a 10-year lease through its parent company, Richemont North America, for the 1,500square foot City-owned space formerly occupied by Geary’s Rodeo Drive. Per City agreements, Geary’s will turn over the space on July 15 in

By Laura Coleman The Beverly Hills Unified School District Board of Education approved its 2012/13 budget Tuesday 3-0. Voting for the budget were board president Brian Goldberg, vice president Jacob Manaster board member Leis Hall.

Board members Lisa Korbatov and Noah Margo were not present.

The budget included $3 million in cuts but avoids layoffs, class size increases, program cuts and forced furlough days.

“This board should be congratulated,” Superintendent Gary Woods told The Courier.

As a “Basic Aid” district, BHUSD receives more in local property taxes than is allowed by state law, meaning that the district must send some of its funds back to the state of California.

The status does not eliminate the need to maintain a reserve with the Los Angeles County Office of Education, which must be at least 3 percent of the district’s annual budget. The district’s (see ‘BHUSD BUDGET,’ page 22)

By City News Service The Metropolitan Transportation Authority Board of Directors agreed Thursday to ask Los Angeles County voters in November to approve a 30-year extension of the half-cent Measure R transportation sales tax approved just four years ago.

Measure R was originally set to expire in 2038, but proponents said approving an extension now will allow Metro to accelerate projects while construction costs are low.

Coroner Rules Beverly Hilton Deaths A Double Suicide

By Laura Coleman and Matt Lopez The Beverly Hills Coroner Thursday determined that the man and woman found dead at The Beverly Hilton last Friday night from gunshot wounds each pulled the trigger in a double-suicide.

Crumpton leaves no stone unturned in his new book, The Art Of Intelligence: Lessons From A Life In The CIA’s Clandestine Service.

Later Wednesday evening, he held a speaking engagement later that day, to reflect on his career and where the country he defended for nearly half his life is headed.

White Light White Night Fundraising Gala Returns

By Laura Coleman More than 1,000 philanthropically-minded people are expected to attend the sixth annual Walk With Sally “White Light White Night” gala to raise money for Angelenos affected by family members with cancer on July 21.

Conceived of by Walk With

Sally founder Nick Arquette, who lost his mother Sally to cancer when he was young, funds raised from the gala will help more than 200 children through a mentorship program.

“White Light White Night serves as an opportunity to share the stories of the hundreds of children of Los Ange-

New K-5 Writing Program Headed To City Schools

By Laura Coleman The Board of Education approved a new K-5 writing program emphasizing Common Core State Standards on Tuesday 3-0, with boardmembers Noah Margo and Lisa Korbatov not present for the vote.

The $30,000 Lucy Calkins’ Units for Writing program was

selected after surveying teachers in response to a new set of standards adopted by the state last year and is funded through a combination of Title II, Title III and the general fund.

“What these new standards do is provide similar writing tasks for kindegarten all the way up to 12th grade,” Chief

Academic Officer Jennifer Tedford said. “[This] is a deeper, richer instructional process than we've seen before."

Tedford said Calkin’s program provides crucial instructional material for teachers while establishing an effective writing program.

Millionaires Flock To Europe, Asia, Middle East, U.S. A Report From Boston Consulting Group Lists Top 15 Countries With Densest Millionaire Populations 1. SINGAPORE: Population: 5 million 17.1 percent are millionaire households Singapore is one of the largest centres of offshore banking and a financial hub in the East, making it an ideal place for millionaires to live. It also has a large number of multi-millionaires: for every 100,000 households there, 10 are worth $100 million or more, according to Boston Consulting Group.

One of the country's newest mega-rich is Facebook co-founder Eduardo Saverin, who recently renounced his US citizenship to move to Singapore.

2. QATAR: Population: 1.76 million 14.3 percent are millionaire households Oil-rich Qatar has 46,000 millionaire households. The country and its monarchs are building up an impressive collection of modern art and recently bought the world's most expensive piece of artwork for $250 million.

3. KUWAIT: Population: 2.74 million 11.8 percent are millionaire households For every 100,000 households in Kuwait, six are worth $100 million or more - a higher proportion of ultra-

wealthy households than anywhere else in the Arab world other than Qatar. The richest Kuwaiti is Bassar Alghanim, a business tycoon worth $1.6 billion, according to Forbes.

SWITZERLAND: Population: 7.8 million 9.5 percent are millionaire households Relative to its size, Switzerland has the highest number of households worth $100 million or more, with 366 in total - That's 11 households worth $100 million or more for ever 100,000 homes in the country. The wealthiest Swiss is Ernesto Bertarelli, who is worth $US10 billion. He inherited his father's company, Serono, SA in 1996. It was sold a decade later.

5. HONG KONG: Population: 7 million 8.86 percent are millionaire households Relative to its size, Hong Kong has more billionaires than any other place, according to Boston Consulting Group.

The island is also becoming much more popular as an offshore centre of wealth, the report said.

6. THE UNITED ARAB EMIRATES: Population: 7.5 million 5 percent are millionaire households

Though Dubai was hit hard in the recession, the tiny Arab country still has a relatively high proportion of millionaire households. The wealthiest family in the UAE is the family of Abdul Azis al Guhrair, who preside over a leading national bank and are worth an estimated $2.9 billion, according to Forbes.

THE UNITED STATES: Population: 311.6 million 4.3 percent are millionaire households Private wealth in North America declined by 0.9 per cent in 2011 to $38 trillion, according to Boston Consulting Group. Households worth $100 million or more were hit particularly hard, losing 2.4 per cent of their combined wealth. There are 2,928 households in the U.S. worth $100 million or more, and 363 billionaire households.

8. ISRAEL: Population: 7.6 million 3.6 percent are millionaire households Israel, a leading developer of technology, has 83,000 millionaire households.

The wealthiest Israeli is Idan Ofer, heir to a shipping fortune, who is worth $6.2 billion, according to Forbes.

10. BAHRAIN: Population: 1.26 million 3.2 percent are millionaire households The small island kingdom is one of the fastest growing financial centres in the world. The country's wealthiest citizens are part of its ruling family, which is headed by King Hamad bin Isa al Khalifa.

Private wealth in Japan fell by 2 per cent in 2011 to $17.8 trillion due to lingering effects of the tsunami and subsequent nuclear disaster, according to Boston Consulting Group. But it's expected to recover in the next five years. The country has 1.6 million millionaire households, second only to the U.S. 12. BELGIUM: Population: 10.88 million 2.9 percent are millionaire households In addition to having a relatively high number of millionaire households, Belgium also has a significant number of multi-millionaire households. 13. OMAN: Population: 2.78 million 2.5 percent are millionaire households The tiny, oil-rich sultanate has tried to diversify its economy to focus on other industries, like tourism, following a slump in oil prices in the late 1990s.

IRELAND: Population: 4.48 million 2.2 percent are millionaire households Despite a rough economy in Ireland, it's one of just a trio of European countries to have a high enough density of millionaires to make this list. Ireland has five billionaires on the Forbes rich list. The wealthiest is Pallonji Mistry, a construction tycoon who is worth $9.7 billion.

THE NETHERLANDS: Population: 16.6 million 2.1 percent are millionaire households The Netherlands had 152 millionaire households at the end of 2011, a decrease of five from the end of the previous year. Fashion News & Notes Lady Gaga Sets World Record for McQueen Dress Lady Gaga broke a record at auction on Wednesday night, paying $133,075 for an Alexander McQueen dress from the wardrobe of Daphne Guinness that went under the hammer at Christie’s South Kensington here.

The singer bid by phone from the U.S. for the ivory silk tulle empire line gown from “The Girl Who Lived In The Tree” collection from autumn/winter 2008-09. It was the highest price paid for a McQueen dress at auction.

Meanwhile, a Europebased bidder paid $208,003 for a portrait of Guinness shot by Mario Testino for the March 2008 edition of British Vogue. It was the highest price paid for a Testino photo at auction.

• Joan Mangum Reports On The Beverly Hills Hotel’s Centennial Weekend Celebration Celebrating its centennial, The Beverly Hills Hotel & Bungalows featured a star-studded weekend of exclusive, curated events with celebrity hosts and honorary ambassadors Warren Beatty, Clive Davis, Bryan Lourd, Brett Ratner, Rick Rosen and Ben Silverman. With its 100 years as an icon of the entertainment industry, the hotel chose the MPTF (Motion Picture & Television Fund) as the official charity partner for the celebration.

Bill Cosby hosted an evening of comedy and jazz by the pool and was introduced by Carl Reiner. MPTF dedicated the Friday event to The American Comedy Fund it administers along with The Actors Fund in New York for comedians in need. This was established last year by Viacom Entertainment Corp. and the Entertainment Industry Foundation.

Movie-star handsome Scott Hines, mayor of Rancho Mirage, grinned comfortably as he welcomed us into his city hall office for the first in a series profiles in The Courier on the outstanding men and woman of the Desert–local dynamos who daily commit time and treasure to improve the quality of life in Coachella Valley. Not surprisingly there was a practiced ease about him; this former Air Force major and Latin American-based intelligence operative is used to dealing with the media after honing his skills briefing generals.

The youngest of Rancho Mirage’s five city council members, he is now serving a rotating one year term as mayor. Since the council was previously perceived as a “good, old men’s club,” Hines has overcome less than unanimous approval, (winning his council seat in 2010 by just 11 votes), but his diligence in analyzing the issues and finding solutions has won over many converts. For example while researching the city’s municipal code, he found that by making a minor adjustment to how the city’s streets are painted, dedicated bike lanes could be added at no additional expense. In an achievement he is proud of, 60 percent of the city’s streets now have marked bicycle lanes.

Guiding a city that has a multi-million dollar surplus, Hines is concerned that it not expand beyond its tax base, arguing for balanced real estate development–which brings in relatively little revenue–with commercial business, whose payment of sales taxes go almost directly into the city’s coffers. Therefore, according to Hines, the city is in the development stage of a major multiple-use project on land adjacent to the Agua Caliente Casino at the northern gateway to Rancho Mirage. Known as “Section 19” this will feature high-end retail shops and restaurants, offices and luxury residential units in an open, planned, meandering setting to rival The Grove in L.A. When not attending to city business, he enjoys camping with his children and serving as president/COO of World Education University, an institution of higher learning which believes “Education Should Be Free.” Imagine that, Scott Hines does. As he has shown by his service on the city council, if it can be imagined, Hines will find innovative ways to get it done. ****** It’s been called “The Dream on the Hill,” “A Black Hole” and from the numerous contractors and construction workers who haven’t been paid, comments far too unprintable to mention. The object of all this attention: The Ritz-Carlton Rancho Mirage–the most expensive white elephant ever to take form in Coachella Valley.

Years ago, the city boasted it had the only 6-star hotel in the Valley.

That was the Ritz-Carlton. Then it was sold and the new owners named the still 6-star property, “The Lodge at Rancho Mirage.”

Later, before the debacle at Lehman Brothers heralded in an era of Wall Street woes, the Lodge was sold again, with the new owners planning to use money borrowed from Lehman Brothers and others to tear down and renovate the property to a level of luxuriousness far beyond its former glory. But a funny thing happened on the way to the re-grand opening: money dried up, building ceased and the project lay dormant.

Assurances where given that new financing was eminent and that the construction stoppage was just temporary. Unfortunately, no lender was willing to back up these assurances with money, and “The Dream on the Hill,” fittingly, became a mirage. Fast-forward to a few weeks ago and the announcement the Rancho Mirage City Council has given the owners of the Ritz-Carlton an ultimatum–either sell the property, bring in other investors or complete construction of the property by Dec. 2013.

There has been optimism about the opening of the Ritz Carlton before … many times before. However, it is beginning to look as if this time the city means business.

Others advocated a housing allowance for the superintendent in lieu of an investment in a residence.

Board President Brian Goldberg called the home a good investment for the district, both fiscally and for leadership retention.

Boardmember Lisa Korbatov said at the meeting, where she appeared by phone from the United Kingdom. “It’s an excellent home. It’s an excellent investment.”

Beverly Hills High School Bids Farewell To Class Of 2012

By Matt Lopez “Seniors, we have zero days of school left!” BHHS Senior Class President Joel Yadidian yelled at the end of the school’s commencement ceremonies, just before his fellow graduates tossed their caps in the air to celebrate the moment.

Beverly High’s 491 graduates piled onto the front lawn of the school last Friday afternoon to receive their diploma in front of hundreds of friends and family.

In a class that includes two National Merit Scholarship finalists and the school’s first ever Coca-Cola Regional Scholarship recipient, approximately 94 percent of the school’s graduates will move on to higher education in the fall.

Renowned Breast Surgeon Joins JWCI The John Wayne Cancer Institute (JWCI) at St. John’s Health Center has announced that, Maureen Chung, M.D., PhD, FACS, will be the new medical director of the Margie Petersen Breast Center, director of the Breast Surgical Oncology Fellowship Program and director of the Margie and Robert E. Petersen Breast Cancer Research Program.

“Dr. Chung is an exemplary physician-researcher, educator and leader. Her breadth of expertise will enhance patient care; and her clinical research will help change the way breast cancer is diagnosed and treated,” said Lou Lazatin, president/CEO of JWCI and St. John’s.

A leader in the field of surgical oncology, Dr. Chung’s current research focuses on the role of a specific protein produced in breast cancer cells that can inhibit the effectiveness of chemotherapy. She is working on a nanoparticle system that permits simultaneous non-invasive visualization of breast cancers and targeted drug therapy.

Dr. Chung has also pioneered studies on breast-cancer vaccines, the contemporary management of breast cancer and the impact of mammographic screening on breastcancer presentation, treatment and outcome.

“It is my goal to develop an inter-disciplinary breast center that is patient focused,” Dr. Chung explained. “It will integrate the clinical disciplines, but also address survivorship, nutrition and breast-cancer risk factors.”

Before joining JWCI, Dr. Chung was an associate professor of surgery at Brown University and a breast surgeon at Rhode Island Hospital.

A member of the board of directors of the Rhode Island Breast Cancer Coalition, Dr. Chung is also an associate editor of the American Journal of Clinical Oncology, an external grant reviewer for the Arkansas Breast Cancer Research Program and a contributing editor for Women’s Oncology Review.

BH Psychiatrist Tackles Social Media Stress

Just reading information from social media sites can send some people’s stress levels soaring, says Reef Karim M.D., board-certified psychiatrist, assistant clinical professor at the UCLA Semel Institute for Neuroscience and the director of The Control Center outpatient rehab in Beverly Hills.

As a medical specialist in addiction and mental health, Dr. Reef normally sees patients with chemical and behavioral problems, mood and anxiety difficulties, relationship problems and self-destructive habits Lately, however, he’s encountering more and more patients desperate to get the social media monkey off their back.

They seek his help at the center, 9777 Wilshire Blvd., because that social media monkey has now turned into an obsessive, all consuming 800-pound gorilla.

Karim recalls a 30-yearold-patient, identified only as “Jim,” who’s social media obsession began a cascade of other addictive behavioral problems.

“His problems began when he broke up with his girlfriend, became totally stressed out, got hooked on Facebook and couldn’t stop. That’s how it started. A few months later he was online gambling, sports

Indeed, an influential doctors’ group recently warned that “Facebook depression” can affect those who already have poor self-esteem. In-yourface tallies, status updates, relationship status and photos of people having great times can make people feel even worse if they feel they can’t measure up to this new standard of being successful.

“If you view social media as a popularity contest, then you’re setting yourself up to fail,” says Dr. Reef.

The Control Center already has a national reputation for dealing with impulse control, relationship problems and obsessive-compulsive behavior of all stripes, and has been profiled on Dr. Phil, CNN and ABC’s Nightline.

Karim, or “Dr. Reef” as he’s best known to TV audiences, is himself no stranger to the media. He’s a frequent guest on KTLA and has appeared nationally on most broadcast and cable news networks including Oprah, Dateline and The Today Show. Karim emphasizes that no one should think using Facebook or other social media will automatically turn them into addicts. “It can enhance social connectedness, which is a healthy thing especially in a car-oriented cities, where it’s easy to feel isolated. But electronic relationships are not real relationships. And a vulnerability to a mental health problem or addiction can be uncovered or expressed through social media.”

“The Beverly Hills Rotary Club is quite unique,” Knapp said. “To be involved in the service projects we do makes this club extremely vibrant.”

Knapp is proud of the many accomplishments of the club under her leadership, including raising money for Operation Smile and working on service projects around the world.

One such project was a trip to Puerto Rico to help put in a solar panel to pump water to residents who had no water.

Perhaps her fondest memory was hosting Veterans during the club’s Veteran’s Day meeting.

Knapp said there is a Rotarian who served in Afghanistan and the club arranged with the

VA to bring veterans to the Beverly Hills Hotel for a club event.

AJ Willmer will succeed Knapp as President. The pair said they are working together on a program to help bring more long-term planning to the club.

“AJ and I went to a seminar and spent three days going through programs, figuring out how we could plan programs and charitable giving further in advance,” Knapp said. “I think it’s a great source of continuity.”

Willmer said the year under Knapp’s leadership has been a success.

“It’s been an extraordinary year for our rotary club,” Willmer said. “(Brooke) is someone I have a great deal of respect for. She became a great friend.”

The trip was part of the Reduced Gravity Education Flight Program, which allows undergraduate students to propose, build and fly experiments in a reduced gravity environment.

The teams conduct their experiments on the microgravity aircraft which produces weightlessness for periods of up to 25 seconds at a time.

Sheerin, who graduated from Harvard with a bachelors degree in physics this spring, joined with his team, which included five MIT students, to submit a proposal detailing their experimental apparatus, procedures, and goals.

His team was chosen to attend NASA’s space center in Houston earlier this month to test its experiment. Put simply, Sheerin’s team wanted to test

guidance, navigation and control (GNC) software for space exploration vehicles that visit low-gravity objects like asteroids. The GNC software was developed Draper Laboratory and MIT as part of the Terrestrial Artificial Lunar And Reduced-gravIty Simulator (TALARIS) project in MIT's Space Systems Lab. Sheerin said that in general, the experience was a success.

“It was a lot more difficult to maneuver in zero gravity than any of us expected,” Sheerin explained. “But we’re really happy. We did what we got there to do and after going through the data, we’ll be able to see if we performed as expected.”

Sheerin plans on applying to graduate school soon to begin a career as an aerospace engineer.

It was the second topographic map commissioned by the City in the last four years.

“It’s so the civil engineer and architect who are designing for that particular site know exactly what the topography looks like,” said Donielle Kahikina, Associate Project Manager for the Roxbury Park project.

The City paid $20,000 for Calvada Surveying to provide a topographic map, which essentially gives information on grade changes, elevation

changes and the exact coordinates of the property.

The City felt the expenditure necessary despite the fact that it had a topographic map of the park done in 2008 for previous architect Hirsch and Associates. Kahikina said the $20,000 for Calvada Surveying came out of the approved funding for the Capitol Improvement Programs.

Kahikina said the City did n’t expect Calvada’s findings to be any different, but that the City simply wanted to provide RTK with the most recent and accurate information.

“The land changes over time and the new design team who has professional liability for the project would want to use their own information,” Kahikina said. “Given that the

An expert in the civil engineering and topographic field told The Courier that four years was probably not long enough to warrant the production of a new topographic map.

Mahir Waber of Waber Consultants, a Civil Engineering and Surveying firm that L.A., Orange, San Diego and Ventura counties, said that in most cases, he’d feel comfortable with a map at least 10-15 years old.

“If there have been no addons relating to the site and no changes and the (topographic map) reflects the existing conditions of the site, that should be good enough,” Waber told The Courier.

One of McCann’s most important roles with the department has been his work in aiding the department fiscally.

In recent years, McCann has been instrumental in the development of several new programs to help the BHPD work around a decreased budget.

Recently, he spearheaded an asset forfeiture plan which allowed Beverly Hills to bring in revenue for the department on any assets seized in partnership with a federal law enforcement agency.

The move has been a rousing success for the BHPD and has helped the department offset its training budget, as well as helping with employee overtime costs, surveillance and supplies.

McCann will begin in Simi Valley on July 16 with an annual salary of $196,700. He said his replacement would be hired from within the department.

“To me it’s the employees that help maintain the magic of Beverly Hills and make it a place where people want to visit, live and work,” McCann said. “It’s a special place and I’ll definitely miss it.”

names. Growing up in South Central L.A., Maricia and Leticia Magaña were known as the “icia” sisters. Now they've combined their skills to create a hip customer- and even dogfriendly destination for clothes handbags, Jewelry, hats and hair accessories —icia Boutique.

The sisters bring varied backgrounds to their new endeavor. Maricia worked in the music industry, while Leticia, always interested in fashion, set up boutiques in New York. Their adopted brother Ken Donaldson serves as financial officer.

The inspiration for the store is to help clients “get the celebrity look for less.” “With the current economy, people still want to look in style without spending as much; and we offer that,” says Maricia.

In her promotional work with Interscope Records, Maricia worked with celebrities like Lady Gaga, Fergie and Mary J. Blige, traveling with them on the road and getting them to shows and radio interviews. “What they were wearing was a big deal. We know the look and how to achieve it.”

Not a brand-heavy store, Maricia says, icia is a showcase for up-and-coming designers they’re always on the lookout for. And they hope one day to include Leticia’s line. “Ever since she was little she always had a little book of sketches,” said Maricia.

It is a familiar chief complaint, but “dizziness” is often incorrectly treated or ignored, because of a lack of understanding about the symptoms, and available treatment.

Is it vertigo, dizziness or imbalance?

Physicians and patients alike often don’t understand the difference in these terms, which can delay necessar y treatment and relief for the patient.

Stroke, heart problems, and hypoglycemia are all different conditions, yet all may share seemingly similar symptoms of “dizziness.” It’s important that the terms “vertigo,” “light-headed” and “imbalance” are not mistakenly or interchangeably used. What’s the difference?

• Vertigo: The whole-body sensation of uncontrolled spinning, as if someone pushed you into a dryer and turned it on. Episodes of vertigo are usually disabling during their course.

• Light-headedness: The feeling as if you are about to black-out or lose consciousness. There is no actual sensation of motion. This is common with blood-pressure problems and hypo-

• Imbalance: The inability to maintain balance; a feeling of disequilibrium.

There is no true vertigo, and one does not feel as if they are about to pass out.

This is common among the elderly, especially when they are falling.

The most common type of vertigo is often caused by Benign Positional Paroxysmal Vertigo (BPPV), a condition where the normally occurring gravitydetection cr ystals of the inner ear become dislodged and migrate into the part of the inner ear that controls visual stability.

When these crystals move around with specific head motions, they induce a false sense of movement that is perceived as if you are spinning. This often occurs when rolling over in bed, looking up or down, or leaning back to have one’s hair washed at the beauty salon.

The spinning sensation is violent, but brief, lasting no more than 15 seconds (although it may feel like longer).

Fortunately BPPV is quite easy to treat if it is correctly identified, but you should see a qualified physical therapist specialist who treats inner-ear conditions.

Treatment is usually a series of gentle head and body movements that return the loose crystals to their proper place. Once this is done, the vertigo usually stops, and most patients with this condition are cured with only one (see ‘SPINNING,’ page LGFG4)

It is also important to know that BPPV is a mechanical disorder and is not treatable with any type of medication.

Are there other types of “dizziness”?

Yes. It is important to understand that dizziness, light-headedness, vertigo and imbalance are all “symptoms,” not diagnoses in and of themselves.

Symptoms often belie underlying medical illness. Therefore, it is extremely important that a qualified physician, such as an Otologist (ear specialist) perform a complete medical evaluation. Not all physicians have expertise in treating “dizziness,” so it is important to ask.”

An Otologist may recommend painless, non-invasive tests (including hearing test, inner-ear diagnostics such as VAT and ENG) to help in diagnosing the cause of the dizziness. Blood tests, CT or MRI scans or cardiology tests may also be ordered for certain dizzy symptoms.

causes of “dizziness” include: Meniere’s disease, migraines, and presbystasis (age related dysfunction of the inner ear).

As with any disease, curative treatment depends on making the proper diagnosis, and is different for each of these specific causes. The good news is that most types of “dizziness” are treatable.

Treatment may include dietary management, occasionally medication.

Surger y may be curative for some patients, but is not often necessary.

Many causes of “dizziness” are best treated with a specialized form of Physical Therapy called “Balance & Vestibular Therapy.”

Balance & Vestibular Therapy is rendered only by qualified Physical Therapist specialists who usually have many years of clinical experience and training.

Physical Therapy departments that offer treatment for backs, shoulders and knees are usually not facilities that specialize in this field so it is important that you specifically request a specialist.

Therapy is one-on-one with a licensed Physical Therapist (not an aide) and usually one to two times a week for several weeks.

One of the more exciting products is the Lyric. It is a hearing solution that is hidden deep inside the ear canal, just four millimeters from the eardrum. It is called an extended-wear hearing solution. It is worn 24 hours a day, and its batteries last approximately 90 days. In fact, I recommend the device to many of patients and they turn out to be extremely happy with it; and often refer their family and friends. In fact, our office is one of the few that is licensed to carry the Lyric hearing aid. Lyric has a natural sound quality and is easy to use, a feature most people enjoy about the product.

How can a patient know if this is the right option for them?

The Lyric is not for ever ybody.

Although it would be great if everyone could be a candidate; there are some reasons why people are not good candidates. The size of someone’s ear, especially women, plays a major roll of how the product can be inserted properly. Secondly, the amount of hearing loss someone has is a factor.

More severe hearing losses are not really suited for this type of product. It is a small product, so there are restrictions on how much power the

hearing aid can generate. Lastly, medical history is important for candidacy.

There are some contraindications that can prevent someone from being a candidate.

If a patient is not a candidate for the Lyric what other options do they have?

Since not every person is a candidate for lyric manufacturers are designing similar size hearing aids to Lyric, but are called daily wear vs. extended wear. This means the hearing aids are taken out every night and the battery has to be changed. With the evershrinking technologies there are more available products in smaller options.

As always the size and shape of someone’s ear as well as how much hearing loss they’ve suffered factors into the selection of the most appropriate product for an individual.

One must remember that the basis of a good Audiologist is their ability to offer a variety of the latest hearing technology while choosing a solution that fits the individual’s needs.

To support current programs, the board voted to spend down the reserve down to 3 percent over the next three years.

Murakawa-Leopard expressed concern about the draw-down. “It’s uncomfortable to be spending the reserve

down to 3 percent,” she said.

Failure to maintain the required reserve can result in state takeover of a school district.

Woods said that 180 school districts in California, out of 1,000, have indicated they have a problem maintaining the reserve.

“We’re indicating that on paper we’re going to be balanced and that we will have a 3 percent reserve,” he said.

Goldberg said there is no current plan to restore the large reserve in order to maintain small classes, no layoffs, no fur-

lough days and current programs.

“I can’t have my cake and eat it too,” he said. “Without making substantial cuts...I don’t see how we can maintain programs and strengthen the reserves.

“The reality is, we don’t have a plan to build our reserve because we don’t know what our budget’s going to look like in six months.”

As a Basic Aid District - the only school district in Los Angeles County that is not funded on a per student basis BHUSD depends on local property taxes for funding. The Board projected those taxes to increase by 1.5 percent in 2012/13, 2 percent the year after and 2 percent the year after that.

“Our budgets are always a working document...always in

flux,” Woods said.

The $3 million reductions include a $910,000 decrease in local fundraising, a possible $1.6 million reduction if the Governor’s tax initiative fails in November and other state-mandated cuts.

Due to transportation funding and a higher deficit factor, the district’s fair share reduction in state revenue is greater by $600,000 in 2012-2013.

“It was very important that we passed the budget,” Goldberg said. “[The] vote means that we will have a positive certified budget from LACOE.” The board will begin the process of identifying both potential budgetary reductions and potential sources of revenue enhancement during its study session scheduled for July 19 at 5 p.m.

CHLA Plans For Charity Gala

The 110-year-old organization has already raised close to $1 million in anticipation of the upcoming event which will honor Heidi Klum and Pau Gasol.

During Wednesday night’s host committee meeting at Wolfgang Puck LA Live, CHLA Jr. Ambassador Javier Arreola, 10, offered a first-hand look at how the hospital transforms.

The 61-pound CHLA patient, diagnosed with cystic fibrosis as an infant, weighed two pounds at birth and 23 pounds two years ago.

“This hospital is one of my favorite places...[it’s] like a 5star hotel or what I think one would be like,” he said, emphasizing that he considered the hospital a second home.

“Your support of the hospital makes all the difference for kids like me.”

THE END OF LIMITED GOVERNMENT For all the fuss about “conservative” vs. “liberal” decisions from the Supreme Court, the net outcome for decades of decisions has been vastly increased powers of the central government.

Yesterday’s Obamacare decision was no different.

The Supreme Court’s decision against Arizona about immigration similarly stripped long-established powers from individual states. No state may now defend itself.

Whether a new Congress and a new president repeal the Obamacare statutes is not now the issue. The issue is individual rights vs. the power of the state. Chief Justice John Roberts, whose vote decided the case, now tells us that the “power to tax” in the Constitution grants the federal government the right to compel us, as individuals, to do whatever the government decides we must do. That’s what this decision means. It is not really about “health care” at all, but about federal power. With a few clever twists, that power is now limitless.

The Supreme Court in its Arizona illegal immigration case decision also told the individual states that they may not do precisely what they had always done – defend themselves.

Forget our American history. Forget that state governors were formerly called upon to raise troops for the national defense. Forget World War I, the Spanish American War, the Civil War and the War of 1812. When the British threatened New Orleans, it was state militias, not a federal army, that defended the city and the entire Mississippi region. States provided most of the soldiers for the Civil War. Which amendment to the Constitution stripped states of the power to defend themselves from foreign invasion?

Perhaps the purpose of the Constitution is no

longer relevant. That purpose was to grant specific, limited powers to a central government with all other powers reserved to the states and the people, respectively. Maybe that concept is just for us dinosaurs. Give way to the modern interpretation that the feds can do what they want. Does Congress count? Apparently not.

When President Obama’s de facto grant of amnesty to millions of illegal aliens is considered, not only have the states and the people been supplanted, but to a large degree so has Congress. Congress never said “amnesty” to illegals. The President just did.

Does it matter?

History is no help. The more you know of American history the more you are in disbelief of these actions.

According to the Supreme Court majority opinion, anything can be required from us without limit if it’s just connected to what the Supreme Court calls “a tax.” Forget that the President insisted Obamacare does not involve a tax. With federal power unlimited, it seems like the only “limit” we can hope for – if we get nailed by the feds for something – is to take the case all the way to the Supreme Court. We are left with the slim chance that they find something wrong with whatever the government is doing to us. This is not the purpose of the Constitution.

The end result is government by fiat – the diktat of the legislature and President without limitation, and often only the President.

Elsewhere, that would be called dictatorship.

What do we now call it here?

But hey, who picked what player in the NBA draft? Let’s focus on what is truly important – certainly not our individual liberties.

Rabbi Jacob Pressman SEVENTY PLUS SIX YEARS WITH THE SAME WOMAN It is with amazement and gratitude that I take my wireless computer “mouse” in hand and compose this column. I hasten to explain that the “same woman” is one Marjorie, nee Steinberg, and Margie to her friends, whom I met at the steps of our synagogue in Philadelphia on Yom Kippur, Sept. 26, 1936. She was 15. I was almost 17.

We spent a great deal of time at the synagogue, named Beth Am Israel working with youth groups after school, and later when we both went to the University of Pennsylvania. I am surprised in retrospect that neither set of our parents ever attempted to restrict how much we shared with each other. When Margie finished college in 1942, I was already at the seminary. Our beloved Rabbi Morris Goodblatt at Beth Am Israel married us on June 14. After the wedding luncheon, many of our family and friends escorted us to Penn Station and threw rice at us as we boarded the train for New York, never to return except for brief visits.

From day one, while I was at the seminary, Margie was always involved. She worked at Abraham and Strauss Department Store until they insisted she work on the Jewish Sabbath. She then worked at the seminary, sold many United States War Bonds, and made our home a social center for the seminary students–all of them single.

When I was assigned to the Forest Hills Jewish Center as an interim rabbi, we made a new comfortable nest for our apartment there.

Since coming to Los Angeles, she both worked and gave outstanding leadership to my congregations, raising millions of dollars to the many organizations she led or advised, to Israel and Chaim Sheba Medical Center. She gave Caesarian birth to our three children, love to our five grandchildren and one great-grand. My conclusion is that she has matched whatever volume of service I have given in my work. From that day when I first saw her, we have had a partnership of similarity of views on everything, mutual respect, and true love.

LETTERS Twice in Friday's issue, you refer to the late Jon Cherney, in whose name a scholarship is awarded each year, as a “teacher” at Beverly Hills High School. Actually, Jon was a member of our noncertified, or classified staff.

I think it is important to know that the schools are teams. Our classified staff–technicians, secretaries, custodians, accompanists, gardeners, and so many other workers–are the people who enable teachers to teach and students to learn. While the state's budget problems have whittled away at classified numbers for several years, our community should know that a school is more than its teachers. Let us honor KBEV support person Jon Cherney for what he was: a classified employee who gave his very best for the students of Beverly High.
