If you contract for the house before the start of construction you may have a choice of lots and some choice as to floor plan modifications or custom built-ins. The opportunities to make selections on carpet, paint, tile, wood floors, counter tops, trim, door style, hardware, cabinets, and appliances is also one of the fun and exciting aspects of building new. Potentially you could also have the builder finish the basement at the time of construction so you can get that cost rolled into your loan. If you catch the home early in construction you may be able to make many of these selections. However, not everyone wants to make these selections; they find it nerve racking and tedious. It can also be easy to spend

There has been a resurgence of new construction this year with the advent of low interest rates and a stabilized, improving local economy. There are more new construction neighborhoods being developed to choose from. What are the pros and cons of building new versus buying an existing home? One of the chief allures of building new is getting a home with the floor plan that works the way we live today. Generally the new floor plans have fewer, more versatile rooms and an open floor plan. Dedicated in-home offices or loft type spaces that can be used this way are the norm. The living room, family room, and formal dining room have given way to a great room. Kitchens are big-
more than you intend to on these upgrades. That is why most builders have standards that they put in their spec homes that they know appeal to a broad segment of buyers. New homes will have higher energy efficiency standards involving windows, insulation, air quality, furnaces, hot water heaters, etc. These homes will be less expensive to heat and cool. The homes will be more comfortable and have fewer air quality issues. Many people want a new home to avoid potential repairs that an older home may need. There is typically a 1 year builder warranty on workmanship and materials and extended warranties on appliances, roofs, and mechanical systems. Presumably there would be little or no problem with repairs on a new home, but you should be prepared to pay for landscaping, fencing, and window coverings. It may be possible to get the landscaping and fence included in your contract with the builder and therefore included in your financing of the house so you do not have to come up with additional cash after closing to pay for these things. You should be prepared for a new home to take between
5-8 months to complete depending on the size of the home and the builder. A truly custom home can take longer. This is a consideration when you are financing the home as you may not be able to lock in your interest rate until you are within 60 days of closing. Check with your lender to see what plans they may have for an extended rate lock. If you are not able to lock in your interest rate will you still qualify for the loan when the house is done if the interest rate increases? Can you put more down to decrease the loan amount? New neighborhoods typically have few if any trees and these neighborhoods are located on the outskirts of town. There will be mature vegetation and larger trees when buying an existing home. Existing homes are more centrally located near shopping, existing parks, and bike trails. The homes and neighborhoods often have developed more character over the years. The homes themselves generally have fences, window coverings, are landscaped, can have finished basements, sheds, etc. that the new homes wouldn’t have. Lot sizes on existing home are typically larger. The covenants and restrictions in new neighborhoods are often stricter than in older areas. They are likely to prohibit parking trailers or RV's on the property. They may even dictate the color of your home and additions See DECIDING, page10

That’s no surprise; with the cost of education skyrocketing, it stands to reason that parents are willing to pay a steep premium for their children to enroll in top-rated public schools. However, Redfin’s data, pulled from MLS data of homes sold in May, June and July 2013, also sheds light on the degree to which school district affects home price and what homebuyers can do about it. Redfin data show that
even when comparing similar size and quality homes in nearby neighborhoods, people still pay $50 more per square foot for homes in top-ranked school districts than average-ranked school districts. One such example is Alexandra, Va., where a house in the high-rated Waynewood school zone sold for $130,000 more than a nearly identical home, which is less than a mile away but located within the low-rated Belle View school zone. School district also makes a big difference in Beaverton, Ore., just outside of Portland, where many families come for high profile jobs at Nike, Intel or elsewhere in its high-tech
“Silicon Forest.” Bob Ulery, a real estate agent for Hasson Company, based in northwest Portland, Ore., recently worked with a family that lived in an apartment for seven months while they waited to buy a home, determined to enroll their child in top-ranking Findley Elementary. and the supply is limited; price goes up.” The real estate market in San Diego is also competitive, and school districts play a big role, But Linda Lee, president of the Greater San Diego Association of Realtors, says that homebuyers without school-aged children are more likely to be influenced by lifestyle. She says that older buyers are more concerned about where they’d like to live geographically, whether that is near the ocean, in the mountains, or near a city. Ulery adds that “empty nester” buyers can still care about the value of the schools in their area because of their resale value. So what can you do if you’re searching for a home in one of these high-demand areas? Redfin’s report specifies some high-performing school districts where median home prices are low compared to
other desirable school districts. For instance, Mortensen Elementary School in Littleton, Colo., is a strong school located in a district where homes are priced 58 percent lower than the nearby topperforming school district. Similarly, McKay Elementary School in Beaverton, Ore., is located in a district with more affordable schools than Findley Elementary. “It’s a very good school. It’s pulling from an older suburban part of town with a very broad mixture of small inexpensive homes and big expensive homes,” Ulery says. “There’s certainly not a one-to-one correlation between schools and home prices,” he adds. Other factors include “access to freeways, nearby shopping, quality of environment.” For those who insist on home shopping in those ultra-competitive school districts, “We just have to be
ready to buy,” Joan Probala tells her clients in Seattle, where people pay up to a 10 percent premium to live near good schools. “We can’t wait. The day you see it, you have to write the offer and look at the price realistically because that’s what it’s going to sell for.” Of course, being ready to buy a house means you must have your financing in order, including preapproval from your lender. “Sometimes it’s not the perfect house that they want, and that’s fine with them as long as they can get into that school district,” she says. Don’t expect the seller to negotiate much on the price if you’re buying in an area where there is high demand among schools. “If it’s a good house and it’s something that you really want, then you have to be prepared to pay,” Probala says. © CTW Features

Pending your knowledge Question: I frequently see news reports concerning “pending” home sales. What are they, and are they significant? Answer: Pending home sales are a measure of real estate activity released monthly by the National Association of Realtors. “A sale is listed as pending when the contract has been signed but the transaction has not closed, though the sale usually is finalized within one or two months of signing,” according to NAR. The idea is that if pending

agreements are up or down, we can have some idea of where closed sales may be heading in a month or two. In other words, it’s a leading indicator, a broad clue
regarding general market trends. However, while pending offers are “usually” finalized, they don't always lead to a sale. Some percentage of these sales falls through and never makes it to closing. Why does this happen? Virtually all real estate agreements today are contingent arrangements. They’re dependent on such things as a satisfactory home inspection, the ability to get financing or other buyer requirements. So, in some cases, a pending agreement never becomes a finalized and firm contract
because a contingency has not been met. This is especially the case with financing. For instance, an appraisal may reflect a fair market value that is less than the sale price or, when re-checking credit reports just before closing, the lender may find new debt that pushes the borrower from qualified to unqualified. In some cases, it may not be the worst thing in the world if a pending offer falls through. For instance, the prospective buyer might then make an offer on another property and the seller may
