Tested with fragile (e.g. glass) with liquids at PG I drop height Drop tested at 2x gross mass of inner packagings S ame or greater thickness of cushioning material between bottles and between bottles and the outer packaging Stack tested, empty, at gross mass of drop test Enough absorbent for the entire volume of liquid contents L eakproof/siftproof liner, plastic bag or other means of containment may be required Absorbent placed inside means of containment Marked with correct gross mass calculation and “V”

4 9 CFR 178.601(g) allows shippers to assemble packaging using inner containers that are different than those that were tested when certain conditions are met. This includes the type and amount of materials, amount and type of absorbent and cushioning, and more. When using variation packaging, the shipper must follow the manufacturer’s packing and closure instructions exactly. Failure to do so can result in fines and/or injury to property or persons. PRECLEANED TECHNICAL INFORMATION CLEANED CONTAINERS

WHY PRECLEAN? Ensure your sample test results aren’t skewed by a contaminant originating from the container Ensure contaminants from the bottle don’t react with your product Highly suitable for QC sampling as well as pharmaceutical, environmental, and oil analysis applications

All precleaned containers are supplied with caps attached. We offer a wide variety of bottle and closure combinations. Please contact us at 800.413.8867 for more information on the bottle/closure/cleaning service combination best suited to your application and for part numbers, pricing, and lead times.

CLEANING PROCEDURES VACUUM & IONIZATION (V & I) Contaminants such as loose dirt, carton lint, aerosols, and fine glass particles are removed by the Vacuum and Ionization process. V & I CLEANING PROCESS 1. C ompressed air passes through a condensate separator and coalescing filter to remove aerosols and fine dust particles. 2. Next, the air passes through an absorbent filter to remove gases. 3. A vacuum draws the particulate-laden atmosphere out of the container. 4. Individually-cleaned closures are immediately placed on the container. BENEFITS OF V & I Extremely cost-effective. S aves time! No need to waste valuable time rewashing bottles. Provides a clean final appearance. You will not find any dust particles floating in your samples. S eals cleanliness into each individual bottle. Since each container is individually cleaned, they will not collect dust, flies, and other debris while stored. Odor-free and tasteless. The air inside the bottle will not interfere with your product in any way. DE-IONIZED RINSE (DI)* This process removes the same contaminants as V & I plus any particles that are stuck and cannot be blown out with air. CLEANED FOR TOC* Containers are cleaned for Total Organic Carbons to less than <20 ppb or <10 ppb depending on customer requirements. EPA PROTOCOLS A, B, AND C* Containers are cleaned based on OSWER directive from the EPA. SUPER CLEAN* Containers are typically used by companies that operate large machinery, which require the oil to undergo various analyses for environmental compliance and/or for routine maintenance of the machinery. Super Clean Bottles are cleaned according to Berlin Packaging’s QC procedures and meet or exceed the following specification: Less than 10 particles in the greater than 14 micron size per ml. ULTRA CLEAN Ultra Cleaned Containers are cleaned using a three step process in an ISO Certified Class 5 Cleanroom. Our rigid Quality Control test results demonstrate that the interior surfaces of the containers have been cleaned to a Process Level of no more than one particle of 5 microns or larger per ml of sampling fluid when sampled with 100ml of de-ionized water.

* Available cleaned & certified or just cleaned.

PET - POLYETHYLENE TEREPHTHALATE is a durable material with excellent gloss, clarity, and impact resistance desired for clear bottles. PET containers are ideal for personal care, food, beverage, and pharmaceutical products. When you want the appeal of glass, but want the safety, lightweight, and convenience of plastic, choose PET.

H DPE - HIGH DENSITY POLYETHYLENE is the most widely used resin for extrusion blown plastic bottles.

HDPE is economical, impact resistant, and provides a good moisture barrier. It is compatible with a wide range of products including acid concentrates and some caustics, but is not compatible with solvents. HDPE is naturally translucent and flexible. The addition of color will make HDPE opaque rather than glossy. HDPE offers good protection at below freezing temperatures, but must not be used with products filled at over 180°F or products requiring a hermetic seal.

P VC - POLYVINYL CHLORIDE is naturally clear (can be hazy in thicker forms), has extremely good resistance to oils,

and has very low oxygen transmission. It provides an excellent barrier to most gases and its drop impact resistance is also very good. This semi-rigid material is also very chemically resistant, but it is vulnerable to solvents. Most PVC containers will distort at 160°F, making it incompatible with hot filled products. Since it provides a good oxygen barrier, PVC is an excellent choice for salad oil, mineral oil, and vinegar. It is also commonly used for shampoos and cosmetic products.

LDPE - LOW DENSITY POLYETHYLENE is very similar to HDPE in composition, but it is less rigid and is generally

less chemically resistant. LDPE, however, is more translucent and flexible than HDPE. LDPE is ideal for use with products requiring flexible and squeezable packaging such as shampoo, conditioners, adhesives, and many others. LDPE bottles usually have a much glossier finish than comparable HDPE bottles.

P P - POLYPROPYLENE is a naturally translucent material that provides an excellent moisture barrier. Polypropylene is

very stable at high temperatures (up to 200°F), which allows it to be used in hot fill applications such as pancake syrup. In addition, it works very well to preserve the freshness and flavor of dried foods, which makes it ideal for storing spices, dried fruit, or flour. Polypropylene is also autoclavable (can withstand a strong, pressurized, steam-heated vessel for the purpose of sterilization) and offers the potential for steam sterilization. PP has excellent chemical resistance, but provides poor impact resistance in cold temperatures.

PS - POLYSTYRENE provides the crystal appearance and stiffness of glass. It also works well as an oxygen barrier to preserve freshness. Polystyrene, however, provides poor to moderate resistance to impact, temperature, and UV exposure.

The information provided above is intended to provide a relative comparison of plastic resins and should only be used as a guide during the selection process. It is not possible to determine if the containers we sell are suitable for your application based solely on the information above. Compatibility testing is, and will always be, the final determining factor in the container selection process. It is the buyer’s responsibility to make the final determination as to whether a given container, closure, and accessory is suitable for use in their application.

CLOSURE TECHNICAL INFORMATION

CLOSURE TECHNICAL INFORMATION F217 & PTFE LINED CAPS – These caps feature liners that resist attack from virtually all chemicals at room temperature. The F217 features a low density foam core between two LDPE discs and are applied to the back of a PTFE liner. This provides a tight seal with a low moisture transmission rate. Uses include: analytical lab samples, high purity chemicals, strong acids, solvents, environmental samples, pharmaceuticals, and diagnostic reagents. PULP/VINYL LINED CAPS – Phenolic caps with pulp and vinyl liners are perfect for general use. The liner is made of a vinyl coating applied to high density polyethylene coated paper which is laminated to pulpboard. This general purpose liner is commonly used for beverage, medical and chemical applications packed at less than 120° F including mild acids, alkalis, solvents, alcohols, oils, and aqueous products. This closure is not recommended for active hydrocarbons or bleaches. POLYCONE LINED CAPS – These caps form an exceptionally tight seal and offer a good chemical barrier. This liner molds itself around the sealing areas of the finish as the cap is screwed on, virtually eliminating leakage, evaporation, contamination, binding and backing off. Great for everything from liquids, to soaps, to macro-invertebrates. R UBBER LINED CAPS – Black phenolic caps with rubber liners are autoclavable. This liner is FDA approved for food and pharmaceutical applications. Excellent properties of resilience, resistance to moisture vapor and relatively low gas transmission. Also widely used for packaging injectables. Great for culture work. They also provide the most consistent adherence to close dimensional tolerances. R UBBER BACKED/PTFE FACED CAPS – Designed for the ultimate in product safety. Autoclavable PTFE provides a totally inert inner seal and surface facing the sample or product. . 030” THICK SOLID POLYETHYLENE LINED CAPS – Caps with solid PE liners offer good chemical resistance and a low moisture vapor transmission rate and are great for higher concentration acids and alkalis. Good for non-oil products filled at room temperature. Because this lining system is paperless, your samples will not be contaminated with fiber or paper particles from the closure. A LUMINUM FOIL LINED CAPS – These caps are typically used for applications that benefit from blocking odor or taste problems. Also can be used for non-acid, non-alkaline products. Great for organic solvents, chrome cleaners, brake fluids, and mineral oils. TIN FOIL LINED CAPS – These caps offer good chemical resistance and are typically used with solids and powders. They offer good resistance to hydrocarbons, alcohols, ketones, and oils. Not recommended for acids or alkalis. S TURDEESEAL® PE FOAM LINED CAPS – These polypropylene caps have excellent sealing characteristics and offer good chemical resistance including acids, alcohols, alkalis, aqueous products, cosmetics, household oils, and solvents. F422 HDPE FOAM LINED CAPS – Also called acid caps, these polypropylene caps are acid resistant. This F422 liner is comprised of .38” LDPE core sandwiched between identical layers of .002”-.003” virgin HDPE. UNLINED CAPS – Unlined polypropylene closures are available in white or black. These caps are autoclavable and are suitable for many dry products. P ULP/POLYETHYLENE CAPS – These metal caps are a great general purpose closure. They are ideal for powders and non-acidic food products and consumer products. S OLID PTFE – These caps have exceptional resistance to high temperatures, chemical reaction, corrosion, and stress-cracking. Best suited for many processing and cleaning fluids that are typically used in the pharmaceutical industry, including acids, bases, and solvents.

EXCEPTED QUANTITY PACKAGING ABOUT EXCEPTED QUANTITIES Certain hazardous materials, when shipped in very small quantities, may be exempt from most marking, labeling, and packaging requirements for the material’s hazard class. However, the DOT and IATA require triple packaging (see page 39) for excepted quantity shipments: an inner (primary) container, secondary intermediate container, and a strong, rigid outer packaging. Ref: 49 CFR 173.4(a).

Tested for inner containers 30 ml (1 oz) or less Pressure tested bottle or bag required for air transport Packages include absorbent material

SHIPPING TEMPERATURE-SENSITIVE MATERIALS CONSIDERATIONS IN PACKAGING SELECTION

Lives depend on the safe and secure transport of vaccines and pharmaceuticals as well as biological substances such as plasma, blood, organs, and tissue. The market for these types of products is enormous. The biopharmaceutical sector alone contributes more than $917 billion to the U.S. economy annually. Many of these critical products are sensitive to temperature and need to be shipped in a controlled, “cold chain” supply system. All of this adds complexity and, combined with the value and importance of the products, risk mitigation, particularly risk of product adulteration from temperature excursions, is essential. In this paper, we focus on understanding the cold chain and temperature-controlled packaging. Visit BerlinDangerousGoods.com/TCP.

INSULATED MATERIALS TECHNICAL INFORMATION

INSULATING MATERIALS The three most common types of insulated packaging for non-bulk shipments of temperature-sensitive materials are expanded polystyrene (EPS) foam, polyurethane (PUR) foam, and vacuum insulated panels (VIP). The relative merits of each type are detailed in the table below.

EXPANDED POLYSTYRENE (EPS) FOAM

VACUUM INSULATED PANELS (VIPS)

POLYURETHANE (PUR) FOAM

DEFINITION

A closed-cell, lightweight, rigid-foam plastic typically molded (rather than formed) into panels.

A rigid piece of polyurethane foam molded into shape or used as an insulating panel.

A special insulating material (e.g., carbon) formed into a solid core and then vacuum-sealed.

BENEFITS

Lightweight Inexpensive Recyclable Re-usable Superior dry ice sublimation

S turdy protection from rough distribution environments Re-usable many times

L ower dimensional weight reduces shipping costs Requires less refrigerant Recyclable Re-usable many times

TRADE-OFFS

D oesn’t withstand multiple re-use as well as PUR or VIP B ulkier design requires lots of storage space

More expensive than EPS Cannot be recycled

More expensive than EPS or PUR Can lose their vacuum seal, decreasing efficiency

R-VALUE

 Lowest

 Medium

 Highest

BEST SUITED FOR

R efrigerated or frozen materials shipped within a short transit duration

Larger payloads E xtended domestic shipping windows

Highly temperaturesensitive shipments High-value shipments Extended shipping windows International shipments

I n addition to the insulating materials detailed above, the cold chain marketplace offers a myriad of other options to explore, including insulated pallet shippers, insulating (soft-sided) pouches, hard-cased thermal chests and boxes, cryogenic units, and active thermal systems.

REFRIGERANTS TECHNICAL INFORMATION

REFRIGERANTS F our of the more common refrigerants are listed below along with some of the relative merits of each type. Keep in mind that refrigerants and insulating packaging must be considered as a complete system.

DEFINITION

DRY ICE

GEL PACKS & FOAM BRICKS

PHASE CHANGE MATERIAL (PCM)

The solid form (typically in pellets or blocks) of carbon dioxide.

A rigid plastic container (gel pack) or soft-sided pouch (foam brick) containing a liquid (e.g., water or refrigerant gel) available in a variety of shapes, sizes, and thicknesses.

A material that changes phases (from solid to liquid or liquid to gas) at a given temperature.

BENEFITS

Inexpensive Readily available Does not require pre-conditioning

C an be re-washed, reconditioned, and then re-used S implifies pack-outs; no need to weigh it as the packaging system specifies the number to use R ugged; suitable for rough environments

Can be re-washed, reconditioned, and then re-used Protects against temperature excursions for extended time windows Provides the tightest temperature control E nables temperature control outside of frozen or refrigerated ranges (i.e., controlled room temperature)

TRADE-OFFS

S pecial handling and training is required for use (See the 49 CFR) R egulated as a hazardous material in air transport M ust weigh the dry ice to ensure the required amount is used N ot for use if product is adulterated by extreme cold A s it sublimates (turns to vapor), void spaces will open and the product may shift in transit

N on-rigid gel packs may not maintain shape as they freeze May contain hazardous materials If received at room temperature, may take a few days to re-condition them to the correct temperature

May contain hazardous materials May not be recyclable

Other refrigerants used in the cold chain include gel mats, wet ice, thermal blankets, and liquid nitrogen.

REFRIGERANT PACKS Other sizes available; please ask Style

CASE STUDY: A SHIPPING CONTAINER THAT SERVES AS THE HOSPITAL’S FREEZER. A bioengineered product that contains living cells is improving care for diabetic patients who have painful foot ulcers—and this shipping solution plays a key role in making it work. THE PROBLEM The product must be kept cryogenically frozen to work—from the moment it is produced in the manufacturer’s advanced labs to the moment it is used to treat patients in the operating rooms of hospitals across the country. However, few hospitals or physicians’ offices have the special cryogenic freezing equipment to store the tissue for long periods. So in addition to making sure the samples arrive at dry-ice temperature, the shipping solution must maintain temperature at the receiving hospital until the procedure takes place. THE SOLUTION An Aerocore® insulated box that maintains a -75° C temperature for 110 hours, or nearly five days, or longer depending upon ambient temperatures. THE RESULTS The company experienced a 71% cost savings per sample shipped, and after seven years has experienced zero failures, representing more than 100,000 shipments and counting. RECYCLE, REUSE & SAVE The durable Aerocore® insulated boxes are designed to be used multiple times. So in addition to being able to return samples that can’t be used, most hospitals routinely ship the empty containers back to reduce waste, which lowers costs and benefits the environment. The closure adapter is made of durable Delrin with an aluminum frame and textured stainless steel adjuster. Unit comes with 2 sets of interchangeable inserts to accommodate closure sizes ranging from 20 mm - 70 mm. TRAINING REQUIREMENTS

TRAINING REQUIREMENTS In the United States, the packaging and transport of hazardous materials is governed by the U.S. Code of Federal Regulations. Additional requirements are levied by the International Air Civil Aviation Organization (ICAO) and International Maritime Organization (IMO). Additional bodies govern the packaging and transport of hazardous materials outside of the U.S.

U.S. CODE OF FEDERAL REGULATIONS, TITLE 49 (49 CFR) WHAT IS IT? The Code of Federal Regulations, Title 49, governs the domestic transportation of hazardous materials for all modes of transport to, from, and within the United States. The 49 CFR addresses key protocols for preparing, shipping, and handling dangerous goods. Any person handling dangerous goods should read, understand, and comply with all elements of the 49 CFR.

TRAINING REQUIREMENTS Hazmat training is required by law for all hazmat employees (see §171.8). Initial training must occur within 90 days of hire. Retraining is mandatory every three years and when rules or the employee’s job responsibilities change.

IATA DANGEROUS GOODS REGULATIONS (DGR) WHAT IS IT? The International Air Transport Association (IATA) Dangerous Goods Regulations is an easy-to-use manual based on the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air. The IATA DGR provides packing instructions for all dangerous goods acceptable for air transport. The DGR also contains state (country) and operator (carrier) variations. Shippers must still comply with the rules set out in national regulations, which include the 49 CFR in the United States.

TRAINING REQUIREMENTS Initial training must occur within 90 days of hire. IATA DGR Section 1.5 requires employee training every two years.

IMO INTERNATIONAL MARITIME DANGEROUS GOODS CODE (IMDG) WHAT IS IT? The International Maritime Organization (IMO) is the United Nations (UN) agency responsible for the safety and security of shipping and the prevention of marine pollution by ships. Shippers must still comply with the rules set out in national regulations, which include the 49 CFR in the United States.

TRAINING REQUIREMENTS Initial training must occur within 90 days of hire. IMDG Code Section 1.3 requires employee training every three years for all shore-side staff whose duties involve them in the preparation and transport of dangerous goods by sea.
