Lili Bosse hit the streets – literally - as she was sworn in as mayor of Beverly Hills Tuesday at the Academy of Motion Picture Arts and Sciences, proclaiming her signature Walk with the Mayor is back starting April 3 at 8:30 a.m. on the Crescent steps of City Hall.

She was greeted with a crescendo of cheers from the loyal “Walkie-Talkies,” a group of residents that have continued to walk every Monday since Bosse was mayor in 2014-15, who are among her core constituents and one of the reasons she retains such momentum coming into office.

Fanfare Tuesday evening included the entire Beverly Hills High School Norman Marching Band, a special round of “Happy Birthday” led by City Clerk Byron Pope for Bosse’s friend Sidney Poitier (sitting in the front row) for his 90th and the immediate change to bright orange light affects that included a screen backdrop of the Beverly Hills shield against an orange background.

Planning Commission To Hold Special Meeting April 19 On 1260 Lago Vista Drive

John Mirisch Looks Back On His Year As Mayor

By Victoria Talbot Mayor John Mirisch was clad casually for Beverly Hills City Hall moving day Monday.

The fourth floor buzzed with activity as councilmembers moved offices, adding two new members and installing incoming Mayor Lili Bosse with patio furniture as a rooftop reception area with a view of the City adjacent to her office.

Whereas Mirisch festooned the executive suite with sports (Dodgers) memorabilia, Bosse enlivened the atmosphere with huge bouquets featuring orange roses.

Mirisch, who handily won a third term on the council, finds himself in a much humbler abode for the time being, but still located on the executive power floor in the City he loves.

“City government is a team effort and the mayor’s office is largely ceremonial,” he said.

We asked Mirisch what he thought were his most important achievements as mayor.

He quickly responded that the Sunshine Task Force (STF), which started in his first term as mayor (2013-14), was important to promote transparency

and openness in government.

“You can never have too much good government,” said Mirisch, who would like to make the task force into something more permanent than a task force.

Mirisch believes Bosse, who served as liaison with him, will continue the work on transparency, keeping the STF active.

He is also pleased with his promotion of technology, especially Automated Vehicles (AV), during his tenure. “We don’t want to just be the smart city; we want to be the smartest,” he quips, echoing a campaign slogan with the enthusiasm of a candidate.

He believes it is wise to prepare infrastructure ahead of the technology, such as (see ‘MIRISCH’ page 27)

Longtime Beverly Hills Resident Nellie Emrani Publishes First Children’s Book

By Laura Coleman As anyone who has spent any time around children can attest, young people are utterly captivated by stories. To that end, Beverly Hills grandmother Nellie Emrani has found particular joy in telling her grandchildren stories from her fanciful mind.

Of course, she never thought that the tales she told her grandson Aaron would ever make their way to a wider audience-that is, until her sonin-law (Aaron’s dad) put a little bee in her bonnet. And now the secret is out.

This past weekend over 300 people attended Emrani’s book launch for Hello Aaron!

Where Are You?, where the debut author sold-out all current hardback copies, although they are still available online at Amazon and Barnes & Noble.

Emrani’s path to author blossomed rather organically

she explained to the Courier.

“Tell me a story from your childhood, from your imagination,” she recalled a then threeyear-old Aaron commanding one night four years ago when she was saying good night.

Indeed, the knack for story telling has always been in Emrani’s blood and so it wasn’t completely a surprise that bolstered by her son-in-law’s comments, the budding novelist went to Pearl Art and Craft Supply the next morning and bought supplies to write and illustrate the story she had told Aaron the night before.

“My mom has always been a storyteller, artist and painter,” she said. “Also my children are amazing artists.”

Over the years, thanks to the encouragement of her family and a UCLA Extension course on crafting books, she has penned several more books, although Hello Aaron!

by David Bou, has Aaron visiting 15 countries where he makes unique stops, such as flying over Tokyo to see Mount Fuji, before he ultimately ends up (spoiler alert!) eating delicious cookies in his grandma’s kitchen. It’s a heartwarming journey perfect for very young children.

By Victoria Talbot The Planning Commission will hold a special meeting April 19 at 7 p.m. to discuss the project located at 1260 Lago Vista Dr. This is the first project that seeks an R-1 Permit since the Hillside Ordinance was passed last August. The ordinance reduces the “by-right” limit of export/import of earth from 3,000 cubic yards in a five-year period to 1,500 cubic yards for those properties immediately adjacent to a street that is less than 24 feet wide.

Requests for more than 1,500 cubic yards require an R-1 review, thus providing another level of oversight and input from the community and City Planning to increase safety.

The proposed project is a single-family home that includes three levels.

The lowest level, a “basement,” is 5,084 square feet. The middle (entry) level is 3,356 square feet and the upper level is 1,788 square feet for a total of 10,228 square feet.

However, with code-permitted exemptions applied for basements and parking areas, the actual Floor Area is 6,750 square feet.

Grading for the project will

consist of 2,798 cubic yards of cut and 300 cubic yards of fill.

The total export will be 2,498 cubic yards, triggering an R-1 Permit requirement for soil export in excess of 1,500 cubic yards.

The Hillside Ordinance did not have a “grandfather clause” to enable all the projects that were not yet vested to be completed under the old ordinance. It was not vested however, but it was in the plan check process.

Vesting would be defined as having gone beyond permits to shovels in the ground to meet that requirement.

However, the City’s Community Development Department is recommending approval of the project. That’s raising the ire of residents who believe it violates the spirit of the ordinance, which they believe is to limit precisely this kind of development.

In addition, at a Planning Commission liaison meeting last week, residents brought their concerns about the definition of basements such as this, with three sides open to the daylight, that add almost half the square footage of the total living space. (see ‘LAGO VISTA’ page 27)

Beverly Hills Students Head To California State Science Fair

By Laura Coleman It’s hard to believe that until two years ago, the Beverly Hills Science Fair didn’t even exist. However, if the success of some of the brightest young minds in the City at last weekend’s Los Angeles County Science Fair is any indication, the Beverly Hills Science Fair is becoming quite the force to be reckoned with.

At the annual four-day event, which took place from March 23-26 in Pasadena, over 1,000 students from 148 schools participated in 24 different scientific categories. The majority of students who com-

peted had won prizes at their local school in order to be eligible to submit to the County Fair.

Bel-Air Association Votes In New Leadership

By Matt Lopez After a successful first year under new leadership, the BelAir Association on Tuesday officially voted in a new Board of Directors that will guide the community organization through 2017.

For decades, many in the community felt the Bel-Air Association (BAA) simply wasn’t doing enough to protect residents against renegade construction running rampant through the hills.

That all changed last year, when the BAA voted in an entirely new slate of leaders.

Since then, the BAA – working with residents, builders and city officials – has had a hand in many major changes to help protect residential quality of life, including the passage last week of the Bel-Air Overlay Zone.

“The Overlay Zone is really the first of its kind and this organization and everyone in it deserves a lot of credit for getting it together and making that happen,” said Shawn Bayliss, planning director for fifth district L.A. Councilman Paul Koretz. Bayliss spoke to the BAA at the meeting.

By John L. Seitz Longtime Beverly Hills resident and prominent attorney John J. “Jack” Quinn, Jr. died last Sunday at age 84.

Born in San Francisco on Sept. 19, 1932, he moved to Los Angeles early and attended USC. Following graduation, he joined the Army and was stationed in Germany. Upon his return from service, he completed his law degree at USC where he received the Order of the Coif award for academic achievement.

As a top litigator for more than five decades, Quinn was a partner in Kadison, Pfaelzer, Woodard, Quinn & Rossi before forming Quinn, Kully & Morrow, which became the core of the local office of Arnold & Porter Kaye Scholer LLP, an international law firm.

Quinn served as the youngest president of the Los Angeles County Bar Association and was awarded the Shattuck-Price Award for “outstanding dedication to the improvement of the legal profession and the administration of justice.”

Both he and Joan (Agajanian), his wife of 55 years, were major supporters of the Los Angeles art movement since the 1960s, having garnered close friendships with a “who’s who” from that world including Billy Al Bengston,

“It was a bunch of kids who didn’t get their way, screaming and yelling and throwing a temper tantrum,” described one longtime PTA mother who asked to remain anonymous.

“A grandma in the audience told someone to shut-up.

People weren’t kind,” described another PTA mom.

“It was classic bullying; the Beverly Vista PTA is not known as the most friendly PTA historically,” said another PTA mom.

Board member Noah Margo, whose wife Laura currently serves on the Beverly Vista executive PTA board, still recalls the troubling tenor of the Beverly Vista PTA when he briefly served as its president in 2011 before he was elected to the Board of Education.

“For better or worse the PTA of Beverly Vista is more about the PTA than about the students,” he said. “Nothing that happened [Tuesday] happened the way it should have happened. District 33 completely failed.”

Margo called the vote “a complete sham” with the number of ballots cast clearly exceeding the number of people in attendance.

Multiple sources said that 84 people qualified to vote signed in at the meeting but that 95 ballots were cast.

Jergens, who emphasized that she believed PTA business was best left out of the local papers, told the Courier: “I just think what is happening is sad and I don’t think it’s in the best interest of our school.”

Jergens, who has served as executive VP on the Beverly Vista PTA for the past two years, had originally been slated to be voted in as president after the school’s nominating committee selected her as the one candidate for next year’s leadership role.

However, after it was discovered that the Beverly Vista PTA for years had been improperly selecting its elections nominating committee by using a hat to randomly draw names–not unlike other schools in the district–the entire executive board slate,

which had been decided upon in February, was voided. It took everyone at the school by surprise that the PTA was operating in conflict with its bylaws given that the process had been in use for over a decade and there was always a parliamentarian in attendance during elections, whose role included ensuring that the PTA operated according to its bylaws.

The Beverly Vista PTA subsequently asked its regional PTA governing board, District 33, to get involved, resulting in two District 33 representatives attending Tuesday’s election meeting.

Almost 100 people were in attendance for the meeting–three to four times the number that usually attend meetings. Unlike in previous elections, on Tuesday nominations came directly from the floor. Both Jergens and Park nominated themselves, subsequently giving two-minute speeches on what they would bring to the PTA. “I’m still just trying to make sense of it all,” Park told the Courier. “I woke up this morning thinking I was going to go to my school’s little PTA election.”

Park, who has a 4th grade son and a 6th grade daughter at the school, said she was motivated to step up and run because she wanted to make a change and help unify the PTA. “I wasn’t prepared to run,” she said. “I just thought someone needs to step in because we need to make a change...and make it a better place. People want to have a change at our school…because our PTA runs like a small clique. The board members aren’t in for the best interests of their children, but for their own interests…like they’re politicians.”

Park said that she was hopeful that someone outside the “clique” would step up to run in the subsequent election, on a date which has yet to be set.

“I was really hoping that more could step up [Tuesday] but they’re afraid; they’re afraid of this clique; they’re afraid of what’s going to happen to them and their children,” she added.

soon became clear that there were two factions - those who supported the current leadership (Jergens) and those who wanted someone from the outside.

“There’s a really serious clique and they don’t want the new people coming in and they just keep transferring the positions around,” described one PTA mom.

“It’s not really a clique,” opined another PTA mother.

“It’s the same people who step up to volunteer. To the outside working moms it may seem like a clique.”

Both sides offered some choice words about the two candidates, casting them in a disparaging light. One mother condemned Jergens’ public decorum while another disap-

proved of Park’s lack of meaningful participation in the past.

Shortly after the election was voided, the PTA community took to Facebook writing messages and comments that continued to escalate in anger and aggression as of press time.

“I am urging everyone to take down [their] Facebook posts as they are only promoting the negative backlash and marring the image of [Beverly Vista’s] PTA,” said Laura Margo, who currently serves as 5th V.P. Fundraising/ Community Partners at Beverly Vista and PTA Council Parliamentarian. “We are participating in a version of cyber bullying on social media while we are trying to teach our children to behave more responsibly.”

“The Beverly Vista administration will continue to create a positive atmosphere for our students and staff so they can learn and achieve,” he said.

“And I appreciate all of our parent community’s passion for making Beverly Vista a great school.”

A date for the new Beverly Vista PTA election is expected to be set in April.

Said PTA Council co-president Rose Kaiserman: “With the guidance and reinforcement from our 33rd District PTA representatives, we are confident that the next Beverly Vista elections will be fair and legitimate.”

Wattles Mansion 2017 Designer Showcase is “Hollywood History”

By Victoria Talbot The Wattles Mansion is a legendary piece of history that holds its value as an historic icon of the turn of the century.

As a Design Showcase, it is a superb venue that offers a titillating glimpse into a by-gone era.

This year’s theme is perfect, focusing on “Hollywood History: The New Classics.” As the saying goes, “Everything old is new again,” participants will include noted designers who bring their talents to reinterpret the contemporary lifestyle through the Hollywood experience.

The Wattles Mansion was built in 1908 for financier Gurdon Wattles as a summer home. Wattles called the estate “Jualita." The 49-acre estate today it is the last remaining intact Hollywood mansion from the pre-film industry era.

It was sold to the City of Los Angeles in 1965 by Wattles son.

Built by Master Architects Myron Hunt and then-partner Elmer Grey in the Mission Revival style, the property featured formal botanical gardens on a hill overlooking

Hollywood Boulevard. Hunt and Grey also designed the Ambassador Hotel, the Rose Bowl and the Huntington Hotel and Library. Locally, they designed the building that currently houses Saks Fifth Avenue in Beverly Hills.

The Wattles Mansion is designated as City of Los Angeles Cultural Monument No. 579 and is surrounded by Wattles Park, representing gardens influenced by his trips to Mexico and Japan, representing America, Italy and Japan as well as a formal rose garden.

Gurdon Wallace Wattles (May 12, 1855 - Jan. 31, 1932) is said to have “bankrolled” Hollywood. However, he was also a clever businessman in

his home state of Nebraska. A lawyer and a banker, he was involved in many agricultural enterprises.

Wattles relatives arrived on the Mayflower, and his pedigree was impeccable. But it was his business sense that made his fortune and thrust him into politics.

Wattles sealed his future when he became the organizer and chairman of the TransMississippi and International Exposition and Indian Congress, an event that brought 2.6 million people to Omaha to view the 4,062 exhibits during four months.

times unsuccessfully for President. He was friends with Theodore Roosevelt and Herbert Hoover.

In Nebraska, the Wattles House was built by Thomas R. Kimball, a noted Omaha architect. It is listed as an Omaha Historical Landmark and is on the National Register of Historic Places.

Clippers Star Blake Griffin Takes Flight In Special Edition Basketball Sneaker Designed By Children’s Hospital Los Angeles Patient

By Matt Lopez Clippers forward Blake Griffin is known as one of the best slam dunk artists in NBA history.

In Wednesday night’s 133124 victory over the Washington Wizards, Griffin had a special pair of sneakers helping him take flight.

In connection with Children’s Hospital Los Angeles’ (CHLA) Make March Matter fundraising drive, Griffin wore sneakers designed by 11-year-old CHLA patient Justice Griffith.

The red and black Clippers-themed sneakers – with “Justice” emblazoned on

the tongue of the shoe – were designed in collaboration with Jordan Brand’s “Super.Fly 5” line. The sneakers designed by Griffith were renamed the “Just 5.”

Blake Griffin wore the shoes Wednesday and had one of his best performances of the season, scoring 26 points with 10 rebounds and nine assists.

‘Mr. Las Vegas’ Comes To Beverly Hills

Wayne Newton Gets ‘Up Close And Personal’ At The Saban Next Saturday

By Matt Lopez At Wayne Newton’s “Up Close And Personal” live show, nothing is off limits.

Take for example, a question posed by an audience member at one of Newton’s recent performances.

Short and to the point, the woman said: “Tell us about the mob.”

“If I told you, I’d have to kill you,” Newton recalls saying jokingly, in a phone interview with the Courier. “The truth is, I don’t know much about the mob. It’s just not something I was a party to, despite all the old Vegas folklore, but that’s the great thing about the show—ask anything you want.”

Newton hopes guests come armed with questions of their own when he brings his unique “Up Close And Personal” tour to the Saban Theatre on Saturday, April 8.

The show is part musical performance—Newton sings and plays some of his 13 selftaught instruments—part Q&A session, and part storytime with the man known as “Mr. Las Vegas” who has been entertaining audiences in Sin City and

across the country for nearly 60 years.

Interspersed with the show will be clips from Newton’s vast music and film career.

Newton had a vacation from performing to relax and convert his 40-acre Casa de Shenandoah ranch into a museum, when he was approached with the idea of returning to the stage.

“Bally’s called me about a year ago and told me about the new theater they were opening, an intimate little setup reminiscent of old Vegas, and they said they wanted me to open it,” Newton said. “Now I usually perform with a 28-piece band, but there’s not room for that here, so I stripped it down and wrote a special, intimate show that is really retro Vegas.”

Newton’s Saban performance will be his first headlining act in Beverly Hills, a city he says he “adores.”

“Oh, I’ve got so many friends in Beverly Hills, I’m out there often and I just love it,” Newton said. “It will be my first headliner, but I’ve performed many shows in the area at places like Cocoanut Grove and

up and down the Sunset Strip, opening for Cher and Jack Benny.”

Newton is perhaps the pioneer of the Las Vegas “residency,” which pop stars like Mariah Carey, Britney Spears and Celine Dion have all began doing in recent years.

“It’s nice to come back with an intimate show because everything in Vegas has become

so big,” Newton said.

“The metamorphosis in terms of entertainment has been interesting, you had the headliners like Dean (Martin), Frank (Sinatra) and Sammy [Davis Jr.], then it was the magicians with Siegfried and Roy for the next decade, on to Danny Gans and all the impressionists, and then we have been in the Cirque syndrome for about the past 10 year, and then all of the sudden, here come the residencies. But it really is a great thing for Vegas and I’m proud to have been a part of it.”

Newton has “been a part of it” practically since childhood.

He got his start at 15 when a Las Vegas booking agent saw him on a local television show, Lew King Rangers.

He’ll perform all the classic hits at The Saban, including Danke Schoen, Red Roses For A Blue Lady, Daddy Don’t You

Walk So Fast, and many more At 74, Newton is staying busy. In addition to the “Up Close And Personal” tour, he’s working with famed Nirvana producer Butch Vig to record his first new material in decades in music that will accompany the upcoming film Puppy Love, which Newton also has an acting part in.

Newton has had notable silver screen roles in the past, including James Bond’s nemesis Prof. Joe Butcher in License To Kill, and a fictionalized, egocentric version of himself in National Lampoon’s comedy Vegas Vacation.

“When I appeared on Roseanne, my first scene was with her in a showroom and she was drunk, and they have me say ‘throw that broad out of here’ and I said, guys, I can’t say that.” Newton said, laughing. “I love acting and I’d love to do it more in the future, but what I really love is roles where I’m not myself, because they always want me to play myself, but the writers will inevitably write something for Wayne Newton that I wouldn’t really say. I guess that’s part of the fun of it all.”

Local Playwright Offers His Own Take On Three Sisters In April, May & June At Theatre 40 Playwright Gary Goldstein thought April, May & June would make a good play title.

“Writers are often thinking about that,” said Goldstein,” and I thought this could be a story about three sisters, what environment they were in and take a look at their relationship—and everything evolved from there.”

The result is April, May & June—a play about three sisters and the discoveries they make while closing up their late mother’s home—playing at Theatre 40’s Reuben Cordova Theatre through Sunday, April 16.

In Goldstein’s play, after the three Jewish sisters—in their 40s and a year apart—have done all the cleaning and they’re going through things, “they discover something about their mother that

blows their minds and perception of who they thought she was; and it’s somewhat related to them,” says Goldstein.

“The play asks, ‘what do we know and don’t know about our parents?” says Goldstein.

“How can siblings Gary Goldstein grow up in the same house and be so different and have such different relationships with their parents? And they emerge as such different people.”

ful partners, weight and a mother who was the most present parent in their lives, having endured an alcoholic husband and persevered.

“Audiences will recognize the emotions and characters in the play and see a little of themselves or family members and people they know; like mismatched dysfunctional parents who muddle through,” said Goldstein.

The play marks both Goldstein’s and director Terri Hanauer’s debut with the local theater company. Goldstein became friends with her through actress friend Robin Riker who appeared in Hanauer’s production of The Way You Look Tonight at the Odyssey Theatre Ensemble, where she frequently directs plays by her husband playwright Peter Lefcourt.

“Terri and I became Facebook friends,” says Goldstein. “I wrote this play a few years ago and sent it to her.”

Hanauer—who also happens to be the middle of three sisters-—sent it on to Theatre 40 artistic director and producer David Hunt Stafford who was in the midst of picking plays for the current season.

He read and liked the play—”It’s charming and sweet. These sisters rediscover each other and their mother when they come across a stack of old letters in a drawer and find out things about their mother they never knew. It’s touching, and gives a great insight into the human condition,” said Stafford. After Theatre 40 board approval, he made it the fifth in the six-play season.

“We try to do a mix of classics— Terence Rattigan’s Separate Tables is next for the company, opening May 18—and interesting new plays that haven’t been

seen before,” says Stafford. “This play fit right in; and I knew it would be the kind of play that would appeal to our audiences.”

And Goldstein is happy to be having his play’s world premiere with Theatre 40. “I admire a company that self-produces new work,” he says. “Plus, it’s a great location.”

His previous plays include Just Men, Curtain Call, Parental Discretion and Three Grooms and a Bride. He has also written the screenplays for the feature films If You Only Knew and Politics Of Love, as well as numerous films for television, including The Wish List, Hitched For The Holidays, This Magic Moment, My Boyfriend’s Dogs, and Flower Shop Mysteries starring Brooke Shields, including Snipped In The Bud and Mum’s the Word. He’s also written for episodic television.

But plays are favorites, says Goldstein, “Plays give you a freedom you wouldn’t necessarily have with TV or a movie; and you’re more intimately involved—you can focus on character, dialog and theme.”

He’s just finished his next play, To My Children’s Father, inspired by his father who died last year and “the strange last three months with him,” says Goldstein. “My dad said ‘I hope you’re writing this down.’” Described as “almost a companion piece to April, May & June,” it’s “about the big turnaround in what happened to him in the end, and reconciling with the past.”

He was also the executive director of Reading Partners Silicon Valley, a national organization aimed at closing the literacy gap for struggling elementary school students. From 2002-2004, Sunnanon served as a Peace Corps Volunteer in the Republic of Palau.

Sunnanon has led finance and trade projects in more than 15 countries, including Thailand, Vietnam, Philippines, Laos, Cambodia, Micronesia, Guam, Saipan, and Solomon Islands, which have honored him for his work in international development. He completed his doctoral coursework at Harvard, where he also earned his MPP and EdM degrees, and holds a BA from UCLA. Sunnanon has fond memories of being mentored by Max Salter, former BH mayor. “He always said to me, ‘you have to give back,’” recalls Sunnanon.

He founded the firm a year and a half ago, and it’s already become known for leading successful campaigns for politicians and initiatives. “It fits into our mission of creating positive outcomes on a state and city level that trickle down,” says Sunnanon.

Frances Allen’s Desert Roundup Palm Desert’s street of glamour, El Paseo, is twice as long as Beverly Hills’ Rodeo Drive’s row of upscale, world renowned shops. Project Runway (season 4), and Project Runway All Stars designer Chris March showcased an elegant, theatrical look with one model from March’s collection wearing a back brace in homage to designer Frida Kahlo who wore a back brace after a recent bus accident.

Another contestant on Project Runway (season 10) and Project Runway All Stars, Christopher Palu, emphasized black and white beading with leather, harnesses and buckles.

Project Runway (season 7) participant Jesus Estrada was joined by his twin brother, Antonio, in presenting dresses that sought fusion with very dramatic and elegant designs.

The installation began shortly after 7 p.m. with the Pledge of Allegiance and the Star-Spangled Banner sung by City Clerk Byron Pope. An invocation included the words of Rabbi Jonathan Aaron (Temple Emanuel), Rabbi David Baron (Temple Of The Arts), Father Ed Benioff (Good Shepherd Catholic Church), Rabbi Pini Dunner (Young Israel of North Beverly Hills), Pastor Andrew Eagles (Beverly Hills Presbyterian), Pastor Jeff Freeman (Four Square Church of Beverly Hills) and Rabbi David Shofet (Nessah Synagogue).

City Treasurer Eliot Finkel stepped down and Howard Fisher, who thanked his wife, his kids and his dog, was sworn in. Many jokes were made about the former Planning Commissioner’s “difficult” campaign – he ran unopposed.

Dr. Julian Gold was installed as the new vice mayor.

Krasne, who has served the City for nearly three decades, returned to civilian life with an emotional farewell that brought a standing ovation in the auditorium.

“I promised to increase transparency and support the General Plan, modernize the infrastructure and reduce overdevelopment, bring water treatment and fiber optic connectivity to each home and office. We have done these things,” she said. “Someone else will have to bury the electric wires,” a pet project that

was not accomplished during her tenure.

Krasne gave a moving speech, at one point becoming tearful, as she graciously thanked the City for the opportunity.

Krasne was first appointed to the Architectural Commission in 1997. She served on the Planning Commission from 2003-07.

The experience she gained served the City well during her tenure on the City Council, which began in 2007-2011 and resumed in 2013 to the present.

Krasne thanked several of her supporters by name, as well as “all the previous mayors, whose shoulders I have stood on.” She wished Mayor Lili Bosse well.

“Thank you to all of the citizens of Beverly Hills for giving me this extraordinary opportunity to serve you. It’s been an honor.” Krasne said.

Krasne received the key to the City and a street sign with “Nancy Krasne Way” printed on it. With her 95-year-old mother and husband Jim helping, she exited the stage in an emotional farewell.

The stage was set for the swearing-in of Lester Friedman and Robert Wunderlich as the newest City Councilmembers, and the passing of the gavel from Councilmember John Mirisch to Mayor Lili Bosse.

The newly-seated City Council will face battles with residents and developers, traffic from Santa Monica Blvd. and Metro construction and its affects on business and tourism and school budget cuts, among other things to begin their terms.

Vice Mayor Krasne’s departure unfolded with grace, as is characteristic of her service.

Her departure leaves a big hole to be filled by Wunderlich and Friedman, and leaves Bosse the only female on the council.

“Who knows wellness better than Deepak Chopra?” asked Bosse, who has incorporated daily meditation into her wellbeing routine. She anticipates Chopra will also lead the walks and guided meditations in person at times, through the City of Beverly Hills.

With that, Bosse moved on to her second signature initiative, BOLD, the acronym for Business Open Later Days, aimed at healthy and vibrant Beverly Hills businesses.

With the Metro construction looming and the Santa Monica Boulevard reconstruction in progress, the City faces challenges in luring shoppers away from the Grove, the newly redesigned Beverly Center and the soon-to-open redesigned and expanded Westfield Century City mall.

Bosse’s initiative, she said, is intended to get businesses throughout the City to stay open into the evening hours.

She wants the City to offer the customer an unparalleled evening experience, bringing unique events to the City that will appeal to shoppers to help businesses thrive.

For several years the council, the Beverly Hills Conference and Visitors Bureau, the Beverly Hills Chamber of Commerce and the Rodeo Drive Committee have discussed staying open evening hours as part of the overall strategy to keep businesses healthy in the City. But it has not happened. No one business can open if the others do not.

One day into her term, Bosse is already reaching out to make it happen. She has spoken to several principals. “This year, we will do it,” she promised. “My philosophy is to start with ‘yes’ and then figure out how. This is something the businesses want - places to go at night. Just like the dog park – If they [businesses] understand that this is a mission. . . I’m starting immediately to have meetings.”

When Bosse became mayor in 2014, the dog park, 10 years in the making, finally came to fruition through sheer determination to get it done.

In addition, to spotlight businesses in the City, Bosse is bringing back her “60-Second Shout-Out,” debuting April 3 with Edelweiss Chocolates as they celebrate 75 years in Beverly Hills. Businesses that are spotlighted will remain on the City’s website with a link to their webpage for the year, showcasing commerce in the City of Beverly Hills.

Bosse will also begin a new level of transparency and open government, starting with televising the Mayor’s Cabinet meetings, a monthly meeting between the mayor and the City’s 11 commission chairs that informs the mayor of the commissions’ agendas.

It is Bosse’s wish that more residents become active in City government. She has often expressed her support for TEAM Beverly Hills, a comprehensive education for residents who wish to understand City Government. The new mayor reached out to women especially on Tuesday, encouraging everyone to become involved and to run for public office.

Bosse is also committed to protecting those who rent their homes within the City, at least 51 percent of the residents.

“It’s like David and Goliath,” she said of the new Rent Stabilization ordinance.

“I’m all about protecting David.”

She has already scheduled the landlord-tenant matter for the April 20 city council meeting at 7 p.m. “The other meetings [on landlord-tenant issues] have all been scheduled during the day. This way, working people can attend.”

Though a new ordinance is in place, there are still issues to be worked out.

Bosse has re-committed the council to fulfilling the promise of a rental registry that will include the status of all rental properties in the City.

She is also committed to protecting realistic relocation fees.

For Bosse, these changes are part of a “Healthy Government.”

“So, there are two parts to my new initiatives. SOUL and BOLD,” she says. “Deepak says that ‘affluent’ doesn’t equal ‘healthy.’ My goal is to nourish the body, spirit and soul.

Health starts from inside out.

Deepak is working with us free . . . to help other cities and change the culture of how people feel.”

In that meeting, staff was seeking specific direction for a report to the City Council regarding how to move forward with recommendations on basements.

Staff was directed to work with the Planning Commission to study whether the definition of “basement” should be modified to limit or prevent basements that daylight above ground (i.e. as part of a downslope development) from being exempted for maximum allowable floor area.

They will also study whether a certain percentage of a basement area fully below grade should be counted to maximum floor area and if specific uses, such as bedrooms,

those currently being tested by Google and Uber. Preparing storage and curb cuts for pick up/drop offs will make Beverly Hills ready to be a test city for the products.

Mirisch has said repeatedly that he believes the MTA is old technology, looking backwards to rail for answers to a 21st Century traffic problem. In addition, there is no solution to the first-last mile problem to move people to and from the MTA stations, which are not equipped with parking facilities.

Automated vehicles can bridge the gap.

As mayor, Mirisch initiated a “Sing-Along” series that, though a bit corny, drew a sizeable crowd and may have been the cement that pushed him to victory. “Having fun together can bind a community. People were connecting.”

Mirisch regrets, however, that he could not initiate at least part of a solution to the problem of unfunded mandates in pensions and benefits for City employees. One solution would be cost sharing, where employees would contribute half the cost of fulfilling the mandated

Last year the science fair went district-wide thanks to support from the BHEF. The five projects from Beverly Hills at the county fair were: “A Clean Conscience: Formulating an All-Purpose Dental, Hair and Body Cleansing Powder for the Homeless Population” by Beverly Vista student Leia Gluckman; “Hydrogen: the

parking, gyms, home entertainment, etc., should be regulated within basements through incentives or disincentives.

Hillside basements will be on the first meeting of the Planning Commission April 27 following city council reorganization.

Any amendments to the existing ordinance will require study and public hearings before the Planning Commission and City Council, said Assistant Director of Planning Ryan Gohlich.

Several residents who have worked to pass the Hillside Ordinance have expressed bewilderment that the City would recommend approval of the project because they believe it seems to fly in the face of the spirit of the new ordinance.

Their comments will be part of the agenda that will be sent out the week prior to the meeting April 19.

“While we understand that there are concerns regarding basements and pending projects that are currently being processed, the City is obligated to continue processing pending projects under the City’s existing laws unless and until amendments are formally made through the public hearing process,” said Gohlich.

Residents will be holding a discussion meeting April 1 at 1 p.m. prior to the Planning Commission Special Meeting.

As for the year ahead, with two new members seated on the City Council, Les Friedman and Bob Wunderlich, Mirisch is optimistic.

“I hope we have five independent thinkers,” he said.

“They seem to be good people.”

Ahead, he sees the City facing challenges.

“Funding pensions is the largest challenge. MTA construction – it is important to make sure we mitigate the impacts. L.A. is pretty lax and the company has a poor record of community outreach,” he said, speaking of the “Rodeo Station,” Phase II. “We need to make darn sure we hold them accountable.”

The City has locked in the purchase of the property at Gale and Wilshire, which will be used by MTA for staging construction until the terminal is completed. “We locked in a deal at $13.5 million. It had to be approved in Washington by the FTA and the City will take ownership when they are done with construction,” said Mirisch.

The property can then be used to service riders, for parking, for

ride-share technologies, or other municipal needs in 2023, when completion is anticipated.

Mirisch would also like to continue to work on ways to improve areas of the City in the southeast, where he lives, adding much-needed parking.

On Wilshire, he would like to build on the successful restoration of the Saban Theatre and the Fine Arts Theatre to create an arts district. And he would like to add green space, even pocket-parks like the one on Hamel, to service residents, or the fiveacre parcel in the industrial area currently used for parking the City’s fleet of vehicles.

“There is no better investment than purchasing in Beverly Hills. I believe in land-banking, which we have not been able to do with past councils.”

The year ahead will season the two newest members, who have no voting record to help predict the future.

“I think it’s going to be a good council,” he said. “It’s going to be a good group.”

Mirisch handed Bosse the gavel Tuesday and is expected to take the reins back again in 2019.

Davin received 2nd place in Chemistry and Sienna and Julia received 3rd place in Environmental Management.
