By Laura Coleman Ensuring student safety is paramount to a good education. In an era of increasing digital surveillance, it should come as no surprise that one aspect of the Beverly Hills Unified School District’s safety plan is monitoring human activity via closed-circuit television (CCTV).

To that end, Horace Mann–the City’s first public school to be modernized as part of a district-

wide renovation project–now has 47 CCTV cameras installed throughout the campus.

The cameras at Horace Mann aren’t operational yet. But with a click of a button, they’ll be ready to record the comings and goings of all students, staff and visitors moving through the campus. And with a little technology twist, Beverly Hills Police officers will even be able to view the feeds on

Unwrapping Rodeo Drive’s 2016 Holiday Decor Plans

On Tuesday, the City Council got a sneak peak at its 2016 Rodeo Drive Holiday Decor and Lighting Ceremony plan.

This holiday season in Beverly Hills, tentatively titled “Wrapped In Couture,” will lean heavily on social media, as presented at Tuesday’s City Council study session by Cara Kleinhaut, founder of AGENC Inc., the new marketing group working with the City on its

holiday planning.

Using the #OnlyOnRodeo hashtag, customers of Rodeo Drive shops, as well as the merchants themselves, will add visuals of the Rodeo Drive shopping experience on social media outlets like Instagram, Facebook and Twitter.

The Rodeo Drive Committee plans to partner with local charity for a #RodeoGivesBack program where people can give gifts, such as coats or blankets, to those in need during the Holidays. (see ‘2016 HOLIDAYS’ page 20)

By Matt Lopez The on-again, off-again informational forum on Measure HH, paid for by the City, appears to be on again, although the details about where, when and what the format are scarce.

A little more than a week after a previously scheduled debate on the Hilton Initiative was canceled, the City Council on Tuesday pushed to hold an informational community forum sometime in the next couple of weeks.

Beverly Hills Muni League Takes Historic Stance In Support Of Measure Y

By Laura Coleman For the first time in its 54year history, The Municipal League of Beverly Hills has decided to endorse a Board of Education school-building bond following Wednesday night’s Muni League Board meeting.

“The safety and well-being of the kids was a concern to us,” explained Muni League VP Marilyn Gallup. “The physical condition of the schools really calls for a lot of improvement.”

The Muni League voted to support the $260 million General Obligation schoolbuilding bond following a compelling presentation by Board of Education President Howard Goldstein. In a PowerPoint presentation, Goldstein highlighted the difference between newly redone Horace Mann and the other campuses, most of which have buildings that range from 80100 years.

“When you compared Horace Mann to the condition of, say, Hawthorne, it was startling,” Gallup clarified. “The buildings are very old and some of them are in really bad condition.”

One Month Of Rolling Lane Closures On Santa Monica Boulevard Begins Monday

By Laura Coleman Come Monday morning, Beverly Hills residents will get a small preview of the impacts from the upcoming North Santa Monica Boulevard Reconstruction project when the City begins preliminary work for the 18-month-long project with a month of rolling lane closures in order to begin work. The project, which is slated to begin in early January 2017, will completely rebuild the roadway between Doheny

Drive and Wilshire Boulevard.

As part of the upcoming preliminary work, the construction contractor will be performing additional exploratory work to verify and locate existing utilities under the roadway. For approximately one month, one traffic lane will be closed at a time to allow for this exploratory work.

Lane closures will be limited to one lane in one direction (eastbound or westbound) at a time. Work will occur Monday

to Friday, between 9 a.m. and 3 p.m. and some weekends from 8 a.m. to 6 p.m.

Once the project is complete in 2018, residents, motorists and pedestrians will enjoy new decorative street lights, drought tolerant landscaping, “green street” drainage, and a wider portion of the roadway on the south side between Canon Drive and Wilshire Boulevard as part of the design.

By Matt Lopez The City Council on Tuesday barked back at a suggestion by the City’s Planning Department to approve an amendment that would have allowed businesses in the City’s commercial zones an expedited process for adding ancillary uses to their business.

The amendment was presented in conjunction with a request from Pet Food Express, a pet goods store at 9153 Olympic Blvd. The retail store, which primarily sells food, treats and other pet-related items, sought to create what City staff called an ancillary use of a pet wellness center.

The staff report presented to the City Council described an ancillary use as those “secondary to and supportive of a principally permitted use on site.”

In the example of Pet Food Express, the Pet Wellness Center would have provided vaccinations, heart worm and lyme examinations, prescription diets, puppy and kitten vaccinations, microchip implants, allergy testing, toenail clipping and drop-in

health examinations.

The City Council argued that those services were anything but ancillary.

“I called my [veterinarian] and asked about the list of services and what kind of business he thought it was, he said it’s a vet,” Councilmember Kathy Reims said. “I’m not convinced a vet in retail is an ancillary use.”

Pet Food Express, according to City staff, is just one of a number of businesses in the commercial zones in the City that have “expressed a similar interest in augmenting their principally permitted use with an ancillary use.”

Aside from Pet Food Express, the City Council didn’t seem to care for an amendment which would take power out of the council’s hands on decisions about businesses adding ancillary uses.

Councilmember Lili Bosse said flatly that she wouldn’t “support a Zone Text Amendment at all.”

“This is not good policy,” Mayor John Mirisch said. “It makes no sense.”

Beverly Hills To Honor Donna Goldstein With Roxbury Park Plaque, Volunteer Award

By Matt Lopez Up until her death in June at age 99, Donna Goldstein was known for decades throughout Beverly Hills as someone who gave back.

Whether through volunteering or philanthropic efforts, Goldstein made a lasting mark in the City.

Now, Beverly Hills is crafting a way to make sure her legacy of giving endures in the future. On Tuesday, the City Council moved ahead with plans to install a memorial plaque in Roxbury Park and the creation of a Donna Goldstein Volunteer Award.

In her time in Beverly Hills, Goldstein worked on several City campaigns and was a major part of the Beverly Hills Active Adult Club. As the club’s “Sunshine Lady” she was tasked with sending cards, flowers and well-wishes to other members who experienced tragedy in their lives.

She spent much of her time at the Roxbury Park Senior Center.

lieu of flowers, the family requested donations be made to the Active Adult Club. To date, the club has received $3,125 in donations. The plaque would be purchased using those funds, and would not represent naming the area the plaque is placed in, but rather the plaque itself would just serve as a recognition to Goldstein’s contributions to the City.

The City has no policy regarding plaques on City facilities. Currently, there is a bronze plaque paying tribute to former mayor Benjamin H. Stansbury Jr. at the Rexford Drive entrance of City Hall.

By Matt Lopez Creepy clowns coming to Beverly Hills? Say it ain’t so!

Don’t worry, it ain’t - yet, but local law enforcement officials are keeping their eyes open to see whether or not a wave of creepy clown sightings across the country makes its way to Beverly Hills.

It began in South Carolina, where reports, mostly false, of people dressed in clown suits trying to lure children into the woods hit mainstream media.

That let to a quick rash of copycat clown sightings in other states, leading even the White House to publicly weigh in on the matter.

Now, the clowns have finally come to California.

Most recently, on Tuesday, school workers in the harbor city of San Pedro reported being startled by two people in full clown outfits while working at an elementary school campus at around 8 p.m.

"They didn't say nothing. All you can see were the eyes, and they were just standing there like zombies, side by side not saying nothing, no emotions, just standing there," school employee Carolyn Ricks told ABC 7.

Earlier this week, Lancaster police reported that men in clown masks were scaring people with kitchen knives and filming their frightened reactions.

IT COULD HAPPEN IN YOUR NEIGHBORHOOD–Los Angeles Department of Building And Safety was quick to respond when Bel-Air Association members e-mailed Tuesday with reports of an overturned skip loading truck, just up the hill from a small guest house in the yard of a Bel-Air home. According to LADBS Assistant Bureau Chief Pascal Challita, inspectors responded at 638 Siena Ave. and saw the overturned truck, approximately 5070 feet from an adjacent property. No properties were affected. The operator was taken to a hospital and released. OSHA was contacted and the incident was reported.

For the students at USC’s first dedicated dance school, which began taking students last year, the opportunity to perform and study in a state-of-the-art facility, taught by renowned instructors, and dancing alongside fellow students from diverse backgrounds who are passionate to be part of the program, is the chance of a lifetime.

The 54,000-square-foot building, with two stories and a mezzanine, houses a studio performance space, five medium and small dance studios, a dance wellness center, dressing rooms, a training and fitness zone, space for future classrooms, and offices for faculty and administrators. A large collaborative

space for dance majors is on the top floor.

The hallmark of USC Kaufman is the development of n e w m ove m e n t models for dance where intersecting techniques create hybrid forms to be expressed in new media, scholarship, studio practice and choreography.

Phil’s Camino Offers Inspiring Journey Walking Spain’s Camino De Santiago

By Laura Coleman When producer Doug Blush and Director Annie O’Neil met at the Silverlake Dog Park, they could never have imagined just how fortuitous their friendship would become.

Fast forward to the creation of Phil’s Camino, the film now being considered to be a contender for the 89th Academy Awards in the subject of best documentary short. The film, which offers a window into the spirit of Phil, a man living with Stage 4 Cancer and dreaming of walking the 500 mile spiritual pilgrimage Camino de Santiago across Spain, has already won 10 out of 15 festivals.

The story is one of hope and perseveration as the film follow’s Phil’s magical “camino” where he builds a camino in the forest behind his house on Vashon Island, Seattle, starts to walk, and traces his progress on a map.

Although traveling to Spain at the time filming began was an unattainable dream due to Phil’s weekly chemo treatments, it did not stop him from crafting a path through wood and pasture on his 10-acre plot of land to recreate the Camino path in his own backyard.

Proposed Project Would Transform Crescent Drive Building Into Media Center

By Victoria Talbot Eldridge Industries has plans to renovate 100 N. Crescent Dr. to bring a worldclass entertainment and media center into the heart of Beverly Hills with amenities designed to attract leading media and entertainment companies to the triangle.

Plans are for a renovation that would completely update the 1.35-acre property and the adjacent public pocket-park, adding a ground floor restaurant, retaining and updating an existing movie theater with cutting-edge technology and stadium seating, and adding two stories with a viewing deck.

The existing building is a 1980’s office building with a wave-like façade undulating over Wilshire Boulevard on one side and a wing spanning Crescent. The two wings

emanate from a central blackglass rotunda.

The proposed Gensler project will envelope the entire building in a new skin of highperformance floor-to-ceiling clear glass on Crescent, Wilshire and the adjacent parking façades. Gone will be the black-glass rotunda, to be replaced with a frameless glazing that will house a signature spiral staircase within the rotunda.

Taking advantage of the City’s “fiber-to-the-premises” initiative. which will enable enhanced high-speed internet access to all businesses and residences, Eldridge Industries strategy is to lease to a dignified array of A-level tenants.

Gensler’s plans are to add two stories of office space, enhanced by a setback on the upper story to offset bulk and

mass, yet still a story shorter than existing neighbors. The setback on the upper story will create a pavilion-style outdoor patio with a view of Beverly Hills.

With increased tenancy, the developers plan to provide 24-hour valet parking to accommodate on-site parking.

Located on three below-grade levels, to fully park on site would require tandem, stacked and compact parking options.

“With a state of the art 100-seat theatre, a new high end sit down restaurant on the ground floor along Wilshire Boulevard, a revitalized pocket park on Crescent open to the public, and bold and exciting architecture, this project will transform an existing office building into a dynamic media and entertainment center for some of the most iconic com-

“It should be an educational forum… a factual presentation of facts,” Krasne said. “This is not Wanda vs. the Hilton, Wanda has nothing to do with the Hilton, so why is it paying so much money to get involved in this campaign, I do not know. The Hilton project stands on its own, will pass or fail on its own for what it is, so let’s find out what it is and unclutter the field.”

Wiener said the forum theoretically could move forward even if one side declined to participate.

“It can still move forward in some capacity, how that is going to look, I can’t guarantee you,” Wiener said. “If one side declines to answer any questions, we have to ask what the committee wants us to do.”

At press time, there was no information on when Krasne and Gold would meet.

Wiener said if the City is spending public money on the forum, it must be an “accurate, fair and impartial presentation of relevant facts to the voters… if you had both sides willing to come together and present their views, you can say that was fair and impartial.”

Given how polarizing the Mayor and City Council have been on the subject, the Council’s ad hoc committee, comprised of Vice Mayor Nancy Krasne and councilmember Julian Gold (replacing Lili Bosse, who will be out of town), will have their hands full in planning a forum that actually is fair and balanced.

They will meet soon to hammer out details on the format, date, place and time.

“There is a concern that it could be perceived that the City may not be impartial,” Wiener admitted. “It is the City staff’s job to ensure that the City sticks to the facts and remains impartial."

“Some facts are undisputed, and there may be others that are subject to dispute,” Wiener added. “Those are the ones where we would take one side and the other, let them write their answers, give it to a neutral moderator and let them read the answers.”

In anticipation of moving forward with a nascent surveillance system, on Wednesday the Board of Education formally addressed the issue for the first time in a study session to discuss camera technology.

In a rare show of unanimity, all five board members expressed support to explore having the district build the system while working jointly with the City to engineer and manage the system. Of particularly concern is how to best implement a district-wide surveillance system while working with the Beverly Hills Police Department and ensuring that the district doesn’t violate any privacy laws.

According to BHUSD Director of Technology Bernadette Lucas, Horace Mann is set to become the district’s model for how camera surveillance should be used.

At Wednesday’s meeting, California School Employees Association Labor Relations Representative Margie Espinoza expressed concern on the part of the union that the cameras would be used to

“track” employees.

BHUSD attorney Jabari Willis is being particularly cautious in his advice to the district in order to ensure compliance with laws that govern privacy.

At a minimum, he advised that written notice be given to all parents, students and staff about the existence of the video cameras. Signs across the campuses that read “You may be under surveillance” may become commonplace.

There are also a multitude of logistics to iron out before the cameras go live, such as just what kind of commitment the City will make given that the BHPD is expected to take an active role in helping police the schools using the surveillance technology.

The total cost to implement the additional cameras throughout the district is estimated at $1.5 million.

“It’s a safety issue and the ability for the police to see emergencies in progress I think is key and very helpful,” said Board VP Mel Spitz. “This is a realistic safety issue and we have to be prepared to meet this expense if we have to.”

While he will be greatly missed, we share in his transformative legacy for his very early encouragement of the [reuse] use of the Beverly Hills’ historic post office as a theater and cultural center, which is now The Wallis Annenberg Center For the Performing Arts. Vicki Reynolds Pepper Former Mayor of Beverly Hills ****** I find the urban design and architecture aspects of the Hilton Initiative quite intriguing, and also quite important. Such projects throughout the region have caught my attention duing the past 35 years since I first came to Los Angeles as dean of the USC School of Architecture while continuing my professional practice of architecture and urban design.

What intrigues me especially about Measure HH is its generous and very well designed transformation of one of the region’s extraordinary sites and a very well-known intersection. My study of the proposal convinces me it has the potential to become a feature of great pleasure to the whole of the community and a much better alternative to the originally approved 2008 plan.

As background, regarding urban design, all projects remodel the locales in which they occur.

Unfortunately, too many projects are designed without focused attention to their opportunities for adding to the quality and experience of the public space on which they depend for their own access and property value. That seems to me to be the shortcoming of the 2008 Hilton project that could still be built if the current proposal is not approved. The 2008, two building plan, is a more self-centered project that includes a minimal amount of public space as well as a minimal amount of improvement to the adjacent and iconic boulevards which frame the property. Moreover, the 2008 architectural design was somewhat routine and bulky, not elegant. Eight years later, the new proposal offers a more elegant building and an immense urban design improvement and opportunity.

The new Hilton Initiative known as Measure HH provides a dramatic transformation of the existing mundane backside of The Beverly Hilton property along Santa Monica Boulevard. To the north side, new trees, extensive landscaping and a much-improved pedestrian experience along Wilshire Boulevard will collaborate with the iconic linear park across the street. Additionally, the proposed garden and park will not only add to high quality community space in the City, but also enhance the experience of drivers and pedestrians coming from the west along Wilshire and Santa Monica, greatly improving that first impression of this gateway to the City of Beverly Hills.

Architecturally, Measure HH’s residential building is a tradeoff. It substitutes one building instead of two, thus providing space for the garden and park while decreasing the density of buildings along Wilshire Boulevard.

As an urban designer, it is important to assess the character of this building from three positions.

(1) As seen from a distance, its proportions will be slim rather than bulky, more iconic; (2) nearby from the boulevards, the height of the building will be insignificant unless pedestrians look more at the sky than at the space in which they find themselves; (3) architecture must create valuable occupancy and experience within.

The proposed building satisfies all three considerations and is quite likely to be a very welcome addition to Beverly Hills once built. It is not remarkably tall within its context along Santa Monica and will impose no negative impact on its locale.

The choice between the earlier and current proposals is clear from both urban planning and architecture standpoints. The choice is between two bulky buildings and very little community benefit, versus one taller building within a landscape garden and walks that create an improved gateway experience for residents and passersby. Considering the two alternatives, I would encourage Beverly Hills residents to vote yes for Measure HH on Nov. 8.

When it comes to your health, the one person who is best positioned to advise you is your doctor.

That should go without saying. After all, your doctor has had many years of advanced education and likely many more years of practicing her craft.

Yet today’s media and advertising climate deluges, Americans with countless, shameless ads often paid commercials aired, not by doctors, dentists and pharmacists, but by non-doctors which more often than not are produced by law firms. Because these ads are emotional, come across as sound medical advice and provide what seems to be supportive solutions, millions of people are moved to follow the advice provided.

Certainly, there may be reasons to seek legal advice or pursue legal action against true physician malfeasance or over-prescription of drugs; no profession is free from “bad apples” or honest misjudgments. But the vast, vast majority of health care professionals and the FDA approved drugs and procedures they provide are some of the best in the world.

And most attorneys know that.

Yet, some of these ads actually misinform consumers, pushing them into legal altercations and place them at greater risk by deterring them from getting the treatments they need – with even worse possible outcomes. So why, without citing the honest percent of patient risk, do so many of, these unregulated ads allege dangers from health care treatments and longstanding medications which quite often scare patients away from their doctors? Why do they insist on preying on patient fears and grow an insidious mistrust between doctor and patient? Could it be simply business development at the expense of patients? Maybe so.

Of course, any doctor can tell you that there are no drugs or treatments that are completely risk free.

That is not science that would be fantasy and indeed, a cause for legal action if proven to be false and misleading. Yet, most of these ads intentionally leave out that fact and the benefits, and cite just about every potential side effect, no matter how small the risk.

And it’s time we do something to better patrol the airing of such ads that intentionally mislead patients while contributing to patients interrupting important care by the doctors.

It is only human to have a creeping uncertainty when faced repeatedly with sensationalized warnings, which fail disclose the low probability of experiencing adverse effects and this often leads patients to discontinue a health care treatment that their doctor believes would provide significant health benefits and pose little risk. Do patients listen to their doctors or the supportive voice on the television who provides hope for great financial rewards and a better life ahead?

Personal injury lawyers don’t just stop at television ads. Often, their social media and internet ads claim to provide unbiased healthcare information, with the site sponsor or owner information buried in fine print. These trial lawyer-run websites appear to be providing medical information but are really designed to attract plaintiffs for lawsuits.

I am a doctor, not a lawyer. I’ve been practicing dentistry for 36 years. I spent four years in college, three in dental school and two in an NIH Post Doctoral Fellowship. 9 years of education and 36 years of practice ought to have allowed me to gain the insight and knowledge necessary to diagnose and treat my patients accurately and ethically. The vast majority of personal injury lawyers have none.

If you are a patient who has a trusted physician, dentist, pharmacist or other health care professional, there should be no circumstance in which you trust a personal injury lawyer for medical advice instead of your personal doctor(s). Personal injury lawyer ads along with so-called “medical information” sites operated by trial lawyers are not medical resources and should not be relied upon as credible health information.

If you have concerns, ask your doctor. Your doctor is acting in your interest. A personal injury lawyer is most likely acting in the interest of lawsuit profits.
