Four Years Later, City Plants Trees On Lot 13 By Victoria Talbot This week, residents were treated to a rare sight as 51 trees, most of them between 25-50 feet tall, were transported from the flatbeds they arrived on by a massive crane, suspended momentarily above the ground awaiting placement. The City of Beverly Hills is finally planting trees on the south side of Parcel 13. It was spring 2017 when former Assistant Director of Public Works Trish Rhay presented a tree-
management plan to care for the 83 trees on the City’s 20-foot easement. The plan began with the care and maintenance of the trees, neglected over a 50-year span. Since then, the City embarked on an aggressive campaign to bring the trees back to health and to fill in gaps in the canopies where trees had failed. The property, owned by the Beverly Hills Land Company, constitutes approximately five acres, encompassing Lot 12 and Lot 13 (see ‘LOT 13’ page 10)
School Board Looks To Tackle ‘Bullying Epidemic’ By Laura Coleman As everyone knows, kids are no slouches when it comes to building themselves up at the expense of others. To that end, Beverly Hills Unified is looking to get a handle on the issue of bullying that continues to plague its schools. In addition to launching two behavior programs designed to curb bullying, on Tuesday the Board of Education discussed creating a Behavior Modification Leadership Committee in order to more fully get a handle on the situation. “I thought it might be worthwhile to discuss convening a committee that could leverage the resources of the community with the intention of supporting and assisting BHUSD in an ongoing
effort to address the bullying epidemic in our community,” said board member Tristen WalkerShuman. Shuman, who previously served as a member of the district’s Future Focused Schools Committee, which ultimately provided a recommendation to the board to create a dedicated middle school, likened the creation of this new committee to the one she previously sat on. The two new initiatives, spearheaded by Assistant Superintendent for Student Services Laura Chism, with the support of the Beverly Hills Education Foundation, are Positive Behavior Interventions and Supports (PBIS) and the Olweus Anti-Bullying Program. (see ‘BULLYING’ page 20)
By Laura Coleman Come fall 2019, Beverly Hills Unified School District may well be the most advanced public school district in the nation when it comes to safety. Following the hire of iXero last summer to create a comprehensive school safety and security plan to harden the campuses to intruders while protecting students within, the school district is slated to start the next school year with a state-of-the-art fusion center. The intelligence hub, which has yet to be named, will be modeled off the one at Disneyland. While high-level threats are far and few between
throughout the City, according to Beverly Hills Police Chief Sandra Spagnoli, increasing the level of safety is unequivocally positive. “We’re very proactive. We want to make sure that when we receive threats we’re still in front of them,” she said. BHUSD will be the first district in the nation to have a fusion center of this type, which will be staffed 24 hours a day, ensuring that intelligence information is shared in real time. In addition to hiring private armed security through Calabasas-based Nastec International, Inc. last year, bringing the total number of (see ‘SAFETY’ page 20)

The scandal hit home when a prominent Beverly Hills resident was arrested. Jane Buckingham, founder and President of a boutique marketing firm, was charged in a criminal complaint with conspiracy to commit mail and wire fraud. Buckingham is the author of The Modern Girl’s Guide series, including ironically, The
Modern Girls’ Guide to Sticky Situations. Amazon’s bio says, “Jane Buckingham is the president of Trendera, an innovative marketing and media consulting firm with numerous Fortune 500 companies as clients. She is a contributing editor to Cosmopolitan, a regular guest on Good Morning America and The View and was recently named by Elle as one of the 25 Most Powerful Women in Hollywood. She lives in Los Angeles with her husband, bestselling business author Marcus Buckingham, and their two children, Jack and Lilia.” She is one of dozens of individuals named in a scheme to guarantee their high school (see ‘ADMISSIONS SCAM’ page 27)

Wolfgang’s Steakhouse Closes Its Doors, Making Way For Nate’n Al Move By Matt Lopez Wolfgang’s Steakhouse, which served its trademarks steak, chops and seafood for more than a decade in Beverly Hills, quietly closed its doors on Canon Drive this week. Wolfgang’s final night of service was Sunday. Wolfgang’s is expected to be replaced at the 443 N. Canon Dr. location by Nate’n Al Delicatessen, which is moving its operations from its longtime Beverly Drive spot one block over to Canon. When reached for comment this week by the Eater LA website, repre-
sentatives from Wolfgang’s said the restaurant was actively seeking out new locations in Beverly Hills and beyond, and said they “wish the new tenants the best.” Wolfgang’s is expected to make an announcement about a new location sometime in the next few months. Upcoming BHHS Book Salon To Feature Susan Orlean’s Latest: The Library Book
By Laura Coleman There’s nothing quite like a good book and the power it holds to transport the reader to another realm. Continuing a strong tradition of brilliant literary experiences, the upcoming Beverly Hills High School PTSA book salon on April 11 at 7 p.m. is set to explore the art of writing at its core with an intimate discussion by author Susan Orlean on her latest work, The Library Book. Weaving her lifelong love of books and reading into an investigation of a disasterous fire at the L.A. Public Library in 1986, award-winning New Yorker reporter and The New York Times bestselling author Orlean delivers a mesmerizing and uniquely compelling book that manages to tell the broader story of libraries and librarians in a way that has
never been done before. “There’s never been anything like The Library Book,” described esteemed BHHS English teacher Julie Goler, who will moderate the conversation. “The Library Book reads like a thriller. Who set the fire? Why? In this nonfiction book, librarians are superheroes and libraries are ports of solace and salvation.” Goler highlighted how at the time of the fire, which burned for more than seven hours and consumed 400,000 books and damaged almost twice that number, libraries were one of the only bastions of information. Back then, having the Internet at our fingertips was still decades in the future. To purchase tickets for this riveting fundraiser, visit: https://bhhsptsabooksalonlibrarybook.eventbrite.com.

South African Woman Is Newest Senior Forensic Specialist With Beverly Hills Police By Victoria Talbot Segalit Oz loves her work with the Beverly Hills Police Department. “This is my American Dream. It’s afforded me such a life. It’s been nothing but good to me,” said Oz. She has just received a promotion to senior forensic specialist, a position she has worked towards for years. Forensic specialists process evidence at crime scenes for latent prints and DNA, they collect and book evidence, perform complex chemical, physical, microscopic, and instrumental analyses of physical evidence and controlled substances. As a senior forensic specialist, she performs crime scene processing and provides expert testimony in court cases. A South African native, Oz emigrated to the United States
as a teenager on a student visa, joining her father and sister after high school. At UCLA, she studied geography and urban planning with a minor in cartography, or map-making, and took a job with Thomas Bros. after graduating. Then, in 1999, Oz decided she didn’t want to be in an office anymore. She took a position in records with the Beverly Hills Police Department.
“I loved the structure, the rules, law…” she said. “I got to see how the system works, municipal codes and report writing… I started in records. It just got me in, working my way up.” Three years later, Oz transferred to property and evidence, working closely with the Identification Bureau, or forensics. The work gripped her. She enrolled at Rio Hondo College and, 12 years ago, received her Forensics Certification. “I love it,” she said. She waited five years for an opening, but she says, “I’m patient.” Beverly Hills is a small agency, and for Oz, that translates (see ‘BHPD’ page 20)
U.S. Holocaust Memorial Museum To Present ‘What Did American Faith Communities Stand For?’ By Laura Coleman In a nod to the power of the individual, the United States Holocaust Memorial Museum will explore the various responses of American faith communities during the Holocaust and how their leaders’ actions inspired others. The upcoming lecture on Wednesday, March 20, “What Did American Faith Communities Stand For?” is part of the 10th annual Linda and Tony Rubin Lecture series program. “This important program will help us understand the varied paths that some religious leaders and faith-based organizations took during the rise of Nazism amidst the prevailing dangers at that time,” said Marla Eglash Abraham, the museum’s western regional director. “Theological and ethical discussions that evening will help identify avenues of action in our era to ensure similar outcomes never happen again.” In the 25 years since it opened, the museum has educated and inspired more than 43 million visitors, including more than 10 million children and nearly 100 heads of state. A permanent
reminder on the National Mall in Washington of what can occur when the world fails to take action, the museum inspires citizens and leaders alike to confront hate and indifference, end genocide and promote human dignity. Panelists include: Suzanne Brown Fleming, the museum’s director of International Academic Programs; Stephen R. Haynes, professor of Religious Studies at Rhodes College; and Jody Myers, professor of Religious Studies and director of the Jewish Studies Interdisciplinary Program at California State University, Northridge. The discussion will be moderated by Dan Schnur, Jewish Journal columnist and professor of Political Communications and Leadership at USC. The program, which will take place at Westwood United Methodist Church in Los Angeles at 7:30 p.m. is free and open to the public. Advance registration is required at ushmm.org/events/faith-la. For more information, contact the museum at 310-556-3222 or email western@ushmm.org.

Patricia Rust has taped into a social phenomenon. She wants children to put down their Smart phones— and other electronic devices—and be kids. The author of other children’s books like Jackie the Angel (2018 and named after her mother) and the wildly popular The King of Skittledeedoo (1999), has now written Step Away from the Phone to help children disconnect, tap into their Patricia Rust imaginations and seek out friendships with other children. She will take part in a reading and book signing at 1 p.m., Saturday, March 23 at Book Soup, 8818 Sunset Blvd., West Hollywood. Rust got the idea for her latest book when she was at a doctor’s waiting room and noticed children texting and talking on their parents’ phone. “There were no books, just children glued to their phones,” Rust says. A long-time advocate for children’s literacy through her nonprofit Power for Kids, Rust has been working and planning the book for several years and even gave early drafts to psychiatrists for review. Some told her they had treated children as young as 5 for cell-phone addiction. “The response so far has been terrific and I think I’ve really taped into something,” says Rust who has a Ph.D. in child psychology. Rust’s goal of the book “is to transport children to other places and impart magic into their imaginations.” The book begins with a boy riding his bike and encouraging friends to “stop texting and come over and play.”
What follow is a series of adventures where readers chase rainbows, swim with turtles, and create with friends. Each page also includes a vocabulary word brought to life through the whimsical illustrations by local artist Aiden Khuiphum. “I tried to think of wacky and fun things kids would do to tap into their creativity, other than looking at a screen,” says Rust. So for “listen,” children dance to an animal band and for “big” they enjoy giant cupcakes. Rust has even thrown in some earth-friendly messages, so for “care” children plant a tree and for “grow” they plant a seed. Rust, who has written for several Emmy-winning TV shows, and Disney TV and features, is currently finishing Head Over Heels, a screenplay about her Beverly Hills’ born-and-bred Mother Jackie Knox Rust, and her life before WWII broke out. Jackie was a classmate of Betty White at BHHS and went on to serve as president and program chair of the Beverly Hills Women Club, where Rust is now an active member. Rust’s books are available on Amazon. —Steve Simmons

between Civic Center Way and N. Santa Monica Boulevard. The site was a railroad right-of-way from 1926-1998, though it had ceased to operate decades earlier. Now heavily contaminated with arsenic in the soil, the City’s residents are still smarting from the City’s unannounced, unpermitted and stealthy removal of 196 trees on the north side of the property and the subsequent potential release of fugitive toxic dust in the residential and commercial zones surrounding the lots Nov. 21-22, 2015. This time, under Public Works Director Shana Epstein, the planting was performed with proper environmental safeguards and the crew included a OSHA 40-hour Certified HAZWOPER contractor. Contaminated soil was removed for proper disposal and the proper safeguards were in place to
ensure the community’s safety. Several varieties of trees are included in the mix, some as tall as 96 inches. Pinus eldarica, podocarpus gracilier, pinus pinea, pinus canariensis, ficus nitida, and other varieties hardy enough to withstand changes in the soil from the eucalyptus trees and large enough to satisfy the requirements of the community and are welcomed by the residents. The reforestation of the south side is some compensation for the removal of the buffer trees to the north. Residents continue to express their interest in seeing additional trees replanted. To date, the City has never taken responsibility for allowing the illegal removal of the trees, which were on the public right-of-way and on private property. The trees on the north side have been replaced by a new curb-andgutter on Santa Monica Boulevard, a low row of bushes and a new fence.

Judge Orders Hadid To Tear Down Parts Of 901 Strada Vecchia Megamansion By Matt Lopez A Los Angeles Superior Court judge has ordered demolition of developer Mohamed Hadid’s monstrous megamansion at 901 Strada Vecchia in Bel Air, dubbed the Starship Enterprise by neighbors. Judge Craig Karlan demanded that the illegal third floor of the more than 30,000-square-foot megamansion must come down within the next two months. Additionally, the megamansion’s massive pool deck – which was constructed without permit – must be removed by September 15, 2019. Karlan was taking no chances with any issues that might arise to delay the teardowns. He ordered that L.A. city inspectors will make two unannounced visits to the site each weekday, and once on Saturday’s, in an effort to make sure the demolition is being carried out in a safe and timely manner. Hadid will foot the bill for those inspections. Additionally, a “Certified Safety Monitor” is required to be on site for any demolition work, which is to be carried out by a licensed contractor. The order to tear down the unper-
mitted work came after six court hearings that were held in an effort to reach a resolution for concerned neighbors who feared that given that large portions of the home were constructed illegally, it posed a threat to the hillside. No explosives or bulldozers will be allowed in the demolition, and a fivefoot high chain-link fence lined with plywood will be erected before the pool deck is removed. The illegally-built third story must be torn down by May 15, said Karlan, and demolition of the pool deck is to start no later than April 15, with a September 15 finish date. After the hearing, Hadid told British tabloid Daily Mail that he would adhere to Judge Karlan’s orders, but attempted to leave some wiggle room open on timing, telling the paper that with “the heavy rain we’ve been having in LA, that could delay the demolition work and we may have to go back to the judge to ask for an extension.” Hadid claims that once demolition is complete, he plans to replace the illegal pool deck with a smaller deck and swimming pool.
Report: United States New Home Sales Slow In January Sales of new US homes in January unexpectedly fell to their slowest pace in three months while prices edged downward, the government reported Thursday. But the slowdown followed a major upward revision to December in the erratic data, suggesting consumer demand remained healthy, according to the Commerce Department. Sales of new single-family homes fell a steep 6.9 percent to an annual rate of 607,000 units, the slowest pace since October, below what economists had been expecting. The result in the data, which had been delayed due to the five-week December-January government shutdown, put the first month of the year 4.1 percent below January of 2018. Officials also warn housing numbers, which fell well within broad margins of error, are subject to major revi-
sions and clear trends may not emerge for six months. With interest rates falling and supplies rising, a pickup beginning in late 2018 could reverse last year's decline, which had caused analysts to worry growth in the U.S. economy had peaked. But gains in construction and a recent decline in mortgage rates have helped ease some pressures on the market. Inventories fell marginally to 336,000 homes on the market in January, representing a supply of 6.6 months at the current sales pace, up 4.8 percent. Median prices fell 0.6 percent to $317,200, while the average price was essentially unchanged at $373,100. Ian Shepherdson of Pantheon Macroeconomics said the January dip could be ignored. –––– AFP

Thriller Stockholm, Crime-Drama Albanian Gangster Star At The Method Fest
TOUGH GUY—The Bronx crime thriller Albanian Gangster will get its world premiere at 7:30 p.m., Monday, March 25 at The Method Fest at Laemmle’s Ahrya Fine Arts, 8556 Wilshire Blvd., Beverly Hills. The film introduces John Rezaj (above) in the title role of Leon, a real-life tough guy who after making a couple of movies, now wants to pursue a career as an actor. The film’s director Matthew A. Brown did months of research, diving deep and spending many long nights in the Albanian neighborhoods of Throgg’s Neck and Morris Park in the Bronx and Astoria, Queens. “I knew if I was going to tell a truly authentic story about this virtually impenetrable community — at least mostly impenetrable to even the FBI – I decided our mission was to grant viewers a unique and fresh take on the gangster genre. I therefore had to get to know the actual guys, the way they live, breathe, move.” After immersing himself in the pockets of NYC where Albanians have put down roots over the years, Brown met a man who at first introduced himself as a real estate agent, but then later revealed that the real estate business was just a front and he was actually a bookie working for a known criminal organization. Trusting the filmmaker more and more, he told Brown of another guy, a major guy in the Albanian mafia world, and offered to set a meeting, saying that if this guy wanted, he could help, but after that it was all on Brown to follow through. The meeting went better than Brown could’ve imagined. “This guy told me he has the right guy for me and what I was looking to do. So, after layer upon layer, I was introduced to John Rezaj.” Brown just drove across the country from New York, followed closely by his wife Ashley Williams (who plays Leon’s love interest in the film) and their two children. Having chosen The Method Fest a months ago for the launch of the film, the family is now putting down permanent roots in L.A.
STOCKHOLM SYNDROME—Ethan Hawke stars as Kaj Hansson in Stockholm, based on the true story of the 1973 bank heist and hostage crisis in Stockholm. The film will be the opening night film of The Method Fest Independent Film Festival, at 7 p.m. at Laemmle's Ahyra Fine Arts Theatre in Beverly Hills. Lunched in 1999 at the Laemmle Playhouse in Pasadena, The Method Fest has showcased and honored the work of such iconic actors, directors and casting directors as Bruce Dern, Naomi Watts, Bill Paxton, Frances Fisher, Dennis Hopper, Christopher Plummer, Lily Holleman, Melissa Leo, Richard Jenkins, Jeff Bridges, Beau Bridges, Michael Madsen, Julie Harris, Ruby Dee, Kevin Pollak, David Carradine, Martin Landau, Crispin Glover; Martha Coolidge, Chazz Palminteri, Ronnie Yeskell, Peter Falk, Lainie Kazan, Diane Ladd, Henry Jaglom, Mark Rydell, Agnieszka Holland, Rod Steiger, Mali Finn, James Earl Jones, Karen Black and Maximilian Schell. After 12 years, festival co-founder Don Franken took a leave of absence to produce such films as The Kid:Chamaco starring Martin Sheen.

Children’s Hospital Los Angeles (CHLA) recently performed its first dextrocardia heart transplant. The child, known as Baby Ruben, was born with dextrocardia and complex heterotaxy syndrome—including a single ventricle and discontinuous pulmonary arteries, along with other defects. The child received a heart transplant at CHLA at 2 years of age. Before the surgery, Ruben Corona’s preoperative heart, was sitting backwards in his chest, pointing toward the right side of the chest instead of the left. CHLA cardiothoracic surgeons performed a Glenn procedure (the second of three Hypoplastic Left Heart Syndrome palliative surgeries). In the new, transplanted heart—the misplaced blood vessels have been rearranged to accommodate the normal donor’s heart. An animated graphic illustrating the “before and after” of the surgery may be viewed at https://www.youtube.com/watch?v=mFLssyoaE zE#action=share. “I tell my trainees all the time, ‘You don’t get to complain about complex anatomy,’” says Dr. Cynthia Herrington, surgical director of the Heart Transplant Program at CHLA. “Because that’s what we do. This is what we thrive on here.” “It was all doable,” says Dr. Herrington, who had performed one other dextrocardia transplant earlier in her career. “We just took the steps and walked through.” Dr. Sarah Badran, one of Ruben’s CHLA cardiologists, watched much of the surgery and describes it differently. “It was a massive reconstruction to fit a normal-shaped heart in a backwards space,” she says. “The way she brought the liver and inferior vena cava veins over, the amount of extensions she had to use to make things connect and not be twisted—it was amazing. I don’t know of a lot of surgeons who could have done that, Badran added.”

Providence St. Joseph Health, Cedars-Sinai Expand Healthcare In The San Fernando Valley Two of Southern California’s leading nonprofit healthcare organizations have agreed to create a joint venture that will own and operate Providence Tarzana Medical Center. Providence St. Joseph Health and Cedars-Sinai are coming together to enhance access to highly skilled medical care, specialized services and advanced health programs for the Tarzana community. The medical center’s new name will be Providence Cedars-Sinai Tarzana Medical Center. Providence will retain controlling interest in the medical center, which will retain its Catholic identity while respecting the diversity of all faiths. Providence and CedarsSinai will jointly continue the build-out and redevelopment of the Tarzana campus, including a new patient-care tower with all private rooms, an expanded Emergency Department, new diagnostic and treatment services, and enhanced outpatient and ambulatory services already under development. The hospital is
set for completion in 2022. “This unique partnership brings together two missionfocused organizations that will work together to build the hospital of the future on the Providence Tarzana campus and provide high-quality care close to home,” said Erik G. Wexler, chief executive, Providence St. Joseph Health Southern California. The joint venture will expand primary and specialty care services on the Providence Tarzana campus as well as enhance other programs, including heart, cancer and women’s services. For particular services, such as those serving transplant patients, the partnership will provide a continuum of care that ensures access to highquality care during every phase of the healing process. Thomas M. Priselac, Cedars-Sinai president and CEO, said the combined resources and talent of the two organizations will enhance the continuum of care offered throughout the area. “Our joint vision is driven by a dedication
to provide residents of the San Fernando Valley with convenient access to an expert community of physicians who deliver the highest quality clinical care,” Priselac said. “We’re delighted that this partnership will have such a meaningful impact on the health of our region.” During the coming year, patients will begin to see the expanded benefits of the new Providence Cedars-Sinai Tarzana Medical Center as both organizations begin to consult on offering a broader range of services to residents of the San Fernando Valley. “By 2022, the greater San Fernando Valley community will see the completion of a best-in-class medical center campus,” said Dale Surowitz, chief executive of Providence Tarzana Medical Center. “This is an exciting time as we usher in a new era in healthcare for the communities we serve.” Through the joint venture, Providence and Cedars-Sinai will both continue to operate as separate, independent healthcare organizations.

UCLA’s Institute of the Environment & Sustainability (IoES) held the “Hollywood for Science Gala,” presented by Chopard, at the beautiful Bel-Air estate of Jeanne and Tony Pritzker. This year’s annual event honored the legendary Barbra Streisand and renowned super model Gisele Bundchen for their environmental activism. Performing there were six-time Grammy-winning Lauryn Hill and another Grammy awardee CeeLo Green. Proceeds benefit IoES and all of its initiatives. Hosting was IoES Global Fundraising Chairman Milutin Gatsby as well as Lawrence Bender and Alexandria Jackson. Streisand, who was introduced by Norman Lear, expressed her gratitude to IoES for its work to support a healthy planet. “I’ve always been struck by the Iroquois’ Seven Generations principle. Before they made any decision, they considered the impact it would have seven generations to come.”
Children’s Burn Foundation (www.childburn.org) held its 24th “Giving New Hope Benefit” at The Beverly Hilton and honored Wendy Wachtell and Bob Graziano with the Giving New Hope Award and The L.A. Troupe with the Spirit of Humanity Award. “Our foundation bestows these awards to leaders within our community who have given young people hope for a better future,” stated Kathy Toppino, trustees’ chair. The L.A. Troupe, starring Koni McCurdy and Nicholas DaltonPawle, received its honor for its partnership with the foundation aimed at bringing theatrical fire prevention and burn safety education to schools and communities. So far more than 1 million students have been educated by its interactive shows. The event was hosted by Ellen Danna, benefit chair along with dinner co-chairs Esther and Tom Wachtell and Carol and Doug Mancino. More than $15 million has been raised since 1996 for state-of-the-art medical treatment for children who have suffered severe burn injuries, as well as fire safety and burn prevention programs for children and families. KNBC’s Fritz Coleman was the emcee while Kechi Okwuchi, burn survivor and finalist of America’s Got Talent: The Champions, was the inspiring featured entertainment. Teenage burn survivors who have grown up participating in CBF programs were the focus of the evening’s inspiring video created by filmmaker Natalie Toppino and narrated by veteran actor Sam Elliott.

Frances Allen’s Desert
Roundup Think of it as an artistic treasure hunt, only the treasures are on display for all to see. The only challenges are uncovering their locations at sites spread out across the Coachella Valley. “Desert X,” as the activity is known, is a site-specific, contemporary art exhibition held in the Coachella Valley every two years. Having begun in 2017, this year marks the second biennial display of the works shown by “Desert X.” The exhibition is meant to bring attention to the Valley’s environment through the display of works by emerging artists. The subject matters of interest to “Desert X” include climate change, immigration, tourism, gambling and Native American culture. However, and this is where “Desert X” becomes a treasure hunt, the works of art are not displayed in a brick-and-mortar gallery but rather al fresco, the works of art becoming an integral part of the piece. As an example, “Desert X 2017” included a camouflaged house covered in mirrors. There was also an autonomous vehicle known as the “ShyBot” programmed to avoid people, as well as an underground bunker with a kitsch sculpture of John F. Kennedy. In Feb. 2017, the robot’s creator–an Italian artist known as “Norma Jeane”– lost all contact and communication with ‘ShyBot.” Some thought the art robot was “botnapped,” but in July 2018, an off-roader found “ShyBot” and, via a code on its body, was able to find and return its remains. There are about 36 works in this year’s “Desert X” event which is scheduled to run until April 21. Its sites are literally scattered across the Desert and you will need a map and clues to find them, but are available at www. desertx.org. One clue: a “Desert X” piece was recently seen being installed at Sunnylands, Rancho Mirage’s Annenberg retreat. Savvy guests will know how to combine the installation with the traditional, Annenberg’s freeSunday-in-March Sunday concert series with information available at 760-202-2266.

armed guards to eight and unarmed guards to 12, over the past year BHUSD has implemented a visitor registration system called Raptor. “It’s very good to know who’s on your campus,” said Chris Hertz, director of School Safety. “You can look at any time and see photos; when they arrived; where they said they are going.” In addition to helping locate people in the event of a major catastrophe such as an earthquake, the system allows the school district to comply with the law when it comes to registered sex offenders gaining access to schools. The school district also is now in the midst of a robust installation of CCTV’s. There are currently roughly 100 functional cameras inside Horace Mann, providing visual intel into virtually every crevice of the campus, excluding inside classrooms and bathrooms. In addition to BHPD, top administrators and principals have access to the cameras, including from smart phones. Hertz said that each of the other schools in the district

into being able to follow a crime through every phase, right up to the courtroom. There are now two Senior Forensics Specialists, and two Forensics Specialists. When a crime is committed, her team is called out to collect evidence. They swab for DNA or fingerprints, depending on the crime scene. The information returns to the lab for processing. Fingerprints are entered into the MBIS database to look for a match that will identify the suspect or suspects. At a crime scene where the perpetrators have not left prints, the Forensic Specialists look for DNA by swabbing surfaces. DNA samples are processed at a private crime lab, which gives Beverly Hills a 2-month turnaround for information, unlike LAPD, where it can take many months. For a homicide or other significant event, results can even be rushed.
will eventually be on par with Horace Mann next year, with the goal of having a few dozen operational CCTV’s inside each school by the beginning of fall 2019. In addition to providing direct feeds for various individuals, the fusion center will be able to actively monitor the cameras. “They’re not there for discipline,” Hertz emphasized. “They’re built for law-enforcement.” Through the Joint Powers Agreement, the City helps the district maintain and operate the cameras. Additionally, the school district just rolled out Share911, an internal communications system that allows people within a building to stay in touch with each other during a crisis. “This tool allows any person in that building or on that channel to check in and give updates during the crisis,” Hertz described, underscoring how useful it could be in a lockdown situation. “Everybody would know instantly in that situation that there’s a dangerous situation and to take shelter.” “Combined with cameras, it’s a real game changer,” he Last year, she estimates the Identification Bureau produced 50 identifications with DNA. “We’re doing all aspects, we get to testify in court to complete all the stages of an investigation,” she said. “We are an independent department and we work closely with detectives.” Detectives handle the cases. They arrest suspects. Subpoenas are sent out. “We represent Beverly Hills in court.” Sometimes, however, subpoenas do not go out. “A lot of times, a D.A. (District Attorney) won’t file,” she said. “We’re working so hard, day in and day out. But so are the burglars.” Forensics specialists are not sworn police officers. They represent one of the many Departments that are staffed by dedicated civilian employees, vital to the BHPD. Non-sworn staff include Property and Evidence, Dispatch, Jailers, Traffic Control,Traffic Specialists and

Partners Bank Opens First Beverly Hills Branch By Matt Lopez Partners Bank of California this week opened a Beverly Hills branch at 8484 Wilshire Blvd., Suite 520. The new Beverly Hills branch offers full-service business and private banking, as well as the bank’s full array of commercial lending solutions to clients in the Los Angeles area. “We’re thrilled about what this expansion means to our bank and most importantly to our clients in Los
Angeles,” said Executive Chairman, Mike Ahmar. “We believe in the safe and sound growth of our financial institution, while always providing the best possible service and value to our clients and shareholders.” Partners Bank’s Beverly Hills location is open from 9 a.m. to 4 p.m. Monday-Friday. Headquartered in Mission Viejo, Partners Bank had $257 million in total assets as of December 31, 2018.
BULLYING
“Our implementation of PBIS begins as a shift in how students are disciplined by identifying behaviors as discreet skills that must be taught, retaught and sometimes, taught again,” Chism described. “PBIS is the continual cycle of teaching, modeling, recognizing and reinforcing positive behaviors. This research-based framework takes time to develop and years to fully implement.” Board President Noah Margo, however, expressed skepticism on the program. “PBIS is not going to solve
the bullying program,” he said. “Parents are going to solve the bullying problem.” Multiple parents told the Courier that they had left the school district to enroll their children in private schools as a direct result of bullying. Chism said that the Olweus anti-bullying program will improve peer relations and make schools safer. “This will help solve a problem that we are working with on a daily basis,” Chism told the board during their discussion on creating a new committee. “It’s not that the behaviors are being ignored. It’s that our behaviors are ineffective.”
Records, all fundamental to the functioning of the Department. “There is nothing better than serving as a non-sworn civilian. We are just as important; the goal is teamwork. All of us share that goal – to solve crime and to keep Beverly Hills safe. We’re definitely there for the community.” The job has an emotional component, Oz admits. “I’m a nice Jewish girl. I’m working with death,” she said. “You can never forget traffic accidents. We align ourselves with the victims. With suicide and all tragedies, we have to process the scene around them. You feel their pain… We work for the victim. It definitely affects us.” In 2016, under the new Chief Sandra Spagnoli, the Department underwent a reorganization. For Oz, it was great. “It made everyone accountable for our jobs… For a residential burglary, at least two of us are going out [to crime scenes] now… This Chief has brought structure.”
Chief Spagnoli, she said, provides the Identification Bureau with whatever equipment they need so they can do their jobs. Oz is sure that soon, technology will be so good that Forensics could be able to profile DNA at the scene. “Databases are getting bigger, cross-referencing each other. Beverly Hills is staying on top of that, staying current. The Chief provides all the equipment and tools we need and she’s putting the right people in the right places.” When the Courier spoke to her, Oz was getting additional training, something she says the Chief promotes. “We go to all the trainings and conferences. She really pushes for the training.” Oz has reached the top of her profession, and she loves working at the Department. “Is it emotional? Yes, that is one of the challenges. Human emotions… It’s not CSI. Its more complicated. There are real feelings, real life. But there is nothing better.”

ADMISSIONS SCAM (Continued from page 1)
students’ admission to prestigious universities. Buckingham is accused of paying $50,000 for an ACT proctor to take the test for her son Jack. Others paid to have fake athletic profiles created to ensure that their children would gain admission as athletes in sports they never played. In a statement, Jack Buckingham told The Hollywood Reporter, “I have been advised not to speak on the matter at hand but what I will say is this, I know there are millions of kids out there both wealthy and less fortunate who grind their ass off just to have a shot at the college of their dreams. I am upset that I was unknowingly involved in a large scheme that helps give kids who may not work as hard as others an advantage over those who truly deserve those spots. For that I am sorry though I know my word does not mean much to many people at the moment. While the situation I am going through is not a pleasant one, I take comfort in the fact that this might help finally cut down on money and wealth being such a heavy factor in college admissions. Instead, I hope colleges may prioritize an applicants' character, intellect, and other qualities over everything else. It was probably not a smart idea to say anything but I needed to get that off my chest.” Jane Buckingham is alleged to have had plans to do the same for her daughter, Lila Buckingham. Lila is a student at Harvard Westlake and a social media influencer with 1.4 million followers on Instagram. An actress, she has also appeared on film and will appear in the upcoming film Spring Breakaway. Having recently turned her settings to “private,” she did tweet, “hello beautiful people. thank u for your support. i love u all.” The Buckingham arrest is the result of an FBI investigation labeled, “Operation Varsity Blues.” William “Rick” Singer, 58, a Newport Beach resident, was charged with racketeering conspiracy, money laundering conspiracy and obstruction of justice. The owner of Edge College & Career Network LLC, known as “The Key,” a for-profit college counseling and preparation business. He also served as CEO of Key Worldwide Foundation (KWF), a non-profit corporation established as a charity to launder payments given for bribes. Actress Felicity Huffman “and her spouse made a pur-
ported charitable contribution of $15,000 to KWF to participate in the college entrance exam cheating scheme on behalf of her oldest daughter. Huffman later made arrangements to pursue the scheme a second time, for her younger daughter, before deciding not to do so,” according to the FBI affidavit. Fashion designer Mossimo Giannulli and his wife, actress Lori Loughlin are charged with paying bribes totaling $500,000 “in exchange for having their two daughters designated as recruits to the USC crew team – despite the fact that they did not participate in crew,” said the affidavit. They are among the 33 parents named in the affidavit. From about 2011 through February 2019, Singer is alleged to have conspired with parents, athletic coaches, a university athletic administrator and others “to use bribery and other forms of fraud to secure the admission of students to colleges and universities including Yale University, Georgetown, University, Stanford University, the University of Southern California and Wake Forest University, among others. Also charged for their involvement in the scheme are… 13 coaches and associates of Singer’s businesses, including two SAT and ACT test administrators,” according to the Department of Justice U.S. Attorney’s Office District of Massachusetts. “The conspiracy involved 1) bribing SAT and ACT exam administrators to allow a test taker… to secretly take college entrance exams in place of students or to correct the students’ answers after they had taken the exam; 20 bringing university athletic coaches and administrators – including coaches at Yale, Stanford, Georgetown, the university of Southern California and the University of Texas – to facilitate the admission of students to elite universities under the guise of being recruited as athletes; and 3) using the façade of Singer’s charitable organization to conceal the nature and source of the bribes.” Rick Singer was charged in the United States District Court for the District of Massachusetts to racketeering conspiracy, in violation of Title 18, United States Code, Section 1962(d); money laundering conspiracy, in violation of Title 18, United States Code, Section 1956(h); conspiracy to defraud the United States, in violation of Title 18, United States Code, Section 371; and obstruction of justice, in violation of Title 18, United States Code, Section 1512(c). He pleaded guilty on March 12. Mark Riddell, a counselor
at IMG Academy in Bradenton, Florida, which bills itself, “the world’s largest and most advanced multi-sport training and educational institution,” on its website, was charged in an Information with conspiracy to commit mail fraud and honest services mail fraud as well as conspiracy to commit money laundering. For the ACT – SAT scam, Singer would send his students to two specific test centers where he had “relationships” with the test administrators, Niki Williams, an assistant teacher at a Houston high school and test administrator for the College Board and ACT in Houston, Texas and Igor Dvorskiy in Los Angeles. For the past seven years, Dvorskiy has been the director of the West Hollywood College Preparatory School. Typically, Riddell would either take the test himself or correct the answers. The head sailing coach of Stanford University, John Vandemoer, was charged in an information with racketeering conspiracy and is expected to plead guilty. The former head women’s soccer coach at Yale University Rudolph Meredith was charged in an Information with conspiracy to commit wire fraud and honest services wire fraud as well as honest services wire fraud. David Sidoo of Vancouver, Canada, was charged in an indictment with conspiracy to commit mail and wire fraud. Sidoo was arrested on March 8 in San Jose, CA, and appeared in U.S. District Court for the Northern District of California Tuesday. A date for his initial appearance in federal court in Boston has not yet been scheduled. Donna Heinel, Senior Associate Athletic Director at USC, former USC women's soccer coaches Ali Khosroshahin and Laura Janke, Jorge Salcedo, former head coach of men’s soccer at UCLA and Jovan Vavic, former water polo coach at USC - were also arrested. Singer was one of three Cooperating Witnesses (CW-1), who had “been cooperating with the government’s investigation since in or about October 2018, in the hope of obtaining leniency when he is sentenced. In or about October 2018, after he began cooperating with the government, CW-1 alerted several subjects of the investigation to its existence…” CW-2, Mark Riddell, began cooperating in Feb. 2019. Ex-Women’s Soccer Coach Rudy Meredith was CW3. Meredith began cooperating with the government’s investigation in April 2018.

By Holiday Mathis TODAY'S BIRTHDAY (Mar. 15). You're loved deeply and understood better than you think, so don't hesitate to reach out. There will be celebrations, laughter, community, and education through the next six months. Invest in yourself. You're worth it, but that probably isn't your main concern. Will you make your money back? A resounding “yes.” Cancer and Virgo adore you. PISCES (Feb. 19-Mar. 20). Consider your next move for three days. Maybe “consider” is too strong a word for what you should do really. No active thinking, discussing or writing will be necessary. Give it a rest. You'll know better on Monday. ARIES (Mar. 21-Apr. 19). This scene you're a part of today is pretty challenging. Try this. Imagine you are the filmmaker who created this whole situation to set up your main character to shine in a later scene. That perspective can lessen your stress. TAURUS (Apr. 20-May 20). No matter what headspace you're in today, you have the ability to slip into a zone where everything is beautiful. Probably this involves that hobby or activity that's become your happy place. GEMINI (May 21-June 21). Opportunities to stretch yourself usually happen organically, but when they don't, why wait? Make deliberate efforts to challenge yourself. This will be the difference between adequacy and greatness. CANCER (June 22-July 22). The changing of an old guard is coming. Your respect and deference to power is genuine and you'll be well-considered when the time comes to move up. That said, there are certain injustices with which you'll never go along. LEO (July 23-Aug. 22). You're enthralled by certain kinds of entertainment. It's like some performances can spiral to deep layers of your consciousness, giving you deeply needed soulnourishment. VIRGO (Aug. 23-Sept. 22). Saying “no” isn't as hard for you as it is for some others. That's why you don't like to put people in a position of having to agree or disagree with you. Instead, you'll present ideas (no pressure, no “ask”) and just see what happens. LIBRA (Sept. 23-Oct. 23). Volunteer. You'll love who you meet through this. It won't be all easy or fun–in fact, this promises to be a completely mixed bag–but one special contact will make it all more than worthwhile. SCORPIO (Oct. 24-Nov. 21). Recovery, renewal and regeneration -- three different stages. To expect them to happen all at once is to sign up to a world of frustration. Instead, relax and recognize the stage you're in for it's vital place in the chain. SAGITTARIUS (Nov. 22-Dec. 21). You hate to reject anyone, but saying “no” leaves an opening for a better fit to step in. So don't agonize over your choices, or your tone will bring others down. Look at the positive that you do by moving quickly on. CAPRICORN (Dec. 22-Jan. 19). No one's job is always easy. Even pampered kings, wealthy socialites and celebrities have problems. So waste not a second wishing for a different set of problems. There's greatness waiting inside of the set you're on. AQUARIUS (Jan. 20-Feb. 18). Probably no one is going to tap you as the leader, so tap yourself. With your talent, drive and a few well-chosen words you can stir up the people and strengthen their spirit.
