According to RealtyTrac, real estate data provider, more than 70 percent of U.S. single-family homes were built before 1990. In a market where inventory is tight, older homes are popping up everywhere with for-sale signs. They are desirable for one big reason: They come with lower price tags.
This year, more than 60 percent of the homes sold in the U.S. were built before 1990. “The high percentage of homes that are at least 20 years old and likely in need of some major repairs is eyeopening,” says Jake Adger, chief economist at RealtyTrac says in a release. “However, given the low inventory of homes available for sale in today’s market, this challenge of aging U.S. housing supply can also be an opportunity for buyers looking for

a bargain and homeowners looking to update their living space and improve the value of their homes.” This year, homes built before 1990 sold at an average price of $233,221, according to RealtyTrac, compared to homes built after 1990, which sold at an average price of $256,292. The lower price point on older homes is not surprising given many are in need of some rehabilitation and are more likely to have maintenance issues, Adger says.

“This also presents an opportunity for buyers willing to take on that older inventory,” he says. “Those buyers can purchase at lower price points and face less competition from institutional investors.” But, older doesn’t always necessarily mean cheaper, says Walter Molony, spokesman for National Association of Realtors. “Well-maintained historic homes over time can command higher values,” Molony says. According to NAR statistics among the homes sold in 2012, two percent were built in 1911 or earlier, 17 percent between 1912 and 1959 and 23 percent were built between 1960 to 1985 and 22 percent between 1986 to 2000. Here are a few things to keep in mind while shopping for an older home: • Make informed decisions: Many fixer-uppers require a lot of work. A house built in the 1970s may not cater to the needs of a 2013 owner. “Don’t just think about purchase cost, but also additional costs you would have to incur to change the home to fit your lifestyle and desires,” says Daren Blomquist, vice president at RealtyTrac. • Hire a professional inspector: “All buyers, regardless of [if they’re buying] a new or old home, should have their contract conditioned on a satisfactory home inspection report,” Molony says. In the U.S., most states have a mandatory property disclosure law that requires
sellers to disclose material condition of a home in writing. But there are flaws that owners may not necessarily notice, such as water damage in the attic or termite activity, Molony says. So, hire a professional inspector. • Do your due diligence: Ensure the inspector your hire doesn’t work for a home remodeling company or have any conflicts of interest. Be present at the inspection so you can ask any questions and read the report carefully. “When buying a fixer-upper, go in with your eyes wide open,” Molony says. If you can, hire professionals for any renovation rather than doing it yourself and causing structural damage by accident. • Choose an experienced agent: A professional real estate agent is better equipped to be your advocate in the process, Blomquist says. Someone who is local will have a better understanding of the housing stock and common problems in the area. • Get assistance: Explore the possibilities of a 203k program offered by the Federal Housing Administration. The program allows individual buyers to roll in the cost of rehabilitating a home with the purchase price for one home loan. This makes it easier to stomach the high costs of renovation. “You can add up to $35,000 into your loan,” Blomquist says. “It’s one of the most exciting things for owner-occupant older properties.” © CTW Features

Or if they haven’t listed their homes yet, should they wait until after the first of the year? Maybe hold off until spring? Inventory tends to be tighter at holiday time, so it's a good time to list your home. Conventional wisdom used to be that you shouldn’t even try to sell your home during the busy holiday season. Potential home buyers were too preoccupied with attending parties, cooking meals, buy-
ing presents or planning vacations. With all that going on, there just wasn’t time to ride around with a real estate agent, looking at properties. But with the Internet, smart phones, tablets, and our always-on lifestyle, that conventional wisdom isn’t relevant any more. The reality is, the home buying season is now year-round. Here’s why you should consider listing your home during the holidays, or even in January. Today’s buyers never stop looking online Today, serious buyers are always looking – and the holidays are no exception. They
may check out the latest listings in a Zillow Mobile app before bed or while waiting for the kids’ school holiday show to start. Our hectic lifestyles also play a role. FHA in trouble? Question: Since the Federal Housing Administration has a $1.7 billion reserve shortage, does that mean FHA mortgages may no longer be available? Answer: As the non-partisan Congressional Budget Office explains, the answer is a flat "no." There are three reasons the FHA program will continue: First, the FHA is not out of money. It has $48 billion in cash on hand. It only has a "deficit" because of an accounting quirk created by Congress, which says it must

have a 2 percent reserve to account for possible losses during the next 30 years. The FHA had surpluses worth more than $20 billion between 2009 and 2012. It ap-
pears that the FHA will rack up another huge surplus this year. The problem is that losses from loans insured from 2000 through 2008 continue to plague the system. Second, for years on end the FHA made financial transfers to the government – and no one complained. As thenFHA Commissioner Brian Montgomery told US News & World Report in 2008, "We normally, at the end of the day, have a surplus that we then give to the U.S. Treasury." Third, the Department of Housing and Urban Develop-
ment and the FHA – as well as Fannie Mae and Freddie Mac ¬– are now collecting billions of dollars in settlements from lenders who sold loans that allegedly did not meet program standards and are one reason for massive losses. Look for more settlements to come. Fourth, if the FHA actually runs out of money the CBO says it will receive an "automatic infusion of funds from the general fund of the Treasury." This guarantee applies not only to the FHA but to all loan guarantees made by various federal agencies.
But don't worry – accounting experts say the FHA is expected to have a full 2-percent cash reserve by 2017. That's because old loans made between 2000 and 2008 are falling off the system, premium rates have gone up, lender suits are being settled, and mortgages insured since 2009 are profitable and create reserve surpluses. © CTW Features Email peter@ctwfeatures. com. Power to the Panels As the benefits outweigh the costs of residential solar panels, more homeowners and builders install solar arrays

That’s what advocates of residential solar power are hoping as they weigh factors like the lower cost of solar panels and the availability of tax breaks against the traditional arguments that have been holding back homeowners, like payback from the initial investment and the aesthetics of solar panels. But the scales are really tipping only in about a half dozen states. “The two main drivers are local retail electricity rates and state policies,” explains Tommy Cleveland of the North Carolina Solar Center at the North Carolina State University. In the solar sweet spots, like California, homebuilders are increasingly using solar. “Some municipalities are requiring 100 percent solar,” says Mark Stancroff, director
of CertainTeed Solar, based in Valley Forge, Pa. While economics is largely behind the uptick, the public is influenced by seeing new homes with solar panels, adds John Pinto of RealtyWorld-John V. Pinto & Associates, Napa, Calif. Just as many consumers were introduced to granite counters or first-floor master suites from touring model homes, seeing solar as a modern amenity can persuade buyers, he explains. Still, just a tiny fraction of residential electricity is currently generated from solar panels. If we’re seeing a tipping point, it’s probably pinpointed in certain locales. Power Play According to the Energy Information Administration, the charge for traditional power ranges between 11.4 cents and 33 cents a kilowatt-hour in California, New Jersey and New York, which
are among the high solar adoption states. For consumers, says Jim Petersen of solar roofing provider PetersenDean Inc., the solar decision involves pitting the estimated utility bills savings against the cost of installing the panels. The calculation also includes any federal tax incentives, says Sherri Shields of the University of Central Florida Solar Energy Center. She suggests the site Dsireusa. org for information on state and federal incentives. With typical solar panels – known as photovoltaic or PV – the installation costs roughly $5 per watt, Cleveland says. Since homes need anywhere from 1,000 to 10,000 watts, a homeowner could pay between $5,000 to $50,000 for a full solar array. Another factor is that the solar array may not generate enough power for the household, which means
that utility bills aren’t always completely eliminated. New and Improved In Concord, Mass., a new home community was designed with solar roofing and advertised “net zero” power use, meaning that the homes all generated as much power as they used. Those homes “sold for prices and at a pace well above comparable in the area,” says Donald Powers, partner at Union Studio, architects for the project. Buyers of newly constructed homes view solar as a plus, Petersen says. “They like getting a more energy efficient home, and sometimes the builder passes the tax credit through to them.” These aren’t the only ways to get in on the solar game. Lately, homeowners can enter into third-party agreements whereby a firm installs and maintains the PV system with the panels installed on a roof or on the property.
Appealing Aesthetics People who like a traditional-looking home may have been turned off by solar simply because of aesthetics, Powers says. Many predesigned sustainable homes had a modern or contemporary feel, so his firm came up with a solar design that is compatible with the classic New England look for the Concord, Mass., community. No matter the design of a home, “integrated” solar roofing is available, in which film solar “shingles” are seamlessly incorporated into shingles of the roof for minimal aesthetic impact. These systems cost “about 10 to 20 percent higher on a total installed cost basis,” says Stancroff of CertainTeed. But, he concludes: “Many customers are willing to pay the slight premium for the improved aesthetics. © CTW Features

Don’t want to be bothered during the holidays? List in January Admittedly, the thought of keeping the house clean, holding open houses, and vacating to accommodate last-minute showings during the holidays is a deal killer for some would-be sellers. If so, consider listing your property after New Year’s Day. Traditionally, not much inventory comes onto the market in January. It’s cold in most places, the leaves are off the trees and landscaping is dead. Many sellers wait until the spring instead, a more conventional time to sell. January inventory is still very tight. And yet, each January, buyers call up agents, wanting to get into the market. Often, new buyers – with their fresh New Year’s resolutions to stop wasting money on rent and buy a home – are ready to jump into the market as soon as possible. Some buyers are motivated to search
for a home in January because of year-end tax planning. Whatever the buyers’ motivation, for sellers it means one thing: Demand for homes can increase at a time when inventory is traditionally low. And that means if you’re ready to sell, you’ll have an even more “captive” audience during the holidays, all the way through January.
