Brucker Attacks Muni League Assembly Forum Over Roxbury Letter By The Courier Staff The regular request of the Beverly Hills Municipal League to use City Council chambers for its candidate forum for the new 50th California Assembly District race brought a challenge from Mayor Barry Brucker, who used the request to attack Municipal League Board of Governors Chairman Thomas White over White's criticism of Brucker's plans for a massive new building at Roxbury Park. After reform councilmember Lili Bosse pointed out that the two were “not related,” Brucker relented and joined the rest of the council to grant permission. The forum will feature the four announced candidates Republican Brad Torgan and Democrats Torie Osborn, Richard Bloom and Betsy Butler.
Brucker initiated the confusion when he asked Municipal League representative Marilyn Gallup if the organization had chosen a moderator for the forum. She replied they had not. Traditionally, White has moderated the group’s forums. Brucker then referred to White's letter criticizing the city council majority's plans for Roxbury, except that Brucker never said the letter was about Roxbury rather than the candidate forum. Brucker read excerpts from White's letter and used those statements, obviously taken out of context, to question “White’s ability to remain non-partisan.” Brucker characterized parts of White's letter as “inflammatory” against (see ‘MUNI LEAGUE,’ page 13)

This ordinance has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. The City Council of the City of Beverly Hills does hereby ordain as follows: Section 1.
Section 8 is hereby added to the Rate Ordinance to read as follows:
“Section 8.
Section 6-1-113 of Title 6, Chapter 1, Article 1 of the Beverly Hills Municipal Code is hereby amended and restated to read as follows:
“6-1-113: DEBT TO CITY: The amount of any utility charge or penalty imposed by the provisions of this chapter shall be deemed a debt to the city. An action may be commenced on behalf of the city in any court of competent jurisdiction for the amount of any delinquent utility charge or penalty. In addition, delinquent charges and all penalties thereon, when recorded as provided in Section 54355 of Chapter 6 of Part 1 of Division 2 of Title 5 of the California Government Code, shall constitute a lien upon the real property served, except that no such lien shall be created against any publicly-owned property. Such lien shall continue until the charges and all penalties thereon are fully paid. The Director of Administrative Services and Chief Financial Officer is hereby authorized to prepare and record a list of delinquent unpaid charges and penalties in the form and manner prescribed by California Government Code Section 54355, as may be amended from time to time, or any successor statute.” This ordinance has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), Section 2. the State CEQA Guidelines, and the environmental regulations of the City. The ordinance is not a “project” and is therefore exempt from CEQA pursuant to Section 15378(b)(4) of Title 14 of the California Code of Regulations. Section 3. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase in this Ordinance or any part thereof is for any reason held to be unconstitutional or invalid or ineffective by any court of competent jurisdiction, such decision shall not affect the validity or effectiveness of the remaining portions of this Ordinance or any part thereof. The City Council hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases be declared unconstitutional, or invalid, or ineffective. Section 4. Publication. The City Clerk shall cause this Ordinance to be published at least once in a newspaper of general circulation published and circulated in the City within fifteen (15) days after its passage, in accordance with Section 36933 of the Government Code; shall attest and certify to the adoption of this Ordinance and shall cause this Ordinance and the City Clerk’s certification, together with proof of publication, to be entered in the Book of Ordinances of the Council of this City. Section 5.
Effective Date. This ordinance shall go into effect and be in full force and effect at 12:01 a.m. on the thirty-first (31st) day after its passage.

SUMMARY NOTICE SUMMARY OF ORDINANCE NO. 12-O-2617 NOTICE OF ADOPTION OF AN ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO ADOPT A HISTORIC PRESERVATION PROGRAM AND REVISE NOTICING RELATED TO DEMOLITION, RELOCATION, OR MAJOR ALTERATION OF BUILDINGS. PLEASE TAKE NOTICE that on January 24, 2012, the City Council of the City of Beverly Hills adopted an Ordinance entitled “ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO ADOPT A HISTORIC PRESERVATION PROGRAM AND REVISE NOTICING RELATED TO DEMOLITIOIN, RELOCATION, OR MAJOR ALTERATION OF BUILDINGS.” Mayor Brucker and Councilmembers Bosse, Gold, Mirisch, and Brien voted for the adoption of the Ordinance. The following is a summary of the above entitled ordinance of the City of Beverly Hills. This summary has been prepared and published in accordance with the requirements of Government Code Section 36933. Summary of Ordinance The Ordinance replaces existing Article 32 (“Preservation of Landmarks”) of Chapter 3 of Title 10 of the Municipal Code with a new, more expansive “Historic Preservation” program. The Ordinance provides greater protection for historically significant properties, establishes a Cultural Heritage Commission, creates procedures and criteria for landmark and historic district designation, and modifies notification procedures related to demolition permits and the relocation or major alteration of structures. The Ordinance also authorizes preservation incentives and creates penalties for unauthorized demolition or alteration of certain historic resources. The Ordinance also revises the noticing required prior to issuance of permits to demolish or relocate a structure if meeting certain criteria. The City’s intent in developing a historic preservation ordinance is to provide the ability to acknowledge, honor, and encourage the continued maintenance and preservation of those select properties in the City that contribute to the City’s cultural history through exceptional architecture. The Ordinance achieves this by establishing incentives that encourage the preservation of historic properties by the owner. The standards and requirements in the Ordinance are designed to be flexible in the event that a property owner is willing, but unable, to meet the provisions of the Ordinance. The Ordinance includes nine main components:

5.
Certificate of Appropriateness (establishing a process for the review of proposed alterations to locally designated properties)
6.
Certificate of Economic Hardship (establishing a process through which owners of locally designated historic properties may petition for waiver of the Ordinance’s preservation requirements).
7.
Enforcement and Penalties (establishing enforcement and penalties for the destruction of locally designated historic properties).
8.
Extended Site Posting Requirements Prior to Demolition (extending site posting requirements from 10 days to 30 days for properties that are at least 45 years old and originally designed by a Master Architect).
9.
Review of Properties (establishing a 30 day review for any alteration of a property that is more than 45 years old and was originally designed Master Architect).
Administrative Guidelines will be established that further define how the Ordinance will be implemented. The Administrative Guidelines will be an informational resource to the community and property owners by offering additional guidance on applying for local designation and participation in the City’s Mills Act program. BHUSD Open Enrollment Deadline Changes To April 15 By Marla Schevker The Board of Education voted 4-0 (with board VP Jake Manaster absent from the meeting) to amend board policy to change the cut off date for open enrollment from May 16 to April 15. “We have as a board policy a guarantee that if you live within one of the K-8 zones, you’re entitled to go to your home school,” Board President
Brian Goldberg said. “All we (are) doing is guaranteeing the flexibility (for staff), just moving up the timeline.” All students who register at the BHUSD before April 15 will have a guaranteed spot in their home school. HOMETOWN HERO— George Chavez, well known and much admired Assistant Director of Community Planning for the City of Beverly Hills, is also a board member of CALBO (California Building Officials). CALBO held their last board meeting at the Good Shepherd Center for Homeless Women & Children, founded in 1984 to assist the most vulnerable of the homeless population and they provide housing and supportive services for up to 93 women and 40 children a night. Last Saturday boardmembers, family, and "angel" Reggie Sully created an amazing play area out of a plain rarely used meeting area. The members contributed all the paint, carpet, and shelving in addition to play structures, a basketball set up, and an amazing train set. Resident Steve Gordon and landscape architect Mia Lehrer presented their initial plans to the City Council at the study session Tuesday. “A year or so ago, I had the opportunity to tour the Annenberg cultural center,” life-long resident Gordon said. “I began
to imagine how wonderful it would be if our City Hall, Cultural Center and Parks were updated at the same time so the world could come and enjoy.” Gordon has begun fundraising to restore the Beverly Gardens Park and has contributed his own money for the beginning steps. So far, Gordon has met with the recreation and parks commission liaison committee consisting of Vice Mayor

By Marla Schevker After not reaching a majority with one board member absent, the Board of Education decided Tuesday to table the issue of transitional kindergarten to their Feb. 14 meeting. Assistant Superintendent of Human Resources Dawnalyn Murakawa Leopard said the state passed legislation last year rolling back the age a child
would be eligible for kindergarten from Dec. 1 to Sept. 1 over three years and requiring that public school districts offer a transitional kindergarten program for students who do not qualify to enter kindergarten. Now, there is a proposal to remove the requirement and funding for transitional kindergarten in the governors current budget proposal. Although the
proposal has not yet been approved, district staff recommended the the program be temporarily shut down. As a basic aid district, the BHUSD faced $3 million in cuts with exposure for an additional $600,000 for the 2011/2012 academic year. Garden Conservancy Advocates To Discuss UCLA Japanese Garden Tues. The Garden Conservancy will be hosting a meeting on Tuesday from 5 to 7 p.m. to discuss the future of the Hannah Carter Japanese Garden. As The Courier reported last week, UCLA is making plans to sell the garden despite it being a donation, from Edward W. Carter, once chair of the UC Board of Regents and his wife, Hannah Carter, intended for public use. UCLA has announced plans to sell the garden and has challenged the community to help identify a buyer who will maintain it and keep it open to the public. The Garden Conservancy and the Los Angeles Conservancy are coming together to gather public
interest and support to save the garden. Noted authority on Japanese gardens in America, Kendall Brown will attend the meeting to discuss the history and significance of the garden. The meeting will be held at the Community Magnet School auditorium at 11301 Bellagio Rd. Mayor Networks At National Conference Mayor Barry Brucker attended the U.S. Conference Of Mayors last week in Washington D.C on behalf of the City of Beverly Hills. The trip, paid for by the City, is one of many conferences members of the City Council attend throughout the year. Brucker said while he attended workshops on various topics including
social networking and small businesses, both of which affect Beverly Hills, a high point of the trip is talking with other mayors, including Carmel Indiana Mayor Jim Brainard who gave Brucker a book discussing roundabouts. Brainard offered his help and traffic engineers to Brucker if the City (see ‘MAYOR,’ page 15)

City Soccer Registration Starts Monday The City of Beverly Hills Community Services Department’s Adult Sports program will begin registering teams for the second season of sevenon-seven soccer on Monday. Priority registration is given to Beverly Hills residents or B.H. business teams. A minimum of five residents or five business employees are required to qualify. Limited spots are available and the league is expected to fill up quickly. The Adult Seven on Seven Soccer League plays Sunday mornings at Beverly High. Both men’s and coed divisions are being offered. The regular
season will consist of a 10 game season, followed by a single elimination playoff for the top (4) teams. League fees are $360 for Beverly Hills Resident Teams and $400 for Beverly Hills Business Teams. Referee fees are an additional $15 per game per team, to be paid each week at the field. BEAUTIFUL DEBS—Las Madrinas honored 28 California families and their daughters for service to the Southern California community and Children’s Hospital Los Angeles at the annual Las Madrinas Ball at The Beverly Hilton. Over 860 guests from the greater Los Angeles area, including the debutantes, their families and friends, gathered to celebrate with the members of Las Madrinas. Established in 1933 as the first Affiliate Group of Children’s Hospital Los Angeles, Las Madrinas has supported pediatric medicine for 78 years. In 1939, Las Madrinas began its tradition of honoring families who have demonstrated a commitment to the civic, cultural and philanthropic life of the Los Angeles community by presenting their daughters at the Las Madrinas Ball. Donations made in honor of the young women by their families along with annual support of the members and friends has enabled Las Madrinas to complete seven major research endowments at the hospital since 1988. This year, Las Madrinas launched a $5 million pledge to the Las Madrinas Pediatric Simulation Research Laboratory Endowment. The good news happened the evening of Sophia Krevoy’s call to the Torah as a Bat Mitzvah, when her parents Susie and Brad Krevoy respected Sophia’s wishes. She had asked for a gathering of only 50 for her Bat Mitzvah at the Krevoy residence, the Santa Monica manorial estate previously owned by Julie Andrews and Blake Edwards.

Dad Brad announced that he’s acquired the worldwide rights to The Saint, the long-running hip television series from the ’60s starring Roger Moore as the latter-day Robin Hood detective. A “James Bond without the gadgets, an international rogue,” The Saint had viewers glued to the tube to check out his disguises while he foiled criminal after criminal. Coach’s Q2 Income Rises 14.5% Enticing prices and burgeoning men’s and international businesses pushed Coach Inc. to a 14.5 percent jump in second-quarter income, driving shares of the New York-based handbag maker up 6.8 percent to $68.60 in midday trading. “There has been a structural shift in spending over the last decade, where women are spending more on accessories,” said chairman and chief executive officer Lew Frankfort, explaining that the category has grabbed share from apparel and grown 5 percent to 10 percent over the last year. This translated to second-quarter profits that expanded to $347.5 million, or $1.18 a diluted share, from year-ago net income of $303.4 million, or $1 a share. Comparable-store sales gained 8.8 percent in North America and 6 percent in Japan on a constant-currency basis. In China, comp sales continued to grow at a double-digit rate. Coach has opened 21 North American stores so far in fiscal 2012 and plans to add another 19 before the year is out. The brand plans to expand its door count in China by roughly 30 and focus on its men’s business there, which the company called a “massive opportunity.” The new stores will all include both men’s and women’s merchandise.

I love you, forever.” WWD Louboutin, YSL Face Off in Court Again “C’est faux!,” Christian Louboutin muttered in a moment of exasperation in the Court of Appeals Tuesday, where his legal battle continued against Yves Saint Laurent America Inc. for trademark infringement and unfair competition. The designer was taking exception to YSL’s assertion that the French house has been selling monochromatic shoes — red included — since the 1970s, an argument meant to demonstrate a reasonable history of using red outsoles on women’s shoes before Louboutin began featuring them. Meanwhile, when asked why Louboutin waited to commence legal action in 2011 when YSL had sold shoes with red soles several years prior, his lawyer, Harley Lewin of McCarter & English, retorted, “We can only do something about what we know. When we found out, we moved.” The case, initially filed in April 2011 and now under appeal, revolves around several issues, chief of which is whether Louboutin’s Chinese-red lacquer sole, registered as a trademark in 2008, is in fact valid and enforceable. “But it’s not just about the color, it’s a specific red, in a glossy finish, on the outsole of shoes,” said Randy Lipsitz, partner in Kramer Levin Naftalis & Frankel’s intellectual property department, which is not involved in the case. YSL’s lawyer, David Bernstein of Debevoise & Plimpton, countered at one point, “We can’t be allowed to make green, yellow and purple shoes but be enjoined from making red ones. We [need to] have shoes that match the collection.” What will likely happen though, said lawyers, is the chance for Louboutin to make additional findings and then proceed to a full trial to present evidence — an outcome YSL wants. Experts said the judges will take at least a few months to come to a decision. WWD

I think our community is not well served by that kind of error in judgment and inappropriate comingling.” White's letter, a copy of which was obtained by The Courier, urged community members to attend last night's meeting about Roxbury Park. Bosse remarked that White’s letter had nothing to do with the Municipal League’s request
to use the council chambers for a state Assembly forum and should be discussed with White directly rather than with Gallup. She also said in her experience, White was a fair moderator and would not let personal opinions impact the public service. “I understand what you’re saying,” Bosse said. “But, I think we’re talking about two separate issues.” Brucker ultimately said he supported the Municipal League’s use of the council chambers for the forum. “I’m in favor of allowing the Municipal League to use our facilities and I am cautiously optimistic they will continue to be in the spirit, non-partial and fair practice they have been in the past,” Brucker said. “I would like our council to consider putting on at least a disclaimer or scroll at the bottom, in case it gets out of hand, that says these are the opinions of the candidates and the sponsoring organization. All I’m saying is I hope the Municipal League and Thomas White will maintain what historically has been a very classy town forum.” Although Beverly Hills is currently a part of the 42nd Assembly District, as of the next election it will be a part of the newly created 50th Assembly District. Gallup said the forum is an opportunity for voters to meet the candidates and “to serve the democratic process.” The forum will take place on Wednesday, April 4 in the City Council chambers.

Baby Steps Helps Clients Navigate Field Of Infertility, Surrogacy After her own miserable, humiliating, frustrating and costly experience with surrogacy, Liz Silverman-Platt decided there had to be a better way. So nearly three years ago she founded Baby Steps Fertility, LLC to help others, save them from some of the tribulations she went through, and be the resource she wishes she’d had. She spent 20 years in the music industry marketing records and artists. Mid-way through her pregnancy ordeal she realized there needed to be someone there to guide her through the process. “There was truly nobody there to ask the heavy-hearted questions after three failed pregnancies. This is what I needed to do.” Now 45 and the mother of 27-month-old twin boys, Silverman-Platt spent nearly five years and nearly $300,000 trying to conceive before opting for surrogacy. “It’s a depleting process,” she says. “It’s physically, emotionally and financially exhausting. It’s its own beast.” What brings people to her, she says, is her clients’ knowledge that “she’s been there too,” coupled with the addition of her “immaculate resources.” “So they’re in the best of hands
from the beginning.” She has assembled a network of lawyers, psychiatrists and doctors, including Dr. Richard Paulson. “He’s a pioneer,” says Silverman-Platt, “he’s brilliant.” Director of USC Fertility, Paulson was advisor to the Infertility For Dummies guide and author of Rewinding Your Biological Clock, after his work with a 63year-old woman who got pregnant. “Infertility is an increasingly complicated matter,” says Paulson. “There are lots of logistics and it’s difficult to navigate; and for somebody outside, it can be daunting. So it’s great that there’s someone out there to guide them along. “It’s hard to imagine an issue much more intensely personal and intimate,” says Paulson. “And then baring your soul to strangers is not easy. We all have an image of ourselves and our expectations for family. It’s a deeply felt and emotional part of our makeup.” Silverman-Platt is sought out by couples and individuals from all walks of life. Some just starting out who don’t know where to begin, some two to three years into the process who’ve been through several In

vitro fertilization (IVF) cycles with no luck and, in some cases, those who’ve tried egg donation or surrogacy to no avail. While she doesn’t dispense medical or psychiatric advice, Silverman-Platt serves as an emotional sounding board for clients. “I’m not in a position to determine why someone’s not getting pregnant, but I can help them choose the right physician and connect them to the right people.” Silverman-Platt does extensive profiling, “with a fine tooth comb,” to help in making a
successful match for an egg donor or surrogate; so couples don’t have to spend a year of research combing web sites or going through three surrogates and eight consultations, like she did. At the initial consultation, Silverman-Platt works to educate. “If a client needs IVF for the first time, they might be nervous and unfamiliar with the procedure,” SilvermanPlatt says. “It can be a scary notion. They can’t get pregnant and hear about injections and hormones and how they make you feel. I can help calm fears and instruct them on what to ask the doctor.” When an egg donor is needed she asks clients to look at the mother’s genetics and what criteria they want. What physical and emotional traits? Someone athletic or who scored 1,600 on the SAT? Since 90 percent of donations are anonymous, Silverman-Platt seeks a compatible match using multiple agencies for a large pool of candidates to draw profiles from. It becomes a highly complex arrangement, with an important legal element, when a surrogate is needed. The typi-
cal surrogate contract is a 2730-page legal contract laying out financial details, and specifics of the surrogacy, such as—if something is wrong with the baby will the pregnancy be terminated, and if the surrogate will have amniocentesis. “You have to make sure client and surrogate wishes match,” Silverman-Platt advises. “There’s still room for improvement in the field; it’s not a perfect science,” says Paulson. “The field has gone so far, and been more successful than we hoped. Women under 35 with a donor egg have a better than 50-50 chance of getting pregnant on the first attempt,” he reports. The next big developments in the field, he adds, are increasing pregnancy chances for women over 40 and testing “to leave behind genetic defects, and not pass them along. “I want people to know the field is moving forward,” Paulson says. He also cautions people to be aware there is a difference between fertility clinics and a “variability of quality.” “You need to make sure the physician is board certified in reproductive endocrinology.” —Steve Simmons

Dr. Perry practiced in Los Angeles, and attended the special event which was held for the first time in L.A.

Brucker said this years conference held a great focus on local municipalities' relationships with Congress. “The partisanship has almost paralyzed government in Washington D.C. and the Mayors collectively have called upon Congress to put away their differences and look toward the municipalities who really have an ear on the needs of their respective communities,” Brucker said. “We’re the ones meeting with our citizenry when we’re at the grocery store or walking down the sidewalk and we’re at the front lines. I think everybody’s hope is that we can get through this election season in November without Congress completely paralyzing any movement and progress.” Brucker said he spoke with Los Angeles Mayor Antonio Villaraigosa briefly about the Westside Subway Extension without result. Villaraigosa, as mayor of Los Angeles, appoints the most members to the MTA board and generally has more power on that board than anyone else. Century City devel-

What he did indicate was that nothing was going to happen until the EIR is released.” Overall, Brucker said he’s been to many conferences and overall the most important part is getting to talk with other mayors. “The most important benefit from these conferences is the ability to network and for everybody who is there to share candidly,” Brucker said. “That type of cooperative relationship these mayors have is really phenomenal.”

It was his responsibility to know what was going on in the district but there was no “criminal intent” in his actions. Hubbard was hired in 2003 and left in 2006. The
board of education which hired Hubbard was comprised of Willie Brien, M.D. (19992003), Barry Brucker (19972005), Alissa Roston (19992007), Myra Demeter (20012009) and Virginia Maas (19952003). Hubbard left the BHUSD to work at the Newport Mesa Unified School District. The NMUSD Board of Education decided 7-0 in a closed session meeting Tuesday to fire Hubbard. Hubbard faces up to five years in prison. His sentencing hearing is Feb. 23 in Dept. 102.

Red Tails–The Tale Of Bravura, Downed By Directing, Acting, Scoring, Writing
Local Author’s Debut eBook Aims To Help Readers Save Money, And Inspire
When I first heard that icon George Lucas was going to produce a film (Red Tails) about the incredible exploits the Tuskegee Airmen, I was anxious to see his take on one of America’s most distinguished fighting groups to grace the unfriendly skies of World War II. It was FDR’s wife, Eleanor, who exclaimed: “Can Negroes really fly airplanes?” After Charles ‘Chief’ Anderson, commander of the fledgling group of African-American pilots, took her for a half hour spin in his plane, she said, “I guess Negroes can fly.” Not long after, the first Negro air corps pilots were being trained at Tuskegee Institute, Alabama. That bit of documented history wasn’t included in the screenplay which is unfortunate because it would have been the only piece of dialogue that wasn’t cliché ridden. An exceptional story of bravura by American heroes who happen to be of a darker hue of skin than most of us, is sadly bogged down by just adequate direction, acting, music scoring, and script writing. Character development is almost non-existent. I don’t know where Lucas was during the filming of this important piece of U.S. aeronautic history, but the execution of the material is sophomoric at best. Lucas, however, did not let us down completely. The production values,

Fine Italian Fare With Korean Influences At Erbe Matte t Erbe Matte, Chef Louis Kim is celebrating his love of Italian food and his Korean roots. Kim is quick to point out that the food is not a fusion, but Italian food with a Korean influence and occasional touch of Korean ingredients. His Korean background informs his take on Italian food, meaning he uses classic Italian dressings and sauces, but Korean combinations and ingredients others don’t. “Erbe matte” translates loosely as “wild herbs.” Every dish at Erbe Matte is prepared from scratch, to order. Dishes like the Pancetta di maiale brassato, pork belly with cucumber, dill, cranberr y, curr y and cherr y tomato in a Mediterranean cream sauce; and Penne Al Oxtail, pasta with oxtail in a rosemary tomato sauce, feature meats that are braised for three to four hours. A chef for 30 years, Kim's creativity is all over the menu. Beginning with appetizers... • His calamari appetizer is not the deep-fried rubber y rings of other places, but a whole fresh calamari, grilled and served with a white balsamic tomato salsa. It has a “flavor like the sea,” Kim says. • The refreshing avocado soup has a velvety consistency, and comes with a salad of arugula and red, green and heirloom tomatoes and shaved parmesan. • The large fresh seas scallops are creamy, with just a hint of spice.

He worked at the Four Seasons in Singapore and Milan, Hotel Okura, and Hotel Shilla in Seoul, Hotel Okura in Amsterdam, and was executive chef at Saipan World Resort. At Hotel Shilla (the top hotel in Korea owned by Samsung), Kim was executive chef at the French and Italian restaurants in the hotel for many years. Through an exchange program at Hotel Shilla, Kim had the opportunity to experience Western culture and food development. He worked at French Laundry and Bouchon Bakery in Yountville. The program also took him throughout Asia (Japan, Hong Kong, China, Singapore and Malaysia), Oceania (Australia and New Zealand), Eu-

Friars Charitable Foundation Hosts Children’s Christmas Party The Friars Charitable Foundation hosted more than 250 children from nine community groups for its annual Christmas Luncheon at Temple Emanuel. Fran Zigman chaired the event. Marilyn Stambler, president, welcomed children from: Sheriff Baca’s Foundation, Variety Boys and Girls Club, Catholic Big Brothers Big Sisters, Eastmont Community Center, California Karate Club, L.A.’s Best and Mar
Vista Family Center. Children were treated to a lunch catered by Joann RothOseary of Someone’s in the Kitchen. Actor Hank Garrett was Santa Claus, and Billy, the DJ from Hart 2 Hart, kept the children dancing and singing. Banana-flavored cotton candy and fresh popcorn added to the festivities with candy apples and balloon animals created by Silly Sally and her elves. At the end of the party, each child was given a new toy to take home. Actor Marty Kove (from the original Karate Kid movie) was on hand to sign Lissa Roth Harrison, Lou Zigman and Lenore autographs. Frances Allen Desert Roundup The Feb. 19 Black and White Gala is the primary fundraiser of the non-profit Virginia Waring International Piano Competition, an internationally acclaimed presentation of the best young pianists in the world. It is named for renowned concert/recording pianist Virginia Morley Waring, founding president of the piano competition and widow of the celebrated band maestro Fred Waring, who was also financial backer of the Waring blendor. The mission of the competition is to nurture the career paths of gifted young pianists with scholarship and performance opportunities. This year’s gala will be a Sunday evening black tie affair held at the Rancho Las Palmas Resort & Spa in Rancho Mirage. One of last year’s junior solo winners, 12-year old Alison To and Zihui Song, age 16 plus one of 2011’s intermediate winners will be guest performers, while Virginia Waring will be honored with a Lifetime Achievement award and the iconic cellist Marta Casals Istomin receives a Distinguished Arts award.

“Best Narrative Feature” category, while two American films The Girls In The Band and Wish Me Away tied for the audience’s award for “Best Documentary Feature.” Some 40 out the 63 foreign language submissions for Oscar consideration were screened before a special jury of international film critics on behalf of the film body known as FIPRESCI. The Turin Horse, Hungary’s official entry won the FIPRESCI award for “Best Foreign Film” at the festival. Here’s a tip: if you and your friends like to wager on Oscar winners, winning films screened at the Palm Springs festival in this category have a greater than 50/50 chance of also taking home the golden statute. It makes for a pretty good bet.

BRUCKER BREAKDOWN WEEK It's really sad when you see someone in a position of authority “lose it.” A number of years ago, Barry Brucker was one of the most considerate, polite elected officials Beverly Hills had ever seen. That was before he got his two sidekicks–Vice Mayor Dr. Willie Brien and Dr. Julian Gold–to give him his voting majority on the City Council. Since then, our entire City has uncovered one attempted behind-closed-doors push by Brucker after another. Brucker first campaigned for the council as an “outsider.” He was literally ostracized by his colleagues who had their own agenda. Now, he's become what he opposed. Read his “letter to the editor” to The Courier (if you want to). In it, he accuses The Courier, and me, of lying, distortions and "ruining a great newspaper." Well, based on our readership and our credibility, it must be some other newspaper he's referring to. What is really at issue is his reaction when people disagree with him over policy. The Courier reflects and reports the positions of the people. We are open. People talk to us. A lot of people. No newspaper can launch or carry out campaigns on its own without the facts and without the support of the people. There are two real main policy questions before the people of Beverly Hills and our City Council: the MTA tunnel under Beverly Hills High School and the massive new proposed “community center” at Roxbury Park. The plain fact is the people of this City do NOT want either. Brucker does–he refuses to fight MTA and tries to bury people who don't like his Roxbury Park plan. He claims to oppose the MTA tunnel, but so far has blocked EVERY direct action or proposal to fight it. Instead, he cuddles up to its executives and promoters, derides our school board, and slips information to the MTA. Some opposition. This week is “Brucker Breakdown Week.” Tuesday in open council session he berated Marilyn Gallup, representing the Municipal League, who simply appeared to request permission to use the City Council chambers for its regular candidate forum for California Assembly. Brucker's reaction? He tore into her because the group's chairman, Thomas White, had written a letter opposing the Roxbury Park plan. It took reform councilwoman Lili Bosse to correct Brucker, “The two are not related.” But Brucker read excerpts of White's letter (about Roxbury, remember) without ever stating it was about Roxbury. Next, Brucker sent The Courier the letter printed below this column. It's a pretty nasty letter. Our response: we asked Brucker to rewrite the letter to remove the “personal invective,” since The Courier as a matter of policy does not print letters that ”get personal.” He did not do so. Well, we decided we'd waive that rule for our mayor. If you want to read it, go ahead. (Note: For a “discredited newspaper,” Brucker is sure paying attention to what we write.) We stand by our reporting, but Brucker confuses our reporting with our editorials. Yeah, we know LA Live is bigger than Roxbury, but in relation to Beverly Hills (population 34,000) it's bigger than LA Live (LA population about 4 million). We also know that the $4.2 million for the library is not just about carpets. As we've reported accurately, it also includes relocating perfectly good bathrooms, a check-out counter, some walls . . . and the new carpet. We don't believe any of it is justified, but that's another issue. So, what is his diatribe against White and The Courier (well, me) about? Is it also in the same category as the tongue-lashings he gives to reform councilmember Lili Bosse? Remember her? The lady elected by a record-setting margin to the same City Council on which Brucker still sits? She doesn't like Brucker's policies either and gets her facts right. Is she lying, too? Is White lying? Who else is lying? Everyone who doesn't go along with him? Hmmmm. There seems to be a connection between opposing Brucker’s policies and “lying.” The mayor seems to reserve his attacks for his own (former) friends and current neighbors while he gives MTA proponents Los Angeles Mayor Antonio Villaraigosa and Supervisor Zev Yaroslavsky a pass. Brucker obviously gets personal in this letter. “He's not one of us” is the theme. Under this new “Brucker Test” so many people would get disqualified from voicing opinions or participating in Beverly Hills. According to Barry, you need to “grow up” here. That, of course, would have taken out the late Max Salter, eliminate Richard Rosenzweig, Jimmy Delshad, Julian Gold, Rabbi Jack and Marjorie Pressman, and countless others. No, I'll not surrender my membership in the Beverly Hills community just because Mayor Brucker wants a birth-right test. This entire squabble is about Brucker wanting things the people oppose. He's tried everything he can think of to hide, mischaracterize and manipulate things. It's still the same issue, though. The people of Beverly Hills (including The Courier) simply do not want a huge new facility at Roxbury and we do not want an MTA tunnel under our high school. That does not make us evil. It certainly does not make us “liars” or bullies. The Courier wants open government that is responsive to the people. That's it. Brucker doesn’t, so he calls us names. Too bad. “Sticks and stones.” Maybe it's time for his remaining friends to stage an intervention. Maybe it's time for him to leave office or at least take a leave of absence until he can get it together again. We really liked the “old” Barry Brucker. We wish he'd come back.
STUDY IN CONTRASTS My head is dizzy from reading and listening to the news. That process flings my emotions abruptly from pleasure to pain, from joy to sorrow, from calm to anxiety. I read many periodicals in addition to The Courier, would you believe it? My two favorites are the Los Angeles Times and The New York Times. The other day I was perusing The New York Times and noted that between the left column regarding unrest in Pakistan, and right column about Mitt Romney, the four column center is a color shot of an action moment in the Super Bowl match between the New York Giants and the New England Patriots. Below are stories of lockouts in labor, and Rep. Gabrielle Gifford’s decision to give up her seat in Congress. On page 3 is a four column picture of armed Pakistani troops side by side with an attractive ad for Tiffany Yellow Diamonds set in platinum and 18-karat gold, surrounded by brilliant white diamonds, opposite ads for Chanel shoes, Louis Vuitton handbags, and Cartier diamond rings. Inside is a story about the visit of the president of Yemen, no friend of the U.S., to Presbyterian Hospital in New York for treatment of burns sustained from a bombing. And so it goes. T.V. news gives no respite. We see bandits holding out in private homes, shootings of innocents, pointless fire bombings, marital break-ups in Hollywood, and floods the moment we get a drop of rain. My mother, of blessed memory, took pride in never reading or listening to the news and lived to 94. I am tempted to follow her example, but I know I will not. I am part of this century, which seems to enjoy being tortured, whipped back and forth by the inundation of news, mostly bad. So I guess I shall go on, torturing myself with the bad news of the day. But to you, my faithful reader, I shall remain true, offering you only sweetness and light – and an occasional touch of humor.
LETTER TO THE EDITOR Your recent editorial brought forth many sad memories of what has happened to our City, changes that include massive influx of people, tour buses on our residential streets, traffic and segways. Roxbury Park was an abandoned project which has now resurfaced. Park and Recreation commissioners who seem to have been placed in their “honorable” positions by council-members like Brucker, Brien or Gold therefore we again have a stacked deck. Roxbury, the schools, and the rest of the parks need a sanitary environment (bathroomsthat are clean) and con-
tinuous maintenance not $14M of luxury paid by us, so plaques can be place with the “honorable” members. If the park will be in the catering and banquet business, we obviously know who is the intended recipient of the business. I am not sure we will not lose again, nothing to do with right or wrong, but plainly due to “created” friendships that continue year after year. I have advocated the recall of Brucker, Brien and Gold. There is some positive feedback, so perhaps this time it will happen. Pablo Nankin, MD
BEVERLY HILLS’ MAYOR BARRY BRUCKER’S LETTER TO THE COURIER Dear Mr. Smith: As I read your Jan. 20 editorial published in The Courier, I couldn’t help but think of a quote from Mark Twain: “A half-truth is the most cowardly of lies.” Prior to being sold to you in 2004, The Courier fairly reported and stimulated thoughtful, intelligent debate on matters of local concern. You have taken what was once a great newspaper and turned it into a shameful example of false propaganda that contain half-truths, opinions blended into news articles, and factual errors that are meant to inflame, polarize and mislead the citizens of Beverly Hills. Listed below are just a few examples of the misleading reporting and editorializing that you printed in your Jan. 20 editorial: You stated: “The reality is the Roxbury plans have been drawn and contracts are done. The project is going forward.” •FACT: Mr. Smith, you well know that on Dec. 5, 2011, the ENTIRE City Council 5-0 voted to reject the Roxbury Park plans, and hold a special community meeting to hear from our citizens.
•FACT: To compare a Community Center that will serve the needs of the seniors, youth and city residents of our city, to a commercial project like LA Live is not only false, but shameful. LA Live is a commercial, privately owned venue that has 5,600,000 square feet of apartments, ballrooms, bars, concert halls, restaurants, movie theaters and a 54-story hotel and condominium tower, on a 27-acre site…all at a cost of $2.5 billion. And from your Oct. 7, 2011 editorial, you stated “According to the Mayor, the City has $4.2 million to re-carpet the library.” •FACT: If you had done your homework, you would have seen the budget for ALL the library flooring, inclusive of hardwood flooring, tile, linoleum and carpet was $148,229. Of that, $63,166 was for carpeting. You were off by $4 MILLION . . . either you didn’t do your homework, or you intentionally wanted to mislead our community. Which one was it, Mr. Smith??
Mr. Smith, the public is probably wondering why you continue to attack me (as well as Vice Mayor Brien and Councilmember Gold) week after week. What our public doesn’t know is that you use your pen as a bullying technique if one doesn’t vote your way. Newsflash Mr. Smith–your bullying techniques will never, ever work because I will never compromise my morals, values or ethics in my votes just to ensure that I will not be the recipient of your vitriolic, malicious stories. Our citizens are smart, active, involved and committed to our quality of life and they deserve to have a local paper that is committed to journalistic integrity. Unlike you, I grew up here and went to school here. My family and I have always lived here. My children went to school here. I pray here. My wife and I You stated: the Roxbury Park Community Center will be a “local version of LA have volunteered our services to many Beverly Hills organizations for many years. I am proud to serve my city! Barry Brucker, Mayor Live.” You stated: The proposed Roxbury Park Community Center will contain “commercial banquet facilities that are there to compete with hotels and restaurants.” •FACT: This kitchen, NOT A COMMERCIAL BANQUET FACILITY, has been included to meet the minimum health code standards to allow senior citizens, youth groups and other community based organizations to have meetings, lunch and events there. Are you against a facility that will serve senior citizens? FYI, there is not one hotel or restaurant that has indicated they see this facility competing with their businesses. You have made this up, and it is a falsehood.
