By Victoria Talbot The Beverly Hills City Council, in an agreement made during closed session, will likely vote next Tuesday to give the City’s Executive Management Group an 11 percent salary increase over a two-year period, The Courier has learned. The current average total compensation per employee with salary, pension and health care is $275,278 per employee. The Executive Management Group includes City Manager, Fire Chief, City Clerk, Director of Public Works, Chief of Police, City Engineer, Director of Emergency Management, Director of Community Development, Chief Information Officer, Budget and Revenue Officer, Utilities Manager, Division Commander, Director/Project Administrator and the Assistant and Deputies thereof. Total compensation for these posi-

tions currently range from a low of $192,911 to a high of $437,032. The City Council agenda is traditionally not available until after close of business the Friday before the meeting. By limiting the reading to one City Council meeting, public comments are thus limited. Normally, pay raises are thoroughly vetted in the public domain; City Council has decided to reduce scrutiny and public input by fast-tracking this compensation package. In comparison, the median household income for residents in the City of Beverly Hills, according to the United States Census Bureau, is $86,141 for 2013. The average total compensation for Executive Employees will be triple that amount. See page 31 for an editorial from councilmember John Mirisch, who does not support the pay increase.

According to the BHPD, closures will begin Saturday at 5 a.m. until Midnight on Sunday at the westbound lanes of Santa Monica Blvd. from Wilshire to Century Park East. Beverly Hills To Close Final Oil Well In 2016, Despite Venoco By Laura Coleman On a daily basis, the City’s one operational oil well sucks roughly 300 barrels of crude oil from beneath the ground at Beverly Hills High School. Even at today’s dramatic low trading value of $48 a barrel, that averages out to $5.3 million of annual income for energy company Venoco, which cur-

rently leases the property from the Beverly Hills Unified School District. A year ago, that figure was easily twice as high. Venoco now pays the City roughly $500,000 and BHUSD around $600,000 a year for their oil and gas lease, which sunsets on Dec. 31, 2016. After that, the lease (see ‘BEVERLY HILLS OIL,’ page 16)

SUMMARY NOTICE PLEASE TAKE NOTICE that on January 6, 2015 the Council of the City of Beverly Hills adopted an Ordinance entitled: AN ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO PROVIDE FOR A TAXICAB FRANCHISE SYSTEM IN THE CITY Mayor Bosse, Vice Mayor Gold and Councilmembers Brien, Mirisch and Krasne voted for adoption of the Ordinance (Ordinance No. 15-O-2671). The following summary of Ordinance No. 15-O-2671 has been prepared and published pursuant to Government Code Section 36933. Summary of Ordinance This Ordinance amends Chapter 4 (“Public Transportation Vehicles”) of Title 7 (“Traffic, Parking, and Public Transportation”) of the Beverly Hills Municipal Code (“Code”) in order to implement a taxi franchise system in the City. Currently, the Code provides for regulation of taxis in the City through the issuance of Certificates of Public Convenience and Necessity. The Ordinance will remove the Certificate system and require that no person, corporation or membership organization can operate a taxicab service without a franchise granted by the City, which shall be awarded through a competitive process. The Ordinance provides for an initial franchise term of three years. The City may extend the term of the franchise for an additional two-year term, and thereafter, for five additional one-year terms, for a total term of up to 10 years. Franchisees shall enter into a franchise agreement, pay the associated fees, including an annual franchise fee, and be subject to annual evaluations. The Ordinance further provides that the Director of Public Works Services will promulgate rules and regulations related to the implementation and enforcement of the taxi franchise system. LADBS: ‘901 Strada Vecchia Has 60 Days To Comply’ By Matt Lopez The notorious 901 Strada Vecchia project in Bel-Air, a nearly 30,000-square foot megamansion, has exactly 60 days to get its act together, according to the city of Los Angeles. Following a private hearing with the City Attorney’s office on Tuesday, the owners and representatives for 901 Strada Vecchia were informed of the deadline to submit new topographic maps to the city. Neighbors alleged that work had been done illegally to the site, without permit, to misrepresent the sites natural grade. LADBS rep Luke Zamperini told The Courier earlier this year that in fact, the natural grade of the site was a sticking point in discussions with the property owners. Construction permits were revoked in September when the LADBS determined that the site had in fact violated its per-

Bomb Scare Brings BHPD To Protect Schools By Laura Coleman There’s a bomb at Beverly Hills High School and I’m watching to see what you do. Those were essentially the threatening words that an unidentified caller told a BHHS administrator Monday morning at 11 a.m. Within minutes, the school went on lock-down; teachers locked classroom doors, turned off lights and instructed students to get under their desks. The students had done the drill before, leading many to assume it was just a fire/safety test - that is, until Beverly Hills

Police Department officers helped escort approximately 1,700 high school students and 200 adults to Roxbury Park. Within an hour the BHPD cleared the site, but the decision was still made to send students home for the remainder of the day. “Obviously the bomb threat was handled extremely well,” Superintendent Gary Woods said. He emphasized that the evacuation was evidence of a “great partnership” between the Beverly Hills Unified School District, Beverly Hills Fire Department and the

BHPD. “From the police department’s standpoint, children’s safety is and will be paramount,” Police Chief Dave Snowden told The Courier. As early as Tuesday, the Board of Education could vote on whether or not to hire a private security firm to augment what BHPD is currently providing to the school district, according to Boardmember Noah Margo. It is unclear whether the City of Beverly Hills would help fund the cost (see ‘BHHS BOMB SCARE’ page 20)

Santa Monica Boulevard Reconstruction Traffic Mitigation Turns into Bike Lanes at City Council By Victoria Talbot Cyclists hijacked a City Council study session Tuesday that was scheduled to consider traffic mitigations for the Santa Monica Boulevard Reconstruction project, and focusing the entire meeting on the subject of bike lanes instead. “We began working on this one and a half weeks before the meeting,” said Mark Elliot, cyclist and founder of Better Bike, an organization formed for the purpose of getting bike lanes into Beverly Hills. Council chambers were filled with cycling enthusiasts from across Los Angeles, many of whom work, recreate or live in Beverly Hills. All of them repeated that they wanted a bicycle lane to be integrated into a newly reconstructed “SMB.”

The project has been under consideration since Sept. 2013. A Blue Ribbon Panel last year gave their recommendations to the council. However, those recommendations were based on the expectation that the City had budgeted the project properly. When City consulting firm Psomas reviewed the figures it was discovered that the project had been severely under-budgeted. Originally set at $17 million, the project price soared to $35 million, prompting options that cut costs and accomplished the necessary repairs. But cyclists are determined to create a bike lane on SMB. The coalition ambushed City Hall with a “last-minute compromise proposal called the “Beverly Hills Greenway”

and a veritable parade of 33 speakers,” wrote Mark Elliot, founder of Better Bike, in their efforts to “keep it on the table.” The bold plan was conceived by a coalition of organizers, including Beverly Hills cyclist Kory Klem of La Grange, Los Angeles County Bicycle Coalition’s Eric Bruins, Better Bike’s Mark Elliot and cyclist Rich Hirschinger. The legion of cyclists came charged with fervor and reciting phrases about complete streets, carbon emissions and progressive mobility and booing any residents who came to disagree. Bike lanes were not on the agenda; the opposition, (see ‘BIKE LANES’ page 12)

If the 60 days pass and owners are unable to present evidence that justifies the apparent changing of natural grade, misdemeanor criminal charges could be filed by the City Attorney. Benjamin Reznik, attorney for Mohamed Hadid, who is designing the project, said he believed the issue would be resolved. “We’re working with Building and Safety to show the natural grade is correct,” Reznik stated. “We’re going to be submitting more information... and want to clarify the issues which have arisen.”

Student Board Member Position Now Open To All BHHS Juniors By Laura Coleman Beverly Hills High School Senior Amir Kashfi knows what it means to be a hero for posterity. Last month, around 70 percent of the BHHS student body voted to amend the Associated Student Body constitution to open up the Student Board Member position beyond ASB students thanks to Kashfi’s proposal. Kashfi, who was just elected to the position of Senior Class VP for second semester, said that although he is no longer eligible to run for the position, he believes his efforts will benefit “future politically active students.” “Ideally, the change to the SBM position will open up opportunities to create greater student voice in annual fall elections, energize the student body, and create a more vigorous democratic system,” said ASB teacher Mark Mead. Mead said to be eligible for the position, students still need to be a second-semester junior, meet the minimum

grade requirements for the position, and must attend two entire board meetings before running. As a junior, Kashfi asked the Board of Education to force ASB to amend their bylaws prohibiting non-ASB students from running for the position of Student Board Member. The board urged Kashfi to take his amendment to the entire student body. “I put a lot of effort into making it happen,” he said. "I had the notion that I had to do it for posterity."

Metro CEO Art Leahy To Retire – What Does It Mean For Beverly Hills? By Matt Lopez As Beverly Hills and the Metropolitan Transportation Authority head into the final rounds of what has become a prizefight over the direction the Purple Line Extension will take through Beverly Hills, Metro CEO Arthur T. Leahy announced this week that he will step down in April. Leahy, 65, has helmed Metro for the last six years, including a $1.2 billion upgrade of the Blue Line, the Silver Line express bus service and Orange Line extension to Chatsworth. He was also the target of criticism for projects that failed to come in under

budget, or in a timely manner, such as the five-year 405 freeway widening project which cost hundreds of millions more than its projected $1 billion. Leahy took leadership at Metro just after voters passed Measure R, which will raise an estimated $35 billion over 30 years for transit projects, but Leahy helmed the 2012 follow-up Measure J, which sought to add a 30-year-extension to Measure R. That ballot measure was swiftly turned down by voters. It is the dispute with Beverly Hills over tunneling under Beverly Hills High School, however, that has made (see ‘ART LEAHY’ page 17)

Target’s collaboration for spring is bold and colorful: Lilly Pulitzer. The print-happy partnership, which will launch on April 19, consists of 250 products across a range of categories, from women’s and girls’ apparel and swimwear to beauty and home. The collection will be available at all Target stores in the U.S. and Canada and Target.com. Prices will range from several dollars for an Essie nail polish or L’Oréal lip gloss to $250 for a hammock made from a Lilly Pulitzer fabric. Most of the items will be

priced for less than $30, Target said. The collaboration features 15 prints created by Lilly Pulitzer designers for the limited-time collection. Apparel includes caftans, shift dresses embellished with embroidery, fringed cover-ups, maxi dresses, eyelet shorts and bikinis in a variety of patterns. Martin Anderson, Top Adviser Under Ronald Reagan, Dead At 78 By Matt Lopez Leading economist and political analyst Martin Anderson, who worked under three U.S. Presidents and was a top advisor under Ronald Reagan, died over the weekend at age 78. Anderson, born in Lowell, Mass., earned a doctorate from MIT School of Management before going on to work as an associate professor at Columbia University. A follower of philosopher Ayn Rand, Anderson quickly rose through the political ranks, moving on to serve as director of policy research for Richard Nixon's 1968 Presidential campaign and in 1970-71, he served as Special Consultant to the President of the United States for Systems Analysis. Anderson, who is widely credited as launching Alan Greenspan's political career, became senior policy advisor to Reagan's 1976 and 1980 presidential campaigns. He was chief domestic policy advisor under Reagan in 1981-82, and was a member of his Economic Policy Advisory Board from 1982 to 1989. Nancy Reagan released a statement Monday on Anderson's death. "I am deeply saddened by the news

of Martin Anderson’s death. He was a dear friend, and an integral part of my husband’s campaigns and White House senior staff. After we left the White House, not only was he one of the founding members of the Board of Trustees for Ronnie’s presidential library, but along with his wife, Annelise, he has authored some of the best books that have been written on the Reagan presidency. Loyal men like Martin Anderson come along very rarely in one’s life, and I will miss him terribly.My love and prayers go out to Annelise and the entire family." He was a member of President George H.W. Bush's General Advisory Committee on Arms Control from 1987 to 1993. Anderson served as a trustee of the Ronald Reagan Presidential Foundation from 1985 to 1990 and was on the California Governor's Council of Economic Advisers from 1993-1998. He recently co-authored several books on public policy and Reagan's presidency with his wife Annelise. Services for Anderson were held at Alta Mesa Funeral Home in Palo Alto, Calif.

heckled any of us who spoke out against the lanes,” he said of his experience. “I think its a safety thing. I feel it’s a dangerous situation for all. I’m a recreational cyclist and I have noticed that the cyclists never obey the rules of the road.” The Beverly Hills Greenway Plan calls for a uniform 62-foot wide boulevard that would allow a 5-foot bike lane on both the north and south sides of the street. At present, SMB is 60-feet wide west of Canon to Wilshire and 63-feet wide to the east. The initial Blue Ribbon proposal was to widen the street to 66feet, add bike lanes and perhaps a landscaped median. The costly project was abandoned. In addition, California’s “Three Feet for Safety” law, which requires motorists to leave at least a 3-foot space between the cyclist and their automobile, prompted some reconsideration. To achieve the bike lane, the Beverly Hills Greenway proposal would widen the 60-foot stretch to 62-feet and reduce the 63-foot stretch to 62-feet. First removing two feet from the parklands on the narrow portion and then adding back one foot on the wider portion of the road would accomplish this. The Better Bike coalition is calling this a “no net loss of green space” proposal. The coalition succeeded in bringing

the discussion back to the table. “I think it’s definitely worth taking a look at it seriously,” said Councilmember John Mirisch. “There are several options, but ultimately we need to find a way to make dedicated bike lanes work.” Mayor Bosse agreed, though Bosse is not convinced that it is necessary to take green space. The majority of the street is 63-feet. “We can currently accommodate that with this plan,” she said. The stretch that is 60-feet, she believes, can be accommodated, partially on the south side where there are no sidewalks. “The place where there is 60-feet, which is a smaller section of SMB, we should look at the south side of SMB for alternatives,” she said, referring to a suggestion by Councilmember Willie Brien. “We don’t have to take away any park space.” The project is as yet in the pre-planning stages but clearly; the City is being led by a vocal group of cyclists determined to make a path through Beverly Hills. They succeeded in keeping the item on the table. The cyclists monopolized the Study Session, deferring all other City business including an item on Bike Sharing, but the City Council did decide on the recommended option for traffic mitigation when construction begins. The traffic mitigation will include a range from four to two or three traffic lanes, depending on the construction activity.

On ‘Abusive’ Child Punishment; The ‘Third Child Dilemma Q: Dear Dr. Fran: I have heard about unusual punishment methods parents use, but this one is pegged to Chef Jaime Oliver saying he tricked his 12- year old into eating spicy chili pepper: “‘Poppy was quite disrespectful and rude to me and she pushed her luck,” he told a UK TV show. “In my day I would have got a bit of a telling-off but you are not allowed to do that. Five minutes later she thought I had forgotten and I hadn’t. She asked for an apple. I cut it up into several pieces and rubbed it with Scotch Bonnet and it worked a treat. She ran up to mum and said, ‘This is peppery.’ I was in the corner laughing. [my wife] said to me, ‘Don’t you ever do that again.’ Can you spare a moment to share your thoughts about this? Seems like it could be dangerous. Nigel O. A. Dear Nigel: There are all different styles and method of punishment parents use to educate their children, however in this country, many psychotherapists, including me, believe tricking a child into eating spicy chili pepper is harshly punitive and falls under the category of abuse. It is especially disturbing to learn that Jamie Oliver was in the corner “laughing”' as his daughter ran to her mum for comfort. Laughing at your child's discomfort and pain can be sadistic, but more likely tells me that Mr. Oliver was caught in a personal power-struggle with his daughter. This is exactly the least effective position from which a parent needs to impart discipline for supportive learning. The objective of all parenting, rewards, consequences, and punishments should be to teach your child to inhibit negative impulses and poor choices, including disrespectful talking. Other types of out-of-the-box punishments, for example publicly shaming your child on Facebook and social media in front of his peer group may be creative; but risks causing serious damage to your parent/child relationship. When in doubt, parents should reach out to a child psychologist or school counselor. Don’t risk breaching your precious relationship with your child or teen that may take months to years to repair and rebuild.

Dr. Fran Walfish Answers Your Questions A. Dear Gladys: I have treated hundreds to thousands of families and have heard the following feedback. Stay-athome-moms seem to relish in the arrival of their “third child.” Often, these parents have previously had two children of the same sex and the third is their first boy or girl. There is cause for celebration. These moms report that “three’s the charm,” and the third child is often easy-breezy. They've figured out the parenting formula by practicing on child #1 and #2, so the third doesn't raise their anxiety the way the first and second did. On the other hand, I hear from many full-time working professional moms that the third child can be overwhelming especially when the kids become elementaryschool age. The reason is because kids today are overbooked and sign up for many after-school activities including soccer and sports teams, drama class, dance, art and music lessons, play-dates and so forth. When moms become chauffeur to three kids who need to be in three different geographical locations and picked up on time it can be an exhausted trek. These moms complain that 2 + 1 = lots more than 3. Gladys, please give serious thought to the pros and cons of having a third child. Never bring a baby into the world with the predisposed burden and expectation to boost Mom’s happiness. That is not your child’s job but your solo work and exploration individually or with the support and guidance of a qualified psychotherapist.

stipulates that Venoco must immediately stop extracting oil from Beverly Hills. To address the anticipated revenue loss that will confront the cash-strapped BHUSD starting in 2017, an ad-hoc committee meeting at City Hall of Mayor Lili Bosse, Councilwoman Nancy Krasne, Board of Education VP Howard Goldstein and Boardmember Noah Margo met Wednesday to discuss ways to supplement that revenue for the school district. Bosse said she had received numerous calls from residents concerned that the lease might be extended. "The truth is, it's an industrial facility on our school that shouldn't be there," said Beverly Hills resident Jody Kleiman, whose three daughters graduated BHHS. Kleiman recalled how vigilant parents were just over a decade ago when her youngest was in high school and Erin Brockovich filed a lawsuit alleging the BHUSD was harming students by allowing an operational oil well on the campus. “The truth is that we were watching everyday.” The BHHS oil well was grandfathered into a City ordinance that prohibits oil well drilling throughout Beverly Hills. Per its lease agreement, Venoco will have 90 days to remediate the BHUSD-owned land from possible harmful effects related to having an operational oil well once the lease terminates. The lease also specifies that oil well use at the site will be discontinued for a minimum of two years at the end of next year. Venoco representatives who attended Wednesday’s ad hoc meeting estimated that the remediation process would take significantly longer than their contract’s three-month provision. Goldstein said the district estimated an 18 to 24-monthlong remediation process.

Currently, Venoco has no plan in place to begin remediation. “We’re requesting an extension on the oil and gas lease on their property,” said Patrick Moran, Venoco’s senior land negotiator who is working on a proposal that would increase revenue for the school district. City Attorney Larry Wiener confirmed that the school board, as Venoco’s landlord, is wholly responsible for making the decision. No member of the Board of Education has expressed support to extend Venoco’s contract. “If my colleagues do decide to put an item extending the Venoco lease back on the agenda, I will not be in support of it,” Margo said. Board President Brian Goldberg clarified why he was not amenable to extending the Venoco contract: “Hard to argue safety with tunnels and methane fields when operating an oil well that the state of California has deemed an incapable use and the only reason it’s still active is because BHHS was grandfathered in.” The BHUSD, which is shoring up final plans to completely renovate the high school, plans to use the area where the oil well now rests, cloaked in a painted facade, to expand the BHHS athletics field. City Manager Jeff Kolin said the City is prohibited from further augmenting its $10 million Joint Powers Agreement with the school district due to the Civic Center Act. Bosse told Margo and Goldstein she would help fundraise for the school district as one way to offset the expected revenue loss. To Venoco the mayor said: “I’m not sure why you’re here ... because the meeting is about finding alternate revenue.” The ad-hoc committee ultimately decided to further explore partnership opportunities using district-owned property as a revenue stream for both the BHUSD and the City. “Now in its sixth year, the lecture series, supported by Linda and Tony Rubin, continues to provide a forum in our community for discussion on a variety of important and timely topics.” The presentations are free and open to the public, but advance registration is required via ushmm.org. Instead we are taken through a labyrinth of our own as we follow the journey from real, to more real, and eventually to the last hurrah. Shaw is a celebrity in the tattoo world known as the founder and managing editor of International Art Magazine, friend and tat-artist for celebrities from Johnny Winter to Johnny Depp. But the real Jonathan Shaw is a bicoastal collaboration of mother actress Doris Dowling and father jazz musician Artie Shaw. After curating tattoo art for flash exhibits, he began writing Narcissa Our Lady Of The Ashes in 2007. A cult classic, circulated among the back alleys of the literary gangs, the book portrays “Cigano,” a middle-aged gypsy in a relationship with a crack-addicted prostitute with characters from the author’s blog ScabVendor. The book will be available to haunt everyone March 24. S P O RT S Beverly Hills High Boys Basketball Team Wins Max Preps Holiday Tournament Chance Comanche had 19 points to lead the Beverly Hills High boys basketball team to a 49-38 win over Urspring from Germany on Dec. 30 in the MaxPreps Holiday Classic Final. It was the championship game of the Gear to the Max Division portion of the tournament. Comanche, a 6-foot-11 Arizona-bound senior has been a leader for the Normans (8-4), who are riding a fivegame winning streak, in the early part of the season. To get to the final against Urspring, BHHS first had to defeat Redmond of Washington in a 70-62 win on Dec. 26. Comanche had a dominant performance in that firstround win, tallying 25 points and 13 rebounds. Jalen Sands added 16 points and seven rebounds in the win.

BHHS followed that win up on Dec. 27 with a 70-32 thrashing of JSerra Catholic from Cathedral City. The Normans had three scorers in double digits in that game – Comanche led the way with 14 points and 14 rebounds. Sands had 13 points and Trevor Bergher chipped in with 12 points. Ryan Manoocheri added nine points. That was followed by a close 49-48 win over Cathedral Catholic on Dec. 29. Eman Rafelian’s 3-pointer in the final seconds propelled the Normans to the win. Comanche led the team with 16 points and nine rebounds. Denzel Holt chipped in nine points. On Election Day, the Hotel was the city’s polling place. And until the city had its own post office many years later, the Hotel also served as the post office and telegraph office. 95. “The Jewish community here was just beginning to grow. It was a pioneering experience for us as well as the community ... our early experiences here were most unusual.” The Pressmans’ multi-year courtship began with a date to see the play Boy Meets Girl and continued through them both earning Bachelors of Arts at the University of Pennsylvania. On their wedding day, June 14, 1942, the newlywed pair embarked on a career of a rabbi and rabbi’s wife. Shortly after Rabbi Jack was ordained in 1945, Sinai Temple’s Rabbi Jacob Kohn enticed the young rabbi to join Southern California’s oldest synagogue. The prophetic words of Talmudic scholar Louis Finkelstein rang in Rabbi Jack’s ears as he traveled by train across the country: “In the future, there will be three centers of Jewish life...New York, Jerusalem and Los Angeles.” Rabbi Jack recalled: “We rode cross country together with her mother.” Back then, Sinai Temple was at Fourth and New Hampshire, miles east of the Fairfax corridor that would soon draw the Jewish diaspora to Los Angeles. Few Jews lived too far west of the temple before World War II, Rabbi Jack recalled. “This was post-war and a lot of young people were getting married,” he said. “There weren’t that many rabbis, so I married lots of people.” Marjorie recalled: “Coming out here was a wonderful move because we were in on the be-

ginning of so many things. It was difficult, but we had the freedom to do a lot of things because the organizations and people were not stuck and set on their ways.” In 1950, Rabbi Jack moved from being a junior rabbi to lead the Olympic Jewish Temple and Center, subsequently precipitating the name change to Temple Beth Am. To be close to the synagogue, which was actually on La Cienega, the growing Pressman family took up residence at South Palm Drive in Beverly Hills. By Fall, Rabbi Jack saw to the opening of the temple’s nursery school, where he enrolled his oldest son, Daniel. He also helped found a number of pioneering organizations including the American Jewish University, Brandeis Camp, Herzl Schools, and L.A. Hebrew High School. Over the years, he was a powerful speaker on behalf of Bonds for Israel, with Temple Beth Am continuing to hold national records, selling $2 to $7 million worth of Israel Bonds annually on the holidays. In 1969, Rabbi Jack became the founding president of The Maple Counseling Center during an era where drug use was siphoning good decisions from American youth and parents were increasingly concerned about the abuse. In 1972 he founded the Beth Am Academy, which was renamed the Pressman Academy upon his retirement in 1985. Tomorrow night, the Pressman Academy of Temple Beth Am will celebrate 43 years at its annual gala. “He’s a real Renaissance man,” Marjorie described, citing her husband’s “handy man” aptitude for fixing anything that was

broken, in addition to his talent on the piano, performing and in singing. Rabbi Jack also paints delightful pictures and has sketched interesting sites from their travels around the world. He once marched alongside Martin Luther King in Selma, Alabama, for civil rights. Marjorie, who graduated Penn with honors, earning a B.A. in sociology and psychology, said she defined the role of what a rabbi’s wife should be for herself. “Some people said, ‘You just can’t do anything else.’ But I didn’t buy that,” she said. “In my case, it was whatever I made it.” The freedom afforded by the West Coast in an age where the national Jewish conventions were all held on the East Coast allowed her innovative spirit to flourish alongside the Women’s Liberation Movement.

She recalled how Rabbi Jack eventually drew a national Jewish convention to L.A. and she chaired a meeting of rabbis’ wives: “One said: ‘You can’t be friends with congregants.’” Aware that congregants were hesitant to engage socially with their religious leaders, whenever Marjorie met someone she connected with, she would take the first step socially. Today, she still counts longtime friends in the community, among them fellow “Beverly Hills Elders” Janet Salter and Monty & Marilyn Hall. “It was a friendly place,” Marjorie recalled of the City that has been their home for 55 years. Bosse said she expected BHPD to come forward this month with a plan to fully restore the understaffed police force. Since 2012, the BHPD has had at least 10 fulltime positions that have not been filled and are fully funded. Snowden emphasized that his department is “trying to get back up to snuff” and supplementing on-site security at the schools beyond what the BHPD currently provides is a decision for the Board of Education. "We live in a different climate now than even five years ago [and] we need security at all our campuses,” Boardmember Lewis Hall said. “No parent should be fearful of sending their child to any of our schools, and I've been lately getting lots of calls from parents. If the Beverly Hills Police Department won't provide the needed protection, then the district must. Everyone knows we are strapped for funds. I just hope the City will meet us at least halfway in covering our costs.” The school board has been strongly criticized, by its own admission as well, for 2013’s 50 vote to proceed forward with a single-source contract, in addition to paying EBI before the firm rendered its services. to hire approximately one fulltime armed security guard at each of the five school sites, in addition to a supervisor. At the City Council’s upcoming study session on Tuesday, the same day that the Board of Education has its next meeting, the council will discuss backpedaling on its previous commitment to pay the BHUSD $440,712; half the money the school district already paid to Evidence Based Inc, the private security firm that went bankrupt about a year after it was created. “The school district must have a security services provider in place before the City can complete the contract with the school district,” Mayor Lili Bosse said in the wake of EBI’s bankruptcy. Whether or not the BHUSD will get the board votes to hire another private security firm, which judging by the boardmembers’ public comments seems unlikely, is just one piece of the equation. The other piece of the puzzle concerns who should pay for security at the school since it is part of the BHPD’s job to protect all its citizens, including Beverly Hills students.

BEVERLY HILLS two siblings, Daniel and Judy, attended Beverly Vista and BHHS, passed away last year following a meaningful career that included heading up the BHHS Performing Arts Department. Of particular embarrassment is the fact that that BHUSD prepaid $135,748 for services it never received before the firm declared bankruptcy last November. Board President Brian Goldberg said he plans to open Tuesday night’s board meeting with a plan to create a safety/security ad hoc committee made up of community representatives, parents, students, staff and law enforcement. Woods said 10 security firms replied to the district’s Request for Proposal by the Jan. 5 noon deadline. Following an initial screening, the district is now in the process of vetting the firms in anticipation of conducting panel interviews with the top three candidates. The interview panel will be comprised of BHUSD administrators and principals, in addition to BHPD representatives. “We are currently working closely with BHPD and they are providing security for the schools,” Woods said. “[It’s] part of their overall plan in protecting the City [and] they are experts in this community.”

Hector Tobar has penned a brilliant, non-fiction study of 33 Chilean miners trapped for Talks Books 69 days in Deep Down Dark: The Untold Stories Of 33 Men Buried In A Chilean Mine And The Untold Miracle That Set The Free (fs&g $26). Tobar sets the stage by describing the mine which was badly in need of repair, the owners who ignored official warnings, and the hired boss in the “white hat” who ordered the men down–those willing to work in this lowest of mines for the money to support their families and their children’s college tuitions. Written in a “you are there” format, so when the stone walls start to crumble and the sounds of crashing underground roads disappear, it is a nightmare for the reader to contend with. Suddenly there is no contact with the outside world. Within the mine the men divide into two groups:--those who stay in the refuge where the men would eat and rest and where there was supposed to be a locked cabinet with food which turned out to be packs of cookies. The other group stayed around the trucks and looked for any openings they could find. After a few days of this dark isolation, religion entered in the person of the man whom they called Parson who knew the Bible. Up top, another world was forming and demanding a rescue be started. This was made up of the families of the miners, their wives, children and mistresses. Yes, there was a soap opera element to the gathering living in tents, demanding the president do something. The world’s media is camped out there with a woman named Maria is the unofficial “mayor of this tent city.” Contact is made with the miners but the problem is how to drill a hole wide enough to pull them out. With the advice of family and attorneys the miners agree that they would stay loyal as a group to sell their story as one. Only Mario, a former soccer player, who has fallen on hard times, tells the story to an English reporter. I asked Hector when we taped if he still talked to Mario? He laughed and said he was one of the most interesting and in the movie is played by Antonio Banderas. I also asked him about the miner who went to the bottom of the mine in the darkness that he equated with Hell. Guest Editorial WHEN $275K PER EMPLOYEE JUST ISN’T ENOUGH........... By John Mirisch With little fanfare – and by design (and we’ll get to that in a minute) – the Beverly Hills City Council will vote next Tuesday 4-1 to give the City’s “Executive Management Group” an 11-percent salary increase over a two year period. The “Executive Management Group” consists of 28 of the City’s executive team, including the department heads, certain deputies and the city manager, along with assistant city managers. Here’s why I will be the lone dissenter. Currently, before any increases, the average total compensation within this group is $275,278 per employee. Total compensation includes base salary, pension and health care costs. The total compensation ranges within this group from a low of $192,911 to a high of $437,032. Currently, the City foots the entire bill for the Cadillac defined-benefit pensions we offer these employees, that is, the City pays not only the employer’s share, which is currently 16.68-percent, but also the employees’ share, which is 8-percent. The employer’s share continues to increase year-by-year, which is one reason the total compensation for the executive group increased 16% from 2009 to 2013. In line with the aims of PEPRA (the Public Employees Pension Reform Act), the City is now attempting to get all of our employees to pay their own share of pension costs. Even if they would be paying their own share, the City’s share would continue to be more than double what the employees pay. This stands in direct contrast to many 401k-style pensions in which private sector employees are lucky if their employers match their own contributions. The 11-percent increase (which will actually be a bit more than 11-percent with compounding) includes what is being called an “offset.” So going forward, these executives will pay the 8percent employee share. But the “offset” means that we are increasing their salaries by 8-percent to pay for it. In addition to the 8-percent offset, the group will be given a 3-percent salary increase over two years. There are those who will try to make the argument that we are not “really” giving the executive group an 11-percent salary increase, because the net cost to the City will only be approximately 3-percent. However, that “reasoning” simply perpetuates the paradigm that it somehow is, always has been, and should be the City’s responsibility to pay both the employer and employee share of the employees’ pension costs. I understand the implications of asking the employees to step up and pay their own share of their pension costs now: it would mean a reduction in take-home pay. As a compromise, my suggestion was to have the executive group split the 8% “employee share” pension costs with the City. Factoring in the 3-percent base salary increase, this would have meant an effective reduction in take-home pay of 1-2-percent–for employees who are already earning an average of over $275,000 in total compensation. While there are those who feel it is the taxpayers’ responsibility to make all of our employees “whole,” my feeling is that asking executives with total compensation of over $275,000 to help pay for their own very generous pensions is the right and fair thing to do. Rather than – yet again – treating us like ATMs, cost sharing would have created a resolution which, in some small way, would be fairer to our residents. Let’s please remember that the median household income for Beverly Hills is $86,141 (for 2013, according to the U.S. Census Bureau). In other words, the average total compensation of our executive group is already more than triple the median household income of our residents. And so next Tuesday – while the City seems to be so quick about jacking up fees, water rates, etc. – I will be voting against the 11-percent salary increase for the executive group. In my opinion, it’s just not fair and it fails to balance the interests of the employees with those of our residents and businesses. Beyond being disappointed at the continuation of a paradigm in which fairness towards our residents doesn’t seem to play a large enough role, I’m also saddened by the fact the council has chosen to put this matter on the agenda in such a way as to solicit a minimum of public input and discussion. From that decision at a closed session this past Tuesday, this matter will have been signed, sealed and delivered by the following Tuesday, effectively stifling public dialogue on the matter. This, too, is not fair towards our residents. In my opinion, consciously making decisions to limit public input is diametrically opposed to all the principles of open government which I personally cherish, and which led me to create the Sunshine Task Force when I was mayor. While I don’t think this is the best way to start off the New Year, hopefully, it will only be a blip when we eventually reflect upon 2015 and our efforts to create a model of excellence in local government. PARIS IS WOUNDED by Marta Waller Paris was wounded this week in a terrorist attack that strikes at the heart of the French values of liberty and freedom of expression. Paris became my adopted home seven months ago when I came here for a wedding and fell in love with the city and its people. As an American who lived through 9/11, I am not surprised by this terror attack. It was just a matter of time. The City of Light seemed safely immune to terrorism until now. Islamic extremism and antiSemitism are both very real here in Paris, but until yesterday it seemed a lid could be kept on the simmering problems with just an occasional flare up and a bit of a blind eye. But, I have been noticing increased police and military presence in Paris the past couple of months, and their sense of heightened anxiety is apparent as they patrol the streets and Metro stations. As an American journalist, I cherish my freedom of speech and the terrorist attack on Charlie Hebdo, designed to silence through intimidation, is anathema to everything in which I believe. I am saddened and angered by the cowardly act that took 12 lives and injured 11 others in a misguided attempt to avenge a religious belief. France is a secular nation, and religious satire is part of the fabric of the country. Even the notion of silencing that is simply impossible to the public at large, as evidenced by the large vigils across the city. Paris is a different city today. Sadder, wiser, and probably stronger. If the object of this terrorist attack was to instill fear, it failed. Life continues and the only way to honor those who died is to live without fear and stand together with our French friends to protect free speech “je suis Charlie” —“I am Charlie!”

From our amazing Mayor Lili Bosse with her leadership and inspiring walks with the people that drew our City even closer together to the many restorations that brought back the past to the festivities that marked the year and on and on. It was all amazing. Some 100 years from now, Beverly Hills will be celebrating its bicentennial and will look back at us to see how history was made. There will be a great deal for them to see. That's because we cared so much about the future that generations to come will live the same dream that we did. We are all, Beverly Hills!! George Vreeland Hill ****** Not but a week ago, France betrays Israel in the UN and votes for the formation of a “Palestinian State” within the 1967 borders (borders that were shared with Jordan, not a new entity). This action in itself is deplorable. However, France has become a difficult place for Jews to reside. In fact, it is the European country from which more Jews are making aliyah (emigrating) to Israel to escape the raging anti-Semitism. Well, it seems that all the caressing by the French government of these persons has not been reciprocated and 12 journalists were massacred today in Paris because of their dislike of some caricatures.
