By Victoria Talbot Holiday BOLD, the now-annual event that brings holiday festivities to Rodeo Drive throughout the winter season, could cost the City just north of $2.7 million this year, but the results will be fresh, new and very creative. By Matt Lopez Stricter cell phone policies could be on the horizon for Beverly Hills High School students. On Tuesday, the Board of Education continued a discussion that originally began in May regarding the institution of a cell phone use policy on the Beverly Hills High campus. Currently, there is no official district-wide policy on cell phone usage at BHUSD schools. Superintendent Michael Bregy said each school campus has guidelines and procedures laid out in their specific school handbooks. At BHHS, phones are to be turned off in the classroom, but can be used under the teacher’s discretion. It is an issue, however, that

Beverly Hills Police Seek Public’s Help To Capture Purse Burglary Suspects

FALLEN TREE — The fallen tree pictured above caused Sunset Boulevard to be closed for several hours.

By Victoria Talbot South Beverly Hills was cordoned off Saturday while police searched for four men who made off with a bunch of purses from two department stores. The burglary occurred in broad daylight at 2:18 p.m. when four male suspects entered a store in the 9600 block of Wilshire Boulevard. The four men grabbed several handbags and fled through the store on foot. Police located and arrested

Fallen 60-Foot Tree Blocks Sunset Boulevard Traffic For Several Hours Sunday By Victoria Talbot A 60-foot tall Italian Stone Pine, 40 feet in diameter, fell across Sunset Boulevard Sunday morning, choking all traffic in both directions. The Italian Stone Pine (Pinus Pinea) is a tall evergreen with upswept branches and five-inch cones. These fragrant trees were planted along the Appian Way by the Romans. Many of them are still there, as

the tree is hearty and fairly resistant to drought. The fallen tree, located at 9966 Sunset Boulevard, was one of several that line the street at the western gateway to Beverly Hills, between Ladera Drive and Copley Drive. It is unclear what caused the tree to topple. The upturned tree fell across all lanes of Sunset Boulevard at approximately

Beverly Hills DUI Checkpoint Set For Friday By Victoria Talbot As the summer officially draws to a close, the Beverly Hills Police Department has announced that there will be a DUI checkpoint Friday from 6 p.m. – 3 a.m. in Beverly Hills at an undisclosed location as part of a nationwide enforcement campaign, Drive Sober or Get Pulled Over. The campaign runs from Aug. 16–Sept. 2 (Labor Day), when the BHPD will have additional officers on the road to look for drivers suspected of driving under the influence of alcohol or drugs. Labor Day is one of the deadliest times of year for alcohol-involved crashes according to the National Highway Safety

Administration. During the 2017 Labor Day weekend, there were 376 fatal crashes nationwide (Sept. 1- Sept. 5, 2017). More than one third of those involved a drunk driver. Last year, two people were killed and 31 injured during crashes in California on Labor Day alone, according to a BHPD press release. “There is no excuse for driving impaired when there are so many alternatives available- public transportation, ride share services and designated sober drivers,” said Beverly Hills Police Chief Sandra Spagnoli. “Driving while drunk or high is not worth the risk to yourself, your

New Report Details Pain Pill Deliveries To Beverly Hills

By Matt Lopez An exhaustive Washington Post report into the billions of pain pills that are delivered to pharmacies across America detail just how many pills reached Beverly Hills pharmacies between 2006 and 2012. The pain pill database set up by the Post tracks the more than 70 billion pills containing oxycodone and hydrocodone that arrive to retail pharmacies nationwide from manufacturers. The Post notes that it does not track the pills after they reach pharmacies. “There are legitimate reasons small pharmacies can have outsize volumes, including proximity to surgical centers,” said the Post report, which could help explain large pill amounts at Beverly Hills pharmacies, considering the area is a medical hotbed. The report was compiled largely to help track America’s opioid crisis. According to the Post, between 2006 and 2012, nearly 100,000 people died nationwide from overdoses. The Washington Post report charted pain pill deliveries to the following Beverly Hills pharmacies (note: The bolded were labeled as having

Beverly Hills Fire Department Quickly Contains Fire At Beverly Hills High School

Mayor Adds His Opposition to Draft Ethnic Studies Model

By Victoria Talbot Shortly after 5 p.m. Tuesday, the Beverly Hills Fire Department and Beverly Hills police responded to a fire on the campus at Beverly Hills High School, emitting thick black smoke that could be seen for miles. According to Deputy Fire Chief Joe Matsch, the smoke was coming from the upper athletic field when “oil got into the flare unit and ignited.” One of the workers on the oil rig was injured, he said, probably due to smoke inhalation. However, there was no threat to structures or other people.

By Victoria Talbot A draft proposal for the Ethnic Studies Model Curriculum (ESMC) has garnered the objection of Mayor John Mirisch because, he says in a letter to Soomin Chao, chair Instructional Quality Committee for the California Department of Education, the ESMC “demonstrates a clear anti-Jewish bias that at times borders on anti-Semitism. The EMSC, through its inclusion of anti-Semitic stereotypes, fails to touch on the American Jewish experience and antiSemitism.” The ESMC has gained widespread opposition across the country from several organizations, including some representing Koreans, Greeks, Hindus and Armenians. The ESMC, according to the California Department of Education guidelines, is meant to “promote the values of civic engagement and civic responsibility” and “encourage cultural understanding of how different groups have struggled and worked together, highlighting ethnic studies concepts such as equality, justice, race, indigeneity, etc.” It is to be “inclusive, creating space for all students regardless of race ethnic-

ARB, the company that is under contract to plug and clean up the oil wells, sent representatives to the site. Repre-

sentatives remained on scene to monitor the situation. ARB has shut down all oil and gas that was being sent to the flare. The fire was extinguished by firefighters. The flare unit has been shut down and cooling measures are being employed, using water and foam. The fire presented “no threats to students,” said Matsch. The site and the air quality will continue to be monitored. The Spalding/Olympic intersection was closed for a few hours while first responders contained the fire.

BHUSD School Board Discusses Official Motto For District, Individual Schools

By Matt Lopez Beverly Hills Board of Education members said hundreds of words on Tuesday to attempt to determine what few simple words will be permanently inscribed as the school district’s motto. The school board broached the subject of a district-wide motto, in an attempt to better unify the district’s schools on the heels of this week’s grand opening of Beverly Vista Middle School. Currently, Beverly Hills High is the only district school with its own unique motto. The mission statement, “Today Well Lived,” is part of a Sanskrit Proverb that was inscribed in

the first copy (1928) of the BHHS yearbook, The Watchtower: “Each today well lived makes every yesterday a dream of happiness and every tomorrow a vision of hope.” In the past couple of years, the Beverly Hills Unified School District has used “Education Reimagined” as something of an unofficial slogan, although it has not officially been adopted as a district-wide motto. Board president Noah Margo and vice president Isabel Hacker kicked around the idea of adding “legacy” to that – such as “A Legacy of Education Reimagined” – and making it an official motto.

Boardmember Mel Spitz suggested that each individual school should adopt its own logo, to “make them different and unique,” but said that although he could “live with it,” he was not high on a district-wide motto. BHUSD Superintendent Michael Bregy asked the board and administrative staff to “kick around” ideas, and the discussion of a motto would return to a future board meeting soon.

Beverly Hills Afterschool Tutoring Program Seeks Volunteers By Matt Lopez The Beverly Hills Academic Afterschool Tutoring Program is gearing up for another school year and is looking for teen volunteer tutors. The program offers tutoring for elementary school children having social and/or academic difficulties. Starting in late September, sessions are held every Tuesday and Thursday afternoon at the Roxbury Park Auditorium. An orientation is set for Thursday,

Woman Sentenced To Seven Years In Prison For Fatal Beverly Hills DUI Crash By Matt Lopez A woman was sentenced Monday to seven years of prison for being intoxicated behind the wheel in a fatal crash that killed two people last year in Beverly Hills. The single-vehicle crash at 1:30 a.m. on April 27, 2018 occurred on Santa Monica Boulevard near Wilshire. Taisha Marie Welch, 31, was driving

while intoxicated and lost control of her BMW X5, killing two of her passengers and injuring three others. Welch’s passengers, Jenetta Williams and Denesha Stewart, died at the hospital. Welch pleaded no contest in February to two counts of gross vehicular manslaughter while intoxicated.

ity, class, gender, sexuality, or citizenship.” The curriculum changes are the result of a 2016 law mandating a model of ethnic studies for high school students. Since its release, the draft has faced especially fierce critics in the Jewish community and raised serious doubts across the country. If AB 331 is approved by the California state legislature, every high school student will receive ethnic-studies curriculum based on the ESMC. Mirisch states in his letter that, “The lack of inclusion of the American Jewish experience… is suggestive of an antiJewish bias that is antithetical for ethnic studies coursework… One of the more egregious aspects… is the exclusion of any meaningful discussion of anti-Semitism in its study of hate crimes, white supremacy, bias, prejudice, and discrimination. This blind spot in the ESCM is disturbing, especially given the recent rise in white nationalist and antiSemitic violence across the country… While the ESMC Glossary rightfully includes (see ‘ETHNIC STUDIES’ page 14)

A Big Leap in Kidney Disease Research: Scientists Develop Breakthrough Model Kidneys work to constantly filter blood and remove toxins from the body. Conditions such as Chronic Kidney Disease (CKD) reduce the kidneys’ ability to perform this essential function. CKD incidence is growing and more than 1.4 million individuals depend on dialysis or kidney transplant for survival. The development of new treatments depends on an understanding of the mechanisms of the disease progression, but scientists have not been able to accurately model kidney filtration in vitro – until now. Dr. Laura Perin In a study published in Nature Communications, scientists at Children’s Hospital Los Angeles (CHLA) demonstrate an in vitro kidney model that could change the course of research for diseases like CKD. The kidney contains specialized structures called glomeruli. In each glomerulus is a filtration barrier made up of two thin layers of highly specialized cells and a membrane that acts as a selective filter. Artists In Kylin Gallery Latest Show Celebrate Elements Of The Earth By Steve Simmons Kylin Gallery has settled into its Wilshire Boulevard location with a new group exhibition highlighting sculptures by artists Sedi Pak, Yoshikawa and Jinhe Wong, making their gallery debuts. The latest exhibit kicked off with a reception featuring remarks by long-time resident, former president of the Beverly Hills Women’s Club and art consultant Mumsey Nemiroff, and former Beverly Hills Mayor Nancy Krasne. “This gallery has been very kind to me,” said Krasne. “I’m glad the owner Yvonne Zhu and manager Flow He picked Beverly Hills and we’re thrilled to have them here.” Nemiroff welcomed guests to the show “celebrating an Eastern aesthetic with Western sensibilities.“ Using items from the earth—paper, stone and wood, artists whose work is shown here, have created, sculptures, 3-D collages and more.” For example, the porcelain vases, bottles and bowls of Jinhe Wong, “may look simple, but they are actually complicated with exquisite glazes and suave curves,” Nemiroff said. Entering the gallery, guests encounter Sedi Pak’s Rings of Time (Wood2 and Wood6) piece created from 3/4-inch plywood that resembles a withered tree trunk, ravaged by time. Alleged Lobbying Violation Hearing For Jason Somers Postponed To Oct. 2 By Victoria Talbot A hearing regarding alleged violations by Legislative Advocate Jason Somers that was set for Wednesday morning has been postponed to Oct. 2. Beverly Hills City Clerk Huma Ahmed sent the following notice to members of the Sunshine Task Force Tuesday: “This is to inform you that the Legislative Advocate Violation Administrative Hearing set for Wednesday morning has been rescheduled for Wednesday, Oct. 2 at 9:30 a.m. If you should have any questions, contact City Prosecutor Bill Litvak at 310477-5575.” The notice refers to a due process hearing that was scheduled for Wednesday morning that, according to a letter sent to the complainant, Beverly Hills resident Debbie Weiss, “to determine if Mr. Somers will be penalized for his actions.” “The protocol,” said Litvak, “includes Mr. Somers’ right to be represented counsel, to have an independent and neutral hearing officer hear the testimony and evidence that will be presented.” Local attorney Thomas Levyn, who will represent Somers, was unable to

attend on Aug. 14. The public hearing that will take place in Room 280B will seek a determination for Jason Somers, president of Crest Real Estate, if he willfully failed to disclose information on a legislative lobbyist form for the City of Beverly Hills showing that he had previously been sanctioned by the city of Los Angeles Ethics Committee. A citizen’s complaint was filed by Weiss, whose epic battle against the mansionization of her tiny Loma Linda cul-de-sac by billionaire Canadian developer Francesco Aquilini led to the City’s Hillside/Basement Ordinances. Somers’ Crest Real Estate, a firm that expedites permitting and plans for its clients, many of whom are megamansion hillside developers in Bel-Air, Beverly Hills and the Bird Streets, represented the developer. Weiss’ complaint, dated Feb. 25, 2018, alleges that Jason Somers and two of his firm’s lobbyists, Margaret Schaffer and Parisa Nejad, “should be charged by the city prosecutor for providing false information and intentionally omitting required disclosures for sanctions in other jurisdictions for the counts listed below,” which included 63 allegations against the three lobbyists.

The complaint referred to the trio’s Legislative Advocacy Registration forms for representation of a proposed project at 1184-1193 Loma Linda Dr., filed Feb. 23, 2018. All lobbyists in the City of Beverly Hills are required to register within ten days of assuming a project. In January, the City Council passed an ordinance to amend the forms (BHMC §19-0-2749) to include the following questions: “Have you ever been sanctioned for a violation of the Beverly Hills Legislative Advocacy Ordinance or a violation of any law, regulation or ordinance of another jurisdiction governing

has a pending Chapter 11, the automatic stay will cause the correct claim to be adjudicated with the lender or that the lender will now resolve the pending litigation with SCP, TPP, to an amount that is consistent with California law and what is owed. The foreclosure sale was postponed and we believe that the bankruptcy plan already in place will provide the best mechanism for resolving this dispute. Our firm has kept this asset in SCP´s hands for two years, but we believe now is the time to conclude this matter with the borrower and its lender. We are hopeful the parties will come to resolution shortly.” A deed executed Aug. 13 shows that Victor Franco Noval transferred ownership of the property from Secured Capital Partners, LLC to Tower Park Properties, LLC. Tower Park is the entity that owes the lender. Both entities are tied to Victorino Noval. SCP was denied Chapter 11 bankruptcy protection by a U.S. bankruptcy judge last month, ending years of litigation and paving the way for a possible foreclosure. SCP allegedly had accrued $200 million in debt on the property, which is also in dispute. An article Thursday in the Wall Street Journal noted that a lawyer for the unsecured creditors, Hamid R. Rafatjoo of Raines Feldman, said his clients were unhappy with the prospect of an auction and the likelihood the property would fetch a lower price, diminishing their prospects for repayment. How the mighty fall – from asking $1 billion for the property, to seeking $200 million. Prospects for the 157-acre property have dimmed as the luxury real estate market softens amid a glut of high-end properties. Though it is unique for its size, its beauty, view, location – it is also a question of value. The highest price ever paid for a property in Los Angeles was $120 million for the Holmby Hills estate of Aaron Spelling last month. Earlier this year, Kevin Griffin purchased a Park Avenue penthouse for $238 million, the highest-priced real estate ever. And those properties had homes on them. Microsoft co-founder Paul Allen has his 120-acre Beverly Crest property on the market for $150 million. Formerly a Wallace Neff-designed estate built for cowboy actor Fred

Legislative Advocacy or lobbying?” “Has a firm at which you work, has worked, or for which you own or has owned an equity interest been sanctioned for a violation of the Beverly Hills Legislative Advocacy Ordinance or a violation of any law, regulation or ordinance of another jurisdiction governing Legislative Advocacy or lobbying?” On Feb. 21, 2017, Jason Somers and his project manager Anthony Russo were found guilty of violating the Los Angeles Municipal Lobbying Ordinance by failing to register and file disclosure reports (see ‘JASON SOMERS’ page 13)

Thompson and his wife, Francis Marion, an Oscar-winning screenwriter, it cost Allen $20 million in 1997. Plans to renovate the 10,000 square foot home and outbuildings were scrapped and the structures were razed three years later. Like the Mountain, the property encompasses the crest of a mountain with views of the city stretching from downtown to Malibu. It too, is being offered as either a compound for a single owner or with five lots. However, being in Los Angeles, the Allen property is subject to fewer restrictions and has a much more promising future. For the Mountain, aka “The Vineyard,” the buyer has entitlements for six estate-properties. To purchase the property and to improve and develop the parcels with luxury estate properties, each home would have to be sold for a price nearing $100 million. Only a handful of homes around the world are valued at more than $300 million. The most expensive homes in the world, according to Investopedia, include Buckingham Palace, which has 775 rooms, including 52 bedrooms for the royals and their guests, 188 bedrooms for staff, 78 bathrooms and 92 offices. It is valued at $1.55 billion and held in trust. By contrast, the White House is valued at $425 million. The home of Mukesh Ambani, chairman of Reliance Industries, is a 400,000-square-foot 27-story mansion in Mumbai. It is privately owned and valued at $1 billion. Villa Leopolda, in Villefranche-surMer, France, valued at $750 million, takes its name from King Leopold II of Belgium, and is owned by Lily Safra, a philanthropist and the widow of the billionaire banker Edmond Safra. The home has a 29,000-square-foot main house and reportedly has 11 bedrooms and 14 baths. The priciest sale ever to close worldwide goes to Crown Prince Mohammed bin Salman for Chateau Louis XIV, for $300 million in Louveciennes, France. With over 56 acres of manicured landscape, the estate was completed in 2011 and designed to evoke a 17th century French chateau. In the United States, an estate in the Hamptons sold for $147 million in 2014. Ken Griffin, the Citadel founder, set a U.S. record with the purchase of a $238 million penthouse at 220 Central Park South.

However, when the form asked if he or his firm had ever been sanctioned, none of the registrants provided the relevant information. In the boxes following the questions, each had written the word “no.” The same was true on forms for other projects submitted on the same day. Somers did so once again on a form filed Feb. 26 for another project. At that time, Somers listed 35 projects within the City of Beverly Hills on his forms. Following Weiss’ letter, on March 3, 2018, Somers and his lobbyists corrected their forms, including that the firm had been sanctioned. A report by the prosecutor concluded there was probable cause supporting

pleased with the current policy at BHHS and doesn’t think it should mirror that of the middle school, saying it is important to have a different policy for a different age group. Recupero pointed out that many students use their phones for educational purposes, such as accessing Schoology – the district’s new Learning Management System. The board seemed to come to some consensus that teachers should have flexibility to determine cell phone usage in their respective classrooms, meaning some could encourage it throughout the class period, while others could outright prohibit them if they so choose. Board President Noah Margo said he was in favor of practical uses for the phones, but said he takes issue with using it between class periods because he think cell phone usage is deemphasizing interpersonal communication between students. “We’re not talking to each other anymore,” Margo said. Recupero countered that cell phone

The BDS movement is seen by many in the Jewish community as hostile to Jews, Israelis, and Israeli-Americans…The ESMC as currently drafted marginalizes the Jewish community and casts aside their longstanding contributions to California’s history… Failing to include meaningful discussions surrounding the hate and discrimination the Jewish community faces would fail California’s Jewish students who would be deprived of having their unique experiences and ethnic identity reflected in the course curriculum.” A letter to Chao from members of the California Legislative Jewish Caucus, lawmakers wrote, “We cannot support a curriculum that erases the American Jewish experience, fails to discuss anti-Semitism, reinforces negative stereotypes about Jews, singles out Israel for criticism and would institutionalize the teaching of anti-Semitic stereotypes in our public schools.” The proposed curriculum includes

Boardmember Tristen WalkerShuman chimed in that she believed a bigger issue than cell phones are headphones, more specifically the Apple AirPods that many students now wear around campus. The boardmembers agreed that the AirPods can create a safety issue for students who are not paying attention to their surroundings. The district agreed to ask teachers what they felt the best policy would be and return to a school board meeting in the near future with a revised policy.

Ilhan Omar (D-Minn.) and Rep. Rashida Tlaib (D-Mich.), Columbia University Professor Edward Said, Women’s March leader Linda Sarsour, radio personality Casey Kasem, and White House Correspondent Helen Thomas; all of whom are associated with anti-Semitic and anti-Israel rhetoric. Students would also have course material on concepts such as the nakba, or “the catastrophe,” an Arab conceptualization of the establishment of the State of Israel in 1948 and the displacement of the Arabs. The comment period for the draft proposal ended Aug. 15; the state Board of Education released a statement Aug. 12 from Board President Linda DarlingHammond, Vice President Ilene Straus and Board member Feliza Ortiz-Licon that states, “a model curriculum should be accurate, free of bias… The current draft model curriculum falls short and needs to be substantially redesigned… A new draft will be developed for State Board of Education review and potential approval.”

New Encore Pharmacy Already Known For Personalized Service

‘A

t Encore Pharmacy it’s all about service and good pricing,” says Pharmacist Ben Kadkhoda. Opened only eight months ago, the pharmacy has already earned a reputation for excellent service. As an independent, family-owned pharmacy with Kadkhoda and his wife as pharmacists, and his brother plus his wife and their parents involved, the pharmacy can offer personal attention big-chain pharmacies and grocer y stores cannot. At Encore, wait time for prescription is usually 5 to 10 minutes as

opposed to 30 or 40 minutes at a major store. The boutique pharmacy’s independence means the pharmacists have time to learn about their clients, not just their names, but about their needs and conditions. The pharmacy, at 465 Roxbury Dr., is on the ground floor of Beverly Hills’ Rox San building. The high-end pharmacy carries items from across the country and around the world including treats like pastilles from Switzerland, and products expecially geared toward women

since the building is home to several plastic surgeons—including unique makeup lines from Europe. While specializing in dermatology and opthalmology products, Encore is still a full-service pharmacy. Because of its special relationship with manufacturers in those fields, Encore has access to coupons other pharmacies don’t. This means they can offer cheaper prices for treatments for acne, pso-

riasis and eczema and subscription eye products. Encore is also a compounding pharmacy, meaning the pharmacists can combine, mix or alter ingredients to create a medication tailered to the needs of the patient. “We can create medications not commercially available, change the strength of a medication or convert a medication to liquid if a patient can’t swallow tablets,” says Kadkhoda, who’s been a pharmacist for 18 years having studied at UCLA and USC for pharmacy school. Kadkhoda and his family have operated Allure Pharmacy in Brentwood for 10 years with four pharmacists between them. This new location, the owners’ “encore” means the pharmacy can serve all the four- and five-star hotels in the area and “enhances the services we’re providing,” says Kadkhoda. “We have a lot of customers who don’t like crossing the 405 because of traffic.” Encore accepts all major insurance plans. City, the Chamber, the CVB and the RDC with the merchants to stay open late and to create a new, immersive experience for shoppers on Rodeo Drive. BOLD is an acronym for Businesses Open Later Days, an arrangement with local merchants to keep business local by staying open a few hours later during peak tourist seasons. Bringing their ideas to the liaison committee meeting, the Beverly Hills CVB, the RDC and City staff outlined some surprises that could truly turn the City into a winter wonderland. Working with the RDC is J. Ben Bourgeois Productions, Inc, (JBB), which has produced major events worldwide and is based in Los Angeles. JBB is familiar with Rodeo Drive and has produced events for several RDC retailers. The kickoff event will be all about light, starting the moment guests arrive on Rodeo Drive with wristbands programmed for a surprise interactive experience to be handed out by performers as they entertain during the preshow. Not to give it all away, but the show would have elements of tradition, hints of the Nutcracker, a certain seasonal someone arriving in an unconventional manner, and of course, fireworks. The median and trees will see a facelift with new design elements with a nod towards Rodeo Drive fashion. Currently, the City funding for

enhancements in training, an increase in diversity, greater public outreach, contemporary policing programs and a reduction in crime." The total settlement amounted to $975,000. Lunsman, who has been with the Beverly Hills Police Department since 1996, claims that she was denied promotion to Police Sergeant and the crime impact team because of her age, race, sex and religion. Dibble claims that Spagnoli made advances to him that he rejected. The suit also claims that the Chief was having an affair with two officers who were promoted when Dibble was not. Dibble was the subject of an investigation in Costa Mesa when he killed a man, Shaun Vilan, in a 2008 incident in Old Town Temecula, while he was offduty. The incident arose when he put his hand on a woman’s butt; it was Vilan’s wife. Temecula police Lt. John Schultz insisted that, “It was just a pat on the butt.” Friends of Vilan disagreed; in one report they said it was “sexual assault.” The Riverside District Attorney’s Office did not criminally charge Dibble in the instance. Vilan was shot five times. Repeated records requests regarding the incident under provisions of SB1421 have been denied by the Riverside County Sheriff’s Department (RCSD) because the Department “will not be able to provide any potential documents for incidents that occurred prior to Jan. 1, 2019 due to the issuance of a court order.” The Courier continues to pursue the information. BHPD employee Tania Schwartz, a Senior Management Analyst for the Department, claims that she was denied Pay for Performance in FY 2016-17, harassed, given an increased workload and forced to take medical leave because of a “hostile environment.” She said it was because she complained that

Winter BOLD 2019 is budgeted for $2,774,968. The City has identified $1,260,400 for the RDC, which requested $1,440,899.25 at the liaison meeting. Additional funding would be allocated from the General Fund. Crosswalk musicals, caroling and candy, will be enhanced by performances of music and dance bathed in rich lights and sounds. Entertainment would continue throughout the BOLD Holiday weekends with plentiful photo opportunities. From the CVB, the Beverly Canon Gardens could be the venue for a unique holiday hologram happening, starring you, the residents of Beverly Hills. Content will originate from the local community, performing holiday acts. Auditions would be conducted and perhaps the top 50 contestants would go to production on film for the holograph experience. The CVB plan included three options; Option 1 at $902,048; Option 2 at $767,500 and Option 3, a cost-saving $477,048, which was rejected by Mirisch and Bosse. The options reflected tiered levels of lighting displays along with the hologram content. Bosse insisted that the hologram content should be limited to one location. The actual costs would total an amount between Option 1 and Option 2. City staff identified funds for Santa at the Paley in the 2019 FY budget. An

the BHPD under Spagnoli failed to adhere to budget regulations. The plaintiffs in each case sought unspecified large sums of money for lost earnings, back pay, increased tax liability, future earnings, promotions and a host of other alleged financial compensations. The City of Beverly Hills paid less than one million dollars to settle all three cases including attorney’s fees, saving millions of dollars for the cost of trial. “The settlement agreement is in no way an admission of liability or wrongdoing by either party,” said Beverly Hills Public Information Officer Keith Sterling. The settlement may mark a turning point as the City moves forward to remake the police department, which was severely depleted when Spagnoli was hired. Last month, in an unprecedented effort to declare their support for embattled Police Chief Sandra Spagnoli and to dispel rumors of poor morale in the BHPD, two sworn officers used the public comment segment of the formal City Council meeting to express their support with prepared statements. “I represent an overwhelming majority of Beverly Hills Police Department’s Professional Management Association’s 13 members,” said Lt. Scott Dowling, who has worked for the department for 35 years, one of the longest-serving members in the Department. “PMA is the bargaining unit for all sworn Lieutenants and Captains. On behalf of these members, I want to thank the council for their unwavering support of Chief Spagnoli. Chief Spagnoli inherited a challenged organization, which faced a lack of strong and focused leadership for many years. We are proud of the changes thus far and our association supports our Chief’s efforts to modernize, diversify and improve the Department.”

additional $522,500 in the Tourism and Marketing Budget was also identified. Other elements of the proposal will include the Jolly Trolley, Santa Claus and art walks. The festival of holiday lighting that has lavishly graced nearly every corner of the City may also include a small section of S. Robertson Boulevard that has been dark in the past. Funding for Citywide décor and programming is expected to cost $450,000. Replacement holiday street spans, which the Council approved last week, total $533,018. The spans have an expected 15 year life span. Joy to the Holidays, the festive holiday Open House event, could return to Greystone Mansion on Dec. 7-8. Santa, Mrs. Claus, the elves and holiday carolers would roam the Mansion, garlanded and decorated for the season. Holiday gift vendors would be stationed throughout the Mansion. Other proposed elements included holiday-themed arts and crafts, and a Holiday Concert and Sing-along

August 16, 2019 | Page 17 Saturday evening. On Sunday, the BHUSD choirs would perform a concert at the mansion. Joy to the Holidays programming at Greystone is estimated to cost between $90,000 and $225,000, which is not currently within the Community Services Department budget. Previously, Joy to the Holidays was sponsored by Friends of Greystone. It is now set to be a City event. That money will be requested at the City Council meeting Aug. 20 when the program elements are confirmed. Funding totals for Joy to the Holidays will be in addition to the estimated $2,774,968. An additional $9,050 would be allocated to the Chamber of Commerce. The proposal will be refined with comments from councilmembers and come before the entire City Council soon. Summer BOLD costs to the City are estimated to be $1,841,592. The total costs for BOLD summer and Holiday BOLD could exceed $4.5 million. MBJAM FIGHTING LUPUS–Lupus LA joined forces with Michael B. Jordan for “MBJAM” in Hollywood. Pictured (from left): Lupus LA Chairman Adam Selkowitz, Lupus LA Ambassadors Michael B. Jordan and Toni Braxton, and event emcee Nick Cannon. Photo by Tiffany Rose

Michael B. Jordan and Lupus LA celebrated their 3rd annual “MBJAM,” bringing together celebrities, athletes, lupus patients, and kids of all ages for an afternoon of family-fun at Dave & Busters Hollywood. Proceeds support Lupus LA in its mission to find the causes of and a cure for lupus, while providing services and hope to people affected by the chronic autoimmune disease. Joined by emcee Nick Cannon, special guests in attendance included Jamie Foxx, Toni Braxton, Kyrie Irving, Omari Hardwick, Lilly Singh, Storm Reid, Miles Brown, Niles Fitch, Olympic gymnast Laurie Hernandez, Diallo Riddle, and many more. Event partners were American Airlines, Coach, GSK and Warner Bros. Adam Selkowitz, chairman of Lupus LA (www.LupusLA.org), welcomed more than 250 lupus patients and their families. “I believe our teams are raising more awareness for lupus than ever before,” he stated. “The more we can do to give a face to what is so often referred to as an ‘invisible’ disease, the greater shot we have at finding a cure.” Michael was accompanied by his mother Donna and sister Jamila on stage, as he shared heartfelt words on how lupus has affected their family. “My mom suffers from lupus. When we moved to L.A. and needed resources to help her, Lupus LA was the first place we turned to. They’ve been awesome to us, so we wanted to give back in a meaningful way.” Lupus patient Ashley Ramirez and her clan were presented with the inaugural Jordan Family Kindred Hearts Award, which symbolizes strength, love and resilience in the face of the disease. Lupus is one of America’s most unknown yet prevalent medical problems that affects 1.5 million in the United States, and some 60,000 people in L.A. County alone. ******

Author Frank R. Heller, a longtime Beverly Hills resident, mesmerized an SRO crowd at Barnes & Noble in the Grove by talking about his first thriller, The Secret Empress. In introducing him, his long-time pal, ex-deputy D.A. Lea Purwin D’Agostino emphatically told the audience: “This is the best book I ever read.”

AUTHOR AUTHOR–Beverly Hills author Frank R. Heller is congratulated by Lea Purwin D’Agostino at the launching of his new novel The Secret Empress.

Frank talked about his 30 years experience of traveling to and from China while working in the import business and, before that, with the U.S. Navy. It has all the fascinating facts intertwined with his engrossing fiction. At a time when most Americans are at the edge of their seats watching the developments in China and Hong Kong, The Secret Empress should be of particular and timely interest since it is written by someone with behind-the-scenes knowledge about a part of the world that still, after 3,000 years, has more spies, conspiracies, and intrigues than any other country in the world. ****** And speaking of new books, there are three others about to launch which I’m already excited to read. The first is: Letters From Hollywood: Inside the Private World Of Classic American Moviemaking. Compiled and edited by Rocky Lang and Barbara Hall with a foreword by Peter Bogdanovich, this reproduces scores of entertaining and insightful pieces of correspondence over five decades from some most notable and talented film industry names of all time–like Greta Garbo,

Alfred Hitchcock, Humphrey Bogart, Frank Sinatra, Katharine Hepburn, Marlon Brando, Elia Kazan, Cary Grant, Francis Ford Coppola, Tom Hanks, Jane Fonda, etc. W r i t e r- p r o d u c e r Rocky Lang (left) is himself a Hollywood legacy as the son of Universal Studio mogul Jennings Lang. His cowriter is film historian Barbara Hall (right). The book debuts Sept. 8 with a party in the Selwyn Art Gallery in Beverly Hills which will be attended by children of these icons including Jennifer Grant, Sara Karloff, Bela Lugosi, Wyatt McCrea, Danny Selznick, David Wyler, Tina Sinatra, David Ladd and many others. ****** Then on Thursday, Sept. 19, Toni Holt Kramer, a Hollywood and Washington, D.C. “insider,” will open the season in the Beverly Hills Women’s Club at a luncheon event to discuss her book: Unstoppable Me: My Life In The Spotlight. This is the story of a girl from Brooklyn who made it big through her own unerring dedication to her dreams. As a former columnist with Photoplay Magazine, Toni has worked with more than 3,000 major celebrities including Arnold Schwarzenegger, Bob Hope, Tom Cruise, Frank Sinatra, Phyllis Diller, Rock Hudson, and George Clooney. ****** And finally, Sandy Hackett has authored My Buddy, a new book filled with stories about his father, Beverly Hills’ own Buddy Hackett, which will be released on Oct. 8. “My wife, Lisa, encouraged me to document the incredible memories I shared with my father, who was the best comedian that ever lived,” said Sandy. Meanwhile, he has become the star of a hit musical, Sandy Hackett’s Rat Pack Show, currently in its 10th season. Once it finishes touring all over the east coast, I can’t wait to see it here in our own home town.

BEVERLY HILLS

Chairman Emeritus Paula Kent Meehan President & Publisher Marcia Wilson Hobbs ****** Senior Editor John L. Seitz Special Sections Editor Stephen P. Simmons ******

LETTERS TO THE EDITOR For the last few years, I have been parking during the work week in one of our Beverly Hills municipal lots. I get there early in the morning and have the same parking lot attendant greet me. He is older and clearly just making ends meet. Yet he is always early, cheerful and does all sorts of extra cleaning work. Unfortunately, he is about to quit his job because our City does not pay for his Social Security and he is concerned about income when he retires. I then checked with the several other parking attendants. It’s true–no Social Security. Moreover, the City makes sure that they all work just a limited number of hours so that they can be treated as part time employees. I know that yearly the Courier publishes the City's salaries with some appearing quite generous. This is a situation, however, on the other end of the financial spectrum that I think is an outrage. Maurice Douek ****** I don't pretend to be educated enough to debate the relative artistic merits of the sculpture that Ringo Starr wishes to gift the City (although I do like it). I do, however, have to point out that placement is key and that perhaps that the space at City Hall may be the best one. If only because while the two finger salute, palms outward, is the international symbol for peace, seen from the other side, at least in Mr. Starr's native England, it has a wholly different meaning. Tom Pease ****** While opinions vary on where to put Ringo Starr's “Peace and Love” sculpture, I feel that if you want to make everyone (well, at least most people) happy, how about putting the art piece at an artistic venue such as the Wallis Annenberg Center for the Performing Arts. It would look great where the Lichtenstein sculpture was and City Hall can still be seen from that spot. George Vreeland Hill ****** After going online and downloading several issues and opinions from the Courier about Ringo Starr’s “Peace and Love” statue—which I thought was a fait accompli—I was prompted to write. My better half and I have had the pleasure of Jeanne and Robbie Anderson’s company, and if anyone always deserves our ears it’s Robbie. Though a neighbor tells me this was Ringo’s choice (so people could drive by and see it, perhaps?), I concur that the sculpture belongs somewhere other than the north side of City Hall. To me it deserves a place as prominent as the fountain, on a welcoming and roomy piece of ground--a park within the park--with desert flowers and the hint of a berm. It deserves to be a special destination where you can touch it and make the peace sign for pictures and feel connected to its simple, vital, wonderful message. I don’t know why Nan Corman feels compelled to be so snarky about the gift from Mr. Starr. If it were by Rodin, would that make it acceptable? Ringo’s hand is the very vehicle of art. I likewise don’t know if Nan has seen Jeremy Morrelli’s work, which is so far above world-class as to be in a class by itself. Were the Cormans involved with the selection of the giant metal poop?—i.e those soulless slabs of steel at Crescent Drive and Santa Monica Boulevard? That

piece on the greenbelt by the courthouse that looks like a bunch of crows crashed into a wall? (See how easy it is to judge?) Most of us learned it’s rude to count other people’s money or impugn their motives. This is Ringo Starr, for goodness sake, whose name has probably brought more smiles to people across the globe than anybody in our generation. I assume there's a plan to sell miniatures at the Visitor Center with proceeds split between the City and the charities Ringo supports. In this town with its overabundance of out-of-control drivers, avaricious landlords and arrogant builders, and neighbors who just can’t be neighborly, in this world which never needed it more, “Peace and Love” will be a beacon, a happiness charging station; and kids will adore it. Larry Kirsh ****** I received an email from my dear friend Ari Bussel regarding The Hollywood Reporter article on Beverly Hills suffering a shopping slump. Perhaps you will disagree with me but I would love to see our City back to when we the people ruled our peaceful little town–not the tourists. We are not living any better that we did five or so years ago. All that has happened is that real estate people are making more money, at our “expense”–more cars more noise, more traffic, more robberies–great!! I believe all the new robberies are due to an increase in “visibility” of the richest city. Our own private streets are surrounded by multi-peopled vans all day long, again placing us in the view of people that may be watching for an opportune time. Real estate example: 310 N. Crescent Dr. property to expand under restrictions attorney Murray Fischer and former Mayor Steve Webb. As a friend of and a previous member of the City Council, the latter should be completely banned from appearances before the council. And thank you members of the Building & Safety Committee for helping your friends. You were given your positions to help us, not them, but then again being friends of the council means you were not placed there by knowledge. That, of course, is my opinion. The City Council has approved new holiday installations on Wilshire Boulevard at approximately $500,000. This makes it more than $3 million in charades including BOLD. What exactly did we gain? Oh yes, the closing of streets, etc. An item on last Tuesday's agenda informs us that the council will listen to shared mobility companies. This is nuts!! They have no right to our sidewalks. The same is true for Segways and bicycles but then they do transport some “visitors” to the City where we might increase our sales tax revenue on ice cream. In fact they are a danger to all walkers and drivers but, then again, for money anything goes. By the way some of these “vehicles” are already prohibited in our streets but who cares? Again, this City has to publish the difference economically between grandiose and a mess or living normally but, of course, it hasn’t. Thank you for some hopeful great news–less sales and less people means more time for peaceful friendships. Pablo Nankin, M.D.

Astrology

By Holiday Mathis TODAY'S BIRTHDAY (Aug. 16). The control you once felt you needed will prove unnecessary. You'll let go, and something mighty will emerge in you to handle the old problems and elevate you to the new adventure you crave. Relationships will bring beauty, flow and spiritual connection. Someone you've mentored will add to your good fortune. Cancer and Gemini adore you. LEO (July 23-Aug. 22). You can be mightily persuasive when you need to be, but it's a waste of your energy to try and manipulate people's perceptions today. Don't worry about how things look. Focus on how they feel. VIRGO (Aug. 23-Sept. 22). Today brings your favorite kinds of moments -- highly amusing and entirely unexpected. This is partly due to the fact that you're observant and curious, asking the questions that spring open doors. LIBRA (Sept. 23-Oct. 23). There's the work that pays the bills and the work that saves your soul. It's the same work, actually -but a different approach. Go for the soul-saving in all things. SCORPIO (Oct. 24-Nov. 21). Introspection will be an important part of your care today, and you should give yourself gentle encouragement and as much time for pondering as you would give anyone you love. SAGITTARIUS (Nov. 22-Dec. 21). What's normal isn't always healthy, and what's healthy is often so abnormal that you don't even know a single person who is doing it. Someone has to go first. Why not you? CAPRICORN (Dec. 22-Jan. 19). Even the person who best knows and appreciates the complexities of who you are sometimes gets it wrong. Set it right with a light touch that works perfectly. AQUARIUS (Jan. 20-Feb. 18). There's a grand and graceful momentum happening, and all you have to do is show up, shift your weight and fall forward, surrendering to success. PISCES (Feb. 19-Mar. 20). All effectiveness will come from dealing in what is. The more you can accept this scene, the better you'll use it. These things siphon your power: escape, distraction and any type of rejection of the circumstance. ARIES (Mar. 21-Apr. 19). If you take it seriously -- put in the practice time, devote energy to finding the right strategy, get your team together, consult with mentors to keep you on track -- this caper you're planning could change everything. TAURUS (Apr. 20-May 20). To do or to be -- that is the question. You'd think doing would be harder, but it's so much easier to get comfortable with doing than it is to get comfortable with being. Note that doing is often used to avoid being. GEMINI (May 21-June 21). There are surface-level changes to make and strategies to apply in efforts to improve this scene. Don't underestimate the power of shallow shifts in the process of deeper healing. CANCER (June 22-July 22). Sometimes you remember the past and project the future. Other times you project the past and remember the future. It doesn't make perfect sense, but your imperfect senses are better anyway.
