Does The Crown Estate see its role in offshore wind as a proactive one? In Round 1 and 2 we were reactive. Developers came to us with an interest to take forward the area and specific projects and we facilitated that. In Round 3 we are very much proactive. The nation has renewable energy targets to meet and we need to move the topic along. We are making an investment of over £100m into the Round 3 developments and we have a larger team to drive the programme – trying to de-risk it and accelerate it as much as we can.

How is The Crown Estate’s £100m Round 3 investment being spent? The largest part is in co-funding the development. Each of the developers made plans as to how they would develop the zones, and we are spending a substantial percentage of that to help them along. We have a smaller pot of money spent on relevant topics, in our Enabling Actions programme. The very first of those was to do bird surveys for all of the zones, even while we were negotiating, as a way to speed up development.

Global Business Summit on Energy The Global Business Summit on Energy, sponsored by AMEC, Centrica and Shell, was held on 6th August, providing a forum for industry and government to debate key opportunities and challenges in the energy sector. The two-day Summit focused on the delivery of safe, secure, sustainable and smarter energy ‘ecosystems’, from extraction through to the end user. Entrepreneurs and business leaders in the energy sector, as well as British business ambassadors and senior Government members, came together in seminars, networking events and bespoke one-to-one business meetings, with useful insights provided by senior representatives of major companies such as Mott Macdonald, Aggreko, AMEC and Logica. The Renewable Energy Session covered the challenges of converting to increasing supplies of renewable energy, including points on our market structure, access to the ‘right’ technologies, supply chains and public support and engagement. The Government also announced contracts to provide initial funding of £100m to two Non-Domestic Energy Efficiency (NDEE) fund managers – Equitix and SDCL. New Renewables Obligation bandings New bandings have now been set for renewable technologies under the Renewables Obligation for the period 2013–17 (2014–17 for offshore wind). The bandings are in response to consultation and are set to take effect on 1st April 2013. • Support for onshore wind from 2013– 17 will be reduced by 10% to 0.9ROCs, guaranteed until at least 2014, after which it will be subject to the findings of a call for evidence due to report in early 2013. • Rates of support for offshore wind will reduce as the cost of technology comes down during the decade. • Support levels for certain marine energy technologies will more than double from 2ROCs to 5ROCs per MWh, subject to a 30MW limit per generating station.

The giant components made of fibre glass will be used by Siemens’ new offshore wind turbine generation with a capacity of 6MW. They will be installed on the first prototype of Siemens’ 6MW offshore wind turbine with the 154 metre rotor, which will be erected this summer in Denmark’s Østerild. Each rotor has a diameter of 154 metres covering 6

Celtic Array Round 3 plans underway Centrica and DONG have submitted initial proposals to the Planning Inspectorate to develop Rhiannon Wind Farm as part of their Irish Sea Round 3 licence known as Celtic Array. Rhiannon would be located in the south-east part of the Irish Sea Zone approximately 19km from Anglesey, 34km from the Isle of Man and 60km from the Cumbrian coast. The site was one of three potential development areas identified after Celtic Array completed the Zonal Appraisal and Planning (ZAP) process. It could have a total generating capacity of up to 2.2GW, comprising between 147 and 440 wind turbines. The location of the onshore infrastructure, such as the substation and onshore cable route(s), is yet to be determined. Celtic Array is in discussion with National Grid about potential connection points, but it is anticipated to be on Anglesey.

The Planning Inspectorate is now in a 42-day consultation period with statutory bodies, at the end of which it will produce a Scoping Opinion, setting out its views on what impacts must be covered in the developersâ&#x20AC;&#x2122; environmental assessment. Celtic Array intends to submit an application to the Planning Inspectorate by the end of 2013, with the aim of starting offshore construction in 2017. DONG and Siemens framework agreement on 6MW turbines DONG Energy and Siemens Energy have recently signed a framework agreement on the supply and servicing of a total of 300 offshore wind turbines of 6MW each, giving a total capacity of 1,800MW. The turbines will be installed at selected DONG Energy offshore wind farms in the UK in the period 2014–2017. The agreement concerns Siemens Energy’s newly developed 6MW offshore wind turbine with a 154 metre rotor based on gearless direct drive technology. “The agreement will enable DONG Energy to install a significantly larger turbine from 2014 compared to the turbines we know today. The agreement is a key element of DONG Energy’s strategy to significantly

expand offshore wind and will strengthen our position as market leader in the offshore area,” said Carsten Krogsgaard Thomsen, Acting CEO of DONG Energy. The agreement will support Siemens Energy to optimise production of its 6MW offshore wind turbine and strengthen its market position as supplier of wind turbines for the offshore industry. DONG Energy and Siemens Energy are currently working together on projects under construction on Lincs, London Array and West of Duddon Sands in the UK, Borkum Riffgrund 1 in Germany and Anholt offshore wind farm in Denmark. Narec’s 100m Blade Test Facility complete Shepherd Construction has now completed work on the new Blade Test Facility in Blyth, Northumberland.

The contractor recently handed over the 2 5,700m steel frame structure to the National Renewable Energy Centre (Narec). The project is the second of three structures to be completed at Blyth as part of a £80m+ investment by Narec in world-class facilities for the accelerated testing of offshore renewable energy technologies.

Constructing the unique building, which is 123 metres in length, has itself been a complex engineering feat. The project, however, has also involved building the test hub to comprise a 15 metre high concrete superstructure with two huge rings that will support the blades during testing.

The new Blade Test Facility will be the largest in the world and has been designed specifically to withstand the forces applied and the vibrations created in testing the longer blades being developed for larger

Key milestones for Gwynt y Môr The first of the two Gwent y Môr substations has set off for installation in Liverpool Bay. The 1,500 tonne platform was jointly designed, engineered and fabricated by Siemens in Manchester and British shipbuilders Harland and Wolff (H&W) in Belfast. The substation will be delivered ready for craning onto a pre-installed jacket foundation. Connections from the wind farm arrays and the shore will then be made to the platform. The substation is due to start exporting to the grid in 2013. August also saw the start of the laying of foundations and subsea cables for the first of the 160 wind turbines, which will make up the 576MW offshore wind farm. When completed the wind farm will generate green energy for almost a third of the total of homes in Wales. Commenting on this latest milestone, John Willcock, Managing Director of Siemens Energy Transmission UK, said: “The Gwynt y Môr project is a very key project for the UK. The substations have been designed, engineered and built here, which is a huge boost to UK manufacturing and local job creation. It is also a great demonstration of the ongoing vibrancy of the renewables sector and its potential for the UK economy. We are hugely proud to have achieved this from our base in Manchester working together with RWE npower renewables in Wales and Harland and Wolff in Northern Ireland.”

Launched in Edinburgh by Business Secretary Vince Cable, the £33m Efficient Offshore Wind Programme (EOWP) was formed to investigate elements of offshore wind farm design, with the overall objective of improving the viability of offshore wind,

Opportunity for cable suppliers to address offshore wind gap The Crown Estate have issued a study highlighting the opportunities that exist for suppliers to address the current gap between anticipated demand and currently available supply of export power cables for offshore wind farms. The study identified that current manufacturing capacity does not meet the needs of developers, both in UK and in the rest of the world, based on a range of offshore wind deployment rates. Currently demand outstrips supply for the significant global requirements for both export cables and interconnector cables, creating a serious supply chain gap. With global developers providing a strong offshore wind programme, there is an outstanding opportunity for new suppliers in the market, but there is a need

for industry to improve demand forecasting and reduce lead times to increase supply capacity. Huub den Rooijen, Head of Offshore Wind, said: “Through this study we have identified a strong business opportunity for new suppliers in the global export cables market as well as improvements developers could make to support this essential part of the supply chain. Wind boosts copper demand According to research by Wood Mackenzie, a 12% growth in wind power capacity across Western Europe is increasing demand for copper, which is required for component parts of wind turbines and related infrastructure. Ian Littlewood, Copper Market Research Analyst for Wood Mackenzie explains: “In 2011 we estimate that 37,000 tonnes of copper was consumed in wind turbines installed in Western Europe, where in total 4 million tonnes of copper was consumed. On average each wind turbine uses 3.6 10

tonnes of copper per megawatt, which cannot be readily substituted by other materials. We expect wind capacity installations to increase by 12% per annum between 2013 and 2015 and although the corresponding volumes of copper required aren’t significant at this stage, we view this as a bright spot in a gloomy market.” In addition, copper required for related power transmission infrastructure is much harder to quantify but could be as much as is used in the turbines themselves.

The rapid expansion of large-scale offshore wind also presents further opportunity for copper as each project will require dedicated offshore substations which rely on sub-sea copper cabling to transfer power back to the grid. Growth and expansion for Fendercare Marine in the UK New Great Yarmouth offshore wind turbine support base July saw Norfolk-based Fendercare Marine officially open its Great Yarmouth offshore wind turbine support base. The £1m+ new facility on the Old Bure Marine site in Cobholm follows on from the success of its first offshore renewables base in Lyness, Orkney, and will provide an extensive range of support services and equipment to the offshore wind industry. The site includes a large set-down and storage area as well as quayside frontage and office facilities. The new base provides mobilisation and de-mobilisation facilities, maintenance and repair facilities with land storage, fully equipped project management offices and bunkering services. The base will provide a hub for all types of offshore activity in the Southern North Sea. It has mooring facilities for up to three offshore support craft at a time, with additional capacity for a further five vessels on land. Strainstall has recently provided specialist load measurement technology to support upcoming operations for the 100ft-high 1MW Hammerfest Strom HS1000 tidal stream generator now installed on the seabed at the European Marine Energy Centre (EMEC) in Orkney.

Wello’s Penguin takes To the

here’s a new kid on the block at the European Marine Energy Centre’s wave berths. The Penguin, a lop-sided device the length of three buses, is now bobbing around in the clear waters of Billia Croo off the west coast of Orkney Mainland. The flat top of the bright orange-yellow vessel can be seen above the water surface, but the bulk of it lies below the water, and enclosed within its hull is an arrangement of machinery to convert the wave movement into electricity. The Penguin wave energy converter is the brainchild of Finnish company Wello Oy. It was tethered to the seabed and installed on its berth at the end of June 2012. Aki Luukkainen, Wello’s CEO is delighted that the installation went very smoothly and was completed within 36 hours using a local multicat vessel and a harbour tug. It was a learning process for everyone involved. Aki says, “We are proud to be one of the few companies to have a full-size wave energy converter deployed. With the installation we were also able to demonstrate scalable and cost-efficient deployment.”

Initial results are encouraging as the Penguin is rotating efficiently in smaller waves than projected. The company plans to complete commissioning within two months, at which stage the Penguin will start generating to the Orkney grid. Wello plan to use the all-important three-year Billia Croo testing phase to monitor and improve performance, including fine-tuning software and other parameters; and to test the durability of the mooring wires. The team will assess the situation before the winter to determine whether to keep the device on the berth during harsh stormy conditions. In due course, the devices should be capable of year-round deployment.

Rotating mass captures energy The Penguin is an asymmetric rotating mass designed so that its moving parts are enclosed within the device and protected from the weather. It operates by capturing rotational energy generated by the movement of its asymmetrical hull, which rolls, heaves and pitches with each passing wave. Inside the hull, the motion powers a spinning flywheel which drives an electric generator to produce electricity, which is exported via a subsea cable. The innovative device contains 200 tonnes of steel with added ballast bringing the overall weight to around 1,600 tonnes. It is around 30 metres in length and nine metres in height, of which two metres lies above the water surface. It is held in place by three wires anchored to the seabed below

The demonstrator was towed to Orkney in 2011, where it underwent testing at Lyness ready to take up residence on the Billia Croo berth. The test phase provides the opportunity to iron out issues around deployment and operation of the device. An attempted installation earlier this year floundered due to problems with the mooring wires. Aki is confident that his team have learned from this setback and developed better mooring techniques.

and tested smaller prototypes. The 0.5MW Penguin demonstrator was fabricated in a Latvian shipyard, but a key feature of the design is that it can be made in any shipyard using off-the-shelf components and existing manufacturing processes.

While a flock of penguins at sea is termed a raft of penguins, the aim for Wello’s Penguins is to cluster offshore in arrays. The next development phase will be to work with other companies to bring forward some demonstrator sites operating multiple Penguins. Aki says the company is currently looking for partners to develop array sites with Wello, and has had interest from utilities and other power companies. Penguin was designed by Finnish inventor Heikki Paakkinen and is being developed by a Finnish company, but Aki says that the UK combination of suitable wave conditions and government support make it favourite to host the demonstrator sites. Pelamis and Aquamarine are probably the current UK leaders in bringing wave energy devices to market, but the field is wide open as utilities and other developers look for marine technology devices which can be deployed by 2020. Wello’s aim is to develop partnerships which will see 50MW of its wave energy converters deployed in two or three wave farms by this date. ost of energy reduction is the hot topic in offshore wind and rightly so. For the industry to stay as the technology of choice for large-scale sustainable energy production in the UK, it needs to mature rapidly and reduce cost and risk over the next 10 years – and it has plenty of opportunity to do so. There has now been time for reflection after two major industry initiatives announced in summer 2011 reported on their findings about where savings are available and how best to deliver these (see box right). Whether you are a utility seeking to decide where to invest time and resource into improving the economics of projects, a component supplier seeking to sustain or grow market share, or a business active in another sector and seeking to diversify into offshore wind, it is vital to understand where to focus and how to manage risk, potentially large investments and limited resources in delivering cost of energy reduction in your areas of expertise.

Suppliers need to be planning for life in an evolving playing field, rather than basing decisions about tomorrow on how things are done today. Cost of energy reduction does not simply mean reduction in margins – the wind industry already is one of the leanest industries around in this regard. It is just not about CAPEX reduction either. Indeed, as wind farms are installed at sites further from shore and in deeper water, the industry will have to work hard to keep to current levels of spend per megawatt. The difference is that energy yield from such sites is higher due to increased wind speeds and revenue therefore is higher. Reducing risk during construction and operation, increasing reliability, improving the efficiency of maintenance operations and, most importantly, increasing the energy production from assets all provide critical additional ways of improving the cost of energy. Innovations are needed not only in technology – what is installed and how we install and operate it – but also in how we build relationships throughout the supply chain and how the significant amount of finance required to deliver plans is unlocked in a challenging global economic situation. Through our detailed engagement across the wind industry, we found that there are plenty of ideas of how to reduce technology and supply chain costs. One challenge was to quantify the benefits of individual innovations, different for different projects using different base designs, to enable focus on what really matters. With The Crown Estate, we built a sophisticated cost model (see box over page) to meet this challenge and it is proving extremely valuable for helping us to understand the potential impact of a range of different innovations. It is important to consider innovations in the context of a transition of wind turbine size from today’s turbines with a typical rated power of about 4MW to the use of next-generation 6–7MW turbines. Combined with the construction of projects further from shore and in deeper water, the cost of energy breakdown of offshore wind farms will change significantly. Suppliers need to be planning for life in an evolving playing field, rather than basing decisions about tomorrow on how things are done today.

Initiatives to address the cost of offshore wind energy Two major initiatives were announced in Summer 2011: an Offshore Wind Cost Reduction Task Force under the auspices of the Department of Energy and Climate Change (DECC) to recommend how cost reductions can be achieved; and The Crown Estate’s ‘Offshore wind cost reduction pathways study’ to provide the evidence that projects built in a decade’s time would generate cheaper electricity than those currently under construction. The focus of The Crown Estate study was not solely the capital cost, for which there have been well-publicised increases in recent years, but also the cost of energy; this is a function of not only the capital and operational costs but also crucially the energy yield and the impact of changing risk. The results were expressed as the levelised cost of energy (LCOE), which is the lifetime cost of the project per unit of energy generated. The study considered turbines, foundations and array cables with the onshore and offshore grid infrastructure considered through a parallel study by RenewableUK. BVG Associates was commissioned to undertake the technology analysis, with EC Harris and PwC delivering the supply chain and finance studies. The three work streams produced complementary data that informed The Crown Estate’s overall report. All four documents were published at the RenewableUK Global Offshore Wind conference in London in June 2012. A key feature of the study was that it was informed and verified by the industry and the early stages of the work involved intensive discussions with companies that had experience in manufacturing for and delivering offshore wind projects. Some were confidential bilateral interviews; others took place at a series of workshops with representatives from across the supply chain. BVG ASSOCIATES As an example, the almost universal use of monopile foundations will change over the next decade to new designs better suited to supporting larger, slower rotating and heavier wind turbines in deeper waters. A key family of innovations that is likely to impact the cost of energy is in series manufacturing methods for the next generation of jacket foundation types. Along with the growth in supply chain, the development of more relevant design standards and installation methods suited to such structures will see innovations in this space that are anticipated to improve cost of energy by about 5 per cent.

The UK needs consented sites for coastal manufacturing and assembly and for testing and demonstrating turbines and support structures. The impact of innovations in support structure technology is dominating the shift to new manufacturing processes as we move from low-volume bespoke structures as produced for the oil and gas industry to series-produced, part-standardised foundations for offshore wind. Also significant are developments in jacket design, integrated tower and foundation design, and the introduction of single section towers. We also anticipate the introduction of concrete gravity base foundations. While these offer potential benefit to support structure supply costs, especially in an environment of higher steel prices, their primary benefit is through reduced installation costs if installed as part of a ‘float-out-and-sink’ strategy in which the turbine is installed on the foundation at the quayside before being towed to the wind farm site. By minimising offshore construction, there are significant cost benefits, but much of this benefit will be achieved only on projects reaching financial investment decision after 2020. Shorter-term benefits will come from the introduction of installation vessels that can operate in a wider range of conditions 18

In the above example, clearly the innovation is not relevant if the turbine is assembled onshore before being floated out to site such as on a concrete gravity base foundation. The model will enable all new innovations in offshore wind technology to be assessed and it will have ongoing value to the industry.

She has been chartered to GLID, a joint venture between Centrica Renewable Energy Limited and EIG, for use by technicians on the Lynn and Inner Dowsing wind farm array off Skegness. As part of the vessel’s refit, Team Humber member Best Service (Europe) designed and installed the cabling and signalling to provide Sky TV in general areas and cabins for 100 technicians and 50 crew. Another Alliance member, DFDS Seaways, is providing port and maritime support facilities for the European Seaway in Immingham, where she picks up supplies. Dalby Offshore Renewables, from Beverley, has supplied a £1.2m custom-built catamaran, the Dalby Derwent, to Scarborough-based Mainprize Offshore. The 17.5m aluminium vessel will complement the work of another Mainprize vessel, the Maggie M, and take technicians and deliver fuel and cargo to wind farm sites, initially working on Greater Gabbard, off the Suffolk coast. SMS Towage has made a long-term commitment to its tug operations in the south west, in addition to having eight tugs operational on the Humber. The Nobleman, Roman and Trueman are based at Cardiff to support clients at all Bristol Channel ports. The firm also has a tug operating on the London Array project. Abnormal Load Services has provided UK port and vessel agency services for two new onshore wind farms in Scotland. The Alliance member transported 22 1.3MW wind turbines to Drone Hill wind farm in the Borders from Blyth, Northumberland, and shipped a further three 2.5MW turbines to Invergordon in the north east. On the River Humber’s north bank, the Neptune Proteus tidal stream demonstrator device, which will provide power to The Deep aquarium, was positioned with members’ help, SMS Towage having tugged it from Wearside. Point Engineering fabricated the shore

bridge to house power cables and allow maintenance access, and Humber Workboats assisted with the final deployment. Meanwhile, the renewable energy team of law firm Andrew Jackson has been closing offshore wind legal loopholes. “We are also continuing to deal with a number of wind farm developers in connection with disruption payments relating to offshore wind projects,” said Andrew Oliver, the firm’s Head of Offshore Renewables. “Every week we are seeing more and more renewables-related work coming in.” Myton Law is equally upbeat: “We are seeing a boom in work from manufacturers, owners and operators of wind farm support vessels,” said Iain Butterworth, Director. “We are also dealing with more and more contractual issues for wind farm vessel owners and operators, and continuing to deal with the planning side of Humber renewable energy projects.” Companies are naturally looking beyond the UK, one such being Alpha Energy, which has been providing offshore personnel across Europe and in the UK. On the skills and training side, HETA is the first provider in the region to offer a programme for the wind energy industry and has enrolled apprentices on its new bespoke training course. First to enrol an apprentice was another Alliance member, RES Offshore, whose Offshore Operations and Maintenance Manager, Chris Holden, said: “HETA was very flexible in meeting our requirements and designed a bespoke renewable energy apprenticeship.”

Another member focused on skills is MTL Group, which has created a dedicated welder training school as part of a new £5m factory in Rotherham. MTL is also a successful exporter. Germany’s WeserWind GmbH has ordered secondary steelwork fabrication and European offshore wind farm operators have been provided with boat landing systems. On the fabrication side, Alliance member Tata Steel has been delivering 25,000 tonnes of profiled steel plate to Siemens to be used in the construction of 150 onshore wind turbine towers. The steel has been delivered to UK and European fabricators to form the plate into round sections for welding together to make the turbine towers. “There is no question that our members are ready to do business when it comes to meeting the challenge of supplying wind power developers with products and services,” says Mark O’Reilly. “They are showing it can be done and our role is to continue to support them in every way we can.” Raising its profile, following a landmark agreement, THMA is also in its first year as the first affiliate partner of EEF manufacturers’ organisation, which puts it closer to policy-makers in London and Brussels. INNOVATION Building bigger batteries We all use small batteries in our vehicles, computers, phones, watches, cameras, and other appliances. Off-grid generation systems rely on battery storage, but grid-scale use of big batteries is not yet mainstream. The two main types of batteries used in distributed energy systems are flow batteries and high-temperature batteries. They can cycle on a daily basis and have operating lives of between 10 and 20 years.

Hemsby was chosen as the trial site because it offered a rural 11kV distribution network, with a 2.25MW wind farm connection. The innovative pilot scheme has been operating since April 2011. High-temperature sodium-sulphur (NaS) batteries operating at around 300°C have been used on a commercial scale for 10 years. The rated power and storage capacity is typically about 20MW for approximately 15 to 45 minutes, but it can be scaled up to 50MW of power for 60 minutes and more.

ffshore wind turbines are playing an ever-increasing role in governmentsâ&#x20AC;&#x2122; aims to continue transitioning to a low-carbon economy and meet stated green aims by 2020. Renewable energy is one of the most cost-effective methods of producing power in the long run, once the capital costs of the initial design, manufacture, assembly and installation have been reconciled. The UK is committed to producing 15 per cent of its energy from renewable sources by 2020 and to meet this demand, manufacturers are continuously striving to produce wind turbines with increasing power outputs. Wind farms are being developed in larger numbers, deeper waters, further offshore and therefore almost inevitably requiring a move away from monopile construction to other alternative foundation structures. With a longstanding presence and significant technical expertise in the burgeoning global renewable energy and power sector, Tata Steel has reviewed the factors affecting the structural design of offshore wind turbine platforms, a significant part of the initial capital expenditure, and has invested in new routes to support economical serial jacket production.

Tube manufacturing for offshore structures There are three primary methods for manufacturing tubes for offshore structures: three-roll bending, JCO and UOE – the latter two indicating the shape during forming. In all cases submerged arc welding is the preferred option with both high production single-pass welding and multi-pass welding being adopted. Three-roll bending has been the traditional method of producing large-diameter three to four metre cans welded for use in monopiles. It is a very flexible process with unconstrained diameters available and immense quantity flexibility, however it has a very slow throughput rate. High production volumes are being considered for developing wind farms, and utilising this option for legs and braces is unlikely to be economical. The use of JCO bending machines has been more popular to meet legs and braces demand, with structure volume enhancements as well as the material thickness increases arising from larger turbines. Like three-roll bending, this manufacturing process is flexible with quick changeovers between differing tube sizes, allowing small quantities to be made economically. Plate is passed through the rollers, achieving a J shape, subsequently C and finally O prior to welding. This process has high forming power and thus becomes competitive for thick wall tubes, notably for legs and especially lower portions. The third and most cost-effective tube manufacturing process, UOE, refers to the shapes determined during the phase production, with flat plate initially bent into a U, followed by an O as the plate is forced round in dies. t may seem strange to be considering the decommissioning of offshore wind and marine energy infrastructure at a time when the industry is embarking on huge development programmes to meet the 2020 target figures. Most developers and original equipment manufacturers are firmly focused on the selection of manufacturing and assembly sites, stimulating the development of local supply chains, and establishing long-term operations and maintenance support. But from experience gained in the offshore oil and gas industry, it is clear that now is the right time to also begin the thinking, planning and designing for the decommissioning phase, which under current regulations is inevitable. It is quite natural that major new developments of this nature will be focused on successful design, construction, installation, commissioning and first generation (or production) in order to secure the earliest possible return on these large investments. This has certainly been the case throughout the forty odd years of the offshore oil and gas industry. But as many of these large complex assets reach the end of their economic lives, there is a growing recognition that the planning process should have started many, many years ago, and not left as a separate tail-end project which ‘others’ would deal with. Decommissioning needs to be fully incorporated into the life cycle.

years, there is a clear opportunity to design in the attributes needed for safe and efficient removal, transportation and potential recycling, which under current regulations must happen at some point in the future. One other observation from oil and gas experience is the regular upgrading and performance improvements that have been introduced over the decades. In the offshore wind arena it seems likely that technology will continue to advance, and that todayâ&#x20AC;&#x2122;s power output could well be overtaken by larger and more efficient machines in the years ahead. If developers believe that future re-powering of this nature could become a reality, then some design consideration of supporting structures, foundations and grid connections could prove to be worthwhile at this early stage. Experience gained during the construction

he UK’s world-leading but nascent wave and tidal energy industry has had a very positive 12 months, with progress on a number of fronts. A number of leading industry players have shown significant technical progress with full-scale devices, and the UK and Scottish governments continue to step up to the mark with tailored support for what is still a very young industry. Significant challenges remain, however, and the coming year will be critical for the industry: in finding finance, in demonstrating technical progress, and in ensuring all of the necessary regulatory support – particularly in the areas of the Energy Bill and grid infrastructure – fall into place.

While there is still a need to encourage and support new technology development, there is a consensus within the industry that the successful operation of early commercial arrays is now a key priority. The recent launch of a Marine Energy Park for the north of Scotland is a tremendous boost for the whole sector. Not only will it further raise the profile of marine energy, but it may unlock new sources of valuable funding. Meanwhile, interest continues at the Wave Hub in Cornwall, and all berths at the European Marine Energy Centre (EMEC) in Orkney are now committed, with significant

advances in technology development and deployment in evidence. On the technical side, tremendous advances continue to be made at all stages of technology development, and industrial multinationals and utilities have continued to strengthen their presence in the sector. At Aquamarine Power, we have designed, manufactured and installed two full-scale Oyster wave energy machines; most recently, our second-generation 800kW Oyster 800, which began operational testing in June this year. Our progress to date has secured strong stakeholder backing from major utility SSE and multinational power and automation company ABB, along with Scottish Enterprise, the Scottish Government’s enterprise agency. While there is still a need to encourage and support new technology development, there is a consensus within the industry that the successful operation of early commercial arrays is now a key priority. Wind and wave forecasting Words: John Mitchell

John Mitchell, Met Office Metocean Scientist, reveals the Met Office’s new marine archive database, as he discusses industry demands for accurate wind and wave data to help with planning and operations.

he offshore renewable power generation industry, dominated by wind power in the UK, is currently one of the fastest growing sectors of the energy market, evident in the changing scale of new areas available for development. As the marine energy industry plans developments in deeper, more exposed waters, companies in the supply chain are presented with new challenges. The locations for offshore developments pose challenges for structure and foundation design and the possibility of increased weather downtime during construction, operation and maintenance phases of projects. Design and planning for these challenges can be difficult since quality-assured wind and weather observations are sparse in certain offshore areas, and new observational campaigns are both expensive to mount and cannot immediately provide a useful dataset.

When it comes to meteorological assessments, the market must also rely on models that can generate long-term datasets of weather and oceanographic parameters. Current rates of advance in computational power have led to enormous improvements in the sophistication of atmospheric, ocean and wave models that deliver such data. For example, present capabilities enable decadal (or longer) runs of mesoscale (order 10km) atmospheric and wave models that can accurately represent local wind and wave fields in continental shelf-seas and how they impact on marine operations.

Current rates of advance in computational power have led to enormous improvements in the sophistication of atmospheric, ocean and wave models that deliver such data. Stimulated by industry demands for accurate marine information to assess operational feasibility, the Met Office ocean and wave science research team has built a new marine wave climatology database. Our development of a new marine data archive, in a project worth over £110,000 of investment, allows the offshore renewables industry access to a more accurate standardised database, providing support to developers and operators through the lifecycle of a marine development. This homogenous database is based on outputs from mesoscale configurations of

the Met Office Unified Model and the community wave model WAVEWATCH IIITM. The dataset presently covers a 10-year period (2001 to 2010) at hourly resolution and comprises 10m wind speed and direction plus up to 48 wave parameters that allow description of multi-component sea-states in fine detail. In addition to wind and wave parameters, the project has also provided an update to Met Office data analysis tools, enabling enhanced presentation of datasets and improved climatological services for accurately assessing operations, maintenance and design in European waters. The performance of the new dataset has been validated using measures agreed with the marine renewables industry; both against a range of in-situ and remote sensed observations and in comparison to existing global and regional wave hindcast sets. The dataset is capable of providing customers with highly accurate wind and wave information in order to ensure they can make informed decisions throughout the lifecycle of their assets – from feasibility studies, through operations planning and to decommissioning. For customers the benefit is access to the knowledge of the marine environment in which they’ll be working, whether this be through access to the new database, requesting standard analyses required in operational planning and feasibility studies, or bespoke consultancy for more complex enquiries. Given the uncertainty of wind and wave conditions offshore, meteorology can have a major impact on profits. The Met Office’s new marine archive provides a cost-effective and readily useable knowledge base. In addition to long-term observation datasets, model hindcasts enable us to understand wave climate and the risk of events.

An underperformance of wind speed against initial estimates of just 0.5 metres per second can reduce the expected income generated by a small to medium wind site by at least 20 per cent. But it’s not only wave action that needs to be forecast. Wind farm operators, developers, investment bodies and consultants can also benefit from modelling technology which defines how much wind can be relied upon at specific locations. For example, the Met Office’s Virtual Met Mast™ wind assessment tool provides analyses that show whether a proposed development will generate enough wind to make the investment worthwhile – reports can also be used to help secure external funding, as it’s considered to be bankable to assess the risks associated with the investment. Forecasting wind speed is critical when determining the viability of a potential site. An underperformance of wind speed against initial estimates of just 0.5 metres per second can reduce the expected income generated by a small to medium wind site by at least 20 per cent. Virtual Met Mast™ is a scientific model based on the Met Office’s advanced atmospheric weather forecast system, which analyses wind information to generate accurate, long-term wind climatology at a specific site and turbine hub-height. It delivers wind statistics, including speed, turbulence, shear and 1 in 50 year gust events, at high resolution, and the average level of accuracy for small to medium onshore wind sites is 0.3 metres per second, and for offshore sites it’s even greater at 0.1 metres per second. It’s a fast, accurate and cost-effective method for getting customised information to ascertain the viability of a potential wind project. Whether it’s a small micro wind turbine or a larger mega wind development, onshore or offshore, weather patterns and accurate forecasting intelligence are critical in helping to optimise sites’ potential, manage and reduce risks and harness energy. The reliability of assessments has never been of greater importance.

Ecology integral to hitch-free cable routing How planning in ecology advice early can save time and money

nshore cable routes for offshore wind farms can be lengthy and obtaining planning consent even lengthier. Ecology is one of the areas that can severely affect a project if not planned in properly from the start. Here Richard Arnold, Technical Director at Thomson Ecology, gives a few pointers on how to avoid the nightmare scenario of project delays due to ecological issues.

1. Early expert advice To avoid delays to your project, it is important to bring on board expert ecology advice from the start of the cable route selection process. Early expert advice can help to inform decision-making on where the cable route should go, and the right decision can avoid significant ecological mitigation costs and delays. Often small alterations to a cabling route can be significant in terms of lessening the impact on biodiversity. As a result of making these small changes, you will encounter fewer planning problems and reduce the overall costs of surveys and mitigation.

2. Involvement of the statutory consultees Most large renewable projects will require assessment under the Environmental Impact Assessment (EIA) Regulations. By involving and seeking a scoping opinion from the relevant body you can ensure they are on board and that no issues are missed. In England and Wales this may be via the National Infrastructure Planning Unit (which has replaced the Infrastructure Planning Commission and is part of the planning inspectorate), who will consult with other bodies, such as Natural England. By preparing a full scoping report of the surveys required, the rationale, methods and

frequency – in line with current guidance – and then agreeing this with the regulators, you are far less likely to encounter problems with the survey scope further down the line.

3. Agree land access for surveys One of the biggest problems is lack of access to land for the surveys. Negotiating access for survey work needs to begin early in the process and be in place in time for the relevant survey season. Where difficulties arise, it may be possible to secure access using the powers set out in the Localism Act; but, once again, enough time prior to the survey must be allowed. Without a sufficient level of access it may not be possible to comply with the EIA and Habitats Regulations and so you may fail to obtain planning consents. Not having agreement in advance for access for surveys can also cause problems with legal compliance during construction.

4. Inclusion of seasonal survey timings to your project plan Onshore protected species surveys can be highly seasonal. An initial desk study and extended Phase 1 habitat survey will identify the potential for protected species and habitats. From there you can plan in the specific survey timings for the species that may be present. If such surveys timings are not included in the project plan you may find yourself facing delays of 6–12 months while you wait for the survey window of, say, the great crested newt, to reopen. The ‘Protected species survey guide’ shown overleaf can be used to help incorporate the appropriate species survey timings into the project plan.

5. Following best practice guidance By using a reputable ecological consultancy you can ensure that surveys are implemented to a high standard (under licence where necessary) and are fully in accordance with best practice guidelines. For large schemes, these surveys often involve years of data collection. By ensuring that the data is accurate, easily comparable and is safely held, you can avoid the danger of having to go back and re-survey. A good ecological consultancy will also be able to present the statistical data, using GIS specialists, in a clear manner that is compatible with your other data inputs.

6. Sticking to the mitigation plan Your ecological consultants should provide you with a robust mitigation plan to be approved by the relevant bodies. Once approved, it is important that the mitigation plan is followed precisely. Otherwise you could find that the licensing body, for example Natural England, orders you to stop work. By employing an Ecological Clerk of Works, you can make sure that construction is in accordance with the mitigation plan. Your ecological consultants can then advise you of any post-construction monitoring requirements. If you follow these steps you will be sure that your project is not held up by unforeseen ecological constraints that can result in costly delays. www.thomsonecology.com

raining in the composites industry has been varied and to a large extent learnt by a hands-on approach. This approach is

intrinsically linked to the industry and how it has evolved over the past 50 years. It all started when the marine industry required an innovative material to enhance the boat designs of the day. Traditional materials such as wood could not conform to the latest designs that were required. To enable the boat builders to progress and work with this new material (composites being a mixture of two different materials) and gain the knowledge required, their first port of call was the resin manufacturers. They then passed this knowledge on to one another. As the technology grew, it was the manufacturers of the resins and reinforcements that carried out the majority of the education and training. At the other end of the scale, aerospace were very conscious of safety and therefore

were far more cautious in their approach. This in turn led to a different skill base being developed. When the autosport teams started to use composites, the majority of the composites knowledge came from aerospace along with its ability to conform to rigorous quality regimes. It was also recognised that many graduates from university had really good degrees but lacked knowledge of composites. Many had done as few as two days with composites during their degree. This impacted on the companies, leading them to have to spend as long as two years training graduates in composite technologies. This situation has not really been addressed, as many universities are driven by subjects that attract money and students that want nonengineering-type degrees. Skills for the composites industry are critical to the success and quality of the final product. Many people do not fully appreciate that the composite can be changed as it is

being made. Unlike traditional metals, where this ability has been removed by the manufacturing process, composites rely very heavily on the operator to do the same thing time and time again. They need to be able to recognise any mistakes made and be able to highlight them. During Consuta’s time we have seen many mistakes being made, some due to the operator but many due directly to the lack of training within the manufacturing operation. Operators often do not know or understand what impact a mistake has on the next process. For example a glue delivery machine was not fully flushed before use and dispensed 150kg of resin into a mould, some of which was contaminated with the cleaning fluid. The cost of removing the product and the deposits was approximately £200K; the product was worth £70K! Consuta Training came about with the amalgamation of two major wind turbine manufacturers and the re-organisation of their businesses. It was set up to address the skills shortage in the composites industry. For the next five years Consuta assisted many companies, including Vestas, RePower and Ria Blades of Portugal, in developing the skills needed for blade production. As well as blade production, a range of courses have been developed to

Where is the money coming from? A look at the funding sources available for wave and tidal projects It would be great news for the sector if there was an easy answer to this question. However, in reality, those seeking funding (whether it is for early-stage marine energy companies or specific more advanced projects) need to look in a number of different directions for funding. This article will look at the different types of funding available and highlights some of the practical issues to consider.

Sources of finance These include: • investment by major corporates who make financing available and who also bring engineering expertise and credibility (examples include Alstom Energy/AWS Ocean Energy (2011), Schottel/ TidalStream (2011), Siemens/Marine Current Turbines (2012) and ANDRITZ HYDRO/Hammerfest Strøm AS (2012); Nick Graves is a partner at Burges Salmon LLP. • debt finance (at least in theory, but we are only aware of one marine energy company which has managed to put a debt package in place); • capital grants (MRCF, WATERS 2, MEAD fund, NER300 funds, REIF etc); • investment by major energy utilities; • investment by private equity/institutional investors; and • ‘angel investors’/‘friends and family’. If a company is to reach its fundraising target, it will need to access a number of different funding sources. As a result, the funding landscape is fairly complex. The funding available will depend on where the company is in its development, and the mix of finance which the company can attract will change as it demonstrates real progress. Initially finance may be restricted to angel investors or friends and family.

Then, as the company becomes more established, a major industrial company may acquire a minority stake in the company. If that investment is successful, the industrial may look to increase its shareholding and ultimately acquire the company. The arrangements for the step-up of the shareholding will probably be set out in the shareholders’ agreement, which will be entered into when the industrial first makes its investment in the company.

With a few exceptions, private equity currently seems to be seeing how the sector develops before becoming actively involved. Those looking for finance from, and negotiating with, a major industrial company should be aware that there are likely to be a few bumps in the road as different approaches and cultures can generate some tension and friction between shareholders. The corporate is likely to require increasing

management control as a pre-condition to further funding being made available to the company. Ultimately this may mean that the company becomes a wholly owned subsidiary of the industrial. There may be a few bruised egos along the way, but the upside is that finance will be available and devices/small arrays of multiple devices will be deployed. The number of fundraisings involving industrials and other corporate investors (some of which are mentioned above) contrasts with the relative absence of fundraisings involving private equity. With a few exceptions, private equity currently seems to be seeing how the sector develops before becoming actively involved. Debt finance is unlikely to be available to early-stage marine energy companies. Although there is no reason why it should not happen in the future, a fundraising from institutional investors by way of an initial public offering (IPO) on the Alternative Investment Market (AIM) or another stock exchange is not a realistic option in the current markets.

If shares are being issued then the key documents will include: • a letter of intent or heads of terms, which will set out the key terms of the fundraising at an early stage. It is important that this is not legally binding; • a shareholders’ agreement; and • a new set of articles – which will set out the key rights attaching to the shares. Founders should be careful not to commit themselves to extensive warranties in relation to the company and as part of giving any warranties should ensure that appropriate limitations on liability are in place. Equally a major corporate will require comfort to be provided before it agrees to invest any significant sum. Perhaps the most important point to keep in mind is that the legals should reflect the nature of the fundraising and the relationship which those involved expect to have in the future.

gurrEnergy is currently working for RenewableUK to produce new health and safety guidelines for the offshore wind and marine energy industries. Preparing the guidelines has involved carrying out a detailed review of current regulations and available guidance, together with a programme of consultation and workshops, which have given a clear insight into the current state and future prospects for health and safety in offshore renewables.

The need for the guidelines The regulatory framework for most activities which are involved in offshore renewable energy development is clear: health and safety regulations made under the Health and Safety at Work Act 1974 apply offshore, as do maritime regulations for work which involves or affects vessels; conversely the Offshore Installations regulations only apply to oil and gas, and not to renewable energy developments. The Health and Safety Executive and the Maritime and Coastguard Agency regulate activities in their respective areas of responsibility, provide guidance in areas of uncertainty, and cooperate as required at the interfaces. This apparent simplicity belies a real challenge: most health and safety regulations set objectives and responsibilities; duty-holders have to work out how to achieve these objectives, in a new and unique setting. Beyond the regulatory issues, the offshore environment also introduces additional 50

hazards, such as personnel transfer and access, and increases the risk which common activities present when compared to undertaking the same activity onshore; for example, the complexity of lifting operations, and the potential consequences of any accidents, are both greatly increased.

Most health and safety regulations set objectives and responsibilities; dutyholders have to work out how to achieve these objectives, in a new and unique setting. These challenges are balanced by the fact that offshore wind development can benefit from existing experience in onshore wind, and offshore construction, as undertaken in the oil and gas industry. However, when setting out to utilise this experience and equipment, it is important to understand the differences in demands which the different sectors impose. For wave and tidal developments, there is less pre-existing experience, as this sector involves operating in exceptional locations; to date, this has

been mitigated by the fact that most development has been at the European Marine Energy Centre in Orkney, which provides a combination of supporting infrastructure, operational oversight and access to local experience. Alongside the regulations, there is a lot of existing guidance from a wide range of organisations, with varying degrees of applicability to offshore renewables. The combination of the regulatory and operating environments sets the context for these new guidelines, which aim to address the principal offshore activities and hazards over the lifecycle of a development. Wherever possible, the guidelines will signpost existing codes of practice from regulators and industry bodies, thereby taking advantage of existing learning and avoiding duplication or differences in standards. The project started with a thorough literature review, which identified over 250 published documents from regulators and trade bodies, to identify how existing guidance can be applied to offshore renewables. The aim of the guidelines is not to set a prescriptive standard, but to help people throughout the industry to identify the key issues to consider, and sources of guidance which can assist in addressing the issues. In particular, the aim is for the guidelines to focus on the areas of significant risk which are most unique to offshore renewables, and where the available guidance from other sources is lacking.

Current and emerging issues While some of the hazards of offshore renewable energy development, such as personnel transfers, lifting and vessel operations are self-evident, there are other more subtle areas to consider. For example, these include the need to provide and maintain appropriate welfare standards on offshore wind turbines, recognising that these are temporary workplaces, or the need to manage levels of whole body vibration exposure from transfers on vessels.

The decisions which are being taken now, particularly in the context of the Round 3 offshore wind developments, will determine the health and safety profile of the industry for the next 25 years and beyond. The sheer scale of the planned offshore renewable energy developments is sometimes not fully appreciated: on large developments, the offshore operation becomes more like a mobile assembly line than a conventional construction site, with every GW of offshore wind capacity typically involving several thousand major component lifts. While the lifting requirements can be reduced through the design of equipment and handling systems, it is essential to implement effective systems to manage the lifts, and maintain the lifting equipment which will be subject to such arduous and repetitive demands. The demands on individual people over the course of their working lives must also be

recognised: an offshore technician whose work involves daily transfers can expect to undertake over 10,000 transfers in their career. Whether this involves conventional step-over from a workboat, use of helicopters or mechanised access systems such as motioncompensated gangways, the level of risk in each transfer must be sufficiently low to ensure a tolerable level of risk to the individual over their career. Achieving this requires both equipment and operating systems to be extremely reliable. As developments move further offshore, increased use of temporary or permanent offshore accommodation facilities can reduce the need for long daily transfer requirements to and from an onshore base. While this has clear benefits, the risks relating to additional offshore transfers, and any welfare issues arising from the offshore accommodation, will require to be managed.

The opportunity The decisions which are being taken now, particularly in the context of the Round 3 offshore wind developments, will determine the health and safety profile of the industry for the next 25 years and beyond. Part of the remit for the new guidelines is to take a lifecycle approach, identifying the key decision points in the offshore lifecycle and their effects on subsequent stages. In preparing this, the importance of decisions made at early stages of the project lifecycle has become very clear. While this is true for almost any project, it is a particular challenge for offshore renewable energy development, due to the level of investment which is needed in, for example, carrying out sufficiently detailed survey work over the area of an offshore wind farm. Before consent is sought, developers need to

ensure that it will be possible to construct, operate and maintain the development safely and economically; achieving this requires significant design work, together with the early involvement of potential contractors and suppliers. However, until consent is obtained, there is no certainty that the development will be able to proceed as intended, meaning that all of this investment is at risk. Developers therefore have to balance the short-term risks of investment before consent with the risk of cost escalation later in the lifecycle if the need to make changes or implement additional mitigation becomes apparent. Throughout the course of this project, and particularly in the workshops, it has been very clear that this is an industry with a shared commitment to health and safety, and a recognition that no one has all of the answers to the challenges that we face.
