Sanford Lab education, outreach program impacts 23,000+ students in SD

LEAD — One of the promised benefits of the establishment of the Sanford Underground Laboratory has been the educational opportunity that comes with the existence of a nearby, cutting edge, scientific research facility in the state.

The education and outreach staff members of the lab now estimate that they have reached more than 23,000 students in South Dakota through a series of outreach programs since 2015. To accomplish the scale of that outreach, the specialists have designed the program along several different lines.

“We’ve been focusing on three things for our primary audience of K through 12,” said June Apaza, the outreach coordinator at the Sanford Lab. She listed field trips to the lab, assembly programs at participating schools, and what she calls “curriculum units,” consisting of kits of materials sent to teachers for use in their classrooms.

The first component of the program is lab visits. Teachers at all schools in the state are encouraged to schedule field trips to the lab to give students a firsthand look at the activities there.

“We want to engage students with this fascinating story, by going to the underground lab,” i said Kari Webb, one ph a r of the lab’s science yg tes r u education specialists.

take their message to the schools themselves. The presentations usually last about 30 to 40 minutes and are given in group assembly or classroom formats.

The third component of the outreach is a collection of curriculum units that are loaned out to any teachers who request them. The units include classroom materials such as charts, graphs, and all the tools needed to tell the story of the research at the lab.

The materials are contained in a large box that is returned to the lab once the teacher has completed the presentation.

Some of the expendable items in the box are replaced or replenished by the lab staff once the units are returned.

The units provide the tools to cover many of the research programs currently being conducted at the underground lab.

They include the search for dark matter, the occurrence of life underground, the distribution of neutrinos, the interplay of rocks and water deep underground, the formation of elements in the interior of stars, and the engineering needed to create the infrastructure for all of that scientific research.

South Dakota has just adopted a new set of science standards for schools, and Apaza said the Sanford Lab outreach program fits in well with the new standards.

Becky Bundy, one of the science education specialists, said she hopes to accomplish what she calls “three-dimensional learning.”

LEAD — Two top officials with the Sanford Underground Lab told Northern Hills residents at a recent public meeting that the efforts to prepare the former Homestake gold mine for a new phase of research are on schedule and on budget.

“This will be one of the biggest science mega-projects on U.S. soil,” said Mike Headley, the executive director of the South Dakota Science and Technology Authority.

Headley was referring to the new, Deep Underground Neutrino Experiment, otherwise known as DUNE, which is being conducted in cooperation with the

Fermilab in Batavia, Ill. The DUNE research is intended to find out more about the role that neutrinos play in the universe, how they function in the formation of neutrino stars and black holes, and more about what properties they may possess, including mass.

Bundy calls a “cross-cutting concept” that gives the students a sense of “cause and effect.”

Bundy said she hopes to stimulate curiosity and get students to start asking questions.

“How can we wrap them in a really interesting story,” said Julie Dahl, another of the science education specialists.

She wants students to learn how to do science. She explained that by giving them the tools, and then explaining the sequence of how to use the tools, the specialists can encourage the students to start thinking like engineers.

“We want to design the program so that even our youngest students can say to themselves, ‘I want to be an engineer,’” she said.

One of the changes the science educators want to implement is one that allows students to change their minds. That ability and freedom to change is one of the fundamental ways that science works, according to the specialists.

“We are hoping to shift the way that science and learning happens in the classrooms,” Webb added.

In addition to the main thrust of the outreach to students, the specialists are offering professional development workshops for teachers each summer. One of the workshops conducted last year took

institutions in 31 countries will be working on the project.

“DUNE is the first, internationally conceived, constructed, and operated mega-science project,” said Josh Wilhite, deputy director of the Long Baseline Neutrino Facility, the name for the reDUNE PROJECT Pg 5

place at Black Hills State University. The workshops were presented by the Sanford Lab education and outreach specialists, who include Apaza, Webb, Bundy, Dahl, and Peggy Norris.

Through the field trips, classroom presentations, curriculum kits, and teacher workshops, the specialists hope to enhance the value of education for the general public as well.

“Everybody has some connection to the field of education,” said Webb.

Mike Headley, executive director of the South Dakota Science and Technology Authority, said, “We’re very proud of the program; very proud of the curriculum units.”

Headley explained that the outreach and education effort is not just a sideline to the main research being done at the lab.

“It’s a big part of the program, and the progress we’ve been making has been helping us to extend our reach out into the schools.”

The efforts of the science educators are apparently having their intended effect.

Teachers have been telling them how much their students have learned from the presentations, and that they have appreciated the curriculum kits.

The Sanford Lab’s specialists received an award from the South Dakota Science Teachers Association in February. The “Friend of Science Award” is given to institutions that have advanced the cause of science education in the state.

As part of the research, a neutrino beam will be filtered and focused in the particle accelerator at the Fermilab near Chicago. The beam will be about the thickness of a pencil as it leaves Fermilab and will spread out to several miles in diameter by the time it reaches the Sanford Lab in Lead. The neutrinos will be sent on the 800-mile trip through mostly solid rock, and will be picked up by massive underground detectors at the 4850-foot level in the Homestake mine. The scientists know the neutrinos can make the trip because neutrinos can literally plow through anything. There’s no known material that will stop them. That’s one of the things that make them so fascinating.

In the underground portions of the Sanford Lab, two caverns that are 500 feet long and 90 feet tall will be constructed to house the four, 217-footlong detectors. They will be filled with

argon gas, cooled to a liquid state. The researchers expect the neutrinos will collide with the argon atoms in the detectors, and give them data on how the neutrinos behave.

Once completed, said Wilhite, it will be the largest neutrino detector in the world.

To make room for the detector’s components, Wilhite told the audience that 875,000 tons of rock will have to be dug out of the underground caverns and the connecting tunnels. His job right now, he said, is to design a system to move all that rock out of the mine.

Part of that design will be what’s called a pipe conveyer, made of flexible, rubberized material, that will wrap around the crushed rock to form a pipe that will move through a system of shafts and trestles to the open cut at the surface. There, the pipe will open up and deposit the rock in the pit. Dust and noise abatement systems will be employed to reduce the impact on nearby neighborhoods.

Once the underground caverns are excavated, the huge cryostat cooling compressors that maintain the argon in its liq-

uid state will be installed at the 4850-foot level. Wilhite said 14,000 tons of steel will have to be lowered down into the mine to be used as support structures for the argon detectors, compressors, coolers and auxiliary equipment. In addition, 54,000 cubic yards of concrete will be required to build the structures nearly a mile beneath the surface. Wilhite and his colleagues will have to find a way to get it all down there.

To do that, the Ross shaft hoist motors, clutches and brakes are being rebuilt.

New structures are being planned for the surface as well.

Sanford Lab officials have been working with the city of Lead to work out easements, and to clarify city statutes as they apply to underground facilities.

Wilhite and his fellow engineers are already thinking about who will handle the construction.

“We have world-class firms to construct the project,” said Wilhite.

The planners have asked all the firms to make local hiring a priority.

“All firms have committed to hiring

local people,” said Wilhite.

The DUNE project is intended to be in operation for about 20 years, according to Headley. To give the audience an idea what that might mean in economic terms, the officials presented figures on what’s been spent so far.

To date, a total of $171 million has been spent by the Sanford Underground Laboratory in South Dakota. The Lab has an annual budget of $23.4 million. It has an operational budget of $15 million. It has an annual payroll of $13.6 million. $156 million of the $171 million spent in South Dakota so far has been spent in the western part of the state.

Preliminary construction on some of the surface structures, including those connected with the Ross Shaft, has already begun. Work on the conveyer system will begin at the end of next year.

Excavation of the underground caverns and associated connecting tunnels is scheduled to begin in 2019.

By the year 2021, 190 people are expected to be working at the site on all projects.

Looking at housing trends in the Northern Hills

However, using the data on the association’s MLS system, of the above 305 active listings, only 11 percent, or 36, are new construction. Of the 100 active listings in Spearfish, 13 are new construction, or 13 percent.

“In the Northern Black Hills, Spearfish is our largest and fastest growing community,” Olson said. “I feel this accounts for the considerably higher number of building permits, both residential and commercial.”

The city of Spearfish issued 453 building permits in 2016, including 125 single-family permits — the most since 2005. That number includes 100 new homes and 25 manufactured homes.

“In my opinion, one of the more significant strengths of our local real estate market is that (it) tends to be somewhat insulated from national trends,” Olson said. “Our market tends to be more conservative in its growth, and when there is a correction on the national level, we tend not to see the dip in prices and increase in inventory as strongly.”

Nationwide, existing-home sales are forecast to muster only a small gain in 2017 because of increasing mortgage rates and shrinking consumer confidence that now is a good time to buy a home, according to new consumer survey findings and a 2017 housing

SPEARFISH — Looking over the last year of housing sales, 724 residential units have sold in the Northern Hills since March 1, 2016, to March 8, 2017, with an average of 89 days on the market and an average sold price of $217,775, according to information from the Mount Rushmore Area Association of Realtors.

“I think something that makes our local area unique is the relatively small size of our area with a number of very unique, individual communities,” Suzanne Olson, the president of the association, said about some of the factors that influence the housing market and market trends. “For instance, Deadwood is heavily affected by changes in the tourism industry, Belle Fourche and Newell are heavily affected by the changing agriculture market, and Sturgis is affected by the motorcycle rally.”

The Mount Rushmore Area Association of Realtors has the mission to “further the interests of home ownership and other real property ownership among our citizens,” and as of March 8, listed 372 residential units on the market in the Northern Hills, with 305 of the units listed as “active.” The association includes the communities of Belle Fourche, Deadwood, Lead, Newell, Saint Onge, Spearfish, Sturgis, Vale, and Whitewood in the Northern Hills data.

Of these active listings, 39 were listed from the zero to $100,000 price range; 74 in the $101,000 to $200,000 range; 54 in the $201,000 to $300,000 range; 47 in the $301,000 to $400,000 range; 35 in the $401,000 to $500,000 range; 23 in the $501,000 to $600,000 range;

13 in the $601,000 to $700,000 range; five in the $701,000 to $800,000; four in the $801,000 to $900,000; six in the $901,000 to $1 million; and five in the more than $1 million range.

Looking at each community, the breakdown from the above active listings include: — 44 in Belle Fourche, with a $297,146 average list price and 143 average days on market — 73 active homes in Deadwood/Lead, with a $266,684 average list and 163 average days on market — 12 active homes in Newell/Vale, with $134,983 average list and 341 average days on market — 100 active homes in Spearfish, with $406,775 average list and 156 average days on market — 26 active homes in Sturgis, with $254,155 average list and 120 average days on market — 14 active homes in Whitewood and St. Onge, with $403,750 average list and 145 average days on market Olson explained that using the MLS (multiple listing service), it is difficult to accurately estimate the portion of the market that is new construction.

“Buyers may purchase a lot as an investment, they may purchase a lot to build immediately, they may have a parcel of property they acquired years ago that they are just now deciding to improve with a newly-built home,” she said, adding that many times these are not registered in the MLS by an agent.

Lawrence Yun, chief economist for the National Association of Realtors, explained that declining affordability in many parts of the country is behind the weakening morale.

“Rents and home prices outpacing incomes and scant supply in the affordable price range has been a prominent headwind for many prospective buyers this year,” he said. “Making matters worse, the unwelcoming reality of higher mortgage rates since the election is likely further holding back confidence. Younger households, renters, and those living in the costlier West region — where prices have soared in recent months — are the least optimistic about buying.”

HOUSING would grow roughly 2 percent, with the national median existing-home price expected to rise to around 4 percent. By the end of 2017, mortgage rates are expected to reach around 4.6 percent, and the Federal Reserve is expected to raise the Fed funds rate a few more times to 1.25 percent.

“Although the economy is expected to continue to expand with around 2 million net new job creations, existing home sales are expected to see little expansion (in 2017) because of affordability tensions from rising mortgage rates and prices continuing to outpace income growth,” said Yun. However, he is hopeful that the continued job growth, any economic stimulus from the new administration, and more millennials reaching prime buying years would keep demand on solid footing. The key comes down to more inventory. More expensive mortgage rates could also slow the pace of homeowners listing their home for sale.

“Some would-be sellers may be reluctant to move up or trade down — especially if they've refinanced in recent years,” said Yun. “That's why it's extremely necessary for homebuilders to step-up their production of homes catered to buyers in the affordable price range. Otherwise, the nation's low homeownership rate will struggle to shift higher in 2017.”

Olson added that many buyers often underestimate the effect of mortgage rates on their purchase: “As interest rates change 1 percent, a 10 percent change in purchasing power is

“Homebuyers might also be surprised at how many loan products are available to them and how much money is required to get into a home,” Olson added. “In an effort to attract more younger buyers, large financial institutions such as Bank of America, JPMorgan, Wells Fargo, and Quicken all introduced mortgage products requiring as little as 1 percent to 3 percent down in the last year.”

For people looking to buy a home in the area, Olson encouraged them to hire the right agent.

“Oftentimes, home buyers stumble upon

And she gave the same advice for people looking to sell their homes.

It can also be tempting to hire the agent charging the lowest commission; be sure discounted commission doesn't mean an abbreviation of the level of service you expect.”

NORTHERN HILLS — As the average sale price of homes in the Northern Hills grows, so does the need for affordable housing.

The average selling price of homes in the Northern Hills over the last year is above $200,000.

“That makes it really tough for your average homebuyer, your average person working today, to even buy a home, when the $200,000 price-point is the norm,” said Mike Walker, chief operating officer of NeighborWorks Dakota Home Resources, a non-profit organization providing assistance to residents of the Black Hills and western South Dakota who need help purchasing, repairing, and retaining their homes.

“A lot of people are saying they cannot afford to live in the communities that they’re working in,” he added.

DEADWOOD — Despite a disappointing 2016 year-end for the area’s biggest business, Deadwood gaming remains more than a $1 billion industry, contributing greatly to state and local coffers.

According to the year-end summary issued by the South Dakota Commission on Gaming in January, gamers visiting Deadwood in 2016 dropped $1.1 billion in machines and on tables. Deadwood gaming finished 2016 with a 5 percent drop in the cumulative totals from 2015 levels.

“Adjusted gross revenues for Deadwood in 2016 were $99,110,350, down 2.34 percent from 2015 and down 7.37 percent from our high of $107 million in 2012,” said Mike Rodman, Deadwood Gaming Association executive director. “Table game handle bucked this trend by being up 2.28 percent for 2016.”

According to the Fiscal 2016 report from the state Commission on Gaming, $16,315,219 was collected in gaming taxes and fees.

“Of these taxes, $2,930,880 went to the state general fund; $3,282,247.62 went to the South Dakota Department of Tourism; $820,561.90 went to Lawrence County; $272,168.23 went to municipalities other than Deadwood in Lawrence County; and $272,168.23 went to school districts in Lawrence County,” Rodman said. “The city of Deadwood received $7,266,983.”

Under the handle comparison category, Deadwood’s table game handle was roughly $70 million in 2016, up roughly 2 percent from 2015. Under this same category, the slot machine handle was

just more than $1 billion, down more than 5 percent from 2015.

Ken Gienger, Celebrity Hotel and Gaming general manager, said that what he sees for 2016 is a story of two different sixmonth periods.

“The first part of the year, we basically stayed even with the same timeframe of 2015,” Gienger said. “When you look at the Gaming Commission FYE (fiscal year end) 2016 report we are showing a 2.87 percent increase over 2015. The first six months of 2016 were part of that increase. Then came the second six months of 2016 (July-December), and we had only one month of positive growth over 2015. The SDCG (South Dakota Commission on Gaming) numbers show for the calendar year 2016, we are at a negative 4.49 percent from 2015, which is ($2,300,000) in adjusted gross revenue and ($208,000) in tax revenue.”

Gienger felt that the last six months of 2016 correspond with North Dakota oil fields slowing and employees of coal mines near Gillette, Wyo., being laid off with a reduction of coal production.

“Both of these hurt our out-of-town traffic, and when you consider the downswing of the local agriculture industry, these all affect our customer to base,” Gienger said. “This reduction in revenue o h yp has affected all of us; some of us more than othrtes Cou ers. I think the casinos on the north side of town have been affected less than business on Main Street and the south side of town.”

Tourism contributes greatly to statewide coffers Black Hills, Badlands visitation down slightly in 2016, following banner year

NORTHERN HILLS — With tourism not only a local mainstay, but also a massive revenue contributor statewide, the 2016 Tourism Annual Report states that visitor spending reached $3.8 billion in 2016, an increase of 1.5 percent, while visitation to South Dakota increased 1.4 percent, reaching 13.9 million visitors.

Local industry reports show a slight decrease in visitation, following a banner year in 2015.

"Ultimately, after an 11-plus percent increase in 2015 (an incredible year), we were down just over 3 percent in 2016," said Michelle Thomson, president and CEO of the Black Hills and Badlands Tourism Association.

Thomson reported the following statistics regarding area park and recreation visits: Mt. Rushmore was flat with 2015; Badlands were up 2 percent; Minuteman was up 33 percent; Wind Cave visitation was down 9 percent; Jewel Cave was up 17 percent; and Devils Tower was up 3 percent.

“While it is too early to tell what kind of season 2017 will be for the Black Hills,

we’re optimistic that indicators such as high consumer confidence and low fuel prices will keep our visitors traveling to the area,” Thomson said. “Open businesses are currently seeing visitors, including families out for school spring breaks. With seasonal businesses opening earlier in the spring and staying open later in the fall, we are seeing a lengthened tourism season.”

Thomson also stated that Black Hills hotel occupancy was relatively flat at a .3 percent increase.

“Taxable sales were down 7.5 percent, likely as a result of the 75th Sturgis Motorcycle Rally in 2015, with the largest decreases taking place in August and September,” Thomson said. “The Deadwood Gaming handle was down slightly at just under 5 percent.”

Deadwood “Since 1876, folks in Deadwood have been entertaining all comers,” said Deadwood Chamber of Commerce Executive Director Lee Harstad. “141 years later, we aren’t showing any signs of letting up.”

Harstad said there is “a ton” of momentum going into the peak visitor season.

Tourism statewide was up slightly in 2016 but down a tick locally; still good news following the 75th Sturgis Motorcycle Rally in 2015 that brought many visitors to the area. Amanda Kille, Deadwood Chamber of Commerce marketing director, concurred.

“We are expecting another solid year of visitation in Deadwood,” Kille said. “The Black Hills (and Deadwood) are traditionally a drive market, so if gas prices continue to stay low we should have another good year with plenty of regional visitors. On the other

hand, low gas prices (and the impact that has on coal production) has softened the economies in nearby areas we see a lot of repeat business from, like eastern Wyoming and western North Dakota. Those losses in visitation have slowed down the growth we would have otherwise experienced the last couple of years. However, despite that, 2015 was a phenomenal year and 2016 was also strong. We anticipate 2017 will be similar to stats from 2013, 2014 and 2016, but probably won’t top 2015 which was boosted beTOURISM Pg 23

Gienger said he thinks the early part of 2017 will continue to be a challenge for Deadwood gaming, but with revitalization plans in the works, help is on the horizon.

Rodman said that even though gaming revenues were soft in 2016, this did not keep the city of Deadwood, the Historic Preservation Committee, and the Deadwood Revitalization Committee from moving forward.

“Additional wayfinding signage and Main Street Gateway signage happened.

Main Street retail has continued to evolve and expand, including the opening of Scott Jacobs Studio, the relocation and enlarging of the Deadwood Harley Davison Shop, and the major renovations at Berg’s Jewelry and gifts,” Rodman said.

“Deadwood Main Street now supports a Starbuck’s Coffee outlet at the Tin Lizzie Gaming Resort. Main Street also saw the extensive remodel of the Silverado Gaming Establishment late in 2016.”

Gienger said the momentum in Deadwood is flowing in the right direction and improvements need to continue in order to keep Deadwood relevant and competitive. “We are now in another

form of transformation,” he said. “We look forward to the challenges and the great outcome that will occur.”

Rodman said Deadwood is excited about the prospects for 2017: “The Deadwood Welcome Center will open before the summer season, a new hotel at the Cadillac Jack’s Complex is under construction, the Historic Preservation Commission, along with the Deadwood Revitalization Committee and the city … are updating the city’s comprehensive plan with a strong focus on Historic Main Street and the downtown areas, including moving forward on Roger Brook’s ideas for additional entertainment and community spaces through plaza development,” he said.

“Deadwood Mountain Grand is further expanding their entertainment calendar for 2017, and the Deadwood chamber and Deadwood Revitalization are developing additional special events for the year. The Deadwood Alive reenactments are extending their season, as well. Plans are also underway for additional recreation opportunities with expanded bike and hiking paths.”

Rodman added that according to the 2016 State of the States report from the American Gaming Association, Deadwood gaming employed 1,583 direct employees.

NeighborWorks rolls out new Northern Hills rehab program

NORTHERN HILLS — NeighborWorks Dakota Home Resources recently established a new housing rehabilitation program to offer to homeowners in the Northern Hills.

The first is a short-term home rehabilitation loan program to assist funding life safety repairs on homes and mobile homes. NeighborWorks is encouraging homeowners to take ad-

vantage of an interest-free loan of up to $4,000 to put toward safety repairs such as new roofs, windows, plumbing, water heater, HVAC, electrical, and deck and stair repairs.

Jamie Van Norman, NeighborWorks housing coordinator in Belle Fourche, said the program is designed to help people who are in desperate need of some quick repairs on their homes.

NEIGHBORWORKS REHAB PROGRAM The program has a limited amount of funding and is only available until Sept. 30. Van Norman said she feels this type of program is needed in many Black Hills communities, but is particularly indispensable in Belle Fourche.

“There are a staggering number of mobile homes in Belle Fourche and, just like any home, they come to the point where they need repairs,” Van Norman said.

Because of aging issues, Van Norman said, many mobile homes and modulars are in need of new windows and roofs, which are difficult to finance.

“So, when people need those repairs, if they don’t have the money saved, a lot of times they can’t get it repaired because banks won’t finance a depreciating asset,” she said.

Van Norman said that although the program is not specific to mobile homes, it is the first program of its type that would distribute funds to mobile home owners.

“The majority of the calls we get for rehab are for mobile homes, and we really don’t have a lot to offer them (mobile home owners),” Van Norman said.

There are a few eligibility requirements to qualify for the short-term rehabilitation program. To qualify, an applicant is required to own home or mobile home and the home must be the owner’s primary residence; the applicant annual income must be under 80 percent of the area median income — for example, a single person residing in Butte County, to qualify, an applicant must make less than $43,400 annually, however each county differs. There is no minimum credit score requirement and no monthly payments.

Proof of homeowners’ insurance is also required. Payments are deferred for 30 years or upon sale of home, transfer of title, or cash out refinance.

If approved, NeighborWorks contractors perform the repair work.

The funding was leftover from Housing Opportunity funs. The South Dakota Housing Opportunity Fund is designed to promote economic development in South Dakota by expanding the supply of decent, safe, sanitary, and affordable housing targeted to low and moderate income families and individuals in South Dakota.

Upon approval of an application, costs that would be due from loaner at time of approval would include a settlement fee of $99, a $60 recording fee, and a credit-reporting fee of $21. Because this loan applies a lien to a title, repayment is required to be in lump sum format.

So far, Van Norman said, the community has responded positively.

“We’re trying to encourage people to take advantage as soon as possible,” she said.

“Hopefully we can get a lot of houses a little bit of rehab before the program ends on Sept. 30.”

Kille said that in determining visitor numbers for Deadwood, chamber officials typically look at Mount Rushmore’s visitation for the year and assume many of those people, at least 75 percent, include Deadwood in their itinerary.

“Mount Rushmore’s 2016 visitor count was 3.2 million. Of course, Deadwood also has a lot of repeat customers who come back several times a year, so we also look at the number of overnights in Deadwood hotels and make additional assumptions,” she explained. “Total room nights for 2016 equaled 297,808. Assuming double occupancy is most common, 595,616 people have spent a night in a Deadwood hotel or motel. These stats do not include vacation rentals, any lodging outside of city limits, any lodging options with under 10 rooms on sight, B&Bs or camping. These additional overnights are unknown, but we believe they significantly increase the number of guests in Deadwood, possibly by as much as 20 percent. Day-trippers: typically we assume that about 25 percent of the people who include Deadwood in their travel plans overnight here. Using Mount Rushmore visitation counts and combining them with our assumptions based on BID room tracking our 2016 Deadwood visitor estimation is 2.4 to 2.8 million.”

Harstad said that reasons visitors make their destination Deadwood vary, but generally speaking, the Deadwood visitor wants history and to be entertained.

“Whether it’s Deadwood’s rich history; gaming; attractions; museums; recreation or anything in between, Deadwood is able to fulfill the goals of travelers,” Harstad said.

“Our challenge is letting the world know that there’s all this and more in Deadwood.

We have a number of day-travelers who stop in town and are amazed at all things there are to see and do, but their itineraries are tight so they head down the road. We want them to stay and enjoy Deadwood, take in all the things that make our community special.”

In 2016, many did make the stop, affecting impressive visitor numbers at Deadwood attractions.

Statistics gathered by Kille indicate that Broken Boot Gold Mine saw 19,117 admission tours, which does not include groups or comps and Mt. Moriah Cemetery saw 92,073 visitors, tracked from May to the first snowfall.

“This is the highest number of entries in the last five years and is up 13 percent from 2015,” Kille said.

The History & Information Center logged 25,883 guest book entries, while the door counts are more than double that amount.

“Some people opt out of signing in,” she added. “These days Deadwood is a multifaceted destination; people come to Deadwood for history, gaming, live entertainment, fine dining, shopping and outdoor recreation.

Sometimes they are here for one or two of those things, sometimes they plan to stay for a whole week and do all of those things.”

Harstad said a goal of the chamber is to continue to showcase all of Deadwood’s offerings in the organization’s new location at the city’s new Welcome Center in the Lower Main parking lot.

Pioneer file photo “There’s so much to see and do in this great town, and we want to educate our visitors,” Harstad said. “Our new Welcome Center will be a step toward that goal. It will provide a one-stop information shop with plenty of appeal, and parking, where we’ll be able to relay information to visitors and send them out on the town. Visitors will be armed with the tools they need to be immersed in all things Deadwood.”

Spearfish “Come to Spearfish and find your adventure,” said Visit Spearfish Executive Director Mistie Caldwell. “There is something for everyone.”

Compared to last season, Caldwell said she has two words for her outlook on tourism.

“Continued growth.”

Expected to majorly impact Spearfish tourism numbers for the year is the height of the summer’s main event.

“We are excited to celebrate the 40th anniversary of the Festival in the Park,” Caldwell said. “Year over year, 2016/2015, hospitality tax increased 1 percent and hotel occupancy increased 2.4 percent. This may not seem like a lot, but that was the year after the 75th Rally and many communities experienced a drop in these numbers. We hope to build on that this year.”

Caldwell said that while Spearfish has many superb tourist attractions, outdoor activities and adventures rank high on the list, adding that Spearfish Canyon, Matthews Opera House, High Plains Western Heritage Center, D.C. Booth National Historic Fish Hatchery, the Downtown Business Association’s Downtown Friday Nights Concert Series, the Canyon Acoustic Series, the weekly Farmer’s Market in the Park, Crow Peak Brewing Company, the Spearfish Rec and Aquatics Center, the Termesphere Gallery, running and biking events and the Festival in the Park all combine to attract visitors to Spearfish.

And what are they looking for when they arrive?

“Outdoor adventure — a place to recharge with great food and great lodging,” Caldwell said. “Many are looking for what we call ‘self-propelled fun.’ Experiences that take you into nature to experience it.”

As for gaps that need to be filled to round out the visitor experience?

“I would say equipment rentals and guided experiential tours,” Caldwell said.

Lead “We have preserved the history of Homestake and tell the future of Science,” said Sanford Lab Homestake Visitor Center Executive Director Billi J. Bierle. “With everything going on with Sanford Underground Research Facility and all of the amazing projects it has a great positive impact on Lead. They have 26 different projects going on. It is absolutely amazing.”

In 2016, 68,626 visitors toured the Sanford Lab Homestake Visitor Center, one of Lead’s largest attractions and a focal point of Lead.

“Sanford Lab Homestake Visitor Center, Historic Homestake Opera House and the Black Hills Mining Museum, all three are a must see,” Bierle said. “When visitors come to Lead, they are looking for a fun adventure that is family friendly, with hospitality first.

Lead has a feel like no other town.”

Compared to 2016, her outlook on tourism for this season is optimistic.

“We feel like it will be up,” Bierle said.

“Last year was outstanding but Lead continues to grow and add amazing additions like Shiver's Brewery, an updated Stampmill, and a new bar downtown.”

State stats According to the state of South Dakota's 2016 annual report travel indicators, statewide, there was a 1 percent increase in hotel occupancy; 76,000 additional room nights booked at South Dakota hotels, producing 12 million in additional revenue; 5.2 million visitors to South Dakota's national parks, an increase of 19 percent over 2015; 120,000 additional visitors to South Dakota state parks, which brought in $1.3 million in additional revenue; and 200,000 additional arrivals at the Sioux Falls and Rapid City regional airports during the peak summer months.

Visitor spending contributed $2.5 billion in GDP to South Dakota's economy.

Domestic visitor markets comprise 68 percent of tourism sales.

International visitor markets comprise 2.5 percent of tourism sales.

In 2016, the visitor economy sustained a total of 53,258 jobs in South Dakota, or 9.5 percent of all jobs in the state.

Travel in the state generated $279 million in state and local taxes. This is an $8.4 million increase over 2015.

Tourism employment grew 2.1 percent in 2016, marking six straight years of employment growth.

Travel activity saves each South Dakota household $821 in taxes.

DEADWOOD — For the most part complete and now ready for the finishing touches that will top it all off, the $7 million Deadwood Welcome Center project, located in the reconfigured Lower Main Street parking lot, is slated for a late May or early June opening and designed to better help visitors find their bearings upon arrival to Deadwood.

Consisting of various facets and two phases, the finished project will house the Deadwood Chamber of Commerce and features a 10,000 square foot welcome center building, complete with 24-7, 365 availability to restrooms; re-contoured parking lot with car, bus and RV parking; covered trolley and pick-up area; community meeting room; bridge from the welcome center across Whitewood Creek to bike path and creek access areas; walking paths and rest areas; improved pedestrian safety along Highway 14A. Once inside the building, the 3,000 square foot great room features a 24foot high, two-sided fireplace with a 5 ½-foot by 4 ½-foot see-through insert that allows for outdoor viewing, hexagonal reception desk and a educational display featuring fully mounted animals indigenous to the area.

The display will feature at least a dozen various specimens of mammals, birds and reptiles native to this area from the South Dakota Game, Fish, and Parks. This approach is designed to supplement the experience of the visitor to the welcome center and familiarize them with the area's natural and recreational opportunities.

WELCOME CENTER and visitors about Black Hills wildlife,” said Historic Preservation Officer Kevin Kuchenbecker. “For example, if a family comes in — Mom, Dad, and the kids — and are trying to determine what they want to do and see in Deadwood, we want to be able to hand them a paper with 12 animals on it and say, ‘Here, go find these animals …’ a scavenger hunt for wildlife, basically, native animals they would see in the Black Hills, a dozen to start with.”

The city must also apply for special permits required by the United States Fish and Wildlife service, for example, a special purpose permit for possession of migratory birds for education purposes, and is in the process of doing so.

Garnering suitable hides and horn sheds from reputable vendors is also planned.

"That does include full body mounts of a bighorn sheep and a mountain lion," Kuchenbecker said. "As well as an elk head above the fireplace. We're also going to sprinkle the exhibit with specimens of nature, Black Hills wildlife, all the way from a chipmunk or squirrel to a porcupine and other small birds, as well."

A bull snake and rattle snake have made the short list, as well.

Possible mammals to be featured in the exhibit include: weasel, coyote, raccoon, chipmunk, beaver, marmot, rabbit, porcupine, fox, bat, skunk, deer, bobcat, pine marten, and wolf.

Possible birds include: owls, woodpecker, turkey buzzard, blue jay, and grey jay.

Our Towns 2017, Page 25 The feel of the great room, which will house these displays, is rustic, with fir timber roof construction and a wood plank finished ceiling above it, featuring turn buckles which tie the building together.

“This is not something you see in modern construction,” said Deadwood Public Works Director Ron Green. “You just don’t see this anywhere else.”

Green explained that the cupola element was formerly used in black smith shops.

“In the old days, they had ropes tied to the windows, they would let the smoke go up and collect and open them to let it go out,” Green said.

Ainsworth-Benning Civil Superintendent Jim Heilman said considering the entire project, he thinks the great room is pretty remarkable.

“They’ve tied the older architecture that comprises much of Deadwood into the new facility and it has a warm feeling,” Heilman said.

At approximately 4,000 square feet, the Deadwood Chamber of Commerce office space takes up one-half of the building and features a large meeting room, break room, storage room, work room and seven offices with a chamber entrance at the north end.

Outside, the project features heated concrete at the entrance on the west side and the trolley waiting area on the south side, designed to prevent water and ice build-up.

“I think it’s a great addition to the gateway of the city,” said Green. “It’s a place for people to come, spend a short time discovering what’s available in the city, jump on the trolley, go downtown,

go to Mount Moriah, go to Broken Boot Gold Mine and do the things we have to offer.”

The 4-acre project was broken into two phases, a North and a South phase, and started the first week in January 2016.

The North Phase is the parking lot. The South Phase is everything outside the building walls, entailing civil, or, site, work.

As part of the South Phase, the existing Whitewood Creek trail has been widened to 8 feet and concreted, resulting in an 1,100-foot walking and bike path that runs from roughly the Railroad Street parking lot to the Deadwood Event Complex entrance. An approximately 1,000-foot-long concrete retaining wall was also built along the project. Varying in depth from 13 feet at the bridge abutment to five feet in other places, it holds up the parking lot and also contains a wood fence and path running across the top portion adjacent to the parking lot.

“This is a very unique building,” said Loren Hanson, Ainsworth-Benning Building Superintendent. “I’ve been doing this 46 years and this is the most unique structure I’ve seen in terms of architectural design and interiors. With the cupola and nine 10 by 10 wood trusses, it fits into the Deadwood scene really well.”

“It mimics a mining shop,” Green added.

The exhibit and display space will serve two purposes.

“It will contain visitor information and interpretation, as well as guidance for Deadwood’s historic, cultural and community attractions,” said Kuchenbecker.

“The main purpose of the interior space

is to welcome visitors to Deadwood, orient them as to what there is to see and do and send them out in the community and region to enjoy the historic and cultural attractions that exist in our back yard.”

Kuchenbecker added that while there will be an emphasis on history and recreational opportunities that exist, the visitor center will not take the place of or be another museum.

FORT MEADE — Two programs help VA Black Hills reduce the transportation barriers many veterans face.

The Volunteer Transportation Network (VTN) was created in 1987 through a partnership between Veterans Administration hospitals and the Disabled Veterans organization. A newer program called the Veterans Transportation Service (VTS) was first rolled out five years ago.

Cheryl Rieniets serves as VA Black Hills lead voluntary services specialist. She said the network’s 48 volunteer drivers (26 from Fort Meade and 22 from Hot Springs) served a total of 791 volunteer hours, traveled 18,871 miles, and transported 431 veterans to Fort Meade VA, Hot Springs VA, or medical clinics in December 2016.

VA Black Hills mobility manager Sherry Hocking said VTS has drivers based in Fort Meade and Hot Springs. The fleet includes two wheelchair-accessible vans and averages 450 to 480 one-way trips per month.

Rieniets and Hocking said the programs were created to fill a need and transportation demands. Veterans are not charged for either service.

“There is no requirement for eligibility except that you are ambulatory; you’re a veteran who is seeking care at the VA,” Rieniets said of the network. Travel-eligible veterans who ride the van forfeit the travel pay for that trip.

“Really, the only criteria for VTS is that it’s a veteran and that we are taking them to a medical appointment,” Hocking said.

Nine vans and drivers in the network program are stationed in Lemmon, Mobridge, Pierre, the Northern Hills starting in Belle Fourche and going to Spearfish and LeadDeadwood, Rapid City, Winner, Scottsbluff, Neb., and Rosebud.

“Because of limited volunteers, there’s

always a limited schedule for these vans to travel,” Rieniets said. Rapid City’s VTN van runs each day, but the other vans have specific scheduled days so these veterans know when to schedule their appointments.

Network volunteer coordinators are placed in these areas. Veterans call in and reserve a seat on a specific travel day.

The service program has a Hot Springsbased dispatcher who schedules trips for drivers. He reaches out to Disabled American Veterans if the service cannot fulfill a need and a veteran needs care.

Northern Hills vans travel only on Tuesdays. The VTS often picks up veterans who have been unable to schedule their appointments for those days.

Network volunteer coordinators are placed in these areas. Veterans call in and reserve a seat on a specific travel day.

A hospital services coordinator is a volunteer/DAV employee who coordinates many local runs and van maintenance.

Hocking said the VA watches pertinent date and saw the need for programs like the VTS. “Each VA, if they wanted to participate, they had to do their business plan and get all of the information up to the central business office to support it, to make sure we had what we needed,” Hocking said. She must submit a service business plan each year, with items including how she is improving the program and how it is growing.

The transportation service vans general run Monday through Friday, but veterans have been transported on weekends and holidays if the need arises. Hocking said drivers go out early and come in late (outside the 8 a.m. to 4 p.m. time frame) each day because of schedule demands and the vast mileage covered.

“We also will partner with Prairie Hills Transit out of Spearfish, River City Transit out of Fort Pierre,” Hocking said. “Both of them have a highly rural transportation

grant in place.” This allows veterans in highly rural counties to gain free transportation to their appointments.

“If we have a veteran that needs to go to Sioux Falls, we might partner with River City (Transit) and meet them in Wall,” Hocking said. “We’ll do half of the leg, and they’ll do the other half.”

Network fleet managers and the DAV determine if a van needs to change location, Rieniets said. She added there is a loose number requirement for a trip, but there have been instances of minimal passenger usage.

Hocking said if a veteran needs transportation, the request will be filled if it can be made to fit in the schedule.

“We go by what the veterans call and ask us,” Hocking said. “We’ll pick them up at their door, and we’ll deliver them back to their door.”

Drivers in the network are volunteers but receive a lunch voucher on the days when they drive. Rieniets said drivers may help stabilize a veteran exiting or entering a van but are not allowed to “pick up” a veteran.

Service drivers are also paid VA employees. They help veterans get on and off the van that has a wheelchair lift.

Drivers in both programs must meet many requirements. They include a physical exam, background check, favorable driving record, and tuberculosis test. Candidates then undergo coursework and on-thejob training with an experienced driver.

Hocking said service candidates also take CPR training.

The Volunteer Transportation Network is looking for drivers. New and additional drivers are needed starting from Pierre, Belle Fourche, Mobridge, and Rapid City.

SPEARFISH — Alpine Impressions of Spearfish, owned by Lindsey Richards, received a major remodel that was completed in May 2016. The remodel featured a new façade and an addition to the front desk area to the full-service screen printing and embroidery business located at 639 N. Main St. The renovation provides a more friendly and inviting space.

SPEARFISH — Premier Surfaces is a new business located at 3716 Old Belle Rd. in Spearfish. Owned by Brad and Jodi LaLonde, Premier Surfaces features granite, quartz, and marble countertops. Zero Gravity

SPEARFISH — A unique therapeutic company moved into Spearfish in September. Located at 144 W. Hudson St., Zero Gravity offers two sensory deprivation spas.

Essentially, the deprivation space consists of 1,200 pounds of Epsom salts in a tub filled with about a foot of water. The room is made as soundproof and lightproof as possible, and people float in the pool effortlessly. Zero Gravity also has an oxygen lounge, aromatherapy sessions, and an on staff massage therapist.

SPEARFISH — In August, Carrie Schnabel took over the equipment and interior furnishings of the former High Plains Frame Gallery which was located on Main Street in Spearfish.

The location for her new business is now at 110 W. Colorado Blvd. Her new shop features framing for paintings, drawings, documents, patterns, posters, needlework and photographs. Right now, she said, she’s only working with various types of wood, but may expand into metal frames later. Schnabel will mount any picture size. She will also shrink wrap any artwork or photo that a client would like to preserve and store.

Phillips 66 at Exit 8

SPEARFISH — The Phillips 66 at Exit 8 gas station is an offshoot of the Phillips 66 at Exit 14, which has been in business in

Spearfish for 24 years. The parking lot, the gas pumps, and the building for the new Phillips at Exit 8 were newly constructed last year. The new station features a casino, a variety of snacks, hot dogs, and auto service-related items such as motor oil, windshield washer fluid, and anti-freeze. The new stations sells three grades of gasoline in addition to diesel fuel. The fuel products are dispensed out of eight fuel pumps that feature credit card pay capability at the pumps.

SPEARFISH — The Keller Williams Realty offices in Spearfish moved to a new location at 3025 1st Ave. in December.

The new office and seven staff will handle residential, commercial, and agricultural real estate, along with related services.

XTreme Dakota Bicycles

STURGIS — The first bicycle shop in Sturgis opened its doors at 920 Harley Davidson Way during the last week in April.

Owner Corey Brink said his new bike shop will feature a full line of new bicycles from five different manufacturers, along with a service department, a parts department, and an accessories section. The new XTreme Dakota Bicycles will also offer a first for this area; electric bikes, or e-bikes. The battery-powered bicycles are the coming thing in bicycling, Brink said, especially in the mountain areas of the West. In addition to conventional cycling and e-bikes, the shop will cater to fat tire enthusiasts and mountain bikes.

Broken Bean Coffee House

STURGIS — The Broken Bean Coffee House had previously been open briefly in 2010, and then closed for renovation.

Following its facelift, it has now been re-opened at the same location at 1125 Junction Ave. in Sturgis. The Broken Bean now serves breakfast items in the morning including burritos and quiche. As part of its lunchtime offerings it serves soups, sandwiches, cookies, dessert bars, and scones, along with a variety of other foods. The business now has three employees. Deborah and Robert Quinonez have also opened a gift shop at the same location which serves as their residence.

STURGIS — At the end of August, the new Better Building Blocks Daycare opened at 850 Main St. in Sturgis. The new daycare service is now open Monday through Friday from 6 a.m. to 6 p.m. The service provides day care for children from birth through 12 years old. It provides meals for the children including breakfast, lunch, and an afternoon snack. Almost 50 kids have enrolled so far, according to Wendi Eixenberger, who operates the service. The day care is licensed to serve 104 children. She employs 10 people, and hopes to expand the business from the main floor of the building now occupied to a basement floor as well.

North Point Christian Church SPEARFISH — In September, North Point Christian Church celebrated its 12th anniversary and the opening of its new facility at the northern most point of Spearfish.

Previously, the church held services in Spearfish High School, but now is located at 10959 Kellam Ln. The church holds services for adults and children and now includes an AWANA program.

LEAD — Justin Millard opened his new location at 207 Glendale Dr. in Lead in May 2016. He had previously run his business from his home in Lead, but said he quickly ran out of room. Millard does a wide variety of mechanical repairs, including work on skid loaders, snowmobiles, trucks and tractors, but he focuses mainly on cars. JDM Customs and Repair now has one mechanic on duty in addition to Millard himself. DeadWheels Bike Rentals

DEADWOOD — DeadWheels Bike Rentals is a new family-orientated business that gives customers the chance to ride the Mickelson Trail on a brand new specialized bicycle fleet. It’s located at the start of the Mickelson TrailHead in Deadwood at 32 Charles St. The bicycles come in all frame sizes with options to do two or four-hour rentals for either one or two days. Weekly rates are also available if riders want to ride the 108-mile Mickelson Trail using Shuttle Services. Merchandise, drinks, and trail passes are available DeadWheels Bike Rentals.

Discovery Kids Children’s Center

STURGIS — After spending 16 years in children’s care, Shannah Williams opened the Discovery Kids Children’s Center in Sturgis. Williams said the service opened up in a brand new, $1 million facility at 198 Old Stone Rd., in Sturgis on Aug. 29, 2016. The center offers daycare, preschool, and after school services for children.

Spearfish Livestock Association looks forward to celebrating century of existence

SPEARFISH — A group of cattlemen in the Spearfish area is making preparations to observe an important milestone in the year ahead. The Spearfish

Livestock Association was founded in 1918, and it will celebrate its 100th anniversary in 2018.

The Spearfish Livestock Association was one of the first livestock associations in the area. It was formed in response to the need to use land managed by the new U.S. Forest Service for grazing, after Forest Service had taken over the management of the extensive pine forests of the Black Hills from the General Land Office of the Interior Department in 1905. The Black Hills National Forest came into existence with that management change and was given its LIVESTOCK Pg 37

LIVESTOCK name two years later.

Cattlemen in the area needed grazing land and wanted an organization to speak for their interests and to act as a go-between with the federal government. As the Forest Service lands opened up for grazing, the association attracted members from as far north as the Redwater River, as far west as Sundance, Wyo., and as far east as Whitewood.

At the time, most of the grassland around the Northern Hills was unfenced.

It was open range. And Forest Service land was largely unfenced, as well. Both the cattlemen, and the government managers of the forest resources, needed a system for making use of them.

In those early days, the association hired riders to check on cattle and to make sure herds weren’t straying from their assigned ranges.

As the years went by, the Forest Service introduced new procedures for range management on public lands.

Division fences were introduced in some parts of the Hills to separate herds and to facilitate a rotation system that preserved grass and water. Springs were designated as water sources for the various herds. The association set up committees deal with fences and springs. It also formulated rules for herd bulls and kept records of herd brands.

Boyd Larson’s family has a long history with the Spearfish Livestock Association. The 82-year-old’s grandfather, Lars A. Larson, was one of the original members of the association, and his family maintained a close relationship with the association and supported it as the years went by.

“I recall going to those meetings with my dad,” said Larson.

Boyd himself served as treasurer for more than 50 years. These days, his son Cameron is also a member.

Boyd is an important source for information on the history of the association.

He described that the extensive grasslands surrounding the Northern Hills provided ample room for livestock grazing, but in the early days, one of the challenges facing ranchers was getting the livestock to market.

But for the cattlemen around Spearfish, another railhead soon became even more important.

At the time the Spearfish Livestock Association was formed, a rail line that ran through the western Black Hills led out of Spearfish Canyon at a place that was then called Winterville. There was no auction barn, but the rail stop at the mouth of the canyon had corrals, pens, and loading chutes. Most of the cattle that came off the prairies around Spearfish were loaded and shipped out of Winterville. Larson said cattle were often run right through the streets of Spearfish on their way to the yards at Winterville.

Spearfish was not a very big town back then. At the time, said Larson, it had a population of a thousand people or less.

Cattle were an important

part of the town’s early economy.

These days, the association has about 25 members, and Larson said the group participates in the South Dakota Public Lands Council by contributing money to programs that promote the prudent use of public lands. The association also donates to the Multiple Use Coalition, which promotes a variety of programs for public land utilization.

Nowadays, just as it did when the group was founded, the association sometimes pays riders to keep an eye on the condition of the cattle, fences, gates, watering points, and the condition of the grass. But the job is done today by riders on ATVs, and not so much by cowboys on horseback.

Tim and Lois Verhulst moved to Spearfish in the spring of 1991 with four young kids and everything they owned in a truck. They were broke, in debt, and Tim had $1,200 cash in his pocket. They moved into the apartment above Versatile Carpets and never moved out. Within the first month, Lois suffered a deep vein thrombosis blood clot in her leg. She spent 10 days in the hospital. They had no insurance and accumulated another $25,000 in debt. Tim can still remember writing checks to the hospital each month for $15.00.

Things turned around and by the spring of 1992, they were able to purchase the business from Mr. Vern Lecy. 25 years ago... time flies!

Vern Lecy was the most kind and understanding person they had ever met. As he took Tim & Lois around and introduced them to other citizens, they were greeted repeatedly with the phrase, “Welcome to Spearfish! You are going to love it here!” To this day, that phrase is printed on the back of Tim’s business card and on a sign on the north side of their building. Even with the new building being built to the north, their set back will hopefully leave enough room for that welcome.

They originally offered all types of flooring, window treatments, and wallpaper. As time went by, they stopped carrying wallpaper, which allowed for expansion of other items.

Sheer quality Center of the Nation Wool remains woven into fabric of Belle Fourche

BELLE FOURCHE — Center of the Nation Wool, Inc., has long been ingrained into the fiber of the Belle Fourche community, marketing between 4.5-5 million pounds of wool per year.

Considering the ideal sheep rearing conditions the region provides, the future looks bright for the wool marketing corporation.

Larry Prager, CEO and general manager since 1993, said that South Dakota was settled and homesteaded with sheep, and the producer-owned wool corporation has been an integral part of that history since the development of the area.

“We truly are the link between the guys that produce these wools and run the sheep, and the textile industry,” he said.

The corporation serves a diverse group of 1,500 producers from South Dakota, Wyoming, Montana, North Dakota, Colorado, Idaho, Utah, and Nebraska and runs the gamut from people with a few sheep in their backyard to the large production sheep ranches.

Prager said the open range environment of the region, where the dry climate pairs with the quality feed of the area, combine to make the region productive for sheep and quality wool.

“We handle some of the high-

est quality wool in the United States,” he said. “We have better color, higher yielding, and really a tradition of quality wool in Belle Fourche. That’s the reason that Belle Fourche and wool marketing has kind of always gone together.

It has to do with quality; it has to do with the tradition from the genetics, and the sheep men of the area.”

Upon its 1960 inception in Montana, the producer-owned wool corporation has evolved from its predecessor wool pool — a cooperative marketing campaign comprised of individual livestock producers who pool their wool yields together –– to allow larger volumes to be made available for marketing.

In 1984, what was known as Farmers-Ranchers Wool was incorporated in South Dakota and became Center of the Nation Wool, Inc. The 25,000-square-foot warehouse space was purchased in Belle Fourche and is now the corporation’s headquarters.

“So, what used to be kind of a Western South Dakota business, or Carter County, Mont., business, is now about three or five states, so our trade circle has expanded as we go,” Prager said.

Prager said of the roughly 25 million pounds of wool produced and sold within the U.S. annually, one-fifth, or $9-12 million worth, is handled in Belle Fourche.

“So we’re going to handle about 20 percent of the wool in the United States here in Belle Fourche,” he said.

About 90 percent of the company’s product is distributed domestically. The mainstay of the corporation’s wool production supplies over half of the wool that goes into the military dress uniform cloth for all the divisions of the country’s armed forces.

“Even though there are other parts of the country that have wool, we are blessed with the quality wool that goes into the higher valued fabrics — the military is a part of that,” Prager said.

Twenty-five years ago, Prager said, the U.S. textile industry was consuming about one extra pound of product for every pound produced. Currently, even with half the number of sheep nationally since that time, the textile industry has declined to the point that the nation must export about half of the wool produced in the United States for first stage processing.

Prager said with the technology developed to make wool machine washable, wool products are taking a place on the global stage more than ever before, and the wool sock industry is one that particularly excites him.

“They are tough, washable, and you can’t wear them out,” he said.

As recently as 20 years ago, Prager said, wool products were not machine washable.

“We don’t wash our sport coats or our Sunday suit very often, but garments like that (socks) need to be washed often, and they need to last, and that’s where the fiber

The corporation’s busy season is fast approaching, and it will be shipping wool on a weekly basis from now until September.

Prager said the area ranchers are the key to successful production.

“Center of the Nation Wool is known for the wool quality area ranchers deliver to us for marketing, and is one of the very key reasons why we’ve been successful,” Prager said. “They produce super quality wool fiber that the market is eager for.”

At many of their meetings, said Larson, there are representatives from the Forest Service and from the South Dakota Game, Fish, and Parks Department.

In the final analysis, Larson said, the original goals of the organization have been met and the relationship with the Forest Service and the other public land management agencies has been maintained.

“One of the things we’ve accomplished is that we’ve been able to continue using the forest ranges,” said Larson. “Our main

objective was to work with the Forest Service.”

That objective and others of concern to ranchers in the Northern Hills area have characterized the contributions of the Spearfish Livestock Association, whose roots go back to the founding of the cattle industry more than a century ago.

Report released March 31 indicates beetle population declining rapidly

SPEARFISH — The Black Hills National Forest released its 2016 forest health report March 31 and it indicates that the epidemic of the mountain pine beetle that ravaged much of the Black Hills is now over.

Scott Jacobson, public affairs officer for the Black Hills National Forest, said there are some hot pockets of beetle activity, including near Deadwood, the

northwest corner of the forest, and areas southeast of Custer, but overall the forest is in “good shape.”

“I am thankful the hard work by our Forest Service employees, our partners, and conservation leaders has paid off,” said Mark Van Every, Black Hills National Forest supervisor. “I appreciate the work by all and look forward to working together to make the forest more resilient into the future.”

the 20 years, since the epidemic began, 448,000 acres in the Black Hills National Forest have been affected to some degree by pine beetles; many of those acres have been completely devastated.

There are 1.2 million acres within the Black Hills National Forest boundaries.

The report shows that about 2,100 acres in the forest and surrounding areas saw trees fading from the beetles, compared to 15,000 acres noted in 2015.

Brood numbers of young beetles also have declined. Forest officials sampled 14 locations in July, and all but two indicated decreasing beetle populations.

Those two other sample sites were classified as static populations.

Following the flight of the beetles, which occurs in mid-August, forest officials conducted ground surveys. The study indicates that more than 94 percent of studied areas showed low beetle infestation — that is less than three trees per acre.

A little more than 4 percent of areas studied showed moderate infestation — three to nine trees per acre. And about 1 percent of the area studied showed a high infestation — 10 or more infested trees per acre. The highly-infested areas were south of Custer, and the moderately infested areas were in the same area, as well as west of Lead and Deadwood, and

just over the Wyoming state line.

Paul Pierson, resource forester for Neiman Timber Company, said the report shows the years of hard work have paid off.

“It illustrates that a landscape level approach across all the ownerships (federal, state, and private) was effective,” Pierson said.

He added that the support the logging and timber industry has received from local, state, and federal lawmakers and officials was tremendous.

“That really speaks to why we were able to be so effective,” he said.

Pierson said Neiman made a “very focused effort on treating areas where we thought we could make difference for future of the Black Hills.”

He said some areas were too far infested to make a difference, so loggers had to work in areas timber companies thought they could save and make a healthy forest for the future.

“It took all those partners to do, because Neiman doesn’t own the land. We have to work with everyone else. We are their tool to go in and remove the infested trees and leave behind the trees that are not hit and are good quality for the future,” Pierson said.

PINE BEETLE EPIDEMIC He pointed to southern Lawrence County, near O’Neil Pass, as a success story.

“It was right on the northern edge of thee epidemic three to five years ago,” Pierson said.

“We were able to work with the Forest Service and private land owners to treat from the state line all the way east across Lawrence County, almost all the overstocked stands and remove the beetles as we were going through. I truly believe that made a huge difference in what we left behind.”

However, he pointed out areas that were too far infested to save, especially in the Central Hills, in the Deerfield Lake and Whitetail Peak areas.

“There is still green forest left behind there, but there are a lot of dead trees on the ground down there,” he said.

Pierson said those areas won’t return to the same condition in our lifetimes; however, it is important to remember that those stands were in an unhealthy state. “They were never going to last forever in an overstocked pine forest,” Pierson said.

Our Towns 2017, Page 43 “We appreciate the collaborative effort we were able to be a part of,” he added. “The work is not over. There are still overstock stands where we need reduce the number of trees, and we need to maintain the work we’ve done so this happen again.”

The mountain pine beetle is a native species to the Black Hills.

The first recorded epidemic in the Black Hills occurred from the late 1890s through the early 1900s. Epidemics also occurred in the 1930s, 1940s, 1960s, and 1970s, each lasting 8-13 years.

This most recent epidemic may have been the worst and lasted for the past 20 years.

“The all lands approach to suppressing this epidemic has brought together new partnerships among federal, state and local governments, industry, and private landowners. The support of the governor, legislature, and county commissioners is greatly appreciated. We look forward to continuing these partnerships as we work toward creating a more resilient future forest condition,” said Greg Josten, South Dakota State Forester.

Construction on $29 million Cadillac Jack’s expansion in full swing New bi-level parking garage slated for May 2018 opening

DEADWOOD — A $29 million Cadillac Jack’s expansion that includes roughly $4.3 million in public TIF work began in earnest, as planned, in January and hotel officials are pleased thus far with the progress, with workers gunning for a new parking garage in the excavation area to be up and running by June.

“The project is coming along nicely,” said Liv Hospitality LLC Chief Executive Officer Caleb Arceneaux, who represents the management group that oversees the Cadillac Jack’s complex.

“The TIF work is well underway including utility relocation and replacement, the soil nail wall and Williams Street relocation. As

you can see from the site, this initial portion of the project is moving along nicely. The projected opening date remains May 2018.”

Deadwood Planning and Zoning Administrator Bob Nelson, Jr. said that the wall that is emerging at the work site and visible from Highway 14A is part of the new parking garage that will tie into the existing underground parking garage at Cadillac Jack’s and is slated to open May 2018, just in time to accommodate visitor season.

“Right now, they’re trying to get the parking garage done, along with the TIF project — relocating the utilities underground, and sidewalks,” Nelson said.

In the meantime, we have a tremendous valet program executing a convenient and prompt service complete with incentives to let us park your car.

That’s right, we pay guests to allow us to park their car!”

In addition to a new 134-stall underground parking structure, the expansion includes a new 105-room Tru by Hilton hotel, which caters to Gen X and Millennial generations; conversion of the existing Cadillac Jack’s hotel to a Doubletree by Hilton; additional food and beverage outlets; a gift shop with expanded offerings; and the addition of 50-60 gaming devices to the slot floor.

There will also be a new sit-down dining restaurant. A new lobby and guest dropoff area will be created to provide better circulation through the site and facility.

A new 19-stall parking lot will be constructed behind the new Tru hotel building that will be accessed from the relocated Williams Street. The parking lot will be supported, in part, by a newly constructed soil nail retaining wall.

“This new development is projected to provide an additional 75 jobs to the market,” Arceneaux said.

While Arceneaux could not be specific about which food outlets are going in, he laid to rest rumors of a Taco Bell to be contained therein.

“We have four food outlets going in that will include coffee shop, sandwich shop, pizza shop and a three-meal dining experience venue,” Arceneaux said. “I will announce the details of those com-

ponents of the development once we have full details ironed out. All I can tell you is that it will be absolutely amazing and unique to Deadwood!”

This is the second major addition to the Cadillac Jack's Gaming and Lodging complex. The original Cadillac Jack’s hotel and gaming facility was constructed in 2001. The complex was first expanded in 2012 with the construction of the 78room Springhill Suites by Marriott and the accompanying underground parking garage.

Total development costs are estimated at $24,558,225; total TIF costs are estimated at $4,368,036, for a total project cost of $28,926,261.

Nelson said the city could only allow for a $2 million TIF in order to keep debt capacity available for emergencies.

Optima LLC will cover the remainder.

Tax Increment District #10 is located southwest of the existing Cadillac Jack’s Gaming and Lodging complex and also includes the Days of 76 Rodeo Grounds.

“It also jumps across Highway 85/14A on city property,” said Nelson. “They (the developers) included a pedestrian bridge across Whitewood Creek and a

crosswalk that gets you from one side of the highway to the other. It’s located mid-way between the McKinley Street Bridge and 76 Drive.”

Key TIF construction components, include the relocation of a portion of the existing Williams Street and the accompanying utility infrastructure. Other improvements include burying existing overhead power lines/utilities and replacement of the existing six-inch cast iron water main with a new 10-inch water main, both located along Highway 85 and Highway 14A, a soil nail wall, excavation and retaining walls for utilities, street improvements, storm sewer and detention, streetscaping and lighting.

“We are excited to see the project through to completion,” Arceneaux said. “The new jobs it will create for Deadwood, the economic impact it will have via sales tax, hotel BID tax and gaming taxes, etc. will truly be a positive impact on the city and region. We are optimistic about Deadwood’s future!”

Northern Hills Training Center has been serving Spearfish and the surrounding communities for 40 years. During the early 1970s and a national movement of deinstitutionalization, a group of Spearfish parents initiated the effort to start a facility for people with Developmental/Intellectual Disabilities. With the help of community leaders, Northern Hills Training Center was founded. We currently support approximately 145 individuals through our four primary services: residential, prevocational/vocational, medical, and support coordination.

The goal of residential services is to provide assistance and support, through a wide variety of daily living skills, to people so they have opportunities to become as independent as possible within their living environment. In order to provide a variety of choices for people, these supports are offered in a variety of settings including group homes, supervised apartments, traditional community housing, and family homes.

Our prevocational/vocational program staff help people prepare for and find employment in the community. These choices may include working independently or on a NHTC supervised crew.

The medical/nursing staff supports people in assessing their health needs and assisting them to access the necessary health care services in Spearfish and surrounding communities.

Each person supported has a support coordinator who is responsible for coordinating the necessary services, supports, and funding.

The meticulously restored 1892 Victorian mansion with original contents chronicles Deadwood’s transition from a raucous mining camp into a prosperous and technologically rich city. The home recounts the triumphs and tragedies of two of Deadwood’s founding families.

The Queen Anne-style home was built by pioneer businessman Harris Franklin, complete with stained glass windows, thoroughly modern 19th century plumbing and electricity, hand-painted canvas wall coverings, and telephone service. W.E. Adams purchased the home in 1920, and after his death in 1934, Adams’ second wife, Mary, closed the doors.

The home sat silent for almost 60 years. In 1998, under the direction of the City of Deadwood’s Historic Preservation Commission and the Adams Museum, historic preservation experts painstakingly restored the mansion to its former glory.

The home is open daily in the summer when the beautiful gardens are in full bloom. During the fall and winter, the historic home serves as a stage for special and private tours. The Adams House Gift Shop features a diverse selection of unique merchandise and specialty gifts. The His-

Deadwood-Lead Optimist Club A Service club charted in 2006dedicated to providing assistance to youth in the Lead-Deadwood School District.

The Deadwood-Lead Optimist Club was instrumental in the development of the Backpack Program that provides food for the weekends for our youth. Members of the Club continue to ensure the delivery of the backpacks to the schools.

The Club raises funds by sponsoringe events including the Hot Dog Feed during the Lead-Deadwood Elementary School Christmas concert, and by parking cars and operating a beverage stand during Kool Deadwood Nites. Our club applies for grants and accepts donations from the communty.

The Adams Museum is the Black Hills’ oldest history museum. In 1930 pioneer businessman W.E. Adams founded the Adams Museum in downtown Deadwood with the purpose of preserving and displaying the history of the Black Hills. He donated the building to the City of Deadwood.

The Adams Museum is home to some of the Black Hills’ greatest treasures including Potato Creek Johnny’s gold nugget, beloved American illustrator N.C. Wyeth’s pencil sketch drawing of Western legend Wild Bill Hickok, the mysterious Thoen Stone record of the Ezra Kind party’s discovery of gold in the Hills in the 1830s, and a one-of-a-kind plesiosaur (marine reptile).

Veterans of Foreign Wars of the United States Black Hills Post #5969 Deadwood

Post 5969 became reality in February 1946, when Jim Shea and Toby Dahl acquired a charter from the Veterans of Foreign Wars of the United States of America (referred to as the VFW). Toby Dahl was the first Commander in the old City Building. When it burned down, the club was moved to Main Street.

The current location on Pine Street was moved into in 1964. Remodeling was done, to a building that had been a car dealership and home to several grocery stores, to accommodate Post functions. In 1994 the facade was restored to original appearance with assistance from post members and Deadwood Historical Preservation.

One of the earliest community services provided by the VFW was serving as Honor Guard for fallen comrades. Many may recall the Lighting of Bikes for area children. As a nonprofit organization we are continually enlarging our outreach in service to the community supporting youth programs and providing assistance to our Veterans.

The present Post Commander is Toby Edstrom. Veterans who have fought on foreign soil are encouraged to apply for membership. Any surviving wife, husband, son, mother, grandmother, daughter or sister is eligible to apply for the Auxiliary. More information is available by calling our Post at 722-9914.

Any time you see an American flag being marched up Main Street or hear the Star Spangled Banner being played please place that right hand over your heart in remembrance of those who fought to preserve our way of life. It is a matter of respect. They deserve no less.

Live re-creations of the town’s rich history started in 1924 through the Days of ‘76 celebration and award-winning rodeo.

The celebration began as a way to honor Deadwood’s pioneers – the prospectors, miners, muleskinners, and madams who poured into the Black Hills in 1876 to settle the gold-filled gulches of Dakota Territory.

Deadwood’s newest museum documents the celebration and rodeo. The Days of ‘76 Museum features exceptional displays of carriages, firearms, American Indian artifacts, and illustrates Deadwood’s enduring friendship with Buffalo Bill Cody.

The museum features a wide range of western artifacts including displays honoring the cattle and sheep industry, the Native American, blacksmithing, saddle making, natural history, mining, forestry, and, of course, the cowboy and rodeo.

Contributions in recent years have allowed for a spacious theatre complete with sound system, a Transportation Room that includes a stagecoach, chuck wagon, a “Tally-Ho” wagon, buggies and sleighs. Outside displays include a one-room schoolhouse, log homestead cabin and antique farm equipment.

The Heritage Center thrives due to the many individuals and businesses

from the area that contribute time, labor, materials and finances. Grain and hay are donated to feed live longhorn steers, which are displayed in the front pasture from May through October.

The Heritage Center, as an important regional community center, is available for rental to groups or organizations that wish to host an event at our tremendous facility. With its western atmosphere, unparalleled views, awe-inspiring architecture, and spacious grounds, the Heritage Center makes a great venue for wedding receptions, banquets, conferences, family reunions, caterings and other various types of community gatherings. SPEARFISH — It’s been a vision for many years, and beginning with its groundbreaking March 4, the community of Spearfish and community of students at Black Hills State University will have a new, approximately 16,000-squarefoot, $3.75 million Newman Center to use and enjoy.

Since 2004, a small house adjacent to St. Joseph Catholic church’s parking lot about a mile from the BHSU campus has served as the St. Joseph Newman Center, which has the mission “to bring students and faculty of Black Hills State University to Jesus Christ through the Gospel and full participation in the life of the Church, challenging them to be faithful disciples and preparing them for their Christian mission in the world.”

Since the 1950s, the Newman Club has been a recognized student organization at BHSU, and it is estimated that approximately 15 percent of students on campus, or around 700, identify as Catholic.

The Newman Center provides a place for students and faculty to worship and find spiritual direction, religious educa-

tion, a quiet place to study, community service, socialization, and recreation, and those involved with the ministry have long dreamed of having a space closer to campus that is more readily accessible to students than the current space.

“It’s much more than just a building on campus,” Kristin Thompson, development director of the BHSU Newman Center, said, describing that she is most looking forward to how the new building will be a welcoming and inviting space.

“Our motto is, ‘A home away from home,’ and that’s what we hope to bring to all students, not just our Catholic students, is to show them the safe place to come to meet with friends to study, to find fellowship, and find other students that are like-minded and want to grow in their faith, but also in relationships with friends and others.”

Thompson explained that the center is funded/underwritten through St. Joseph Catholic Church and that the project began in earnest when the Catholic Diocese of Rapid City committed $1.25 million to project. The project has a $3.75 million goal, with funds coming through NEWMAN CENTER Pg 56

Steve Williams and his team at Williams and Associates Architecture, Inc., started working on conceptual designs for the new center in 2007 and described that in early conversations, it was clear that the students desired a more traditional look and feel of the center.

“It’s going to be beautiful,” he said.

“It’s a very nice building.”

The two-story building will have a basement with a fellowship hall, rec rooms, classrooms, kitchen, and restrooms, with a chapel on the main floor, that, including its balcony, can seat 130, as well as a narthex/gathering area and meeting rooms. Williams and Associates designed the Newman Center at the South Dakota School of Mines and Technology in Rapid City, as well, and found that not only do students utilize the space for Mass on Sunday evenings, but members of the greater community also use the chapel, and the new facility would greatly increase the capacity.

The building’s plans include amenities like wifi, two big-screen TVs, fully-stocked kitchen/dinning room, games, ping-pong table, grill, fire pit and more.

“The purpose is for students to have a place to go, not only during Mass, but anytime during the week,” Williams said. “If they want to get together, a group of students, and have a study group, or have a meeting to work on a class, or just have a place to chill out in-between classes, or get together in the evenings and socialize – so it’s sort of a multi-functional space. It’s primarily focused on having students maintain their connection with the church in their

college years, because that’s more-oftenthan-not when they fall away, but also just a place they can call home and be their own living room/study area so that they can use it that way.”

Its second floor includes an apartment for Fellowship of Catholic University Students (FOCUS) missionaries, as well as two dorm-like rooms for students who could apply to live for reduced rent in exchange for basic facility maintenance, cleaning, and hosting assistance.

Thompson explained that FOCUS missionaries are sent in pairs to college campuses across the country to be able to provide outreach to meet students where they are, offer programs and activities, etc., so their presence, as well as the expanded space, will allow the Newman Club and users of the space to do more.

“Because we’re going to have a much larger space, we can simply have more activities in general, because it’s so easy for students to organize their own impromptu movie nights or game nights … I think it will allow the students to be more actively involved in the planning side of things, and also just to give them a space just to spread out,” Thompson said, describing that the new center will provide more and better access to students. Currently, they may not have time to walk the mile to the building near St. Joseph Catholic Church between classes for quiet reflection or prayer — but the new facility will be a block away.

Jack Nelson, BHSU senior studying tourism/hospitality management, is president of the Newman Club and said that it’s bittersweet to see the groundbreaking approach, since he knows the new facility would have a big impact on future students — but he also wishes he could have enjoyed it during his years at BHSU. “I just hope that they see a huge increase in numbers on daily things, for

the fun stuff that we do … but mainly for … anything spiritual,” he said. “I hope that they see just a great increase (in participation) and that people are excited about it (the Newman Center).”

“It’s just going to be such an easier thing for them to do, since it’s going to be closer to campus, walking is going to be easier,” Nelson added. “There’s a lot of people on the campus that don’t have reliable transportation, so just being closer to campus should draw bigger numbers, and it should help the Catholic faith in the community even more, too.”

Thompson added that the plan is to make the facility available for other groups to use for special events, speakers, etc., to provide another venue in the community.

Williams said that after the groundbreaking March 4, construction would begin in earnest later in the month, depending on the weather, and the plan is for the building to be up and running for fall semester 2018, Thompson said, explaining that the timeline is weather-dependent. She is excited for the Newman Center to be one of the first buildings people see to welcome all faiths to the campus, as well as a space for all students, staff, and faculty.

“We’re really excited about it,” Williams said, adding that the facility would be a great asset to the community and university.

Thompson added that the groundbreaking was a culmination of many people working hard toward a common goal. During the process, she’s met many people and students, and those relationships and awareness of the new facility, as well as the support for the project, have been “a huge blessing” knowing so many people are excited, Thompson said.

PENNINGTON COUNTY –– An innovative diversion program designed to steer young adult offenders in Pennington County away from the criminal justice system has grown tenfold in the first 15 months since its implementation, and Pennington County State’s Attorney Mark Vargo hopes the program continues to blossom.

“We (the county) were one of the first five — probably the second — prosecutor-run young adult diversion (programs) to go live in the entire country,” Vargo said. “It’s one of the testaments to that we have a good, collaborative criminal justice system, and we’re small enough that we can make things work.”

Similar to existing diversion programs for juveniles, the Pennington County Young Adult Diversion Program (YADP) would offer alternatives to nonviolent offenders between the ages of 18 to 25 — with little criminal record — the opportunity to participate in the program in an effort to avoid facing criminal prosecution.

Vargo, who took office in 2013, said he’d always wondered whether there was something that his office could do differently with respect to people at the initial stages of the criminal justice process.

“As we seem to get more and more

people through the system, you focus on the most at-risk people,” Vargo said.

“It’s just like any classroom — ‘Who takes up 50 percent of the teacher’s attention? The two naughtiest kids.’ And our probation officers, our judges, our criminal courts are very much in the same spot.”

Vargo said that although the process behind the way the legal system deals with the offenders causing the most immediate problem, such as violent or perpetual reoffenders, makes sense, he feels more attention needs to be given to those people in the very beginning of the process – to divert them from the path with the potential to forge them deeper into the system.

“If you don’t deal with the people at the beginning, then they become the problems later on,” he said.

Two years ago, Vargo said he attended a National District Attorneys Association meeting where he, between sessions, spoke with a district attorney from Manhattan, N.Y., about a new program Manhattan would soon be instituting related to a diversion program modeled to assist young adults.

“It sounded like the kind of thing that we might be able to modify for our circumstances and implement in Pennington County,” he said.

the program, assembled two classes of offenders involved with petty theft and marijuana charges and embarked upon what he considered to be a pilot program.

On average, Vargo said, if a person pleaded guilty to one of those two offenses in Pennington County, the offender would incur about $650 in costs related to fees, court costs, and attorney fees. This wasn’t having the impact on the lives of the young offenders Vargo would hope.

“For affluent kids, mostly mom and dad are paying that — and we’re not having a great deal of impact on that kid,” he said. “For really at-risk kids with no resources, nobody is paying that. We never collect it, and it stays on the books, but it just sits there.”

Vargo conceded that there is likely a group of young adults in the middle of those two extremes that the typical approach could have some affect on.

“But even then, cash is not necessarily the most immediate way to a young person’s attention span,” he said. “So we decided that with those two types of cases (petty theft and marijuana), it was worth the time and effort to try to do something different.”

“In other words, we’ll invest in you, if you will invest in you,” Vargo said. “We will match your commitment.”

The intent, Vargo said, is to avoid some of the “outsized collateral consequences,” by identifying alternatives.

“If you get a marijuana conviction, despite the fact that the feds have quit prosecuting marijuana cases, they will still declare you ineligible for student loans, for government jobs — you can’t be on a construction crew that does work out at Ellsworth (Air Force Base), again, for something that is a misdemeanor that they (the federal government) don’t even care about.”

Last July, the county was awarded a $150,000 grant from the MacArthur Foundation’s Safety and Justice Challenge — a national initiative designed to bolster innovative solutions to over-incarceration in local jails. The funds were used to implement the hiring and training of a staff member to coordinate the program on a full-time basis.

Marty Krause was hired in September as the county’s Young Adult Diversion coordinator.

The process begins with a participant’s referral to the voluntary program, either by a judge, prosecutor, defense attorney, or self-referral. Following the referral, an intake meeting is held with the participant — and a defense attorney, if interested — and YADP staff. The YADP staff reviews available information and makes a decision regarding the approval or denial of the participant’s joining the program. If approval is garnered, the participant writes a letter to include accepting responsibility for the crime committed; an explanation related to why they committed the crime; and an explanation of how the charge, if convicted, would have a negative impact on their future. Following the receipt of the letter, the participant is required to complete a diversion agreement, and charges are then dismissed. If restitution is owed, the participant, prior to dismissal of charges, must pay it in full. After completion of the program within the required three to four month timeframe, the participant enters a one-

year Obey All Laws (OAL) period. If the participant obeys all laws throughout the year’s timeframe, they are eligible to file a motion for expungement to clear the charge from their criminal record. Other than restitution, there are no costs associated with the program. If a participant does not complete the program or doesn’t follow the recommendations, Vargo said his office reserves the right to refile charges.

“This is self-chosen; that’s one of the strengths of it,” Vargo said. “Every kid that is doing this wants to do it.”

The key to the program, Vargo said, is that it is tailor-made to each individual offender.

“We decided to invest a little bit up front, in time and effort, to identify, ‘What’s going wrong for you, and how do we interrupt that process?’” Vargo said. “The science of it will tell you that if you can get a kid to 25 without a criminal conviction — you’ll almost certainly never see them (in the criminal justice system).”

So, he said, the program developers identified a variety of things that an offender could participate in that are targeted to assist in diversion. Depending on what recommendations come out of the initial intake process, the categories of focus developed include community service, education/counseling, finding different peer group or social culture, and employment opportunities such as job shadowing, internship, or apprenticeship.

“That’s been one of the keys to our success thus far is not being cookie cutter,” Vargo said.

Although some of the young adults may have gotten in trouble in Pennington County, they may actually live in another county or community and because of that, the program’s effort-based requirements have some built-in flexibility.

“We’ll let you do your community service in your community,” Vargo said.

“This is not just about getting some pound of flesh for Pennington County — it’s really about getting you out of the system and never seeing you again.”

The program places the young adult offenders with an organization that performs work that he/she believes in.

“We don’t try to decide where you work,” Vargo said. “And at the end of the day, sending you out to clean up trash in the ditches probably isn’t

going to be as life changing as perhaps building a house for somebody else or taking care of animals, if that is your passion.”

There are two types of criminal charges which would not qualify for the program. The first is charges related to methamphetamine and heroin.

“Those addictions are such that I don’t know that I have programming that I could put you through to give you a reasonable chance of success,” Vargo said.

Offenders of violent crime are the second category that is ineligible to participate.

“Partially, because again, the science tells you if you’re violent at 16 or 20, something like this is not going to keep you from being violent at 30,” Vargo said. “That’s a different animal; we have to approach it differently.”

In the time since its inception, the program has admitted more than 180 young adults and has been expanded to take on any non-violent misdemeanor or non-violent lower level felony.

Although Vargo said he feels it is too early to release official numbers, he believes the early numbers are promising in terms of lower recidivism rates.

“Anecdotally, some of the people that we’ve had taken through the program, that you can just look at and say ‘OK, this is the first of many contacts we’re about to have with this person,’” Vargo said. “And, now they have a job, they’ve gotten their GED, they’ve developed a new peer group. That’s what the program is about.”

Vargo is actively seeking people or organizations with whom to partner related to community service or any of the varied employment opportunities. The program currently partners with employers in the hospitality, retail, construction, and other industries.

“The more employment partners we have — the more kids we can place,” he said. “Because ultimately, we will not place someone in a program that they are going to fail at. We will not place somebody who’s not really interested. The more things (employment opportunities) we have that are different, the more likely they’re going to be interested.”

One such participant, “Joe,” whose real identity will remain anonymous to protect his privacy, told the Pioneer that his experience with the YADP had a major impact upon his life when he was charged with a drug-related offense in Pennington County after graduating college in May. “Having a drug charge on my record right as I’m trying to get my name out there and start working for companies and progressing my professional career kind of brought everything to a

screaming halt,” Joe said. “As a young adult, being thrown into our legal system and not having much experience with the legal system, it all felt really crippling, overwhelming, and cold.”

Utilizing the educational aspect of his experience with the YADP, Joe said he was able to see his former ill-advised choices through a more reflective lens.

“Once you do something for so long, you just stop thinking about the consequences that it could have on your life,” Joe said. “By the time I realized it, it was too late. Without the YADP, I would have been slammed with fines and tags to my name that would be easily accessible to future employers.”

Joe said that being given the opportunity to take accountability for his actions and being responsible to change his course enabled him to both learn from his poor choice and avoid permanent professional repercussions.

“I’m not sure what I would have been able to do if I wouldn’t have had this option,” he said. “I was glad it happened the way it did.”

Throughout his participation in the program, Joe performed community service with a mentor who worked in the career path for which Joe had already obtained a degree.

“They could speak the same type of language,” Krause said. “It was just a natural fit. He was able to take some of his (professional and degree) experience in the volunteer work.”

Being able to choose the direction he wanted to aim his focus in the YADP made all the difference for Joe. “The YADP does a really good job letting you decide what you’re interested in and then going from there to get your hours done,” Joe said.

Following his volunteer opportunity, Joe was recently offered a full-time position utilizing his degree in his chosen professional field of study.

Joe is nearing the halfway point of his OAL period, and upon conclusion, will be eligible to petition the court to expunge the criminal charge from his record.

“It’s a great program, and I would recommend it to any of my peers that got into similar trouble,” Joe said.

Krause said he has complete confidence that Joe has learned his lesson and that the program has carried out its mission through him.

The Black Hills Pioneer partners with the YADP program, offering job-shadowing opportunities to volunteers in an effort to serve their community in a career-oriented and future-based path.

The program has been funded through December; Vargo said he intends to continue to search for means of funding the program beyond that.
