City Council Inches Closer To Approval Of Wanda Project By Victoria Talbot The Beverly Hills City Council voted to approve the preparation of a resolution and an ordinance to approve the 9900 Wilshire Boulevard project, also known as One Beverly Hills, in a 4-1 vote with Vice Mayor Nancy Krasne dissenting. One Beverly Hills' Specific Plan Amendment, Development Agreement and Final Supplemental EIR will be on the City Council agenda on Nov. 15. No specific modifications were made to the plan, reflecting the Council’s approval of the loading dock and the three left turns/entrances on Santa Monica Boulevard. The Development Agreement includes $820 million going to the City over the next 30 years, including $60 million up front. The council also considered providing more funds from the agreement for the Beverly Hills Unified School District and agreed to work that into the Joint Powers
Agreement, which is currently being negotiated. "Our entire team is proud that the Beverly Hills City Council agreed to move forward with the One Beverly Hills project today. We believe that following the City's process, including a Supplemental EIR, Public Comment, Planning Commission approval, a revised Development Agreement and now City Council review has resulted in a better project for us and for the City. The proposed Zone Text Amendment would amend BHMC §5-2-106, §5-2-107, §10-3-100, §10-3-1604, and §10-32003, and add BHMC §10-3-1620.3. The proposed Zone Text Amendment would establish criteria for pet boarding facilities that are ancillary to a retail space and, among other things, do not occupy more than 30% of the floor area of the retail establishment. The City previously issued a public notice regarding the Planning Commission’s consideration of the Zone Text Amendment and the proposed pet boarding facility located at 9388 South Santa Monica Boulevard. At its October 13, 2016 meeting, the Planning Commission adopted a resolution recommending that the City Council approve the requested Zone Text Amendment, and adopted a resolution approving the requested Conditional Use Permit. At the City Council hearing on November 15, 2016 the subject Ordinance will be considered. The City Council may adopt the Ordinance at a subsequent meeting, and the Ordinance would take effect on the 31st day thereafter. This project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. Staff believes the project qualifies for Class 1 and Class 5 Categorical Exemptions pursuant to Sections 15301 and 15305 of Title 14 of the California Code of Regulations for minor additions and operational changes to an existing building, as well as minor changes in land use limitations. The proposed Zone Text Amendment would allow pet boarding as an ancillary activity in retail establishments located in certain commercial zones in the City. The City Council will consider finding that the Amendments will not have a significant environmental impact and are exempt from the provisions of CEQA. Political Season Heats Up: 2017 Beverly Hills City Council Candidates To Begin Pulling Papers Monday

Voters Sign Off On Metro’s ‘Blank Check’, Pass Measure M By Matt Lopez Voters in Los Angeles County gave a green light to another half-cent sales tax increase to fund the Metropolitan Transportation Authority’s transit projects. Dubbed the “Forever Tax,” Measure M adds a half-cent sales tax on top of another previously-approved half-cent transportation sales tax increase, which will remain in place indefinitely. Measure M, which needed twothirds of the vote, passed with about 70 percent of the vote.
Several leaders from various cities banded together, including Beverly Hills Mayor John Mirisch with mayors from cities like Norwalk and El Segundo, to oppose what they called a “blank check” for Metro with no accountability. Mirisch, in particular, campaigned heavily against the measure, writing blogs about it online. In Beverly Hills, it passed by a little more than 3,000 votes. “Measure M postpones
By Victoria Talbot Hopefuls in the March 2017 City Council election are lining up to pull papers at City Hall, arranging appointments with Beverly Hills City Clerk Byron Pope beginning Monday at 7:30 a.m. For those who thought the political season was over, the council race, with three seats up for grabs, will likely prove even more contentious. The November election brought bitter battles, pitting residents against one another, with Mayor John Mirisch attacking individuals personally in the Huffington Post and making speeches against the Hilton Initiative in appearances throughout the City. The three seats up for grabs in March include Kathy Reims, whose
temporary appointment was to fill the vacancy left with the departure of Willie Brien; Mayor John Mirisch and Vice Mayor Nancy Krasne. Reims signed a document that she would not run for City Council. That leaves the two incumbents, Mirisch and Krasne. Candidates have from Monday, Nov. 14 to Dec. 9 to pull their papers and return their filings. However, if at least one of the incumbents has not filed for reelection, the deadline is extended to Dec. 14 to file. To qualify, a candidate must be 18 years or older, a citizen of the United States and a resident who is a registered voter in Beverly Hills.

Swatting Incident Causes El Rodeo School To Go On Lockdown By Laura Coleman El Rodeo School went on lockdown for approximately 30 minutes on Tuesday after the school received a phone call alleging that a man with a gun was on the campus at approximately 2:18 p.m. Following an extensive search by the Beverly Hills Police Department, officers gave the “all clear” at 2:50 p.m. BHPD Sgt. Max Subin confirmed that police found nothing following an exhaustive search of the campus. El Rodeo Principal Kevin Allen said police arrived within minutes after receiving the call. “As far as my staff was concerned, they did a beautiful job, they went right into protocol,” he described. “Our first priority was making sure that everyone was safe.” BHPD Lt. Mark Miner told the Courier that police immediately suspected that it was a swatting call once officers arrived on the scene and began to investigate. “No one [had] actually seen anyone with a gun,” he said. In addition to no witness reports
corroborating the threat, aspects of the phone call, such as the caller not identifying himself and calling from a blocked number, made it seem like a swatting call. However, for the crowd of parents waiting outside the locked gates while BHPD searched the school, the moments of uncertainty were painful. “I was very panicked,” recounted El Rodeo mother Jen Fentin, who arrived at the school during pick-up time. “There was a pack of moms hanging outside the school and a lot of cop cars; some of the women were crying.” Once safely reunited with her two children enrolled at El Rodeo, Fentin said she began to think of just how important it was to fully renovate the schools and enhance security. “It was just another thing that made me realize the campuses themselves need to be upgraded in every way,” she said. The last time the Beverly Hills Unified School District received a swatting call was on Jan. 21, 2015 at the high school.

Recreational Marijuana Use Is Now Legal – What It Means In Beverly Hills By Matt Lopez Voters in California Tuesday night – along with Nevada and Massachusetts – took to the ballots to pass Prop 64 and make the recreational use of marijuana legal. Those three states join Washington, Colorado, Oregon and Alaska in legalizing recreational use. Here’s what legalization in California means. You can: • Legally use marijuana at home, provided you’re an adult at least 21-years-old. Up to an ounce of marijuana buds or eight grams of cannabis concentrates can be possessed at any given time. • Most Californians can
now grow up to six plants per home for personal use, as long as they keep the plants for themselves. Beverly Hills residents can cultivate up to six plants indoors, but the City has regulations prohibiting the cultivation of marijuana outdoors anywhere in the City. • Petition to have criminal records or jail time reversed for those convicted of a crime for marijuana usage. • Carry, give away or accept up to eight grams of cannabis. Larry Ellison’s Oracle Plots Santa Monica Move With Purchase Of 2700 Colorado Larry Ellison’s software firm Oracle is in talks to buy office building 2700 Colorado Avenue in Santa Monica, The Real Deal reported Thursday. In what The Real Deal called “the priciest per-square-foot deal in Santa Monica’s booming office market”, the purchase is rumored to be at $1,165 per square foot. Oracle will move into the building, taking north of about 100,000 square feet, according to The Real Deal’s sources. The 316,000-square foot, fivestory building also includes Lions Gate Entertainment, which takes up around 159,000 square feet. JHLL’s Carl Muhlstein and Hayley Blockley marketed 2700 Colorado on

The Courier received several accounts from residents who said they did not receive their-vote by-mail ballots. Those voters had to go to the polls to vote provisionally. “We want to thank every one of the thousands of residents who worked tirelessly in support of our efforts. We presented the voters with what we thought was a better plan for the Beverly Hilton site and always said that we would let them decide what would be built in the future,” said Beverly Hilton owner Beny Alagem. “We respect their decision and will move forward with the original plan. We look forward to continuing to be a part of this community and are excited to open the Waldorf Astoria Beverly Hills in May 2017.” The plan was strongly opposed by Chinese billionaire Wang Jianlin’s United States-based Wanda Properties, developer of One Beverly Hills (9900 Wilshire Blvd.) next door to the Hilton. Wanda Beverly Hills Properties, LLC and Athens BH Development LLC sponsored the campaign to defeat HH with major financing from Lakeshore East Parcel P, LLC, a Wanda development in Chicago. Wanda funneled at least $1.2 million into the ‘No on HH’ campaign to defeat the project with more campaign finance reporting still to come. Mayor John Mirisch and Planning
Because bond measures can only be put on the ballot in even-number years, the earliest a new school-building bond could return to the electorate would be June 2018. “When you have a 65 percent of the electorate saying yes to this, that’s a mandate,” Goldstein said. “If you’re a board member [who voted against the bond], to me you cost this district up to $40 million.” Goldstein highlighted the $20 million in matching State Seismic Mitigation Program (SSMP) funds the district will forfeit for not moving forward with renovating Hawthorne School and the Konheim building in the next two years in addition to cost escalations. “It’s really unfortunate,” he said.
Commission Chair Joe Shooshani were also staunch opponents of the project. A police complaint was filed against Shooshani that alleged voter intimidation in a voicemail he left for a Beverly Hills man, warning him not to vote because he could be thrown in jail. Shooshani has also told Farsispeaking audiences on television and radio that their water bills would go up, they would be sent to jail and that access to the Wilshire corridor in Westwood would be cut off if the project succeeded in being built. Mirisch was elected to City Council following his 2008 campaign against the Hilton plan to build the two residential buildings of eight and 18 stories. During this year’s campaign, Mirisch railed against the initiative at gatherings throughout the City. He also wrote long invectives in the Huffington Post aimed at individuals he felt supported the initiative, all of them women. Mirisch continued his diatribes against the initiative in social media, arguing with supporters, including a 20-year old woman in a conversation that he kept up for three days. "I'm proud of our City; our residents made the right choice for Beverly Hills and did not succumb to the over $7 million the Hilton spent on its misleading and self-serving campaign. The residents clearly understand that process does matter and that a 375foot skyscraper is not appropriate for our City. The defeat of the Hilton Condominium Tower Initiative is a big win for Beverly Hills," said Mirisch.

At 16, after a procedure to correct knock knees, CHLA doctors noticed an abnormality on an X-ray. Akaka had developed osteosarcoma, a cancer of the bone in his left femur. DBA patients have an increased risk for the cancer, said Mascarenhas. “As a general rule, when two rare diseases happen together, this gives us clues as to why; and why they occur in the first place so we might understand why people who don’t have DBA get osteosarcoma,” he said. Documentary On WWII Hero Edwin Ramsey Premieres Sunday At Museum Of Tolerance By John L. Seitz Never Surrender: The Ed Ramsey Story, Vanilla Fire Productions’ full documentary, will have its world premiere during Veterans Day weekend at 6 p.m. Sunday (Nov. 13) in the Simon Wiesenthal Center’s Museum of Tolerance, 9786 W. Pico Blvd. Narrated by Josh Brolin, this is an epic tale of the courage, bravery and intestinal fortitude of Col. Edwin Price Ramsey, who lead the last cavalry charge in U.S. Army history during World War II. The documentary is based on the book written by Ramsey and Stephen J. Rivele called Lieutenant Ramsey's War. Ramsey’s widow, Raquel, was the coexecutive producer of the film along with Vanilla Fire’s CEO Steven C. Barber. Tamara Henry served as producer with Matthew Hausle handling the directing chores and the late John Travers, who tragically died last week while completing the editing. Jamie Dunlap provided the musical score while Edwin McCain wrote an original song called I'm Back.

Beverly Hills High Football Team Ends Winless Season With Loss To Culver City By Matt Lopez The Beverly Hills High football team ended a difficult first season under new head coach Steve Geanakos last Friday night in a 63-8 loss to Culver City at Nickoll Field. The Normans finished the season 0-10, but did score points in Friday’s game for the first time in five weeks when quarterback Jonathan Tansey connected with Patrick Levy for a 10-yard touchdown pass late in the fourth quarter. Culver City (7-3), the triOcean League champs with El Segundo and Lawndale, was just too big, too fast and too physical for a young Beverly Hills squad. Geanakos’ first season came to an end without a victory, but it was expected to be an uphill battle from the get-go
BHHS Boys Cross Country Wins Ocean League By Matt Lopez The Beverly Hills High boys cross country team is preparing for the CIF Southern Section Prelims on Nov. 12 at Riverside City College after capturing a second straight Ocean League title. The BHHS boys captured the league crown on Nov. 3 at the Ocean League Finals at the Normans’ home course of Rancho Park, where Jonathan Cohen took first place and the league championship in 16:00.76 and brother Jason following behind in second place at 16:11.98. Sports Awards To Honor Peter Ueberroth At The Beverly Hilton Feb. 27 By Matt Lopez Former commissioner of Major League Baseball Peter Ueberroth will be honored with the Lifetime Achievement Award at the L.A. Sports Awards, it was announced Thursday. Ueberroth, who served as baseball’s commissioner from 1984 to 1989, is perhaps best known locally as president of the Los Angeles Olympic Organizing Committee in the 1980s. Ueberroth was instrumental in leading the organization’s efforts in staging and operating the 1984 Summer Olympics in Los Angeles. Under Ueberroth’s leadership, the first-ever privately financed Olympics resulted in a $238 million surplus. For his efforts, Ueberroth was named Time magazine’s Man of the Year in 1984.

By Laura Coleman Beverly Hills police were quick to react after one of the City’s residents was targeted Friday as part of a virtual kidnapping scam. On Monday, BHPD sent out a Nixle message alerting residents to the ongoing scam, which is taking place across the nation. The resident told the Courier that the callers knew her name and that initially she thought her grandson was in danger after hearing what appeared to be his voice, crying and asking for $8,000 in cash. “They knew my name...they had his voice,” she said. However, when she began to ask too many questions, she said the callers hung up. She immediately called the police after confirming that her grandson was safe. “Sometimes another person, claiming to be the kidnap victim is initially on the line asking for help, giving the impression that the family member has truly been kidnapped. The alleged kidnapper takes over the
phone call and requests ransom money by way of a wire transfer, such was Western Union, or cash,” BHPD described. Police recommend that targets ask to speak to the alleged kidnap victim and listen carefully to determine if it’s actually the family member. Simultaneously, while remaining on the phone, targets should call or text the alleged kidnap victim, and ask the caller to describe the individual as well as provide the name. Some indicators that the incoming call is a scam are: the incoming call is from an unknown long-distance phone number; the caller does not know the name of the person they have kidnapped; the caller will not let you speak with the alleged kidnap victim; the caller demands that you stay on the phone and will not allow you to make other phone calls; the caller will not allow you to call him/her back; and the caller demands ransom money by way of wire transfer or cash.

Frances Allen’s Desert Roundup Many new residents of the Coachella Valley are content to put their feet up and watch their world go by from a pool-side lounge chair. Not Larry Luckinbill, the talented actor, writer and husband of Luci Arnaz. The Luckinbills made their permanent home in the Desert several years ago and in contrast with those residents who are content to sit-back and let others carry-the-can, they became active and involved citizens. Just how concerned Luckinbill became about what he calls the short-sighted Palm Springs land rush was evidenced recently by an op-ed piece written by him in the Desert Sun, the local newspaper. What’s special about the op-ed he wrote is that its points could be applied to other Southern California cities as well. The main focus of Luckinbill’s column is that recent decisions made at City Hall - as well as future ones have the potential to turn a fine, old town into an unsustainable, citizenunfriendly mess with no discernible thought, passed by a city counsel without an urban plan that would make Palm Springs the most beautiful, sustainable, culturally rich city in the entire West. The call for a development slowdown has been heard in the Valley for years by people who wanted no, or very little, growth. The other side argues that Palm Springs must build to grow a sustainable city and we cannot live in the past. But Luckinbill raises another concern: does Palm Springs have the infrastructure to support unbridled growth? As a result of years of drought our aquifer is dangerously depleted. Our electrical grid is old and unreliable. Something, says Luckinbill, some indefinable mix of feelings, is slipping through our collective grasps and, if not taken seriously, will see the demise of Palm Springs. ****** “Intimate” may not be the word that describes the thousands of attendees for Modernism Week (which is really a 10-day, not 7-day event) to be held Feb. 21 through Feb. 26 throughout Palm Springs. So for those who cannot get enough of things Mid-Century Modern there was a two-day, advanced look and purchase event October at the items that will be available for viewing and purchasing come next February. From Tiffany lamps to jewelry, and everything in between, if you cannot find it here, it probably wasn’t made. The event will also include neighborhood double-decked bus tours, lectures and a few surprises. LETTERS TO THE EDITOR Our local election this week had me thinking a lot about The Beverly Hilton and its incredible significance here in our City. My first visit to The Beverly Hilton was way back in the mid-1960s when my Aunt Miriam and Uncle Herb Liberman took me there with my parents for a fancy brunch that far outweighed my regular visits to the Encino House of Pancakes (still there). The hotel was classy and moumental in its stature and I recall getting one of those squeeze to open rubber coin purses in the hotel gift shop that special day. Today, many decades later, the prestige and warmth of the hotel remains intact under the watchful ownership of Beny Alagem. My wife Brigitte and I had our engagement dinner at Trader Vic's in February 2003 and have taken our daughters to movie nights the Hilton hosted on a large wall outdoors by the majestic swimming pool a few years back. It was a rare treat to watch family films and musicals like My Fair Lady while reclining in lounge chairs under summer stars. I am hoping these movie nights will return someday. Alas, Trader Vic's is gone, but we have the Trader Vic's Lounge as a nod to the legacy of the Mai Tai and patrons like Sinatra and Hugh Hefner, who were regulars. The Hilton has hosted many U.S. Presidents from JFK to Barack Obama in recent years. The Hilton and its owner have played host to many events here in Beverly Hills including El Rodeo School graduations and the venerable Golden Globe Awards. At a recent meeting at the hotel, Beny Alagem spoke warmly and with palpable passion for the neighborhood that he has lived in for 40 years, remarking that he wanted to “build a park for the kids at El Rodeo to look out at instead of a building.” Those words really resonated with me. As we greeted Beny he told our girls they could “visit the new bakery at the park, even before it opens.” I kept thinking: “We have such incredible hospitality in our neighborhood.” Such good manners are on constant display with many people who serve our City, like the police and fire department staff, several of whom were in attendance that evening. We are lucky to have The Beverly Hilton still standing in our City for 62 years and after leaving the recent event, I wished I could go home and catch The Merv Griffin talk show because I think Adam West (who played Batman on TV in 1966) is one of tonight's guests!! Hal Lifson ****** Donald Trump obviously pushed the right buttons with enough voters to win the election. Before I go on, let me say that I disliked very much, the awful comments he has made over the years about women. He has also been responsible for other memorable quotes.
However, he was right about the issues and problems facing this nation. Obama Care is a complete disaster. It needs to be done away with. Hillary wanted to save parts of it, but why would anyone want to save parts of something that doesn't work. Trump wants to stop the flow of refugees. Hillary wanted to bring in tens of thousands more from Syria. But only the good ones. Really Hillary? How can you tell the good from the bad? Syria is being blown to bits. Where is the paperwork to document these “good” ones. It's not like there is a nice, plush office sitting in the middle of the carnage with documentation for people. Also, we have countless Americans sleeping in the streets of our cities and towns. To bring in refugees and house them with food and medical care while ignoring our poor is wrong. Hillary just didn't get it. Her addressing crowds with her arms waving and smiling and yelling things like “I'm OK” and “What a great day” and “I've done nothing wrong” grew tired with the voters. Her history of abusing power and getting away with it became an issue. Her handing of those 33,000 emails was the beginning of the end. She bested Trump in two out of three debates but it didn't matter. No one knew what to believe from her. If you can't be trusted, that's a problem. I will mention that I would one day love to say ... Madam President. After all, girl power rocks. However, I knew months ago that Hillary Clinton was going to lose. Here is something I posted on the Internet before the election. It really explains why and turned out to be true ... Forget the polls. Two or three weeks ago, Hillary Clinton drew a crowd of 59 people in Ohio. At another Hillary event (indoors), half the seats were empty. Meanwhile, all across the country, Donald Trump was packing stadiums, had lines blocks long, had standing room only crowds and more. My sister attended a Trump rally in New Hampshire and she said there was so many people at it that it seemed like God was speaking. How can the polls be right when this is going on? Answer ... The polls are a joke, but the press loves them. The voters however, love Trump, which is why he will be the next president of the United States. George Vreeland Hill ******
