However, NBN Co has set itself the goal of eight million activations by 2020, which chairman Ziggy Switkowski and chief executive Bill Morrow described in the report as "challenging". “The challenges should not be underestimated,” they said. “We remain convinced that the strategy of combining the most appropriate technologies to provide the fastest, most cost-effective rollout of the new network is the right one, but it is a strategy which commits the company to agility and a willingness to pivot fast as new and better processes and technologies emerge.” When the coalition government took power the strategy was changed from focusing on fibre to the premises to a “multitechnology mix” involving
fibre to the premises, fibre to the node, hybrid fibre coaxial, fixed wireless and satellite. Labor has described the project as one of Prime Minister Malcolm Turnbull’s most “humiliating stuff-ups” of his first year in office. The government has so far pumped $20.3 billion into the project, out of a total commitment of $29.5 billion. The report said “additional funding” would be needed to complete the rollout and NBN was exploring the option of private sector debt funding. Over the year NBN Co generated total revenue of $421 million, up $257 million on the previous year, but expected a net loss after tax of $2.75 billion. The report said the main risks in coming years were meeting the “scale challenge”, managing partners in the design, construction and activation process and competition, revenue and regulations.

Soppy films ‘brings us together
W
atching emotional films and plays brings us closer together and can even boost our physical pain thresholds, scientists have shown. Researchers studying the effects of fiction on our emotions compared levels of endorphins released by people who had watched a sad film and those who had watched a less hard-hitting documentary. To measure the levels of the feel-good chemical, that increases pain tolerance, the team from Oxford University asked participants to do a wall-sit test and found that those who had watched the sad film could hold the physically taxing position for more than 13 per cent longer than they could before the film. On average, those who watched the documentary could only hold the position
for nearly 5 per cent less time on the second attempt. The wall-sit involves the participant holding an unsupported seated position with their back against the wall for as long as possible. The emotional film chosen was Stuart: A Life Backwards, telling the story of a disabled child abuse survivor who eventually commits suicide. Questionnaires answered by participants also showed that they felt a stronger bond with their fellow viewers than those in the group who watched the documentary. The study was part of the team’s investigation into why we often find ourselves transfixed by fiction, and whether the effects have any benefits. They say that, while folklore has been a culturally important way of passing on wisdom and values through generations of a community,
this does not explain why we return to the same stories to be entertained. Oxford professor of evolutionary psychology, Robin Dunbar, said the results suggested that our interest in emotive fiction may be because of its positive effect on social groups and our endorphin levels. “It seems that our affinity for emotive fiction may have evolved in the context of bonding social groups,” he said. “As we have also seen this endorphin effect in laughter, singing and dancing, it seems storytelling is part of a group of social activities that bring people together. “This is not to say that this one chemical effect alone is the only reason for dramatic fiction - there are other aspects of human psychology at work - but we believe that it is an important reason for our enjoyment of fiction.”

ritain’s foreign intelligence service is to get 40 per cent more spies in one of the biggest expansions since the Cold War as MI6 seeks to harness new technology, the BBC said. The Secret Intelligence Service, or MI6, will see its numbers increase to a little under 3,500 by 2020 from around 2,500, the BBC said, citing unidentified sources. MI6 does not disclose its staff numbers. MI6 chief Alex Younger said this week that the Islamist terrorist threat to the West would endure for years to come because simply taking back territory from Islamic State will not solve the deeper global fractures which have fostered militants. MI6 is tasked with defending Britain and its interests.

NAKED DONALD TRUMP STATUE STOLEN IN MIAMI

olice in South Florida say they have a person of interest in the theft of a naked Donald Trump statue.
Miami police said on the department’s official Twitter account that the statue of the Republican presidential nominee was taken from the Wynwood arts district on Thursday. WSVN-TV reports security guards in Wynwood told police they saw a group of men loading the statue into a pick-up truck. A witness told investigators he took a picture of the truck as it left the neighbourhood. Police ran the license plate and are now looking for the registered owner of the truck. It is one of the life-sized naked Trump statue that artist collective INDECLINE installed around the country in August.

suburban house that starred onscreen as Harry Potter’s childhood home is on the market - complete with a cupboard under the stairs. Fans of the boy wizard will recognise 12 Picket Post Close as 4 Privet Drive, home of Harry’s dastardly aunt and uncle, the Dursleys. The couple grudgingly took Harry in after his parents were murdered and made him sleep in a cupboard under the stairs. The house in Bracknell, 50km west of London, was a location featured in the 2001 film Harry Potter and the Philosopher’s Stone. A studio set of the house was built for later instalments of the eight-film series. Real estate agency Chancellors says the three-bedroom house “has recently undergone complete renovation to an extremely high standard.” It’s listed at a price of Stg475,000 ($A816,000.) Real estate agent Paul Bosanko said “the original plan was to take this
property to market without using any reference to Harry Potter.’’ But since news of the connection got out, interest has shot up, “and that may or may not influence the final price that we achieve at this property,’’ Bosanko said. Neighbour Karen Field said that the house still attracts Potter fans a decadeand-a-half after the film crews left. etflix’s Australian viewers take a little longer to get hooked on a TV show compared with the rest of the world, according to new data released by the streaming service. The episode that hooks viewers in and keeps at least 70 per cent of them watching until the end of the season has been identified in several of the shows streamed on Netflix, including this year’s runaway hit Stranger Things. But it wasn’t the first
episode in any case that kept people watching. The episode that took people from casual to committed viewers was frequently the third or fourth episode, and in most cases Australia was one episode behind the rest of the world. Australian audiences are clearly a little harder to please. A hooked episode was defined when 70 per cent of viewers who watched that episode went on to complete season one of the same series.

Netflix executive has scoffed at a suggestion its subscribers in Australia, Europe and other parts of the globe receive inferior content compared with its American customers. Netflix chief financial officer David Wells, responding to a question at Goldman Sachs’ 25th Annual Communacopia Conference in New York on Tuesday, said it was “absolutely inaccurate”. “I think there is a general meme that whether it is a European consumer, an Australian consumer, an Asian consumer gets screwed relative to the US population,” Mr Wells said. The video streaming giant plans to spend $US5 billion ($A6.6 billion) on TV and movie offerings this year and another $US6 billion in 2017. “We want to continue growing the content library
both within the US and outside the US,” he said. “As long as we are able to grow our global subscriber population, we have a virtuous cycle there in terms of being able to find and monetise that content across a larger base, which then propels our ability to find more content and produce more content.” Mr Wells admitted there was not much the company could do to prevent subscribers sharing their passwords with friends or family outside their households to allow free access to Netflix. “If they don’t use it within the terms of use we’re unhappy about it,” he said. “There’s not a whole lot we can do. “We could crack down on it, but you wouldn’t certainly turn all those folks to paid users.”

Lethal Button Batteries Get Safety Code

ew safety measures are being introduced for potentially fatal button batteries to stop young children from swallowing them. Developed by a cross-section of businesses, a voluntary code has been drawn up to improve the safety of electronic toys and other goods, including watches and cameras, that are powered by the shiny, coin-sized lithium batteries. The code was developed in response to the alarming number of small children who are injured or killed after swallowing the batteries, which can get stuck in the throat and cause severe internal burns.
The Australian Competition and Consumer Commission is urging retailers and other businesses to adopt the voluntary code, which includes design guidelines for electronic goods to make sure batteries can’t be accessed by young children. ACCC deputy chair Delia Rickard said 20 children are taken to Australian hospital emergency rooms each week because of button batteries, which are often mistaken for lollies. “Children under the age of five are at the greatest risk,” she said in a statement on Monday. “If they get their hands on one of the many products in the home that contain

The code recommends battery compartments be secured by a screw or bolt that requires a tool to open it, or the compartment requires two or more independent and simultaneous actions to remove its cover. It also urges retailers to consider whether to sell goods containing button batteries, and if they do, to make sure goods comply with the new safety requirements and warn shoppers about the potential hazards to children.

Clenergy Team Arrow, Australia’s premier solar racing team, unveiled the work hub and car design at Eagle Farm on Monday, with the goal of having the car road registered by October next year. “We’ve already had a couple of orders placed,” Clenergy Team Arrow’s founder Cameron Tuesley told AAP. Tuesley said the car will be tested on roads with the aim of having it ready to compete in the 2017 Bridgestone World Solar Challenge in Darwin.

undreds of people have stood in long lines outside Japanese stores to buy the Pokemon GO Plus device. In Osaka City, around 700 people waited outside a Pokemon Centre shop to buy the device when the store opened at 8 am, two hours earlier than usual. Pokemon GO Plus allows Pokemon GO players to interact with the mobile game without looking at the phone. “(Using the peripheral gear), Pokemon hunting will speed up because I don’t have to stare at the (Smartphone) screen. I want to get them (Pokemon monsters) one after another,” said Kana Sugiura, 29, who was waiting outside
the store, to Japanese news agency Kyodo. Pokemon GO Plus is a gadget similar to a wristwatch but attached with a clip that connects to the game. The device, which costs around $US35 ($A47), is connected to the mobile phone via Bluetooth, and through a led light (green or blue) and vibrations notify the player when there is a ‘poke stop’ or a Pokemon nearby, which can then be captured by pressing the device button without any need for the phone. The peripheral add-on is available from Friday in most countries - including Australia, said game developer Niantic in a statement.

The death certificate released onTuesday lists cardiac arrest as her immediate cause of death and that Arquette suffered a bacterial infection three weeks before her death. HIV is also noted as an underlying cause of death. Arquette memorably played a trans sex worker in Last Exit to Brooklyn and a Boy George impersonator in The Wedding Singer. In a statement, the Arquettes said
that their sister’s career “was cut short, not by her passing, but by her decision to live her truth and her life as a transgender woman”.

wo years on from Charlotte Dawson’s death, her friend and Australia’s Next Top Model colleague Alex Perry says it’s been hard filming the series without her. During the ninth season of the show, which filmed last year, a succession of guest judges including Megan Gale and Kelly Osbourne were brought in instead of one permanent judge, out of respect for Dawson. “I felt her absence acutely last season,” Perry told AAP. “It was not fun. I was so used to looking down the other end of the desk and she’d look at me with a glint in her eye, or I’d be a bit cheeky, and we knew that we were going to do something. “If I was going to say `I love this girl’, she’d say `Well, I don’t like her’ - it was almost like we were going to play, so I kind of lost my playmate in that sense,” he said.
Dawson had been a judge on the Fox8 show alongside Perry. In 2014, Dawson took her own life after a battle with depression and after becoming a target of bullies on social media. “She really copped that, that online cyberbullying, and just verbal abuse ... and it really affected her and it was a big part in what plagued her,” Perry said. The designer said he thinks the online trolls and cyberbullies who targeted Dawson were partly responsible for her death, and should be held accountable. “I hate those people that did that because it’s like `You know what, you didn’t finish her off but you had a really big part in it, and you are culpable, you really are’,” he said.
“What I say might sound a bit brutal to those people but I’m like `You know what you deserve, you need to be accountable for your actions’.” Australia’s Next Top Model’s 10th season is about to premiere and Megan Gale has been brought in as the first permanent judge since Dawson’s death. livia Newton-John is releasing a collaborative album, Liv On, to help people dealing with loss and illness. The singer revealed on Nine’s 60 Minutes show on Sunday how difficult it was to lose her own partner, Patrick McDermott, who went missing off a fishing boat in California in 2005. “It was very hard. He was lost at sea and nobody really knows what happened,” Newton-John told Nine.
Newton-John is also a breast cancer survivor and is joined on the album by US singer Beth Nielsen Chapman and Canadian singer-songwriter Amy Sky, who have both dealt with their own losses and illnesses. The three women wrote and recorded the eleventrack album to help others transcend their loss and find meaning and hope. “As a group, it’s our intention with this album to create songs with a message of compassion and hope,” Newton-John said.
“They are for anyone facing a time of challenge in their life, whether it is grieving a loss - or on the journey to health and recovery.” The title song on the album Liv On will be a part of a new digital campaign for the Olivia Newton-John Cancer Wellness & Research Centre (ONJ Centre) in which people touched by cancer are encouraged to share their stories and experiences to help others. Saleh entered the world
of comedy in 1990 under the alias Peter Saleh (“so people would think I was white”, he says). Since then he’s performed in movies, on TV and as a regular radio and talk show host, and has written a book about his journey from Egypt and his life as an Arab on the Australian comedy circuit. As a stand-up he’s performed at Festivals all around the world including Edinburgh, and has won numerous awards, including an ARIA for his DVD Live and Uncensored. This year, for the first time

napper, snapper and more snapper. Westernport is lighting up with numerous amounts of pinkies and snapper up to 8kg. As September nears to an end, this phenomenal start to the season has already been discussed as a great indicator for a good quality snapper season to come. This sign of excitement has woken up anglers of all sorts while providing enjoyment for all that are prepared and ready. However, Westernport isn’t the only body of water providing the goods. Port Phillip bay as per usual is offering some paramount snapper fishing with light outfits and small soft plastics and or hard body lures. Swarming the inshore reefs of Port Phillip bay are plagues of 25-40cm pinkies providing fun for kids and casual anglers. An important tip to finding these schools of fish is finding structure (reef) and or simply sounding up the fish themselves. It’s common to see these school fish stacked up in the water column. As far as what bay to focus on early season, Westernport has so far produced more fish around the 4-7kg mark whereas Port Philip has producing more pinkies. The choice is yours. Other species to target late September have proved to be the beloved Southern calamari mainly schooling up in pods of 4-8 on the banks of Westernport and in close around the cliffs of Mt Martha and Mornington over in Port Phillip bay. During the change of tide has proved to be the ideal bite time for
Westernport as first and last light is providing the better bite time for Port Phillip. Both areas have been providing large quantities with the bigger cephalopods coming from Westernport. The notorious Gummy shark has been a majorly popular species over winter due to the substantial amounts of these sly sharks feeding in areas like Balnarring and Somers of Westernport. Port Phillip of late has also produced its very own fair share of big/small gummy’s with some anglers bagging out with 6kg+ fish. This is great to see and offers great opportunities for Port Phillip based anglers. Finding these key areas in Port Phillip may however take a bit of time and local knowledge. The next species to target soon will be the profound King George whiting. The water temperature still being quite low is preventing feeding frenzies from these great eating and fighting fish in Westernport. Although, it won’t be too much longer for the temp to increase and for the whiting to fire up. Despite this, Port Phillip bay have been managing to produce these fish reasonably consistantly. Considering the time, this is very early and another good sign of a good season ahead for Port Phillip bay So now is a good time to get your boat on the water, indulge in the sun and take advantage of the great fishing we have right at our doorstep.
