Rexford Drive, Beverly Hills, CA 90210, will hold a public hearing to consider: AN ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING BEVERLY HILLS MUNICIPAL CODE SECTION 10-3-3311 REGARDING IN-LIEU PARKING FEES; AND APPROVAL OF AN ALTERNATIVE MONTHLY IN-LIEU PARKING FEE AGREEMENT BETWEEN THE CITY OF BEVERLY HILLS AND NOTES ON A PLATE, LLC (SPAGHETTINI RESTAURANT) THAT ESTABLISHES AN ALTERNATIVE MONTHLY IN-LIEU PARKING FEE AND PROVIDES THE CITY OF BEVERLY HILLS WITH CERTAIN PUBLIC BENEFITS. The proposed ordinance would establish a pilot program that allows restaurants on North Canon Drive to request a reduced monthly in-lieu parking fee when appropriate public benefits are offered to the City, and would authorize the proposed agreement allowing Spaghettini Restaurant (184 North Canon Drive) to participate in the pilot program in exchange for certain public benefits. The ordinance and agreement have been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. The City has determined that the ordinance and agreement will not have a significant environmental impact and are exempt from CEQA pursuant to Section 15305 of Title 14 of the California Code of Regulations. At the public hearing, the City Council will hear and consider all comments. All interested persons are invited to attend and speak on this matter. Beverly Hills Police Respond To Bomb Scare At Rite Aid By Laura Coleman & Matt Lopez Beverly Hills police responded to a bomb scare at Rite Aid pharmacy at 300 N. Canon Dr. last Friday morning and spent over an hour investigating a bomb threat received at approximately 11 a.m., Sgt. Blake Nance told The Courier. When no package was found, officers re-opened the store and surrounding streets,
which they had secured to search for a suspicious package. Nance said that “copycat” bomb threats after a major incident like the one in Boston are not uncommon. BHPD Lt. Lincoln Hoshino stated the public should immediately contact the police if they notice any suspicious activity around the City, noting (see ‘BOMB SCARE’ page 9)

ZUMBA TIME–On April 18, the Beverly Hills High School PTSA held a Zumba fundraiser at the high school. About 25 moms and teachers gathered for the class with instructor Tor Campbell, a renowned dancer and choreographer. Campbell led the group through Latin dance numbers and oldies, finishing up the hour with some cool-down dance numbers. Renovation Plans For Beverly Hills High School Continue Taking Shape Following Study Session By Laura Coleman The Board of Education is close to achieving a consensus on plans to renovate Beverly Hills High School following a two-hour study session on Wednesday, Board President Jake Manaster confirmed to The Courier. “The good news is we’ve finally gotten to the point where we could do something
within the concepts of Measure E that fit into a $180 million budget,” he said. The latest plan, which board members hashed out Wednesday, ranges from $165 to $185 million, with a handful of discrepancies such as parking that have yet to be reconciled. Thomas Bartman Dies At 67 Thomas F. Bartman died Monday at his Beverly Hills’ home from complications of cancer at age 67. The Chicago-native graduated from Pomona College and Stanford Law School. He was elected to the LAUSD Board of Education for seven years and served as its president. During his tenure, he helped end the controversial school busing program in effect during the early 1980s. Bartman is survived by his wife of 46 years, Eleanor; sonBrett; daughter Michele; mother Norma; sister Barbara; and four grandchildren.

Relay For Life: How One Tiny Mole Changed Mara Bloom’s Life By Matt Lopez At just 29-years old, cancer was the furthest thing from Mara Bloom's mind. On a routine visit to her dermatologist last year, it entered her life with a bang. Bloom's dermatologist found a tiny mole that looked not quite right to him and sent it for a biopsy. The result was Bloom's worst fear: malignant melanoma. She had skin cancer. (see ‘RELAY FOR LIFE’ page 31)
MACCABI–Beverly Hills High soccer standout Ashley Aviram has been invited to play in the prestigious Maccabi Games in Israel. The Maccabi Games, sometimes referred to as the “Jewish Olympics”, is held every four years. It will be held this year from July 17-30. Aviram was chosen to play for the U.S. Soccer team. Aviram finished her BHHS soccer career as the school leader in points (193), goals (71) and assists (51).

The exhibit, which runs through Aug. 18, underscores the influence of his Jewish upbringing and American popular culture on his career.

race was back in Los Angeles from book-signings in Las Vegas for her page-turner memoir, Cinderella And The Carpetbagger, chronicling her “more is more” life as the wife of one of the world’s blockbuster authors Harold Robbins. His 25 novels have sold more than 750 million copies worldwide, and are translated in 32 languages.
“Y

Then keep writing.” Thus was the daily word from his attorney-adviser Paul Gitlin, as Harold became consumed with his prolific and sensational storytelling. “Every paragraph that he typed called for a cigarette,” adds Grace. “Wherever we were, his ashtrays were overloaded, while he was tucked away playing chess with the incredible characters he created.” The smoking got to him, he lost his life in 1997 to respiratory heart failure.

orking on Cinderella became a catharsis,” reflects Grace. “I planned writing a happy cheerer-upper story, but the writing veered its own way. We destroyed our happiness with Harold asking for an open marriage, which I couldn’t agree to and which instigated our divorce. I grew up in a close-knit Sicilian family in Brooklyn and Queens Village. Immigrant mom Genny from Marsala and father Anthony from Palermo.

On Adult Children Moving In With Parents Q: Dear Dr. Fran, I‘m a single 45-year-old successful attorney. My father passed away two months ago and my mother is asking me to move back home. I am terribly conflicted. I don’t want to abandon my mom; but at the same time I don’t want to lose my independence and freedom. What are some of the things I should consider? Please help me as I am completely torn. Stephanie N. A: Dear Stephanie, today, more and more adult children are living with their aging parents. With the advancement of medications and medical technology people are living longer. When one parent dies, adult children are faced with the difficult decision about how to care for the surviving parent. Finance is one consideration. Does the family have the means to pay for caregivers, nursing care or expensive retirement living? Many adult children bring their parent to live in their home, or move back into their parent’s home, to cut down the cost of living. However you slice it, returning to living with your parents is a major change in one’s life. Families are extremely complicated. They are also individual. That is to say there are no two families alike. The adult child must take a painful, honest look within and ask some hard questions.
Dr. Fran Walfish Answers Your Questions A question, for example, might be “Am I acting as the family caretaker?” Or, “Dad would have wanted me to care for mom; mom took care of me when I was little, so I owe it to her to reciprocate.” Ask yourself, “Where is my unfinished business with the surviving parent?” Unfinished business—unresolved issues and dynamics from our families—is likely to get triggered every day your parent lives with you. For instance, if your mom was smothering and overprotective during her younger years, these traits will likely ramp up in her senior years. They are behaviors fueled by fear. You will worry about her while she worries about you. Or, if your mom was critical, judgmental, and opinionated in her younger years, expect those traits to accelerate while living together. Bradley Cooper was recently interviewed by USA Today and People magazine. He said that since his beloved father’s death two years ago, his mom is living with him. He said it’s not like he lives in a huge compound. His mom is in the next room. He added.....”she’s a cool chick”....”we can hang. If that wasn’t the case, no way.”
Each individual adult must come to his and her own comfortable resolution. If you feel you’ll lose yourself and your identity by living with the surviving parent it may not be the best solution to live together. If there is more than one child in the family, caring for the surviving parent can be shared. Your surviving parent will experience transitional challenges. The key to making this living arrangement work is open communication. There is a parallel between the parent/child relationship and the adult child/parent relationship. They both must balance two things at the same time — fluid flow of love and nurture while, concurrently clarifying, setting, and holding boundaries. Know the line at which you will not cross. Make a solemn promise to be true to yourself. Nothing is perfect. Expect bumps in the road. If you can talk about things truthfully and make room for error, it can work. From the outside looking in, Bradley Cooper seems to be successfully adjusting to this new phase of living. He also seems to be a level-headed, mature, and grounded young adult man of 38. The Courier broke new ground in Beverly Hills two years ago when it forced city bureaucrats to reveal total city employee compensation, not just “salaries” which comprise barely half the amount. From the Publisher CLIF SMITH THEY ONLY SEQUESTER THE PEOPLE Government always strikes back when its funds are cut, even by a penny. Whether it is a city council killing a recreation program, a police department deciding it needs to write more traffic tickets, or a school board eliminating sports, the reaction is always the same: cut what the people want and pay for. Keep that which enriches the bureaucrats and maximize the pain and inconvenience to the people. Beverly Hills is fortunate today that it has a solid school board that does none of this. We have a new City Council majority that also shows no signs of punishing the people by taking away free parking to fund excessive pensions. California tried that -- it threatened to close our state parks. That was the plan until someone found a secret slush fund stashed away to the tune of $54 million. Then we passed Prop 30 and the threats stopped. Does anyone doubt they would come up again if the people tried to impose spending discipline like the old “Gann Amendment” that put budget caps on California? Remember that? That was when California had a surplus and government lived within its means. We had low unemployment, booming businesses and plenty of money. So, what are we to suffer at the national level under President Obama? With this “sequester,” the only people held hostage are the people. The tiny, tiny, tiny amount of money deleted from FUTURE spending (not today’s spending) is the reason given why the White House is now closed for the people to tour. It is the reason given why—amidst its billions in budget money, the Federal Aviation Administration decided that any reductions would come in the number of air traffic controllers. They comprise a small portion of the agency’s workforce, but will bear all the “reductions.” Add to this the military—now cancelling traditional 4th of July celebrations and cutting back around the world. What? There’s no slack or fraud in the “disability” or Medicaid systems? No one is “gaming” the system that the Obama Administration can find? Fact is, they are not even looking. The “looking”—as revealed Wednesday by The Wall Street Journal via FAA whistleblowers—is limited to actions to inconvenience and thus punish the people. This is 100 percent absolutely typical. How dare we as a nation spend less than the Administration and the Democrat-controlled U.S. Senate command? If we do, we will not be able to tour “the people’s house” where the President and family reside. We can’t travel anywhere on time. Our military cannot celebrate our nation’s independence. So, will “we the people” do anything about this “punish the people” initiative? We certainly see little comment from the mainstream media—just the WSJ and Fox for the most part. Are we sheep? Do Congress and the President represent us or their own interests? The evidence is conclusive—but figure it out yourselves. What sound do sheep make? Baaaaaaaaaa.
LETTERS TO THE EDITOR Thank you to John Mirisch for his conviction, strength, and leadership for having asked councilmembers Brien and Gold directly where they stand as to the subway going under the high school. Not that the community did not already know, but now the veil of deception and untruth has been lifted!!! The Brien/Gold song and dance of “yes we support, but no we won’t do anything about it,” was as insulting to the community as it was unbearable to endure. I, along with many others, welcome Mayor Mirisch, Vice Mayor Lili Bose and Councilmember Nancy Krasne as our new majority. And, to think I believed all BHHS students turned out to be honorable and dependable people. On Monday, April 15, on the streets of Boston, we witnessed the very opposite of Abraham Lincoln’s memorable words “With malice toward none, with charity for all.” Deliberately locating themselves at the finish line, “with charity for none, with malice toward all,” Tamerlan and Dzhokhar Tsarnaev, fully aware of the plans and dreams of the hundreds of runners from near and far in the Boston Marathon, set off their explosives, hoping to watch with glee as the runners piled up just short of their long-anticipated goal. What greater senseless hatred could be experienced than to shatter the eager hopes of the tired runners in sight of their goal? I have been struggling to conjure up what degree of causeless hatred could animate a man’s mind than to witness the panting marathoners cheated at the last moment from enjoying the fruit of their long preparations, their travels from near and far? Dzhokhar is hospitalized at this point, and one could hope that he survives if only to be adequately punished for his crimes. The whole episode makes me feel ashamed, ashamed of being a member of the human race which is capable of this degree of such undeserved cruelty. I, in my turn, find myself wishing that Dzhokhar mends quickly so that he can be tried and punished by a jury of his peers. The streets of Boston have already been swept clean of the effluvia of the ill-fated marathon, but it will be a long time before the embarrassing memories of April 15 will fade and Boston returns to its reputation as a bastion of higher learning, with its famous assemblage of colleges and universities, and as one of the cradles of the creation of these United States of America.

Luckily for Bloom, the mole was caught early enough that the cancer had not spread. Bloom needed surgery. She was able to return to work immediately after surgery, but said the pain persisted for weeks. Bloom said she has tried to use her experience to educate others on the importance of seeing a dermatologist. “Everyone should go once a year, whether you are out in sunlight or stay in-
side all the time,” Bloom said. “I mean, my mole was on my stomach. How often is my stomach in sunlight? It's not a super common place to have it.” Bloom said that for a time she felt guilty because her cancer fight wasn't as “intense” as others. “A lot of people have had multiple surgeries and chemotherapy, but nobody has ever tried to lessen my experience. Nobody says, ‘Oh, well you didn't go through chemo,’” Bloom said. “I am proud to be a cancer survivor. I feel so lucky and so grateful.”

Ironically, the idea for the Civil City initiative came about weeks before that incident happened. “We’ve had a couple of incidents of road rage in the City that have made it clear this is something that is needed,” Commissioner Tom Pease said. Pease said each resident would sign a civility pledge. There would be civility
stickers available to place on the back window of a vehicle and a sticker for bicycle helmets. “Basically the idea of this is you’re not going to get there any faster driving like a crazy person, nor stopping for a stop sign.” Pease said. “This a reminder for people to be a little more civil.” Sherman cautioned the initiative is still in preliminary stages and not yet ready to present to the City Council.
