THE Housing Industry Association has released information pointing to a peak in new home starts, which it expects to remain at a very high level in 2015/16. HIA chief economist Harley Dale said it’s likely that new dwelling commencements peaked at a record level of 215,000 in the financial year just passed, and the risk is for this apex to be even higher. “This is an extraordinarily high level which is 15 per cent above the previous cyclical record of 187,000 dwelling commencements achieved in 1994,” Dr Dale said. “The national new home building sector has put in a stellar performance in recent years. It has been the powerhouse of the domestic Australian economy. “While there has often been a focus on apartment construction in the current upcycle, detached and low density dwelling commencements still comprise over 70 per cent of the total.” HIA expects a cyclical peak of nearly 214,500 new dwelling commencements for the 2014/15 financial year, although there is the risk that the 2015 calendar year delivers an even higher record. It is expected that both detached house and “multi-unit’’ commencements have reached cyclical highs, but a further surge in unit construction could yet deliver a 2015 calendar year peak. Detached house commencements are expected to have reached a level of 113,700 in 2014/15, nine per cent above the

long term average. “The three year up cycle to new home building has been quite narrowly driven from a geographical perspective, while the composition of dwellings built has undergone a structural transformation. In light of a number of unique characteristics to the current cycle there is a wide range of possible scenarios that could influence the trajectory of activity after the peak,” Dr Dale said. The HIA maintains that government policy failure means that there is unrealised demand for new detached housing due to a range of supply side constraints led by a lack of shovel ready land. THE state government has announced it will introduce legislation to attract Victorian businesses to improve the efficiency and sustainability of their buildings. The Local Government Legislation Amendment (Environmental Upgrade Agreements) Bill 2015 provides for council-rates based financing to help businesses efficiently fund building works which improve energy efficiency, reduce waste and cut water use. Under an Environmental Upgrade Agreement (EUA), lenders provide finance to a building owner for environmental upgrades, with the local council then collecting the repayments through its rates system and passing them on to the lender. By allowing the use of the council rates system, loans will also be more secure, allowing lenders to offer more attractive loan terms to businesses.

Family violence shame
Bendigo has been strongly represented in the number of formal submissions put to the current Royal Commission into Family Violence. Submissions have been sent by Loddon Campaspe Women’s Health, the Centre Against Sexual Assault and the Loddon Campaspe Integrated Family Violence Consortium. The consortium consists of 19 directly funded providers of family violence services in the Loddon Campaspe sub-region. The lead agency of the consortium is the Centre for Non-Violence (CNV). Chief executive of the CNV Margaret Augerinos said that the terms of reference of the consortium’s submission were broadly focused on prevention. “With our considerable experience we have been able to provide the royal commission with good ad-

vice and also prioritise that advice,” she said. “The consortium submission identified that family violence is both a cause and consequence of gender inequality.” Acting executive officer of the Centre Against Sexual Assault (CASA) Jenna Abbott said in general modern relationships are more equal than they have been in the past. “However some people have not been able to adapt to this change and it is in those circumstances that we see domestic violence occur,” she said. “Power is also an aspect in domestic violence. Unmet needs are met by power and control. ”From our point of view we mostly provide a therapeutic service. “We give people an understand-
ing of the dynamics of violence which often incorporates sexual assaults.” Ms Abbott said these situations, when sexual assault occurs, are private and different for individuals, so people are sometimes not sure about these things.

assault comes within the parameters of violence. Ms Abbott said a basic criteria was that there needed to be free choice. “Any unwanted sexual behaviour can be defined as sexual assault,” she said. Executive officer of Women’s Health Loddon Mallee, Linda Beilharz said her organisation promoted strong support for workplace-based bystander training which addresses inappropriate sexual behaviour in the workforce and community organisations. “Bystander training raises peoples’ consciousness around issues of gender, power and control,” Ms Beilharz said. The Royal Commission into Family Violence is recommencing next week and will continue to focus on identifying and solving systemwide issues, rather than investigating individual cases.

Missing student Emma found UNIVERSITY student Emma Langworthy has been found alive, after she had earlier failed to return from an afternoon jog on Bendigo’s One Tree Hill on Wednesday afternoon. Ms Langworthy was found in Hermitage Drive Maiden Gully, well away from the search scene that had been centred on One Tree Hill, just before five pm yesterday afternoon. As the Bendigo Weekly went to press late yesterday afternoon, Ms Langworthy was undergoing a medical assessment. A crime scene had also been established in the vicinity of where the teenager was found as the investigation into how she came to be in Maiden Gully,
approximately 10 kilometres from where she was last reported to be. Fears for Ms Langworthy’s welfare had been mounting, as a massive search by police and emergency services personnel throughout the day had failed to find any trace of the young woman. Police had earlier confirmed Ms Langworthy, who suffers from epilepsy, had contacted friends after reaching the top of One Tree Hill via Edwards Road, and again after descending on the other side. Ms Langworthy was wearing her jogging gear, including black tights and a grey running top when she was last seen. The temperature fell to below
zero degrees in the Bendigo area on Wednesday night, and police had been concerned Ms Langworthy was not equipped for such cold conditions. Ms Langworthy moved to Bendigo to study at Latrobe University’s Bendigo oral health and dentistry school. The search for Ms Langworthy began late Wednesday, and included the Air Wing, the dog squad and the State Emergency Service. As well as searching the rugged slopes of One Tree Hill, the Flora Hill university campus was also swept on Thursday to check if Ms Langworthy was on the grounds. Counselling services were
made available at the Bendigo campus yesterday to support staff and students. Some of Ms Langworthy’s university colleagues also braved yesterday afternoon’s miserable weather to help scour One Tree Hill for clues as to her whereabouts. A Bendigo Student Association social event planned for Thursday night was earlier postponed out of respect for the missing student.
The City of Greater Bendigo has welcomed the dismissal of a claim of bias against the Victorian Civil and Administrative Tribunal’s most senior officers. A lawyer acting on behalf of a group opposed to the development of Bendigo’s first mosque had claimed the VCAT president and deputy president had a bias against his clients, and had also called for the VCAT president to disqualify himself from hearing the matter. City director of Planning and Development, Prue Mansfield, said the application had experienced a number of delays, so it will be a relief to the applicants that VCAT can now focus on making a decision. The City of Greater Bendigo has awarded the Australian Islamic Mission a permit to develop the city’s first mosque on approximately two hectares of land at East Bendigo. A report posted on the mosque opponents’ Facebook page says the group may seek an adjournment of the decision that is pending on the planning permit, in order for an Application for Judicial review.

The City of Greater Bendigo wants public comment on a planning scheme amendment that seeks to implement the Hospital Precinct Structure Plan. Planning and Development director Prue Mansfield said under the proposed plan, Bridge Street could become an extension of the city centre and a destination for shopping, offices, cafes and restaurants, medical centres, and apartment-style housing. “Some rezonings as well as policies related to achieving high quality design and more efficient parking are proposed to help achieve this,” Ms Mansfield said. “The plan seeks to create a health precinct based around the hospital, which concentrates medical centres, specialists and associated services. Policies for new medical centres and the design of new development are proposed.” Ms Mansfield said the plan also sought to minimise any impact on surrounding residential
streets, many of which are of important heritage value. The plan was created in response to the $630 million redevelopment of Bendigo Hospital and looks to improve certainty for businesses, investors and the community, as well as help decision making by the City of Greater Bendigo and other authorities. In September last year, the Hospital Precinct Structure Plan was adopted by the City of Greater Bendigo and recommended several planning policy changes, which are proposed through Planning Scheme Amendment C216. The precinct includes 165 hectares surrounding the new hospital. THE state opposition want regional businesses to provide feedback on how two additional public holidays will affect local industries. Nationals deputy leader Steph Ryan said the plan to introduce public holidays on Easter Sunday and Grand Final Eve would hit businesses in regional Victoria the hardest. “Labor’s additional holidays are estimated to cost our state’s economy more than $1 billion every year in lost productivity and increased wages,” Ms Ryan said. “Particularly on grand final eve, the extra holidays will see many businesses in regional Victoria lose revenue, put up their prices or shut their doors altogether. “It is also expected that 353,000 casual staff will lose their shifts on those days. “This is a billion dollar blow to jobs and economic activity across the state.” The government says it is delivering on its election commitment to “reward hard-working Victorians” by introducing the two annual public holidays. Talk about donation

GREATER Bendigo Citizen of the Year Penny Davies wants more Bendigo families to consider organ donation and to talk about it with their families. DonateLife Week, a national awareness campaign to promote organ and tissue donation in Australia kicks off on Sunday, and Ms Davies says talking to loved ones about organ donation is the first step, and an important step, in becoming a registered donor. A founding member of Cystic Fibrosis Victoria, Ms Davies is an active fundraiser and advocate for local support services and also counsels local families dealing with the disease encouraging them to live a positive life with the disease. “My message is always, have a conversation, talk with your family, talk with your loved ones and think about what it is that you’re talking about,” Ms Davies said. “You’re talking about giving the most precious gift that anyone person can give to another family.” A passionate organ donation campaigner, Ms Davies has also advised both state and federal governments on the issues facing rural and regional Victorians in accessing medical services in Melbourne, having spent more than three decades travelling to the city to access healthcare for her children. She says while everyone has their own beliefs about what happens when we die, it is important to note that our organs do not go to Heaven. “If you’re really passionate about helping communities, helping others, helping other families, helping another person, that’s a really precious gift that you can give.” She said it is still necessary to have the conversation, even if you are registered as an organ donor on the organ donor register, because a deceased person’s immediate family ultimately has the say as to whether or not a procedure will go ahead. Rally for millie The Bendigo community rallied last Saturday night to raise funds for 15-year-old Millie Beaton. Organiser, fitness trainer Amy Holmes, said more than $35,000 was raised from the cocktail night and auction held at the Rifle Brigade Hotel. Millie is undergoing extensive treatment for a rare form of bone cancer, and has insisted that half the funds raised be donated to other cancer victims.

prices in line The City of Greater Bendigo says this year’s rate and garbage charge increases compare well with other regional centres. The Municipal Association of Victoria this week released data comparing all the rate and garbage charge increases for 2015/2016 across Victoria. The data shows the average ratepayer in the City of Greater Bendigo will pay an extra $74 compared to last year.

Ms Davies believes media coverage of organ and tissue donation has helped drive a greater willingness among the community to discuss and consider organ donation. “People see that it does make a difference to their family. They do make that choice to honour a person’s wishes and they get a sense that they have done something worthwhile,” she said. “I think it gives a great deal of comfort to donor families. On the other side, the family who has received an organ, or tissue, for them we find that first of all they have received the ultimate gift.
“It’s a second chance at life and the majority of people who receive that gift really do make the most of it.” She hopes being named Citizen of the Year can help provide a platform to help increase the number of people who register as organ donors. “I’d like to see so many more people register, to have that conversation, and then ultimately register as an organ donor…. If we are prepared to take, we must also be prepared to give,” Ms Davies said. “We are far more likely to need an organ than we ever are to give one, and as with everything else in one’s community, it’s very easy to take things, it’s a bit more difficult to give, but it shouldn’t be.” For more information on organ donation, please visit www.donatelife. gov.au

A QUEENSLAND woman on a national crusade aimed at sparking an Australia-wide conversation on suicide prevention will arrive in Bendigo on Monday. Sandra Moran wants to raise awareness about mental health after losing her 22-year-old son to suicide in April 2014. Supported by Overdownunder Ms Moran will arrive in Bendigo’s Hargreaves Mall at 6pm on Monday. Bendigo residents have been encouraged to go along and show their support for Ms Moran. Ms Moran is travelling around Australia on her motorbike to discuss her story in the hope it can reduce the stigma of depression and suicide. More than 300 towns are included in her 36,000 kilometre journey. The Australian suicide toll is greater than that of the road toll but gets significantly less attention and funding to try and reduce it comparatively. Overdownunder is supporting Sandra in her journey, showcasing films on bullying, depression and suicide on an outdoor mobile cinema. Bob’s on the job Former member for Bendigo West Bob Cameron chaired his first meeting of Bendigo Health yesterday. Officially appointed as the chair of the board on July 1, he says he has been over at the site most days since then. “I love being there,” Mr Cameron said. “It’s exciting to see the changes taking place.” Mr Cameron said building the $630 million hospital would be completed by the end of 2016 and the transition from the old to the new hospital would begin in early 2017. He added that the Stanistreet and Kamal buildings will be pulled down and turned into car parking facilities. At present there are no firm plans as to how the remainder of the buildings will be used. “Our first task is to organise the move from the old hospital to the new hospital,” Mr Cameron said. “It’s a matter of physically moving the patients, facilities and equipment
across the road, from the old to the new hospital The board has been consulting with managers for some time already working out the logistics and priorities.” Mr Cameron said the new hospital with its capacity for 372 acute beds was already attracting many GPs and specialists to Bendigo. “Gone are the days when you had to go to Melbourne whenever you needed specialist treatment,” he said. “Our challenge in the future is going to be addressing the tension that will exist between tax payers and the aging population which will be making greater demands on hospital services. “We are used to a high standard of health care but there will be problems in providing this unless people start taking more care of their health, keeping fit and preventing conditions such as diabetes.” Along with the Member for Bendigo East Jacinta Allan, Mr Cameron first pushed for a

Book a date for festival ORGANISERS of the 2015 Bendigo Writers Festival have built on the experiences of previous festivals in 2012, 2013 and 2014 to ensure this year’s event is better still. Feedback from previous festivals has highlighted areas where an already great festival can become even better, with next weekend’s festival offering improved access to authors, additional hospitality and refreshment options, a streamlined timetable and even more venues. All authors will come to the Festival Hub adjacent to the Capital entrance and the box office for book signings after their sessions, where there will be one long table of authors available and accessible to the public. The Capital Theatre’s Lanyon Room will be serving coffee and tea,drinks, sandwiches, snacks and cake across the weekend, and sessions in the main areas will be running at the same time as each other – and not staggered as in previous years. Bendigo’s Trades Hall building has been added to the list of venues for this year’s festival. Capable of holding up to 200 people, the venue will be used for some of the more popular sessions across the weekend to hopefully allow more people to experience more of what’s on offer. There is also a little extra with the Late Night Live event in the Engine Room at the Old Fire Station on Saturday night featuring Geraldine Quinn. In a first for the Bendigo Writers
Festival, internationally renowned speaker and commentator Tariq Ali will appear in conversation with Emeritus Professor Robert Manne, in a Bendigo Writers Festival keynote event, in collaboration with the La Trobe University Ideas and Society program. Hailed by La Trobe University Vice-Chancellor, Professor John Dewar as “yet another exciting example of our creative partnership with the City of Greater Bendigo and our commitment to arts and culture in the Bendigo community,” Ali will appear on stage at Ulumbarra Theatre on Saturday, August 8, from 7.30pm for the discussion we all need to hear – “Why is democracy under siege and what can be done to restore it?” The Schaller Studio, sponsors of the opening event at Ulumbarra, are also providing a festival club on the Saturday night, so that anyone wanting to mingle with the authors after the Tariq Ali keynote event can head there for a drink and the opportunity to do so. There will also be tastings in the foyer from local food producers, part of an association with the local Food Fossickers initiative, prior to the opening event with Matthew Evans. Keynote events will be top class THE 2015 Bendigo Writers Festival is just one week away, with organisers expecting record numbers of people to attend more than 70 sessions across the weekend. Bendigo Writers Festival chairman Cr Rod Fyffe said the event has very quickly established itself as one of the best run festivals in regional Australia, capable of drawing large crowds and the best quality speakers and presenters to Bendigo. “We keep building and it’s interesting how people I talk to in Melbourne think our festival has been going a lot longer than it has,” he said. Cr Fyffe said the festival had helped consolidate Bendigo as a cultural venue and destination, where the opportunity to see and hear such wonderful authors was both fantastic and very real. Mr Neil’s suggestion is to simply write for pleasure and share the stories. “My company Kobo provides writers with a portal. But you still need to go through the process of editing, getting a jacket design etc,” he said. “We don’t show you how to do this but we will tell you what to do. Whether you want to self-publish or publish in the traditional sense, Mr Neil says the first thing you do is write a good book. Mr Neil will be talking

Solid plan for rail TWO La Trobe University Bendigo graduates have proved they are on the right track after being honoured with a significant trans-Tasman rail safety award. Engineering students Mitchell Trounce and Daniel Fedele received a runners-up prize in the 2015 Railway Technical Society of Australasia Railway Student Engineering Thesis Award. The award comes after the duo’s work into investigating the effect
that sand “fouling” has on rail ballast beds for their 2014 honours thesis. “We investigated the effect of sand contamination of ballast beds. Ballast beds are made of fist-sized rocks laid under rail tracks to stop trains sinking into the ground,” Mr Trounce said. “Over time desert sand ‘fouls’ the ballast bed, or fills the voids between the large rock fragments. We wanted to know if the ballast’s elas-
tic properties are compromised when it is contaminated with sand.” The pair constructed a large-scale railway track model in the Bendigo campus engineering lab, replicating conditions found in deserts throughout the world. “We found that fouling ballast with sand increased the stiffness of the railway track structure and reduced the track’s elastic response,” Mr Fedele said. “This increased the

stress level on the sleepers and other railway track components. In turn, this led to a reduced life for track components, as well as increased main. “In serious scenarios this may lead to failure of the railway track.” Civil engineering lecturer, doctor Daniela Ionescu, congratulated Mr Trounce and Mr Fedele, noting their thesis would inform professional engineers who build and maintain railway tracks in desert environments.

Backing for the Run For Dad RUNNERS are gearing up for the Run For Dad with the help of a sponsor. Dealer Principal of Poyser Motor Group’s new High Street location, Lee Bombardieri, is a keen runner himself and also a very active member of the Bendigo community. “We are totally committed to supporting the community through sponsorship of a range of sporting clubs, community groups and school events,” Mr Bombardieri said. “We are particularly excited about being involved with an event that encourages people to lead a healthier lifestyle through being active. THE unveiling of a special Faces of Small Business outdoor installation at Bendigo Railway Station has marked the launch of the 2015 Small Business Festival Victoria. The event will see more than 350 free or low cost events, including 27 in Bendigo take place during August. Council rubbish COLIN Carrington’s letter “Council must share blame” for the nonpayment of subbies for work carried out on the Ulumbarra Theatre Project clearly hits the spot (Bendigo Weekly July 24). The council and councillors are quick to claim accolades and photo opportunities with projects associated with state or federal funding, but ignore the problems in our streets and suburbs, such as unregistered cars on public/council property, overflowing garbage bins causing health problems, silted-up drainage pits, damage to street bollards from trucks and heavy freight vehicles on our roads and streets. All the things ratepayers expect council to abide by and carry out, but not that they should ignore their own by-laws. We hear so much rubbish about there should be less regulation in our lives, but when it (regulation) is ignored it creates problems. Come on councillors, get out there in your wards and create a nicer looking suburban Bendigo if only for health and aesthetic reasons. Bill Collier, Golden Square
No easy decision THANK you to the Bendigo Weekly and to the family of Robyn Miles for sharing their story in last week’s paper. Not a simple decision for the family in their time of sorrow and grief, facing the death of their loved one, but also one that has changed their own lives and those who have benefitted from the gift of life. Robyn’s gift, to those waiting for organ and tissue transplantation. Trevor Miles and his family honoured Robyn’s wish, that her organs be given to others. As was reported, this family had the conversation earlier on, making the decision no less difficult but certainly doing so knowing it was what Robyn wanted. I hope your interview encourages other families to talk about organ donation as part of normal family discussion, knowing that if at any time a decision might need to be made, everyone is very clear that each person’s wishes are followed through. Some years ago a member of our family was fortunate enough to be an organ recipient. Not only was his life changed, but so too ours.
Truly a gift of life for him and his family. Next week is Donate Life Week. How fitting that the Weekly published the Miles’ family story in the week before. We ask others to have the chat about organ donation, to make their wishes known to family and to consider joining the Australian Organ Donor Register Penny Davies, Bendigo
Changes in effect I WRITE in response to Shirley Mainstone’s letter (HACC changes cannot be justified, Bendigo Weekly, July 24). As of July 1 the City of Greater Bendigo changed the provision of some weekend Home and Community Care services. Clients that received weekend respite care had their hours of care transferred to during the week but experienced no loss of hours. Clients with an individual support package are still able to access weekend respite, while those clients who are considered vulnerable continue to receive weekend personal care. This announcement follows the council decision on May 6, 2015 to retain Home and Community Care services but move towards cost neutrality through a range of actions. Changes to weekend care was an efficiency measure proposed by staff and the Australian Services Union. You can’t be serious. The budget deficit stands at $41.1 billion dollars, and our debt has been doubled since they have been in control. Can you just imagine the ridicule from Hockey and Abbott if this had been suggested previously. Like 2013 for instance? The debt and deficit band-

wagon would have careered out of control. There would have been calls to lock up the people concerned. Unfortunately, politics in Australia has become one big joke – at our expense. Many conversations have deteriorated into the dumb and dumber category, but the scary aspect of all of this is – they are serious. So many porkies and contradictions have been portrayed, the point of no return has been reached in the believability stakes. Very few are listening, or taking any notice of what is being said. What’s the point? Does anybody have any idea where we are heading? For instance, Bronwyn Bishop said that unlike previous speakers she would attend party room meetings, but would be impartial. For blatant partisanship, Bishop has no match. The decision to attend party meetings sealed any impartiality. News Corporation, certainly no friend of the Labor party, is also up to its neck in hypocrisy. In 2007, Rupert Murdoch announced his alliance to the climate change cause. He explained that he was no scientist, but he did know how to assess a risk, and this one is clear. Climate change poses clear, catastrophic threats. He also said that by 2010, News Corporation would be climate
change neutral. Since then it has done no such thing, and has led the way to dissuade people to change their behaviours. What has changed from 2010, until today? One can only speculate, the same as Tony Abbott’s original thoughts on the subject, when he said that the best way to combat climate change was to “put a tax on it.” So the most powerful media mogul in the world, and the Australian Prime Minister, consider they know more than 97 per cent of eminent scientists on climate change. Both of these people have chosen to change their mind on the subject. There must be an underlying reason. But what is it? Ken Price, Eaglehawk
Bikes for ratepayers FOURTEEN free bikes have now been provided for council workers. These bikes, of course, have been paid for by ratepayers. It appears there is now a full time council officer for “planning and policy for active and healthy communities.” Will his next move be to provide free cars for workers who are
unable to ride bikes? Isn’t it time for council members and staff to start giving consideration to the disadvantaged and underprivileged families in our community? I am sure these people would really appreciate being given a free bike. Shirley Mainstone, Spring Gully
Good work for joey I WOULD like to acknowledge the excellent work done by staff and volunteers with the Bendigo Wildlife Rescue Service (WRES). Recently I came across a badly injured kangaroo by the side of the road. She had a joey in her pouch. Sadly the kangaroo could not be saved, but the joey was taken by the very kind volunteers from WRES. The prompt response from all involved was very impressive, and meant neither animal was in distress for too long. Such an excellent humanitarian service deserves all the support it can get. (www.wres.org.au) I would also encourage drivers to take extra care when driving through bush areas, as the resulting trauma to wildlife, as well as the expensive damage to vehicles, could often be avoided by lowering speed. Time to grow up AUSTRALIA, we have a problem. In a country that reveres its sporting heroes as much as this one, and where sport is such an intrinsic part of the culture, somewhere, somehow, something has gone horribly wrong. How is it that an Australian of the Year who just happens to be a dual premiership player, a dual Brownlow medallist and a four-time All Australian can be subjected to such continual abuse and disrespect to the point where he is almost being hounded out of a game many would consider to be the greatest of them all. There are plenty of people in this world who many of us would appreciate the chance to boo or
express our displeasure over, and a few politicians would probably top most lists in this regard. But a footy player who just happens to be among the top 10 for most games ever played and who is roundly acknowledged as a champion, both on and off the field, should not be on that list. That Adam Goodes is a proud Aboriginal man who has been subjected to such torrents of abuse and negativity is a circumstance that should make every Australian uncomfortable. He has never been afraid to defend his heritage, or to address and put down those who would dare to provoke him on the basis of his Aboriginal ancestry.
That’s nothing more than what any of us would be entitled to do if we were put in the same unacceptable position. Goodes is revered as a leader at his club, the Sydney Swans and in the indigenous community also. That’s not a crime. In fact, in a country where sporting personalities are all too easily labelled as role models, Goodes probably fits the mould better than most. Goodes deserves and has the support of his club and his sport at all times, and especially at times like this. Fortunately he has that; but he deserves our support as well. Enough is enough.
THERE’s always a moment of guilt in the lead up to the ALP National Conference as it takes me away from local electorate duties. However, last weekend was an important opportunity for the Australian Labor Party to come together in one place to discuss and debate Labor’s vision for this country. As a member of the Labor party and as the representative for Bendigo, it was important that I be a part of that conversation. More than 1500 Labor delegates, members, stakeholders and media gathered for Labor’s 47th National Conference. The core focus of the conference was to finalise our new draft platform, the document which sets out Labor’s vision for Australia’s future. Despite the media focus on a few points of difference, it was a remarkable conference characterised by passion and respect, but defined above all by our common purpose. Labor delegates worked through the critical issues and set out Labor’s vision for a modern,
prosperous Australia. At the top of this list was the commitment to ensure a future Labor government will foster a growing, productive, job-creating economy both nationally and locally. Our strength is our diversity. It is vital that all local industries be encouraged and supported to grow. Within this plan is Labor’s, and my own, unwavering commitment to
50:50 renewable energy by 2030 has been met with excitement and praise locally. Renewable energy just makes sense. In Bendigo, this new plan will create local jobs, reduce our power bills and help the environment. The lack of access to decent, reliable fast speed broadband is an issue that is crippling Bendigo and central Victoria. All Australians should

Bands set to battle I
T’S time to plug in your amplifier and switch on the microphone – the FReeZA Push Start Battle of the Bands competition is back for 2015. The event takes place today at St Andrew’s Hall in Myers Street, Bendigo. Ten local acts have registered for the annual event, which celebrates young musicians and provides them with an opportunity to perform in front of a supportive audience. The bands competing this year are Adjacent,
Seyeon Ko, Steph Bitter, Splendour Society, Adelle, Mechanism, Trash Lily, Daywaster, JawBank and Bill Barber and the Blackwood Shakedown. The bands will be judged by David Dewar from Dewar’s Music School, Patrick Byrne from headspace Bendigo and Marshall McIntosh from Paper Boat Armada, the winning band from last year’s competition. Each entry will be assessed on presentation, musicianship, composition
and potential. City of Greater Bendigo council’s Steven Abbott, wished the bands the best of luck. “It is wonderful that young people of all ages have entered and want to share their passion for live music and performing,” Mr Abbott said. The youngest competitor, Seyeon Ko, is 12 years old and is from the Karen community. “It’s great that the event continues to evolve and
attract people of all backgrounds and musical tastes,” Mr Abbott said. “The winner will go on to play at the regional final in Castlemaine and, if they’re successful, then it’s onto St Kilda in Melbourne. “The winner will also take part in a song writing workshop with Elliot Hammond from the band Delta Riggs, while second and third place will receive vouchers to a local music store, along with vocal coaching and access to rehearsal space.”

Time to tune up for the proms I
T’S Proms time again. In the great tradition of the long-running BBC promenade concerts, Bendigo has its own mini Proms series on Sundays August 2, 9 and 16. For the past several years St Paul’s Cathedral has hosted this series which consists of three short, fine music performances over each of three Sunday afternoons in August, all taking place in a warm and comfortable space, with light refreshments between performances.
Attendance can be at a single session, an afternoon of three sessions or the whole series. A number of local artists come together to make this year an exciting one with the series being opened by the Bendigo Chorale and closed by Jenny Gogolin and Peter Butler, noted Australian flute and piano duo performing Mozart, Piazzolla and Miriam Hyde. Other artists during the series include John Snowdon and Friends who play and sing some of their
favourites, pianist Christopher Wilson, Bendigo’s own well-loved harpist Meryl Wilkinson, talented operatic soprano Brenda Kinsella and Michael Gillies Smith and Pamela Jackson presenting music of Kurt Weill and Manuel de Falla. Venue: St Paul’s Cathedral – Anderson Room (at

A taste of Tassie blues
A
TASTE of the music of north west Tasmania is coming to Bendigo next week in the form of Neil Gibson. He’s a touring musician and promoting his album Leave a Light On. “I’ll be performing at a fantastic little venue in Bendigo at Billyroys blues bar at the Goldmines Hotel on Thursday, August 13,” Gibson said. When Gibson, performed at a small venue in his hometown on the North West Coast of Tasmania, he had no idea he was entertaining and sparking the interest of lead singer from the Tea Party,
Jeff Martin. After finishing his set Gibson went to see Martin play at local venue Red Hot Music, where he heard his earlier performance being praised to the audience. The two teamed up and produced a five track EP in Martin’s studio. “During this experience, a genuine creative working relationship was formed,” Gibson said. As inspiration and originality flowed with ease between the two musicians, it was decided to record four more tracks in February 2014, creating Neil’s debut full length album.
Coffee oasis adds cash to a cause E
LMORE’S Oasis Cafe is adding a little extra for the homeless. Owners Angie and Max Kennedy are planning a fundraiser for next Friday, August 7. “On this day every coffee we sell we will donate $1 to the homeless,” Mrs Kennedy said. “Homeless support group StreetSmart has said these funds would go towards looking after the homeless people in our local areas. “I want as many people to get behind this event so we can give StreetSmart lots of money so they can get some people back on their feet, and others shelter and food.” Oasis sells Brewhouse coffee and the owner Corey Scoble has donated coffee towards this project. “They are very a community minded business,” Mrs Kennedy said.

Boo and ban the beard I

Some attempts just need to be ridiculed
T has been a week where people have been booing and shouting at football players. Now, I vary rarely touch on the world of sport, but this gesturing and strutting should stop. But we should boo people for bad beards. Beards are a nightmare invention and should be banned on and off the playing field, even more so they should be banned on women. Why people think an unkempt growth that fills with food is good for others to see is beyond me. At the top of the list though is the poor-attempt-at-a-beard. As I understand it, sailors in the Royal Navy are allowed to grow a beard, but they have to ask first. “Permission to grow a beard sir,” being the standard request. The hopeful sailor is then sent off for 21 days to see what the result is. If it’s not up to scratch (ha) then off it comes. Her Majesty’s navy has it right here. If it’s a crap beard then off it comes. The sports department at the Weekly is compact but powerful, unlike the man who runs it. Joel has headed in pursuit of

hirsute, but it falls into the poorattempt-at-a-beard category. He tries hard, but he’s only young and his attempts at facial growth fall by the wayside. I really don’t know what he’s trying to achieve, but he isn’t. Imagine a broomstick with hair and glasses and you have Joel to a tee. With the scant addition of facial growth he looks like a failed floor brush. Or perhaps one the dog got hold of and chewed it.

Joel’s a great guy, really, but he needs to hold back on the attempt at beardyness. Old Nick in the office has a beard, but he’s a fisherman and you’d expect it of a crusty old seafarer. It goes well with the whole windswept look and fish smell he masters so well. His full offering of grey puts whippersnapper Joel well into the shadows, which is where he belongs with the sub-bristle look. I have been subtle up until now, but he’s trying again and it
really must be stopped before it gets too far. So Joel, you’re on notice. Find the razor, and fast. I am going to start an open campaign for banning and booing the beard. Think of it in a positive way. In the unlikely event of me ever going to a Swans game, any AFL game in fact, I won’t be booing Adam for any other reason than the silly beard, and there’s nothing racist about that. - Steve Kendall Twitter@stevekendall1

Arthur Guy Memorial Painting Prize finalists announced: Held every two years, the prize is designed to attract some of Australia’s finest contemporary artists, awarding a generous acquisitive cash prize of $50,000. The Arthur Guy Memorial Painting Prize is now in its 12th year after being established by Mr Allen Guy CBE (19172007) to honour his brother Arthur Guy (1914-1945) who was killed in New Guinea. Every two years Bendigo Art Gallery invites artists to submit entries, with the outstanding work judged by a panel of independent judges. This year’s judges are: Vincent Alessi, Jennifer Kalionis, John McDonald, Peter Guy and Julie Millowick. Previous winners include Stieg Persson (2003), Dale Frank (2005), Stephen Bush (2007), Jan Nelson (2009), Tim Johnson (2011) and Chris Bond (2012). Works from the shortlisted artists will be on display at Bendigo Art Gallery from August 29 to November 1. The 2015 winner will be announced at the exhibition’s opening on Friday, August 28. Chloe Neath has a solo exhibition ‘Charcoal Portraits’ at The Capital Theatre. Opening night is Friday, August 28. The exhibition continues until the end of September. She will showcase a series of charcoal drawings that also feature gold leaf, silver leaf and colour pastel to achieve her highly detailed portraits of women and men from Bendigo and Castlemaine. Her subjects are unique individuals who have captured her attention. (Gold Bedroom, above) The new facade for the La Trobe Visual Arts Centre will be launched on August 20 at 6pm. The facade project invites proposals from artists every two years for this major public art commission and it’s always exciting to see what dramatic change will take place in the View Street. Click & Weave: A new exhibition will open at Dudley House which features textile sculpture, fine detail drawings and photographic pieces. Dignified options to reflect on departed REMEMBRANCE Parks – Central Victoria, formerly Bendigo Cemeteries Trust continue to evolve services and products to meet the needs of a changing community. Guaranteed international travel grant for students LA TROBE University Bendigo has launched the Regional Reward Program for students who enrol in 2016. The program guarantees all regional campus students who are eligible for international exchange, a grant of at least $1000 for a semester overseas. Smaller scholarships are available for shorter international programs. Pharmacy student Teagan Van der Drift said she would encourage any student to take up the opportunity to see the world as part of their degree. Last year Teagan travelled with nine other Bendigo pharmacy students on a study tour of India. “The tour gave me an incredible opportunity to visit hospitals within India, understand the role of a pharmacist in a
different culture, visit schools to interact with children and witness the lifestyle of a university student in another nation,” Teagan said. “This experience broadened my understanding of my degree, and how the role of a pharmacist can differ between Australia and India. “The trip enlightened me as to how diverse university life can be, and allowed me to further experience the world.” The Regional Reward also gives every student the chance to complete a work placement during the second or third year of their course, on top of the many other advantages of studying regionally. Entertaining for charity

I
N the 19th century when entertainment was provided for the paying public and the purpose of the proceeds collected was for charitable purposes, often it was referred to as a benefit. The purpose of a benefit would be designated beforehand in the promotional advertising, so that the paying public would be aware for whom the money was being raised. Artists and performers, both amateur and professional, could make themselves available for a particular benefit. Minstrel groups had been known in medieval times providing their musical entertainment by song, or reciting poetry with musical accompaniment. Groups of minstrels became quite popular before the period of the gold rush in several different parts of the world. In North America minstrel groups that were performing were referred to as Ethiopian serenaders. Today some of the terms in use in the 1840s and beyond would be frowned upon. These minstrels could be called American or Darkie Entertainers. Sometimes the groups were called “negro entertainers” or alternatively the Sable Brethren Entertainers. Originally these minstrel groups were formed from
escaped slaves who were well away from the southern states of the USA or had managed to make their way into Canada where they were safe. South Africa or the Cape too had groups that were called minstrels or “coon groups” who provided entertainment mainly through song or serenading. It was not long before this type of entertainment also hit the goldfields. Yet the entertainers were in nearly all cases caucasians with black painted faces. Invariably these groups were referred to as Ethiopian Serenaders. The first record, I believe, of some Ethiopian Serenaders performing here in Bendigo was in 1855. The group was competing with the goldfields songster, the inimitable Charles Thatcher. Their songs were frequently of a similar character to the original African American music that had preceded them. One of the instruments in those early years used for accompaniment was the tambourine. Various “Ethiopian serenading” groups toured the goldfields utilising the growing number of small theatres that had sprung up, usually in conjunction with a hotel. The sophistication of the theatres and their size increased as the community

La Trobe University creative writing lecturer Sue Gillett said the event was an opportunity for the city’s students to meet the names behind the dust jackets. “Not only do they hear about how these writers create their works, they get a glimpse of how they might aspire to be writers too,” she said. La Trobe has once again sponsored, and set the program, for the day dedicated to inspiring Bendigo students. “Part of our aim is to connect students with the broader community of writers and readers, to give students insight into that world where writing and reading are passionate and vital activities,” Sue said. Sessions include writing workshops, storytelling for young children and a game-show style panel featuring the visiting storytellers. La Trobe education lecturer Sarah Mayor Cox said Hazel Edward’s session on GLBTI Lit for Young Adults was an important one. Hazel’s book, F2m: the boy within, is a coming-of-age story about a character transi-

became more prosperous and permanent. A number of reasonably accomplished amateur performers from Sandhurst (Bendigo) had come together in late May 1878 and decided to form the Sandhurst Ethiopian Serenaders. The new performance group had met regularly for practice and to work out a repertoire so that they too could perform, but their motivation was to do so purely for charity. On Wednesday night July 24, 1878, the maiden performance of the Sandhurst Ethiopian Serenaders was held at Eaglehawk. The night was cold, yet there was a great crowd present, the stage space was inadequate for the size of the minstrel group. A diverse program was offered to the receptive
audience, instrumental and vocal music and some comic sketches which were all very well received. Roars of laughter came from the audience when the comicalities were presented. More than £40 was raised on that evening, indicating the very large attendance at the performance. This money was destined for a widow and her children who had been left destitute through the death of their husband and father in a mining claim. The man’s name was reported as Thomas Gavin. Did the journalist have the name correct as there appears to have been no inquest into his reputed accidental death? There are also no records of his burial in the local cemeteries. Who can help solve this conundrum?

Curator and La Trobe illustration and graphic design lecturer Paul Morris said the show of original works was a journey in time, from Whatley’s first published books in the early 1990s, to his most recent, Fire, another collaboration with Jackie French. He described the collection as priceless pieces of Australian heritage. “There’s such an honesty to the work that any person could relate to it,” Paul said. This free exhibition will be on at the La Trobe Visual Arts Centre in View Street until August 9.

The tax office has increased checks and noticed an increasing number of claims that cannot be supported by receipts or other written evidence. Interest and dividend income – many taxpayers are not reporting all of their bank interest and dividends. Financial institutions and companies supply records of all their dividend and interest payments to the ATO which may be cross checked for compliance. Your declared total should include accounts that may have been closed during the year and the apportionment of joint accounts. Interest expense on loans – only interest expense incurred to produce income is deductible. Many taxpayers are claiming this expense even though the loan is for both private and investment purposes. The interest must be apportioned to each activity. Interest expense for an investment home – to claim interest on a loan obtained to purchase a rental
property, the property must be rented or available to rent in the year the deduction is claimed. Allowances – allowances shown on payment summaries must be declared at income question 2; Allowances, Earning, Tips, Director’s fees, etc. Taxpayers are reminded that they are not automatically entitled to a deduction just because they received an allowance. Low income earners may still need to lodge an income tax return. Although your Taxable Income may under the tax-free threshold you may still need to lodge an income tax return because of; an entitlement to the private health insurance rebate, Pay As You Go Tax withheld from payments received, reportable fringe benefits and/or reportable employer superannuation contributions detailed on PAYG payment summaries. Miners play to strength

THE Bendigo Fighting Miners’ finals clash with top-of-the-table Cerberus this weekend will be a battle of contrasting styles, according to Miners coach Alan Saville. The Miners finished second on the Victorian Rugby Union second division B-grade ladder after winning 11 of its 13 matches, while Cerberus ended up undefeated on top of the table. Bendigo has been in sterling form in the past two weeks, smashing Puckapunyal by 93 points before belting Melbourne Chargers 74-0 in last weekend’s final home and away fixture. The match, to be played in Hastings, will see the Miners’ huge front pack tackle the home side’s speed. “We’re always happy to make finals, this is the time of year you play to be involved in,” Saville said. “The boys have showed really
good composure in the last few weeks and have put in some good performances. “Some of our juniors have really stepped up. The likes of Ryan Spedding has made his mark at a really tough position at fly-half, which is great for the club and for him.” The Cerberus backs present a stark contrasts to Bendigo’s huge front pack, posing a speed versus strength showdown. Saville is hoping that the conditions on game day favour his side. “I think it is a real 50/50 proposition, they have really sharp, quick backs against our size,” he said. “The conditions could work to our advantage. If it is wet their speed may not be as effective, but if it is a dry track that plays into their hands.” The Miners’ preparation has been excellent, with the entire squad ready to roll come Saturday. “We have been working on our

Netball juniors a winner GOLDEN City Netball Association’s Christine Perry has been recognised for her work setting up a junior netball team for Karen refugee students with a national award. Perry was honoured with one of seven Australian Post One Netball awards, rewarding those who go above and beyond to create and support inclusive netball environments. The Dreamstars netball teams play in Golden City Netball Association competitions at the association’s Bendigo Stadium courts. The players begin with little or no English and no sporting background when they start with the club. Perry says they never miss a training session and play with smiles on their

Soccer wraps up pool matches THE final round of pool matches in the Bendigo Amateur Soccer League’s inaugural league cup will be held this weekend. Top sides Strathdale and Eaglehawk will face off at Beischer Park on Sunday to decide the winner of pool A. Both sides have three wins heading into the clash, with just one point separating them on
the table. Epsom and Moama will do battle in the other game in pool A but neither side has a chance to qualify for the semi-finals later in the season. Spring Gully has a week off in pool B, assured of a semi-final position. Colts United and Golden City will play off for the remain-

Final roar for Tigers coach By JOEL PETERSON
THE race for the final Bendigo Football League finals spot got all the more perplexing this week, with Kyneton Tigers coach Mark Adamson and the club parting ways on Tuesday. Tigers president Rob Waters announced the decision via the club’s website, saying Adamson had “failed to meet the standards required to be the leader” of the club. Adamson, 40, had coached the club for two years after being appointed as coach in July, 2013 on a contract running until the end of this season. He left a role with Bendigo Gold to take up the top job at Tigerland, and also coached Golden Square to the first of its five consecutive flags in 2009. Tigers forward and former Bendigo interleague representative Luke Beattie will take over as coach for the remaining four rounds
of the Bendigo Football Netball League season, beginning when the Tigers travel to Strathfieldsaye on Saturday. “Mark Adamson is no longer the coach of the Kyneton Football Netball Club,” Waters said in a statement. “The club decided to end its association with Mark after he failed to meet the standards required to be the leader of the Tigers. It’s a disappointing end for all concerned. “Luke Beattie has been named interim coach for the remainder of the season. Luke is a Kyneton premiership player, he was an assistant coach at Sunbury in a premiership season and also coached Daylesford to premiership success. “We have great confidence in Luke moving forward.” Kyneton finished seventh on the table last year, winning six games under Adamson, and is a game clear within the five after round 14 of this season.
Junior cyclists are Bendigo bound HUNDREDS of Victoria’s best junior cyclists will return to Bendigo this October for the Victorian Schools Cycling Championships. The titles were held in Bendigo for the first time last year and following a successful event will return on the weekend of October 9. More than 700 students from across the state competed at the 2014 event in BMX, mountain bike and road race events across the city. Cycling Victoria, which runs the event, is expecting more participation this year. “We are thrilled that the City of Greater Bendigo, the Bendigo and District Cycling Club, Bendigo BMX Club and Bendigo MTB Club are supporting the event again in 2015,” Cycling Victoria development manager Mark Drehlich said. “The VSCC provides a safe and inclusive environment for students to experience the thrill of bike racing. Many of our star elite cyclists competed in the VSCC as juniors.”
The three-day event starts with the BMX state final on Friday, October 9 at the Eaglehawk BMX park on Cal Gully Road. The Kyneton move wasn’t the only attention-grabbing coaching news in the last week, after Kangaroo Flat made somewhat a surprise move to re-appoint coach Jason Stevens as senior coach for 2015 five weeks out from the end of the season. The Roos have been largely disappointing this season, winning only five of 14 games, including consecutive thrashings at the hands of Golden Square, Eaglehawk and Sandhurst over its last three games by an average of 77 points. Stevens has recruited strongly over the past two seasons but his charges have failed to deliver on the field this season. The move was soured by the resignation of Paul Brooks as Flat president, replaced in the role by Greg McClure. Flat takes on South Bendigo on Saturday in what is a must-win game. The Roos sit a game and a large percentage gap outside the

Kerryn back with Spirit From Page 36 “I had a focus to not let that happen again and to focus on doing what I do well, which seemed to work.” Like Spirit teammate Heather Oliver has in past SEABL seasons, Harrington is hoping her strong Lady Braves form can translate into a good WNBL campaign with the Spirit. “I haven’t played with the spirit for a number of years so I am really excited about coming back and playing, all my family and friends are from Bendigo which means a lot to me,” she said. “Bendigo, especially the basketball community, has something very unique in that you can play in a regional area that is your home town in a national league as well as SEABL. “We are very fortunate, and sometimes we take that for granted but it is huge to be able to be based here year-round.” While she is excited to play with her hometown WNBL team, Harrington is making sure she does not forget her current goal of a deep play off run with the Lady Braves. ”We had the opportunity for a home final last year and we didn’t necessarily play poorly but we didn’t play well enough to get over the line,” she said. “Hopefully if we get that opportunity again we will go one better than last year.”

SPORTS Chaplaincy is the name of the game in the Bendigo Football Netball League this weekend. AFL Central Victoria’s four leagues – The Bendigo, Loddon Valley. Heathcote District Football Netball leagues and the North central Football League will all be partaking in sports chaplaincy round this weekend to raise awareness of the services available to local clubs. Sports Chaplaincy Australia manages the services available to clubs, with several appointing chaplains or welfare

“Locally, we have called on chaplains to assist the football and netball community in times of trauma. Our sporting communities have a way of coming together and supporting each other in difficult times.” For more than 30 years Sport Chaplaincy Australia has been providing genuine care and support for people in sport during difficult times. The services are not religion-based, any one can utilise
a club chaplain at any time. If a club has a critical incident, traumatic loss, severe injury or difficult moment a crisis care chaplain can provide pastoral care and assist with professional referral if required. Clubs within the AFL Central Victoria region have been asked to raise $400 to $500 to assist with funding this service and the Bendigo Bank will match every dollar raised by clubs.
THE Loddon Valley Football League heads into its penultimate round this weekend with spots in the league’s finals series very much up for grabs. Mathematically, every side from thirdplaced Bears LagoonSerpentine to sixth placed Marong could miss finals dependant on results, but the real race is between the Panthers and the sides in fourth and fifth respectively, Mitiamo and Calivil United. The Superroos play a rampaging Bridgewater this weekend before heading to Backhaus Oval in round 18 to play a much-improved YCW. Calivil faces YCW this week before tackling the Bears next week, while Marong takes on Bears Lagoon Serpentine this week before travelling to Inglewood next week to take on the Blues. Mitiamo and Calivil are locked together with 28 points, while Marong are sixth on 24 points and 17 percentage
points adrift of a finals spot. Bears would need catastrophic results from its last two games, two wins and a massive 30 per cent clear of Marong.
BLOCKBUSTER LOOMS HUNTLY clashes with Colbinabbin in a blockbuster Heathcote District Football League game this weekend that could see the winning side stitch up a double chance in the 2015 finals. The Grasshoppers are in the box seat with a massive 54 per cent advantage over Huntly, but the two sides are locked together on nine wins. The Hawks have the bye next week before facing Elmore in round 18, while Colbinabbin faces the Bloods and the Saints over its last two weeks, both games it would expect to win comfortably. SEVEN years after she last played for her hometown Women’s National Basketball League club, Kerryn Harrington is gearing up to play for the Bendigo Spirit this season knowing she is finally getting the best out of herself. Dogged by injuries throughout her young career, the 23-year-old has again excelled with the Bendigo Lady Braves this season and will make a return to Spirit colours this WNBL season. The next few months will be plenty busy for Harrington, with the South East Australian Basketball League season drawing to a close while her WNBL preparation gets under way and she juggles her final year of a bachelor degree at university as well as work commitments. Speaking to the Weekly this week, Harrington says she has found a balance both on- and off-court after a frustrating run of injuries over the last few years, and
is enjoying the game more than ever. “I had a frustrating run with injuries with my knee and some other things and took the season before last year off from WNBL and that probably ended up be-
Now I’m enjoying it more than ever ing the best thing I could have done,” she said. “It allowed me to find that balance and realise there were things outside of basketball and not put so much pressure on myself and whether I had a good game or a good season. “It was a really hard decision to make at the time, but having the year off and playing netball for a season gave me that break from the game and now I’m enjoying it more than ever.” Although she main-
tains basketball is still her first love, Harrington’s newfound passions away from the game have represented a big change from a basketball life that has been flatout since she was 15. She has taken a leadership role on with the Lady Braves this season, especially during the absences of Tessa Lavey, Kelly Wilson and Elyse Penaluna and has thrived in it. There is no better evidence of that than her 41-point masterpiece last weekend that saw her claim SEABL player of the week honours as Bendigo crushed Canberra. “The team has played well without one or two players because we do have that depth of talent,” she said. “We had a similar situation earlier in the year without the Opals girls and I probably put too much on myself to take up that slack and it blew up in my face, I had probably my worst game for the season.
