LETTER FROM THE HEAD ORGANISERS Dear Participants, Welcome to the Hiber 2015 experience! First of all, thank you for your interest in being part of this. It is a huge honour for us to have all of you on board. The whole Organising Team is working really hard to make this Forum a unique and exciting adventure. We want Hiber 2015 to be the best forum you have ever been to, a forum you won’t forget. There are a lot of great activities and challenges waiting for you, about which you will find many details in this information booklet. We hope that, after reading this document, you are even more willing to visit lovely Zaragoza and take part in the Fourth International Forum of the European Youth Parliament España. SESSION THEME “Joining forces towards development” The European Union has designated 2015 as the “European Year of Development” and it has set as its main objectives the evaluation of the achievement of the Millennium Development Goals (MDGs) and the design of the development agenda Post – 2015. 2015 is the first ever European Year to deal with the European Union’s external action and Europe’s role in the world; an unparalleled opportunity to showcase Europe’s commitment to eradicating poverty worldwide. It should be remarked that the European Union and its Member States are the world’s largest aid donor that, as it provides 50% of total global humanitarian assistance. Over the last decade, thanks to EU funding, almost 14 million pupils could go to primary school, more than 70 million people were linked to improved drinking water, and over 7.5 million births were attended by skilled health workers, saving the lives of mothers and babies. Helping developing countries worldwide to build peaceful and prosperous societies is not just about fairness. It will also make for a safer world with more economic and trading potential for Europe, too. Let’s do our bit through Hiber 2015. Let’s all together inspire more Europeans to get engaged and involved in development. Because as MEP Charles Goerens said, “a dignified life does not stop at the borders of our continent”.

SESSION OVERVIEW Teambuilding Description: This first part of the session will be held at ‘Parque Grande’, a wonderful park in the middle of the city where delegates will gather firstly and get to know each other under the beautiful Spanish sun. Dress code: Casual/Comfortable Must bring: Sunglasses and sun lotion
Eurovillage Description: This culinary experience will take place at the hostel where all participants will be staying during the whole session. Dress code: Casual/Representative from your country Must bring: Food and beverages to represent your country and typical items to decorate your delegation table. IMPORTANT: Only alcoholic drinks with lower than 15% alcoholic content will be allowed for those over 18 during the event. The rest will be confiscated.
Opening Ceremony Description: This will mark the official start of the session and it will be held at ‘Patio de la Infanta’, a renaissance building constructed in 1550. Dinner will be served at the same venue. Dress code: Formal
Committee Work Description: This second main part of the session will be held at ‘Universidad de San Jorge’, in Zaragoza. At this impressive venue, delegates will have to find common ground and compromise together to come up with viable solutions for the committee topics. Dress code: Smart

SESSION OVERVIEW Committee Dinner Description: On this night, delegates will be taken to different restaurants across Zaragoza to taste traditional Spanish food with their committees. IMPORTANT: the participation fee does not cover this meal, so each delegate must bring about 15 Euros. Dress code: Smart Must bring: Money
EYP Café Description: After the committee dinners and an intense first day of fruitful Committee Work, this will be the chance for delegates to gather in a more relaxed atmosphere in one of the fanciest cafes of the city. Dress code: Smart
Theme Party Description: Dress code:
Free Day: Costa Chica Description: The perfect opportunity to re-energize for the upcoming two days of GA! In one of the nicest artificial beaches of Spain, all participants will have the chance to spend a day of sun, sand and water! The venues for this event will be ‘Costa Chica’. Dress code: Casual Must bring: Swimming costume, a towel, sunglasses and sun lotion.

SESSION OVERVIEW Euroconcert Description: This is every delegate’s opportunity to show the rest their artistic skills! During the session, performers will be given some time to rehearse. If you can sing, dance, perform or play any instrument, leave your nerves home and shine in front of all of us. Dress code: Formal/elegant
General Assembly Description: This one is the day, the moment every delegate has been waiting for. It is the occasion for you, participants, to show everybody what you came up with during the Committee Work. Be active, be a team player and deliver the speech of your life! For this very special event, we have the pleasure of using the building of CaixaForum Zaragoza. Dress code: Formal
Hiberus Night Description: Spanish night devoted to the Session Theme, planned to rest after and intense day of GA debates. Dress code: Casual
Farewell Dinner and Party Description: After the General Assembly and before departures the next day, all participants will have a last chance to have dinner and party (VENUE?) with all the old and new friends they will have made during the session. Dress code: Formal/Elegant

DRESS CODE Casual This dress code applies to Teambuilding, where you will be doing various activities, either indoors or outdoors, and also to the free day activity. You are free to wear any type of clothing in which you feel comfortable (remember the shoes and your swimming clothes for our morning in Costa Chica as well). You will need to move around quite actively. Don’t forget that the Session is going to take part under high summer temperatures!
Smart During Committee Work you will be required to follow this dress code. You will not be expected to wear suit, but casual clothes (trainers, flip-flops, tracksuit, worn-out jeans and so on) do not quite fit the smart clothing guidelines either. We recommend you to pick something in between.
Formal You will be expected to follow this dress code during the Opening Ceremony, Eurconcert, both General Assembly days, and Farewell Dinner and Party. Formal dressing means suits with ties for gentlemen and suits, dresses or appropriate length skirts for the ladies

SESSION VENUES Parque Grande Teambuilding This activity will take part in one of Zaragoza’s biggest parks; ‘El Parque Grande’. It was built on 1913 and opened to public on 1929 and is located right in the heart of Zaragoza. Its mix between design and nature is what makes it so special; you’ll find an oasis of peace in the middle of the city.
Universidad San Jorge Committee Work During Committee Work delegates will be debating at Universidad San Jorge. The University campus is located in Villanueva de Gállego, 10km away from the city centre. It has three buildings totaling and are of nearly 10.000 square metres full of green zones and futurist architecture.
Patio de la Infanta Opening Ceremony OC will be hosted in ‘Patio de la infanta’. This location is one of the best examples of Aragoneese Renaissance. Aragoneese merchant, Gabriel Zapata, ordered to build this courtyard in his stately home around the 1550’s. When the family died, it was disassembled and sent to France. This masterpiece was brought back and renewed in 1880 by a bank, which is the actual owner and has

SESSION VENUES Caixaforum Zaragoza General Assembly GA is where delegates finally show their work and succeed. That’s why we’ve chosen a very impressive construction for their important day. Its name is ‘Caixa Forum’; a huge building which seems to fly above its visitors. The artist (Estudio Carme Pinós) wanted to resemble a colossal tree, all surrounded by green areas. But, at the same time, its lines are geometrical and strong.
Residencia Baltasar Gracián Accomodation The accommodation during the session will be the university student residence and youth hostel Baltasar Gracián, which is located in the centre of Zaragoza. In 2010 a complete renovation of the entire complex including both the student residence and the hostel began. It has a capacity of more than 200 beds and offers a wide range of services and great common spaces for those staying in such as dining room, living rooms with television and video, computer room with wireless network, library, meeting study halls, sports courts, locker rooms, and laundry and ironing self-service.
Conservatorio Superior de Música de Aragón Auditorio Eduardo del Pueyo Euroconcert The Conservatory of Music of Aragon (CSMA) is one of the leading Spanish conservatories and its prestige is recognized throughout the European area of higher music education. The CSMA is located in, Zaragoza in a new and fully equipped building which was constructed in 2005. Equipped with modern and model facilities for students to develop their studies in an appropriate and effective environment, is also a place to meet, debate and creatively develop higher music lessons. Within this center, the Euroconcert would take place in its Auditorium Eduardo del Pueyo, a space with a capacity of 434 seats and superb acoustics.

Delegates are expected to arrive in Zaragoza no later than 12:00 on the 12th of July. The two meeting points will be: Zaragoza Airport and Delicias train and bus station. Some organisers will be waiting for you in both locations and will guide you and help you reach the accommodation residence: Residencia Juvenil Baltasar Graciรกn.

HOW TO REACH ZARAGOZA If you land at Zaragoza Airport (ZAZ) Zaragoza Airport is located 10 km. from the city centre. There will be transfers organised from Zaragoza Airport to Residencia Baltasar Gracián for those delegates arriving on the 12th of July no later than 12:00. If you arrive before the start of the session and want to spend some time in the city, you can reach the city by bus. There is a bus service which connects the airport to the city centre. It starts at 6:15 and finishes at 23:15, leaving every 30 minutes. This service has a different schedule on Sunday: it starts at 6:15 and finishes at 23:15 (as during the week) but leaves EVERY HOUR from 6:45 to 22:45. As many will find themselves in the situation of having to land in another Spanish airport other than Zaragoza’s, we have collected the necessary information on how to get to Zaragoza from the two major airports in Spain: Madrid and Barcelona. Options include: train and bus. Please remember that these times are approximate and should only be considered a guide
If you land at Adolfo Suárez Madrid-Barajas Airport (MAD) From Adolfo Suárez Madrid-Barajas Airport (MAD) to Zaragoza by train Departures are from Atocha Station. The price of the metro from Barajas airport to Atocha is 5 Euros. AVE TRAINS: There is approximately one train every hour from 6:00 to 21:30 with duration between 1h15 and 1h20. Stop at Zaragoza- Delicias REGIONAL TRAINS: There are several services during the day with duration between 3h30 and 4h30 and stops at Zaragoza-Delicias (Meeting Point), Zaragoza Portillo, Zaragoza Goya and Miraflores stations. These are: Train Estrella (departure at 10pm), Regional (leaving at 10am), Express (leaving at 8am) and City (departure at 5pm). It is important that you book your ticket beforehand for either of the options via: http://www.renfe.com/EN/viajeros/index.html From Adolfo Suárez Madrid-Barajas Airport (MAD) to Zaragoza by bus There are several daily services offered by Grupo ALSA with duration between 3h 30 and 4h 15. There is approximately one bus every hour from 7am to 3am on weekends. The working days have a more reduced schedule. The departure is either from the South Station (Terminal 4 at Barajas Airport) or from the exchanger of Avenida de America, arriving to Zaragoza- Delicias Station. You should book your ticket in advance via: http://www.alsa.es/en/ 15
HOW TO REACH ZARAGOZA If you land at Barcelona-El Prat Airport (BCN) From Barcelona-El Prat Airport (BCN) to Zaragoza by train Departures are from Sants Station. The price of the metro from El Prat airport to Sants is 6 Euros. AVE TRAINS: There is approximately one train every 40 minutes- 1hour from 6:00 to 21:50 with duration between 1h20 and 1h40. Stop at Zaragoza- Delicias REGIONAL TRAINS: There are several services during the day with duration between 1h 40 and 5h and stop at Zaragoza-Delicias Station. These are: Train Estrella (departure at 10.20pm- duration of 4h27), Alvia (departures at 7.30pm/12pm/2pm/3.30pm/6.40pm- duration of 2h20), Express (departures at 8.47pm/3.47pm- lasts 5h), and City (departure at 3.15pm- duration of 1h 40). It is important that you book your ticket beforehand for either of the options via: http://www.renfe.com/EN/viajeros/index.html From Barcelona-El Prat Airport (BCN) to Zaragoza by bus There are several daily services offered by Grupo ALSA leaving approximately every hour from 7:00 to 1:00 on weekend, from Barcelona Nord Bus Station and arriving to Zaragoza Delicias Station. Working days have a more reduced schedule You should book your ticket in advance via: http://www.alsa.es/en/

PRACTICAL INFORMATION Weather Summer in Zaragoza is usually very hot and dry: no rain should be expected in July and temperatures can be well-above 30-32 degrees every day, reaching 38-40 occasionally. Therefore, it is of extreme importance to drink water constantly, especially for those of you who may not be used to such high temperatures, and to protect your eyes and skin. Thus, it is highly recommended to use a potent sun lotion while wearing quality sunglasses.
Tourism in Zaragoza Spain in general and Zaragoza in particular are very safe places for tourists, and criminality-rates remain among the lowest in Europe. However, tourists are always a target for pickpockets, above all in the most relevant places/monuments of the city. For that reason, we kindly ask you to always have an eye on your personal belongings.
Extra nights Most of you will be travelling to Zaragoza through the airports of Barajas-Adolfo Suarez (Madrid) or El Prat (Barcelona), and as a consequence of that you may need to stay an extra night in any of those cities before or after the session. If that is the case, we suggest you some hostels in both cities. Madrid Hostal Vicky: Family-run guesthouse in Barajas. It is located just a 5-minute drive from the airport Price: approximately 46€/night SHS Hotel Aeropuerto: Located in the proximities of Madrid-Barajas Airport and the main highways to Madrid. A complimentary airport shuttle is available 24 hours a day Price: approximately 37€/night Way Hostel: Located in Tirso de Molina, just around the corner from Puerta del Sol, neuralgiv centre of Madrid Price: approximately 13€/night Barcelona Ibis Hotel: just 5km from Barcelona El Prat Airport Price: approximately 36-42€/night Albergue Centre-Esplai: Centre-Esplai Hostel is 2 km. Away from El Prat de Llobregat Airport, with very good public transport links. Price: approximately 18€/night Finally, if you decide spend your extra night in Zaragoza, we would kindly ask you to contact us so that we can find you a place at the hostel which will be the accommodation during the session. This would make things way easier for everybody, as no transportation will be needed.

RULES AND LEGAL NOTES Visa Citizens from the Russian Federation, Ukraine, Turkey, Albania, Belarus, Moldova, Georgia and Kosovo will, for the time being, need a visa to attend the session. If you need a letter of invitation to the session in order to obtain your visa, please contact delegates.hiber@eype.es, as soon as possible so that your invitation letter and visa can be issued on time, stating: - Your name - Your date of birth - Personal ID Number (if you have it) - Passport Number - Date of Issue (passport) - Date of Expiry (passport) - Authority (which issued your passport) - Nationality
Insurance It is vital that all participants have their own personal travel and health care insurance. Insurance should cover at least loss of luggage, accidents, medical care, third-party liability and repatriation. We remind all participants who own a European Health Insurance card to bring the card with them to the session in case of an emergency which requires hospital treatment. Participants who do not have a valid European Health Insurance Card can receive the necessary information via http://ec.europa.eu/social/main.jsp?catId=559. We urge you to check those details with your insurance company well in advance. Please also make sure to have an internationally valid health insurance and full prove of it
Medical Sheet and Consent Form All participants will be required to complete a Medical Sheet and a (Parental) Consent Form (which will be sent to you a little later), sign it (if over 18) or have it signed by their parent or guardian (if under 18) and bring the original signed versions to de session.
EYP Alcohol and Drug Policy 1. Alcoholic beverages with less than 15% alcohol content will be available at the session and may be consumed by those aged 18 and above. Beverages that fall into this category are beer, wine, cider and champagne. 2. Any spirits/hard liquor, including mixed drinks, will not be available, may not be acquired from sources external to the session, and may not be consumed during the session.

RULES AND LEGAL NOTES 3. In accordance with Spanish law, only those aged 18 and above may consume the alcoholic beverages listed in point 1. While it is legal for those who are 18 and above to purchase and consume spirits in Spain, session participants must not do so while the session is taking place. 4. Any participants who overindulge will be sent home at their own expense. 5. The Organising Team reserves the right to confiscate alcoholic drinks on the grounds of high alcohol content, underage drinking or overindulgence. Session participants who are not underage my collect their confiscated alcoholic beverages at the end of the session.
Leaving the official programme Managing a conference with a large number of participants requires the organisers to know where you are all the times. This means that you cannot leave without the permission of an organiser. Even when permission has been given, you must take care to stay with an organiser at all times. Under no circumstances can you leave by yourself.
