We live in homes differently today than we did the past. The older floor plans are designed for a life that we fundamentally don’t live like today. EXPERTS EXPECT CONTINUED MODERATE LOCAL HOME VALUE APPRECIATION

Local real estate sales up again in October, continue record pace Residential real estate sales in the Fort Collins area have slowed in the last couple of months with October sales up 6.9% over last year, and the average price of $279,900 up 4.7%. For the year to date, sales are up 14.7% and the average selling price is up 7.0%. The slowing increases, particularly on pricing are good news for the market because the pace set in July with an 11.6% price increase was probably pushing the market into an unsustainable ‘bubble’ position. We are still on a pace for 2013 sales in excess of 4,000 homes at an average price of $276,000 for a total volume of $1.1 billion. This compares to the high of 4,100 home sales set in 2004 and the highest total volume achieved in 2005 with $983 million. The inventory continues to shrink dropping from 1,267 listings at the end of September to 1,159 at the end of October. Once we remove the under contract listings and new homes that are listed as ‘to be built’ or under construction, the net inventory is down from 749 to 647. With a projected demand over the next six months of 1,700 homes there is about 2.3 month supply, way below 6 to 7 months which is considered a balanced market between supply and demand. The marketing times reflect the low supply as the home sales that closed in October were on the market an average of 39 days to offer and 71 days to close. This is compared to 65 and 98 days respectively last year and continues to bring down the figures for the year to date which are now 41 days to offer and 75 days to close.

New construction is slowing improving with 52 closed sales in October representing 17.6% of the total sales compared to 41 sales last year which was 14.9% of the total. For the year to date there have been 473 sales of new homes, an increase of 30% from last year and the market share is now at 13.7%. **** The most recent CaseShiller home price index report shows home prices in the twenty largest metropolitan statistical areas (MSA) rose 12.8% in August on a year over year basis which is the biggest twelve month gain since February 2006. Denver is one of the twenty MSA’s and set a new record in August with an increase of 10.1%, the twentieth consecutive month of increases. Denver was one of only two cities – Dallas is the other – to set new highs; the other 18 cities remain below their peaks. As an example, Las Vegas leads with a year over year price gain of 29% which is still down 475 from the peak. The good news might be that the pace of the increases is slowing as August was just a 1.3% rise over July and this is half the monthly increase reported for April. Experts say that the slowing of the monthly increase is not necessarily a bad thing as it will reduce the chance of another bubble in home

Borrowers Feeling Lukewarm

WITH HOME PRICES UP, A MODERATE DECREASE IN BORROWER HEALTH ISN’T A BIG ISSUE, NEW REPORT SUGGESTS Home prices are rising, which is a good economic sign, but that also makes it more difficult for homebuyers to qualify for loans. The average loan-to-value ratio for potential borrowers increased slightly in the third quarter 2013, according to a recent report by LendingTree, an online mortgage and auto loan website. Loan-to-value ratio (or the amount that is loaned divided by the value of the asset being purchased) is a key qualifying factor for mortgages, so an increase puts more pressure on borrowers. That’s one reason cited for a 1.56-point decrease in Borrower Health Score to 79.94 this quarter, a number compiled by LendingTree (based on a 100-point scale) to measure the financial health of mortgageseekers in each state. This is a moderate decrease in borrower health, the report states, and Borrower Health Score is higher than the third quarter 2012. “As the market shifts from refinance activity to primarily purchase activity, it is likely that the pool of prospective borrowers is also shifting,â€? writes Megan Greuling, communications manager at LendingTree. Hawaii, Washington D.C., New Jersey, California and Massachusetts have the highest Borrower Health Scores. On the other hand, the average borrower in Mississippi, West Virginia, Kentucky, Alabama and Indiana are in the worst financial health. What’s my home value? Question: Tax assessors, home appraisers and real estate brokers all have valued our home differently. We were appraised for $350,000 last year, which was $110,000 lower than the assessed value for the same period. We’re wondering how a “true market� value can be determined fairly when the players use different rules. Is there a designated agency or government official to contact regarding this discrepancy? Answer: Here’s a quick rundown of the estimates you can receive for your property value:

• Appraisers provide an independent estimate of fair market value. For residential property, that value is largely determined by the comps (or comparable properties) used in the appraisal. If you

get two appraisals, you will likely get two different sets of comps and therefore differing valuations. Appraisers receive a fixed fee for their service, regardless of the value they determine. • Real estate brokers look at recent past sales, typically from local MLS systems. They offer a "broker price opinion" or "Comparative Market Analysis" (CMA). These are not appraisals, but rather an effort to establish the sale or purchase price for a given property as the representative of a buyer or seller. Again, differing comps will produce differing values.

• Assessments are efforts by local governments to determine the fair market value of a property. That valuation, multiplied by the tax rate, produces your property tax bill. While appraisals and CMAs rely on the latest market sales, that may not match up with assessments. In some jurisdictions, assessments are only updated every three years. Thus, it is possible to get an assessment that lags behind the market – whether the market is going up or down. The result is that assessments, CMAs and appraisals

are all likely to vary. There is no governmental agency to sort out which is better or worse. You're going to get different results depending on who you ask and when. It's not a system failure, it's just the result of different approaches to a complex question.
