Real estate forecast: Home prices will keep rising in Fort Collins, Loveland markets. Only 7 percent of new homes in the market are being sold for less than $199,000. A year ago, 16 percent of new home sales were in that price range. The biggest threat to home prices in Fort Collins includes rising interest rates, water rates and cost of materials, Holsapple said. “Long term rates will increase. The greatest threats are increasing costs that will decrease purchasing power,” he said. Other threats that could slow the market include a more sluggish job and income growth, consumer confidence that is already shaky given the government shutdown, uncertainty over the affordable care act and developers’ access to credit. “It will take a lot of credit and capital to get the next

A 2014 forecast of the residential and commercial real estate markets portends a difficult and expensive residential building market that will bring back the “drive till you qualify” mentality. Median home prices in Fort Collins are expected to rise to $308,000 while home sizes get smaller increasing the overall price per foot, said Eric Holsapple, executive director at the Everitt Real Estate Center at Colorado State University. Prices are rising at a rapid pace, said John Covert of Metrostudy, a national company that studies real estate
mercial markets are around the malls in Fort Collins and Longmont, both of which are being redeveloped. “The malls are huge for Fort Collins and Longmont,” Holsapple said. In Fort Collins, redevelopment of Foothills mall could bring some of the sales tax dollars that went south to Centerra back to Fort Collins. Because cities rely on the sales tax revenue generated by retail, they’re being aggressive in helping developers, he said. Both Twin Peaks Mall in Longmont and Foothills are getting a
boost from city government through their urban renewal authorities designed to eliminate blight. In the short term the market may readjust itself as some stores relocate to the malls. But in the long-term redevelopment will be a boon to the city, he said. For now, rents in office, retail and industrial buildings are not back to half of what pre-recession levels were, leaving a lot of room for improvement. Down payment rules Question: Where do we stand on down payments? Will government regulators require 20 percent down on all new mortgages or not? Answer: There's a lot of misinformation regarding down payment requirements, but rest assured, loans with less than 20 percent down are not being abandoned. Essentially there are two sets of rules developed by federal regulators to govern mortgage lending. The "qualified mortgage" or QM rules are designed to assure that borrowers have the ability to repay their loans and reduce lender risk in the marketplace. The "qualified residential mortgage" or QRM rules establish standards for loans to be sold in the secondary market to investors. Note that "portfolio" loans are kept by the lenders who originated them and not re-sold. The QM and QRM rules are intended to prevent another financial meltdown, another Wall Street bailout and another 7,000,000 foreclosures. Neither of the rules outright bans mortgages with less than 20 percent down, despite claims to the contrary by big banks and other lobbying groups. The fact is, banks have benefited from the new regulations even though not all the rules are yet in place. Figures from the Mortgage Bankers Association show that profits per loan rose from $917 in the quarter before the passage of Wall
