Be prepared for a moving experience Moving can be stressful and a lot of work; here are some tips to make it go more smoothly. In advance of your move, clean out closets, dressers, and cupboards. De-clutter as much as possible. Give away or donate useful items to Goodwill or ARC. Resource will take old building materials such as light fixtures, doors, and windows that you may have stored over time. Have a garage sale. Gather boxes from grocery and liquor stores. The boxes from liquor stores often have the cardboard dividers that are wonderful for packing stem and glassware. Use blankets, bedding, and

towels to cushion breakable items and framed art. Put breakable vases or nic nacs inside plastic containers and use Styrofoam between dishes for cushioning. Start packing early. Pack the things you do not need for daily living early. If you pack 3 boxes per day you will have 90 boxes packed at the end of the month! Pack each room separately. Label the boxes clearly with the room the box goes to and the contents. Mark the boxes

on the side, not the top. You want to be able to see where they go and what is in them when they are stacked. Depending on how much stuff you are moving, you might consider color coding the boxes by priority to get unpacked. It is more important to unpack the kitchen than the decorative items. Pack the essentials that you will need the first day or two separately and put them in your car. Essentials would include sheets, bedding, towels, toilet paper, paper towels, soap, shampoo and other toiletries, paper cups, plates, forks, spoons, and knives, a can opener, and cleaning supplies. Make sure you have a change of clothes and the proper shoes too. Ideally, you can move these things in first and get the

kitchen and bath organized before the first moving van arrives. I mention having a couple of days of clothes because when I recently moved, they said they could load and unload me in the same day, but in fact they were only able to unload half the truck and returned 3 days later to unload the other half. My clothes were in the 2nd half. They were kind enough to locate them and unload them the first day, but my shoes were missing in action! Try to have pets stay at a safe, familiar place away from the move. You do not need the stress of the move to be compounded by a lost dog or cat. Once you have moved in, the pets can join you and the house will smell familiar with your things in

it. Check gates and fences to be sure the dog cannot get out. Make sure they have an updated dog tag with your new address and phone numbers on it in case they do get out. Moving is a lot of work and can be stressful, but by planning ahead, starting early, and labeling the boxes correctly you can make it much easier. Next-door nemesis Try these mediation steps before resorting to legal confrontation in a neighborly dispute Whether the problem is loud parties, grass-killing canines or nuisance foliage, difficult neighbors can make the American Dream seem like a nightmare. A residential clash can escalate quickly, but experts say it’s best to avoid taking it to court. “The best way to resolve these disputes is by personto-person discussion,” says John K. Weston, attorney

and partner with Sacks, Weston, Petrelli, Diamond and Millstein in Philadelphia. “Not only is this the quickest way to end the matter, it’s also most likely to preserve a good neighbor relationship.” If the neighbor continually ignores your in-person requests, then you may need to call the police, Weston says. An alternative to seek-

ing a cop or lawyer is to mutually agree to enlist a skilled professional mediator who can hear both sides of the argument and offer a resolution. Local nonprofit community service agencies often offer mediators for a small fee. “Mediation is especially helpful because it allows a neutral mediator to help the parties find common ground and realistic solutions,” says Ryan Locke, an Atlanta-based attorney. Finally, there are a few le-

gal actions you could take. Start with a cease-and-desist letter to your offensive neighbor from a lawyer. If that doesn’t work, consider filing a suit in small claims court, which doesn’t require an attorney and typically involves a fee of $100 or less. However, either party has a right to appeal to the county-level trial

court (often a minimum $200 fee), where lawyers usually are required. “Actual litigation should be a last resort. Lawyers are expensive and the litigation can extend for months or years, although with property boundary disputes, this may be unavoidable,” Weston says. “Do an honest cost-benefit analysis before you move forward. Sellers Wanted Pent-up housing demand has finally exploded. For sellers who were discouraged months or years ago, is it time to try again? By CHRYSTAL CARUTHERS CTW Features After five years of steady housing market declines, homeowners are finally seeing light at the end of the recession. For many municipalities and metro areas, it is now a seller’s market. That means sellers who have been sitting out the recession-level low prices are now being urged to put their homes on the market to meet pent-up buyer demand. Homes are selling faster, for more money and usually with multiple offers. “If someone is looking to buy in East Sacramento, there are only one or two houses available,” says Tom Gonsalves, broker-owner of Gonsalves Real Estate Properties in Sacramento, Calif. The market is so strong that he’s confident his properties can demand a higher selling price than other recent comparative sales. Gonsalves says the Sacramento housing market has doubled since last year. “That house that was $80,000 last year is now selling for $160,000 today,” he says. The reason? Limited supply. Banks are still holding onto foreclosed properties or selling them in bulk to national investors, which strains supply. Homeowners, in many

cases, are just starting to wake up to the news that buyers are actively overbidding list prices and are eager to purchase, he says. All of this means the housing market is off-kilter in many markets, especially in the West. According to the National Association of Realtors, western states have been calling for an expedited process to get more foreclosures on the market. “They have more buyers than available property,” says Lawrence Yun, chief economist of NAR. Nationally, all regions are seeing an increase in real estate activity. “In spite of tight access to credit and limited inventory,” Yun says, “buyer traffic is 31 percent stronger than a year ago.” Yun says the only way to tame double-digit price growth is with new inventory. Existing-home sales are at the highest pace since November 2009, when the firsttime homebuyer tax credit caused a spike in sales. Yet, there is only a 5.2-month national housing supply, down from 6.6 months in 2012. “With homes selling in half the time it took to sell a year ago, buyers must be both decisive and prudent,” says Gary Thomas, president of NAR. Another example of a

seller’s market is Chicago, where homes that generated little interest in previous years are being snapped up by eager buyers. Marty Winefield, a Coldwell Banker agent in Chicago’s Lakeview neighborhood says he listed a house in 2011 for $575,000 and got no offers in a six-month period. Recently, he re-listed the same house at the same price, and it’s now sold. “Most of my sellers are happy,” he says. The Midwest is enjoying a 19.5 percent increase in median home sales from this time

last year. “We’re seeing more buyers, but they aren’t willing to aggressively pay more than they need to,” Winefield says. “The market is more disciplined.” He cites another example of a townhouse he listed that generated multiple offers. “I got five offers but none over list price,” he says. All real estate is local. Still, national statistics suggest that more and more local markets are looking attractive to sellers. National inventory levels are 20 percent below a year ago, according to

NAR. The Buyer Traffic Index hit a high of 72, signifying increased demand, while The Seller Traffic Index clocked in at 41, indicating a shortage of supply, according to Realtors Confidence Index report. Nearly all agents surveyed in the confidence report said they expect prices to continue rising for the rest of the year. Gonsalves agrees. He says “I’m telling buyers to come in with more money or go find another house, but they can’t. [The inventory] is just not out there.” © CTW Features

What is the probability of having four cash offers on the same property? In a good market I would think it unlikely. I feel there’s little chance of that in today’s market.

ANSWER:

It may well be possible to have four cash offers for a single property, all above the asking price – and more so today than during the past few years. According to the National Association of Realtors, 30 percent of the existing home sales in March were cash purchases, or about one out of three. Alternatively, 2006 NAR figures show that 92 percent of all existing home transactions were financed, meaning that 8 percent were all-cash buyers. A number of reports have suggested that real estate prices are rising in most markets. For instance, the Federal Housing Finance Agency says that as of February home values nationwide had risen 7.1 percent when compared with a year earlier. The S&P Case-Shiller index (now the CoreLogic CaseSchiller Index) shows that home values in 20 major metro areas as of February were 9.3 percent higher than February 2012. suggest that the competition for homes in selected markets is intense, so if 30 percent of all offers are for cash, it would not be surprising to find cases where there are multiple bids for a single property from several all-cash buyers. The recent flurry of all-cash bids is likely powered by several factors. First, in the case of an all-cash transaction, the sale does not depend upon the approval of a lender, because financing is in hand. Second, more buyers are willing to make all-cash bids because real estate ownership is a hedge against inflation, the rental market is strong in many areas and the alternative uses for cash are unattractive.
