February 27, 2014 1:30 PM, or as soon thereafter as the matter may be heard LOCATION: Commission Meeting Room 280A Beverly Hills City Hall 455 North Rexford Drive Beverly Hills, CA 90210 The Planning Commission of the City of Beverly Hills, at its REGULAR meeting on Thursday, February 27, 2014, will hold a public hearing beginning at 1:30 PM, or as soon thereafter as the matter may be heard to consider the following: Zone Text Amendment. A request for a Zone Text Amendment to amend the Beverly Hills Municipal Code regarding provisions for rooftop employee lunchrooms on commercial buildings. Current code provisions allow for rooftop employee lunchrooms to be exempted from applicable parking requirements only when the rooftop lunchroom would exceed the otherwise allowable maximum height for the property. The requested amendment would allow rooftop employee lunchrooms to be exempted from providing parking, regardless of whether said employee lunchroom exceeds the otherwise allowable maximum building height; and Development Plan Review. A request for a Development Plan Review for the property located at 228 South Beverly Drive to allow the construction of an approximately 2,200 square foot rooftop employee lunchroom on the roof deck of the existing building without providing additional parking spaces. This request is being made pursuant to the proposed Zone Text Amendment described above, and would be contingent on the approval of the Zone Text Amendment by the City Council. This project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. The project qualifies for a Class 5 Categorical Exemption for minor alterations in land use limitations and a Class 1 Categorical Exemption for interior and exterior alterations to an existing commercial building, and the project has been determined not to have a significant environmental impact and is exempt from the provisions of CEQA. Any interested person may attend the meeting and be heard or present written comments to the Commission. According to Government Code Section 65009, if you challenge the Commission's action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City, either at or prior to the public hearing. Beverly Hills High School Building Plan Take Shape By Laura Coleman Six years after Beverly Hills voters approved the $334 million Measure E school building bond, the BHUSD continues to make strides in its attempt to actually put a shovel in the ground at the City’s only high school. FOOD FOR THE HOMELESS—Beverly Vista 4th graders brought in more than 1,200 items to feed the homeless. Every year Beverly Vista teams up with the Westside food bank to make 500 lunches to be handed out on Valentine’s Day. The whole elementary school is involved, with K-3 decorating the bags and making cards, and 4-5th grade making and assembling the peanut butter and jelly lunches. Beverly Hills Public Affairs Show Slated To Return

L.A. Superior Court Waits On Christiansen Motions

The City Council has given Magdalena Mirisch the go-ahead to begin production on 15 segments of Beverly Hills View, a Public Affairs program for Beverly Hills TV. The program will take $567 from the Cable and Policy and Management budgets to produce two segments. Each segment will be 30-minutes in length. Some subjects include ongoing a fun look at Centennial celebration events throughout the year. Other segments may be on the Active Adult Club for seniors or after-school programs.

The Los Angeles Superior Court yesterday postponed plans to hear two motions related to former Beverly Hills Unified School District consultant Karen Christiansen until March 14 at 8:30 a.m. A hearing on motions to dismiss filed by defendants in a malicious prosecution action in addition to Christiansen’s motion for judgment on the pleadings in civil case, originally slated to be heard today, will now take place in a month at Dept. 58, Los Angeles Superior Court, 111 N. Hill St.

Alligator And Crocodile Skin Sales May End Beginning in 2015, the sale of alligator and crocodile skins will be prohibited in California. These skins had been prohibited for sale in the state until 2006 when SB 1485 was passed allowing for their sale until the sunset date of 2010.

This sunset date was extended to 2015 by another bill in 2009. With the prohibition date looming and solid conservation programs in effect to sustain native alligator/crocodile populations, many retailers are considering whether to mobilize to change the law.

The technique involves injecting a blue dye and radioactive substance into the lymphatic system near the tumor. As the dye is absorbed, it identifies the sentinel node so that it can be excised and analyzed for evidence of cancer spread. If cancer has not invaded the sentinel node, the surgeon may elect to leave the other healthy lymph nodes in place. “The trial confirms the value of utilizing sentinel node biopsy in melanoma,” Dr. Faries explained. cups all purpose flour cup corn meal whole eggs scallions tsp. baking powder

2 tsp. baking soda 1/2 tbs. sugar 1 cup buttermilk 1 large Idaho potato

Peel and boil potato until tender. Once cooked, cut and allow the steam to escape after pulling it out of the water. Once it is cool enough to handle, grate on a box grater. Add all other ingredients and mix until smooth batter-like consistency. Adjust with more buttermilk if needed. Place on an electric griddle set for 350. Allow pancake to form bubbles on the surface and flip. Make sure you do not pat the pancakes so that they remain fluffy and not dense. Arrange your favorite smoked salmon slices on top of the pancake and gut the edges to a circle. Garnish with créme fraiche and your favorite caviar. Serves 8 people. That’s my bet,” he said. “That’s what they did on the I-110 and the I-10.” In both cases, the HOV lanes were converted to High Occupancy Toll (HOT) lanes for a 1-year demonstration program overseen by Metro and Caltrans and funded with a $210 million “congestion reduction demonstration” grant from the U.S. Department of Transportation. “We build everything to nowhere,” continued Handal,

From the Publisher CLIF SMITH THE PIED PIPER INSISTS IT’S GETTING WARMER, BUT WHERE? As children, most of us were told the tale of the Pied Piper. Middle Ages Hamelin in Germany hired the man with “magic flute” to lead all the rats out of town. When the town didn’t pay, he blew his flute and led all the children out of town never to be seen again. We learned not to follow “pied pipers” – phonies hiding behind good intentions who mean us harm. “Don’t be gullible” was and is the message of the tale. So, are we following “pied pipers”? Modern day “pied pipers” seem to appear regularly in the form of “experts” or politicians, usually playing off of each other to lead us somewhere we should not be going. Thus it is with “man-caused global warming.” Thursday’s USA Today reported on a map just released by the U.S. National Oceanographic and Atmospheric Administration that 49 states of the United States today have snow (only Florida does not). NASA’s National Snow & Ice Data Center reported 10 days ago that the Artic Ice Cap is up by 29-percent. The Washington Post reported that the Antarctic ice cover just hit a 35-year high. Greenland’s ice sheet is at record levels. Honest scientific journals attribute reductions in ice, in the few places confirmed, to changes in wind current patterns. Yet our “pied pipers” of global warming want to de-industrialize the United States while China, India and much of the rest of the world accelerate their use of fossil fuels. Hello compact fluorescents with their high content of mercury; good-bye incandescent bulbs. Did you see the photos from Atlanta, Georgia? It’s buried in snow and ice. Ditto all over the country in places unaccustomed to the snow and ice. Just to show that Mother Nature has a wicked sense of humor, recall this past December when “warming hunters” got trapped in the Antarctic sea ice. Even the rescuers got stuck. The Russian research vessel, MV Akademik Shokalskiy had a terrible time getting out of the fast ice around Christmas Eve in the Commonwealth Bay region of Antarctica. Did the pied piper lead the ship there? If “global warming” is the piper, then “yes” he did. So, just how gullible are we as a nation to this stuff? Answer: pretty gullible. Where is the truly credible evidence of “man-caused global warming”? The “case for” global warming is mainly a series of computer models based on assumptions proven false every day. We now know from intercepted emails that the leadership of the “man-caused global warming” crowd plotted, planned, doctored, manipulated much of the story. We also know that they actively campaigned against anyone who disagreed with them. “Deniers” is now the epithet thrown at skeptics who demand real evidence. “Deniers” of course is swiped from the label applied to those who ignorantly or dishonestly deny that the Nazi Holocaust occurred is the ultimate in misuse of language. To equate one with the other is to degrade and disparage the horrible truth about the Nazi genocide. To say that “the evidence is not there” is not the same as running extermination camps. To those of us who believe in rational persuasion based on logic and facts, bringing in terminology that demonizes scientific inquiry only proves that the demonizers have no case. In contrast to those who demonize people who ask legitimate questions and who search for real – not computer-generated – facts, look at those on the other side. The case against “man-caused global warming” is much simpler and more direct – go measure the ice and the temperatures. The Earth is getting colder, not warmer. In fact, the more observant scientists are suspecting that our release of hydrocarbons may be the only thing slowing the cooling. The much more adult view is that Earth’s temperature fluctuates. Always has. From reading the thermometer and looking at the ice and snow on the ground, in the trees, on the mountains and streets, and trapping MV Akademic Shokalskiy we can see for ourselves that if “man” is causing “global warming,” right now we’re doing a really poor job of it. We treat the Pied Piper tale as a parable about gullibility. None of us will admit to following a pied piper, but that is exactly what our government, many academics (most of whom get paid for “global warming”) and the hysterics are doing. On the other hand, it is 81 degrees in Beverly Hills on Valentine’s Day. But then again, it’s always about 81 degrees in Beverly Hills. And we’ll follow anyone to Beverly Hills any time, pied piper or not!

Rabbi Jacob Pressman A MONTH OF DAYS February seems to have singled itself out as a month of special days. National Freedom Day on the 1st; Groundhog Day on the 2nd;, Valentine’s Day today, the 14th and Presidents’ Day on the 17th. For most of the country, unlike here in sunny California, it is the dead of winter. This year especially, most of our nation has been extremely cold. Many people are suffering from the lowest temperatures of the times. The news from the Midwest and the East are full of pictures of blizzards and heavy snow. For those of us who have always lived in the West, it is really difficult to appreciate the discomfort of those suffering an especially cold winter. As snow fills the streets and becomes soiled by the products of city living, I am certain that many people in the East can hardly wait for the thaw time and the subsequent cleanup in our major cities there. Marge and I have lived in Philadelphia and New York and remember well the severe winters we endured there. I remember living in Philadelphia as a child and climbing over snow barriers to get just across the street from my house to the school I attended. I remember also the cleanup of the debris left by the piles of snow and ice. In a year of heavy snows, the chill of winter seemed to last for months until finally spring melted it all away.

LETTERS TO THE EDITOR Mayor John Mirisch complains that there is a complete lack of proportionality when it comes to the makeup of our appointed City commissioners versus the makeup of our elected City Council, concluding that certain individual councilmembers have a greater percentage of their supporters on commissions and, arguably, could exercise greater influence over a particular commission. The mayor then suggests if each councilmember was given the right to appoint one commissioner on each commission, it would ensure a fairer selection process. The problem with this proposal is that instead of eliminating council influence on our commissions and promoting greater independence of commissioners, it would do just the opposite. If council-members were each permitted to select their own commissioner then that commissioner would be beholding to that councilmember’s particular views, resulting in no independent decisions. In reality, no single councilmember has any greater influence or power in selecting commissioners than another. It takes 3 votes on the council to appoint any particular commissioner. While any 1 councilmember may from time to time have more of his or her endorsers on commissions than another member, it is not a true litmus test of anything considering that most, if not all of the commissioners, have endorsed various council members from time to time, and certainly more than one in any particular election. The process of selecting commissioners would be improved if the council would stop its past practice of rubber stamping the council/commission subcommittee's recommendations. Rather, before voting, the mayor should ask for additional nominations from the councilmembers who can either agree with the subcommittee's recommendation or nominate another candidate for council consideration. Stephen P. Webb Mr. Webb is a former mayor of Beverly Hills ****** Regarding Mayor John Mirisch’s letter, I say “whew!” Can't we practice “k.i.s.s.” in addressing our City's well being? The hint of impropriety in government, as in the picking City commissioners is, should cause our elected officials to immediately jump into action. No, perhaps or quite possibly or maybe–just act. Single term term limits for all elected and appointed positions in our government-including but not limited to the mayor, the City Council, commissioners....and that means running for any other office or appointment. Once your term is over, it’s back to the farm or wherever else they came from, with our thanks for a job well done. And, the term should be limited to 1 or 2 years at the most. Robert Block ****** Since when is it wrong for a councilmember to promote supporters who wish to serve the City. The Courier’s article concerning Dr. Willy Brien and the appointment of commissioners is naive at best and more likely a contrived controversy to continue the newspaper’s unrelenting attacks on him. Is anyone claiming any of the commissioners Dr Brien supported are doing a bad job? Are any of his appointments less qualified then other councilmember appointees? The fact a councilmember works to support people who wish to serve the City should be lauded and not denounced by The Courier. Howard Wallack
