The directory has been separated into three areas of Birmingham, North, Central and South, in order to make it easy to find a care home located in a specific area of the city.

Welcome to the Care Homes Directory for Birmingham 2011-12. The directory includes details of registered care homes and care homes with nursing located within Birmingham and near by areas. We are changing the way people in Birmingham receive care and support, to give them more independence, choice and control over their lives. We are talking to service users and carers and encouraging people to tell us what services they want and how we can better provide these. Individual budgets and direct payments are new ways of taking control of the

Planning for your future and your Adults and Communities assessment Before you contact us we would strongly recommend that you seek independent financial advice as this will help you make positive decisions about the way you fund your residential care. To help us work out with you what your needs are, we will arrange an assessment by a social worker. Part of the assessment is deciding if you are eligible for help from us by assessing your situation against our eligibility criteria (ask your social care worker for further information). If it is decided that your needs can only be met in a care home or a care home with nursing, you will then be offered a financial assessment. This will determine if you are eligible for financial assistance from the council towards the cost of the care home or a care home with nursing. Even if you are eligible for financial assistance from the council, you will have to pay a contribution towards the cost of your care. You should ask your social worker for a copy of our booklet ‘Care Home Contributions – Your questions answered about charges for staying in a care home or a care home with nursing provision’. If you have in excess of £23,250 savings, property or a very high weekly income, the council will not contribute to the cost of the residential care. This means that you will pay for the whole cost of your residential care. More information is included on pages 7-10. If you will be paying for the full cost of the home yourself you can still ask for

an assessment of your needs. This can help identify what support you need and which kind of care home will be suitable for you. If you are likely to need financial assistance from the council at a later date you will need to know whether your needs have been assessed as being best met in a care home or a care home with nursing. The Primary Care Trust (PCT) is responsible for meeting the cost of care provided by registered nurses in care homes with nursing. If you are moving into a care home with nursing you will also need to have an assessment by a nurse to determine the level of NHS Funded Nursing Care (FNC) that will be paid to the home. This assessment is not means tested. The level of FNC paid depends on the amount of nursing care you need. There should be no assumption that the council or PCT will pay the fees until the assessments have been completed. If you require a place in a care home or a care home with nursing in an emergency, you or someone on your behalf must phone the council on 0121 303 1234 during office hours or 0121 675 4806 out of office hours. Please note that if you are in hospital and are advised to move to a care home or a care home with nursing, you cannot be made to move into such a home. However you should remember that you have no right to remain in a hospital bed, or have a place funded in full in a care home with nursing, if a doctor decides that you do not require it or if you do not meet the PCT’s criteria.

Choosing a care home or care home with nursing Following an assessment, if it is agreed that moving into a care home or a care home with nursing is the best way to meet your needs, you have a right to choose any home providing: • It is in England and Wales. You may be able to choose a home in Scotland as long as the local authority in Scotland agrees to make the arrangements. Your social worker or health worker can advise you where you can get information on homes outside Birmingham. • It is registered with the Care Quality Commission (CQC).

• The home is able to meet your needs and provides the care that you require (for example, if it has been agreed that you need a care home, you cannot choose a care home with nursing, unless it provides some beds that are registered for personal and social care only). • There is a place available. • It falls within your financial means. Your social worker or health worker can help you decide which home you want to move into.

The fees the council will pay Most homes in Birmingham which provide care for older adults will have entered into a contract with Birmingham City Council, which includes an agreed weekly price for all new residents. If any care home wants more than the price the council has agreed to pay, you will not be able to obtain a place there unless a relative or someone that supports you agrees to pay the difference. This is called the ‘third party’ top-up amount. If your relative or someone that supports you stops paying the ‘top-up’, you may be required to move to another home that does not require a ‘top-up’ payment. The only time the person going into care can pay their own ‘top-up’ payment

is when they can defer the ‘top-up’ against the future sale of their home. Please see page 9 for more information. Your social worker or health worker can give you further details. The arrangements with those homes offering services to younger adults with specific needs are slightly different. When your needs have been assessed, you will be offered a selection of homes that match your needs. In exceptional cases the council will pay individual additional payments where your needs exceed the level of service the home is contracted to provide.


How much will you have to pay? Following an assessment, if it is agreed that you need a place in a care home or a care home with nursing, the council will pay for services contained within the contract up to an agreed price. This includes personal care, accommodation, food and drink, laundry, heating, furniture and lighting. As part of this assessment your social worker or health worker will ask you to complete a form detailing your income and savings. This will be sent to the council’s Adult Social Care Contributions team at the time you go into a care home. They will then write to you to advise you how much you will have to pay towards the costs of your personal and social care. Ask your social worker for a copy of our booklet ‘Care Home Contributions – Charges for staying in a care home or a care home with nursing – your questions answered’. We won’t ask you to contribute more than you can afford to pay.

Since 11 April 2011 you can keep the first £14,250 of any savings you have. We will also let you keep a minimum weekly personal expenses allowance of £22.60 per week from your income. Healthcare services (including chiropody, physiotherapy, continence supplies or equipment) will be provided in exactly the same way as if you were living in your own home. You should never be expected to pay for healthcare services in a care home unless it is for something over and above what might be considered to be necessary. You should always contact your social worker or health worker if you feel you are being asked to pay any extra charges in either type of home. Your social worker or health worker will assist you to make arrangements to visit up to three care homes, which may include staying at a care home for the day at no charge. However you can visit as many homes as you wish.

Paying for your stay in a care home If you have in excess of £23,250 savings, property or a very high weekly income, it is likely that you will be able to meet the whole cost of your care home stay. Consequently, you will not receive any financial help from Birmingham City Council. If you move into a care home, you will have to pay for the whole cost of the accommodation. If you are receiving nursing care you may be able to get help with part of your care costs through your Primary Care Trust (PCT). They will determine your nursing needs and decide whether you are entitled to receive a Funded Nursing

Care (FNC) payment. The current FNC is £108.70 per week. These payments will be made directly to the care home and may mean that you have to pay less towards the cost of your care. If you are paying for your own accommodation and care, you may be entitled to Attendance Allowance, Disability Living Allowance, some Pension Credit or Income Support in addition to your State Retirement Pension or Incapacity Benefit. Notes on these benefits have been provided for you below, but if you need further welfare benefits advice you may wish to call Birmingham City Council’s Fairer Charging Team on 0121 303 2156.

Benefits information Attendance Allowance This is a tax free benefit for people aged 65 or over who need help with their own personal care because they have a physical disability or mental health difficulty. There is a lower rate and a higher rate of Attendance Allowance. To qualify for the higher rate you will need to explain that you have night time care/ and/or supervision needs. You can claim Attendance Allowance by calling the freephone number 0800 88 22 00 between Monday to Friday, 8.30am and 6.30pm or on Saturdays between 9.00am and 1.00pm. Disability Living Allowance This is a tax free benefit for people under 65 years of age who need help with personal care or have walking difficulties because they have a physical disability or mental health difficulty. There are three rates for the care component (part) of Disability Living Allowance – Low, Middle and High. To meet the requirements of the middle rate you must require frequent attention or continual supervision in the day. To meet the requirements for the high rate you must have night time care and or supervision needs as well. You can claim Disability Living Allowance by calling freephone 0800 88 22 00. Please note If you have previously received council funding or you have been in hospital, your Attendance Allowance or Disability Living Allowance may have been withdrawn. Your letter should include your name, address and National Insurance Number. We would also suggest that you use the following words in your letter: “I am writing to request that you reinstate my Attendance Allowance/ Disability Living Allowance Care Component with effect from (insert date) because from this date I am self funding my stay in residential care. I have entered into my own contract with the care home, without financial involvement from Birmingham City Council” Pension Credit If you are over 60 years of age you may be entitled to receive Pension Credit on top of your Retirement Pension and other income. If you do not already receive Pension Credit, you can make a claim by calling The Pension Service on 0800 99 12 34. Income Support This can be paid if you are under 60 and have savings under £16,000 and your weekly income is less than the levels set by government. You can claim Income Support by calling Job Centre Plus on 0800 023 4888 (Monday to Friday, 8.00 am to 6.00 pm) When your capital reaches the maximum capital limit of £23,250 you may be entitled to financial help from the City Council. You or your financial representative should contact 0121 303 1234 and explain that your capital is reaching the maximum capital limit and request an assessment of your care needs. You are also advised to read the pages 5-7 in this directory regarding the needs assessment, what fees the council will pay and how much you will have to pay.


Paying for long term care if you own a property How can you postpone selling your house to pay for some of your care? If you own your home, we may take account of its value when we decide how much you should pay towards the cost of your care. We will ignore its value for the first 12 weeks of a permanent stay. The government has a scheme to help people who do not want to sell their property straight away to pay their accommodation charges, after just 12 weeks of a permanent stay ends. The council can pay part of your weekly charge until you sell your home or leave residential care. Any payments that the council makes on your behalf are called deferred payments, and you must repay them when you sell your home or when you leave care. How will ‘deferred payments’ help me? The main benefit of ‘deferred payments’ are: • T he council will not force you to sell your home while you are in care. •Y ou will be able to rent your house to create more income for yourself. This means you can pay more towards your weekly charge and you will reduce the amount that will need to repay to us when your house is sold. How do I apply for ‘deferred payments’? If your care assessment says that you need long-term residential or nursing care, the council can consider you for ‘deferred payments’. When providing the social worker with your financial details, you should state that you want to be considered for ‘deferred payments’. Depending on your circumstances and if the council agrees, we will send you more details about the scheme.

This will include a ‘deferred payments’ agreement which you should sign and return. You are advised to get independent financial advice before you sign the agreement. Who should sign the ‘deferred payents’ agreement? The ‘deferred payents’ agreement should be signed by you or by a relative or friend who has permission to act on your behalf (also known as your Enduring or Lasting Power of Attorney). If you are not able to handle your own affairs and no-one has Enduring or Lasting Power of Attorney to act on your behalf, the agreement should be signed by a court deputy, as appointed by the Court of Protection. During the period of the ‘deferred payents’ agreement, will I have to pay anything? Yes. As part of the agreement you will be required to make a contribution from your weekly income and any savings (or other capital assets) where they are worth more than £14,250. As explained above, you can also make extra payments if you receive a rent from your home. The ‘deferred payment’ is the difference between the payments you make as detailed above and the amount you are assessed to pay because we have taken account of your property. What extra state benefits might I receive? If you choose to defer your payments the Department of Work and Pensions will no longer treat your home as an asset and you may be able to receive: • Attendance Allowance (if you are over 65); or • Disability Living Allowance Care (if you are under 65).

Paying for long term care if you own a property (continued) How and when do I repay the deferred payments? To ensure that the council get back the money they have paid on your behalf, the council will ask for your agreement to place a ‘legal charge’ on your property. The ‘legal charge’ can be paid off at any time, however the payment will be due upon whichever happens first: •5 6 days after you have died (at which point it would be paid from your estate) • The sale of your property.

If payment is not received 56 days after you have died interest may become due on the debt. If you have any queries about paying for your residential or care costs or the impact of owning your property and deferred payments, please call the Adult Social Care Contributions team on 0121 303 2976.

Making your decision Whilst your social worker or health worker can provide all the information mentioned in this directory, the final decision is yours. The best person for you to talk to at a home will be the manager as they will know the most about the home. Because the decision is an important one, you should carefully consider whether the home you have chosen best meets all your needs. The following points may help in making the decision: First impressions • Do the staff and manager appear welcoming, caring and considerate? • Ask other residents ‘what is this home like to live in?’ • Do residents look happy and well cared for? • Is the home fresh, clean and well decorated? • Are the furnishings in good condition? • Do you think there is enough privacy given to residents? • Does it feel homely and welcoming? • What does the Care Quality Commission (CQC) think about the home? You can ask the home for their CQC inspection report. 10

Personal care • Is the home able to meet your specific cultural requirements e.g. your religious and dietary needs? • Are there locks on the bathroom doors? • Are visitors welcome at any time? Can they eat in the home or stay overnight? • Are there any additional personal care services available e.g. hairdressers and chiropodists? • Does it have facilities you need such as a lift, an assisted bath and easy access? • Are you free to choose days and times for bathing? • What happens if the home can no longer cope with your needs? • Dementia care - all homes vary in terms of the level of care they can offer for this condition, dependent not only on the individual, but also on staffing levels, training and the needs of other residents at any given time. You will need to discuss this with the home manager. Location • Are the grounds and gardens attractive? Can you sit and relax? Is there a quiet area? • Is there a suitable car parking facility for you or your visitors?


Making your decision (continued) • Is the home in the right area? Will your friends or relatives be able to visit you easily? Is the home close to a suitable bus route? • Are there shops, pubs and amenities nearby? • Can you continue with your hobbies and activities? • Can you keep your GP? Life within the home • Are the bedrooms equipped to meet your needs and can you bring personal items with you? • Are there smoking and non-smoking areas?

• How are residents involved in decisions about life in the home? • Does the home accept pets? • Are there bathrooms or toilets near to the bedrooms? • Look at a sample food menu. Do you think there is adequate choice? • Can you have a trial stay? This is only a short list of things to consider. Please talk about all considerations with your social worker or health worker, relatives and friends, or obtain other written material (for example from Age Concern), before making your final decision.

Moving into the care home of your choice Once you have made a decision, arrangements can be made for your move into your new care home. Your social worker or health worker will, together with you, your family or friends and the care home manager, agree a date for your move. Placement or residential accommodation agreement Just before you move in you will be asked to read and sign a three way agreement. This will also be signed by a representative of the council and the home manager or owner. It is a legal document that places responsibilities on each of the parties signing and it is an important protection of your rights. If your family or supporter have agreed to pay a third party ‘top up’, they will also have to complete the third party legal agreement part of this form.

Trial period The first four weeks of your stay will be considered a trial period which allows both you and the care home’s staff to decide if it is suitable for you and whether you wish to stay. During this period you should not sell, or terminate the tenancy of your home. Should you wish to leave or the care home asks you to leave during the trial period, the period of notice is seven days. In either case please contact your social worker or health worker. The cost of care is not free for the trial period. Although your property will be disregarded for the first 12 weeks of your stay, you will still have to pay a contribution towards care during this period. This contribution will be based on the benefits and other incomes or savings that you have.

You cannot move in until the placement agreement, and if necessary, third party legal agreement, is signed. Your social worker or health worker will, together with you, your family or friends and the home manager, agree a date for your move.

Moving into the home of your choice (continued) Initial review Toward the end of the trial period we will review the situation with you, the care home manager, your social worker or health worker and your relatives and friends. This meeting will decide if the care home meets your needs and if you wish to remain at the care home. If you decide that you want to move, or it is decided that your needs can only be met in another care home, your social worker or health worker will assist you in choosing another care home, or possibly help you return to your own home.

Living at the home of your choice Both the council and the home manager want to ensure that the services you receive are the best possible. Every 12 months a social worker will review your situation with you. Your comments, compliments and complaints are important to us because we want to give you the best services we can. We always want to hear about your experiences of our services. This purpose built home is divided into independent units that can accommodate service users in either 10, 17 or 27 bed units. Each Unit has light and airy communal dining and sitting rooms providing ample choice for quiet and stimulating areas.

Berwood Court Care Home, located on Cadbury Drive, Castle Vale has established itself in the heart of the community and provides accommodation for 74 service users requiring care for both nursing and residential care needs. All bedrooms are single with en suite facilities and the home boasts 6 spacious lounge and dining rooms. All service users receive thorough assessments both prior to joining us and throughout their stay with us. The home ensures that all individual care plans are thoroughly Person Centered and that family and loved ones are as involved as they wish to be with care planning. Staff enjoy a pro active approach to their development and are supported with their learning needs, enabling all staff to achieve a minimum of NVQ level 2.

The home is equipped to enhance the quality of life of people with care needs due to dementia, whatever their age, however severe their symptoms. Specially selected and trained staff ensures care is delivered through care planning involving the service user, relatives and the multi disciplinary team. Some areas of the home provide re-enablement and rehabilitative programs.
