City Council Officially Awards Contract To Parrent Smith For Toxic Tree Cutting Investigation By Victoria Talbot The City Council awarded a contract to Parrent Smith Investigations for the investigation into the circumstances surrounding Parcels 12 & 13 Tuesday, but modified the language of the Scope of Work. The item was pulled from the Consent Calendar by Councilmember Julian Gold so that he could express his opposition to Parrent Smith. Gold and Mayor John Mirisch had originally selected a law firm to perform the investigation. However, several residents spoke on the matter, objecting to the language in the Scope of Work. “Were mistakes made by City staff? If so, by whom and what was done as a result?” “We know that senior City staff ignored the Department of Toxic Substances Control. You [City Council] were not informed.
People of the City were given a false narrative from the City. It was intentional wrongdoing, not a mistake,” said former mayor Bob Tanenbaum. “This sets up a conclusion as if a little mistake happened, an excusable error or oversight. ‘Don’t be upset, it won’t happen again ‘... If they come back with a charge based on the draft as it is now, accountability is a secondary consideration and nothing in the scope of work even suggests any… action in violation of any standard or appearance of impropriety or anything objectionable between the staff and the landowner,” said Thomas White, president of the Beverly Hills Municipal League. The City Council concluded that the language should be replaced to reflect fact-finding to be conducted under oath with Gold dissenting.

By Matt Lopez Mohamed Hadid appears to be running out of options as he defends himself against allegations of illegal megamansion development in Bel-Air. Last Friday, the developer turned reality TV star was dealt a devastating blow at the Van Nuys West Courthouse, when Judge Eric Harmon denied a request from the defendants – including Hadid – for a pre-trial diversion. Hadid and the property owners at 901 Strada Vecchia are facing criminal charges related to work done at the home, which was planned to be nearly 30,000 square feet, including illegal use of
land, building without a permit and a failure to obey orders from the L.A. Department of Building and Safety. Each charge carries a maximum sentence of six months in prison and potential fine. As defined by California Penal Code 1001.74, a pre-trial diversion is “the procedure of postponing prosecution either temporarily or permanently at any point in the judicial process from the point at which the accused is charged until adjudication. Beverly Hilton Open Space Project To Proceed On November Ballot By Victoria Talbot The Beverly Hills Garden and Open Space Initiative will appear on the ballot Nov. 8 by a unanimous decision of the Beverly Hills City Council. “If this is what the public wants, this is what they should have,” said Councilmember Julian Gold. Voters will decide on a proposal to amend The Beverly Hilton Specific Plan to eliminate the approved 8-story residential building on Wilshire Boulevard and consolidate it with the 18-story residential building on Santa Monica Boulevard to create one 26story building, along with a publicly-accessible 1.7-acre garden. The initiative qualified to be on the ballot with a total of 3,980 verified signatures, or
18.9-percent of registered voters within the City. Pursuant to the State Elections Code Section 9241, which governs Beverly Hills elections, the City Council had four courses of action to decide from: • Adopt the petition as it was presented in the ordinance; • Receive a report from City staff on the effect of the initiative that must be returned within 30 days, and could include such things as fiscal impact, land use and any other matters the council deemed important to request in the report; • Submit the initiative to the voters in a special election called for that purpose, that must take place 88-103 days (see ‘BEVERLY HILTON’ page 17)
