A third decline in four quarters in June 2011 has delivered a 7 per cent fall in ABS D Commencements for the 2010/11 financial year, said the Housing Industry Association (H voice of Australiaâ€&#x;s residential building industry.

HIA Chief Economist, Dr Harley Dale, said “Renewed weakness in dwelling commencements b mid-2010 and reflects a lack of policy reform progress in reducing the high cost base to new and a deterioration in household confidence and demand. Commencements look set considerably further in 2011/12.�

“Dwelling commencements are running at an annualised level of just over 151,000 in the Ju quarter, before accelerated weakness in leading indicators mid-year is accounted for,� said Dale.

“The urgent need for stimulus to kick-start new home building is crystal clear as Australia further away from the underlying demographic demand for around 175,000 dwellings per an kick-start to the policy reform process is vital to ensuring a sustainable recovery in new home can emerge. In this regard the upcoming Tax Forum has the capacity to form the starting pla driving a process of reform of Australiaâ€&#x;s Federalism model to remove inefficient (largely state reduce the total number of taxes, and boost Australiaâ€&#x;s productivity,â€? Harley Dale said.
