WHAT HAPPENS WHEN YOU NEED LOCAL AUTHORITY CARE ? There are two elements that combine together when a person is assessed for possible care provision. Firstly, there is a ‘Care-Assessment’ which is by the local authority social services department. The‘care-assessment’ is a structured meeting that covers the person’s current living arrangements, their health and disabilities, and the person’s and their existing career’s concerns and worries. The ‘care-assessment’ may be carried out by one or more health professionals over several visits. In tandem with the ‘Care-assessment’ is the ‘Financial-assessment’ which is undertaken to decide how much a person must contribute to the cost of their care. These are the facts if a person close to you needs care in the future: 1 2
All income above £21.90 per week is required to contribute to the cost of fees If their chargeable capital assets (House, Bank accounts, ISA’s, Unit trusts, Shares, etc) exceed £23,000, there will be an expectation to contribute 100% of the difference of the shortfall between their income and the cost of their care.

If capital is held in joint names, only their personal share is taken into account, (there is a common misconception that changing the ownership structure of a home from Joint Tenancy to Tenants in Common, solves a care fee problem… it doesn’t!) The NHS is responsible for the cost of any Nursing Care element within care home fee structure. For a more expensive care home, the entire cost can be paid by the resident, but If costs are shared with the local authority, a ‘top-up’ of fees is also possible, BUT this top-up can only be paid by a third party, for instance a family member or charity. Care home fees are now anything between £3000 and £5000 per month.
Provision of care for the elderly is quite complex and the chances of it happening to you or a loved one is increasing year by year, as we live longer and longer. According to the Office of National Statistics a man currently aged 65, can expect to live on average an extra 17.6 yrs and a woman aged 65 an extra 20.2 yrs, so hopefully we can all enjoy a few more years yet ! STOP PRESS - THE OLD GAOL TIC IS SAFE We regret that the article printed in the Feb issue was incorrect and in fact thanks to Buckingham Town Council, Buckingham Old Gaol TIC continues to operate to look after the needs of both visitors to the town and area and also local residents. The petition was raised this time last year when AVDC withdrew the funding for the TIC but thankfully Buckingham Town Council stepped in to take up the funding and so secured the future of the TIC. The TIC staff have been delighted by all the messages of support from local residents wishing to give their support and pass on their thanks to all. They are delighted to be working closely with Buckingham Town Council to serve the needs of both residents and visitors to town and area - do call in and talk to the staff and make use of the services on offer.

STOP THOSE ‘NOSEY PARKERS’ WITH A TREE! Establishing plant screening for privacy comes under the scrutiny of Buckingham Garden Centre’s Chris Day. One of the most frequently asked questions we get in the Plant Office is “How do I screen my house from the next door neighbour’s prying eyes?” The last few years has seen a massive increase of new builds and property extensions appearing on neighbouring larger plots, resulting in new windows appearing from relatively nowhere. This land development was dubbed ‘garden grabbing’, a rather unfortunate term, until it was recently curbed by Government intervention. Sadly, we have seen increased instances where overlooking vantage points have become a major issue with our customers with
privacy and security potentially being compromised, so what can we do? Often the easiest way is to position a tree, evergreen if possible, to help foil the view from unwanted onlookers. You’ll need to look closely at your own garden, consider the position where the screening tree or trees can be planted and check the overall height you need to achieve. The next major consideration is what to plant. People are naturally cautious of conifers, but often a single tree or a small group planting can do the trick effectively and quickly. Whilst Leylandii may not be everyone’s choice, other good contenders, which are reasonably fast growing and evergreen include; Thuja plicata atrovirens (Western Red Cedar), Thuja Smaragd, Pinus Nigra (Austrian Pine) and Taxus Baccata (Common Yew). Evergreen trees are few, but Eucalyptus, Prunus ‘Rotundifolia’ (Laurel), Cotoneaster Cornubia (semi-evergreen), and Quercus ilex (Evergreen Oak) are examples. However, if you are worried about light levels in the winter, why not consider deciduous trees instead? The white stemmed Himalayan birch (Betula Jacquemontii),(pictured left) planted singly or in groups of three can look stunning and the foliage canopy will certainly diffuse the view if you are entertaining in the garden through the summer months. Other good tree candidates include Sorbus, Fraxinus (opt for the more compact variety ‘Raywood’) and the Catalpa Aurea

(Indian Bean Tree). Trees can be purchased from a couple of metres to over four metres in height, but the latter at a price, so you may have to be patient to get the results you are looking for. If you are in any doubt about the suitability of a tree, please check at the Garden Centre first! Finally, once the trees are ready to plant, spend some time ensuring they are positioned correctly; check the angles from your windows to get the full benefit of the planting. TOP TIP Good soil preparation is the key to successful tree establishment. Dig a decent sized hole, improve the soil with planting compost and bonemeal fertiliser and add some RootGrow to help establishment. On exposed and open sites make sure a decent stake is positioned to help support the tree in its first couple of years. Watering is essential, especially in the spring and summer of the first year, but dry conditions in future years may mean additional irrigation.

MAKE PROGRESS Make Progress is a brand new local charity established by Anna Laidlaw. Still in its very early stages, the charity will offer support to people who are struggling with various forms and levels of depression and addiction. Anna aims for Make Progress to be a One Stop Shop for people to find all the basic information they need online, effectively becoming the ‘In Between’ support that is missing from the Mental Health system. As well as offering online information and advice, Make Progress aims to provide a buddy system and a 24 hour telephone helpline. Anna needs support for her worthwhile charity. If you, an individual, group, or business, think you can help, please contact Anna through the Make Progress Facebook page or via info@makeprogress.org.uk. Anna is collecting mobile phones and ink cartridges to help fund the charity and would be grateful for any donations. Jen Oakton
