Getting Help from Adult Social Services If you or the person you care for has a disability, a mental health problem, hearing or sight loss or is older and having difficulties managing with daily living tasks, you can contact Adult Social Services to find out about the full range of help available. You may be having problems with getting out of bed, getting dressed, going to the toilet or getting out and about in your community and need advice or support to remain independent and safe. You can contact Adult Social Services by telephoning (01226) 775656 or calling in person at one of the 9 Barnsley Connects Customer Service Centres, their locations are in the contacts section at the back of this leaflet. They can put you in touch with a social care worker who will talk to you to find out more about the kind of support that may be available for you. and download from our website www.barnsley.gov.uk If you think that you need help from Adult Social Services you can ask for an assessment. The Government provides Adult Social Services with criteria to help us to decide who can receive help and to make sure that people are assessed fairly. This is when a social services officer talks to you and your family about your needs. It is your right to ask for an assessment regardless of whether you are able to pay for your care or not. If you qualify for help it is likely that you will have to pay some money towards the cost of your support and services, depending on your financial situation.

What is a care home? There are two main types of care home: • Residential care homes which do not provide nursing care • Nursing care homes which provide nursing care A care home is what we call a home that offers accommodation and personal care. Care homes can offer different types of care, such as residential care or nursing care. There are also some care homes which provide specialist care for people

who require extra support, often due to dementia or other mental health. Care homes are owned and run by local authorities, private companies and charities. When we talk about care homes in this book, we are talking about care homes which have been inspected and registered.


Nursing and residential care homes what is the difference? A residential care home is a care home of any size, which offers accommodation, meals and personal care. Residential homes offer care and support throughout the day and night. Staff in a residential care home can help you with washing, dressing, at meal times and going to the toilet. In a residential care home you will be cared for by suitably qualified or experienced staff.

24-hour care by a qualified nurse. Some care homes can offer both residential care and nursing care. Some care homes are dual registered. This means that the home can accommodate people needing either residential or nursing care. If you choose to move into a dual registered home for your residential care you may not need to move to another home if you develop nursing needs.

A nursing care home is similar to a residential care home and will also offer accommodation, meals and personal care. The difference between a nursing care home and a residential care home is that a nursing care home also offers

Which type of home is best for me? The choice of home is a very personal one and what suits one person may not suit another. You have the right to choose any home you like as long as Adult Services agree four key points: • There is a place available. • It is suitable for your care needs. • Adult Social Services can agree a contract with the owner of the care home to ensure that you are properly cared for. • The home does not cost more than Adult Social Services usually pays for the care you need, or if it does someone else can pay the difference.

It is important to choose the right type of care home. It is vital that the care home that you choose can offer you the level of support that you need. If you ask us for advice or an assessment we will talk to you, your carers and your family and friends, about what level of support you need and what type of care home we think would best meet your needs. We may also involve NHS Barnsley if we think that you may need support with health needs.


How much will I have to pay? Adult Social Services can provide financial help if you have less than ÂŁ23,250 of capital assets and you need care in a residential/nursing home. If you want help with funding your care you will need to have a care assessment by a care manager or social worker. Your care manager or social worker will provide you with details about the fees for your residential or nursing home care. Before any decision is made about how much you need to contribute you will be offered a financial assessment to find out about your income, savings and any capital assets that you own. If you do not wish to provide this information about your finances Adult Social Services will assume that you have opted to pay the full cost of your care. Calculating your contribution Adult Social Services departments follow a set of national rules to work out how much you need to contribute toward the cost of your care each week. Most of your income and any capital assets of more than ÂŁ14,250 are taken into account. Your income includes state benefits and private pensions. Capital assets include savings, investments and the value of any property. Everyone who is helped in this way even for a short period will have to contribute an amount towards the cost of their residential care. If you have more than ÂŁ23,250 of capital assets you will be expected to pay the full costs yourself.

These figures are set by the government and change each April, the amounts quoted were correct in April 2010. If you own your own home, its value will generally be included when your capital is calculated, unless a partner or relative is still living there. You may need to sell your home to pay your contribution but you should be sure that you are happy in the care home before you sell your house or give up your tenancy. You will have up to 13 weeks to decide if you want to stay in the home. Adult Social Services can provide you with financial help while you are waiting to sell your property. If you are a tenant and are receiving housing benefit, the Council may be able to continue paying this for a while after you have moved into a home. The value of your home will not be taken into account if your partner still lives

there or if you are staying in residential care for a short time. Adult Social Services will make up the difference between your contribution and the home’s fees providing that the home does not charge more than they would normally expect to pay for similar accommodation. If you wish to move into a home that charges more than Adult Social Services would normally expect you to pay you will have to find someone else, for example a relative, friend or charity (other than your spouse) to pay the ‘top up’ for as long as you are in the care home. Does the fee cover everything I will need? Generally, the amount you contribute will cover all of the normal things that a care home would provide including your meals, activities etc. The home should not ask you for any more money except for personal items that you wish to buy. Everyone staying in a care home will be given a small personal allowance each week to help pay for every day things such as newspapers, hairdressing and toiletries. This is a set amount determined by the government. Claiming State Benefits You may find that you are entitled to receive Income Support/Pension Credit in a care home even if this was not the case

whilst you were at home or in hospital. It is important to claim if you are eligible. You are able to find out if you can claim by speaking to the Welfare Rights Team on 01226 772360 or contact your local office of the Department for Works and Pensions (DWP) If you are receiving state benefits you should tell the DWP when you move into a care home. Changes to your financial circumstances If your income changes at any time whilst you are in a care home, for example an increase in your works pension, the sale of your property or an inheritance you must tell Adult Social Services by contacting the Residential Assessments Team on (01226) 774812. If your capital drops to around £23,250 you should let Adult Social Services know as you may be able to claim help with your funding. Paying for your own residential or nursing care Even if you plan to pay for your own residential or nursing care or think that you may not be able to receive financial help from us, you can still ask us for advice and a care assessment. If you choose to have a care assessment it will help you to decide what kind of care will best meet your needs. We may be able to tell you about other ways of meeting your needs as well as residential and nursing care. If you have a care assessment we may be able to help you quicker if your

savings or investments drop below ÂŁ23,250 and you are able to get help from the Council with the cost of your residential or nursing care. If you have a care assessment we will also be able to provide you with advice and guidance and help you to deal with any concerns you might have about your residential and nursing care. We can also arrange for you to have a welfare benefits check with the Pensions Service to make sure you are receiving the full benefits you are entitled to.

Deciding which care home Choosing a care home is important as it may become your home. Only you can decide which home you’ll like. You should find out as much as possible about a care home as this well help you make the right choice of care home for you. You may wish to think about some of the following questions when you are deciding which care home you like.

Location and building

Day-to-day life • Are you allowed to make choices about your daily routine? • Will you be able to rise and go to bed when you choose? • Can you choose which clothes to wear each day? • Are there any restrictions on visiting times or numbers of visitors? • Where can you spend time with your visitors?

• Where is the home?

• Is the home right for your cultural and religious needs?

• Will visitors be able to get there easily?

• Can the home meet your dietary needs?

• Are there transport links near by?

• Is there a choice of food‚ and when and where it can be eaten?

• Are facilities such as shops‚ pubs‚ parks and places of worship within easy reach? • Will it be easy for you to enter and leave the building‚ and move between rooms and floors? • Can residents have personal possessions in their rooms such as pictures, plants and furniture?

• Is a top-up fee required for localauthority assisted residents?

• Do the other residents seem to have a similar level of need to me?

• Are extra items not covered by the basic fees clearly identified and accounted for?

• What will happen if my needs change or increase? • Can I choose how often I have a bath or shower? • Are toilets available in all parts of the home? • How many staff are employed per resident? • How are they trained? • Is there a manager on duty at all times?

Contracts and fees • Can I see a copy of the home’s brochure? • Can I see copies of recent inspection reports? • Can I see a copy of the home’s contract/written conditions?

What are the home’s fees?

• What arrangements are there for handling your personal money? • How will your valuables be kept secure? You can either look for a home yourself or ask Adult Social Services for help. We can give you information about the range of home in Barnsley to help you decided which will suit you best. You should visit the home with your family or friends if possible. Most care home owners would prefer people to visit before they decide and you can visit more than one home before making your choice. When you visit a care home you may want to ask the manager of the care home or the care home staff some of the questions above. Adult Social Services can help you to visit any home that you are considering and most homes will offer you a trial short stay to see if it suits your needs.

How are the care homes rated? All care homes in the United Kingdom have to be registered with the national regulatory body which is the Care Quality Commission. The Care Quality Commission stopped inspecting care homes and awarding quality ratings on 30 June 2010. However, you can still see what inspectors have said about each care home up to this date by contacting the Care Quality Commission or by visiting their website.

Telling us what you think about services All agencies providing community care services are committed to ensuring services are of the best possible quality. Those providing services like to know when they are doing well, or when something is wrong, so that they can make sure future service developments are more responsive to needs. A key part of ensuring services maintain high standards is to listen to what you have to say, if you are happy with services we would welcome your compliments or comments. However, if you are unhappy about the way you have been treated, or feel that you have not been assessed fairly, you have the right to complain and for this to be looked into. It is often possible to resolve difficulties by firstly talking to a senior member of staff, such as a community care team leader, or a manager of a service. If you prefer not to do this, or remain unhappy, you can

contact the person responsible for dealing with formal complaints. If you want to make a compliment, or have a problem, with a service provided by Adult Social Services you can ask for a copy of the Council leaflet ‘Tell us what you think about Adult Social Services’ from any Barnsley Connects Service Centre, or contact the Adult Social Services Feedback and Improvement Team on 01226 772433, or email socialservicescomplaints@barnsley.gov.uk. What should I do if I have a problem or a complaint about a care home If you have a problem or complaint about a care home you should try to resolve it by speaking to a member of staff at the care home first. You can also speak to the person in charge of running the home who will usually be called the manager. The care home will have a complaints procedure which you can use to make a complaint if you need to. If you make a complaint about the care home this should not affect the attitude of staff at the care home towards you.

If you have a concern or complaint about a care home and prefer to tell someone confidentially you can tell the Care Quality Commission who will deal with your complaint. Approved Providers of Home Care Services Home Care services support people to live as independtly as possible in their own home. This can include help with dressing, bathing, preparing meals and other daily living tasks. In Barnsley there are a number of private home care agencies who provide these services. If you have been assessed by Adult Social Services as requiring some support from a home care service your care manager or social worker can help you to arrange this for you. If you don't qualify for help from Adult Social Services or wish to make your own arrangements you can contact one of the private home care providers on this list.
