HAPPY NEW YEAR!—Beverly Hills is gearing up for a spectacular Chinese New Year’s celebration tomorrow night on Rodeo Drive between Wilshire Boulevard and Dayton Way beginning at 4:30 p.m. Performances will include a ceremonial lion dance, a fashion show highlighting ancient traditional Chinese dress, martial artists, folk dancers, acrobats, ribbon dancers and more. In commemoration of the Year of the Horse, a massive horse sculpture by famed sculptor Deborah Butterfield, Storm Castle (pictured above), will be on display at Two Rodeo throughout February. At 2,500 pounds, the unique sculpture is created by constructing a horse from gathered wood and then casting each piece in bronze to meticulously reconstruct the sculpture. The installation and tomorrow’s celebration are sponsored by the BH Conference and Visitors Bureau, The Beverly Hills Courier, The San Marino Tribune, Sing Tao Daily, East West Bank and Two Rodeo. Beverly Hills HIgh School Principal Carter Paysinger. The headline of the article reads, "Beverly Hills principal did not report $40,000, report says." The article then goes on to quote the report that “not reporting the money could be a violation of conflict-of-interest and ethics rules.” Paysinger is under investigation by the district for financial dealings of the privatelyoperated Beverly Hills Sports Academy. The “academy,” which operates as a physical conditioning and training camp during summers for Beverly High athletes and would-be athletes, charges up to $400.00 per student. Paysinger and oth-
ers have operated the summer camp for many years. Questions regarding its operation arose after the termination or non-renewal of the contract for former track and field coach, Jeff Fisher. Fisher is now suing the District for wrongful termination and whistleblower retaliation. Many parents have asserted that the Beverly High coaching staff pressured them to send their children to the sports camp, an allegation denied by Paysinger and others. Former School Board President Jake Manaster told The Courier that his daughter, a school athlete, never witnessed any coercion express or implied. The Courier has received no evidence that any participant felt cheated or short-changed by the camps.
Paysinger's lawyer, Reed Aljian of Newport Beach, told The Courier that the funds Paysinger received in the last year of the camp were actually “collected for Vonzie,” Paysinger's brother who was also employed by the district as an athletic director. All transactions were apparently in cash and made via cashier's checks. The report was not released to the public and is not likely to be, as it concerns an internal personnel matter. district officials were at a loss to explain how a copy could have been reviewed by the Times. The use of the word “reviewed” in the Times article likely means that the Times reporter was allowed to see the report but not have a copy. The Courier has no copy and has not reviewed
one. Each board member and Superintendent Gary Woods told The Courier that they did not release or disclose this draft report. Woods told The Courier that only six copies were made and each was placed in the mail boxes of the respective board members with one given to Woods. One copy was emailed to Board President Noah Margo because he was out of town.
School boardmember Brian Goldberg, Ph.D., came to this week’s board meeting with his copy still in a sealed envelope and proclaimed, “It wasn’t me.” Aljian denied any wrongdoing on the part of Paysinger. District officials assert that the investigation continues and that the report which the Times claimed to have reviewed is a preliminary draft.

Conditionally permitted uses are uses reviewed and approved by the Planning Commission. The Planning Commission can add conditions of approval to a conditional use permit in order to make the findings necessary to grant the permit and address any potential impacts which the use might have on the neighborhood. Currently, if property is left vacant for an extended period of time, the City’s zoning code regulations allow nonconforming or conditionally permitted uses to be reestablished with no further review. The City Council has directed staff to work with the Planning Commission to discuss the possible establishment of regulations that would limit the reestablishment of these uses after the property has been vacant for a certain period of time. At the study session, the Planning Commission will hear and consider all comments on this topic. The purpose of this meeting is to consider policy alternatives, and no decisions will be made at this meeting. All interested persons are invited to attend and speak on this matter. A separate, noticed public hearing will be held at a future date to discuss this topic further and consider a draft ordinance. CHLA Staff Members Visit Peru To Improve Hemophilia Care Staff from the Children’s Hospital Los Angeles (CHLA) Hemostasis and Thrombosis Center (HTC) recently traveled to Arequipa, the second largest city in Peru, through the Twinning Program to improve hemophilia care in emerging countries—a project the HTC has been a part of for the last four years. On this trip, the final year of the partnership, the CHLA HTC staff traveled to Arequipa to assess how far they have come in achieving their major goal. “One of the most gratifying experiences of my career was the moment I realized that after four years of work, we turned a
group of interested healthcare professionals in Arequipa, Peru into a true multi-disciplinary hemophilia treatment center team,” says Guy Young, M.D., HTC director. “Knowing this will lead to better care for the patients there.” The main goals of the HTC are to establish a self-sustaining team of professionals in Arequipa, as well as a hemophilia treatment clinic, to train them in the care of patients with hemophilia and discover the importance of working together as a team. UCLA Children’s Heart Center Now Open The Children’s Heart Center at Mattel Children’s Hospital UCLA celebrated its grand opening with a reception and ribbon-cutting ceremony attended by staff, physicians, patients, family members and supporters late last month at the new facility in the 200 UCLA Medical Plaza in Westwood, adjacent to hospital and Ronald Reagan Medical Center. The center features a waiting room with a children’s play area, five clinic exam rooms, an exercise testing and device area, a dedicated counseling room and a maternal-fetal suite. It provides medical care for children with known or suspected heart disease beginning with prenatal care, continuing through infancy, childhood and adolescence and transitioning into adulthood. “The UCLA Children’s Heart Center represents a fullservice, state-of-the-art outpatient cardiology facility for children of all ages with any kind of heart disease, from common heart conditions to the most complex congenital heart defects,” said Dr. Mark Sklansky, professor and chief of pediatric cardiology at the hospital and the center’s medical director. “We provide everything a child with known or suspected

Dear Dr. Fran: I’m interested in why people keep secrets, how they keep them, whether secrets ever get them into trouble, and when do secrets become lies? Douglas Z. A. Dear Douglas: Secrets do not exist. Once a secret is told, it’s out for the next person to tell. Some people tell secrets for control. They want to show that they are important enough to be in the know and have a monopoly over the content. Others tell because they can’t hold, or contain, their own powerful excitement in reaction to the secret content. They admonish others to keep it a secret for fear of getting in trouble by the person who originally trusted them with the material. Secrets are destructive within families and that is exactly where secret keeping/telling originates. Secrets are potentially destructive in friendships, as well. In my profession, I am

Eye-rolling, complaining, and general opposition used to be more typical with the onset of adolescence, though it appears earlier today. Don’t tell your daughter that you don’t want to be around her. That’s between you and me! What you need to do is sit down with her when you and your daughter are both in a good mood. Tell her that eyerolling is a put-down to the other person and you are going to ask her to correct it right then and there. She will have to ‘“correct” it (not by rote apologizing which

AKA 7-Day Stay, Restaurant Approved by Council By Victoria Talbot The City Council approved a development agreement that would allow the AKA Serviced Residences to rent the apartments for stays as short as 7 days and a zone amendment to allow a 2,500-square foot restaurant to be within the space currently leased to Torrey Pines Bank.
In exchange for these elements, the applicant, Metropolitan Crescent Associates, LLC will pay a 6-percent surcharge for stays of 7-29 days in addition to the Transient Occupancy Tax of 14 percent. Thus, the City will be receiving a public benefit of 20 percent. The AKA currently has a
minimum stay of 30 days, like an apartment. The luxury units are apartments offering fullservice amenities, including kitchens, laundry, Wi-Fi, housekeeping and valet. Based on a true story, The Monuments Men is about a group of seven over-the-hill soldiers that included an out-of-shape museum director, artist, architect, curator, art historian and college professor who, with the backing of President Franklin Roosevelt and Gen. Dwight Eisenhower as WWII was winding down, are asked to go to the front lines and rescue priceless art treasures confiscated by the Nazis and return then to their original owners. Their mission was to save the art before the Nazis, realizing impending defeat, would destroy all of the impounded church art and statues and the collection of paintings. And, if they accomplished that monumental fete, they then had to pack and ship them out before the Russians, who were quickly advancing to occupy Germany, arrived and claim their spoils of war that included all the priceless masterpieces.
Jerry Cutler on Film Starring George Clooney (who directed, co-wrote, co-produced), Matt Damon, Bill Murray, John Goodman, Jean Dujardin, Bob Balaban, Hugh Bonneville and Cate Blanchett, one would think the subject matter would be extremely suspenseful and peppered with humor. One would be wrong. The fault in this case, belongs to one of the Men who wore one too many hats, Clooney. The pacing of the movie was slow and the characters not sufficiently defined. The screenplay was a throwback to the war movies of the 40s with the compulsory smoking, mysterious French beauty working in a commandant’s office, the sympathetic Jewish soldier, scenes that stretch our cohesive sensibilities and a running gag that didn’t run long enough. Following this gracious but fruitless effort, I would love to see Clooney and Damon in a remake of The Odd Couple, Murray and Goodman in a remake of The Sunshine Boys, Dujardin in a remake of any one of Gene Kelly’s movies, Balaban and Bonneville in a remake of a Laurel and Hardy movie and Cate Blanchett, who should win an Oscar for her performance in Woody Allen’s Blue Jasmine, in anything at all. 2-1/2 bagels out of 4 Jerry Cutler, The Courier’s film critic, is rabbi at Creative Arts Temple.

Composer John Cacavas, Actor Chris Jones Also Mourned By John L. Seitz Composer/conductor John Cacavas died Jan. 28 in his Beverly Hills home at age 83. Known for his long association with actor Telly Savalas for whom he wrote the theme music for the Kojak series, his credits also included Hawaii Five-O, Matlock, Columbo and numerous movies. A graduate of Northwestern, Cacavas’ work on Gallant Man with CBS-TV’s Charles Osgood earned a Grammy for the “best spoken word album.
Meanwhile, former Beverly Hills resident, actor Christopher Jones died Jan. 31 at age 72. He had given up a burgeoning movie career–which included turning down a part in Quentin Terantino’s Pulp Fiction–following the murder of his friend Sharon Tate by the Manson “family” in 1969. Before that, he had a major role in David Lean’s Ryan’s Daughter and other films plus TV’s The Legend Of Jesse James. On Broadway, he appeared in Night Of The Iguana.

My world was enhanced by his presence.” Murphy started and promoted the inaugural St. Patrick’s Day parade in Beverly Hills and was active in numerous charities such as St. Vincent Meals on Wheels Foundation, St. John’s Health Center, and John Wayne Cancer Institute, and many others. Besides his wife Anne, he is survived by daughter Geraldine; sons Jamie and Sean; son-in-law Chuck Weiner; and grandchildren Brandon and Charlotte.

Jimmy Murphy, who died last Friday at age 75. The proprietor of the former Jimmy’s Restaurant succumbed after a long battle with pancreatic cancer. The native of Kilkenny, Ireland, left home at 14 to train for a career in the hospitality industry, working and training at the plush Savoy Hotel in London. In 1963, he and his now wife of 50 years, Anne, moved to California. His first stop was at The Beverly Wilshire’s former Bella Fontana and then 14 years as maitre d’ for Kurt Niklas at The Bistro. With the aid of Century City attorney Bill Gould and a number of investors, Murphy then established Jimmy’s Restaurant on Moreno Drive and for the next two decades entertained and fed an adoring “who’s who” of show business, politics and industry. These included Nancy and President Ronald Reagan, Johnny Carson, Frank Sinatra, Jimmy Stewart, Sen. Ted

City Council Honors Memory Of The City’s Edna Holmes By Victoria Talbot The City Council honored the memory of Edna Holmes who died last Friday, worked for the City of Beverly Hills for 42 years. She began her career in the City as a “parkette,” an oldfashioned term for a parking enforcement officer, in 1968 and was promoted several times, eventually becoming a payroll technician. Holmes processed payroll for more than 1,000 employees, including the quarterly reports to the IRS and W-2s for all the employees. She also transmitted data to the retirement system and was the Deferred Comp Liaison. Her work was highly regarded by her colleagues and she was well known as a “stickler” for balancing to the penny. In 2008, she was awarded the prestigious “Employee Excellence” award for her outstanding service and attitude. For the Holmes family the City business was deeply personal. Her husband, Earl, also worked for the City, as does her son, Greg. She is also survived by her daughter, Monica Warren and several grandchildren.

LUNAR NEW YEAR–THE RIGHT WAY Promoting local business is the assigned task of the Beverly Hills Conference & Visitors Bureau. The CVB and the City of Beverly Hills host a fine Chinese New Year celebration tomorrow from 4:30 to 5:30 pm in the 200 block of Rodeo Drive. All are invited to attend. All CVB activities are funded by the City’s “Transient Occupancy Tax,” or “TOT.” Nearly 30 years ago, business owners combined to promote an increase in the TOT with the promise that the City would devote the increase to marketing and promoting Beverly Hills business. Like at last year’s event, you will be able to see the lion dance, Chinese acrobats, and other entertainment. Gifts, too. China has become a major source of business for Beverly Hills and this is the City’s way of recognizing this tradition. This year it’s “The Year of the Horse.” Come see the massive horse sculpture by renowned artist Deborah Butterfield resting comfortably at 2 Rodeo. Kudos to 2 Rodeo’s Bill Wiley for hosting the horse and taking good care of it. The CVB is an independent non-profit that contracts with the City of Beverly Hills to promote tourism, shopping and dining in Beverly Hills. Our major hotels are enjoying record-breaking occupancy – a testament to their fine services. No other place coming close to the size of Beverly Hills can boast such fine Five-and Four-Star hotels as Beverly Hills. The “Fives” – The Peninsula headed by Offer Nissenbaum; The Beverly Hills Hotel led by Ed Mady; L’Ermitage directed by Sal Abaunza; and the newest Montage Beverly Hills led by Hermann Elger. The “Fours” – The Beverly Hilton headed by Sandy Murphy, and The Beverly Wilshire led by Ben Trodd. We boast other fine hotels such as the Luxe on Rodeo Drive (Marcus Mueller), the Thompson and more. These set the standard for residents, visitors and businesses alike. A unique feature of Beverly Hills is the CVB, which coordinates and acts as a prime mover for tourism, shoppers and diners alike. Each major hotelier is a director, as are retail, dining and publishing executives (yours, truly). The independent CVB was set up about about six years ago, when it was removed from the Beverly Hills Chamber of Commerce. After reports of serious financial mismanagement in The Courier (its head was paid $300,000), the City Council commissioned an independent study of the CVB. That study found that the task of a civic visitors bureau was incompatible with a chamber of commerce. Then then-paid head of the Chamber had stated publicly that “local business” was not a priority for him – only out-of-state tourists. After a monthslong investigation, the consultants could find only Avalon, Catalina Island, and Taos, New Mexico, that combined the two tasks of visitors bureau and chamber of commerce. (Avalon said it did not have enough people for two different organizations). The consultants reported that the Chamber was mainly concerned with raising money to pay its staff, rather than promoting local business. A big part of the problem was that the Chamber was caught diverting money from its City contract to pay its staff, but that part is past history. Today, the CVB employs less City money that it received under the Chamber of Commerce but acts as an excellent catalyst for promoting all of Beverly Hills. As Elger of Montage told a recent meeting, “I’ve never been in a city where the major hoteliers cooperated so well to promote the entire destination.” The major hoteliers will join forces at their own expense in Shanghai later this year to host a reception for luxury Chinese travelers. The CVB will fund the party, but the hoteliers will travel and be accommodated at their own expense. All just combined collectively to promote the”Suite 100” initiative in honor of the Beverly Hills Centennial – the first time this has ever happened in Beverly Hills. The initiative was organized and led by the CVB, headed by Julie Wagner, a former Hilton Hotels executive. The results? Revenues are up about 10 percent vs. local industry averages of 4 percent. Thus the City’s tax take is up. Hotel guests go dining and shopping, but the local 9021X zip codes used to provide about 42 percent of the City’s total sales revenues from all sources. That figure has dropped, which is not surprising since local marketing has been ignored until now. To address this, the City Council just reinstated its traditional mid-year award of increased TOT funds to the CVB to resume this part of the CVB’s mission. Historically, the council boosted the CVB’s budget each quarter if the TOT increased. It’s good to see the council again believes that promoting shopping and dining to our local residents is important, too. Rabbi Jacob Pressman GROUNDHOG DAY HAS COME AND GONE Groundhog Day has come and gone and apparently the groundhog saw its shadow, because it looks like we can look forward to six more weeks of winter. The tradition comes from a German legend: if it is sunny on Feb. 2, a hibernating animal casts a shadow and winter will last another month-and-a-half. If it doesn't see it, spring will come early. This entire legendary tradition doesn’t seem to make any difference here in perennially sunny Beverly Hills. For the first time, the prediction fell on Super Bowl Sunday. From Punxsutawney, Pennsylvania, held with pride by men in tuxedos and topper hats, Phil - the most famous of predicting groundhogs - delivered his weather forecast in the form of a poem: “A Super Bowl winner I will not predict, But my weather forecast, you cannot contradict, That’s not a football lying beside me It’s my shadow you see So, six more weeks of winter it shall be!” I am confused by all this because in Beverly Hills I have not seen a groundhog in decades, nor would I recognize it if I saw it. In this City, to observe Groundhog Day would require the importing of a groundhog. The only groundhogs that we see in our city are the people jamming Wilshire and Sunset Boulevards with heavy traffic during our brief rush hours. By 10 p.m. Beverly Hills seems to have gone to sleep and the streets have little traffic indeed. Luckily for our country, the National Climatic Data Center has put Phil's forecasts to the test and found them hardly accurate, declaring the rodent has “no predictive skill.”
LETTER TO THE EDITOR The Process And Proportion In Picking City Commissioners By John A. Mirisch Last week, The Courier published an eye-opening article about how political motives could reasonably be seen to be behind the selection of City commissioners. The Courier revealed that of our 56 commissioners, only 1 had been an official supporter of Nancy Krasne’s campaign, 4 had supported me, 6 had supported Vice Mayor Lili Bosse, 11 had supported Dr. Julian Gold, while 35 – or over 62 percent of all City commissioners – had supported Dr. Willie Brien. The Courier reported that Dr. Brien had served on 11 commissioner selection committees in which he had picked his own campaign supporters. The article also reported how a planning commission applicant rejected last week was the only one in the candidate pool who had not supported Dr. Brien, which would have made her the only planning commissioner with that distinction. Conclusions need to conform to facts, not the other way around. It seems almost indisputable that there is a complete lack of proportionality when it comes to the make-up of our appointed City commissioners versus the make-up of our elected City Council. Such a striking imbalance, whereby individual councilmembers might be in a position to exercise undue influence over our commissions, clearly has the potential to undermine broad resident participation in City affairs in favor of “Insiders’ Club” politics. Perhaps one way of remedying this extreme disparity would be to move to a system which our City used a number of years ago (and is also currently used by a number of other cities), and which is pretty simple. Each councilmember appoints a commissioner. Such a system would ensure that there is a more balanced mix of community members who are allowed to serve on the commissions, and it would also avoid any kind of political litmus test in the selection process. At Tuesday’s council meeting, Councilmember Dr. Brien joked about the number of his supporters on the City commissions and suggested that I “denigrated the City Council” by referring to The Courier article and calling out the double standards which permeated this entire process. I would suggest that a system which in and of itself creates such an imbalance and smacks of political machine politics undermines the entire democratic process and needs to be reformed. Mr. John A.
