Artal, who graduated from Beverly Hills High School two weeks ago, is headed to Stanford University to begin his college education. “This has been an incredible year and I think I have learned more, grown more this year through this board than any class I

The Draft Supplemental Environmental Impact Report (EIR) was introduced May 18 for the 30-day public comment period that concludes June 18. The purpose of the meeting was to present the project in a public setting so community members have the opportunity to express the environmental issues they feel should be addressed. Comments, both oral and written, will provide an inventory of potential environmental effects of the Modified Project to be addressed by the Draft

The Ordinance does not include substantive changes to the current meaning or interpretation of the code sections being amended. Specifically, the Ordinance would amend the following: • BHMC § 10-3-2422(F) to reconcile paving buffer standards with the development standards that govern walls, fences, and hedges in the front yard in the Central Area of the City (available in BHMC § 10-3-2420(C)); • BHMC § 10-3-2422(F), 10-3-2518(E), and 10-3-2618(E) to clarify that paving buffers are not required in front of walkway entrances; • BHMC § 10-3-2409(D) to delete the word “ramps” to clarify that a deck may be located over a residential driveway that leads directly to a subterranean parking entrance in the Central Area of the City; • BHMC § 10-3-253(A) to add the Historic Incentive Permit to the table of standard notification requirements at the Planning Commission level, consistent with the noticing requirements cited for the permit in Ordinance 14-O-2670; • BHMC § 10-3-253(B) to change title of the table from “Public Notice Posting Requirements” to “Special Public Notice Requirements” for clarity; • BHMC § 10-3-3100 to specifically identify that new construction involving 2,500 square feet or more of new or additional floor area requires a Development Plan Review; • BHMC § 10-3-3100 to specifically identify that new construction that increases the height of a structure or building requires a Development Plan Review, unless otherwise specified in Chapter 3 of Title 10 of the Beverly Hills Municipal Code. On June 21, 23 and 26, the Friends of Robinson Gardens are inviting members of the community to join them for an elegant afternoon tea in the garden at the onetime home of Virginia and Harry Robinson. “Mrs. Robinson had a very large collection of china from all of the top creators, including Dresden, Minton, Geo Smith & Co, and Limoges,” described longtime Friends member Adrienne Horwitch, who has taken the lead on organizing the afternoon teas. By Victoria Talbot Reality TV star Farrah Abraham, 27, best known for her role as “Teen Mom,” called herself a “public punching bag” in a Twitter post response to her arrest Tuesday evening at The Beverly Hills Hotel. “The hotel truly allowed misconduct by staff to a paying guest. There’s no need for me or anyone else to be treated this way. The Beverly Hills Police officers should stop having power trips and lying and selling stories to TMZ.” Abraham said she was “targeted” by the hotel, where she was a guest. Abraham was booked for battery and trespassing, said Beverly Hills Public Information Officer Lt. Elisabeth Albanese. Police were called to The Beverly Hills Hotel at about 1:20 a.m. “for some kind of disturbance.” Abraham “was yelling.” “A security guard tried to calm her and she became irate,” said Albanese. “She left the property and tried to come back.” That is when she allegedly assaulted the man. In a press release, Albanese wrote: “A male adult hotel security officer reported that he asked Abraham to leave the hotel after she refused to

disengage from a verbal altercation with hotel guests. The security officer reported that Abraham struck him in the face with her forearm, grabbed his ear and pushed him in the face as he attempted to prevent her from re-entering the hotel. Officers noted that Abraham exhibited signs of intoxication during the investigation." TMZ reports that there is video of the altercation. Abraham tweeted that she had spent the day as a guest at the hotel to celebrate her daughter’s birthday. Beverly Hills Fire Department Responds To Benedict Canyon Blaze By Victoria Talbot A blaze that scorched an estimated 40 acres near homes on Portola Drive, Yoakum Drive and Benedict Canyon Drive may have been started by a contractor using a weed wacker to clear brush for the fire season at a home in the 9800 block of Portola Drive around 2 p.m. Tuesday, said LAFD spokesperson Margaret Stewart. “This serves as a reminder to residents to only use licensed contractors who follow the safety requirements to include no metal blades and extinguishing agent at hand,” said Stewart. “The exhaust manifold can get very hot and is the likely cause of the fire.” Beverly Hills Fire Chief Greg Barton sent one engine and a battalion at the start of the blaze, which at its height, was being fought by over 250 firefighters from the air and the ground. There were five water dropping helicopters on scene and four fixed wing aircraft dropping retardants. Approximately 86 homes were

under evacuation orders. Benedict Canyon was closed as was part of Mulholland Drive from Benedict Canyon to Beverly Glen Canyon. Closures were lifted by 8 p.m. The blaze, which was on the border of Beverly Hills and Los Angeles, did not cause any damage to structures, but two firefighters were injured. One firefighter suffered heat exhaustion, the other suffered a minor burn injury, according to the LAFD website. Firefighters continued to monitor the area, which was within a perimeter marked by San Ysidro Drive, Yoakum Drive and Benedict Canyon Drive. Light winds and a conversion layer that reduced temperatures and increased humidity, along with the speedy and aggressive efforts of firefighters contained the fire within hours. As of Thursdsay, firefighters were still dousing hot spots, but the fire was about 80 percent contained.

At $2 a cup ($1.50 for refills), the girls are planning to use the money they make this summer for school supplies. They said they’re also planning on making a donation to an animal charity. “When we sell a lot of lemonade, a lot of it’s going to go to an animal charity,” confirmed Ella, who came up with the idea for the lemonade stand together with her friends as something to do in their free time. “If you want to get off your devices for the day or the weekend, it’s really great to have a lemonade stand,” she added. Several cancer survivors in attendance who have benefitted from Tower’s research and patient support service told their personal stories. The event raised more than $1.25 million and four individual research grants totaling $1.2 million were awarded. Tower’s first ever $1 million grant to a sole investigator was awarded to City of Hope’s Dr. Xiaochun Yu as part of Tower’s new Power of Precision Campaign for his work focusing on ADP-ribosylation and cancer therapy. This grant will explore how to use a weakness of cancer cells to target DNA damage repair pathways, and develop novel chemotherapeutic approaches. Based in Beverly Hills since 1996, Tower provides grants for research, patient support and community education to promote more effective treatments for cancer.

State Supreme Court Won’t Hear Case Of Man Convicted Of Girlfriend’s Murder In Beverly Hills By Matt Lopez The California Supreme Court on Wednesday declined to review the case against a man convicted of slitting his girlfriend's throat in her Beverly Hills apartment, where she survived long enough to write his initials in her own blood. James Duane Grzeslo was convicted in August 2016 of first-degree murder in the Oct. 26, 2011 killing of Cathy Carrasco-Zanini, 58. Jurors concurred with the allegation that Grzeslo used a knife to commit the crime. While Carrasco-Zanini

was dying, however, she managed to crawl down a hallway and write her boyfriend’s initials – JG – in her own blood, Deputy District Attorney Keri Modder said after the verdict. Police were called to the woman's apartment in the 100 block of North Hamilton Drive in Beverly Hills after Grzeslo told a therapist he was having nightmares that he had killed his girlfriend, the prosecutor said. Police arrived and found Carrasco-Zanini with her throat slit. The couple had been having problems and were going to therapy together, the prose-

cutor said. Grzeslo was sentenced in September 2016 to 26 years to life in state prison. In March, a three-justice panel from California’s 2nd District Court of Appeal rejected the defense’s contention that the trial court erred in failing to hold a hearing to determine if Grzeslo was competent to act as his own attorney and in admitting statements he made to co-workers about slitting the throats of enemy soldiers in Vietnam, where he had never actually served.

With Wells Fargo as the anchor tenant, the building is one of three 12-story buildings in Beverly Hills. The other two are at 9401 and 9701 Wilshire Blvd. It is a 207,400 square foot Class A building. Other tenants include Beverly Hills Dermatology Consultants, Barrister Executive Suites, Inc. and Walker Corporate Law Group. Bob Safai and Tony Ranger of Beverly Hills-based Madison Partners had the listing. Sources confirm the deal has not yet closed, and The Real Deal reports that non-refundable deposit has been made. Safai reports he has brokered more sales than any other commercial broker in Beverly Hills, including 9401, 9777 and 9701 Wilshire Blvd.. 468 Camden Dr., 120 Spalding Dr. and 9440 Santa Monica Blvd.

By Victoria Talbot Members and friends gathered Sunday afternoon for the Santa Monica Conservancy’s 2018 Salon at the beautifully restored Craftsman Aeroplane Bungalow. The 1912 Santa Monica home is a rare variant of Craftsman design in Santa Monica, featuring a small second story that resembles the cockpit of an antique aircraft. The space is filled with light and air, with a compelling view and a wonderful, peaceful aura. The owners and hosts, Anita and Alan Eskovitz, bought the home in 2013. At the time, it had been painted white. The floors sagged and the original knob and tube wiring was still in place and in use. The owners studied Craftsman bungalows in Pasadena. From those prototypes, they were able to restore their beautiful 1912 home. To rehabilitate the residence, the house had to be structurally reinforced with a sturdy foundation and newly created electrical and plumbing systems. They spent a year recreating the Craftsman interiors, restoring the main rooms, replicating the original woodwork, wood sash windows, built-in buffet and floors. A tile artist was engaged to recreate a Craftsman-style fireplace, as the original tile was gone. In 2017, the project earned the Preservation Award from the Santa Monica Conservancy.

All proceeds from the event benefit the educational programs of the Santa Monica Conservancy, a non-profit organization dedicated to promoting the public understanding and appreciation of the cultural, social and economic benefits of preservation. From the Shangri-La Hotel to the Santa Monica Pier, Santa Monica is a treasure trove of historic properties. Over 80 properties have been designated or are listed to be designated as landmark properties. Since it was founded in 2002 following a grass-roots effort to preserve the City’s cultural heritage ordinance, the Conservancy has brought awareness and education to the community, sponsoring historic tours and working with residents to protect historic homes and buildings.

Then in 2016, Oasis West Realty came back with an initiative that would combine Buildings A and B into one 26-story tower. The initiative was defeated. Hilton’s owner Beny Alagem is now returning with another modified project, this time entailing a 23story project in lieu of the 8-story and 18-story condominium buildings. This project is going through the planning process, which begins with the Draft Supplemental EIR. At Tuesday’s meeting, attended by approximately 22 people, several of the attendees expressed their concerns about the project. One person, Tom Roberts, who said he is an architect, asked if the Supplemental EIR included the element of “profit increase.” Gohlich responded that “no, environmental impacts are not fiscal, unless blight is created,” in a project. What will be addressed, according to the Rincon Consultants, are many of the changes that have occurred in the ten years since the project was approved, and the potential impacts of those cumulative changes. For example, One Beverly Hills at 9900 Wilshire Blvd., with the hotel element and traffic changes from its 2008 approvals would be considered. Other impacts could include

When the project was approved in 2008, the City of Beverly Hills did not have a Cultural Resources Ordinance to protect historic buildings, as well as historic street lights and signs nearby. In addition, recently the California Geological Survey determined that there is a fault running through Beverly Hills. The fault line is south of the project, but impacts of faults were not a requirement in 2008. Traffic studies will also have to be conducted to reflect current conditions and proposed development. A new General Plan was introduced in 2010, and the project must be assessed to see if it complies with the requirements of the General Plan. That plan also included a noise element, that must be assessed. It must meet water conservation requirements which have changed since 2015. The Supplemental EIR (SEIR) will consider the impacts and alternatives yet to be determined, based on the analysis of the project, to lessen or mitigate potential impacts. The SEIR will be released sometime in the late summer or early fall, which will trigger at least a 45-day

One of Fleiner’s current favorite projects is working on Tesla’s. “We work with a company that does tuning for Tesla, more or less body tuning, body kits, interiors,”

During each step of the process, there will be significant opportunity for public input. “How is this still an approved plan,” asked one resident. Gohlich explained that the plan that was approved in 2008 is still in place. The attempted HH initiative in 2016 had no impact on the approved plan. The owner, Oasis West, has a “vested right to those approvals.” The plan that is being presented, “is not approved. It’s simply a proposal.” “Anyone can petition the government for changes in the law to change the approvals,” said Gohlich. “The City is obligated to review it. Our job is to review the project and provide decision-makers with the best information possible so they can make informed decisions. The City doesn’t decide what a private property owner submits to the City.” Roberts the followed up by confronting City staff about the architectural renderings submitted by the developer. Roberts said that he “doesn’t understand why they are being allowed to bring pictures that are inaccurate… They’re confusing the people here,” he said. Architectural renderings are provided by the applicant and are “an artist’s concept” of the architectural plans, said Gohlich. Fire Officials Warn of Dangerous Brush Fire Season Ahead Southland fire officials issued dire warnings Thursday about the upcoming fire season, saying they are preparing for daily outbreaks of vegetation blazes and calling on residents to act now to clear brush around homes and other structures. Los Angeles County Fire Chief Daryl Osby and other fire officials also reminded residents that they need to do their part to prevent fires from erupting. “Over 90 percent of wildland fires are created by humans,” Osby said. He said dry conditions and warm weather will likely mean daily brush fire calls, with blazes potentially scorching hundreds of acres at a time over the next month, and even larger beginning in July. “In the months of July and September, as our fuels begin to dry, we are expecting to have fires from 1,500 acres to 5,000 acres, and that includes no wind,” Osby said. “Typically around September-October is when we start Santa Ana wind events in Southern California.” Osby said the county expects to again have heavy-duty firefighting aircraft available beginning in mid-August, when the Erickson Skycrane water- dropping helicopter will be put in service locally. On Sept. 1, SuperScooper aircraft from Canada will arrive. Thom Porter, chief of the southern region for Cal Fire, said that active fire seasons should now be considered normal in California. “You as citizens all need to be prepared,” Porter said. "You need to do the things that you need to do to provide the defense so we can provide the offense.” –– City News Service

Dina Leeds, Big-Hearted Philanthropist With Style, Grace And Love To Spare Bel-Air resident Dina Leeds opens up to Beverly Hills Style about philanthropy, family, and the need to give back

F

or Dina Leeds, doing her part to make the world a better place comes naturally. From volunteering on the boards of the Los Angeles Ballet, the Builders of Jewish Education and StandWithUs to serving as president of the American Friends of Magen David Adom (AFMDA) Western Region and co-chairing this year’s Los Angeles Museum of the Holocaust’s annual gala dinner on Dec. 3, there seems to be no end in sight to Dina’s philanthropic endeavors. “When anybody tells you what his or her charity is doing, if you’re human, it’s impossible not to have a heart for it,” Dina explained. Born in Egypt, Dina’s family fled the country when she was just 2-years-old following 1967’s SixDay War. After a six-month stint in Italy, the family moved to the Fairfax area in Los Angeles, enticed by the strong Jewish community. Starting over from scratch, Dina’s mom worked three to four jobs, instilling in her daughter an incredible respect for hard work. Bolstered by her parents’ strong work ethic, Dina said that by the time she was 26 years old, she’d made her first million dollars. “My husband has this saying, ‘The harder I work, the luckier I get,’” she said of the love of her life, Fred

Leeds, with whom she shares seven children. When the Leeds moved into Bel-Air just over two decades ago, people frequently approached Dina to ask if they could hold an event in her home. “To me it just felt like throwing a dinner; and that wasn’t a big deal,” she described of the affairs she hosted three times a week for several years. “To me it was having guests, making them aware of an important cause and doing whatever good we could do with what we had.” She highlighted the upcoming Holocaust Museum gala honoring Lord Daniel Finkelstein and her friend Mona Golabek, a world-renowned concert pianist and author of The Children of Willesden Lane about her mother's experience with the Kindertransport, as a critical event to commemorate the past. “I think real philanthropy has to do with looking at the world in the way it relates to children,” she said, underscoring the importance of teaching her own children the value of giving back. “Maybe why I’m involved in philanthropy is because I know there’s no difference between me and anyone else,” she added. -Laura Coleman

here’s something intensely magical about diamonds for Soheila Jalali, who joined Circa in 2017 as the buyer at the Beverly Hills office. “My love for gems and jewelry goes back to my childhood when I would save my weekly allowance to buy a sparkly item to own,” she described. “There’s just such a beautiful world inside diamonds. After A Facelift, Refreshed Ford Theatres Set Eclectic New Season

T

he Ford Theatres are ready for their closeup. After a $75 million renovation, the uniquely California venue in the Cahuenga Pass is in the midst of an eclectic season. At 1,200 seats, the complex “is the most intimate of amphitheaters,” says Interim Executive Director Olga Garay-English. “Nestled in the Hollywood Hills, it’s not unusual to see deer grazing behind the stage during a performance.” “It’s had a facelift,” says GarayEnglish, with the Zev Yaroslavsky Terrace for dining, state-of-the-art lighting towers, new dressing rooms, a stage that’s been upgraded from concrete to ipe, a Brazilian hardwood; soundproofing panels that have replaced plywood sheets, and a projection system for film screenings. Garay-English, with more than 30 years in the arts field, was brought on board in November 2016, before the start of the nearly three-year renovation. “L.A. County, which owns the facility, invested quite a bit of money into upgrading the physical plant

Like the Peloton Bike, the Tread will offer a similar guided fitness experience, mixing live cardio and strength workouts, along with training by top New York instructors, giving users their own private fitness studio. According to MensHealth, which reviewed the Tread, it will – unlike the Peloton Bike – encourage users to hop off the machine for circuits of weight training exercises in between sprints. As far as wearable fitness tech goes, most people are used to seeing the various wristbands or headbands that are on the market. Under Armour has taken it one step further with its new “smart shoes” called HOVR. The HOVR, which comes in low-top (the Sonic) and mid-top (the Phantom) editions, are truly designed for the heavy-duty runner. The shoes come with a built-in sensor that tracks distance, pace, stride, cadence and steps. The bluetooth-powered sensors are in the thickest section of the midsole, protecting it in any weather. Under Armour says the sensor, called the Record chip, was designed to outlast the life of the actual shoe. The batteries do not need to be recharged as the sensors are self-contained. The shoes are a companion to Under Armour’s popular and free MapMyRun app, which is available for download on both iPhones and Android devices. The shoes easily pair with the app via bluetooth. S

lightly disconcerting, there’s something about dining at Vespertine that is unsettling to the point of heightening your senses. That the food is exceptional is secondary to the theatricality that surrounds the immersive hours-long experience. A clever experiment by Chef Jordan Kahn, who just this month won the coveted Grand Prize design award from the Los Angeles Business Council, Vespertine celebrates its first anniversary next month inside the other worldly Eric Owen Mossdesigned structure. “The goal of the restaurant is to be this Fluxian source of ideas,” Kahn told Beverly Hills Style. Like a symphony that is more about experience than the individual notes and instruments, Vespertine offers diners a thoughtfully curated evening of molecular gastronomy. “People go to restaurants because of food. But food is not what stays in your memory,” noted Kahn, who began his career at The French Laundry. “You just remember the experience, the time you had. It’s really a complex art form.” Named for a flower that blooms in the evening, Vespertine is very much a

A jewel-like pea creation is both art and cuisine. convergence of food, art, architecture and music in a world entirely crafted by Kahn. “I found this building and everything clicked,” Kahn recounted of his initial foray into Culver City’s Hayden Tract area to escape typical L.A. traffic five years ago. After returning that very evening around 3:30 a.m. and jumping the fence to explore the exterior of the distinct structure dubbed the Waffle, Kahn began returning nightly around 2:30 a.m. Eventually, he grew bold enough to remove the wood panels off the door and enter the multi-story architectural marvel that bore no resemblance to a typical restaurant. “I couldn’t get it off my mind. I was really intrigued,” Kahn said of the building he spent four years tailoring to house Vespertine. “It’s this really powerful energy that’s hard to articulate.” From the moment you approach the reticulated steel building, Vespertine invites diners to participate in an experience akin to theatre. Set in BEVERLY HILLS

Vespertine’s home is a building by Eric Owen Moss. rhythm to an original atmospheric instrumental score composed by L.A.based band This Will Destroy You, the evening begins with a welcome drink in a Bauhaus-type garden. Next, you are led through a gorgeous kitchen where Kahn personally greets you, explains his concept and essentially reads your “vibe” in anticipation of further personalizing the evening. The first act enfolds on the building’s open air rooftop with spiced wine and cozy couch-like seating. A member of the sublime staff, attired in black garments made by Jona Sees, explains that the sculptural center piece on the low table illuminated by candles is actually a trio of seaweed “chips” artfully draped on a curved log. After more appetizers that likewise blur the distinction between food and art, such as a delicious biscuit of black currants and burnt onions, the journey continues in the main dining room downstairs, where more than a dozen different courses fully articulate the tasting menu-only concept. Artfully plated on ceramics crafted by Ryota Aoki, many made from volcanic stone, an early course of snap peas fashioned into a large green shimmering jewel sets the stage for this second act, which includes an optional pairing of wines or juices. Perhaps the most curious dish is one that is served entirely hidden from view in its ceramic home, where the creamy rice pudding with crab is a total surprise. Following a flight of desserts, the final act of Kahn’s sublime visual and culinary narrative returns you to the outdoor garden where you first began, this time with coffee, liqueurs and sweets. Justify Dominates Belmont Stakes To Win Triple Crown

Justify became the 13th horse in history to win racing's coveted Triple Crown with an electrifying triumph in the 150th Belmont Stakes on Saturday. In adding the Belmont to his Kentucky Derby and Preakness Stakes victories, the unbeaten Justify made Bob Baffert just the second trainer to saddle two Triple Crown winners. Drawn in the unfavorable first post, Justify burst from the gate under jockey Mike Smith and never trailed in the 1 1/2 mile race dubbed the “Test of the Champion.”

Despite drawing the rail, Justify went off as a 4-5 favorite and more than lived up to his billing. Justify's Triple Crown feat came 45 years to the day after another physically imposing chestnut, Secretariat, broke from the first post and won the Belmont by a stunning 31 lengths to complete the Triple Crown. Justify improved to 6-0 in a racing career that only began on Feb. 18. The only other unbeaten Triple Crown winner was Seattle Slew in 1977. –– AFP

Young Musicians Foundation Awarded California Arts Council’s ‘Arts Education: Extension’ Grant The California Arts Council has announced its plans to award $15,300 to the Young Musicians Foundation (YMF) as part of its Arts Education: Extension program. As a segment of the California Arts Council Arts Education grant opportunities, extension grants support arts education programs for pre-K students that operate after school and during the summer, on school sites, in artistic ven-

ues, and in community settings. The program’s intention is to offer young people sequential, hands-on training in artistic disciplines, including dance, literary arts, media arts, music, theatre and visual arts. The YMF will use the grant for after-school instrumental and vocal programs at Para Los Niños Elementary and Middle schools, and New Los Angeles Charter Elementary and Middle schools.

“We are grateful to the California Arts Council for choosing to partner with YMF,” said Executive Director Walter Zooi. “Their support is crucial in making it possible to deliver these life-changing programs.” The Young Musicians Foundation is one of 169 grantees chosen for the Arts Education: Extension program. The award was featured as part of a larger announcement from the California Arts Council.

The full-length play sheds light on the unique relationship between Winston Churchill and Edward R. Murrow during the early years of WWII when England was under attack by Hitler’s Luftwaffe. After 70 Years, A Hawthorne School Third Grade Class Sets A Reunion School bonds seem to last forever. A group of five Hawthorne School third-graders are planning a reunion—70 years after first becoming friends. ”Most of us have not seen each other in decades,” says Alice Lynn, one of the reunion organizers. This is the first reunion of the group—at least 28 are expected— that will meet at 1 p.m., Monday, June 18 at the school. Attendees will enjoy a tour with Principal Sarah Kaber.

“There’s no question that we will find the classrooms were smaller than memory recalls,” says Lynn. Festivities will also include a party and dinner. The invitation jokes there’s also a “jump rope contest at 5 p.m. with medical waiver required.” “Our classmates were and are memorable,” says Lynn. The Calamigos Ranch in Malibu was the perfect rustic, outdoor setting for the John Wayne Cancer Institute to stage its 33rd annual Odyssey Ball last Saturday. The event, which was organized by Martha Harper and Shirley Lipstone, raised about $500,000 for cancer research, treatment, and education at the institute. Kate Flannery of NBC-TV’s The Office, was the hilarious emcee. The prime honoree was Lewis Howes, a self-help guru and best selling author, who received the group’s Generation of Hope Humanitarian Award from Anita Swift, John Wayne’s granddaughter and the retiring, longterm president of the JWCI Auxiliary. Anita, who will be succeeded in her position by Martha Harper, honored the organization’s 14 past presidents with the Trailblazer Award for their efforts which have raised more than $20 million for the cause. The western ranch venue was a terrific backdrop for the saloon games which preceded the dinner, awards and dancing. Scott Mauro Entertainment, Inc. once again produced the event of behalf of the John Wayne Cancer Institute at Providence Saint John’s Health Center. ******

The 1980s supermodel-turned-actress Kelly Le Brock came by the Beverly Hills Women’s Club to help launch Safe Passage’s new “Time2Heal” initiative for all victims of abuse, bullying and violence. Slowly but surely we are seeing the demise of what made the Desert unique. Money, of course, is the reason for the shift in the Desert’s focus as members of Palm Desert Country Club, one of our area’s oldest greens, recently voted to rezone its now defunct 9-hole executive course to a development for 69 condominimums. Since the closure of the club’s smaller than normal course about four years ago, PD Holdings (the new owner of the course), has argued that the golf course business is financially unsustainable and something new must be built in its place. Of course, the neighbors who purchased their homes because of the golf preserved their privacy and mountain views, object to the proposed building plan. Two late. The rezoning has been approved by a 3-2 vote of the Palm Desert City Council. The un-approving homeowners have yet to be satisfied, in spite of being provided with renderings with ample ‘green space.’ Could be that the owner’s green belt is really a money belt.

Section 2. On April 11, 2018 a referendum petition was filed concerning ordinance number 18O-2751 ("Referendum"). The Referendum petition contained 2966 signatures. To qualify for the ballot in Beverly Hills, the referendum petition was only required to obtain 2080 signatures. Therefore, the referendum passed the "Prima Facie" count of the City Clerk and ordinance number 18-O-2751 was suspended. Section 3. On May 1, 2018 the City Council took further testimony regarding 1184 Loma Linda Drive. The City Council learned that additional conditions were to be placed on the construction management plan and determined that the residence complied with the building code and was "by right". The City Council also directed that an ordinance be prepared to exempt the development from the provisions of ordinance number 18-O-2751 in the event that the City Clerk determined that the Referendum did not have enough valid signatures to qualify for the ballot. Section 4. Now, therefore, the City Council hereby exempts 1184 Loma Linda Drive from the provisions of ordinance number 18-O-2751 for a period of 30 days after the effective date of this ordinance and concurrently extends the building permit application to the same date. If 1184 Loma Linda Drive does not pull a building permit, or otherwise reactivate a building permit if a stop work order has been issued, within 30 days after the effective date of this ordinance, then 1184 Loma Linda Drive will be subject to ordinance number 18-O-2751 and its building permit application will be expired. Section 5 Severability. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this Ordinance or the application thereof to any person or place, is for any reason held to be invalid or unconstitutional by the final decision of any court of competent jurisdiction, the remainder of this Ordinance shall be and remain in full force and effect. Section 6. Publication. The City Clerk shall cause this Ordinance to be published at least once in a newspaper of general circulation published and circulated in the City within fifteen (15) days after its passage in accordance with Section 36933 of the Government Code, shall certify to the adoption of this Ordinance, and shall cause this Ordinance and his certification, together with proof of publication, to be entered in the Book of Ordinances of the Council of this city. Section 7. Effective Date. This Ordinance shall go into effect and be in full force and effect at 12:01 a.m. on the thirty-first (31st) day after its passage. LETTERS TO THE EDITOR In his letter to the Courier last week, former Beverly Hills Mayor Stephen Webb disputed details of the BHUSD Board of Education’s case against the purple line subway extension under our school. Mr. Webb’s granular, revisionist history misses the point: the health and safety of our children are priceless. This subway line can, and should, be built without putting the students and faculty of BHHS at risk. We must — and we will — continue to fight this threat. Lisa Korbatov President, BHUSD Board of Education ****** Considering there are already laws which state no bicycles are to be allowed on the sidewalks, this has beome another one which is seemingly never enforced. I have asked that the City determine that Segways ought not to be used on the sidewalks. Since we now have bicycle lanes, they should be welcome to use them. These are dangerous and motorized heavy equipment which occupies pedestrian space. Now, motorized mobility scooters rentable by Bird, which are available on any street wherever they are left, represent a new and serious danger for the pedestrians as well as renters, who are usually without helmets. I have seen young teenagers speeding along the sidewalks (even doubled up) and even on the streets. What a huge safety hazard for all! This company has to be removed from the City as it has no purpose and complies with no law. Another safety issue are the hedges alongside the driveways which are too tall and extend right up to the sidewalks. If there are for example, joggers or children on skateboards or bicycles, neither the driver moving out of the driveway nor the people on the sidewalk are able to see each other. There are clear laws about the size of hedges prior to reaching the sidewalk. This is not the first time I have attempted to bring this safety concern to the City's attention. The dark, dirty sidewalks need a good scrubbing–in particular in areas where the berries fall from the trees. Are they supposed to be cleaned by the City or the property owner? As there is probably not enough personnel to undertake the task of informing the resident, letters from the City could do that job regarding the rules and penalties if not followed. As I was walking this morning, I decided to take pictures from Sunset and Hillcrest along North Palm Drive, then South Maple and Burton Way. I took down many addresses along the way and pictures were sent to the City. In addition, red curbs need repainting. Stop signs at the end of an alley should be clearly placed. Walkways for the disabled are missing as e.g. around the park between Canon and Beverly Drive or along some alleyways. I encourage the new committee and the City to walk the entire City. Pablo Nankin, M.D. ****** For too long, this City and its government has failed to address one of its most serious problems, “homeless luxury automobiles.” Sitting on dealers' lots, lonely, frightened, without a friend, these unattended and uncared for vehicles are crying for someone to take them home. No need to fret fellow citizens, because one of our own is stepping up to the plate.Yes, and it's the same fearless hero who braving toxic fumes, chopped down the terrorist trees of lots 12 and 13 which were attacking automobiles and police helicopters. Aided and abetted by many of the same City government individuals who overtly and covertly helped our hero rid us of those enemy trees, lots 12 and 13 will become the new home for these sad and lonely vehicles. Or as Joni Mitchell sang: “paved paradise, put up a parking lot.” Once again City and citizens working together to make a better Beverly Hills. Robert Block ****** On behalf of the concerned residents of Beverly Hills I want to convey our sincere thanks to Mayor Julian Gold, Vice Mayor John Mirisch and Council members Lili Bosse, Lester Friedman, and Robert Wunderlich for two actions that you took at last week’s City Council meeting. The first was to place on the agenda of a future council meeting that any requests for use of parcels 12 and 13 be dealt with by the council itself and not by members of the staff. The second was to create a dedicated “green space” acquisition fund. These are important steps which, we feel, will go a long way toward rectifying the damage that was inflicted on Lots 12 and 13 by the criminal actions of the Beverly Hills Land Company and the failure of certain members of the City staff to fulfill their obligation

to work for the benefit of the residents and who instead accommodated the desires of a developer looking to turn a profit with no regard for the damage being inflicted upon the City’s residents. The highest and best use of Lots 12 and 13 is as a park. These lots must become City property. The dedicated green space acquisition fund could be the first step toward making that happen. We are very appreciative of the actions of our City Council in taking these steps as well as certain others it has taken over the past few months to make the City operation more transparent to the residents and to include them in the decision making process. Again, thank you on behalf of all of us. Lionel A. Ephraim ****** More than 20 percent of adolescents in the U.S. have experienced a serious mental health condition. Unfortunately, seven out of 10 youth with diagnosable mental health problems do not receive the treatment they need. Half of all those with mental disorders show signs of illness before turning 14 years old, according to the National Alliance on Mental Illness. Untreated conditions lead to negative consequences, including depression, suicide, substance abuse, increased school dropout rates, potential irrational behavior, and even physical health problems. Widespread conclusive research suggests that school-based mental health programs are an effective solution for early detection, providing short- and longterm benefits, such as reducing anxiety, improving reading scores and lowering rates of substance abuse. Our work as counselors treating youth in schools also includes a small subset of people with a propensity for violence. It’s important to know, however, that mental disorders are not necessarily sufficient causes of violence. Ironically, studies show that mentally ill are more often victims than perpetrators of violence. Early intervention and on-site screening of students with multiple risk factors is essential, followed by services for trauma, loss, use of alcohol and other drugs, and abuse. Unfortunately, obstacles for implementing treatment remain. Although the Surgeon General’s Report on Children’s Mental Health identified schools as a viable and major setting for providing mental healthcare, the analysis also states that developing and sustaining funding streams to support the delivery of these services and prevention programs continue to be an obstacle at local, state, and national levels. States grappling with budget shortfalls often lead to less resources for mental health programs. While pending federal legislation aims to provide funding for school- or community-employed mental health professionals, as well as faculty training to identify the early signs of mental health conditions, proposed federal budget cuts that slash spending for mental health treatment only exacerbate the issue. In California, while the Mental Health Services Act (Proposition 63) and Investment in Mental Health Wellness Act of 2013 have made a positive impact, governmental hindrances are impacting school-based mental health programs. A primary challenge is that, although legislation providing funding is essential, distributing public money to implement services is often a long, bureaucratic process. Such programs are especially important in lowincome areas, where negative educational and health outcomes are much higher compared to those in higher-income districts. According to a UCLA Center for Health Policy Research survey, 90 percent of teens with diagnosed mental health disorders living in poverty did not receive counseling. Even in communities perceived to be affluent, student bodies are often diverse and come from varied socioeconomic backgrounds. Compounding the issue is that more than 50 percent of students come from households struggling with divorce, impacting their confidence and self-esteem. Students require a safe place to discuss what is troubling them. As one example, our community-based mental health programs with the Beverly Hills Unified School District have been effective in providing an array of services for more than 1,500 youth annually. We work closely with school and district personnel to meet the current needs of students, which can range from substance abuse to treating anxiety, often related to social media, parental expectations, family conflict and societal pressure. It is vital that everyone who needs help gets help … ensuring access for all, especially our young who are at risk. We all have a social responsibility to safeguard the success of future generations, so let’s not forget about school-based mental health programs.
