By Laura Coleman On Sunday, Beverly Hills will play host to the car show of the year when Ferrari North America celebrates 60 years in the U.S. with the finest collection of classic and racing Ferraris ever assembled. Starting at 10 a.m., along a red-carpeted Rodeo Drive, 60 of the sexiest Ferraris ever to meet the pavement will be on display. Around 1,000 other Ferraris are expected to make their way to the City’s Golden Triangle. “One of the most important luxury brands in the world is Ferrari [and] this will be the largest and most important exhibition they have ever put together in the country,” said Peterson Automotive Museum Vice Chairman Bruce Meyer, a Beverly Hills collector who helped orchestrate the exhibition in

NOTICE IS HEREBY GIVEN that the City Council of Beverly Hills, at its regular meeting to be held on Tuesday, October 21, 2014, at 7:00 p.m., or as soon after as the matter is heard, in the Council Chambers of the City Hall, 455 N. Rexford Drive, Beverly Hills, CA 90210, will hold a public hearing to consider: AN ORDINANCE OF THE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE DEVELOPMENT STANDARDS FOR SINGLE FAMILY PROPERTIES IN THE CENTRAL AREA OF THE CITY TO ADDRESS ISSUES RELATED TO BUILDING SCALE AND MASS AND PARKING.

The proposed Ordinance would amend various sections of Chapter 3 of Title 10 of the Beverly Hills Municipal Code regarding development standards for single family properties in the Central Area of the City. The amendments as proposed address development standards, including but not limited to: 1) Definitions of roof types for single family houses; 2) Total maximum building height and maximum roof plate height for houses; 3) Minimum required front setbacks for houses north of Santa Monica Boulevard; 4) Minimum required side setbacks for houses south of Santa Monica Boulevard; 5) Permissible encroachments in side yards including regulation of light wells and porte cocheres; 6) Setback and landscaping standards for walls and fences located in front yards; 7) Landscape standards including required landscaping in side yards and required mature trees in front yards; 8) Parking standards for new houses or for bedrooms added to existing houses. A resolution recommending City Council adoption of the Ordinance was previously reviewed and adopted by the Planning Commission on September 29, 2014. This Ordinance has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. It can be seen with certainty that there is no possibility that the adoption and implementation of the Ordinance may have a significant effect on the environment. The Ordinance does not authorize construction. This Ordinance is exempt from the environmental review requirements of CEQA pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations. All interested persons are invited to attend the public hearing and speak on this matter. Written comments may be submitted c/o City Clerk, 455 N. Rexford Drive, Beverly Hills, CA 90210. BHUSD School Security Funding Increase Revisited By Beverly Hills City Council By Victoria Talbot The City Council considered a request from Beverly Hills Unified School District Board President Noah Margo for the second time at Tuesday’s Study Session, for 50-percent funding for the cost of the district’s school campus security program. Margo was asked some difficult questions about school board finances and Evidence-Based, inc. (EBi) that he did not answer comprehensively. Margo appeared before the City Council on Aug. 5 with a request that the City fund 50percent of the contract for the

next three years. However, the district has only contracted with EBi for one year. The council would only consider the one-year agreement, thus the district requested $440,712 of the total $881,423 for the contract ending June 30, 2015. Margo was asked to provide additional information at the Aug. 5 study session regarding the school district’s financial issues, the liability, school security and safety, coordination between the Beverly Hills Police Department and EBi, and particularly the role of armed security on school campuses.

Although the City Council approved the expense, councilmembers expressed their concerns, especially regarding older, retired police providing armed security rather than sworn, active BHPD officers, the financial state of the district, recurrent requests for City funding in addition to the nearly $10 million the district receives in the Joint Powers Agreement (JPA), deficit spending and recent raises awarded school district employees attached to property taxes. ”You survive on a JPA agreement. Carter Paysinger Costs BHUSD $300,000+ In Legal Fees By Laura Coleman Beverly Hills Unified School District staff estimated that legal expenses related to Beverly Hills High School Principal Carter Paysinger have now exceeded $300,000. A comprehensive review of legal costs show the BHUSD spent $278,324 for the 2013/14 fiscal year related to and leading up to the district defending itself against Paysinger’s allegation of discrimination. In addition, BHUSD has spent $20,330 to defend Paysinger from allegations that he created a hostile workplace environment lodged by former athletics coach Jeff Fisher. Paysinger originally filed suit against the BHUSD and Boardmember Lewis Hall on July 16 in Federal District Court

for alleged discrimination and demanded a trial by jury. The following month, Paysinger dropped a request for punitive damages. Most recently, Hall’s attorney Gary Gibeaut on Monday submitted a reply brief in response to Paysinger’s opposition to Hall’s motion to dismiss. According to a breakdown by district staff, BHUSD made the following payments to attorneys: Alison Alpert received $23,631 to investigate the charge that Hall had threatened Paysinger; Fred Fenster has received $38,926 for defending BHUSD against Paysinger’s lawsuit; Gary Gibeaut has received $7,318 for defending Hall against Paysinger’s lawsuit, James Baca received $137,569 for issues (see ‘PAYSINGER FEES’ page 16)

Beverly Hills Becomes The First City To Prohibit The Use Of Unmanned Domestic Drones By Victoria Talbot In an effort to protect privacy, the City Council approved an ordinance to prohibit the use of unmanned aircraft within the City of Beverly Hills Tuesday. In a 4-1 vote, Councilmember John Mirisch voting nay, Beverly Hills may become the first U.S. city to prohibit drones. Drones, which have become very affordable in recent years, are often equipped with video or still cameras that can be directed into private homes or gardens to “spy” on unsuspecting individuals. But paparazzi beware– radio-controlled drones that record or transmit images are a

no-go in Beverly Hills. In a City with a high percentage of celebrities as well as a tradition of respect for individual privacy, it is especially invasive to the residents. The Federal Aviation Administration (FAA) regulates the use of airspace, but in March, a federal judge ruled that the FAA’s commercial drone prohibition is not actually federal law and that the FAA has no authority over smallunmanned aircraft. Judge Patrick Geraghty of the National Transportation Safety Board ruled that FAA prohibitions stemming from a policy statement in 2007 failed to be codified properly. The agency has now been tasked

By Victoria Talbot A clever app-developer has created an app that connects drivers looking for parking spaces with drivers who are about to leave them. The driver seeking parking names a price for a space and is connected to the bidders by location. Drivers bid sometimes upwards of $20 for parking spot. The app, MonkeyParking, advertises that it is currently available in San Francisco, Santa Monica and Beverly Hills. Well, maybe. But the city

of San Francisco served the company a cease-and-desist letter, arguing that the app created “a predatory private market for parking spaces,” or face a substantial fine for every transaction. Another app developer, Parkmodo, argues that the startups are not selling parking spaces but facilitating the exchange of information for a price. The City of Beverly Hills is having none of it. Vanity Fair Wants Its Legendary AfterOscar Party To Be Held In Beverly Hills By Victoria Talbot Director of Special Projects at Condé Nast Sara Marks appeared at the Beverly Hills City Council study session Tuesday with a proposal to hold Vanity Fair’s legendary Academy Awards dinner and reception in the City of Beverly Hills on the Crescent side of City Hall. The proposal will include a twoweek (Feb. 12-26) street closure for the event to construct tents and level surface on the 400-block of North Crescent Drive, between North and South Santa Monica Boulevards. The legendary, high profile event has been held at Morton’s in West Hollywood for several years, but the magazine has been looking for a new venue. This coming year, the magazine would like to hold the event adjacent to the Beverly Hills City Hall. An Oscar Awards viewing dinner for 150 invited guests will be followed

with a reception for 1,000, including politicians, actors, athletes and nominees and winners throughout the evening. Arrivals are staggered with time-coded event passes and parking permits. The company has reached out to the local merchants, pledging to bring their business to the Crescent merchants and provide message boards, signage of closings and “open-for-service” signs for the local businesses. Peter Paul Rubens Collection Opens At the Getty Oct. 14 By Victoria Talbot The Getty Museum will feature a rare opportunity to see the collection of Peter Paul Rubens on display Oct. 14 through Jan. 11. Two exhibits will capture the dynamic artist in oil, in tapestry and in sketches. “Spectacular Rubens: The Triumph of the Eucharist“ is a series of 20 tapestries from the artist, who was commissioned to design to celebrate the glory of the Roman Catholic Church for the Spanish governor-general of the Netherlands, the Infanta Isabel Clara Eugenia. The exhibit reunites the sketches the artist painted with the original tapestries for the first time in the largest assemblage of the Eucharist series in over half a century.

“These paintings and tapestries are among the most important works of art produced in the Baroque period,” said Timothy Potts, director of the J. Paul Getty Museum. Concurrently, the Getty will feature “Drawing in the Age of Rubens.” These Flemish drawings from the museum’s collection that bear witness to the flourishing of artistic culture in the southern Netherlands from the 16th -17th centuries, including those of Rubens and his pupils, predecessors and contemporaries, will be on display. CHLA Researchers Discover How A Single, Genetic Change Causes Retinal Tumors In Young Children Retinoblastoma, a childhood retinal tumor usually affecting children 1 to 2, is rare, but the most common malignant tumor of the eye in children. Left untreated, retinoblastoma can be fatal or result in blindness. It has also played a special role in understanding cancer, because retinoblastomas have been found to develop in response to the mutation of a single gene— the RB1 gene—demonstrating that some cells are only a step away from developing into a lifethreatening malignancy. David E. Cobrinik, MD, PhD, of The Vision Center at Children’s Hospital Los Angeles (CHLA), together with colleagues at Memorial SloanKettering Cancer Center, has answered the long-standing question of why mutations to the RB1 gene primarily cause

tumors of the retina and not of other cell types. His study — which could reveal new cellular signaling pathways relevant to retinal development, cancer development, and ultimately, the development of novel therapies—was published recently in the online journal Nature. “These findings significantly advance our understanding of cancer, not only because they solve the RB riddle, but also because they more generally imply that cancers can develop through the collaboration between a cancer-causing mutation—in this case, inactivation of the RB1 gene—and cell typespecific circuitry,” said Cobrinik, also an investigator with CHLA’s Saban Research Institute and associate professor of Ophthalmology at USC Eye Institute, USC Keck School of Medicine.

Four scientists from the Eli and Edythe Broad Center of Regenerative Medicine and Stem Cell Research at UCLA have received a National Institutes of Health (NIH) Director’s New Innovator Award that will advance stem cell and neuro-science in medicine. The four UCLA researchers were among only 50 scientists nationwide to receive the New Innovator Award, the most of any institution represented. Recipients each received a $2.3 million award for their respective projects. These included: • Dr. Reza Ardehali, assistant professor of cardiology, for his research investigating ways to use stem cells to regenerate heart tissue; • Dr. Elissa Hallem, assistant professor of microbiology, immunology and molecular genetics, for her work studying interactions between animal parasites and their hosts to foster the further understanding of human parasitic diseases; • Dr. Sririam Kosuri, assistant professor of chemistry and biochemistry, for his project developing new biological system technologies to solve problems in gene regulation; and • Dr. Lili Yang, assistant professor of microbiology, immunology and molecular genetics, for her work developing a new method to track special immune cells for use in new cellular therapies. “These grants are an important acknowledgement of our research and will help our faculty drive the advances we are seeing in stem cell and neuroscience,” said Dr. Owen Witte, professor and director of the Broad Stem Cell Research Center. “Every cellular therapy that reaches patients must begin in the laboratory with ideas and experiments that will lead us in new directions in medicine and ultimately improve human life. On Maintaining One’s Inner Peace By Slowing Down; On Explaining The Popularity of Gone Girl Q. Dear Dr. Fran: What are the primary things (events, people, turmoil, etc.?) that tend to disturb one’s inner peace? Are these the same for most people? Alan Y. A. Dear Alan: Men seem to ruminate, or dwell, on different things than women. Women ruminate on relationships with romantic partners, their parents, children, coworkers, and friends while men’s inner peace is disturbed by concerns over career, work, finance, burden of responsibility and a feeling of “no light at the end of the tunnel.” The one common denominator is that both men and women feel a sense of self-sacrifice that they forfeit their own needs for their family first. The required factor for identifying the things that make us peaceful or disturb our peace is slowing down. We are all living in fast paced times that counteract living and enjoying the moment. There is no correlation between inner peace and outer peace. There is, however, a direct correlation between outer peace and internal (within oneself and within the family) aggression, anger, violent tendencies, over-control and abuse. People who were mishandled and mistreated as children have nowhere to put, express, or expel those aggressive impulses, but onto others in the outer world. It makes for a violent society and adds to the violence in our world. It is also true that people who live in chaotic environments, such war-torn nations, experience more inner turmoil. This is called trauma or adjustment reaction disorder. Some folks who go through wars experience shock. It is rare for a person to experience the long-term effects of war and other environmental traumas and still maintain internal peace among the chaos. Some-how, over time the chaos seeps through and penetrates. Dear Dr. Fran: Why do you think the movie Gone Girl drew so many paying audience viewers? A. Dear Jackson: It is no surprise to me that Gone Girl blew the roof off of the box office with adults in it’s debut weekend. People are intrigued and mesmerized watching the twists and turns of love and hate, passion and aggression, fidelity and cheating. I can’t give away the “who dunnit” climax in the film; but I can tell you about the Scott Peterson case a few years ago. He was convicted of doublemurdering his beautiful very 9-months pregnant wife, Lacy, and their unborn son. The trial was filmed in California and viewed by hundreds of thousands of fascinated voyeurs who got a detailed inside glimpse into the narcissistic, sociopathic mind and sexual affair of a crazy husband. People love to be titillated and eroticized by others acting-out their own personal fantasies. Needless to say, the fact that Gone Girl received fabulous critical reviews certainly helped draw the amazing numbers, as well. A great review is not only an excellent credential; it can make or break the numbers at the box office.

The council supports any applications that provide information on available public parking spaces, but reject private compensation in exchange for the information about public parking. With Hello Bluebird: Celebrating The Jazz Of Judy Garland, the popular Grammynominated vocalist is focusing on “what we all loved about Judy…the immense joy she brought through song. “We all know the sad stories (of Garland’s battles with drugs, alcohol and depression) and they’ve been done,” relates Monheit. “I thought it would be fun to show the happy swinging jazz side of who she was—as a musician who loved music— and jazz.” While not all may consider Garland a jazz singer; “it’s in

BHHS’ Offense Stymied In Loss; Normans Open Ocean League Play Tonight By Matt Lopez Beverly Hills jumped out to an early lead, but couldn’t hold on against a tough South Pasadena team last Friday in a 42-9 nonleague loss at Nickoll Field. BHHS marched down the field on the opening drive, capped off by a David Dolgin field goal to take a 3-0 lead. South Pasadena responded by scoring 27 unanswered points to break the game open on the Normans. Many of BHHS’ issues in the game were self-inflicted, having allowed touchdowns on an interception return and a fumble return. The running game was once again a bright spot for the Normans, who contin-

ue to show that the rushing attack is a strength of this year’s team. Rashard Ysaquirre had 105 yards and a TD on 14 carries, including a 70-yard TD run in the second quarter. Quarterback Jake Wolken finished 9of-21 passing for 149 yards and an interception. Tonight, the Normans (1-4) open Ocean League play with a trip to undefeated El Segundo, which boasts a highoctane offense led by Lars Nootbar, one of the top quarterbacks in the area. BHHS Cross Country Falls To North Torrance In Ocean League Dual Meet By Matt Lopez Beverly Hills High’s boys and girls varsity cross country teams lost to North Torrance on Oct. 8 in a Dual Meet at Columbia Park in Torrance. The boys team lost 35-20, led by Jonathan Cohen’s third-place finish in 16 minutes, 51 seconds. Noah Lee took fifth place in 16:52.9 and Raustin Soltani took eighth place in 17:32.

North’s boys were led by Solomon Kanehailua’s first-place finish in 16:39. On the girls side, BHHS lost 3619, thanks to North’s Jennifer Villerreal’s strong performance taking first place in 19:23. Jillian Dveirin led BHHS with a fourth-place finish in 20:36, making BHHS’ all-time list for the course. Sydney Hanover took fifthplace for BHHS at 21:24.

Joan Mangum Operation Smile, the international children’s medical charity with a presence in 60 countries, honored Ken Corday, executive producer of Days Of Our Lives; Access Hollywood anchor Billy Bush; and the Sharon D. Lund Foundation while raising more than $1 million at its Smile Gala in The Beverly Wilshire. The 450 guests were greeted in the ballroom to the lively harmony of United Voices, the UCLA’s gospel choir. Operation Smile’s ambassador and TV personality Brooke Burke-Charvet was emcee and noted the organization “began with one simple, basic premise–that every child in every country deserves to face every day with a smile.” Since its 1982 founding by Dr. Bill and Kathy Magee, it has provided more than 220,000 free surgical producers for children and young adults born with cleft lip or other facial deformities. To present the John Connor Humanitarian Award, (named for a Vietnam vet who initiated Operation Smile’s first mission to Vietnam) to Ken Corday, was the star of his long-running soap Deidre Hall. In accepting his award, Corday singled out Operation Smile supporter and Gala Chair Jennifer Salke, along with Deidre, for introducing him to the organization which has since become a passion. “A smile is a doorway to the soul and no child should have to face the world without it,” he stated. Operation Smile ambassador and former honoree, actress Kate Walsh presented the Universal Smile Award to Billy Bush, who said: “We all have a responsibility to give back. It has been an honor to be involved in healing smiles these past 12 years, and I will be forever.” The Founders Circle Award recognizes one family or organization which has set an exemplary standard of dedication, compassion and philanthropy to Operation Smile’s commitment to the children of the world. That foundation has donated more than $3.6 million to Operation Smile. Operation Smile announced a new alliance with the students of Chapman University, which will play host to the organization’s 25th International Student Leadership Conference. The 450-guests were treated to a performance by the captivating Company Men before headliner Judith Hill, took to the stage. The latter, who captured the world’s heart in the Oscar-winning documentary, 20 Feet From Stardom and on NBC-TV’s The Voice, performed a trio of numbers including You’ve Got A Friend. a green cymbidium orchid the night of their first date, when he took her to a Glen Miller concert at the Hollywood Palladium in a LaSalle convertible. “I knew it was love at first sight,” she said. “When I finally met my husband to be, he was so amazing. All the California boys would be: ‘Do you want to go surfing? Want to go to the beach?’ He talked about life. He was so different than everyone else.” They married on June 3, 1942, and together raised three children, Pepper, Michael and Laura. She has since been blessed with 12 grandchildren and nine great-grandchildren, including little Caroline born last week. “We were a good pair,” she said of the man she was married to for 68 years until his death in 2010. “I learned from him and he learned from me. I taught him to dance and he taught me to share what you have.” Salter’s childhood was punctuated with the influence of her grandmother Marsha “Fannie” Faye, a strong-willed Russian emigre whose home in Carthay Circle became a refuge whenever her mother suffered particularly poignant bouts of depression. After Fannie’s second husband died, Salter recalled going to casinos and ballrooms with her grandmother: “She’d take me there and put me on the chairs and I’d watch her dance.” Salter’s dad, a 6’1’ “very handsome and loveable” dimpled blond with a two-pack-aday smoking habit, managed a chain of men’s stores in downtown L.A. “They used to call him the ‘Big Swede,’” she described. During summers, she would often work in one of the shops. Salter’s mom, a housewife with a penchant for jello desserts, helped infuse a romantic bent to her childhood. Salter recalled dancing in the aisles at vaudeville shows and movies, which her mother took her to several times a week. To this day, her mother’s “Spanish Delight,” a tasty concoction of spaghetti, corn, meat and cheese, remains her favorite meal. After graduating from John Burroughs Junior High School, Salter’s parents divorced and she went to La Rew School For Girls in Azusa, where she earned a partial scholarship to Otis for drawing. However, her father’s new wife instead guided Salter to learn shorthand, which would enable her to get work as a secretary in this “man’s world.” For her entire life, Salter had been drawing cartoons and fashion sketches - an endeavor that she still continues today with her cartoons in The Courier. Shortly after the newlywed Salters returned from their honeymoon in Lake Tahoe (Salter captured their memories by illustrating a cartoon book of their adventure), Sonny enlisted in the army. While he was in Idaho,

Janet went to work for Henry Rogers publicity agency (which later became Rogers & Cowan) and used to send her new husband glossies of actresses, such as Rita Hayworth, with a personal note that read: “Thanks for a wonderful weekend.” After Sonny was honorably discharged because of overcrowding at the officer’s training schools, he subsequently enlisted in the navy and the two moved to Shawnee, Oklahoma, where Sonny served as a Specialist A (athletic coach). There, Janet Salter worked as a secretary to the base commander and penned a comic strip in the local Navy publication called “Shawnee Sam.” While stationed there, they bought a black cocker spaniel, which they named the Duke of Windsor (Windy for short) who in 1958, at age 13, became the first Salter dog to receive a Bark Mitzvah. Salter said that at the time, a “dogtail” party celebrating a Jewish pet’s coming of age was unknown. After the war, the Salters returned to California and purchased a $6,000 home in San Luis Obispo where they opened up the 10-foot-wide Beno’s store. This family apparel store, an outcropping of her father’s business, became enormously popular and eventually there were 65 Beno’s up and down the California Coast. Eventually, Salter’s son Michael took over as president and is still active in helping and guiding family affairs. “Before Walmart came into the little cities, managers would live in towns,” she said. “After the Walmarts came...[Beno’s] closed (in 2008) after five years of losing money.” After five years in the Central Coast, Janet’s father had a heartattack at 52 and they returned to L.A. A few years later, in 1950, the Salters moved to Beverly Hills where she knew she was truly home. “It was like a beautiful village,” she described. “When I would walk outside, I would see Gene Kelly, Fred Astaire, Lucille Ball... Groucho Marx walked by my house one day (with his caregiver)...I said: ‘Hey Groucho, how are you?’ When he was past my house, he yelled ‘We gotta stop meeting like this.’ He died six months later.” With their three children, all of whom graduated from Beverly Hills High School, the Salters readily became an active part of the community - building up a legacy that still endures today. Together with her husband, they hosted “matching parties” for young Jewish people to meet. She recalled: “We would say, ‘Go out and procreate. But get married first.” Later, Sonny became active on the board to bring the Wallis Annenberg Center for the Performing Arts to Beverly Hills and Salter was on the original board to save Greystone. Salter, who had co-founded the San Luis Obispo Little Theatre, became particularly

involved with the arts in Beverly Hills, serving as president of the Beverly Hills Theatre Guild for 12 years, during which time she chaired 12 “fantastic” galas. She also served on the Beverly Hills Fine Arts Commission for nine years. In 1986, a close friend convinced Sonny to run for City Council. He agreed, but told his friends to not give him any funds, rather donate to the Beverly Hills Education Foundation and if he were elected, he would match those funds. The Salters ended up giving a check for $150,000 to the BHEF, she said, and in gratitude, the Beverly Hills Unified School District named “The Salter Family Theatre.” “That man just sat up late at night,” Salter recalled of her indefatigable husband who served on the City Council for two terms until 1994. “He went over every style thing. His greatest accomplishment was moving the parking lot next to Rodeo Drive which was suggested by Jerry Magnin. When the proposition came to the council, within a week, he got it going. That was his favorite thing. It cost $1 million to build, and within a year, it paid for itself.” For her husband’s mayoral induction in 1989, Janet Salter organized the “Beverly Hills Follies” at The Beverly Hills Hotel. For the opening number, all five council members belted out Puttin' On The Ritz (“They sang terribly,” she recalled) before professional singers took over for an evening of parodies, which also included numbers by the council members’ spouses, firefighters, police officers, City employees, and others, including Jay Leno for the finale. Salter followed up with a second “Beverly Hills Follies” at The Beverly Wilshire with Fred Hayman attiring the cast in high fashion. The Salters were also active in Jewish affairs (Sonny once served as president of Temple Beth Am ) and in 1976, was honored with the first Gold Merit Award of the state of Israel. This past August, the Jewish Home for the Aging named Janet its “Woman of Year.” Salter said that family legacy of giving back continues with her daughter Pepper, who founded Camp Good Times for McDonalds and now runs Happy Trails for Foster Kids together with her own daughter Susan. Salter, whose home has been a frequent gathering spot over the decades for extravagant costume parties, political fundraisers and just good oldfashioned dinner soirees, is still going strong bringing happiness into the lives of others that she touches and invites into her home. “Whatever we did, we had music here all the time,” she said. “A month ago, I said, I don’t live a real life, I live a reality show.”

The new cameras will include the intersections at South Santa Monica Boulevard and Crescent Drive, Benedict Canyon and Sunset Boulevard and Crescent Drive and Sunset Boulevard. The new contract will increase the number of vehicle approaches from 9 to 15, at a cost of $638,880 a year, with a commensurate increase in revenue expected. The red light cameras have been very controversial. The city of Los Angeles abandoned its red-light camera protocol in 2012 because of a host of questions relating to the reliability of evidence and the transmission of violations by mail. However, a recent California Supreme Court ruling held that red light cameras and videos have “a presumption of authenticity.” The technology has aggravated drivers at the Wilshire-Whittier intersection for years. That intersection is considered one of the worst, says Jay Beeper, former Director of Safer Streets, now of the Reason Foundation. Beeper says that the red light camera at that intersection, based on the posted speed limit that reduces to 30 mph just inside the City limits, does not reflect the actual speed vehicles are traveling, which is closer to 40 mph. The slower posted speed reduces yellow light time and increases the number of violations without increasing safety. Beeper believes lengthening the red light phase allows more vehicles to clear the intersection and basing the yellow light time on the actual speed will reduce violations and rear-end collisions. Lt. Mike Foxen of the BHPD disagrees. He sites a study conducted in 2007 by the Insurance Institute of Highway Safety that claims that “its the cameras that

and damages alleging breach of contract. The lawsuit came after Christiansen’s prison conviction for self-dealing was reversed in appeal last year. In 2012, Christiansen was prosecuted by the L.A. district attorney and fined $3.5 million after a jury convicted her of violating a California criminal statute that prohibits public officials from entering into contracts that benefit them personally. Nonetheless, the state will decide that and the results will determine the effectiveness. “The department believes that photo red light enforcement increases public safety by causing drivers to alter their driving habits,” said Foxen. “We have experienced an average 39-percent reduction in red light violations.” “If drivers know that certain intersections have cameras, they are much more likely to slow down and stop,” said Mayor Lili Bosse. Mirisch was concerned that many who receive tickets are shocked at the $500 fine. He would like to see signs that tell motorists that violations will cost that much, but Foxen said that there were already signs telling motorists that they were entering a photoenforced intersection. He said that the amount listed on the sign is not the same as what the violator will be responsible for when they get to court. “It changes over time. People are shocked,” said Foxen. Beeper appeared at City Council to argue that the expected revenue may not be as lucrative as the City anticipates. “Part of our work at the state level is new protocols that are coming out this month in the new traffic manuals. The new protocol requires changing yellow light signals and will result in reduced revenues with the 3/10 second drop,” he said. Beeper, a noted expert on the subject, said the resulting changes will mean a 40-percent drop in revenue. The City of Beverly Hills receives about $100 for every $500 ticket. And Foxen says that the cameras slow down traffic. “Studies show that it changes behavior,” he said.

MARCIA WILSON HOBBS Each October, I think back to the year 2000 and the sixth and final of my cancer surgeries. The support and love I received from my friends through that not only changed my life but strengthened my passion to donate money and work hard to encourage others to support cancer research and beat this dreaded disease. I support Children’s Hospital Los Angeles, the John Wayne Cancer Institute, as well as Providence St. John’s Health Center where I spent six long weeks in pain and full of fear. The survival numbers have changed drastically for the better in the past 14 years. Please join with me and give as generously as you can to the cancer research group of your choice this month. Research will make the difference! Meanwhile, with so much attention centered this week on the horrifying prospect of the potential worldwide spread of the deadly Ebola disease, we thought these proactive plans by doctors from Children’s Hospital Los Angeles and various UCLA facilities would be of interest.

From Children’s Hospital Los Angeles– Jill Hoffman, M.D., Infestious Disease Specialist Children’s Hospital Los Angeles has sent written information to all physicians, nurses, patient care services and the access center on how to identify patients as quickly as possible by asking about travel history in all patients with fever and symptoms consistent with Ebola, as per Centers for Disease Control and Prevention (CDC) guidelines. In addition, we have ongoing training for health care workers in high risk areas such as the Emergency Department. All patients with fever and travel to West African countries of concern are to be isolated immediately and healthcare workers will use personal protective equipment per CDC guidelines until they have been evaluated as high or low risk (CDC guidelines based on exposure) as per infectious diseases physician and the hospital’s infection prevention and control department. If patient has high risk exposure, specimens will be sent for specific testing for Ebola by Polymerase chain reaction and culture to the Los Angeles County Public Health lab and the CDC for confirmation. As far as we know, we have had only a single patient with fever and travel history to West Africa. This patient was treated several weeks ago and was diagnosed with Malaria. In the event that a screened patient is suspected of having Ebola, CHLA has personal protective kits for hospital staff in its Emergency Department and inpatient units.

LETTERS TO THE EDITOR In answer to Mark Aronson's letter in last Friday's edition, a “hypothetical” bomb blew up a “hypothetical” school in the “hypothetical” country of Syria, killing “hypothetical” students and those that tried to help. The “hypothetical” bombs appears to have been detonated by the same group of “hypothetical” disgusting group of terrorists who “hypothetically” behead “hypothetical” people. In regard to your passion towards Metro and its tunneling under our Beverly Hills High School, Metro is a failed enterprise. It requires more than 70-percent of its operation to be subsidized by our tax dollars; its ridership continues to decrease simply because it can't get the trains to run on time; and every one of its “projects” has caused disastrous problems to neighborhoods and the citizens who live in the affected areas. This is not “hypothetical,” these are the facts. So why would anyone in their right mind entertain the thought of having this failed enterprise dig tunnels our high school or anywhere else. Robert Block ****** I have been a Stone Canyon resident for almost 40 years. When Hotel Bel-Air got the stop signs put up without consulting the residents I was angry, especially after putting up with its two-year remodeling/construction. The inconvenience, the pollution and the traffic were horrible. I could understand a stop sign before a client leaves the hotel but the residents should not have to wait when going south and then stop again in 40-feet for another sign. A number of residents have complained only to find out that this was a quiet deal between the hotel and the city of Los Angeles brokered by the Bel Air Association. We contacted the city and were told that to remove the sign or signs would put us in jeopardy in that, if anyone was hurt, we would be held responsible. So we were forced to accept them. When the hotel was under construction, I contacted the manager and suggested that he open their exits on an angle thereby allowing exiting cars to see the traffic. But my plan was rejected. So bushes block their view. I cannot tell you how many times I come up Stone Canyon and stop at the first sign only to find a car exiting the hotel onto my side of the street head-on. One of these days there will be an bad accident, afterwhich I hope they hold the hotel responsible. Stephen Verona

UCLA infectious disease specialists have assembled Ebola kits containing special protective gear to be used in the event a patient infected with Ebola arrives at the emergency room for treatment. Doctors began putting the kits together in July, after the Centers for Disease Control issued new guidelines for U.S. hospitals in the face of the unprecedented spread of Ebola in West Africa. Four American aid workers who contracted the disease are now being treated at two U.S. hospitals. More are expected to arrive stateside for treatment. The World Health Organization said more than 240 healthcare workers have become infected by Ebola so far, and more than 120 have died. Ebola presents special challenges for hospitals because it is transmitted through body fluids, and hospital workers are at high risk of infection from a sick patient. Blood, urine, stool, even sweat are infectious to other people and require very special handling. The Ebola kit contains full body protective gear that covers healthcare workers from head to toe–each kit holds a fluid resistant gown, disposable booties that go to the knee, and a full face shield that protects the health care worker’s eyes, ear, nose and mouth from any kind of splashes of body fluids from the patient. A total of 50 Ebola kits are now at the ready: 25 at Ronald Reagan UCLA Medical Center, and 25 at UCLA Medical Center, Santa Monica. We’re going to keep them in central supply, so we can use them fairly quickly if need be. We’re ready for potential patients. UCLA is also equipped with negative pressure isolation rooms where Ebola patients can be treated without any exposure to others. The air supply doesn’t communicate with any other rooms in the hospital. Any kind of equipment that is used for those patients really needs to be dedicated to that patient alone. The World Health Organization estimates there are more than 3,700 suspected, probable and confirmed Ebola cases in Guinea, Liberia, Sierra Leone and Nigeria.
