RESTRICTIVE COVENANTS FOR THE PENINSULA AT SIDNEY POINTE 1. No dwelling of less than 3000 square feet of heated floor space total with minimum of 1500 on the first floor level shall be constructed on the property. All dwellings shall be underpinned with a continuous wall foundation. 2. No mobile home or modular home of any description shall be placed on the property. 3. No used lumber (except for interior decorative use) or old home, or any part thereof, shall be placed on the property. 4. No concrete block dwelling, or concrete block accessory building shall be constructed on the property, except that concrete block may be used in the construction of a basement or foundation, provided same is veneered with a suitable material such as brick or stucco on the exterior. 5. No part of any dwelling, accessory building, appurtenance, or extra feature shall be constructed nearer than ten (10) feet from any side property line. 6. No temporary structure including but not limited to: garage, shacks, shanties, or outdoor toilets shall be constructed or placed on the property. 7. No tents or campers shall be placed on the property for longer than two (2) weeks in any one (1) year. 8. No chain-link fence shall be constructed or placed on the property. 9. No above-ground propane gas tank with a capacity of more than twenty (20) pounds shall be placed on the property. 10. No animals, livestock, swine or poultry of any kind shall be raised, bred or kept on the property. Dogs, cats or other household pets may be kept, provided that they are not kept, bred or maintained for any commercial purpose or maintained in such a way as to be an annoyance or nuisance.

WHERE WE ARE
Lake Hartwell covers a land area of 56,000 acres and has a shoreline of 962 miles. Stretched out in one straight line, this would span the distance from Atlanta, Georgia to Buffalo, New York. Unlike some of the smaller lakes nearer Atlanta, Lake Hartwell is neither crowded nor contaminated. Having a depth of up to 202 feet, the 21 species of edible fish in Lake Hartwell have plenty of room to navigate – and yet they seem readily available to latch onto minnows, artificial lures and other fish bait. Having a width of approximately six miles at its widest point, the views at Lake Hartwell are both picturesque and panoramic. And yet, there are innumerable deep protected coves – primarily South of I-85 – that provide peaceful tranquility as in days of old. Out on the main body of the Lake at sunset, one is afforded a truly panoramic view of a glittering stream of red across several miles of sky blue water – as the sun disappears beyond the horizon. Shortly thereafter, the lights on the dam come on – creating the illusion of a small but well lighted city in the background. When the moon appears – in its various stages – on both sides of full – a glittering band of yellowish gold light reaches out endlessly towards your boat – progressively diminishing in length, as the moon gets higher. On occasion, when there are scattered clouds below the moon – their reflection in the clear waters of Lake Hartwell give the appearance of a giant mirror. It is only fitting that a Lake as beautiful as Lake Hartwell be located in the quiet serene atmosphere of a rural type setting – and yet be located only 1.5 hours from Atlanta – only 1.5 hours from Highlands, North Carolina – only 45 minutes from Athens, Georgia and the University of Georgia – only 25 minutes from Anderson, South Carolina – and only one hour from Greenville, South Carolina.

On the Georgia side of the lake – the main body of Lake Hartwell borders Hart County. On a clear day – from many parts of Hart County, you can see the Blue Ridge Mountains in the background. Hart County has churches of nearly every denomination; an excellent school system,; a well equipped hospital; several dentists, doctors and surgeons; many shopping centers; two excellent 18 hole golf courses – and a terrific amount of clean fresh air. Hart County also has 24,278 first class people and about four old grouches! Hart County is an excellent place to be born – to grow up – to go to school – to work – and to retire in. It has all the advantages of the larger metropolitan areas – and very few – if any of the disadvantages. There are those in Hart County who have traveled over a good portion of the world and vow that they have never visited a place where they would rather live than Hart County. Lake Hartwell is a terrific place for a summer home. Some as far away as Miami, Florida maintain summer homes on the lake. Most summer homes on the lake are well insulated and have fireplaces – primarily because their owners use them as vacation homes year-round. Considering the close proximity of Atlanta, Georgia; Athens, Georgia; and Greenville, South Carolina – Lake Hartwell property is considered to be an excellent investment. Of course – with all the desirable features of the lake – it just can’t help but be.
About The Founder My father – Sidney L. Moore – came to Hartwell, Georgia in 1964 looking for a nice lake lot in an area with building restrictions on which to build an A-frame cabin for our family to use on weekends. At the time, we Jimmy Moore & Sidney L. Moore lived in Athens, Georgia and he was traveling extensively for a company headquartered in Buffalo, New York. He had been hired after graduating from the University of Georgia in 1953 – in his words – “as a Southerner to call on Southerners.” He always thought this was amusing, but said it had given him the opportunity for a job out of college. He had progressively taken on more and more territory and was traveling extensively in 49 of the 50 states and several countries abroad. Lake Hartwell was only two years old when we first came. My father could not find a lot on which to build in an area with those building restrictions. I heard him say many times that “he quickly surmised he must not be the only oddball that would want to protect an investment.” Consequently, he found and bought a small tract of land – cut a road into it – put in the utilities – and got “right in the middle of it and built an A-frame.” With building restrictions on the remainder of the lots, he began advertising in Atlanta and Athens – meeting prospects on the weekends and selling lots. That first development did quite well so he began buying and developing additional properties. In 1969, my father said it had become debatable which was the full-time job and which was the part-time job. At the time, he was traveling in excess of 100,000 miles per year by plane and another 40,000 per year by car. He had company cars at 3 different U.S. airports and one “at home” in Athens. He decided in 1969 to “no longer avail himself of the privilege of continuing to travel for the job with the chemical company.” He decided instead to make Hartwell, Georgia our home and go into the development business full-time.
The rest is history – as my father worked 7 days per week from 1969 until his untimely death on Sunday, January 31, 1993. In the 24 years that we had lived full-time in Hartwell, he was directly responsible, through his out-of-state advertising, for bringing new residents to the area from 38 states. I heard him say – hundreds of times – “there is no better place to live on a year round basis than the Piedmont area of Georgia and South Carolina – if you like 4 very distinct seasons – none severe.” Over the years, my father contributed so much to this entire area – and sincerely loved Hartwell and Hart County. There is no question Dad’s Favorite View whatsoever, that those of us living here will benefit for years to come as a result of his efforts. He developed a large portion of the Georgia side of Lake Hartwell almost single-handedly and did several of the larger developments on the South Carolina side. As a result of his efforts, property values have increased in our developments – on average 15% per year – since 1964. As he always said, “that’s not bad.” My father always reminded me “brevity is the essence of eloquence.” It’s very hard however to keep it short if he is to be duly complimented on what he contributed to all of Hartwell and Hart County.
