By Bill Arp The gripe that Beverly Hills has nothing to do after dark is now wrong. Headliner entertainment is a regular happening at the beautifully-refurbished Saban Theater (ex-Fox Wilshire). The new Annenberg Center for the Performing Arts opens in October. The City may even boast a jazz club or two. Thus ends the entertainment drought. Last Saturday’s appearance by the Grammy Award-winning 5th Dimension filled nearly all 1,800 seats at the Saban. With 14 gold records, 6 platinum records and 6 Grammy Awards, they had the audience roaring on its feet at the end. The gold and platinum record parade continues tonight when John Hiatt performs (doors open at 9 p.m.) followed Saturday by Ottmar Liebert and Luna Negra. Ottmar has been nominated five-times for a Grammy (see ‘5TH DIMENSION,’ page 9)

Children’s Hospital Los Angeles, Autism Speaks Host Event For Care Providers Children‚’s Hospital Los Angeles (CHLA) and Autism Speaks recently hosted a networking event for health-care providers and community leaders from throughout L.A. who work with children with autism spectrum disorders (ASD). Held at The Saban Research Institute, the event was an opportunity to celebrate three years of partnership through the Autism Speaks Autism Treatment Network and the organization’s efforts to improve the lives of families impacted by ASD. Crescent Drive To Re-Open Saturday After Construction By Matt Lopez North Crescent Drive will be re-opened Saturday after being closed in August for construction, according to City spoksperson Therese Kosterman. Crescent Drive in front of City Hall had been closed for the construction of bollards. A bollard is a retractable vertical stainless steel post that
will be used to block off traffic on Crescent for special events the City plans to hold throughout the year. The City has long eyed that strip of Crescent Drive as a possible “special events” area. It is expected to be used extensively for a handful of events next year to celebrate the Centennial, as well as the opening of the Annenberg Center.

L.A. County Approves $45 Million Bond Issuance By Laura Coleman The L.A. County Supervisors this week approved the Beverly Hills Unified School District’s application to issue up to $45 million in Measure E

Beverly Hills Police Warn of Scammer Cold Calling Residents About Tickets By Matt Lopez The Beverly Hills police warned residents this week of a scam artist who has been targeting local families via telephone. According to BHPD Sgt. Blake Nance, the man calls residents on the home phone, claiming an attempt to collect a debt regarding an unpaid photo red-light ticket.
The caller tells the resident that if the debt is not paid, an arrest warrant will be issued. The caller then demands the payment via “Green MoneyPak reload car”, which can be obtained from Wal-Mart, Walgreens or CVS Pharmacy. Anyone receiving this call or has fallen victim to this scam, should contact the BHPD at 310-550-4951.

RECORD BREAKING—The off-market $8.81 million sale of the Lanshire House set a record-breaking price according to Keller Williams Beverly Hills, which represented both the buyer and seller of the Westside apartment building.
By Laura Coleman In what is being called a “recordbreaking” deal, Keller Williams Beverly Hills this week closed an $8.81 million sale for an off-market West L.A. Class 'A' apartment building that averaged out to $326,000 per unit. The buyer, Beverly Hills-based Palm Heights LLC, plans to upgrade the fully occupied 27-unit upscale “Lanshire House” apartment complex, which is located at 3325 Canfield Ave. “Nothing in recent history compares,” said Keller Williams Beverly Hills Commercial Director and Beverly Hills resident Michael Balson, who represented Redwood Residential Investments LLP in the sale. In 2008, Balson
represented Redwood in purchasing the newly built property for $8.2 million. “No rent-control properties are few and far between, let alone this size of building in this area.” The 29,709-square-foot property with 41 assigned subterranean parking spaces on a 16,000-square-foot lot boasts a plethora of community amenities for residents including a sun deck, fitness center, courtyard and elevator. Buyer's agent Sami Dinar of Keller Williams Commercial Beverly Hills said Palm Heights planned to increase revenue once it repositions the property as an upscale boutique community in line with newer properties in the fashionable Westside location.
California Home Sales And Prices Still Rising, California Realtors Assoc. Finds California’s housing market bounced back after a slight dip in June, according to the California Association of Realtors, which found small rises in sales and prices overall across the state. “The spike in interest rates in June prompted home buyers to delay escrow closings in hopes that rates would fall back,” said C.A.R. President Don Faught. “As buyers recognized rates had stabilized, they moved forward to
close escrow, which lifted July’s sales from both the previous month and year.” The statewide median price of an existing, single-family detached home inched up 1.2 percent from June’s median price of $428,620 to $433,760 in July. C.A.R. Vice President and Chief Economist Leslie Appleton-Young said prices would continue rising, but at a less accelerated pace.

Rexford Dr. The free ceremony will begin at 7 p.m. with a flag lowering and a pledge by Mayor John Mirisch. The L.A. Philharmonic Lawyers will perform at 7:30. This will mark the first year that the 9/11 tribute ceremony has included a concert. “We wanted to bring the community together with a beautiful concert with patriotic music,” said FTA Events President Judie Fenton said. Fenton said this would
likely be the City’s formal 9/11 tribute ceremony for the next several years. She said the plan going forward is likely to hold an event once every five years or so. 2017 would mark the 15year anniversary of the 9/11 attacks. Even if the evening event doesn’t continue annually, Fenton said the Beverly Hills Fire Department will still continue its annual tribute each Sept. 11 morning. Every Sept. 11, at the exact time of the attacks, the BHFD rings a bell several times to pay tribute to those who died in the attacks and salutes the American flag.

The commission decided that if The Phoenix was to remain open, it would have a Sunday-Thursday closing time of 11 p.m., with no patrons accepted after 10 p.m. Friday-Saturday’s closing time would be 1 a.m. Only 42 patrons will be allowed to sit or stand in the outdoor dining area at any one time. The event falls just before National Hereditary Breast and Ovarian Cancer Week which was established to create awareness and recognize those affected by ovarian cancer. Starring Helen Hunt, Samantha Morton, Aaron Paul, Bradley Whitfield, and Rashida Jones, Decoding Annie Parker tells the true story of Dr. Mary Claire King and Annie Parker, each touched by hereditary breast cancer in her own way: Parker battles the disease and King’s genetic research leads to the discovery of the BRCA1 breast-cancer gene. Compared with people in the general population, individuals with a BRCA mutation and those with a strong family history of breast and ovarian cancers have a much higher likelihood of being diagnosed with breast or ovarian cancer, being diagnosed at a younger age, developing cancer more quickly and in more aggressive forms, and having a 50-percent chance of passing on a BRCA mutation to a child. In fact, after 17 weeks of fish oil, nearly 80 percent of patients experienced a reversal of their liver disease, while only 5 percent of the soybean patients saw a reversal. For Isabella Piscione, who was one of the first UCLA patients to receive the fish-oil treatment under compassionate use, her outcome with the treatment paved the way for researchers to establish the sixmonth protocol.

Boredom Never Leads To Violence In Healthy People Q. Dear Dr. Fran: Given the recent violence in Oklahoma, when three teens heartlessly murdered an innocent jogger, citing boredom as a motive, do you think it’s possible for boredom to lead to violence? As parents, we often think it’s good for kids to be bored on occasion because it forces them to use their imaginations and get creative with their activities. Could this be flawed thinking? Harriett G. A. Dear Harriett: Boredom is never a motive, psychologically and emotionally, in healthy people to commit violence and murder. The teen killers may have been bored, but that was not the impetus to kill the innocent Australian jogger. Those teens are sociopaths with no remorse nor conscience in their characters. In fact, boredom is good for kids on occasion not only for them to develop their imaginations; but also because we live in a culture of immediate gratification. Advancement of electronics and an economy that forces paychecks from two working parents who are not there during the daytime have increased kids complaints about being bored. Any teenager who cites boredom as a motivation for violence is conning you. Or, we could say he or she is a con artist. They either do not know why they are motivated to a violent act or they simply refuse to
Dr. Fran Walfish Answers Your Questions be accountable and take responsibility for their actions. Many teens who commit a violent act have been the target of mistreatment in their family of origin. Abuse, neglect and explosive discipline tactics are some of the causes. Many of these violent teens join gangs almost always because the teen feels alone in their family and wants to be part of a group. Sometimes, the violent acts are part of a gang initiation. However you slice it, boredom is only a factor in the equation if the acting-out teen is deeply troubled. It is a narcissistic trait in the personality structure that makes the teen believe he is above the law and will not get caught. It is correct for parents to believe that boredom can be a good thing for a child. That said, parents should equip their children with coping skills to deal with boredom. This begins quite young. When children are as little as 15 months old I recommend that moms set their toddlers on the floor surrounded by interesting toys. Mommy should sit and play
with her child. Then, Mom should tell her toddler she is going into the kitchen to make a cup of coffee and will come back in two minutes. This not only provides an opportunity for the young child to experience separation, but also allows your child to occupy herself without an attentive adult at all times. Most kids do not turn to violence when bored. The most important thing parents can do to ensure their kids avoid destructive behavior as a result of boredom is to stay connected and bonded. Talking is the glue that holds relationships together. This open dialogue begins very young. Too many parents of teens complain that their kids are closed and don’t openly tell them what’s going on. Defenses are pretty solidly in place by adolescence. Parents need to listen before injecting their kids with lectures. Play a game of detective. Ask curious questions like who did you hang out with during recess and after school; or what do you think about teen pregnancy. Get inside your child’s mind, validate her ideas and beliefs, then tweak her thoughts by gently adding your opinions. My Father And The Man In Black –A Johnny Cash Documentary When I was much younger and attended synagogue on Pennsylvania Avenue in Brooklyn, we substituted the last song of the service with another using the same Hebraic words. It was a terrific number and when I asked who wrote it, was told it was the tune of Johnny Cash’s I Walk The Line. Coming from an Orthodox Jewish background, it was the first time I ever heard the song or the artist. From that day on, I became a Johnny Cash fan, reveling in his songs and the storybook words coming to life with his amazing mellifluous voice. My Father And The Man In Black is a documentary by the writer/director/producerJonathan Holiff detailing the relationship between the star and his dad, Saul Holiff. After an estranged relationship for 20-plus years, Jonathan finds a key to his dad’s storage locker. Going there, he discovers dust-covered boxes detailing Saul’s relationship with the mer-

For me, it was enlightening, as I had no idea of his addictions or his becoming a born-again following his marriage to June Carter. But, Jonathan was more interested in coming to terms with the memory of his abusive dad after the elder Holiff’s suicide in 2005. Golf Classic, a major fundraiser benefiting the SAG Foundation’s Catastrophic Health Fund and Emergency Services Assistance Programs, at the Lakeside Golf Club inn Toluca Lake. Hosted by Dennis Quaid and Aimee Garcia, the event brought together entertainment industry celebs to raise some $320,000 for performers facing life-threatening illness and severe economic hardship. One of the advantages of living in a culturally diverse area is the ability to experience glimpses of “how the other side lives;” and so it is with Oktoberfest in Palm Springs. The first edition of Oktoberfest took place just 200 years ago to celebrate the nuptials of a German princess and consisted of five days of celebrations in mid-October, concluding with a horse race. The following years the festival was expanded, prolonged and re-scheduled in September. But, with a twist: regardless of when it started, the last weekend of the Oktoberfest always fell in October, and this tradition continues today. Following upon its initial success last year, Palm Springs has announced its second Oktoberfest–a unique Bavarian-style festival showcasing more than 50 German and Bavarian beers, microbreweries, food and wine tasting booths – will be held in the heart of downtown at the Spa Resort Casino on Saturday, Oct. 19 from noon until 6 p.m. The non-liquid festivities feature live entertainment on two stages with polka and celtic bands, jazz and modern music, beer stein holding contests, the “chicken dance” and costumed bar maids pouring German and Belgian beers. More than 50 labels will be available. Like almost all fun events in Coachella Valley, Oktoberfest has a charitable component, with this year’s beneficiary being Riverside County’s Court Appointed special Advocates. CASA is a non-profit established in 1990 at the request of the Juvenile Courts of Riverside County to train community volunteers to act as advocated for abused and neglected children who are dependents of the court. CASA is the only private agency which receives court appointments to serve these children. A CASA volunteer is the one adult in these children’s lives whose only concern is that each individual child’s best interest is represented in all areas under the court’s supervision. CASA in Riverside County currently has 162 volunteers serving 286 foster children across the county; but there are currently more than 300 children on the wait list for a CASA volunteer. So help multi-cultural relationships and help a child, all while spending a fun afternoon. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder will, within fourteen (14) calendar days after the date of the award of the contract, enter into a valid contract with the City for said Work in accordance with the Contract Documents. AMENDMENTS - The following is in addition to the provisions of Section 2-9.1 of the Greenbook: The Contractor is required to locate and tie out survey monuments in the project area prior to construction involving street and highways, and to file with the County Surveyor a Corner Record of any such work. Prior to the issuance of a completion certificate, the Contractor is required to file a Corner Record for survey monumentation that is replaced. All such survey work shall be performed under the supervision of a California licensed Land Surveyor or a Civil Engineer authorized to perform such work. The Contractor shall provide the City a copy of the office calculations and documents submitted to the County for filing in connection with the aforementioned work. The payment for surveying, related professional services, office calculation, and furnishing all labor, materials, equipment, tools and incidentals, and for doing work involved shall be considered as included in the various items of work, and no additional compensation will be allowed therefore. The following will revise Section 3-3.2.3 of the Greenbook: (a) Work by Contractor. An allowance for overhead and profit shall be added to the Contractor’s cost as determined under 3-3.2.2 and shall constitute the full and complete markup for all overhead and profit on extra work performed by the Contractor. The Contractor shall be compensated for the actual increase in the Contractor’s bond premium caused by the extra work. For costs determined under each subsection in 3-3.2.2, the markup shall be: a) Labor b) Materials c) Tools & Equipment Rental d) Other Items

(b) Work by Subcontractor. When any of the extra work is performed by a Subcontractor, the markup established in 3-3.2.3(a) shall be applied to the Subcontractor’s costs as determined under 3-3.2.2. PREVAILING WAGES - In accordance with the provisions of Section 1770 et seq, of the Labor Code, the Director of Industrial Relations of the State of California has determined the general prevailing rate of wages applicable to the work to be done.
A copy of said documents is on file and may be inspected in the office of the City Engineer at 345 Foothill Road, Beverly Hills, California 90210. Attention is directed to the provisions of Sections 1777.5 and 1777.6 of the Labor Code concerning the employment of apprentices by the Contractor or any subcontractor under him. The Contractor and any subcontractor under him shall comply with the requirements of said sections in the employment of apprentices. Information relative to apprenticeship standards and administration of the apprenticeship program may be obtained from the Director of Industrial Relations, San Francisco, California, or from the Division of Apprenticeship Standards and its branch offices. PAYROLL RECORDS - The Contractor's attention is directed to Section 1776 of the Labor Code, relating to accurate payroll records, which imposes responsibility upon the Contractor for the maintenance, certification, and availability for inspection of such records for all persons employed by the Contractor or by the Subcontractors in connection with the project. The Contractor shall agree through the Contract to comply with this section and the remaining provisions of the Labor Code. INSURANCE AND BOND REQUIREMENTS - The Contractor shall provide insurance in accordance with Section 3-13 of the City of Beverly Hills, Public Works Department, Standard Contractual Requirements, included as part of these Specifications. All subcontractors listed shall attach copies of the Certificate of Insurance naming the Contractor as the additional insured as part of their insurance policy coverage. In addition, the Contractor shall guarantee all work against defective workmanship and materials furnished by the Contractor for a period of one (1) year from the date the work was completed in accordance with Section 2-11 of the Standard Contractual Requirements. The Contractor’s sureties for the “Performance Bond” shall be liable for any work that the Contractor fails to replace within a specified time. CONTRACTORS LICENSE - At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor’s license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s): “A” The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents. THINK OF THE GOOD THINGS The end of Labor Day marks the return of “business as usual.” Summer is over. Calls now get returned. Business picks up (we hope). School resumes. The early arrival this year of Rosh Hashanah and Yom Kippur ties in with a positive notion of “think of the good things.” Reflection on life is usually a good thing. Think of G-d’s blessings. Think of where we are, and where we are not. For those who celebrate these holidays, this most special time of the year brings with it centuries of tradition and rabbinical teachings. Regardless of one’s religion, those teachings have tremendous value for all people of good will. The contrast between the teachings of these two Jewish holy days and the philosophy raging in the non-Israel portions of the Middle East could not be more stark. One celebrates life, forgiveness, and good works. The other demands death, blood and revenge. For one, life is the answer. For the other, the answer is death – submission or death. As a nation steeped in the Judeo-Christian tradition of forgiveness, atonement for sins (whether personal or vicarious), “the golden rule,” and tolerance, it is nearly impossible for us to contemplate the depth of hatred that permeates the religion of the brutal ranks of Islamic jihadists. We’ve been told. We’ve seen the footage. We know what they believe, which is “you die.” We just don’t get it. We base our nation on a different approach. Our “contrast” is to value family, friends, faith and progress towards a better more peaceful world. We can promote all of those values, except a peaceful world, in our own homes, our offices, and places of worship. The “peace part” invariably involves guns, bombs, missiles and killing people. As one astute historian put it, American freedom was not won by Thomas Jefferson and the Declaration of Independence. It was won by the Continental Army. So, as we enter year 5774 (or the remainder of September 2013), reflect and consider. Consider which values we share. Consider which values are worth living and which are even worth defending. All values are not created equal, but the pursuit of different values has vastly different consequences. Our nation is blessed by its Jewish and Christian traditions and heritage. Those are the values on which our nation is founded, no matter how many Marxist college history professors try to argue otherwise. We have every right to insist that our values be preserved and passed on as part of our national heritage. We acknowledge daily that this right must be balanced by our coequal tradition of tolerance that requires us to refrain from imposing those values on others by force. Tolerance, however, is no justification for permitting those in our country who carry different values to demand that we as a nation abandon ours. Life, forgiveness, atonement – that’s a pretty good recipe. We are truly blessed that this has been our national recipe – even if not always followed -- for over two centuries. In some cases, for over 57 centuries.

Rabbi Jacob Pressman A GOOD AND SWEET NEW YEAR Yesterday was Rosh Hashanah, welcoming in the Jewish new year 5774. It is a time set aside for introspectation and atonement, properly referred to as Days of Awe. For the observant Jew, aided by the support at High Holy Day services in the midst of his or her coreligionists, it is a time for honest selfanalyst, recognizing our short-comings and vowing to correct this in the new year. We pray for ourselves, individually, and for humanity, collectively. I find the best expression of what the new year means in the prayer of Rabbi Amnon of Mayence in 11th century Germany. The local archbishop tried to persuade him to renounce his faith, and when he did not, had his arms and legs cut off. Bleeding, he was brought in to the local synagogue’s Rosh Hashanah’s services. There he intoned: “On Rosh Hashanah, it is inscribed...and on Yom Kippur, it is sealed. How many shall pass away and how many will be born...who shall live and who shall die.” He went on to list all the possibilities of the new year. His alternatives are what we all face as we enter a new period of time. With awe we look to the unknown future and pray–not for ourselves alone, but for the human race. May I wish for you and me...and all humanity: a long life, good health, true peace and prosperity.
LETTERS TO THE EDITOR We read with great confusion and dismay that you were changing the name of the Beverly Hills Education Foundation. As you know, we were all involved in either the creation of BHEF, or were a part of the massive success that it ultimately became. It was through our hard work (along with countless others) that helped create the most successful K-12 education foundation in the state. Many schools have held up the BHEF as an example of how successful an education foundation can work. We’ve come to understand that you’ve had some struggles over the past few years but we were unaware that those struggles had something to do with the actual name, BHEF. From our understanding, your new board only consists of you and three others (all of whom were prior board members of the BHEF). It seems to us that the problem doesn’t lie within the name of the organization but in the recruiting of new members. When you read the name “Beverly Hills Education Foundation” or BHEF, you know exactly who we are, what we stand for, and where the money is going. It took us years to brand our name and get people and businesses to understand what we did. Now you have a new name with no brand equity and a total of three board members (held over from the previous board).. Respectfully we are really confused. From past experience, it is the Board of Directors that makes the difference (not a name change). We believe that your should leave the name alone and focus on bringing in new creative board members. It is our sincere hope that you will reconsider what you are doing. The BHEF has been a part of school community for well over 30 years and there are a lot of member of our community that have given countless years to branding the name. If you feel the foundation broken, changing the name won’t bring you any new dollars. What it does bring you is mass confusion and needless distractions. Changing the name is not the answer. It is a shame most City Council members do not care about the loss of business on that street nor the fact that such closures are an inconvenience to many citizens. It is equally shameful the voices of those affected by this are not heard or accounted for. This council promised us accountability and transparency. Neither promise is being kept when many of our citizens and businesses are affected in a negative way for the pleasures of a few. It is also disheartening to know that some councilmembers want their elected time in office to work in a more convenient way with their private schedules and lives. After all, they were not elected for personal convenience, but to make our City better and more convenient for its citizens. If you can't represent our City in the way that you were elected, then you should not be in office. George Vreeland Hill
