He has covered the railways since privatisation in the mid-1990s, writing regularly for newspapers and magazines including a fortnightly column in Rail magazine. He is also the author of several books on railway history, including Fire and Steam, a History of the Railways in Britain, and The Subterranean Railway: How the Underground Changed London. His latest book is Engines of War, an examination of the role played by the railways in military conflict.

eading might seem a strange place for one of the most costly station refurbishments ever undertaken in the UK. After all, it is not even a city, merely a town of less than a quarter of a million, and the cost of the scheme, at £850 million, is on a par with major London refurbishments, such as St Pancras and Blackfriars, and the Birmingham New Street remodelling, which is also under way. However, the scheme is far more than just a station refurbishment as Reading is a key point in the UK rail network. Bill Henry, the programme manager in charge of the scheme being undertaken by Network Rail, is in no doubt of its importance and reckons it is long overdue: “The layout of the tracks has not been changed since 1899. That causes all kinds of problems. It is not uncommon for people to sit for five or more minutes waiting for a freight train, which can be up to a kilometre long, to pass,” he said. Henry used to work for Bechtel when it was in charge of the massive £9 billion refurbishment of the West Coast Main Line, so he is no stranger to big schemes. And remember, at one point that megaproject’s costs were soaring upwards of £13 billion, so he also knows the importance of keeping a rein on expenditure. While the West Coast involved a whole line, the Reading project is also spread out, stretching five miles if all the various associated works are included. And there are lots of them, ranging from various bridge replacements to providing five new platforms, as well as building a new train depot, creating a superb new entrance on the north side of the station, replacing the passenger walkway over

The complicated procedure to get permmissions and to acquire the land took just 18 months, reportedly the quickest ever on record. the platforms with a much larger one with escalators, and lots of other minor works. Unlike many such big schemes, like HS2, the Reading redevelopment has attracted virtually no opposition. This meant that the complicated procedure to get permissions and to acquire the land, undertaken through a Transport & Works Act, took just 18 months, reportedly the quickest ever on record. That does not mean the process was simple: it required the acquisition of no fewer than 106 small plots of land but nevertheless attracted only two objections. One key factor has been the support of the local Reading council: “We’ve worked very closely with the local authority and that has made things much smoother,” says Henry. It is a vast project designed to cater for the expected doubling of passenger numbers by 2030 for a station that is at the heart of Britain’s Silicon Valley and the Thames Valley region. It must also provide extra capacity on the tracks as Reading has long been a bottleneck, being the point at which trains from Southampton heading north on the Oxford line conflict with all the trains on the east–west axis. By building a viaduct over the main lines, the freight services will be separated and capacity generally greatly increased. The extra platforms will help considerably, too. Traditionally, the old platform 4, now number 7, was where all the fast trains leaving London stopped, which meant it was very difficult to reduce the impact of any
delay. When the scheme is completed, two platforms will be available for trains coming out of the capital, making arrangements far more flexible. Originally, the scheme was not expected to be finished until April 2016 but now this has been brought forward by a year. This is a direct result of recommendations in the McNulty report on railway costs published last year. The report prompted the managers of the Reading scheme to re-examine all components of the project to see where it could be speeded up and costs reduced. The resulting changes are impressive: after a series of meetings with his project team, Henry managed to cut a year off the schedule, bringing forward delivery dates for all the main components except the increase in station capacity, the first key stage of the project. The project has been simplified, too, with key outputs reduced from more than 60 to just 19. Interestingly, it was the Indian conglomerate Tata which designed the project, while the main contractor for the work is a home-grown company, Costain. One key decision that was expected to generate large numbers of complaints passed off smoothly. When the new platform 4 was commissioned just after Christmas last year, the whole numbering system was changed. At King’s Cross, the fear of making this change, together with the expected cost, meant that there is now a platform 0, which has led to widespread confusion. In Reading, therefore, the Network Rail team bit the bullet and decided to get rid of the
old 4A and 4B numbering and provide an entirely new system. Thanks to an extensive publicity campaign, the change has been instigated with barely a murmur from the public. Remarkably, too, the various closures and timetable changes over Christmas resulted in no complaints. Henry puts that down to communication with the public, such as printing nearly 100,000 copies of a newsletter: “We’ve been very keen to make sure people know what’s happening. We are very proud of having had no complaints at all. It is a tremendous achievement,” he said. When it comes down to precise costs, however, the plain-speaking Henry stays surprisingly quiet. Asked if the speeding up of the project will lead to cost reductions, the reply is carefully framed: “Yes, there is contingency built into the project’s costs,” is all he will say. One suspects that ultimately the cost may indeed go down, but Henry wants to make sure that none of the available money is taken away while he might need it. There are still a lot of things that can go wrong when you are tampering with a railway first built in the 1830s. But its original designer, Brunel, would be pretty pleased to see how well the Great Western and the once tiny village station of Reading is doing today.

PASSENGERS SET TO BENEFIT AS TEN MORE STATIONS SECURE SHARE OF £100M IMPROVEMENT FUND

Robin Gisby, managing director, network operations at Network Rail, said: “This is a fantastic example of the rail industry, local authorities and other organisations working together to improve the passenger experience without increasing the burden on the taxpayer.
The long term downward trend in crime on Britain’s rail systems has continued with a 9.1% fall in notifiable crime in 2011/12, the eighth successive year crime has gone down.
“This third and final wave of successful bids means we have now allocated almost £100m towards projects which will improve passengers’ experience of travelling by rail and help us deliver a better value for money railway.”
Figures for 12 crime groups published by British Transport Police show that violent crime fell by 2.9%, whilst robberies were down 9.6% and vandalism (criminal damage) by 21.6%. Theft also fell, with theft of passengers’ property down 10.4% and theft of railway property down 12.8%.
Passengers are set to benefit from a further £15m of improvements to stations across England after the latest round of successful bids for rail industry funding has been announced. The 10 successful projects include new and extended car parks, station redevelopments and new retail space and will be delivered by Network Rail, train operating companies and other bidders in and around stations. The schemes form the third and final wave of successful bids for a £100m station improvement fund, launched in 2011 by Network Rail, the Department for Transport and the Association of Train Operating Companies (ATOC). To be eligible, proposals must have a benefit to passengers and also reduce the overall public subsidy for rail by generating a financial return to the Department for Transport.
In addition to the 10 projects announced in May, four further bids have had funding ring-fenced, pending clarification on certain aspects of the projects. Once funding for these bids has been finalised a decision will be taken by the panel on how to proceed with the fund’s remaining monies.
ORR DEMANDS BETTER PERFORMANCE FOR LONG DISTANCE RAIL PASSENGERS The Office of Rail Regulation (ORR) has told Network Rail to deliver better levels of punctuality for passengers on long distance train services, or face a substantial penalty. Following an extensive investigation, the rail regulator has instructed Network Rail to deliver plans agreed with train operators for better levels of punctuality on long distance services in 201213, and speed-up further improvements towards meeting its committed punctuality target of 92% in 2013-14. If the company fails to deliver the 2013-14 target it will face a substantial financial penalty. The size of any financial penalty will reflect the extent of Network Rail’s failure to meet the commitment, increasing by £1.5 million per 0.1 percentage point it drops below the 92% punctuality target. While passengers are experiencing good levels of punctuality by historical standards – currently 89.2% for long distance services - Network Rail committed to achieving more, and taxpayers and 6
customers have paid the company to deliver. ORR’s investigation showed that the company struggled to cope with the challenges of reaching its long distance punctuality target. The rail regulator, while recognising the impact of issues such as cable theft, concluded that many of the difficulties Network Rail has encountered, including problems with timetable planning and predicting and spotting equipment failures, are of the company’s own making. More trains are running on the network but the company could have done more to deal with the risks to performance. When ORR sets Network Rail’s funding for the next five year period (2014-2019), it will take into account failure to deliver the outputs for which the company was paid in the current

Nearly 50 people have been killed after taking shortcuts and trespassing across the railway tracks in the last year, according to Network Rail. To highlight this, it has teamed up with British and World 400m hurdles champion Dai Greene to warn young men about the dangers of taking a short cut across the tracks. Shockingly, 88% of accidental trespass fatalities in the last ten years were male with over a third aged 16-25. Dai appears in an online video, part of a new campaign launched called “Track Tests”. Dai is given a realistic but unusual running test – across the tracks – but it’s not as easy as it seems, even for a top athlete at the peak of his condition. It’s dark, there’s grease on the line, unexpected trip hazards and it’s raining. It aims to illustrate that if a fit, agile athlete used

Dai Greene explained why he was keen to get involved with this new campaign: “Day in day out, I train hard to make sure I am as quick as I can be. On the running track it’s important that my reactions are lightning fast but on the train track - during filming - that didn’t count for much. The experience has brought to life just how many dangers there are on the rail tracks – most of which I knew nothing about. I hope that this film really helps Network Rail to show people that taking the risk is never worth it.”

NETWORK RAIL AGREES MULTI-BILLION POUND CONTRACT FOR CROSSRAIL’S SURFACE WORKS Network Rail has agreed an anticipated final cost with Crossrail Limited, to deliver significant infrastructure enhancements on the rail network, to enable Crossrail services to operate to Maidenhead, Heathrow, Abbey Wood and Shenfield.
Simon Kirby, managing director, Network Rail Infrastructure Projects, said: “Network Rail’s combined roles of operating and upgrading the existing railway mean that we are uniquely placed to deliver the above ground elements of this world-class project. The work to be undertaken by Network Rail for Crossrail represents one of the largest commecrial contracts in Network Rail’s ten-year history, and marks a further significant milestone in the delivery of the Crossrail project. Network Rail will deliver the works within the £2.3bn funding available. Network Rail is responsible for the elements of the Crossrail project which are above ground and contained within the existing network. This includes modifications at 28 surface stations, provision of power for the new rolling stock including overhead lines, and the building of a new, larger flyover at Stockley in Hillingdon to enable Crossrail services to operate to Heathrow.

PASSENGERS VIEWS SOUGHT ON NEW RAIL FRANCHISE FOR LONDON AND THE SOUTH Passengers across London, the South East, Sussex and the South Coast are being asked for their views to help shape a major new franchise for train services across their area, Rail Minister Theresa Villiers has announced.
The consultation launched gives local communities across the areas covered by the new franchise a chance to say what train services they would like to see run by the winning operator. It also asks the views of potential bidders on how they will improve the experience of passengers.
“This new franchise will be a key part of public transport in London and the South of England. Before we set the terms of the franchise and choose who will operate it, we want to hear a wide range of views on the services passengers want.
September 2013 and run for a minimum of seven years. The consultation commenced on 31 May 2012 and closes on 23 August 2012.
“We are also seeking views on how to maximise the benefits of the Thameslink upgrade and how they should be shared between different communities along the line. “This consultation outlines a number of standards we expect any new operator to deliver as a matter of course, including improvements to stations, better ticket-buying facilities and passenger information and good levels of punctuality. But we also want passengers, and anyone else with an interest in improving the railways, to tell us about other ways in which they think services could be better.”

The franchise is expected to cover most of the existing First Capital Connect franchise, including the Thameslink line which is undergoing a £6 billion upgrade. Services currently run by Southern will be added to the new combined franchise from 2015. This would see a single train operator to take responsibility for all rail services from Brighton to King’s Lynn and Southampton to Ashford with London at the heart, creating the largest franchise in the UK rail market.

FRANCHISE CONTINUATION FOR NORTHERN RAIL Northern Rail has welcomed news that the Department for Transport (DfT) has granted a continuation of its Northern Franchise. This means Northern will continue to operate local and regional rail services across the north of England until 1 April 2014. Since its franchise began Northern has: • Delivered a more punctual and reliable railway; increasing the number of trains arriving on time from 83.7% to 91.9%, • Attracted 40% growth in passenger demand and worked with industry partners to introduce more carriages to ease overcrowding, • Against a specification of a ‘no growth, no investment’ franchise, Northern’s stakeholders and shareholders, Serco and Abellio, have invested over £130million to make things better. This includes additional carriages, new stations, improvements to existing station facilities and employee accommodation. Ian Bevan Managing Director, Northern Rail said: “We’ll be improving the ticket office, waiting rooms and toilet facilities at a number of stations. We’re also working with partners to install more customer information screens (CIS) at stations, making sure passengers get accurate information about how their train is running.” Northern’s franchise was originally due to end on 15 September 2013, after it had already secured a twoyear extension in 2010 for improving the punctuality and reliability of its services. The Franchise Agreement contained a clause for the DfT to grant a franchise continuation of up to seven reporting periods, which it has chosen to do.

RAIL FUTURE IN YORK ASSURED Important plans which cement York’s future as a railway city have been given the go ahead by the city council. Network Rail will develop a new rail operating centre and workforce development centre on land close to York station. Phil Verster, Route Managing Director for Network Rail’s London North Eastern (LNE) route, said: “This decision is great news for York and the railway. These operating and training facilities will allow us to deliver a modern, efficient railway while at the same time maintaining York’s position as a proud rail city. The centres will retain jobs in the city and, over time, see all of our rail operations for the LNE route consolidated on this site.” “The operating centre is the largest of just 14 proposed centres across Britain and will bring the expertise and technology we need to operate the route into a single location. Meanwhile the investment in modern training facilities will make sure our rail employees remain among the best in the world. “As well as bringing future employment benefits which are vital for economic growth and prosperity in York, we hope that the location of these new facilities, on the edge of the York Central development site, could act as a catalyst for further investment in the area.” The intention is that the rail operating centre (ROC) will eventually control all rail operations on the east coast. The workforce development centre will consolidate training services already provided to rail employees at a number of locations around the route into a single, purpose-built facility. ON THE RIGHT TRACK FOR A POSITIVE FUTURE RailCONNECT speaks to some of the chosen few who have been selected to take part in the Track and Train work placement scheme, to find out how they managed to stand out against the 2514 other applicants and how the whole scheme works.
L
ast year, Sir Roy McNulty highlighted the lack of industry leadership in his ‘Rail Value for Money’ study. This resulted with the Chief Executives of the owning groups, who operate the passenger franchises within the rail industry, to form the Rail Delivery Group (RDG) with the intention of providing a platform for delivering change. They saw that developing skills for railway staff as crucial and supported the creation of a cross industry graduate programme. And so it was that Track & Train work experience programme came into being, spearheaded by Network Rail. The programme allows for up to 100 unemployed or underemployed graduates to be offered a place who, two years since graduation, haven’t had the opportunity to secure themselves a graduate level position. Jon Turton, one of the selected candidates currently taking part in the Track & Train scheme, describes the difficulty that so many graduates face after leaving university, ‘I went into my chosen degree area and worked in finance for 6 months, but I realised it wasn’t for me. So I quit that and sought something that I’d not only enjoy but I’d do well at. So I spent the following 8 months working as a waiter, applying for graduate schemes, until I found Track and Train.’

TRACK & TRAIN What is Track & Train? Track & Train is an 18 month work experience programme, giving individuals the opportunity to have three separate six month placements in different parts of the industry, to build cross industry knowledge and a whole industry view. The scheme was put together relatively quickly, from a standing start in October 2011, to the scheme’s launch on 1st April 2012. There was nothing existing that could be replicated so everything had to be created from new, including inventing an identity, which didn’t interfere with any other rail company’s recruitment brand, building a website and creating the infrastructure to support the programme.
Partners In order for this to work, it was essential to get the buy in from other rail industry partners to provide meaningful placements for the candidates. For the first round of placements, Track & Train had the support of 28 partners and more are likely to come on stream for the second round. As a new programme, its ambition has surprised some, although it is generally acknowledged that the industry needed to do something like this. Having a series of placements gives a broader opportunity to try things out, which would be more difficult in a permanent role. As Jon explains, ‘Track & Train is a very unique scheme; it certainly ticked a lot of the boxes I was looking for. For example, you can move anywhere within the company, so you are not confined to just one job.’ It also allows individuals to see what they like doing and what they might want to do in the future, which helps create a more targeted approach to career development if they decide to stay within the industry. Another candidate on the scheme, Jonathan Brown, intends to take what he has learnt during the scheme to continue within the industry, ‘I’d like to enhance my teamwork skills and build an in-depth knowledge of Network Rail, so that after the 18 months, I can look at the sectors I’d like to go into and be able to bring my knowledge from the various areas I’ve already experienced, in order to make me a stronger candidate.’

TRACK & TRAIN Response There was a huge response to the attraction campaign and 2514 applications were received over 17 days in January. The partnership with Job Centre Plus netted 25% of all applications, with an excellent translation into getting places on the programme. 283 people were invited to eight assessment centres and seeing a maximum of 40 people per day, in a space of two weeks, was a master class in planning and organisation. ‘The first application stage was an online assessment form, which was fairly long and thorough,’ describes Jonathan. ‘This was followed by psychometric testing which I found particularly difficult and finally an assessment day in Birmingham; in which we had to give a five minute presentation and go on to be observed in a group task.’ Following the application process, a total of 94 offers were made and 85 people accepted, starting the programme on 1st April.
Induction As a marker of the importance to the industry this programme has, the Secretary of State for Transport, Justine Greening, visited the programme on the second day, spending time with individuals and the group as a whole. At the event Ms Greening said, ‘This scheme is really great news for the next generation of men and, I’m pleased to say, women who will be leading and transforming the industry for years to come.’ Traditionally, the rail industry has struggled to attract great numbers of talented women, with perceptions that it is an old fashioned, heavy sector, but 30 per cent of Track and Train’s new recruits are female.

Ms Greening went on to say, ‘More and more graduates are realising that the railways can provide dynamic, fulfilling jobs at a time of not only unprecedented investment in our existing networks, but as we also embark on the creation of a truly national high speed railway network.’ From the individuals perspective it allows them to get crucial work experience to add to their CV and build their employability skills for the future. Jonathan agrees, ‘Being put into a real team environment has given me invaluable experience which I will be able to take away with me. I’m also learning a lot of technical things which I wasn’t expecting to be doing, but it has given me scope and knowledge that I can definitely use in the future.’
Standing out So what does it take for a graduate to get onto such a popular scheme? As a successful candidate, Jonathan believes ‘the group task is probably the best time to stand out. I tried to put my personality across and combine that with what they had told us they were looking for in a candidate. So it was about balance; not keeping quiet but also not dominating conversation. It was all about teamwork rather than actual leadership and getting on with the team.’ Alongside the placements, additional coaching and mentoring classes are provided at Network Rail’s development centre where those on the scheme will receive advice on how to present a great CV, improve interview techniques and work on presentation skills. So when we asked both candidates if they would recommend the scheme to other graduates, they gave a glowing response, ‘It’s a great scheme and they should definitely apply,’ says Jon, ‘it’s putting graduates in a unique position within the industry.’ And as Jonathan explains, there are difficulties but overall the scheme is certainly a worthwhile challenge, ‘Learning the technical side of things is probably the most difficult part, but I’m taking baby steps at the moment and learning a bit more each day, but I know that when I get to the end, I will look back on what I have learnt and I will be proud.’ 20

I
t’s a tough target. The rail industry collectively has to cut its costs by £3.5bn, about 30 per cent of its total expenditure, by the end of the decade, according to the Command Paper issued by the Government in March. It is based on the notion that the British rail industry is less efficient than its counterparts in Europe, but there are widespread doubts among rail managers that this is necessarily the case and that the targets are therefore achievable. The target divides neatly into two, with half supposed to come from Network Rail, and the rest from other parts of the industry. Let’s look at Network Rail first where the pressure is really on. Sir David Higgins, its chief executive, who has just passed the one-year mark in the job, is under no illusions, suggesting, with a hint of irony, that the target is clear: “I’m starting to understand what the themes are. The most obvious is that every year demand goes up by 5 per cent, yet at the same time we have to take our costs down by 5 per cent.” Put like that, it does seem almost impossible. The Office of Rail Regulation (ORR), which determines the efficiency of Network Rail, will have its job cut out to ensure that Network Rail is meeting its targets. It is difficult not to have some sympathy for Sir David, given the increase in the number of trains. Moreover, much of Network Rail’s spending is fixed and cannot be reduced. For example, the latest accounts show that £1.5 billion of Network Rail’s total spending of £5.8 billion came from ‘financing costs’, in other words servicing its £22 billion debt which cannot be reduced. Another £1.6 billion is amortisation of its capital expenditure, again impossible to reduce. Therefore the savings in the next Control Period, from 2014 to 2019, will have to come out of the rest of the budget, for maintenance and operational expenditure, and that will indeed be a tall order. The age of the asset base makes it very challenging to save on maintenance, given the need to keep a permanent eye on major parts of the network, such as bridges and embankments. Another problem is that it is difficult to sort out cutbacks in spending from efficiency savings. This conundrum has dogged attempts to regulate the industry and indeed the latest monitoring assessment of Network Rail’s
efficiency, published last autumn, shows a reduction in spending on both maintenance and enhancements. The ORR issued a warning at the time, saying that Network Rail had to make sure that reductions in spending represented efficiencies and not cuts: “If Network Rail cannot robustly show that the efficiency it is claiming is genuine … then we cannot accept that an underspend is efficient. Therefore, it is very important that Network Rail has robust systems and processes in place to identify efficiencies.” Discussions between the ORR and Network Rail over what can count as genuine savings are likely, therefore, to be fairly heated. The rest of the savings have to come out of the running of the railway, divided between the rolling stock companies and the train operators’ operations. There are no obvious easy gains. Currently, the rolling stock

The Command Paper suggests the Government is ‘not yet persuaded’ that rolling stock companies are doing enough to make savings, but does not highlight a way that these savings can be achieved. The rest of the savings will have to come from operators. However, here again, it is difficult to see a way forward for the level of savings expected to be made. Indeed, a surprising aspect of the Command Paper was that the long-expected franchise reform strategy did not appear. In fact, there are now no plans to publish any further changes to government policy on franchising. In effect, the commitment to longer-term franchises has already been made, though there is an element of horses for courses, which means that deals may depend on external factors, such as the impact of HS2. The cap and collar system of risk sharing that has been used since the days when Alistair Darling was Transport Secretary, however,
is to be replaced with a measure that tries to balance out unexpected changes in the economy so that franchisees neither gain nor lose. The franchising system, though, is complex and while the Department for Transport hopes savings will be made through the process, the private operators may not play ball and could be wary of trying to undercut each other if they are then locked into such long franchises. The Command Paper is full of vague statements such as ‘the areas for savings will vary by franchise and train operators are better placed than Government to determine how detailed savings should be made’, but again, it is short on specifics. Overall, therefore, the rail industry, which is enjoying a boom both in usage and in investment, may find it will face a much harder climate in the second half of the current decade than it has enjoyed in the first.

DERBY STILL AT THE RACES
Bomabardier might have bombed but there’s still RVEL - a shining example of the industry at its best.
T
he recent fears that Bombardier, the last UK-based train manufacturer, would have to close its doors put the spotlight on Derby as the centre of the UK rail industry. Indeed, while the closure of Bombardier’s factory would be a setback for British manufacturing, there is more to the rail industry in Derby than Bombardier.

Derby used to house British Rail’s research unit and since its break-up and privatisation many rail-based companies have sprung up on the site which it used to occupy. According to the Derby & Derbyshire Rail Forum, a local pressure group for the industry, about 25,000 people are employed in rail-dependent businesses across the East Midlands, contributing some £2.6 billion to the local economy. One such example is Railway Vehicle Engineering Limited, created five years ago to focus on the maintenance of a wide variety of rolling stock and locomotives and with an expanding set of maintenance facilities on the old research unit site right next to the main line. It is the sort of company that the public will never hear about, but which is absolutely vital to the continued safe and efficient running of the rail network. Since being formed, it has expanded from 22 to more than 80 employees and the firm is always on the outlook for further expansion possibilities. In the beginning, RVEL’s biggest contract, forming the major part of its work, was the maintenance of the fleet of vehicles used by Network Rail to monitor the state of the infrastructure. This is a remarkably mixed bag of locomotives, old multiple units – several are more than 50 years old and one coach was built in 1955 – and specially built vehicles that travel around the whole network checking for track and rail defects. To ensure that they are always operational, RVEL has a mobile team of technicians ready to travel anywhere on the network to effect emergency repairs. 24

This 50-strong fleet of vehicles, painted in Network Rail’s colour of bright yellow, are remarkably diverse. They tend to be stacked full of computer equipment inside, all flashing LEDs and clicking noises, but also have beds and catering facilities as many of the engineers who work on them spend days or even weeks at a time as they patrol remote parts of the network. Keeping such a strange and diverse collection of vehicles maintained is no easy task. Visiting RVEL’s depot is both a trip down memory lane – an old trainspotters’ nirvana as various old diesel locomotives and even a stripped-down shunter are being worked on – and also a testimony to the sophistication of today’s railway given the

huge amount of the most modern measuring equipment kept in these ageing vehicles. This fleet has been greatly extended since the 2000 Hatfield train disaster, which was caused by a track defect known as Gauge Corner Cracking. There are now three Ultrasonic Test Trains, rather than just the one there was at the time of the disaster, and they are able to detect any defect that would cause the a rail break and the consequent accident. The widespread anger from passengers and politicians generated by the near paralysis of the railway system in the old third rail Southern Region network, after the heavy snowfalls of the bitter winter of 2010/11, afforded RVEL its biggest opportunity for expansion. Network Rail immediately let a contract for the construction of half a dozen snow and ice treatment trains, three of which include snow ploughs – and RVEL was able to beat off competition from much bigger rivals for the provision of this new fleet. These trains are rather like wartime armoured trains, with a flat wagon at the front with a snowplough, followed by a diesel locomotive and then another flat wagon carrying equipment to enable the conductor rail to be sprayed with a special chemical to prevent a layer of ice forming. Again, old rolling stock, in the form of flat freight wagons are being
used, but in the workshop you cannot tell as they are thoroughly cleaned and coated in shiny new black paint. Andy Lynch, RVEL’s managing director, says: “These have been extensively refurbished, but it still comes out cheaper than buying new stock to convert for what is a very specialised use.” He asks me how much I think the steel used to reinforce the flat wagon with the snow plough weighs. I guess six tonnes but he tells me, “It’s 22 to ensure that it can get through even very heavy drifts”. Indeed, it looks powerful enough to work in Alaska or Siberia, let alone Kent and Surrey. Lynch is delighted with the company’s progress: “We started off in a small way and people have been surprised that we have been able to expand and win contracts against the big boys.” He sees the company’s location in Derby as important: “Having lots of firms in the industry around us is important. Derby has a tradition of having a very skilled workforce.” With firms like RVEL flourishing, the future of the area as a rail centre is assured even if Bombardier fails to gain any further long term contracts.

ON YOUR MARKS, GET SET… TICKETS PLEASE London 2012 will be the first ever all-public-transport Games and keeping everyone moving is a massive undertaking, as a visit to the control centre shows. “Rail will be the principal method of getting to the Olympic sites”, according to Mark Evers, the man at Transport for London (TfL) responsible for transport for the Olympic Games. The question on everyone’s mind is, of course, will London and, in particular, its various train services cope? There are, in fact, two challenges facing TfL during the Olympics. First, the obvious one of taking all the spectators efficiently to and from the venues, and secondly, ensuring that London keeps moving and functioning during the Games. While it is not possible to rule out the prospect of major problems, especially caused by unforeseen events – person under train, burst water mains, security alerts and the like – no one will be able to accuse TfL of not making sufficient preparations for the event. Evers shows me around the control centre that will co-ordinate response to any unexpected incident or delay, and there are more than 50 desks, representing a dozen or more organisations ranging from police to the Highways Agency. “Each of the people representing the various organisations will have rapid access to their own control centre, ensuring that there can be an integrated response to any unexpected event,” he says. 26
The example showing on the whiteboard is a burst water main in Marble Arch, something that would create instant chaos. A mere rapid run-through of TfL’s presentation on its preparations took nearly two hours by Evers, and that included rushing through whole sections of the work. The scale of the event is such that Evers says there is no doubt that: “It is Britain’s largest peacetime logistical exercise”, with nine million spectators during the 17 days, starting with the opening ceremony on July 27, as well as a further two million during the Paralympics in September. It is of course the Underground that will bear the brunt of the load, though the role of the National Rail network should not be overlooked since Stratford, the station for the Olympics site, is blessed with numerous rail services as well as two Dockland Light Railway (DLR) lines and two Tube lines. It has been extended and redesigned for the Games and has been connected to Stratford International, which will be the station for the Javelin services from St Pancras, by an extension of the DLR. This will operate on the high speed line out of St Pancras as a shuttle service running to Ebbsfleet in Kent, with a capacity of about 14,000 people an hour. However, TfL does not
want everyone to head to St Pancras to get on a Javelin, as this will cause overloading, and the travel finder on the Games website does not necessarily suggest this as the best way, routing people onto the Jubilee line or other alternatives instead. This demonstrates just how careful TfL has to be not to create unnecessary bottlenecks when dealing with crowds of people new to the system. Of course, Stratford is not the only venue. Others in London include Wembley, Wimbledon and, most troublesome, the centre, where, for example, there will be the strange sight of beach volleyball on Horse Guards Parade. There will, too, be huge screens in Hyde Park showing events and other entertainment. Outside London, sites such as Weymouth, Lee Valley and various football grounds will also feature, but here the crowds will be of manageable proportion. London, though, is the key. The Olympic Delivery Authority has provided £300 million towards the improvements in transport but in truth, one of the reasons why London – and Stratford in particular – was chosen for the Games is that it was already so well connected by rail. There was, in fact, massive investment scheduled or already delivered

Consequently, these are, according to Evers, the first “all public transport Games since there will be no parking at the event sites except for blue badge [disabled] drivers”. Ebbsfleet, however, served by the Javelin shuttle, has massive parking facilities and will therefore be particularly handy for park and ride. All spectators get free travel – though strangely with a paper Travelcard rather than the easier-to-use Oyster card – sent when they receive their tickets. The question is, however, will it all work. “Every day is different,” stresses Evers,

and consequently TfL has produced tables showing the likely times with excess demand for every affected station on each day of the Games. They are rather frightening, as they show in red the times when it is expected that it will take “longer than 30 minutes to board a service”. And there is no shortage of red on many of these maps. Bank, for example, shows red between 16.00 and 20.00 hours for virtually every week day during the whole period of the Games. The worst, though, is London Bridge, where there is red both in the mornings and evenings, and plenty of yellow, indicating up to a 30-minute delay. Here the crucial “demand management” factor comes into play. TfL is launching a massive publicity campaign, targeted at both businesses and the general public, to “reduce, reroute, retime and remode” in order to avoid the blackspots. This, it is hoped, will cut the number of such logjams to a minimum, and the maps produced taking into account these reductions have very few red blocks. The worst station, the one to avoid, remains London Bridge, but most Jubilee line stations
still have some red on them even after the reductions. Evers is confident that the reduction will take place: “It is consistent with what has happened at other major events,” he says. As for the non-Games traffic on the railways, most will keep moving as normal. TfL reckons that two-thirds of Tube stations will be unaffected, but that leaves a third that will. Moreover, as most journeys start, end or go through central London, it is expected that two-thirds of trips will be affected. This publicity campaign must work to ensure that London keeps moving and that the train network is not brought to a halt by overcrowding. There is just a hint of suspicion, however, that there is some element of “crying wolf” so that if the Games pass off well, TfL will get lots of credit, whereas if there are wellpublicised transport disasters, the organisation will be able to claim that its warnings were not heeded. Either way, it is clear that Evers and his team will get precious little rest during the Games. Words: Christian Wolmar

PLACING AFFORDABILITY AND CHOICE AT THE HEART OF FUTURE TICKETING IN THE RAIL INDUSTRY I
n March, the Department for Transport launched a consultation on fares policy. Buried within the wide ranging document is a consolidated view of current rail ticket sales by channel. Demonstrating that over 50% of tickets by volume are sold through person to person transactions, it provides a clear illustration on the rail industry’s reliance on ‘old technology’ for retail and distribution. The rail industry is clearly underperforming the rest of the transport sector in moving to online sales channels. Across the airline industry, for example, SITA report that 81% of tickets were fulfilled as e-tickets in 2008, and the dependence of low cost carriers on the internet is well documented – over 99% of Ryanair tickets are now sold online. There are three major reasons why the rail industry must embrace change and accelerate the take up of new ticketing technology: Cost, Product Range and Customer Requirements. 28
Cost As identified in the McNulty Report, the current ticketing and retail system is one that the rail industry can ill afford and which does it no service. The arguments for staffing stations are well rehearsed, but perhaps the key conclusion from McNulty in this area was that ‘passenger security is not necessarily enhanced by the presence of a person in a ticket office’. If on station sales are more expensive, can be better accommodated by technology and the customer experience can be improved by redeploying these staff, then the case for moving ticket sales away from the ticket office is compelling.
Products The core rail product set requires innovation if the railway is to be affordable. Most notably, there is a requirement to spread demand across the morning peak, and address crowding by shifting the demand
to fully exploit existing capacity rather than depending on costly expansion. Whilst there have been experiments with ‘early-bird’ tickets with existing technology, the dynamic pricing required for effective, demand management based pricing, requires a shift to new technology.
Consumer Choice Rail passengers may not be using technology to buy their tickets (Figure 1) but they are using it to access information. As shown in Figure 2, the Internet has become the dominant method of accessing information about rail travel, accounting for 82% of inquiries in the first three quarters of 2011. The plethora of smartphone apps and PDAs currently available on the market account for another 14%. If over 95% of enquiries are made online, then it is reasonable to expect that there are opportunities to sell a similar percentage of tickets in this way, if an appropriate fulfilment mechanism can be found.

At present, the rail industry is not short of potential candidates to provide the next generation of ticketing technologies. One could make a coherent case for smartcards (ITSO, EMV or neither), barcodes (print at home or mobile) or NFC mobiles as the ticket media of the future, with pre or post payment or capped maximum fares as the future ticketing structure. The arguments for and against all are well rehearsed. The range of potential options presents a risk of paralysis in finding a solution in which: • Operators, concerned by the ongoing ‘Betamax’ risk of investing in the wrong technology, do nothing. • Consumer groups, worried about passengers being bombarded with too much choice or an array of competing solutions, lobby against change.

• The government, concerned to protect the interoperability in rail ticketing, promote rail-bus integration and protect consumers, is forced into an uncomfortable role as technology specifier. • Private sector partners, frustrated by the delay, move into other sectors, taking their investment and innovation with them.
Maximising consumer choice So there is a risk that, in trying to find the perfect solution that fits all passengers on all journeys at all times, the industry gets none. Perhaps, then, the best solution does not fit the whole rail industry. Potentially, a number of different technologies offer the best solution for different journeys and user groups. Consider as an example the relative penetration of smartphones across different age groups and rail users (See Figure 3). In the 18-19 age group, over 60% of people own smartphones. However, in 60-64 year old demographic, that falls to c.15%. Conversely, credit card penetration in the older of those demographics is more than double the 18-19 year old age group. Why should both user groups be required to use the same solution on the railway when there are clear differences in their revealed preference and existing technology?

Similarly, why should one buy a £10,000 season ticket, a £300 standard open return or a £3 local ticket in the same way? They are used by different people, at different times and often on different services. Both consumers and operators should be trusted to understand the need for multiple technologies and to choose that which serves them best as individuals. There is a risk that embracing different solutions for different customer segments and different journey types may create some fissure in the industry. Maybe one will not be able to make the elusive journey between Lands End and John O’Groats on a single ticket anymore. But how many people actually make such long multi-operator journeys? And should the requirement of these small number of journeys act as a barrier to local innovation or justify the complexity and expense of the current ticketing system?

afety has always been our top priority at Tube Lines. We work hard to ensure that we maintain our safety record and continually look to improve. An important part of the way we achieve this is through training.
The school covers approximately 250m2 and provides a controlled environment where we can train people in hazard recognition and management.
In 2007, we opened our state-of-the-art competence centre at Stratford. The aim of the centre is to deliver all of the necessary courses for anyone wanting to work anywhere on the London Underground network. We have 18 high-tech classrooms and a skills area that replicates all of the assets across the network, as well as track circuit layouts. We replicate both tunnel and open line sections of the network so that trainees can develop a thorough understanding of all of the environments we work in.
Following the successful implementation of the training centre, we reviewed the incidents that were occurring and looked for trends. It quickly became clear that we needed to focus on hazards found either on the permanent way (track) or on construction sites. To address these incidents we built a construction site ‘hazard school’, which displayed over 50 different hazards that could be found in a construction environment.
Training Services and Competence Manager Steve Norris is very proud of the centre and its achievements: ‘The quality of the training we provide to our internal employees – and the wider supply chain – is second to none. Everyone has a responsibility to ensure we work safely and the centre provides a ‘one stop shop’ for all training needs, making it easier for all of our employees and supply chain to ensure they’re safe to work on the Underground.’

We then replicated this format for the permanent way hazard school. The school covers approximately 250m2 and provides a controlled environment where we can train people in hazard recognition and management. A section of track replicates multiple dangers ranging from simple trip hazards and untidy housekeeping, through to environmental infringements and security breaches. The school replicates realistic situations based on experience and data that is made available by the Health, Safety and Environment team. The permanent way hazard school is mandatory for any operator wanting to work in the track environment, so we can guarantee that everyone working on the Underground track is trained to the same high standard in safety. Most recently we’ve introduced LUCAS, a flexible, online, training booking and management system. It’s now easier for our clients to book whatever training they need from us online, at their convenience. Customers pay online and can also make changes to their bookings without needing to pick up the phone. All course availability is updated 24/7 so our clients know they can book the latest training with confidence.
We’re also using the LUCAS card – a smartcard for all engineering and construction workers. Not only does the smartcard replace numerous entry permits and access cards, it also holds valuable extra information about any qualifications the individual may have that are relevant. ‘LUCAS helps us to streamline our processes,’ explains Steve. ‘The LUCAS card is an ID card, an access card and an entry permit – all in one. Over time we want to move to a system which will only require our workforce to bring their LUCAS card with them when they report for work.’ ‘It is much more practical for employees as they’ll no longer have to bring numerous cards and forms of identification with them. It will also make it easier for us to ensure our work sites stay as safe as possible, by making sure that only the workers with the right skills and competence to perform the job required, are allowed on site.’ At Tube Lines we are constantly looking for new ways to ensure we deliver the very best in training on the rail network. It’s an exciting time to be working on the Underground in particular and we will continue to innovate and ensure we deliver first class training to everyone who works on our network.

e are now beginning to get a clearer picture of the new deal for stations.
As part of the ongoing competition for the Intercity West Coast Franchise, the Department for Transport (DfT) has indicated that Network Rail will let the stations to the new West Coast operator on 99 year full repairing leases. The following is based on the publicly available documentation for this franchise competition. It is likely that the West Coast structure will be the template for future franchise competitions.
The Station Lease Under 99 year leases the West Coast train operator will assume full maintenance and repair responsibilities. However, the changes are not confined to the lease and station access conditions.
The Station Licence The station licence granted by the Office of Rail Regulation (ORR) requires the operator to operate, maintain and improve any station operated by it. The Station Asset Management Policy and Plan (The SAMP) will be the mechanism for monitoring and enforcing this duty.
The SAMP is prepared by the operator and sets out how the operator will comply with its duty under the station licence. It is assessed by the DfT and the ORR as part of the franchise competition and is ultimately annexed to the station licence.

What brought you into the industry/your position? With the job of building the Olympic Park and venues all but done, I was thinking about what my next challenge might be, when I was approach by the Network Rail chairman about taking on the role of running the company. I was already a non-exec director at the company and thus have a very good insight into the complexity and issues it was dealing with. After talking it through carefully with a number of well placed people - it’s not a job you take on lightly - I jumped in.

DAVID HIGGINS What developments do you expect to see in the next 5 years at Network Rail? We have seen, and continue to see, a massive increase in growth and demand for rail over the past decade - 40% on average - and over the last year that demand has been even greater, running at between 6-7%. Growing the railway - adding capacity, while delivering a better performing and better value for money railway, are our focus and will continue to be. But we are approaching a point where our railways, on certain routes, at certain times of the day, are completely full. We have to consider the tough choices and trade-offs that will need to be made between capacity, performance and growth - it is no longer possible to have all three, the railway is just too busy. On the ground, people will start to see the benefits of the big investment that’s gone into our railway in recent years. The new King’s Cross station has been opened to universal acclaim. Not far behind will be a re-built London Farringdon and Blackfriars stations and by 2018 we’ll see London Bridge station re-built, the £6bn Thameslink project completed, Crossrail done and hopefully work on HS2 underway. It’s busy and exciting times on Britain’s railways.

What law/legislation would you like to see introduced? New and much tighter legislation around scrap metal dealing. Cable theft (copper cable) cost us almost £20m last year as well as untold misery for millions of rail passengers. We are working hard with the police and other key infrastructure providers (BT, Eon) to make it more difficult to steal our cable, such as forensic spraying and

SAFE BY CHOICE: A MINDSET, NOT AN INITIATIVE Steve Wiskin

G
enerally speaking, initiatives are designed to solve a problem in the short term and then they disappear. Considering how important safety is, when Atkins developed the Safe by Choice programme (SbC), it was conceived, not as a short-term solution, but as a way to change people’s behaviour so that safety would be at the forefront of people’s minds. While it has been a challenge, four years on SbC has proven to be successful, not just in Atkins, but the wider industry as well. So how did we make safety a mindset?
While it has been a challenge, four years on SbC has proven to be successful, not just in Atkins, but the wider industry as well. What is SbC? SbC is a behavioural based programme which challenges staff’s actions to reduce the chance of accidents occurring. The aim for Atkins was to create a safer working environment, the ultimate goal to embed a ‘do something’ attitude or, as we like to call it, being Safe by Choice. The programme works by giving staff a ‘tool kit’ to challenge unsafe acts effectively, so that they take ownership and responsibility for not only their own safety, but the safety of those around them. 36

STEVE WISKIN Making SbC a sustainable idea. We initially delivered the SbC programme to Atkins’ UK rail business. To ensure buy-in from all levels, a series of workshops were developed and rolled out to everyone from site operatives to our leadership team, so that everyone could play their part. It was important that everyone was on board so that a real cultural change could happen. While each workshop differs, the core

emphasis of all four are the same; bringing about a ‘safety first’ philosophy. During these workshops, we actively challenge the reasons why unsafe choices are made, by exploring why people take short cuts or risks at work. We have found that this is much more effective than just telling staff to be safe. The workshops cover Safety Leadership, Key Influencers, Developing Influence and SbC Overview. Of course workshops were just one part of our strategy. To reinforce the SbC message and to maintain awareness of the programme, we undertook an internal communications campaign, which included comic strip style posters and emails highlighting everyday choices about safety, such as wearing high visibility clothing. Our safety programme has also been further reinforced by the introduction of job descriptions which give ownership and responsibility to our key influencers across the business. This enables them to consistently raise awareness of any potential dangers in the workplace and report accordingly.
Safety is a choice. The SbC programme has proven to be very successful, with a major increase in the number of close calls being reported in the business since the programme began in 2007/2008. A close call is an unplanned event that did not result in injury, illness or damage – but had potential to do so. This increase in close call reporting indicates that the 2000 staff and contractors who we have delivered this programme to so far, are much more aware of safety and are actively taking steps to prevent accidents.
SbC Safety Award. Having successfully communicated the SbC message to all rail staff, Atkins has also introduced the annual SbC Safety Award. Now in its third year, the award recognises staff who put safety first by reporting close calls. Previous winners of the award have included a member of staff who helped two children to safety after they tried to take a shortcut to a playground through open train tracks. While another Atkins employee asked a member of the public to move to a safe place on a train platform after he noticed her sitting on the platform edge, oblivious to the fact that a train was approaching. Winners of the award receive £250, plus £250 for their chosen charity. By recognising staff who report close calls, this award is just another way in which we have been able to embed the SbC campaign throughout the business.
Collaborating to keep the momentum going... To keep SbC at the forefront of people’s minds, during the second and third year of the programme we continued with the workshops, SbC Safety Awards and the internal marketing campaign. But we also felt that it was time to challenge our supply chain on their approach to safety. To do this, we invited a number of our key suppliers to a safety forum, where we introduced the SbC programme to them and asked them about what they were doing to ensure their staff work safely. We then sent our suppliers a formal letter, encouraging them to take the next steps in embedding
safety in their own businesses. Both the forum and letter were well received with some of our suppliers, such as BCM, VGC and Kelly, deciding to roll out their own versions of SbC. Likewise, the success of SbC has also been acknowledged by our industry partners including Network Rail and LUL. While the industry at large has taken to Atkins’ SbC programme, the delivery of the programme is not designed for profit, just safety. Any financial reward stemming from its delivery is reinvested in the development and improvement of the programme itself.
The future looks safe. Workplace safety is not just limited to our staff who work on railway tracks; it involves everyone from administration staff, to designers and our management team. While safety has always been a part of Atkins’ design and management processes, in 2012 we are establishing two other distinct approaches: Safe by Leadership (SbL) and Safe by Design (SbD). ‘Safe by Design’ will ensure safety is embedded within the thought process of designers and that risk is actively identified and managed. ‘Safe by Leadership’ will continue to ensure our senior managers and directors lead by example and engage with staff and contractors, as well as to actively seek to influence the industry to improve standards. As you can see, SbC is not an initiative. During the past four years it has remained sustainable due to constant reinforcement and is very much a part of our staff’s mindset. Behavioural change takes time, but is well worth the effort. When thinking about your own work practices, ask yourself, ‘Do I work safely?’ Usually, when I ask people this question, the answer is always ‘yes’. So ask yourself, ‘Am I working safely?’ By this I mean; does safety have equal priority to production? It’s certainly something worth considering, after all, safety is everyone’s responsibility.

t was in his 1958 book, The Affluent Society, that the late, great, Canadian economist John Kenneth Galbraith, coined the phrase ‘conventional wisdom’. We all know what is meant by this – it is those ideas that are familiar and that are acceptable. Conventional wisdom provides an explanation of why things are the way that they are in a way that everyone – well, most people at least – find comfortable. Throughout the Nineties and most of the Noughties, the British economy experienced strong and sustained growth. And so did the number of people travelling by train. In the financial year 1990/91 there were 810 million journeys by rail. By 2007/08 this had increased to 1.2 billion, a 50% increase in less than twenty years. Conventional wisdom told us it was economic growth and what came with that – more jobs and greater disposable income – was driving the growth in rail demand. As long as the economy was growing, so would rail demand. Then came the financial crisis and the recession. In Spring 2012, the British economy is more or less the same size as it was at the end of 2008. Conventional wisdom tells us that a sustained period of no economic growth, along with unemployment at levels not seen for two decades or so, would mean that growth in rail demand would slow and potentially even fall. Well, there was a

...travel by car has flat lined and travel by train is at the highest levels seen since the end of the Second World War. fall in 2009, but by the end of that year rail demand was growing once again and, as you can see from the graph, it then grew at faster rates than before the recession. In 2010/11, 1.35bn journeys were made on the national rail network. Data from the Office of Rail Regulation for the first three quarters of 2011/12 suggests that in the last financial year, rail trip making has increased still further. Contrast this with what’s been happening to car traffic. As we came out of recession in the early Nineties, car traffic was a leading indicator of recovery. It started to grow before economic recovery was seen in GDP statistics and as the economy grew through the Nineties, so did car traffic. It became conventional wisdom that as the economy grew, so would car traffic. But this is not what has happened in the Noughties. Even before the recession, the strong correlation between GDP growth and increasing car traffic appeared to have been broken. Add to this to the economic downturn and now, nationally, car traffic is virtually unchanged from a decade ago. Purists may well complain that comparing what has been happening to car traffic with the growth in rail trips is an apples and pears comparison, but the point is clear: in the last decade, travel by car has flat lined and travel by train is at the highest levels seen since the end of the Second World War.
service-focussed economy, with its focus on city centre employment, could have grown to the extent that it did without rail catering for the associated growth in commuting. And city-centre focussed growth was good for inter-city rail travel too. So what next? The Government has identified a need to rebalance the economy and support growth in manufacturing. This doesn’t mean that the service sector won’t grow though, it simply means that for there to be a re-balancing, the manufacturing sector simply has to grow faster. The forests of ‘to let’ signs that can be found in the centres of Birmingham, Manchester, Leeds and our other great cities shows that there is massive capacity for growth in city centre employment without building another square metre of office or retail space. And there will be growth in floor space as sites are redeveloped. Growth in city centres is the sustainable option as it is where there is the capacity in terms of buildings, utilities and telecommunications.
In 2010/11, 1.35bn journeys were made on the national rail network. While commuters in and out of London may raise an eyebrow at this, one of the reasons that rail travel grew so much in the last decade is that the rail network had the capacity to accommodate growth. This is why morning peak rail travel into Leeds and Manchester has grown, while congested
roads and limited availability of affordable car parking has meant car traffic has barely changed. But not anymore. There is now a
...with this there is pressure to push up the price of rail travel further. real possibility that the lack of rail capacity will become a significant constraint on growth in rail demand and so the growth of city centre employment. Rail operators have been very good at using pricing to encourage the use of off-peak capacity, especially for longer distance travel. Perhaps innovative pricing and new ticket products can help shift commuting patterns too by making travel in the peak shoulders a cheaper option. But at the same time, there is the Government’s desire for rail to cover a greater proportion of its costs from the fares that passengers pay and with this there is pressure to push up the price of rail travel further. Perhaps in 2022, when we look back at how rail demand has changed in the preceding decade, the conventional wisdom will be that, rather than the rate of economic growth, it is actually rail’s capacity and its price that have been the key drivers of demand.

If rail demand can grow through an economic downturn, what might happen when the economy actually starts to grow? The answer to this can only be ‘it depends’. It depends on what happens in the wider economy and it depends on what investment there is in our rail network.
