By Victoria Talbot At a town hall meeting Wednesday, the Beverly Hills Police Department focused on property crimes, including residential and commercial burglaries, imparting tips on prevention for residents and business owners. The most important tip is to contact police if anything looks suspicious by calling 911 or 310550-4951, said Chief Sandra Spagnoli. No one knows a neighborhood better than its residents. With burglaries increasing each year in California in response to several new laws that release prisoners to reduce the prison pop-

ulation, Beverly Hills residential burglary statistics appear to be holding steady with last year. Typically, there are more burglaries in December, but year-to-date statistics show an average of 12 residential burglaries each month. Burglars spend 5-12 minutes inside the home, and most are committed on Thursdays from 12-4 p.m. in the master bedroom. The most common entry point is through French doors and atop lawn furniture stacked to gain access to unlocked second stories, where valuables are often kept. (see ‘POLICE’ page 18)

Beverly Hills Elder: Mitchell Libow, Man Of Steel Part 76 in a series on Beverly Hills residents who have grown with the Centennial City By Laura Coleman There’s a moment when Mitchell Libow is looking at the world that everything manages to coalesce in perfect order in a way that few people have the capacity to observe. Indeed, his skill as an engineer once yielded the biggest and most efficient granulator machine in the world. “Most of my life has been a working life,” Mitchell remarked. “My work is my personal hobby. Not only am I good a what I do, but I love it.” Born in Los Angeles in 1927, Mitchell grew up around Echo Park in a neighborhood where few had money. He recalled fishing for carp out of Echo Park Lake: “It wasn’t tasty, but it was dinner.” “We were a poor family, but we didn’t know we were poor,” he

By Victoria Talbot A classic “bait-and-switch” appears to have allowed former Mayor Barry Brucker to lobby on behalf of One Beverly Hills without fear of consequences. A built-in ‘escape clause’ in the City’s lobbying ordinance leaves enforcement to the will of the City Council for Brucker, or any potential future violators of the City of Beverly Hills’ lobbying laws. Local Municipal Code section 1-9-206A states: “If a former city official, elected official or planning commissioner violates any provision of this article, such a violation or violations shall be grounds for the city to disapprove any contract approval, permit, or transaction that was related to any such violation.” Article 2 of the City’s ordinance guiding Legislative Advocates (1-9-201) states that it is “to avoid the appearance of undue influence on city offi-

cials and elected officials in making governmental actions and decisions.” Brucker’s actions fall under Article 2 of that ordinance – Restrictions Pertaining to Former Elected Officials, which clearly defines him as an elected official who is prohibited from communicating with, “any commission, committee, subcommittee of the city or member thereof, or any officer or employee of the city, if the appearance or communication is made for the purpose of influencing a land use matter.” Brucker was employed by Wanda Beverly Hills, LLC expressly to lobby on behalf of One Beverly Hills, a land use matter. 1-9-203, the Revolving Door Prohibition, states that “No former elected official shall represent, for compensation, any person or entity, by making any communication to the city, if the communication is related to a land (see ‘WANDA’ page 14)

El Rodeo Middle Schoolers Take Stand Against Bullying By Laura Coleman El Rodeo middle schooler’s got a healthy dose of awareness Wednesday thanks to a special anti-bullying program. It began with gradeexclusive assemblies where a trio of compelling speakers rotated between the classrooms and culminated with afternoon break-out sessions involving Maple Center counselors. our school,” explained Principal Kevin Allen. ”This isn’t because we have a bullying problem. We have really good kids. This is about how to start the dialogue.” Across Beverly Hills schools – just as has always happened in all schools – students are poking fun at each other; and sometimes lines are crossed. According to El Rodeo’s “School Accountability Report,” one quarter of its students do not feel safe at school.
