Lori Greene Gordon Announces Candidacy For 2020 City Council Election

By Matt Lopez Longtime Beverly Hills resident and Planning Commissioner Lori Greene Gordon is the first to officially throw her name in the proverbial hat for the 2020 City Council race.

Gordon told the Courier this week that she plans to run for one of two City Council seats in the upcoming March 3, 2020 election.

Gordon is a current City Planning Commissioner, and served as the commission chair in 2017-2018. Over the years, she has co-chaired numerous City Council and Board of Education campaigns, and serves on the

boards of Friends of Greystone, the Beverly Hills Women’s Club, and the Hawthorne PTA. Additionally, she is a member of the Friends of Virginia Robinson Gardens and the Beverly Hills

Rotary Club.

“My years as a resident and a commissioner have taught me so much about our incredible city,” Gordon said. “Most importantly, they have given me insight into the key issues facing our community. We need leadership that is prepared to change and think forward, and I believe that my expertise and passion for Beverly Hills can steer this city in a positive direction.”

The seats of current councilmembers Lili Bosse and Julian Gold will be up for grabs in the March 2020 election. Thus far, neither Bosse nor Gold have (see ‘LORI GREENE GORDON’ page 2)

Alternate Location Sought For Ringo Starr Peace Sculpture

By Victoria Talbot A discussion about whether art can become permanently installed on the grounds of City Hall turned into a discussion about a donation of Ringo Starr’s Peace and Love sculpture Tuesday.

The piece may have found a home in the City of Beverly Hills, but the exact location is yet to be determined.

Passions flared over the sculpture, which was slated to be placed

on the grounds of City Hall at the corner of Rexford and Santa Monica Boulevard.

The sculpture is a 5’8” stainless steel rendition of two fingers held aloft above a closed palm in the universal symbol for peace.

The donation by one of the world’s most iconic rock ‘n rollers, a resident with his wife Barbara Bach since 1992, has garnered worldwide attention. (see ‘RINGO STARR’ page 2)

By Victoria Talbot A report by Police Chief Sandra Spagnoli to the City Council Tuesday focused on scenarios of active shooters at special events, and reiterated plans for pick-up/drop-off for the upcoming school year.

Focusing on the recent headlines, Mayor John Mirisch called for a moment of silence to commemorate the victims of El Paso and Dayton to begin the council meeting.

Event security and safety enhancements have been expanded under Spagnoli, beginning with pre-planning.

A dedicated cadre of officers who undergo special ongoing training is in place.

In addition, the department is using enhanced tactical medicine, including modern tourniquets and blood clotting bandages to save lives in an emergency.

The BHPD has dedicated an officer to event management training, which, said Spagnoli, has informed some of the department’s enhancements.

In addition, BHPD and BHFD have deepened their partnership exchange with regular joint training. The BHFD has also been supplied with body armor to provide an extra level of safety in the event of (see ‘BHPD SAFETY’ page 2)

But peace and love were not exactly the disposition in the Chamber, as several community members stepped forward to express their opinions.

Resident Robbie Anderson, whose great-grandmother started the Beverly Hills Hotel, has passionately opposed the placement at City Hall.

“You’ve “overstepped your boundaries,” Anderson said to the City Council, “and designated this sculpture to be put on Santa Monica Boulevard, though it’s truly a hazard – because that’s where Ringo wanted it to be. And in return, Ringo… offered to play a concert for the City of Beverly Hills…that obviously John [Mirisch, mayor of Beverly Hills] would host…. And [he’d] probably like to do a sing-along with Ringo. You guys are appearing like a bunch of groupies to me. Would you have allowed that out there if he wouldn’t have done a concert? What has Ringo done for the City of Beverly Hills? If you decide to go forward… I will file an injunction.”

Several residents spoke, including an impassioned letter from former first lady and planning commissioner Rose Norton, Cultural Heritage Commissioner Noah Furie and four of the five Arts and Culture Commissioners.

The sculpture was submitted to the then-Fine Arts Commission twice, according to Vice Chair Stephanie Vahn, and twice, it was rejected because the Commissioners could not make the necessary findings.

The piece has drawn attention from the world for its famous artist. But within the City of Beverly Hills, the placement on the grounds of City Hall met opposition from many residents.

There are several pieces of art on the campus, and several more that have come and gone over the decades.

The agenda item was not specific to one piece; it addressed all art on the City Hall property.

Mayor John Mirisch used that vagueness to shape the discussion by asking councilmembers if all the art on the City Hall campus should be removed and by attempting to make his council colleagues come up with some “objective” measurements to discern

The corner of Santa Monica Boulevard and Crescent Drive has been slated for internationally renowned Chinese artist Ai Weiwei’s “Iron Root” sculpture. The City has purchased the piece with a $200,000 donation and additional Fine Arts funds totaling $900,000.

Mirisch reminded his colleagues and the public speakers, including the entire Arts and Culture Commission, that the discussion was about all art – not just “Peace and Love” – bringing up the Ai Weiwei sculpture several times.

However, Councilmember Robert Wunderlich, leading the council discussion, expressed his opinion that the selected location may not be the best for the sculpture, kicking off the conversation among councilmembers.

“I am very grateful for Ringo Starr’s willingness to donate his peace sign sculpture to Beverly Hills. It is a great gift to the City. Upon… reflection… I think that a better placement might be in a prominent, attractive location, such as in Beverly Gardens Park, that would allow for the community interaction embodied by “Peace & Love.”

Councilmember Lili Bosse served with Mirisch as the Council liaison for the piece.

When Bosse spoke, she acknowledged the opposition to the location. “It’s a conversation to have with our community,” she said. “Any art on City Hall grounds should have a public process.”

Starr, through Jill Tavelman Collins, Vice Chair of the Cultural Heritage Commission, has expressed his preference that the sculpture be visible from Santa Monica Boulevard to impart the artist’s message to passersby.

“If you don’t want it, just say so. He is ready to look at other places,” said Tavelman Collins. She clarified that Starr had originally hoped to place the piece in Beverly Gardens Park on the north side of Santa Monica Boulevard.

“It’s a question of finding the best home for it,” said Bosse, who said that the piece should be in a location that encourages public interaction, such as a park with children.

“John [Mirisch] appointed himself and I as the ad hoc to work with liaisons of the Art and Culture, Cultural Heritage and Recreation and Parks Commissions to find an alternate location,” said Bosse.

Any alternative locations would have to be “satisfactory to Mr. Starr,” clarified Mayor Mirisch.

In addition, staff has been directed to catalogue all the City’s art and to provide accurate to-scale renditions of the proposed placement of the Ai Weiwei sculpture.

an incident. The Police Department is also attending critical debriefings in the wake of other incidents, including the Parkland shooting and the Las Vegas shooting.

For event planning, the Department has strengthened the unified command, including using high ground coverage for “eyes from above,” said Spagnoli, and maintaining high-visibility for uniformed officers at events. BHPD is the Regional Mutual Aid Coordinator, giving them direct access to critical event information. The extensive CCTV coverage throughout the City is enhanced with the CCTV trailer, which is a mobile unit.

Increased tactical team deployment, fortified barricades and a multi-agency SWAT and K9 deployment round out the protections.

The high visibility of armed officers at events is both a deterrent and a resource in the event of an occurrence, said the Chief. The Department is considering the use of Facial Recognition Technology and Drone technology to enhance intelligence.

“See Something, Say Something,” is effective; but the Department is preparing a formal rollout at special events to encourage public participation in identifying potential situations.

Chief Spagnoli also addressed the upcoming school year traffic flow situation. The most important pickup/drop-off takeaway is that there will be no stopping adja-

cent to the schools. Parents will have to prepare their children to exit the vehicle prior to reaching the pick-up/drop-off.

The reconfiguration that has resulted in the elimination of two of the District’s elementary schools has increased attendance at Horace Mann (568 to 719 students) and Hawthorne (555 to 570 students). Beverly Vista, which is now the Middle School, will also increase from 761 to 951 students, according to Spagnoli’s report.

The High School is not affected.

Increased traffic during the peak hours will impact the surrounding neighborhoods; there will be dual entrances at each school to compensate for the increased enrollment.

Additional staff will be present for support.

Security will include officers, TCOs and other staff at multiple access points.

As parents will be unfamiliar with the new traffic control measures, there will be new signage throughout the areas.

Focus will be on the Tow Away language and time limits on parking signs at all three schools.

The District and the BHPD are encouraging students to arrive early.

The District is implementing an incentive program including a new breakfast offering, earlier library hours and extended playground times. In addition, there will be staggered drop-off times.

Parents are encouraged to review BHUSD messaging for helpful reminders regarding the drop-off.

Beverly Hills Farmers’ Market Picklefest 2019 Doubles The Pickled Pucker Power

By Victoria Talbot The seventh-annual Picklefest, that summer dip into the proverbial barrel to honor the bitter brine, celebrated the mighty cucumber and all its friends at the 25th anniversary of the Beverly Hills Farmers’ Market last Sunday.

Winners were recognized in two categories, and included double trouble in both categories – “Best Dill Pickle” and

“I Can Pickle That.”

This year, two of the winners placed in both categories – demonstrating a dedication to pickling perfection that extends beyond the mighty dill.

With 15 entries, the crowd enthusiastically cheered on the judges, who had the difficult job of puckering before lunch to judge the briny bunch, which included everything

from peaches to asparagus.

“The entries were exceptionally delicious and beautiful,” said Nica Mieloch-Blinn, Farmers’ Market Manager and event organizer. “We have a passionate and enthusiastic pickling community and this is a favorite hometown event.”

By Matt Lopez In an effort to help clarify the drastic reconfiguration changes coming to parents and students in the Beverly Hills Unified School District, the district this week announced the launch of a “safe schools” website.

The website is part of the district’s traffic mitigation communication campaign. The website (www.bhusdsafeschools.com) is fully interactive and custom built for each grade at Hawthorne, Horace Mann and Beverly Vista Middle School.

The website includes an interactive guide to navigating school drop-off and traffic at Beverly Hills Schools. The website represents a collaboration between the City, the Beverly Hills Police Department and Fire Department.

Included on the website are drop-off maps, pedestrian

routes, helpful traffic tips and signs the community may observe around each school site.

To help alleviate potential traffic woes, the BHUSD is hoping to encourage students to get to school early by offering incentives such as new breakfast offerings, earlier library hours and extended playground opening times.

As part of the traffic mitigation plan, every school will have three entrances – two for students only, and one for adults. The student entrances are only open during drop-off and pick-up times, and every adult entrance is indicated by a yellow star on the map. The feature is designed to help traffic flow by having multiple drop-off locations and maintain security for every student, as all adults entering must be processed by security officers.

KINDNESS CAN NEVER BE OVERRATED – The Human Relations Commission and the Beverly Hills City Council recognized Dr. Eli and Rochelle Ginsburg with the Kindness Award for their years of service to the community. Dr. Ginsburg, a USC medical professor, has been active in scholarship programs for medical students at USC and endocrinology fellows at Cedars-Sinai Medical Center, as well as contributing his time to local clinics in Los Angeles. Rochelle is well known for her career with the BHUSD, where she served as assistant principal at Hawthorne Elementary. She also served as principal of Stephen Wise School before she retired in 2008. She served six years on the Human Relations Commission, spearheading the wildly successful “One Book, One City” program, which brought together 900 residents from schools, book clubs and the general community, to discuss the story of The Boys in the Boat, by Daniel James Brown. Barney’s New York Announces Chapter 11 Bankruptcy; Beverly Hills Store To Remain Open

By Matt Lopez Barney’s New York, which for years was considered the barometer of luxury and style in the fashion world, announced this week that it has filed for Chapter 11 bankruptcy protection.

The Chapter 11 filing, which was completed on Monday, will allow the New

York-based luxury retailer to hold sales and review current business operations.

“Like many in our industry, Barney’s New York’s financial position has been dramatically impacted by the challenging retail environment and rent structures that are excessively high relative to market demand,” said Barneys CEO

Daniella Vitale in a statement.

Although several Barney’s stores nationwide will be closing, the Beverly Hills location at 9570 Wilshire Blvd. is one of only seven stores that are scheduled to remain open.

Other Barney’s locations at The Grove, Santa Monica and Glendale will shutter immediately.

HOT BIRTHDAY – Rockstar realtor and philanthropist, Michael J. Libow, celebrated his birthday with the men and women of the Beverly Hills Fire Department. As the most coveted of the live-auction items available at the department's annual Backdraft Ball, Libow was able to secure a home-cooked dinner at the firehouse and ride-alongs for his 20 guests on one of the City's fire engines. Bel-Air Street Closures Coming As Part Of LADWP Project

By Matt Lopez Attention residents of Bel Air, or those who drive through the area on their daily commute – road closures are coming, beginning next week.

As part of the Bel Air Power Upgrade Project, the Los Angeles Department of Water and Power will be trenching and excavating along Bel Air Road, north of Sunset Boulevard, to the intersection of Saint Pierre and Bellagio Roads.

The 400-foot stretch of Bel Air Road will be closed to traffic, but emergency vehicle access

will be maintained.

The work will be done beginning Aug. 12 through Aug. 25. Crews will work seven days a week to expedite completion, with work hours set for Monday-Friday (9 a.m. to 3:30 p.m.) and Saturday-Sunday (8 a.m. to 7 p.m.).

Traffic will be detoured onto Copa De Oro Road, just west of the intersection of Sunset Boulevard and Bel Air Road.

Actresses Diane Keaton, Maggie Join Board Of Animal Rights Nonprofit SCIL

By Steve Simmons Animal Rights organization Social compassion in Legislation (SCIL) introduced its newest board members, actresses Diane Keaton and Maggie Q at a reception last Saturday at the Bel-Air Country Club.

Keaton is an Academy Award (Annie Hall) and Golden Globe (Something’s Gotta Give) winning actress.

Maggie Q has starred in numerous films, including the Divergent trilogy, as well as TV’s Designated Survivor and Nikita.

The event was emceed by Braden Pollock and Lisa Bloom and honored

California “animal compassionate state legislators” including Sens. Scott Wilk and Ling Ling Chang and Assemblymember Richard Bloom.

Political animal advocacy group SCIL wasfounded to promote legislation that saves and protects animals in California and beyond.

Since 2007, SCIL-sponsored bills have banned the sale of puppy mill-bred animals in pet stores, eliminated the sale of animal-tested cosmetics, and made it illegal to leave unattended animals in cars in extreme weather.

Many of these bills are being replicated in states across the country.

By Matt Lopez The Beverly Hills Unified School District announced this week that it has hired a new assistant principal for Beverly Hills High School.

Kim Decatrel will join the BHHS administrative team as assistant principal when students return to school next week.

Decatrel is an experienced administrator who has worked in several public school districts across California, New York and Arizona.

Most recently, she worked last year with the Los Angeles Unified School District as assistant principal at Marina Del Rey Middle School.

Before that, Decatrel spent three years as a Network Instructional Lead for the New York City Department of Education, developing professional learning programs for multiple districts in Brooklyn, along with a year as Apprentice Principal of Newcomers High in Queens.

BHUSD Superintendent Michael Bregy said Decatrel “brings with her a strong instructional leadership background. Her extensive knowl-

edge based in professional development and teacher collaboration will be a significant addition for BHUSD.” Decatrel is an alumna of Arcadia High School, earned a Bachelors in Literature from Scripps College, Claremont, a Masters of Science in Linguistics/TESOL from Queens College, City University of New York and Advanced Certificates in Public Administration from both CA and NY. “Together, we will meet the challenges ahead, as we collaborate to prepare students not only for the rigors of college and career, but also for the demands of a globally innovative 21st century.” Decatrel said.

Artist Adar’s Exhibit Proves That Not Only Can You Talk To Plants, You Can Listen

By Steve Simmons Local artist Adrienne Adar wants visitors of her latest exhibit to know that plants have “voices.”

Her exhibition “Sonic Succulents: Plant Sounds and Vibrations,“ is now at the Brooklyn Botanic Garden through Oct. 27.

Adar grew up in Brentwood and Beverly Hills, daughter of Century City businessman, Arnon Adar, founder/president and CEO of CNA Enterprises who championed The Wallis Annenberg Center for the Performing Arts and joined its board of directors in 2015.

“I want people to think about how they engage with plants,” says Adar. “We need plants, but they don’t need us.

The idea behind the exhibit is to learn how we can create a more symbiotic relationship with plants, rather that just use them for our benefit, and apply that idea to the environment on a global scale.’”

To create this engagement, Adar has turned plants into “living interactive sound sculptures.“ She chose cacti and succulents, because “they have a sculptural element and don’t move like plants with leaves that get stirred by the wind.

“Sound is a way to animate the plant more,” Adar says.

For the indoor exhibition, Adar planted sensors along with the plants. When visitors touch the plants, the sensors pick up the vibrations, normally inaudible to humans, that a plant outdoors would feel when the wind blows, an insect lands on it, a car drives by or any other external stimulus.

The plants are connected to speakers and visitors listen through headphones. A soundtrack created with plants featured in the exhibition also plays.

“This work is about the subconscious energy plants bring,” Adar says. “Whether you consciously acknowledge it or not, their presence is affecting you and changing

Different plants have different sounds and Adar describes the sounds the plants make as harmonic “pings” and percussive “bings” that reflect how gentle or rough the touch is.

Adar has always been fascinated by the relationship between art and science, she says.

She was moved reading Peter Tompkins and ChrisThorpe Bird’s The Secret Life of Plants (1973), and wanted to combine that fascination with “the tech side of art.” So she taught herself about microphones and frequencies and took classes in electronics.

“We don’t know how plants make sound,” Adar says.

But science has shown that sound can help plants grow.

Part of the exhibition is a plot of corn. “We know that corn grows best to the sound of itself growing,” Adar says.

At a raised bed, visitors can listen to the amplified sounds “by sticking their heads into one of seven listening horns to hear corn growing,” Adar adds.

“Science can explain and fortify what plants do and why they do it,” says Adar. “But that

doesn’t take away the wondrousnesss about plants and how plants work and communicate with each other.”

Adar wants people to see plants “not as things that please us, but things that we need to understand on their own terms.

People use plants as ornamentation or as a potted plant in a home or office or as parking-lot decor, and don’t think about plants filtering air and all that they do.”

Employing sound, video, photography and social participation, Adar hopes people will see plants not as just simple photosynthesizing organisms for people to control, but as coinhabitants of the planet just as important as humans.

No Host For This Year’s Emmys, FOX Confirms

By Matt Lopez In line with this year’s Oscars telecast, which went on without a host, the Emmys will also be host-less this year.

Fox CEO Charlie Collier confirmed as much Wednesday, that the Sept. 22 awards show will be held without an emcee.

Collier said show producers determined more time was

needed at this year’s ceremony to give send-offs to shows like Game of Thrones, Veep and The Big Bang Theory.

“You have to look at tradeoffs,” Collier said at the Television Critics Association's gathering in Beverly Hills.

“If you have a host and opening number, that’s 15 minutes you don’t have to celebrate

the shows. Our production team has had to balance those tradeoffs. I think it will give us more time to honor those shows.”

Collier also noted that this year’s Oscars telecast, which was held without a host after comedian Kevin Hart backed out amid controversy, saw a boost in ratings.

By Victoria Talbot The California Preservation Foundation announced Thursday that the prestigious Preservation Design Award for Rehabilitation will be presented to the Beverly Gardens Park restoration project at the 36th annual California Preservation Awards on Oct. 18 at the InterContinental Mark Hopkins Hotel in San Francisco.

The jury selected 21 winners this year, including everything from single family home restorations to reports that will guide the infill and development for entire neighborhoods.

The 1.9-mile park includes 23 blocks of green belt, separating the residential area to the north of Santa Monica Boulevard from the business district to the south. It was designed by Ralph D. Cornell in 1911.

Features include the iconic “Beverly Hills” sign, the Lily Pond, the Electric Fountain, the Sculpture Garden, the Cactus Garden, the Doheny Fountain and the 2-mile jogging path.

The park reflected the visionary design by master landscape architect Wilbur D. Cook Jr., California’s first accredited landscape architect, functioning as a key component in one of the first applications of the City Beautiful Movement in Southern California. By 1934, the parks were completed and dubbed Beverly Gardens.

The overall City and park plan pioneered a movement away from notably orthogonally-gridded subdivisions in the region, and served to influence development throughout the state.

Designated Local Landmark No. 20 in June, 2014, the park was constructed in two phases, according to the Landmark Assessment Report

by Jan Ostashay in 2013.

Three blocks on Santa Monica Boulevard bordered by Crescent Drive, to the east and Rodeo Drive to the west and Park Lane to the north, were landscaped between 19061907.

The second phase occurred in 1930-31 when Ralph D. Cornell, from the Los Angeles landscape architecture firm of [Wilbur] Cook, [George] Hall and [Ralph] Cornell was commissioned to provide the landscape design.

It was a controversy over the zoning of the north side of Santa Monica Boulevard, which had been largely unimproved, that came to a head in 1928. Worries that the lots were going to be snatched up

by private developers for schools, public buildings and income-producing residences – apartment buildings – or that commercial uses south of Santa Monica would spill over to the north – led to an association of property owners who petitioned the City Council to condemn the property for use as a City park.

The council approval was accompanied by the formation of a north resident’s improvement district bonded for $720,000 for the purpose of land acquisition and park development.

Cornell laid out his plans with pergolas, fountains and specialty gardens, and a continuous path lined with Chinese elm trees. The path culminated at what was called “the Point,” at the intersection of Wilshire and Santa Monica Boulevards. There, he placed the Electric Fountain by architect Ralph Flewelling and sculpture Merrell Gage. The Doheny Fountain, at the eastern end, which has just been refurbished, was constructed by landscape architect W. Asa

Local resident and philanthropist Steve Gordon came to the rescue by founding the Friends of Beverly Gardens Park.

The people of Beverly Hills raised $4,059.325 of the total cost, $12,025,022. The project, undertaken by Mia Lehrer of Studio MLA with John Locasio of Historic Resources Group, which was completed this year, with upgrades beneath the surface that will serve the next 100 years, including drainage and electrical improvements, swales to help cleanse storm water, and upgrades to make the famous Electric Fountains’ water play bring joy for generations to come.

The Doheny Fountain had been shut down. The cactus garden was overgrown.

By Victoria Talbot A bid by Mayor John Mirisch to call up a condominium project for a de novo hearing after it was approved by the Architectural Commission in a 5-0 vote in July was unanimously rejected by his colleagues on the City Council.

The project, located at 425-429 N. Palm Drive, is a new 20-unit, five-story building.

A previous version of the building had been approved by Planning Commission in 2014.

That version featured undulating, curvilinear features that required a Zone Text Amendment to allow a reviewing authority to grant an R-4 Permit to alter or waive the requirement that a minimum of 60% and a maximum of 70% of the front façade of the first two stories of large scale multiple residential developments be built to the front setback line; request for an R-4 Permit to allow two rooftop bathrooms to exceed the height limit of the building, to grant the equivalent of three, fivefoot wide walkways based on the amount of frontage along the front lot line of the subject site, and to waive the require-

ment that a minimum of 60% of the front façade of the first two stories be built to the front setback line; and a request for a Development Plan Review that required final approval by the City Council.

However, the building was sold and the new owners flattened the curves to produce a more standardized structure.

That building still required approval by the Architectural Commission, which it received last month.

Calling the former design “more elegant,” and objecting to the mass and scale of the project, Mirisch referred to the design as “boxy.”

“When we look at the original design of the Palm building and the current one, I simply don’t think we are getting a building which lives up to Beverly Hills standards,” Mirisch told the Courier. “I’d like to see if we can work to make the design better; there’s a lot of room for improvement.”

Reviewing the thoroughness of the work performed by the Architectural Commission, fellow councilmembers declined to call up the project for further review.

Planning Commission Grants Urth Caffé FiveYear Extension

By Victoria Talbot Things could not have been more positive for Urth Caffé Restaurant when the popular restaurant came before the Planning Commission Thursday seeking an extension for their Open-Air Dining Permit and Extended Hours Permit, and a waiver for 16 code-required parking spaces.

Several residents, including Human Relations Commission Chair Annette Saleh and Charitable Solicitations Chair Joe Safier, attended the meeting to voice their support for the establishment, and to urge the Planning Commission to extend the permits beyond the two-year limit that Staff recommended.

Every speaker acknowledged the enormous contribution that Urth Caffé and its owners, residents Shallom and Jilla Berkman, have made to the City, including regularly providing refreshments at school, City and holiday functions.

Remarks made by the residents were in dramatic contrast to remarks last year, when the restaurant faced a flood of unhappy neighbors complaining that employees parked on their residential streets, smoked and created and noise

disturbances, and that patrons littered their neighborhood.

Since then, the restaurant has implemented every condition levied, “and then some,” as one supporter said. Staff must log four daily neighborhood litter sweeps, often collecting trash from other eateries in the neighborhood.

The owners have, according to their counsul, spent $22,000 to lease parking for their employees; $25,000 on neighborhood cleanup; and another $33,000 in noise abatement and architectural enhancements to be better neighbors. An employee handbook was created along with a training program to inform employees of their responsibility to the neighbors.

Besides those who showed

up in person, a 60-signature petition and 11 letters of support attested to the Urth Caffé’s commitment to the community.

In 25 years, the company has expanded throughout the southland, expanding to locations in other countries.

However, the Berkman family has deep ties to the City where their daughter, Golda, attended Beverly Hills schools. Golda is currently abroad studying opera, but retains a popular fan base among her friends in Beverly Hills.

The Planning Commission decided that the Urth Caffé can to continue to serve their fare in their sidewalk venue for the next five years.

The $664 Million Millennium Project Denied on Appeal

By Victoria Talbot Last Thursday, a California appeals court upheld a lower court’s ruling that Los Angeles did not conduct a sufficient environmental impact study for the controversial Hollywood Millennium project located in the historic Capital Records district near Downtown LA. Located on 4.47 acres, the project would have added over a million square feet of new construction.

The three judges on the Court of Appeal for the Second District agreed with the 2015 assessment that the city violated California’s Environmental Quality Act in failing to consider the considerable impact of traffic voiced by the California Department of Transportation, and failed to provide an “accu-

rate, stable and finite” project description.

Approved in 2013, the project garnered objections from residents who formed a coalition that included: StopTheMillenniumHollywood .com, Communities United for Reasonable Development, the Beachwood Canyon Neighborhood Association and George Abrahams. They filed the appeal in 2013 with Robert P. Silverstein of the Silverstein Law Firm. “This is a huge victory,” he said. “The City Council and Millennium Partners lost 100 percent of the issues they asked the court to review.”

Petitioners alleged that the developer’s campaign contributions and $4 million worth of lobbying helped push the project through.

2 Human Cases of West Nile Virus Confirmed in L.A. County

Public health officials Monday confirmed the year's first two human cases of West Nile virus in Los Angeles County, but both patients are recovering.

According to the county Department of Public Health, the patients are a resident of the San Fernando Valley and a resident in the “southeastern region” of the county.

The county health agency does not monitor the cities of Long Beach and Pasadena, which both have their own health departments, but neither of those municipalities has reported any human West Nile infections this year.

According to state health officials, there had only been four—in Stanislaus, Fresno, San Bernardino and Imperial counties. The patient in Imperial County died.

The two L.A. County patients reported Monday are both recovering after becoming ill at the end of July, health officials said.

“Every year in Los Angeles County, we see cases of West Nile virus infection, which can be serious, even deadly, especially for people over 50 and those who have existing health problems,” Dr. Muntu Davis, L.A. County's health officer, said in a statement.

“Mosquito bites aren’t just annoying, they may make you sick. So everyone should take protective action by using mosquito repellent when outdoors and getting rid of items in their homes or yards that collect standing water where mosquitoes can breed.”

The Greater Los Angeles County Vector Control District announced last week the discovery of West Nile virus-positive mosquitoes in Bellflower, following an earlier discovery in Long Beach.

West Nile is transmitted to people and animals through the bite of an infected mosquito. Symptoms from contracting the disease can include fever, headache, body aches, nausea or a skin rash, according to the department. The symptoms can last for several days to months.

Health and vector-control officials offered tips for mitigating mosquito habitats, including: • eliminating standing water in clogged rain gutters, rain barrels, discarded tires, buckets, watering troughs or anything that holds water for more than a week; • ensuring that swimming pools, spas and ponds are properly maintained; • changing the water in pet dishes, birdbaths and other small containers weekly; • requesting "mosquitofish" from the local vector control district for placement in ornamental ponds; • wearing insect repellent when outdoors where mosquitoes may be present; and • reporting neglected (green) swimming pools to the vector control district.

UCLA Research Team Identifies Genes That Increase Autism Risk A UCLA-led research team has identified dozens of genes, including 16 new genes, that increase the risk of autism spectrum disorder, according to a UCLA study published Thursday.

The findings, published in the journal Cell, were based on a study of families with at least two children with autism, UCLA said in a statement.

Researchers from UCLA, Stanford University and three other institutions used a technique called whole genome sequencing to map the DNA of 2,300 people from nearly 500 families, it said. They found 69 genes that increase the risk for autism spectrum disorder.

Sixteen of those genes were not previously suspected to be associated with a risk for autism.

Researchers also identified several hundred genes they suspect may increase the risk of autism based on their proximity to genes that were previously identified to carry an increased risk. The study further revealed several new biological pathways that had not previously been identified in studies of autism.

The findings highlight the importance of learning how genetic variants or mutations -the differences that make each person's genome unique -- are passed from parents to children affected with autism, said the study’s co-lead author, Elizabeth Ruzzo, a UCLA postdoctoral scholar. Former UCLA postdoctoral scholar Laura Perez-Cano is the study’s other co-lead author.

“When we look at parents of autistic children and compare them to individuals without autism, we find that those parents carry significantly more, rare and highly damaging gene variants,” Ruzzo said.

“Interestingly, these variants are frequently passed from the parents to all of the affected children but none of the unaffected children, which tells us that they are significantly increasing the risk of autism.”

Of the children in the study, 960 have autism and 217 children do not. That enabled researchers to analyze the genetic differences between children with and without autism across different families.

“Studying families with multiple children affected with

autism increased our ability to detect inherited mutations in autism spectrum disorder,” said Dr. Daniel Geschwind, a senior author of the study and the Gordon and Virginia MacDonald Distinguished Professor of Human Genetics, Neurology and Psychiatry at the David Geffen School of Medicine at UCLA. “We show a substantial difference between the types of mutations that occur in different types of families, such as those that have more than one affected child versus those having only one child with ASD,” said Geschwind, who also is director of the UCLA Center for Autism Research and Treatment and director of the Institute of Precision Health at UCLA.

The research also found that the 16 genes newly determined to be associated with an increased risk for autism form a network with previously identified genes that are associated with a risk for autism spectrum disorder. The way they interact with one another further heightens the risk, said Dennis Wall, the study’s co-senior author, a Stanford University School of Medicine associate professor of pediatrics and of biomedical data science.

“They associate with each other more tightly than we’d expect by chance,” he said.

“These genes are talking to each other, and those interactions appear to be an important link to autism spectrum disorder.”

Registration Now Open For Beverly Hills Tennis Doubles Clinic, Set For August 17 Registration is now open for Beverly Hills Doubles Clinic on Saturday, August 17 from 10 a.m. to 3 p.m. at La Cienega Park Tennis Center, 325 S. La Cienega Boulevard.

The clinic will provide doubles strategy, point play, and execution for doubles specialists at a 3.0-5.0 player level. Scott Crichlow, who has coached doubles teams at NCAA Nationals and on the ATP Tour and Grand Slam events, will be teaching along with a line-up of doubles specialists.

PLAY BALL! – Beverly Hills Mayor John Mirisch kicked off the US Conference of Mayors and Major League Baseball’s Playball Program Tuesday at La Cienega Park. LA84 Foundation Releases Southern California Adaptive Youth Sports Report This week, the LA84 Foundation released the findings of the LA84 Foundation Adaptive Youth Sports Report.

The report is an important step in the LA84 Foundation's campaign to ensure Play Equity by increasing opportunities for young people with physical disabilities to participate in adaptive sports.

The report utilized U.S. Census data, interviews with young adaptive athletes, and interviews with administrators of adaptive sports programs, U.S. Census staff and experts at the University of Southern California. The report does the following: • Estimates the number of young people, under 18 years old, in Southern California who have a physical disability but no intellectual disability.

Surveys a sample of existing adaptive sports programs serving young people to understand the perspectives of young athletes, their parents and program administrators.

• Discusses the barriers to participation in adaptive sports.

• Examines the factors that encourage young people's participation in adaptive sports.

• Recommends the most effective ways to increase adaptive sports opportunities

for young people.

The six recommendations to increase adaptive sports opportunities were as follows: 1.) Promote cooperative ventures – Adaptive sports providers and advocates in Southern California should create a formal network to share information, publicize adaptive sports opportunities, coordinate services and avoid duplication of effort.

2.) Replication of existing programs in new areas – Travel distances and travel costs are major impediments to greater participation in adaptive sports. Replicating existing programs in new locations is one way to combat the problem.

3.) More staff and coaches – Program expansion and replication will require additional staff and coaches, who will need training.

4.) Team sports – Athletes and families report that the social dimension of team sports is an important benefit.

Also, team activities can be funded more efficiently than sports practiced by individual athletes.

5.) Non-school programs – Few, if any, single schools have enough adaptive athletes to form a team. There are several experienced adaptive sports

providers who offer excellent programs that draw on athletes across school districts. The foundation's focus on nonschool programs in no way absolves school officials of their legal obligation to meet the needs of individual adaptive athletes who wish to participate in interscholastic sports.

6.) Individual sports Funders should be responsive to a variety of sports preferences. Not every physically disabled kid will want to play a team sport. Sports in which athletes compete individually, but score points in a team environment such as track and field, tennis, and swimming provide important opportunities for adaptive athletes to compete - sometimes on the same teams as other athletes in competitions ranging from club to high school to even state and national settings.

“In the past there has only been anecdotal information available, so this report allows us to see where there is opportunity for children with physical disabilities to have increased access to adaptive sports,” said Renata Simril, LA84 Foundation President & CEO.

Hally Cohen, Head Pro at Beverly Hills Tennis Center says, “These clinics are designed to not only strengthen and build skills, but provide for introductions in the tennis community. Oftentimes, players find people at these gatherings to schedule future play with.”

This is the last of three summer adult events held at the Tennis Center. The recent Men’s and Ladies Play and Round Robin Tournament was sold out for the ladies.

NCAA Outlines Requirements For Agents Repping College NBA Hopefuls The NCAA has issued stringent certification requirements for agents wishing to represent US collegiate basketball players who want to test the NBA draft waters.

The governing body of US collegiate sport issued a memo to agents on Monday, and posted the certification requirements on its website on Tuesday.

The requirement for a bachelor's degree saw the criteria quickly dubbed the "Rich Paul Rule" -- a reference to the agent of NBA superstar LeBron James, who doesn't have a college degree.

James took a swipe at the NCAA on social media, tweeting "#TheRichPaulRule" before a subsequent post packed with laughing emojis that read: "Can’t Stop, Won’t Stop! They BIG MAD and Scared. Nothing will stop this movement and culture over here. Sorry! Not sorry."

Paul, founder of the Klutch Sports Group, also represents NBA stars Anthony Davis, Ben Simmons and Draymond Green, among others.

Reactions flooded in from elsewhere on social media.

Even movie star Kevin Hart chimed in, on Twitter.

“The world is so afraid of ground breakers....This is beyond sad & major B.S.....Keep shining @RichPaul4 ....This only makes

you stronger....what you have built is unbelievable champ.... #TheRichPaulRule ....Shame on you NCAA.” Hart tweeted.

NBA star Chris Paul tweeted: “I COMPLETELY disagree with the NCAA’s decision.

Some life experiences are as valuable, if not more, than diplomas... Y’all need to rethink this process. This is crazy!”

But he wouldn't meet the criteria to offer guidance to collegiate players interested in exploring their NBA draft options while remaining eligible to return to collegiate basketball.

The criteria also include National Basketball Players Association agent's certification for at least three consecutive years, professional liability insurance and completion of an in-person exam that will be offered at the NCAA office in Indianapolis in November.

Agents also will need to fill out an application and have a background check.

"Men's basketball studentathletes who are considering careers in professional basketball but who may want to return to school are only permitted to accept permissible agent services from NCAA-certified agents with a signed agent agreement," the NCAA said.

Curated by Vikki Tobak, based on the bestselling book of the same name, the exhibition includes nearly 140 works from 60 photographers.

Visitors will also see more than 75 original Queen Latifah and unedited contact sheets— ranging from Barron Claiborne’s Notorious B.I.G. portraits and early images of Jay-Z, Kendrick Lamar, and Kanye West, to Janette Beckman’s photos of Salt-NPepa, and Jamel Shabazz and Gordon Parks documenting hip-hop culture.

The exhibit also includes a documentary short film featuring a selection of the photographers at work and in conversation.

Author To Discuss Book Detailing Heroic Brothers In The Holocaust Author Marty Brounstein will discuss his book Two Among the Righteous Few: A Story of Courage in the Holocaust at 3 p.m., Sunday Aug. 18 at the Los Angeles Museum of the Holocaust, in Pan Pacific Park, 100 The Grove Dr., L.A. The book is the story of Frans and Mien Wijnakker who saved the lives of more than 24 Jews (including Brounstein’s wife, Leah Baars) during the Nazi occupation of Holland in Marty Brounstein World War II. They were Christians who led a simple life in a small town, but took risks to help others in dire need, instilling hope throughout one of the most horrific points of history.

The Wijnakkers are commemorated at Yad Vashem in a memorial that honors those who carried out acts of courage to save the lives of Jews during the Holocaust.

Stewart Jr.’s documentary about the man who “took us to the moon, not with technology, but with a paint brush,” Chesley Bonestell: A Brush With The Future, will screen at 7:30 p.m., Monday, Aug. 12 at Laemmle’s Ahrya Fine Arts Theatre, 8556 Wilshire Blvd., Beverly Hills.

Bonestell’s architectural background smoothed his transition into that of a matte painter who would eventually work on classic films like The Hunchback of Notre Dame.

Bonestell also created his most famous painting, ‘Saturn as seen from Titan (1944),’ while living in Hollywood where he worked as one of the highest-paid special effects matte artists in the film industry.

A post-screening Q&A will feature Stewart, rocket engineer Rocco Lardiere, whose 35-year career was inspired by Bonestell’s art and who has worked on more than 200 space missions including several NASA Mars Rovers; for the first time ever, stars from two classic sci-fi films that feature Bonestell’s matte paintings, Barbara Rush, star of When Worlds Collide and Ann Robinson, star of The War of the Worlds.

THOSE SENSELESS SHOOTINGS As virtually a lifelong resident of Beverly Hills, like most people, I was so devastated by the horrible happenings in El Paso and Dayton and last weekend.

When are people going to stop looking at the “numbers“ of those killed in these massacres and understand that they are human beings just like us–except they won't get up the next day. Perhaps when we wake up tomorrow, consider for a moment that this could be the last time you are in your home, the last time you see the people you live with or talk to, the last time you see or talk to your family or friends ...the last time you will see or hear or feel anything...and there is absolutely nothing you can do about it unless you stay in your home and never leave.

When we hear about the “numbers” killed, think about you or your loved ones being numbers and then consider whether a number is an appropriate description of the results of these horrific events.

Perhaps scenes of these events should be seen by all with the faces obviously not shown.

Perhaps all members of Congress, senators, governors, and the president should be sent these pictures so they can look at them daily and understand what is going on and how little they truly respect the lives of all the people they represent.

Perhaps they should be sent pictures of the “numbers”–i.e. the “bodies” with superimposed pictures of the faces of their children, spouses,

lovers, etc. and then let them look in the mirror and ask themselves: Do they really care about the fabric of America and its people?

To the shooter, it doesn't matter what party we belong to. They don’t ask who we voted for ...or what our beliefs are on gun control before he shoots us.

It is important for all of us to get involved in some way to try to let our voices be heard, regardless if we are for the status quo or something more.

If we don’t start the race to try to protect us all from these things happening while at the same time, of course, protecting the rights given to all of us in the Constitution, then there is never, ever going to be any chance for any change at all to protect us.

The existence of the weapons which now exist did not exist at the time of the amendments to our Constitution.

The race will only start when our politicians begin to realistically talk about a winning solution and actually pass legislation.

Perhaps the president could use an executive order for something that will positively effect everyone of us in the United States.

LETTER TO THE EDITOR The recent ads posted by the BHPDCrisis group would have the community believe that Chief Sandra Spagnoli is not a good fit for Beverly Hills. In fact the truth is just the opposite.

The chief is doing an outstanding job in changing the culture of the BHPD. The results speak for themselves: Effective outreach programs to meet with residents, the hiring of outstanding new recruits to staff the department and filling openings the previous chief was unable to do, are just some of the improvements. Then there has been the creation of a phone app where residents can receive real time information, police response times no other city can match, plus truly effective organizational and cultural changes in the department.

Anytime changes are introduced into an organ-

ization there is resistance, which manifests itself with some persons fighting the change–often with personal character attacks on the leader (in this case, the chief). And, of course, there are the frivolous lawsuits by those who have the most to lose with any kind organizational change.

If a person complains about the changes taking place, then they have a duty to offer an alternative plan. Instead those who do complain the loudest are really nothing more than voices in the wilderness objecting to change which they believe may adversely affect them personally while ignoring how the entire organization will benefit from that change.

Let the results be the judge as to how effective Chief Spagnoli is. To date, those results have been outstanding.
