Dear readers, e have passed three-thirds of the year and BIDV has continued to render efforts to do business amid the challenging Covid-19 time. In this issue, we provide you with some key news on BIDV’s business activities as well as views of experts on the Vietnamese economy and banking sector. With the economy facing many difficulties due to the pandemic, interest rate reduction is considered an effective measure to support businesses and households, contributing to economic recovery. However, sharp cuts in interest rates can negatively affect the economy and the banking system. In this issue we delve deeper into exactly how it impacts them. This month we had a great opportunity to talk with Mr. Yoo Je Bong, member of BIDV’s board of directors. He shared his impressions of Vietnam and BIDV as well as the plans for cooperation between BIDV and Hana Bank. In this publication, we translated some news into Korean as part of our efforts in diversifying the publication. Good news comes in the form of BIDV becoming the first Vietnamese bank to successfully apply blockchain technology in issuing a Letter of Credit (LC) to another advising bank with the successful completion of the first cross-bank LC

transaction between Vietnam and Thailand. It also marks the successful completion of ADB’s first credit guarantee using distributed ledger technology (DLT) conducted on Contour. During the month, BIDV and KBIZ-VN signed an MOU on comprehensive cooperation. The agreement opens up potential cooperation opportunities between Vietnam’s leading commercial bank with more than 2000 members of the Korea Federation of Small and Medium Enterprises – Vietnam Office (KBIZ-VN). New regulations on corporate bond issuance and information disclosure prior to bond issuance shall take effect this month. These include the government’s Decree 81/2020/ND-CP dated 9 July amending a number of articles in Decree 163/2018/ND-CP on the issuance of corporate bonds, and The Ministry of Finance’s Circular 77/2020/TT-BTC guiding the implementation of Decree 81/2020/ND-CP, particularly provisions on information disclosure before the issue of corporate bonds. September brings incredible scenes of natural beauty to the northwestern region, when the forests, mountains and terraced rice fields are carpeted in brilliant yellow. In 2019, BIDV issued regulations of the Environmental and Social Management System (ESMS) to meet ADB standards and developed technical assistance to improve lending efficiency. BIDV is the only Vietnamese bank to issue a credit program of up to VND7,000 billion (USD302 million) offering preferential lending rates to support the sustainable development of businesses.

he “Best SME Bank Vietnam” award is part of the 14th Best Financial Institutions Awards in ASEAN organised by Alpha Southeast Asia and voted for by independent experts. The event saw the attendance of BIDV and other leading financial institutions and banks in the region such as DBS, Maybank, OCBC, CIMB, Public Bank Malaysia, RHB Investment Bank, Hong Leong, Siam Commercial Bank and Bangkok Bank, amongst others. By the end of 2019, BIDV was the largest commercial bank in Vietnam with total assets of over VND1,400 billion (USD60.3 million). Tapping advantages to bolster growth Relations between Vietnam and Korea are flourishing. In your opinion, what does BIDV need to do to effectively attract and retain Korean customers? And could you tell us how the cooperation between BIDV and Hana is achieving this? Vietnam will continue to be a very important country to Korea. In the future, cooperation between Hana Bank and BIDV should proceed in three aspects: industry, tourism, and HR exchange.

Prior to joining BIDV, had you visited Vietnam? And what were your first impressions of the country and its people? Before starting the project with BIDV in 2017, I had been to Vietnam several times on business trips. My first impressions of Vietnam were that the country has infinite development potential. Compared to Vietnam's endless potential for development, there are many differences in its current form. However, I think this difference can be filled in faster than expected. I also think Vietnam will change more in the future. As the national GDP increases, the appearance of cities will change a lot. As there are many opportunities for this change, I think it will be a happy time for you.

First, in the industrial sector, at head office BIDV started to develop marketing plans and strategies aimed at Korean business customers and will soon deploy to its branches. Second, in terms of tourism, BIDV needs to create specialized product/service programs for many Korean tourists. Third and most important is HR exchange. HR exchange will take place in many fields in the future. Establishing a human resources exchange system and making it work smoothly is the challenge that we need to solve. In addition, given the different cultures of the two countries, in order to successfully exploit this customer segment I think we should put customer satisfaction at the center of our work and allow this to determine the implementation process.
After nearly one year with BIDV, what are your thoughts about the bank, the working environment and the corporate culture? You said it was 1 year, but personally, it is not 1 year, but it seems to be

about 3 years. This is because we have been working on becoming a shareholder of BIDV from April 2017. And almost a year has passed since Hana Bank officially bought stock in November last year. In my opinion, the working environment at BIDV’s head office is the best in Hanoi. When I say that I work at the BIDV headquarters in Hoan Kiem, many Koreans envy me a lot. This is because the surrounding scenery is nice, the working environment is comfortable, and the work place is the center of Hanoi. Regarding corporate culture, compared to Korean banks BIDV has a younger and more dynamic staff force which lays solid foundations for the bank to grow rapidly. However, this is also a challenge because a team of young, inexperienced employees requires a good leader to be able to build a strong organization.
What are the similarities and differences between BIDV and Hana Bank in terms of the working environment and what does BIDV need to improve in order to build a professional working environment? The largest bank in Vietnam, BIDV is an organization with many strengths. I think that BIDV basically has a big frame of 'hardware' for growth. However, I think that BIDV should develop more 'software'. The global trend is that financial companies are turning into IT ones. In line with this trend, BIDV needs to leap to a company with a high-quality IT infrastructure system. Because BIDV employees are younger, I expect them to be better

able to adapt to the changing process. In terms of corporate culture, flexibility should be prioritized. The 4th industrial revolution and digital transformation requires organizations to become more flexible in their corporate culture in order to be effective. To this end, Hana Bank is one step ahead of BIDV. If BIDV eliminates administrative procedures between levels to establish a more flexible institutional system with high consensus, the bank will have greater competitive advantages. Hana Bank completed the new headquarters building three years ago. The representative system established when moving into a new office building is the "Free Seating". It is a system where there is no fixed seat for the person. When a person's position

is determined, it is by nature to take various actions to keep that position. In addition, in order to stay in place, a person is required to engage in various activities that are not flexible. As is common with many other IT companies, every morning Hana Bank’s employees coming to the office choose their own seats. To ensure it works, we had to build an iCloud-based storage system. The “Free Seating” system requires each individual to change, starting with the awareness of the urgency of becoming more flexible. Now our competitors have changed from the traditional financial industry to an IT-based one. To win the game, there is no other way but to be flexible. I heard that like Hana Bank, many BIDV employees work overtime. Hana Bank

has designated a separate space for those who work overtime. If you need to work overtime, you go to a separate floor and work. This saves electricity by preventing unnecessary power consumption. But more importantly, the concept of overtime is a flexible shift from showing others that you work hard, to choosing yourself based on your needs. As such, Hana Bank implements various systems to secure organizational flexibility.
about setting personal goals and growing. In the future, the financial environment in Vietnam is expected to turn into open and free competition. In a situation where the bank is protected by the state as it is now, all you have to do is stick to the rules and do things well within that framework. But in a future financial environment where the scope of competition will expand and change rapidly, what do we need to prepare to become a competitive banker?
You recently lectured at BIDV's 9th Future Leaders training course. What would you say about the capacity and potential of the bank’s future leaders?
The first is your skills. Skills include the ability to do your job, but also to understand other industries. The second is IT skills. If you understand IT technology better than those who work in IT companies, you will be able to develop your personal skills as well as the advancement of BIDV. The last is foreign language skills. BIDV's scope of work will be gradually expanded not only within Vietnam, but also to nearby regions. Foreign language expertise becomes a very important factor in developing future self-competition. BIDV employees should consider both IT and language skills as important tools for their own development, and they should strive to improve them.
At Hana Bank, we have similar training courses and it was a great honor for me to lecture at BIDV's 9th Future Leaders course. What surprised me most was the enthusiasm, sincerity and enthusiasm shown by the future leaders of BIDV. They listened attentively and raised many questions related to the differences between the two countries, personal career development, as well as the development of BIDV, among other topics during the three and a half hour lecture. I was very happy to receive feedback from BIDV Training and Research Institute that the trainees were very satisfied with my lecture.
What are your future plans, both in Vietnam and at BIDV?
Having 32 years’ experience in banking with various positions and expertise, could you tell us some of your ideas for how BIDV’s young leaders can develop more in the future?
BIDV is the best bank in Vietnam. I am confident that BIDV can develop beyond Vietnam to become the best bank on the Indochina peninsula. There are some areas that Hana Bank should help with, and some personal advice as a member of the Board of Directors.
I would like to tell BIDV employees

the core competencies that BIDV currently has. The second is to secure internal competitiveness of BIDV by introducing Hana Bank's products and services for VIP customers and foreign exchange-related trade finance. The third is IT that is emphasized again. By sharing the numerous errors that Hana Bank experienced in the process of developing the IT system, BIDV will be able to implement the IT system in the most efficient way. The last, BIDV must have a stable profit structure. The stable profit structure consists of balanced portfolio development, increased non-interest income, and reduced credit costs. Hana Bank intends to help BIDV secure a stable profit structure, and plans to carry out various related tasks in the future. It seems to be the mission of me and Hana Bank to help develop BIDV through these four sectors.
In November 2019, BIDV officially signed a strategic cooperation agreement with Hana Bank and announced the Korean bank as its foreign strategic shareholder, owning 15 percent of BIDV’s charter capital. Particularly, BIDV issued over 603.3 million shares as a private placement to Hana Bank with a total value of nearly VND20,300 billion (equivalent to USD875 million). In December 2019 at BIDV’s Extraordinary General Meeting of Shareholders 2019, Mr. Yoo Je Bong, Deputy President of Hana Financial Group, was elected as a member of BIDV’s Board of Directors for the 2017 2022 term.

nder the MOU signed on 17 September in Hanoi, BIDV will facilitate KBIZ-VN to attend events and seminars organised by BIDV, thereby enhancing the opportunity to attract Korean enterprises to perform investment and trading activities in Vietnam. The Vietnamese lender will also introduce its products and services to KBIZ-VN, thereby promoting Korean enterprises that are members or partners of KBIZ-VN and planning to perform investment and business activities in Vietnam. BIDV provides legal advisory services, M&A and matching services with successful enterprises, industrial zones and export processing zones in Vietnam to members and partners of KBIZVN, and cooperates with KBIZ-VN in creating tailor-made banking products and services for current and potential Korean enterprises in Vietnam. KBIZ-VN will facilitate BIDV to attend events and seminars organised by KBIZVN, introduce and provide consultation for current and potential Korean

enterprises in Vietnam, as well as members and partners of KBIZ-VN to use products and services provided by BIDV. KBIZ-VN is also cooperating with BIDV to create mixed-service packages (business support services in the areas of beforeinvestment and after-investment and bank guarantee/financing) exclusively for Korean enterprises in Vietnam. The Korean partner will provide information related to activities of KBIZ-VN and other current and potential Korean investors to BIDV. The Korean Federation of SMEs (KBIZ) has 3.55 million SME members around the world. Its office in Vietnam has been joining to connect more than 2000 members out of 8000 Korean enterprises doing business in Vietnam. Through this cooperation, BIDV and KBIZ–VN expect to contribute to promoting the trade and investment relations between Vietnam and Korea, thereby contributing to the socioeconomic development of the two countries.

Banking solution for enterprises in Industry 4.0 How do you evaluate the recent changes in corporate behaviour? According to an EY survey in 2019 carried out in 30 countries, 81 percent of enterprises are investing in technology to enable digital transformation over the next five years. For banks, their corporate customers are demanding outstanding e-banking experiences, looking towards banks as a one-stop-shop for information, market consultancy, and solutions.

With the global impacts of Industry 4.0 exposed, along with the impact of the recent outbreak of Covid-19, enterprises are having to speed up their digital transformation process and many are therefore choosing e-banking products. Mr. Tran Long, senior executive vice president of BIDV, talks to BIDV Review about this trend.
In particular, the outbreak of Covid-19 was the catalyst pushing businesses to digitally transform as a matter of urgency. A survey carried out in the USA shows that businesses would like to have four out seven banking transactions conducted online. At BIDV, during the social distancing period many businesses registered and used BIDV iBank so they could conduct transactions without visiting an actual bank branch. The average monthly transaction turnover via digital banking in the first half of 2020 soared at 106 percent compared to the same period last year.
What are the benefits of e-banking products like BIDV iBank to businesses? The benefits of e-banking products are their compatibility with popular operating systems and their customisation on mobile devices such

as handphones or tablets. Besides internet banking, mobile banking has proved to be a convenient, modern and secure banking solution enabling corporate customers to keep up with their business. Using BIDV iBank, enterprise customers can effectively manage centralised cash flow and revenues with a ritual account. BIDV iBank also supports customers with money transfers, 24/7 quick money transfers, statement payments and trade finance, amongst others, and connects directly to customers’ accounting systems. With the successful completion of the first cross-bank Letter of Credit (LC) transaction between Vietnam and Thailand conducted over blockchain BIDV became the first Vietnamese bank to successfully apply blockchain technology in issuing LC to another advising bank.
T
he transaction was completed over the Contour network, a blockchain-based open industry platform focused on digitising trade finance, and involved a shipment of plastics from a large corporation (exporter) in Thailand to Opec Plastics (importer) in Vietnam. The transaction was completed through coordination between Standard Chartered Bank Vietnam, Bank for Investment and Development of Vietnam JSC (BIDV), Asian Development Bank (ADB) and Standard Chartered Bank (Thailand). This is the first trade finance transaction conducted over blockchain in Vietnam with other banks. It also marks the successful completion of

Compared to the paper-intensive and time-consuming processes involved in the traditional methods of trade finance, by digitising the end to end exchange of information and streamlining the process of LC issuance and confirmation, all trade participants achieved a significant reduction in processing time. DLT can cut the time, risk, and effort involved in letters of credit for trade transactions. Through DLT, a transaction can happen in real time and is confirmed simultaneously to each participant, replacing face-to-face exchanges of multiple documents over a number of days. “The coronavirus pandemic underscores the need for the trade finance industry to digitise operations,” said ADB’s Head of Trade and Supply Chain Finance Steven

The initial successful completion of the LC transaction conducted over blockchain is a significant driver for BIDV to boost

the digitalisation of trade finance transactions in order to further improve customer service quality. In September 2019, BIDV kicked off a project on the procurement and implementation of trade finance software. This was one of the key projects in the bank’s digital transformation roadmap. The new trade finance system was expected to help BIDV improve its operational efficiency and competitiveness through quick response to changes in customers' needs for trade finance services. The new system will also speed up development and allow changes to be made to the existing trade finance products in order to make new tailored ones. In recent years, within the framework of ADB’s Trade Finance Program (TFP), BIDV was honoured with a number of ADB’s prestigious awards including Leading Partner Bank in Vietnam and Best SME deal.

Helping SMEs overcome challenges and seize opportunities of businesses, such as launching high-tech multi-utility payment products. Besides non-cash payment solutions, BIDV provides SMEs with a comprehensive financial ecosystem including electronic payment for tax, online bill payment, money transfer, cash flow management, collection and e-merchant services. BIDV iBank for SMEs has been implemented with positive results, inspiring the SME community. The service helps them actively conduct transactions, digitalise their operations, reduce transaction times and increase operational efficiency. By the end of August this year, BIDV’s SME customers using iBank had risen to 40,000 and the total transaction value had reached VND633 trillion (USD27.3 billion).
This year BIDV has implemented a series of preferential lending policies for SMEs to support them in sustaining and growing their business activities.
I
n response to the direction of the government and the State Bank of Vietnam on reducing lending interest rates to support enterprises in overcoming difficulties, contributing to the post-Covid production and business recovery, in the third quarter of 2020 BIDV launched a preferential short-term credit package for existing customers totalling VND50 trillion (USD2.15 billion) and a short-term credit package for SMEs in the export business with scale of USD100 million, increasing the total scale of credit
packages for SMEs in 2020 to over VND100 trillion (USD4.3 billion). In particular, BIDV has promptly implemented solutions to remove difficulties for SMEs affected by Covid-19, such as implementing a credit package with a favourable lending interest rate on average 2 percent per annum lower than for normal ones, restructuring debt while maintaining debt classification, lowering interest rates of existing loans and granting new loans at preferential interest rates. SMEs are being facilitated to access preferential loans and appropriate credit policies that contribute to restructuring operations, thereby accelerating their business activities in order to overcome challenges. BIDV has also deployed breakthrough solutions to improve the health

The Online Loan Registration Program for SMEs is a useful digital solution which helps SMEs access bank loans promptly and quickly, especially those who lack experience in preparing loan documents. n 28 August, BIDV announced it would offer reduced lending interest rates for individual customers through the package "Connecting to reach further" totalling VND30,000 billion (USD1.3 billion). Customers participating in the VND30,000 billion loan package can enjoy low interest rates from only
5.5 percent per annum for loans with terms less than six months or from 6 percent p.a. for terms from six to 12 months. The program applies to new disbursements from 28 August 2020. On 14 September, BIDV continued to reduce lending rates by 0.5 percent for this customer segment. Specifically, 5.0 percent p.a. for loans with term up to 4 months; 5.5 percent p.a. for terms from over 4 to 6 months; 5.7 percent p.a. for terms from over 6 to 11 months; and from 6.0 percent p.a. for terms of 12 months and more. Customers borrowing loans for business and production activities during this period will also be entitled to many attractive promotions in e-banking, insurance and deposits amongst others to manage their accounts effectively. These include a free e-banking service; additional 0.4 percent p.a. interest rate on online deposits; reduction of up to 70 percent in interbank transfer fees; receiving 100 percent of the value of phone topup amount (maximum VND100,000/ customer) when registering for BIDV Smart Banking and conducting a mobile top-up transaction via the app. Borrowers will be also entitled to special card offers including credit and debit cards. Since 5 August BIDV has cut the medium and long term lending interest rates by 0.1-0.2 percent per annum (depending on the term) for home, car, production and business loans with term from 36 months.

With the economy facing many difficulties due to the Covid-19 pandemic, interest rate reduction is considered an effective measure to support businesses and households, contributing to economic recovery. However, sharp cuts in interest rates can negatively affect the economy and the banking system.
Slowing credit growth The Covid-19 pandemic has taken its tolls on the global economy and Vietnam. The world economy has entered the recession period. According to the IMF and World Bank, the world economy in 2020 is forecast to decline 4.9-5.2 percent. UNCTAD forecasts global foreign direct investment (FDI) will decline by about 40 percent. Global trade will decline by 13-32 percent in 2020 according to the World Bank and WTO. Against that backdrop, Vietnam, although one of the few countries that has been successful in controlling the pandemic, has still heavily been affected, with GDP growth in the first half being just 1.81 percent - the lowest in the past 10 years. Even so, it is still among the few countries with positive growth. Vietnam's economic growth in 2020 is forecast to reach 1.5-

According to the State Bank of Vietnam (SBV), as of 16 September 2020, new credits increased by about 4.81 percent (the lowest since 2013) compared to 8.64 percent during the same period last year. Aiming to support businesses affected by Covid-19, thereby promoting credit growth and speeding up the economic recovery, the government and the SBV have adopted to lower policy interest rates, creating conditions for commercial banks to reduce lending rates to support businesses to access capital at reasonable costs during this challenging period.
Impact on the economy and banks Many central banks around the world have implemented quantitative easing measures, sharply cutting interest rates to support the economy to overcome the recession. In Vietnam, the move to cut interest rates by the banking system has started to take effect. According to the SBV, as of 14 September, credit institutions have rescheduled the repayment terms for more than 271,000 customers with loan balances of VND1.18 quadrillion (USD50.9 billion); extending new loans of VND1.6 quadrillion (USD69 billion) at low interest rates (0.5-2.5 percent

lower than the pre-pandemic period) for 310,000 customers since 23 January. With low cost capital sources businesses can maintain operations, invest in and expand or resume business and production activities, contributing to improving the speed of economic recovery, creating jobs and ensuring social security. However, according to Dr. Can Van Luc, chief economist at BIDV, beside positive impacts, sharp cuts in interest rates can negatively impact the economy and the banking system. First, as mentioned above, the key factor that hinders credit growth is not the lending interest rate, but lack of demand from businesses or failure to meet the credit conditions. Therefore, too great a reduction in interest rates is not likely to achieve the expected results, but rather direct the cash flow to the stock and property markets, making the value of these assets increase, and leading to inflation or the risk of asset bubbles. Second, attention should be paid to the State Bank of Vietnam increasing measures to support credit institutions (such as refinancing, reducing deposit insurance fees, etc.), thereby helping credit institutions to reduce lending interest rates. Third, the real lending rate of each country depends on four main factors such as inflation, deposit interest rates, the risk level of the economy and borrowers, and transaction costs. interest rates will continue to decrease slightly and remain at low level until the end of this year.
Last but not least, lowering interest rates will affect the income of commercial banks while their income still relies greatly on loan interest (accounting for about 74 percent of total income in 2019). With support measures for enterprises and business households (in accordance with the Circular 01/TT-NHNN and other directives), the income of the banking industry is estimated to drop by 20 -25 percent.
In 2021 and the medium term, when Vietnam and other countries can control the pandemic and start to recover the economy, the demand for loans will increase, and idle cash will flow into investment channels with higher profit. In addition, inflation is forecast to increase in 2021 due to the increase in gasoline, oil and necessity prices when socio-economic activities recover. While this will likely create pressure on interest rates to increase slightly in the future, it is not worrying as commercial banks have proactively been reducing operating costs, enhancing their IT application, and developing digital banking in order to keep interest rates stable.

Strengthening risk management in banking during Covid-19 On 17 September BIDV held a seminar themed “Managing through Covid-19 and implications for banks’ risk management” where experts shared their experiences and insight on credit risk management and liquidity risks in banking. Impacting all aspects Although Vietnam is recognised as one of the leading nations in effectively controlling the Covid-19 pandemic, the country has still been significantly impacted in various sectors and industries. According to Mr. Tran Phuong, senior executive vice president at BIDV, the pandemic has taken its toll on BIDV’s performance, an effect seen across the banking system in the first eight months of the year, with credit growth and operational efficiency being lower than the same period last year and the risk of higher non-performing loans increasing. Dr. Can Van Luc, BIDV’s chief economist, said the Covid-19 pandemic has impacted both supply and demand. The lockdown and social distancing measures put in place in many countries have disrupted production and business activities, supply chains and global consumption. Major centres have been affected including the US, China, and Germany, which had a strong impact on the global value chain. The economies that rely heavily on exports such as Cambodia, Vietnam, Korea, China, Taiwan, Italy and Germany are significantly impacted. In terms of aggregate demand, economic

growth has declined sharply across the world, and the demand for imports, investment, domestic consumption, travel, and tourism has decreased. According to ADB, the global economy will suffer losses of USD5.8 to 8.8 trillion (equivalent to 6.4 - 9.7 percent of global GDP). Remittances and FDI inflows are also impacted. Global remittances are forecast to slide by about 20 percent, while Asia Pacific is down about 13 percent. Registered FDI capital is forecast to drop 40 percent. According to Mr. Kevin Green, chief risk officer at HSBC Vietnam, the Covid-19 outbreak shook Asia’s economic edifice to the core and the impact is likely to continue. The economic pain is inevitable, and the Covid-19 impact intensified in 2Q2020 when GDP rose by a marginal 0.4 percent y-o-y, the lowest quarterly y-o-y growth on record. Three sectors particularly impacted by the pandemic include aviation, restaurants and

leisure, and retail. Given a circa 100 percent y-o-y fall in tourism in 2Q20, it is not surprising to see services as the biggest drag on growth, falling 1.8 percent y-o-y. Headline inflation moderated from 5.6 percent in 1Q20 to 2.8 percent in 2Q20, dropping to below the 4 percent inflation ceiling. Circular 01 dated 13 March 2020 by the State Bank of Vietnam (SBV) directing credit institutions and foreign bank branches to restructure repayment periods, waive and reduce interest and fees and maintain debt classifications in order to support customers affected by Covid-19 is an effective solution that has helped reduce the pressure on repayment sources for customers. However, to some extent, Circular 01 somewhat loosens regulations on debt classification, reducing provisioning for credit institutions that may not exactly reflect the financial position or bad debts of credit institutions.

Putting in place a comprehensive strategy According to experts, 2020 will see a deep recession with negative growth at 5 percent, yet a forecast from IMF predicts recovery next year at 3 - 3.3 percent. The prospect of a global economic recovery depends on three conditions: first, effective disease control; second, effective assistance packages and third, good international cooperation in pandemic prevention and economic recovery. Dr. Can Van Luc outlined a number of new risks that have recently appeared and/or increased in domestic and international markets. These include market risks, political risks and rising bad debt risks and low interest rates resulting in reduced profits while banks need to invest significantly in IT and risk management systems. In addition, risks of global financial uncertainty, IT and ethical risks are on the rise.

recommends that ‘time to wall’ should be of two- three months in normal business and one month during a period of stress. A ‘time to wall’ of three months is equivalent to a cumulative liquidity gap at three months equal to zero. Policymakers across Asia have announced enormous support packages in recent months, divided broadly into outright spending (or tax cut) measures and lending guarantees. As elsewhere, central bankers in Asia didn't hold back in recent months. Rate cuts were slashed in rapid succession, funding lines have opened, and liquidity has been injected. Overall, the pace of easing has now slowed for evident reasons: financial systems have been stabilised, and the various measures, including asset purchases, have started to gain traction, and economic life has started to flicker again.

Vietnam’s economy remains resilient despite Covid-19 challenges Vietnam’s economy is expected to grow 1.8 percent in 2020 amid the Covid-19 pandemic before bouncing back to 6.3 percent in 2021, according to the Asian Development Bank (ADB).
“L
ower domestic consumption and weak global demand caused by Covid-19 have hurt Vietnam’s economy more than expected. But economic growth will be resilient in 2020, in large part due to the government’s success in controlling the spread of Covid-19,” said ADB Country Director for Vietnam Andrew Jeffries. “Economic growth will be supported by the country’s macroeconomic stability, increased public spending, and ongoing reforms to improve the business environment.” The Asian Development Outlook (ADO) 2020 Update, ADB’s annual flagship economic publication, says Vietnam’s economy will benefit from the continued diversion of production from the People’s Republic of China (PRC) to Vietnam, recovery in the PRC economy, and the implementation of a free trade agreement with the European Union. Slower-than-normal growth would keep inflation subdued at 3.3 percent in 2020 and 3.5 percent in 2021.
Vietnam’s economic outlook over the medium and long term remains positive. Vietnam’s participation in a large number of bilateral and multilateral trade agreements will help the country’s economic rebound. Vietnam will also likely benefit from the current shifting of supply chains to low-cost countries. According to the State Bank of Vietnam, by the end of August 2020, Vietnam’s foreign exchange reserves had reached about USD92 billion and are expected to reach USD100 billion by the end of 2020, equivalent to 4.5 months of imports. The exchange rate management measures are increasingly flexible, restricting dollarisation, and the exchange rate and the foreign exchange markets have been stable for a long time (the depreciation of VND against USD has not exceeded 2 percent in the period 2016-2020). In the first eight months of 2020, the VND even slightly increased by 0.03 percent against the USD while many regional and international currencies dropped sharply against the USD. Thanks to institutional improvements, Vietnam's financial market has been developing strongly in terms of size, quality and standards towards international practice. As of 30 June 2020, the size of Vietnam's financial market had reached 314 percent of GDP; stock market capitalisation

growth outlook this year and next. Another threat is global trade tension, which leads to rising trade protection and financial risks that according to the report could be exacerbated by a prolonged pandemic. The Southeast Asian region GDP forecast is revised down for 2020 from 1.0 percent growth in ADO 2020 to 3.8 percent contraction, but the growth forecast is revised up for 2021 from

5.2 percent to 5.5 percent. Forecasts are downgraded since April for all 11 economies, and only three of them are likely to remain in positive territory: Brunei Darussalam with petrochemical exports, Myanmar with agricultural exports, and Vietnam with telephone and electronic products. All Southeast Asian economies are expected to grow more strongly in 2021 due to domestic stimulus and global recovery.

New regulations effective this September New regulations on corporate bond issuance and information disclosure prior to bond issuance shall take effect this month. Amending regulations on corporate bond issuance The government issued Decree 81/2020/ND-CP dated 9 July amending a number of articles in Decree 163/2018/ND-CP on the issuance of corporate bonds, including articles 8 and 6 on bond transaction. The Decree comes into force on 1 September 2020. Particularly, corporate bonds issued in the domestic market shall be subject to a restriction that limits the number of investors involved in bond transactions to less than 100, exclusive of professional securities investors, within one year from the end of a bond issue, except in cases where the bond transactions are conducted according to a Court decision or by inheritance as prescribed by law. After the time mentioned above, the corporate bonds may be traded without limitation in terms of the number of investors, unless the issuing company decides otherwise. Transactions involving corporate bonds issued in an international market shall comply with regulations on bond transactions adopted in that market.
Information disclosure prior to bond issuance The Ministry of Finance issued Circular 77/2020/TT-BTC guiding the implementation of Decree 81/2020/ND-CP. The Circular takes effect on 28 September 2020. Regulations on information disclosure before the issue of corporate bonds are as follows. Businesses issuing bonds in the domestic market shall disclose information prior to the bond issue to investors who register to purchase the bonds and send the information disclosure to Hanoi Stock Exchange according to provisions in Clauses 9 and 11, Article 1 of Decree 81/2020. The disclosure of information prior to a bond issue must be signed and sealed by the enterprise's legal representative or a person authorised to disclose the information. Businesses issuing bonds to the international market shall send the information disclosure to the Hanoi Stock Exchange in accordance with Article 27 of Decree 163/2018.

create evenly sized spaces on the slopes and dig out canals to carry water from the higher parts of the slopes.

Lifesaver backpacks protect students in river areas Ministry of Labour, War Invalids and Social Affairs, about 2,000 Vietnamese children die from drowning each year. Aiming to reduce this number, since 2009, BIDV has given lifesaver backpacks to children in areas where there is risk of drowning. Mr. Nguyen Duc Nghi - vice chairman of BIDV Trade Union - said: “The value of this backpack is its practical use for students. On their trip to school, this backpack will be a life-saver in case there is a flood. 2017년 BIDV프로젝트 하기 전, 몇 번 베 트남을 방문한 적이 있었습니다. 베트남의 첫인상은 한마디로 ‘무한한 발전 가능성’ 이라고 말할 수 있겠습니다. 베트남이 가지 고 있는 무궁한 발전 가능성에 비해 현재 모습은 많은 차이가 있습니다. 하지만, 이 차이는 생각보다 빠른 시간에 메꾸어 질 수 있다고 생각 됩니다. 또한 앞으로 베트남은 더 많이 바뀔 것이라고 생각합니다. 1인당 국민소득이 증가함에 따라, 도시 등이 모습 이 많이 바뀔 것 입니다. 이런 변화에는 많 은 기회가 있는 만큼, 여러분에게 행복한 시기가 될 것이라 생각합니다.
한국과 베트남은 다양한 분야에서 교류가 활 발하게 진행되는 가운데 앞으로 BIDV가 유 망한 한국계 고객을 성공적으로 유치하기 위 해 BIDV가 어떻게 해야하며 하나은행과 어 떻게 협력하는지 제언 말씀 좀 부탁드리겠 습니다. 앞으로도 베트남은 한국에게 굉장히 중 요한 나라일 것입니다. 향후 하나은행과 BIDV의 협력은 ‘산업 – 관광 – 인력 교 류’의 세 가지 측면에서 진행되어야 합니다. 첫 번째 산업적인 측면 관련, 본점에서는 한국 고객을 위한 여러 가지 마케팅 전략 및 조직을 만드는 작업을 이미 시작을 했습 니다. 또한 지점 단위의 협력 방안을 도출 하여, 한국 기업 고객에 대한 마케팅 전략 을 준비해야 합니다. 두 번째, 관광 측면에 서 많은 한국 관광객을 위한 특화된 상품/ 서비스 프로그램을 만드는 것 입니다. 세 번째, 제일 중요한 것은 인력 교류입니다. 인력 교류는 앞으로 많은 분야에서 이루어 질 것 입니다. 인력 교류시스템을 수립하고 원활하게 작동하도록 하는 것이 우리가 해 결해야 할 문제라고 생각합니다.
BIDV기업문화는 한국과 비교하면, 구성원 들이 젊고, 굉장히 생동감이 넘치며, 역동 적인 조직인 것 같습니다. 좋은 면으로 보 면, 이 조직이 얼마나 빨리 성장할 수 있는 지에 대한 많은 가능성을 보유하고 있다는 것 입니다. 단점으로 보면 젊고 경험이 없 는 조직이기에, 전략 방향을 어떻게 설정 하느냐가 더욱 중요합니다. 전략 방향에 따 라서, 크게 발전할 수도 있고 또 다를 수도 있다는 그런 걱정도 같이 있습니다. 베트남과 한국, 두 나라의 문화가 서로 다 르고 각자의 장단점이 존재하기 때문에, 한 국계 고객을 유치하기 위해서 어떻게 하는 것이 반드시 옳다라고 말씀드리기 힘듭니 다. 다만 , 우리의 의사결정은 고객의 만족 도를 바탕으로 결정되어야 합니다. 빠르게 해야 할 때는 빠르게, 천천히 해야 할 때는 천천히 진행해야, 고객 유치에 더욱 유리할 것 입니다.
BIDV 재직기간이 거의 1년 된 것으로 알고 있는데요, BIDV의 근무환경 및 기업문화에 대해서 어떻게 생각하십니까? 1년이라고 말씀하셨는데, 개인적으로 1 년 이 아니고 한 3년 된 것 같습니다. 왜냐하 면, 2017년도 4월부터 BIDV의 주주가 되 기 위한 작업을 진행 했기 때문입니다. 그 리고 작년 11월에 정식으로 주식 매입을 한 이후 거의 1년이 흘렀습니다. 최근에 BIDV의 미래 지도자 양성 과정에 서 특강을 한번 맡아 주셨다고 알고 있는데 요. 짧은 시간이 있지만 그 양성 과정에 참여 한 수강생들을 만나신 뒤에 BIDV의 미래 지 도자의 능력과 잠재성에 대해서 어떻게 생각 하십니까? 강의할 기회가 있어서, 저 개인적으로는 굉 장히 큰 영광이었습니다. 이와 비슷한 제도 가 하나은행에도 있습니다. 저는 BIDV의 미래 지도자들을 만났을 때, 그들이 가지고 있는 적극성, 진지함 그리고 열정에 많이 감동했습니다. 제가 했던 3시간 반 동안, 수 강생들이 정말 열정적으로 제 얘기를 경청 을 해주셨고, 양국 간에 차이점, 제 개인적 인 경력 및 BIDV가 발전하기 위한 저희 의 견 등의 많은 질문을 해 주셨습니다. 또한, 제 강의에 대해 수강생들의 만족도가 굉장 히 높았다고 해서 더욱 기뻤습니다.

대출 이율 감소, 산업은행의 시선 코로나19 발병으로 인해 세계 경제가 난 항을 겪고 있는 가운데, 대출 이율 감소는 기업과 경제를 회복하기에 효과적인 해결 방법이라고 판단하게 되었다. 다만, 대출 이율의 대폭 감소는 경제와 은행 시스템에 부정적인 영향을 미칠 수 있다. 코로나19는 세계와 베트남 경제에 심각한 영향을 미쳤으며, 세계 경제가 공식적으로 불황이 시작했다. IMF와 WB는 2020 년 세 계 경제 지표가 4.9 ~ 5.2 % 가량 하락하 는 것을 예상했으며 UNCTAD는 전 세계 에 해외직접투자(FDI)가 약 40 % 가량 감 소, WB와 WTO는 2020 년에 세계 무역이 13-32 % 가량 감소 할 것이라고 예상했다. 그러한 상황에서, 질병을 효과적으로 통제 했던 몇 국가 중 하나이지만 상반기 베트남 GDP가 1.81 % 정도 성장했으며, 이는 지 난 10 년 동안 가장 낮은 성장률을 기록할 만큼 코로나19가 GDP에 큰 영향을 미쳤 다고 볼 수 있다. 2020년 베트남 경제는 약 1.5 ~ 2 % 성장 할 것으로 예측되며 2021 년에는 약 6.5 ~ 6.8 % 성장률을 기록, 급 속으로 회복세를 보일 것으로 예상된다. 코로나19 영향으로 기업의 대출 수요가 낮 고 신용대출의 조건을 충족 할 수 없는 상 황으로 인해 베트남 금융회사 시스템의 신 용성장률도 정체되었다. 2020.9.16. 기준, 신용은 약 4.81 % (2013 년부터 현재까지 가장 낮은 수준) 증가했지만 전년 동기의 경우 8.64 %에 도달했었다. 코로나19 극복 을 위해 신용을 성장시키며 경제를 회복하 기 위한 정보와 베트남 중앙은행은 대출 이 율 감소 정책을 냈다.

사들이 271천명 고객, 총액 1.18천조에 대 해 변제기한을 재조정하였으며 `20.1.23.까 지 310천명의 신규고객을 대상으로 1.6천 조에 상당하는 우대금리를 제공하였다. 이러한 정책을 통해 저자본 기업 등이 재 운 영함으로써 경제 회복 속도를 높일 수 있으 며 또한 기업이 지속적으로 운영을 유지한 다면 일자리 창출 및 소득을 가져다 주어 사 회 보장에 기여할 것으로 전망된다 다만, 대출 이율의 대폭 감소는 경제와 은행 시스템에 부정적인 영향을 미칠 수 있다. 첫째, 앞서 언급한 바와 같이 금리는 신용 성장을 저해하는 주요 요인일 뿐만 아니라, 기업들이 대출 수요가 없거나 신용 조건을 충족시키지 못하기 때문입니다. 따라서 금 리를 너무 낮추면 현금 흐름이 주식 시장, 부동산으로 유입되어 자산의 가치가 상승, 인플레이션 또는 자산의 거품 위험에 노출 될 수 있기 때문이다. 둘째, 중앙 은행이 신용 기관들을 지원하기 위한 조치(예: 대출 재 융자, 예금 보험료 감 소 등)를 강화하는 것을 주의해야 한다. 셋째, 일반적으로 각 국가 특히, 베트남의 대출 금리는 인플레이션, 예금 금리, 경제 위험 수준 및 차용자와 같은 네가지 주요 요소에 따라 달라질 수 있다. 그러나 베트 남의 대출 금리는 평균적으로 높게 측정되 어 있어 현재 기업 및 전문가, 관리자가 생 각하는 만큼 높은 편은 아니다.

풍년을 축하하는 명절 추석은 다른말로 ‘한가위’ 라고도 부르는데, ‘한가위’는 한 해의 가장 풍요로운 시기의 중간이라고 해석하면 된다. 과거, 한국에서 는 상반기에 심었던 곡물들을 음력 8월 시 즌에 수확한 곡물에 대한 풍년을 축하하며 그 달 중순(15일)에 마을 사람들이 모두 모 여 잔치를 연다. 또한, 추석은 상반기에 곡물을 심으며 고생 했던 나날의 보상과 앞으로의 풍년을 기원 하며 전국에서 여러가지 축제를 개최하는 시기이기도하다.

그 중, 송편은 한국의 대표 떡 중 하나이나 추석에 특히 많이 맛 볼 수 있는 떡이기에 추석을 대표하는 떡으로써 인식되고 있다. 송편의 특징으로는 반달 모양이며 주재료는 햅쌀이고 내용물은 팥, 완두콩, 깨 등의 곡 류를 쓰며 솔잎과 같이 찜으로써 더 깊은 향 을 낸다. 옛날에는 송편을 직접 빚었지만 최 근에는 바쁜 일상으로 인해 떡집 등에서 다 양한 종류의 송편을 구입하는 편이다. 송편 은 가족들에게도 아주 좋은 선물로써 인식 되고 있으며 추석에 송편을 먹지 않는 경우 추석을 헛되이 보낸 것으로 생각하고 있다. 송편뿐만 아니라, 추석에 한국 음식은 매우 다양하며 그 중 대표적으로 전, 비 빔밥, 식혜 등으로 이러한 전통음 식들의 주 재료는 그 해에 수확한 햅쌀, 곡류 등이다.

한글날 – 한국의 언어 기념날 한글날은 대한민국 국민이 사용하는 ‘훈민 정음’ 즉, 한글을 처음 세상에 공표하였으 며 한글의 우수성을 기리기 위하여 지정한 공휴일 입니다.
대왕이 3년동안 개발하여 1446년에 세상에 반포된 언어로 창의적으로 만든 문자인데 다가 과학적이고 합리적이어서 세계 문자 역사상 가장 위대한 글자로 인정받고 있는 언어입니다. ‘훈민정음’은 1997년 유네스코 (UNESCO) 세계 기록문화 유산으로 지정 되었습니다.
