VCAT gives mosque the go-ahead

GREATER Bendigo mayor Peter Cox has appealed for greater respect and understanding after an independent panel yesterday announced it had approved plans for Bendigo’s first mosque, to be built on a site at East Bendigo. Welcoming the announcement, Cr Cox called on those who had been opposed to the project to respect the decision of the Victorian

Civil and Administrative Tribunal, the initial decision of council, and of the need to move forward in a very respectful way and engage. “We live in a democratic society where Australians respect other people’s beliefs,” he said. Cr Cox acknowledged the rights of people to oppose the mosque ap-

plication, and that the process had been a drain on council both financially and of staff and councillors’ time, but said he was disappointed at suggestions opponents could be looking to continue to fight against the proposed mosque. “The independent umpire has given their decision, and I am hop-

ing that people will respect and accept that,” he said. Cr Cox said it was important to note that protests against the mosque, planned for a site on Rowena Parade, East Bendigo, had involved a vocal minority, and that the vast majority of locals support the mosque, but more importantly

they support the right of people to practice their religion. He dismissed attempts to link mosques with conflicts around the world, pointing out they are two separate issues, and said council had known from the outset that people from across Australia had been trying to influence Bendigo people on the way they think.

THE peak body representing Australia’s urban development industry has called for a major shakeup of the country’s tax system. In its submission to the Federal Tax White Paper process, the Urban Development Institute of Australia (UDIA) has called for a shift in the composition of the tax system away from inefficient and damaging taxes such as stamp duty and large up front developer levies on new housing, to more efficient taxes such as a broadened GST, and a broad, low rate land tax. UDIA national president Cameron Shephard said given the challenges facing the economy, government budgets, and housing affordability, Australia could not afford inaction on tax. “A great deal of Australia’s economic potential is being held back and squandered by a tax system that has failed to keep up with the times,” Mr Shephard said. “Inefficient taxes and charges are dragging on economic growth and productivity, holding back jobs, and worsening Australia’s housing affordability crisis. “Stamp duties are well known to be among the least efficient and most economically damaging taxes available to governments, and there is strong and growing consensus across the community about the need for governments to replace them with something better. “They reduce labour mobility and productivity by locking people into a certain location, and along with other high up front taxes and charges, reduce housing affordability and the supply of new housing. “In contrast, the GST and taxes on the value of land are widely recognised as being much more efficient from an economic perspective, particularly when applied across a broad base.” “Phasing out stamp duty in favour of a broader based GST, and broad based, lower rate land taxes could deliver real dividends for economic growth and productivity, and housing affordability and supply. “Now, more than ever before, is the time for governments to act on tax reform,” Mr Shephard said.

In a statement released after Tuesday’s meeting, Reserve Bank governor Glenn Stevens said the global economy is expanding at a moderate pace, but some key commodity prices are much lower than a year ago. He said information suggests that the Australia economy has continued to grow, and while the rate of growth has been somewhat below longerterm averages, it has been associated with somewhat stronger growth of employment and a steady rate of unemployment over the past year. Inflation is forecast to remain consistent with the target over the next one to two years, even with a lower exchange rate.

In such circumstances, monetary policy needs to be accommodative. Low interest rates are acting to support borrowing and spending. Credit is recording moderate growth overall, with growth in lending to the housing market broadly steady over recent months. Chapman stands firm

CITY of Greater Bendigo councillor Elise Chapman has declined to apologise for sending a graphic tweet at the start of the year, after an independent panel found she should do so. The defiant Lockwood Ward councillor has instead opted to seek a review of the decision that found her in breach of three clauses of the council’s Code of Conduct. The panel’s determination was tabled at Wednesday’s City

of Greater Bendigo council meeting, and found that pursuant to Section 81J of the Local Government Act, Cr Chapman was guilty of misconduct and that she should be reprimanded. The determination also stated that Cr Chapman should make an unreserved apology to the council and the Bendigo community. The council has also been requested to review its Councillor Code of Conduct and its policies. Offered an opportunity by

mayor Peter Cox to apologise during Wednesday’s meeting, Cr Chapman instead informed the meeting that she had lodged a request for the Victorian Civil and Administrative Tribunal to review the panel’s decision. The council has determined to not make the complete report into Cr Chapman’s conduct public, and there was no debate on the matter at the meeting. Cr Chapman had earlier sought to make an apology to a council meeting back in March, but was blocked by procedural

red tape. Back then, her written statement, prepared with assistance from Cr Cox, had included an apology, an explanation and information about the incident which included a tweet of a graphic image involving the genital mutilation of young girls. TAKING A STAND AGAINST VIOLENCE BENDIGO Community Health Services is taking a stand against family violence. The organisation will provide staff with specialised Take A Stand training from Monday, aimed at supporting staff to identify gender inequality and respond to those dealing with family violence. CEO Kim Sykes said 68 families referred to the organisation’s Family Support Program have identified violence as an issue which impacts on their lives. “Clearly, this issue needs total community commitment if we are to change such concerning trends.,” she said. Ms Sykes said Bendigo Community Health Services had a social responsibility as a community advocate to lead the way in ending family violence.

Red rebels gear up for a rebellion ALTHOUGH it happened well over 160 years ago the Red Ribbon Rebellion was a turning point in Bendigo’s colourful gold rush history. Originally held in 1853, this peaceful protest march was directed against the payment of what the diggers called a tax – a licence fee for the right to search for gold on Crown Land. The diggers had to pay 30 shillings per month for the licence regardless of whether they found gold or not, and the licence was used by police to intimidate the diggers. As a result, diggers took to

wearing red ribbons as a symbol of their protest and many thousands of them signed a petition to Joseph La Trobe, the then Governor of Victoria, asking that the fee be reduced to 10 shillings a month. The Governor rejected the petition in early August, which led to thousands of diggers deciding to hold a peaceful protest on August 27. The crowd surrounded Camp Hill (in Rosalind Park) where a delegation met with Commissioners Wright and Panton to offer them 10 shillings for the September licence.

The commissioners rejected the offer, but no licences were collected in September and this marked the beginning of the end of the licence fee. The Red Ribbon Rebellion is a shining example of how democracy can work effectively and result in the will of the majority being heard without the need for violence. “In a world where war and violence are so often considered the only way to settle our differences, it is essential that we remember those moments where peaceful negotiations have delivered the desired result,” Bendigo Historical Soci-

ety president Jim Evans said. “We see so much violence in the news and even on TV programs, that we often forget what a privilege it is to live in a peaceful society. The Red Ribbon Rebellion re-enactment is a great way to celebrate this privilege, so I would love to see as many people as possible come and join in the re-enactment on the day,” he said. The re-enactment will take place on Thursday, August 27 at 11.30am, starting in the Bendigo Art Gallery forecourt in View Street. A free sausage sizzle will be held at the end of the event for all participants.

RATES MAIL OUT BEGINS THE City of Greater Bendigo’s annual rates mail out began this week. 56,821 rates notices have been issued this year, expected to raise a total of $99.421 million, including $12.88M from garbage and recycling charges. Ratepayers who do not pay their rates early can pay in full by February 15, 2016 to avoid

interest penalties. Alternatively, rates can be paid over four installments on September 30, 2015, November 30, 2015, February 29, 2016 and May 31, 2016. Ratepayers who pay their rates by September 30, 2015 will receive a 1.5 per cent discount off council rates and charges.

Organic change for waste

The City of Greater Bendigo will trial a fortnightly organic waste kerbside collection service for 2800 households in Kennington, Strathdale, East Bendigo and North Bendigo from September 10. The trial service will work in conjunction with fortnightly waste collection services throughout the area, with council encouraging community feedback following its commitment to introduce a new organic service to residents in July next year. Mayor Peter Cox said the introduction of an organics waste service would yield significant savings for the council, as well as having positive impacts on the environment. “By separating out organic waste through a new organics waste service, the city will not only extend the life of local landfills but will also reduce the council’s current and future financial and environmental liabilities. These must be paid to the state government in the form of a levy on every tonne of waste that we put into our landfills,” Cr Cox said. “This is a considerable annual payment totalling more than $3.4

million each year, so the more material that can be recycled the better for the ratepayer and the environment.” Around 50 per cent of waste placed in residents’ rubbish is organic waste, which is currently going straight to landfill and is the biggest cause of methane emissions from landfill sites. Trial participants will receive a new 240-litre bin as well as a specially designed kitchen caddy to organic waste scraps. Participants will also receive green compostable caddy liners, which are biodegradable, to dispose of organic waste. Cr Cox said moving waste services to a fortnightly roster would be a major challenge. “When the trial commences both waste and organics bins will be collected on a fortnightly basis within the trial area. However recycling collections will continue to operate as they currently do and will not change as a result of the trial,” he said. “The trial of the new organic system will be the biggest change in the past 30 years in the way residents sort their waste and the way the council collects and disposes of

it. One of the biggest changes will be a move to fortnightly collections for all bins in the trial area.” Council’s waste services manag-

Organ donation experts and volunteers will be on hand to provide information to players and attendees to encourage them to make a decision about organ and tissue donation, and communicate that decision to the people close to them.

We will need to find millions of dollars to cover the costs. “Council questions why the government has not considered the merits of the assets remaining the responsibility of the state. “Given that catchment management authorities have responsibility for waterways and various government authorities have responsibility for the water in them, this seems a very logical option that has yet to be proven otherwise. “This has clearly been recognised in metropolitan Melbourne with the state government authority, Melbourne Water, retaining such responsibility under the proposed strategy and it puts rural and regional councils at a considerable disadvantage.”

THE City of Greater Bendigo has lashed out at a state government proposal to make local government responsible for urban flood mitigation infrastructure, such as levee banks. Speaking at this week’s ordinary meeting of council, Whipstick Ward councillor James Williams labelled the move as “a blatant cost shift” that would put rural and regional councils at a distinct disadvantage to councils covered by Melbourne Water. He said a better policy would be to better fund catchment management authorities, who have a greater role to play in flood mitigation. Under the proposal, councils face multi-million dollar charges as their share of maintaining and improving infrastructure such as levee banks. Cr Williams said the state government had funded the majority of works in the Huntly area, built a sewage farm on the floodplain and contributed to works that had created bottlenecks along existing waterways. “I‘m very concerned about this piece of proposed legislation and the associated costs,” he said. “Anyway you look at it, it’s a cost and risk shift in responsibilities to

El Nino blows in

After an unusually cold July, the ever-strengthening El Niño will start to take full effect over the next three months according to the Bureau of Meteorology’s latest climate outlook. Bendigo shivered through its coldest average July maximum temperatures last month since 2008, and the city’s coldest nights since 2004.

The average July maximum temperature of 11.6ºC was a degree lower than the long-term average, with July’s average minimum temperature 0.9ºC lower than the average of 2.6ºC due to an above average total of 11 nights when the mercury dipped into negative numbers. The Bendigo Airport weather station also recorded the city’s coldest day in 16

years on July 14, when the mercury only reached 7.1ºC. The cold snap went against a worldwide trend, which saw the globe record its warmest first half of the year on record. The chill is not expected to continue, with Bendigo likely to exceed median maximum and minimum temperatures over the next three months. The bureau’s climate out-

look shows Bendigo as having around a 70- per cent chance of warmer than average nights through October, while forecasting Bendigo has an equal likelihood of median rainfall. Central Victorian farmers are continuing to feel the lack of rainfall, with the bureau’s 13-month rainfall deficiency table now extending throughout most of central Victoria.

“I appeal to everybody in Bendigo to open their minds, think about their belief systems, the sort of lifestyle that they have and they are free to practice and do what they like…. The City of Greater Bendigo approved a planning permit application for the mosque on June 18, 2014 and the decision was later appealed to VCAT. As part of its ruling, VCAT found no evidence of procedural fairness being denied to the group of applicants (objectors), and no evidence of any significant social or other effects to the community as a result of the development and use of the mosque. On its planning assessment, VCAT ruled the proposal was an acceptable outcome having regard to the location of the subject land and the suite of planning scheme policies and provisions that apply. It is a good location that, with main road frontages and its relationship to industrial land, will have limited off-site amenity impacts. VCAT also said that nearby residences would not be “unreasonably affected” by the proposed use and development. Cr Cox said the council’s role was always to consider the application on planning grounds and the decision by VCAT confirmed council had done so appropriately. “Council agrees with VCAT’s finding that as a matter of principle, it is entirely appropriate for a major regional city such as Bendigo, which welcomes all faiths and nationalities, to have a purpose-built mosque’,” he said. Admitting to disappointment at how drawn out the process of arriving at yesterday’s historic ruling had been, Cr Cox said he believed it was now time for everyone to move on.

A writer to watch at this weekend’s Bendigo Writers Festival is John Purcell. The author of the erotic Emma trilogy, his books are proving immensely popular with female readers. In what was essentially a response to the highly popular Fifty Shades of Grey series, Mr Purcell decided the time was right to drop the pseudonym of Natasha Walker. In his first book Emma lives next door to an 18-year-old Adonis and well, simply can’t leave him alone. Mr Purcell initially published his books under the Natasha Walker pseudonym but once he told his wife and mother and some close friends of his secret writing life he realised they weren’t going to cast him out into the wilderness. “I’d always wanted to publish but there was no joy to be had if I couldn’t be recognised as an author,” he said. Mr Purcell believes he is one of few males in Australia who has written under a female pseudonym. But being male and writing about a

A wonderful adjunct to this year’s Bendigo Writers Festival is an exhibition of the artwork of children’s illustrator, Bruce Whatley. La Trobe illustration and graphic design lecturer Paul Morris is the exhibition curator. He said the 14 original artworks will be recognisable to many children such as the infamous marsupial of Jackie French’s Diary of a Wombat books. “I would characterise this show as a solo exhibition that looks like a group show,” Mr Morris said. “There’s such a beautiful variety of work. “The challenge for the audience will be picking which works were created with the left hand, which ones with the right. “His left-handed works are much looser and more fine art-like and very brief in their use of lines, while

when working with the right hand, he uses very graphic techniques, it’s very tight and very stylised.” Sarah Mayor Cox is the coordinator of the festival’s schools day program, Text Marks the Spot, and she can’t wait to see the children’s reaction when they see Whatley’s original artwork. “He uses a wide range of mediums to great affect,” she said. “Bruce originally trained as a graphic artist and it is easy to distinguish the illustrations that are tight and controlled from the works where he has deliberately loosened up his style.” The exhibition covers Whatley’s first published works in the early 1990s, to his most recent book Fire, another collaboration with Jackie French. A fascinating feature of the exhibition is that the illustrations have been hung

Money in the bank The 2015 Bendigo Bank Fun Run will be held Sunday, November 1, with the addition of a new five-kilometre circuit and a half marathon. This year’s event will include a five-kilometre walk, along with five, 10 and 15-kilometre fun runs as well as the 21km half marathon. Bendigo Health Foundation events coordinator, Kiri Earl, said a half marathon was always on the cards. “We have had the half marathon in the planning stage for a while

now, so it’s a natural progression for the event. We can’t wait to see how many people take up the challenge,” she said. Currently in its ninth year, the Bendigo Bank Fun Run is now one of Bendigo’s premier community events. A new finishing area will see participants cross the finish line on Pall Mall, before proceeding to Sidney Myer Place for breakfast and presentations. Last year’s event raised $133,000 for Renal Dialysis for Bendigo

Health and during the previous four years the event raised $425,000 across various departments. This year’s event will see all funds go rehabilitation services. Early bird registrations are now open until September 12 and a new merchandise range is also available, with a selection of hats, singlets and t-shirts. ON April 6, 2008, Massie Knight and his family’s worlds changed forever. The loving, energetic and stubborn father was revived three times after a single motorcycle accident. Massie lost control of his motorbike at 100 kilometres per hour, hit a roadside culvert, became airborne and flew metres off the ground into trees. Massie’s wife, Lisa, and his two children were asked to prepare for the worst and say their farewells, as his shattered and broken body had accumulated a number of life threatening injuries. However, Massie’s stubborn streak took over. Lisa remained by his bedside, unwilling to give up. Every minute that Massie was alive was a bonus, and slowly the minutes turned to hours and the hours to days. When he woke from his coma, he was told that he was paralysed from the waist down and would never walk again. His first thought upon receiving this brutal news was to think about racing wheelchairs. Massie had raced bikes as a junior and racing remained in his blood. Initially, Massie was in a wheelchair while he worked hard to prove the doctors wrong and walk again. The significant spinal and nerve damage had led to a lack of control and loss of strength in his

Throughout rehabilitation, Massie had worked hard to gain full mobility of his left leg, but he continued to require support when walking. Massie had tried getting back riding but couldn’t push down or stand and pedal. He tried a recumbent but he continued to break bones in his foot and ankle. Eventually he turned to swimming because it was the only activity in which his leg did not hold him back. Swimming was a compromise as the main goal was to get back riding. One morning, about two years after the accident, Massie slipped on wet concrete when getting out of his car, breaking his ankle, again. His right ankle was also damaged in the fall. Massie dragged himself into the house. When Lisa came home, she was horrified to see Massie shuffling across the floor on his backside. In emergency, an MRI revealed that he had broken almost every bone in his foot and ankle. That was the final straw. Massie’s singular focus for the next two years was to remove the leg. Massie’s first experience upon taking his requests to a panel of surgeons in Melbourne was distressing. He was given a categorical “no.” Massie argued, detailing his

daily struggles and the adverse effect it was having on his selfesteem. The panel explained that amputation was a failure in medicine. Massie’s dissatisfaction at their stance led him to search America for amputation specialists and found a suitable surgical hospital. Massie encountered ongoing difficulties trying to register for the surgery due to the American hospital and insurance system costs, and selecting appropriate dates. He also continued to explore his options in Australia. Finally Massie found a surgeon willing to amputate. Three weeks later, the surgeon removed his lower left leg at the base of the femur. “One of the best days of my life,” Massie said. Days later he was fitted with a prosthetic leg. After 18 weeks of learning to

Seven months later, Massie’s wound developed golden staph with growths, causing considerable discomfort, requiring revision surgery. Massie was back on the bike in six weeks, and with the modified bike leg, has not looked back. There have been the occasional setbacks, but not enough to stop Massie from representing Australia in the C3 disabilities category, at world cups and Australian para-cycling events with podium placings and winning the para-cycling C3 Australian road series. Massie is also currently ranked the number one amputee road rider in Australia.

14 • news cash for partnership The first-ever round of the City of Greater Bendigo’s Partnership Grants Program will allocate more than $1 million over three years to non-profit organisations. Thirty-eight applicants were successful in meeting set criteria and will share in $1,131,550 with $377,300 to be allocated in the first year, $377,250 in the second year and $377,000 in the third year. The new funding program invited all eligible organisations to apply for funding for one, two or three year terms to deliver projects that align with council’s strategic objectives, support community recognition of cultural, historic or nationally significant events and activities, and promote partnerships across organisations and have great potential for lasting community benefit. Mayor Cr Peter Cox said the new program was a great opportunity to provide greater support for non-profit organisations.

Director of the La Trobe Art Institute Neil Fettling said the response to the workshops has been amazing. “The word is getting around that

the studio is open again and established artists, art teachers and students are finding their way through the doors,” he said. “Our aim is to have printmaking once more a part of the official curriculum at La Trobe.” Fettling added that while multimedia and digital imagery have been at the forefront of students’ interests, some students had lost sight of the

potential of hands-on print making. He said a “real dynamism” is created when you match the contemporary curriculum with the traditional, studio-based art forms. “The design world is screaming out for texture. Silly season We know we are in the silly season when Ken Price and Lisa Chesters are given open slather to write unbelievable nonsense. Ken claims the budget deficit has doubled since the coalition has been in control but fails to mention they had no control over the massive spending spree undertaken in the final years of the Rudd/Gillard government. Spending on programs like NDIS that go on into the future to name just one, but had failed as usual to put in any measures to pay for them. As usual Labor can conjure up some seemingly wonderful social initiatives but leave it to the fiscally responsible coalition to find the money to pay for them. On page five of last week’s Bendigo Weekly Lisa Chesters claimed that family violence was a top focus for Labor, but in her review of an orchestrated Labor conference on page 15 she does not mention this blight on society. She claimed delegates worked through the critical issues that will make Australia a modern and prosperous nation (no word of family violence). Lisa claims Labor is standing up for local jobs, but is opposing a free trade agreement that has the potential to create hundreds of thousands of local jobs – why? Because that is the price Bill Shorten and the Labor party have to pay for union deals like turning back the boats. The unions like the ETU with Lisa’s backing want to return to the old days when they were exempted from global competition by massive tariff walls. D Arscott, Kangaroo Flat

Age of entitlement A mere seven weeks ago I found myself fuming in front of my television screen as an imperious Bronwyn Bishop, Speaker of the House, lectured, patronised and insulted one of Australia’s foremost human rights and international law experts, Professor Gillian Triggs on ABC’s Q and A. Astonishingly, Bishop accused Triggs of bias and partisanship while demanding professor Triggs’ resignation as human rights commissioner for revealing the inconvenient truth about Australia’s abusive off-shore detention of asylum seekers. It seems seven weeks is a long, long time in politics. Having

completely trashed the supposedly independent office of Speaker through breath-taking partisanship to the tune of 393 Labor evictions to seven coalition from the house, the holding of Liberal fundraisers in her parliamentary offices and her born-to-rule extravagance at tax-payers expense, it is Mrs Bishop who has finally tendered her resignation. Mrs Bishop’s behaviour is emblematic of the rank hypocrisy and ideologically driven double standards of a clueless Abbott federal government which loves to lecture ordinary Australians about the “age of entitlement” and “lifters and leaners”. Clearly a leaner from Sydney’s exclusive North Shore with a severely inflated sense of entitlement is deserving of “probation” rather than prime ministerial condemnation when exposed for repeated misuse and abuse of parliamentary entitlements to the tune of tens of thousands of dollars. There have been three enquiries into Australia’s federal parliamentary expenses system since 2001, yet, scandals such as “Choppergate” continue unabated year after year. Tony Abbott has promised yet another “root and branch” investigation, at further taxpayer expense, just this week. As an ordinary worker with comparatively very limited “entitlements”, I would hope that my taxes will be well spent this time round, and that all sides of politics will commit to reforming their individual and collective attitudes towards the public purse. Let’s also hope that Tony Abbott’s self-indulgent penchant for disastrous “captain’s picks” has also run it’s course, for the good of the office of the Speaker of the House of Representatives and the nation. Was money used wisely? Could you (the ratepayer) really spare that additional $2200 you handed to council over the past seven years? Council spin makes rate increases appear so insignificant. This year council softened us up claiming the “average” ratepayer only pays an extra $74 as a result of a 4.75 per cent rate increase (“Prices in Line” Bendigo Weekly, July 31). This figure excludes the garbage charge. Last year the rise was $72.80. A mayor once said “less than a cup of coffee a week”; actually a third

of a cup. But, from little things, big things grow. Let’s look at the real cost. For simplicity I’ll use average rate increases for the last council’s four-year term, and the three years of this council – five per cent, or $70 per year. Accounting for inflation, calculations show that to satisfy council’s demand for money between 2009 and 2015, the “average” 2015 ratepayer is paying an extra $535 per year compared to 2009. But there’s more. Cumulatively the “average” ratepayer coughed up an additional $2200 over those seven years due to compounding rate rises. To pay that $2200 you had to earn around $3000 before tax. How does that work? The extra $70 you paid in 2009 you continued to pay each year to 2015; that’s $490 over seven years. Then in 2010 a new $70 rate increase struck, costing you another $420 over the next six years; then another $70 in 2011 draining $350 over five years; another $70 in 2012 for a further $280 over four years; and so on for each year up to 2015’s $74. Given there are 55,000 “average” rate assessments handing over $2200, then council took out of residents’ pockets an extra $121 million in rate increases. It certainly contributed little to big projects like the Ulamburra Theatre or the Gallery – overwhelmingly government money.

Council must return to things that matter The Victorian State Government has released the local government Rates Capping Terms of Reference which outlines the Government’s objectives to contain the cost of living in Victoria. This is while supporting council autonomy and ensuring greater accountability and transparency in local government budgeting and service delivery which is reflective of services that the community needs and demands. I am not sure that the objective to contain the cost of living while supporting council’s autonomy are compatible objectives. This council has spent ratepayers’ monies like water, taking on projects and expenditure which will affect the cost to ratepayers going forward, while ignoring the services which ratepayers demand, eg. HACC services, kindergartens, meals on wheels, local pools, Discovery Centre, streets and roads.

It is also “ironic” that it was the Liberal Kennett Government who capped rates in 1995 after reducing and amalgamating councils. A Labor Bracks Government who let councils off the hook in 1997 scrapping the cap altogether, and now a Labor Government bringing the cap back after the horse has bolted. The Municipal Association of Victoria has already opposed the move and made statements “that the costs of running a household were irrelevant to councils’ costs”. And noted that the Federal Liberal Government had cut funding to Victorian councils by $124 million over three years. We need councillors that are not ingrained with the mantra of growth and more growth, while ignoring the needs of ratepayers, and not thinking of those who endure the rise after rise of rates with little or no offset in fixed income. Council sustainability and financial capacity has always been its ratepayers being bled by increased rates year after year. “This is not about cutting services or staff, it’s about encouraging councils to get back to the things that matter to their community and councils must put a stop to over-the-top executive pay rises and needless waste” (Minister for Local Government). Right to respect A quick search of the Bendigo Weekly website reveals more than 100 articles referring to the planned mosque have been published since the paper first broke the story. And while none of us will ever agree with everything that’s been said, or written, about the proposal, City of Greater Bendigo mayor Peter Cox yesterday rose above all the rhetoric, the hysteria and the headlines that have been companions to this proposal. At a time when the issue reached its climax, Cr Cox volume down with one simple word. Respect. He didn’t say it once during his passionate words to local and metropolitan media assembled on the lawns outside the Bendigo Town Hall. He probably said it a dozen times. It was a fitting location for such an important announcement. As the chilly winds whipped around the dozen or so media types, an

Editorial Comment Australian flag and an Aboriginal flag hoisted from the grand old building both fluttered proudly on the breeze. Cr Cox’s call for respect is both timely, appropriate and important. There have been times in this whole saga where our community was tested and appeared uncomfortable at what was being said and done. Cr Cox was quick to yesterday defend the rights of those opposed to the mosque to articulate their objections. But it’s his wishes now that those objectors respect the independent umpire’s ruling and accept the accompanying implications for Bendigo. It has been difficult to under-

stand the basis for some of the grounds upon which this project was so thoroughly put to the test, but that it has withstood such rigours is something its supporters, and the Bendigo community, should be equally proud of. Communities to our north, south, east and west have included a mosque, or in some cases, several mosques, for many years, and they have co-existed peacefully as part of communities that celebrate both diversity and inclusiveness. Fears that establishing a mosque in this city could provide a foundation for anything other than the stated purposes are just that. Fears. That the Victorian Civil and Administrative Tribunal has now backed the City of Greater Bendigo’s wishes and intent, and that of the permit applicants, and indeed the overwhelming majority of this city’s peoples, is both appropriate and welcomed.

I am an advocate for lower council rates. I have always believed rates must be affordable for all and I have been a supporter of the state government’s decision to introduce a rate cap designed to encourage greater efficiencies. So I am pretty disappointed that the state government is considering asking local government to take on extra cost burdens at this time. It is not fair and it risks alienating the very people who have been supporting the government’s drive to keep costs down. A proposed strategy commissioned by the former Napthine government sought to shift responsibility for urban flood mitigation infrastructure, such as levy banks, from the state government to councils.

very logical option. This has clearly been recognised in metropolitan Melbourne with the state government authority, Melbourne Water, retaining such responsibility under the proposed strategy. All water authorities also have fee schemes in place or available to them that fund environmental works. Given their expertise in water infrastructure and their capacity to levy fees, it is disappointing that this option has not even been considered. The option put forward in the proposed strategy is once again cost shifting by transferring the responsibility of waterways to local ratepayers. Perhaps we should not be surprised, though, as all governments of all political persuasions have form in this area. Examples of cost shifting over the years include:

• State and federal governments failing to keep funding apace with costs associated with the delivery of HACC services • State government underfunding the unit cost per hour for Maternal and Child Health • Increased responsibility for parking facilities around schools • Funding school crossing supervisors despite cuts in state government funding • Funding libraries with less support from the state • Taking on extra responsibility for crime, safety, graffiti and drug programs But it is nonsensical to be on the one hand demanding a rate cap while on the other proposing to shift significant costs onto local government. The potential liability for City of Greater Bendigo and the community is significant with potential costs running into the millions of dollars. HE Bendigo Writers Festival is here. A weekend of words and wisdom and learning and sharing and meeting people who love books. Bendigo will come alive around the View Street area with crowds of literary types clutching brand new and wellthumbed copies of their favourites. The festival pays tribute to, and celebrates the value of the written word. The physical feel of a book is marvellous. I was brought up with books, thanks to the joys of a local library and a mother keen to impress on me the joy of reading. I have yet to be convinced of the fun of a tablet or a Kindle device, but you never know. I don’t mind an iPad for watching videos, but can’t see the need for it in book form. I have been known to read in the bath. I have also been known on occasion to drop the book in the bath, a pain with a book, but a disaster with an iPad. Anyway, the festival is a chance to mingle with the creatives of the nation, and be entertained by them. I think if you love books, you’ll love the writers festival. I must admit I was unsure of the idea, but once involved and attending I was hooked. The first year I was thrust in as a

presenter with a crime writer, and I was able to ask all the questions I have ever wanted to ask about the grisly details of writing about unsavoury subjects. The author was quite a normal person too, which was a surprise given the gore and killing which filled her pages. I was slotted in to crime last year too, and spoke at length to three writers in the crime genre. I was a serial crime writer interviewer. So if you’re wondering what to expect, come along and have a look. Passes are available for the whole weekend, or one day or selected events. There is coffee and the like, and the

friendly hub where you can mingle. It’s a gathering of all sorts, for goodness sake I will be there, and a perfect opportunity to while away a cold weekend. Wool will be in abundance, scarves will be there en-masse, and people keen to have an insight into writing will be there in high volumes. Start a new chapter in your life, turn a new page on learning, book a spot at the festival. PAINTED grass mural in the Library Gardens by environment artist Anthony Sawrey marks the start of the 2015 Write on the Fringe Festival which runs this weekend at the Bendigo Library. Festival coordinator Maree Tonkin said the 2015 Write on the Fringe festival features a full programme of literary fun and quirky happenings. “This year the festival committee has commissioned Anthony Sawrey to install a temporary painted grass mural featuring a multi coloured text based pattern titled The Painted Word in the Library Gardens,” she said. “Anthony creates and designs on outdoor sites using non-toxic organic line marking fluid so it will be an interesting artwork.” Another highlight will be Fringe Magnets, a participatory project presented by Julie Andrews. Fringe Magnets is the popular idea of using magnetic words and letters to break through writer’s block. “In addition Co-Lab will again present the art and words of 40 local

artists and writers, this year’s program is sure to provide many opportunities for the community to engage on all that is on offer at the festival hub – the Bendigo Library,” Ms Tonkin said. She said the Write on the Fringe festival encourages community connection and creativity and will provide opportunities for the broader community to connect with artists, authors and writers through a range of participatory workshops and presentations. cARTel adds to art A

N emerging group of artists called cARTel aims to create new ways to promote artists and their art. Relying less on the traditional established system, cARTel strives to think outside the box of buildings. Founder of cARTel Kelly Hartland said the art world is changing. “Basically, as artists, we need to adapt to this impending, not yet comprehensible change, or die,” she said. “Which is an astounding position to find ourselves in, watching galleries around Australia struggle or close. “Where is the hope; the direction? Yet art is an integral part of humanity. Imagine life without the arts?” The arts drive is on the back of the City of Greater Bendigo’s Recommendation 8. This recommendation, if passed, would have seen the Economic Development Unit, Tourism, the Bendigo Art Gallery, The Capital and Major Events from City Futures become a separate entity to aspire to become a self-funding operation

within five years of separation. “However, the response concluded that the recommendation to separate parts of City Futures into a separate entity was flawed and believed to fragment and stall greater Bendigo’s drive for economic development and jobs drive,” Ms Hartland said. Founder of the facebook group Bendarts, Hugh Waller, said that had Recommendation 8 been implemented it would have meant nothing less than a huge step backwards. “It was fantastic to see the majority of council have a true understand-

Orchestra is a festival high note T

HE Bendigo Festival is bringing Orchestra Victoria to the city for a week. In what is the orchestra’s most ambitious event yet staged in regional Victoria, it will self-produce this dynamic program of performances. The Bendigo Festival provides endless opportunities for residents to meet the orchestra’s award-winning players, learn and even take part in performances. The festival will see the orchestra do what it does best: inspire through music. Bendigo Bank’s Robert Musgrove is the man largely behind the festival. His son Hayden is a classical musician himself, and he went through

Orchestra Victoria’s mOVe! program. “I have a personal connection to wanting to bring the orchestra back to Bendigo,” Mr Musgrove said. “This week-long classical music festival allows local kids and musicians of all ages to learn from the orchestra’s talented players. “They also have access to international level classical musicians they would not meet otherwise.” As well as watching performances, high school students will have the chance to learn from the Orchestra’s musicians. Its “On the mOVe!” program allows aspiring musicians to undertake mentoring workshops, and even take part

in performances. Orchestra Victoria has never previously unveiled a weeklong-program of public performances and workshops. Locals can expect quality music to be echoing out of theatres, art galleries and cafes across town. The festival runs from August 17-22. Shakedown wins battle B

ILL Barber and the Blackwood Shakedown has won the 2015 FReeZA PUSH START Battle of the Bands competition. About 150 people turned out to see blues guitarist Bill Barber, backed by drummer and best mate Brad Locke, book themselves a spot in the regional final in Castlemaine. Second prize was awarded to alternative rock/punk band Trash Lily, while metalcore band Daywaster took out third place. Bill, who sings and plays guitar and harmonica, said he was thankful the judges liked what they heard. “I’ve never played music to win competitions but Brad and I are thrilled to make it through to

the next stage in the competition,” he said. “I’ve been playing live music since I was nine and have competed in other Battle of the Bands competitions in different areas over the years, but this is the first time I have won. “We’re looking forward to representing Bendigo in the next stage of the competition.” Bill and Brad won a gift voucher to a local music store, vocal coaching sessions from Dewar’s Music School. All participants were also invited to attend a song writing workshop this Saturday at the Bendigo Library with Elliot Hammond from the band Delta Riggs.

AST week I introduced the formation of the Sandhurst Ethiopian Serenaders which as a group began in 1878. The primary purpose of this group of amateur artistes was to raise money for needy individuals or organisations. During the 19th and early 20th century, if the breadwinner of the family suddenly passed away or had a significant incapacitating accident, their family was frequently left in a destitute situation. Many people belonged to Friendly Societies, or had some type of insurance but the payments for a death or major injury was relatively insignificant. There were many instances where a struggling widow had to give up her children as she was unable to provide sufficient food for their sustenance. At the initiative of individuals, when cases of extreme hardship were discovered or made known, some form of “benefit” would be held in an attempt to raise funds for such a family facing these dire circumstances. Benefits were held in church halls, school buildings, sometimes a theatre or similar venues. The organisers of the benefit would approach people in their circle who could sing, provide a sketch in the form of a short play, play a musical instrument, create or present a short drama and the like. The benefit would be advertised and the hint of a diverse program for the particular benefit made known. In an era where there was only some professional entertainment available, the populace would often flock to such a benefit. Tickets sold and those who paid

The Sandhurst Ethiopian Serenaders were a well organised, committed group of amateur artists, who because of the different talents members had, were able to provide a great night’s entertainment. One of their members was Alfred Shrapnell Bailes, who became a Justice of the Peace, a city councillor and was mayor in 1883, and at a later date a member of the Victorian Parliament. Alfred Bailes was born in England and as a three-year-old was brought by his family to Victoria. In 1860 when Alfred was 11 the Bailes family came to Sandhurst as

IFTY Shades of Grey is to literature what catfood is to cuisine”, one particularly snarky French critic allegedly wrote. Whether the quote is genuine or merely one more wildly inaccurate urban myth is immaterial to the 60 million book-buyers who to date have delved into the novel’s erotically murky depths. Now, four years after the original release threw the publishing world into impassioned debate, a fourth instalment in the series has been unveiled. The flip-side of the storyline, titled simply Grey, was launched jointly in the US and the UK on June 18 – the birthday of its fictional lead character: billionaire American tech entrepreneur and sadomasochist Christian Grey. In its first five days alone Grey passed the millioncopies mark in the US and was snapped up by more than 640,000 would-be readers in the UK, making it Britain’s fastest-ever-selling adult book. The story is simple: boy meets girl, boy pursues girl, girl discovers – to her fascination, once some initial disgust is overcome – that boy is into some seriously left-of-centre cable-ties-and-riding-crops leisure-time pursuits. This version, while revisiting the bulk of Fifty Shades’ rather transparent and unrealistic plot, differs from author EL James’ earlier trilogy in that it is written in the words of Christian Grey himself.

Bendigo was then called. He trained in Bendigo as a compositor working for several district newspapers. Not long after the death of Alfred Bailes’s father Henry, Alfred took a career change by helping to take over the well-known London Hotel in Bull Street. The hotel had been the property of his mother, Fanny Bailes. Through becoming the licensee of the London Hotel in 1872, Alfred became a well-known local figure, his congenial nature was the reason that he was approached to stand as a candidate for the city council. His time at the council was the start of a long and productive career in advancing the interests of this city and its institutions. Alfred was actively involved in a large range of public bodies, both sporting and charitable, the energy he devoted to each of them had to be admired. His public conscience was well known and it was of no surprise that he joined the Sandhurst Ethiopian Serenaders. It might well be said that he gave good speeches in the council chamber and debated well in parliament, but his singing was even more appreciated. Having a rich tenor voice with great delivery made Alfred into one of the many stars in the Sandhurst Ethiopian Serenaders. The reproduced photograph is from a large montage of the various members of the group. His involvement on the committee of the Benevolent Asylum, now Bendigo Health’s Anne Caudle Centre, made him well aware of the charitable needs within this community.

Where Fifty Shades and its two direct sequels lack authority and resonance, being filtered as they are through the eyes of a sexually inexperienced and generally naïve early-20s college graduate, Grey offers a deeper, darker and undeniably tormented interpretation of the more worldly Christian’s conflicted feelings and contradictory behaviour. ONE of Bendigo cricket’s rising stars has had his talent recognised by Cricket Australia, and named in a brand new rookie pathway squad. Strathfieldsaye’s Xavier Crone has been selected in the Cricket Australia pathway program along with 51 counterparts from across the country. The squad represents the widest cast of the game’s teenage talent net since the creation of the national cricket academy in 1987 according to Cricket Australia. The squad was created with bronze, silver and gold levels representing current and future playing and training opportunities, and stems from initiatives created as part of the new Australian Cricket Pathway. Cricket Australia national talent manager Greg Chappell said members of the squad would benefit from extensive work with their state

Crone took 20 wickets at an average of 19 for the Jets in first XI competition last season, including three wickets in each of the finals contested by the Jets. The 17-year-old is also a talented footballer for the Strathfieldsaye Storm’s under-18 side, having kicked 25 goals from 12 games.

Tussles for finals THE race for finals in the Loddon Valley Football League is set to go right down the wire in this weekend’s last weekend of the home and away season. Four sides – third-placed Bears Lagoon-Serpentine, Calivil United, Mitiamo and sixth-placed Marong – are still all mathematically a chance to miss the final five dependant on round 18 results. Bears and Calivil do battle in a third versus fourth clash, while Mitiamo takes on YCW and Marong faces lowly Inglewood. Unless YCW upsets Mitiamo, Marong has to make up a significant amount of percentage with a huge win over the Blues to scrape into finals. The Panthers are 24 percentage points behind fifth placed Mitiamo, 19 in arrears of Calivil and a massive 32 percentage points behind Bears. Bears are all but assured a finals spot regardless of a result, with Marong’s only realistic chance to make the five being

a Mitiamo loss to YCW. Newbridge is at home to Pyramid Hill in the LVFNL’s other round 18 clash. The Loddon Valley Football Netball League also released details of its proposed finals venues for the 2015 post-season this week. The venues are all but locked in, with only the preliminary final to be confirmed. Newbridge’s Riverside Park will host the decider on Saturday, September 5, the first grand final of the leagues within the AFL Central Victoria hub. Next Saturday’s qualifying final is set to be played at Bridgewater, with the following day’s elimination final held at Pyramid Hill. Inglewood will host the second semi final on Saturday, August 22, with YCW’s Backhaus Oval to host the first semi final the following day. Marong is the likely venue for the preliminary final – provided the Panthers do not advance – on Saturday, August 29.

PIONEERS TRY OUT FIVE Bendigo Pioneers players will attend AFL draft combines later this season in an effort to stake their claim to be drafted at season’s end. Sandhurst’s Tom Cole and Echuca product Aidyn Johnson will both attend the AFL’s national draft combine at Etihad Stadium in October, while Golden Square’s Jayden Burke, Sandhurst’s Lachie Tardrew and Leitchville-Gunbower’s Marty Hore have been invited to the Victorian state combine. At least five AFL clubs have to nominate interest in the youngsters for them to be invited to the national combine, while players with at least two nominations are invited to the state combine. Cole is the most likely of the quintet to be drafted, after being selected in the Vic Country team for the AFL national under-18 championships this year. The rangy midfielder impressed during the titles as Vic Country took the top prize, and has also featured in Geelong’s VFL team this season.

SIGN UP FOR JETS STRATHFIELDSAYE Jets junior cricket club is now taking registrations for the 2015/16 Bendigo District Cricket Association season. The club will hold its junior registration day at the Tannery Lane Sports Complex on Saturday, August 15 between 10am and 1pm and again on Sunday, August 16 from 11am to 1.30pm. Registrations will be accepted for the under-10, 12, 14, 16 and 18 age groups. The club is also keen to register girls aged 10 to 16 who would like to play in the new female competition. BENDIGO Spirit coach Simon Pritchard will be on the lookout for the club’s next young star his weekend, when the Spirit hosts its first ever development squad tryouts at the Bendigo Stadium on Saturday. Sixteen of regional Victoria’s brightest young talents will put their skills on show to try to not only make the inaugural Spirit development squad, but fill a spot on Bendigo’s Women’s National Basketball League roster. Bendigo teenagers Taylor Stibbe and Madi Sexton

are just two of the host of youngsters vying for the Spirit’s final roster spot. Pritchard said the Development Squad was all about providing opportunities to players like the Bendigo Junior Braves duo. “We want to open up the Spirit to young aspiring players throughout the whole of country Victoria,” he said. “I want every player in the region to feel like they are part of the Spirit team and that they can get the necessary skill development without having to go to Melbourne. “It is always more sat-

Miners make four A REMARKABLE performance against a previously unbeaten Cerberus has seen the Keech Australia Bendigo Fighting Miners progress to a fourth successive Victorian Rugby Union grand final. The Miners belted the home side 46-15 in last weekend’s major semi-final to earn a week off and the first of two grand final spots in the division 2B competition next weekend. Along with being the fourth successive grand final the team will contest, it is the tenth in the past 12 years a Miners side has featured in. From those 10 games, Bendigo has come away with seven premierships in various grades. The 31-point win last week was spurred on by Bendigo’s dominant forward pack, which overpowered the smaller, quicker Cerberus lineup in heavy conditions. Despite the result, the game did not all go to plan for the visitors .

Cerberus latched onto a loose ball in its own quarter inside the first minute of the game, swung the ball wide and outpaced the Bendigo defence to score. Return tries to Phil Keech, fullback Fareni Moefaauo and the first of a double to prop Jesse Tuitupou saw Bendigo go out to a 15-5 lead after 25 minutes. After a swift Cerburus response, a second try from Tuitupou and a penalty goal from the hosts resulted in Bendigo going to the break with a 22-15 lead. With their forwards dominant in the inside channels and at scrum time, the Miners took control in the second half, holding Cerberus scoreless and adding four more tries to run out convincing winners. In the minor semi-final, Eltham beat the Melbourne Unicorns 3015 to advance to the preliminary final against Cerberus to be played at Ashwood Reserve on Saturday.

Braves in top form

THE Bendigo Bank Braves and Champions IGA Lady Braves have hit flying form at exactly the right time of the South East Australian Basketball League season. The Ben Harvey-coached Braves have taken the spoils in their last four contests, while the Lady Braves have won their last six straight including wins over top sides Kilsyth and Hobart last weekend. The key for the Braves has been the team’s improved defence, conceding just 77 points per game over their last eight games. That streak included a 115-point effort from North-West Tasmania, one of only three games during the span in which the Braves have conceded more than 80 points. The Lady Braves’ defensive efforts have been even better while Bernie Harrower stepped in for Jonathan Goodman, conceding only 63 points per game. The Lady Braves have won their last six games by an average of 17

The Australian Opals centre led Bendigo with 18 points at 75 per cent shooting and 11 rebounds in a lowscoring win over Kilsyth on Saturday. The following day Penaluna dominated in a big win over Hobart, with 29 points and 13 rebounds. The versatile 193cm Penaluna is averaging 19.7 points and 10.3 rebounds since signing with Bendigo halfway through the season after completing extensive training and rehabilitation at the Australian Institute of Sport. The Braves and Lady Braves will look to continue their winning streaks against Frankston on Saturday, before the men return to Bendigo to host Geelong from 1pm on Sunday at Bendigo Stadium.
