The installation is part of a 1-year pilot program to attempt to make Beverly Hills more bike-friendly. Installation will take place over the course of about 10 days during low-level traffic hours and the lanes should be available for use by the first week of July. Julie Goler, a Beverly Hills High School honors English teacher and professional Book Group Facilitator led the salon that included more than 50 parents and teachers. This was the third "PTSA/staff book group" salon this year in which teachers and staff collaborate in a school wide read. PTSA and Goler plan to collaborate again next year with an additional three book centered programs in order to engage the community in reading. I LOVED THE TONYS – THEY WERE TOPS

love the theatre, so it makes perfect sense that, rain or shine, good or bad, I’m always going to love the Tony Awards telecast. It’s an even greater pleasure to report that this year’s edition was a blast.
To make an awards show work,
you need a great host, and this year, the Tonys welcomed back Neil Patrick Harris for his fourth go around.

PH (don’t expect me to type his entire name over and over again) is funny, charming, talented and a cool cookie if ever there was one. And he was just plain sensational.

V critics have characterized Bigger, the mammoth production number that launched the show as “legendary,” and it was quite simply the best opening number I can recall seeing on an awards extravaganza.

ver the course of seven-and-ahalf dazzling minutes, backed by 100 singers and dancers from musicals currently running on Broadway, NPH instantaneously changed from street clothes to a full tuxedo, danced alongside the Great White Way’s newest star, Mike Tyson(!), and disappeared into a magic box that transported him from the stage to the back of Radio City Music Hall (in all its glorious, Art Deco splendor).

lanked by the newsies from Newsies, he sang and danced around the huge theatre while sticking it to Shia LaBoeuf, Alec Baldwin and Tom Hooper, director of the film version of Les Misérables.

ver since the nominations were announced, the theatre community has endlessly been caught up in one ferocious struggle for Best Musical between Kinky Boots (with thirteen nominations) against the British import, Matilda (with twelve).

The goal of these two programs, according to the NSA, is to detect suspicious behavior that could be linked to terrorism. “Let’s be clear what’s going on here. The court order said it’s basically the equivalent of the government getting a court order that allowed them to force every citizen to report back on exactly who they talk to on the phone, when

The poll asked respondents whether they “approve of Federal Government Collecting Phone Records of Americans suspected of terrorist activity.” In a similar CBS News poll, only 38 percent said they approved of that same level of surveillance for “ordinary americans.” Lerner said he always had an inkling that some sort of surveillance was going on. “It’s very jarring to have your suspicions confirmed like that,” Lerner said. “The fact is that you don’t know who is holding onto and accessing this info.” Snowden, the leaker, is currently reported to be hiding out in Hong Kong, hoping to avoid extradition to the United States, where he could face numerous charges.

Wedding Envy; Safety Tips For Prom Night Dear Dr. Fran: My best friend who is the sister I never had just got engaged. Instead of rejoicing, I find myself feeling jealous. I wish it were me getting married! Is it okay I feel jealous and what should I do if I want my boyfriend to pop the question, too? Terry J. Dear Terry: “Wedding envy” is definitely a phenomenon that exists. You may occasionally hear of a cluster of friends getting engaged around the same time—even scheduling wedding dates in close proximity. This is because many young women can’t bear being “leftout.” Often, when their friend(s) are getting married they press their boyfriends to step up to the plate. Guys, on the other hand, do not respond to their buddies getting married with the same rush to the alter. It helps to be reminded that the divorce rate in America is 50 percent. One out of every two marriages will end in divorce. This statistic should soothe and calm the wedding itch (though it rarely does)! Studies have confirmed that many women who desire marriage are not really in search of living day in and day out with a give-and-take partner. Rather, these women want to be “Queen For A Day” at their wedding celebrations. It is their opportunity to have the fairytale for one full day. Women also bear the fantasy that being married leads to “happily ever

Dear Shirley: I understand your fears and worry. Bottom line is that your parenting influence on building her character, ethics, and values is essentially done. To be a good parent, you must foster and support every increment toward your child's autonomy and independence, with the prerequisite that you provided all the necessary preparation for dealing with life. Talk with your daughter. Discuss the “what-ifs.” Ask her how she will respond if she’s offered alcohol, or if her friends are all smoking marijuana and they pressure her to join in. See what her internal resources are before injecting any lectures. The following are some tangible steps that can be taken to help keep prom night safe and increase the chances your children stay out of trouble: 1. Make a “no questions asked policy” where they can call you at any time and ask to be picked up from the party and you will not press them for details. On the other hand, if you discover that they were at the party with alcohol, drugs, or illicit sex there will be serious consequences. 2. Know who is driving your child to and from prom. If it’s a rented limo, check their policy on allowing alcohol and drugs in the vehicle. 3. Volunteer to chaperone. If your child can’t stomach the
thought of you being there, that’s not a good sign. I urge you even more strongly to chaperone. 4. If your child is spending time at an after- or pre-prom party, call her or him on their cell phone at a random time and ask for them to call you back from a land line. This will let them know that you expect them to be where they say they will be.

spond, the board convened two “town hall” meetings with a third planned for next Tuesday, June 18. In a rare display of openness and transparency for a public agency, the board today published and distributed an 80-page compilation of bond documents, financial analyses, construction plans and budgets, along with comprehensive studies on safety, engineering and dollar impact on local taxpayers. The board documents are distributed with today’s Courier. Extra copies are available at District offices. The issue debated is whether to increase the tax rate paid by BHUSD property owners so that more bonds can be sold faster. The dilemma results from a campaign promise issued by the then-school board five years go that the local tax rate for the bonds would not increase. Today, this Board is faced with slowed property values and rising construction
costs. If the current tax rate is maintained, the district will not be able to sell the amount of bond needed to build what is planned or promised, but if the tax rate is increased, voter anger may result. Compounding the financial problem is the fact that the type of bond approved, a so-called “Capital Appreciation Bond,” defers interest for decades, with the compounding effect causing interest charges to skyrocket. Financial analysts for the District predict over $1.5 billion in higher interest costs if the bond purchase and payback are deferred, as would be the case were nothing to happen. The two town hall sessions already held brought out a conflict. All five board members acknowledge increasing the tax rate is the right move from a fiscal standpoint. Four of the five are expected to vote to increase the tax rate, with member Brian Goldberg voting “no.” He is the only member of the current board who served

on the previous board which approved the bond measure. He voted “no” at that time, too. A vote could raise the tax rate from $49.71 per $100,000 of assessed valuation to $110 to start with. That amount would drop to as low as $60 by 2034 for the final 20 years of bond repayment. The net result is the same as paying off a home mortgage faster – the sooner the debt is repaid, the less interest charges incurred. The idea was first raised by Board vice president Noah Margo at a “town hall” meeting on Jan. 15. The most recent two town halls were held June 6 and this past Monday, June 10. Both were poorly attended with fewer than 30 residents present. The turnout made it hard for the district to gauge residents’ opinions, District Superintendent Gary Woods told The Courier. Keygent Advisors, who will oversee bond offerings for the district, estimates that by raising the property tax rate close to the maximum allowed under Proposition 39 and shortening the payback date from 2076 to 2054, Beverly Hills property owners stand to save over $1.5 billion. That means that starting next year, the owner of a $1 million Beverly Hills property would initially pay $1,100 in property taxes for school bonds, nearly double today. Looked at for the long term, the current tax rate would cost the average property owner roughly $69,500. Keygent reported that the total cost, if the rate is increased, would be approximately $46,600. A number of speakers supported returning the decision to the voters. At the June 6, Vice Mayor Lili Bosse spoke in favor of that option. Former school board president Mel Spitz, a member of the District’s finance committee, opposed, citing financial consequences, “There is really no question that the cost of construction is going to be escalated dramatically,” Spitz said at the June 6 forum. “[Acceleration] is a

The actual bond sales, interest charges, schedule of bond sales under the current plan and under a new accelerated plan, are set out in the District’s documents book in today’s Courier. Under the latest Measure E school construction plan, recently completed by lead District facilities consultant Tim Buresh, the remaining $303 million from Measure E is allocated as follows: $62 million to Horace Mann, $4 million to Beverly Vista, $25 million each to Hawthorne and El Rodeo, and the lion’s share to the high school, with $170 million. There is also a $17 million contingency built in. City attorney and Horace Mann parent, Larry Wiener, said at the June 10 town hall, “I don’t believe it would be a breach of a promise for the board to move forward at this time. I feel the larger promise is we’re going to get these facilities built. And that promise, I would like to see kept.” The board has invited all Beverly Hills property owners to review the documents provided and give them their views on the matter. A vote to increase the tax rate is scheduled for the June 25 public meeting of the school board.

It also aspires to showcase the bulk of information that the board has to work with in order to help the community better understand its efforts to make the best of the situation, while still staying true to the important tenets of Measure E – to provide safe, modern and seismically sound structures throughout Beverly Hills schools. As you will read in Manaster’s open letter to Beverly Hills voters: “Not one member of your current school board likes this situation.” Further, Manaster’s letter states, the board doesn’t like the most serious solution being considered, which is to raise property taxes; “But the alternative is a bad one.” Included in the informative is a compendium of documents on the Measure E Bond that the Board of Education has been studying including a fuller picture of the bond including its cost and financing, objectives and scope targets, information related to project delays, letters from the California Geological Survey, information related to the “Subway to the Sea,” detailed project scopes for work to be done at each of the schools, including an investigation into parking at the high school, an examination of Capital Appreciation Bonds and letters from the district’s Finance Committee. They soon learned. “He puts so much effort into his craft, that personally I feel guilty when I don’t reciprocate that in all the efforts and exercises that I do,” said Alex Rohani, a track state champion who was a freshman in Fisher’s first year as head coach. “He
deserves all the credit. All we did was listen to him. We trust him.” Segal said Fisher’s dedication to his students was easy to see early on. “All the time and effort he puts in is sometimes difficult for us naive teenagers to realize. When we have to wake up at 6:30 a.m. and run, he has to wake up at 6:30. Five days a week,” Segal said. “He’s changed so many of our lives.” Despite all the achievements and record-breaking statistics over the last four years, perhaps the number that sticks most with Fisher is six – the amount of athletes who have come out of his program with college scholarships. Not to mention another 10 or so who received preferred admissions. “That is very gratifying, it was one of my biggest goals when I got here,” Fisher said. Fisher grew up in Louisiana and was a championship-level track star at LSU.

The 20th Anniversary of the Rodeo Drive Concours is set to take off with “The Jet Age” The annual Father’s Day tradition for 2013 features a wide variety of vintage and racing cars and motorcycles lining Rodeo Drive north from Wilshire Boulevard to Santa Monica Boulevard on Sunday, June 16 from 10 a.m. to 4 p.m. The world-class show is free and open to the public. When organizers (led by The Courier’s Marcia Hobbs) of the worldwide launch of the Ferrari 348 Spider gathered on Rodeo Drive in February 1993 with a display of hundreds of red Ferraris lining the famous shopping street, they had no way of knowing they were creating the basis for a Father’s Day event that would become the largest annual public event in Beverly Hills and would be heralded as one of the “300 Unmissable Events & Festivals Around the World.” Twenty years later – after themes ranging from “Haute Wheels” to “The Art of Italian Motoring” and last year’s “The British are Coming!” - the Rodeo Drive Concours selected “The Jet Age” as the 2013 theme. “The Jet Age marked a time when carmakers from post World War II through the arrival of the supersonic Concorde in the ‘70s redesigned their automobiles to highlight the most extreme designs reflecting streamlining and speed. We will display a thrilling exhibit reflecting these often outrageous designs,” says Concours Chairman Bruce Meyer. “The City is proud to partner with the Rodeo Drive Committee on what has become the largest public event in the City, an annual Father’s Day tradition for our residents and visitors and celebrates the convergence of style, cars and entertainment as only Beverly Hills and Rodeo Drive can do,” says Beverly Hills Mayor John Mirisch. In honor of the 50th anniversary of Learjet, the centerpiece of this year’s Concours will be the public premiere of the new $18 million Learjet 85 aircraft model, which will be delivered in this coming year. This aircraft appearance marks the first time in history a jet has ever been parked on the world-famous street. The Learjet 85 is designed by Bombardier Aerospace, the world’s largest business aviation manufacturer, and is available for fractional jet ownership exclusively through Flexjet.

Porsche Beverly Hills will present an exciting historical exhibition from the original 901 built in 1963 to today's newest model on display along the Via Rodeo and the 200 block of Rodeo Drive. “We are thrilled to celebrate the 50th anniversaries of Learjet and Porsche 911 as our 2013 Honored Marques,” said Jim Jahant, president of the Rodeo Drive Committee. “Both brands represent the style, performance and legend that has become synonymous with Rodeo Drive.”
Pow! Wow! The Batmobile will make a special appearance in “The Jet Age” collection of cars. Designed exclusively for the 1966 motion picture Batman, based on the popular TV series, the Batmobile was styled and engineered with the many different special effects innovations by Barris Kustom Industries. Originally it started off as the $250,000 1955 Lincoln Futura concept car. George Barris is known throughout the world as the 'original' King of Kustomizers and will be attending this year’s event. His creations are legendary in the world of television and motion pictures including the likes of the original television series such as The Munsters, The Beverly Hillbillies and Nightrider. The original Batmobile from the TV show was sold earlier this year for a world record $4.6 million surpassing the price paid for the 1960’s original James Bond Aston Martin.

BEVERLY HILLS AND THE OWENS RIVER WATER By Robert S. Anderson Special to The Courier
As Beverly Hills approaches the 2014 celebration of the Centennial since its 1914 incorporation as a City, this is the fifth in an ongoing series of articles by historian Robbie Anderson which originally appeared in The Courier in the summer of 2005. These will run on a frequent basis.
T
he young City of Beverly Hills exploded with new construction in 1920, with 110 building permits issued compared to just three in 1917. This number grew each year, peaking in 1926 with 1478 permits issued. All these new homes and buildings, and the people in them, needed water. By 1929, Beverly Hills had drilled 20 deep water wells that supplied 7,800 gallons a minute–about 18 million gallons every day and a half from five different locations around the City. This was still not enough to supply the population boom. Water users spurted from 600 in 1923 to 4,200 in 1928 and showed no signs of slowing down. The City needed water–even more of it. The Los Angeles Aqueduct had just opened on Nov. 5, 1913 after 5 years of back-breaking construction that brought water to Southern California from the Owens Valley. The flood of eastern Sierra Nevada water allowed Los Angeles’ population to grow from 102,000 in 1900 to more than 1 million in 1916. William Mulholland, the legendary first superintendent and chief engineer of the new L.A. Municipal Water Department, conceived, designed and oversaw construction of the aqueduct. Mulholland was trying to distribute this water when he butted heads with the Trustees of The City of Beverly Hills. In April 1914, just months after being installed in the newly-incorporated city, the trustees launched the first of many confrontations with the city of Los Angeles and the Rodeo Land & Water Company–a legal battle over a right-of-way. Mulholland had bought the right of way from the Rodeo Land to lay a huge water pipeline across Coldwater Canyon for the Owens Valley water. The Rodeo Land & Water Company tried to pressure the trustees to go along. Instead, the trustees responded: “The government of the City of Beverly Hills has been vested in a board of trustees, separate and distinct from your company, over which we do not believe you have any right, legally or morally, to exercise control.” Why the fight? Truth was, the City of Beverly Hills needed water and figured that if it could hold that pipeline hostage by winning the lawsuit, it could force them to give us water out of that system without becoming part of the city of Los Angeles. We lost that battle in Superior Court with the decision stating that the needs of a big community outweighed the rights of a small one–but we did get water rights. Water management in L.A. was originally in the hands of a private company, the Los Angeles City Water Company. Mulholland was searching for

new water resources for the city of Los Angeles when Fred Eaton, a former mayor of L. A. and an engineer, brought the Owens Valley to Mulholland’s attention. The Federal Reclamation Service also was looking at the Owens River as a possible irrigation source for the valley. B. Lippincott, a supervising engineer for the service, was the man in charge of putting together recommendations for the government, but what most would consider a conflict of interest was he was also working as a consulting engineer for Mulholland and the L.A. Water Department. Lippincott’s efforts for the Federal Reclamation Service resulted only in the valley's public lands being set aside for future development; no rights to the land were secured. It was around this time Eaton quietly set about buying up options on strategic land in the valley by paying $450,000 for a two-month option on ranch lands and 4,000 head of cattle. All in all, he acquired the rights to more than 50 miles of riparian land, basically all parcels of any importance not controlled by the Federal Reclamation Service for land which would be needed for construction of the aqueduct. To curious valley residents, Eaton implied that he was affiliated with the service, not the city of Los Angeles, as was actually the case. The movie Chinatown is loosely based on this land grab. In 1905 a L.A. bond issue of $1.5 million to purchase options from Eaton on Owens Valley lands and water rights was voted in and two years later, voters approved another bond issue of $23 million for construction of a 233mile long aqueduct. Thus the residents of Owens Valley, who had expected to be the beneficiaries of a federal irrigation project, found themselves out of luck, and water, as construction began. Troops had to be called in to protect the aqueduct after irate Owens Valley residents blew up portions of the pipeline. The 233-mile long aqueduct started at the valley’s northern end and ran right through it. The water that valley residents once thought would irrigate their farmlands, instead flowed to and fed the growing population of L.A., with Beverly Hills a recipient of some of the water. Franklin Lake above Coldwater Canyon became one of the holding areas for this water. Mulholland had conceived of an engineering marvel: an aqueduct system that would transport water from the eastern Sierra Nevada mountains to Los Angeles, using gravity to keep the water flowing. Mulholland's dream was realized in 1913 when water from the eastern Sierra Nevada came gushing down the newly-built concrete cascades into the Los Angeles Basin. The Los Angeles Aqueduct did more than supply water to the city–it also brought it power. During the building of the aqueduct, the city’s first hydroelectric power plant was built at Division Creek in 1905 to supply hydroelectric power for the aqueduct construction. When that job was done, the power then came to the burgeoning city–water and power at the same time, with Beverly Hills getting a share because Los Angeles needed a place for its pipeline.

ENJOY FATHER’S DAY ON RODEO DRIVE AT ‘CONCOURS’ Beautiful weather. Beautiful city. Unique and beautiful automobiles. The best shopping in the world. No wonder the “Rodeo Drive Concours d’Elegance” always makes the list of the Top 100 events around the world. And, best of all for us, it’s right here every year – this weekend on Sunday. For this year, we even have a Learjet. How many “Concours” in the world feature a jet airplane? The Courier is pleased to join Concours once again as its media sponsor. The Rodeo Drive Committee always does a wonderful job presenting this outstanding day. Bruce Meyer outdoes himself every year with the excellent showing of classic and antique automobiles. Rabbi Jacob Pressman MY HEART BELONGS TO DADDY .........BUT WHO IS DADDY? The first Father’s Day celebration was held on Sunday, June 19, 1910 through the efforts of Sonora Smart Dodd. After she attended a Mother’s Day celebration in 1909, she was struck by how much her father, William Smart, a Civil War veteran, had sacrificed for his six children. Sadly, his wife died giving birth to the sixth. Smart then raised his six children on his own. His daughter, Sonora, had the Spokane YMCA host a public celebration in tribute to fathers. The observance grew in other states until 1965, when the U. S. Congress passed a joint resolution recognizing Father’s Day on the third Sunday in June as an official holiday, reconfirmed in 1972 by President Richard Nixon. In 2010, the Congress passed a long resolution recognizing the important role fathers play in our families: “Now therefore, be it resolved: That the House of Representatives commends Sonora Smart Dodd for her contribution in recognizing the importance of Father’s Day and the important role fathers play in our families.” Today, the holiday raises a new issue: the increasing number of women raising their children without the presence or influence of a husband to father them. What does a child think about a fatherless Father’s Day, and how does a mother explain it to him or her? I have no answer, because there is no easy answer. It is one more thing that a broken home/heart has to cope with in the raising of children. On a lighter note, once our two sons, Daniel and Joel, brought tears to my eye, singing: “Today, Father, is Father’s Day and we’re getting you a tie. It’s not very much, it’s just our way of telling you: We think you’re a wonderful guy. You say we really didn’t have to bother. But it was no bother or fuss, ‘Cause according to our mother you’re our father, And that’s good enough for us; yes, that’s good enough for us!”
LETTERS TO THE EDITOR Thank you for starting last Friday with a good laugh. After reading “City Council Shocked By Centennial Spending Plans,” I had to check my calendar to make sure it wasn't April Fool's Day. As funny as the $7.8 million proposed budget was--the $5 million budgeted for this giant "pat on our own back" is almost funnier. As a small Beverly Hills retailer who still scrambles every day to make a profit, I'll be happy to close my doors and take that $25/hr. job as a Centennial retail store employee. Mike Campbell, Beverly Hills ****** The members of the City Council aren’t the only ones shocked by the Centennial spending plans. I am too! The proposed $7.8 million budget works out to more than $200 per citizen. What is this vast sum going to be used for? Who is going to benefit from the proposed activities? Even if taxpayers don’t have to pay a penny of the budget–and I sure hope we don’t!—there are so many pressing needs in the City, from schools to sidewalks to streets to parks, where this money could be so much better spent. I hope a more realistic plan and budget can be prepared soon. Daniel Fink, Beverly Hills ****** As a Canadian who flew to California to support the Beverly Hills Back Draft Ball this past Tuesday, it was interesting that few to none of the local acting community showed to support the local fire department. As “first responders,” I doubt very much they will ever help Torontians such as I (well, maybe our mayor at the moment...); however, if a table of Canadian VIPs can show up, what about members of the local entertainment industry?
