i nves tments , a n e n g a g e d c o m m u n i ty, an d th e pu rsu i t of excellence.” Since 1992, the District has collected a tax on the sales of “luxury” goods and services. As an unincorporated community, these dollars have been a pivotal tool for funding Big Sky’s priorities. Over $70 million in investments have played a significant role in funding priority programs and projects throughout Big Sky. Included in these investments are infrastructure facilities, post office services, ambulance and emergency services, public transportation systems, parks and trails, community library, tourism development, public health, safety, and welfare services. As our community grows and thrives, the District must adapt to ensure we meet the demands. The community guided Our Big Sky Vision and Strategy plan, serves as an over arching framework for ensuring Big Sky executes its vision. 2
Greetings Big Sky, It feels good to be looking at 2020 in the rear-view mirror – a year for the history books! So much happened between July 2019 through June 2020 and we are proud to share our inaugural Annual Report with you. The impact of Resort Tax funds is embodied in this report. Our efforts are rooted in the core “pillars” of the District’s Strategic Plan: Strategic Investments; Engage our Community; and Culture of Excellence. As a local government, we have a fiduciary responsibility to fairly collect public funds and make responsible investments for the well-being of our community. The onset of the pandemic left our community in uncertainty. We proactively launched Big Sky Relief to lead response, recovery, and resiliency efforts. The District’s 5 locally elected Directors and dedicated staff focused on keeping the public informed and engaged amidst the pandemic. You can expect that same commitment in the future as we work together towards achieving community-wide collaboration. FINANCIALS
The District was on track for record-breaking collections until the onset of the pandemic in March 2020. When compared to FY19, revenue decreased ~1%, with March through June being the most impacted months. A subcommittee was formed to focus on scenario planning efforts in preparation for possible long-term impacts to the revenue stream. Recommendations were made by the subcommittee to break the following FY21 allocation into Spring and Fall cycles. Commitments for Community Investments (Allocations) are typically made using funds collected over the previous Fiscal Year. The largest expense of $8,381,770 is directly attributed to the awards for 72 projects sponsored by 26 organizations – these awards commit funds from FY19 collections. The District also issued revenue bonds in the amount of $914,185.

1% FOR INFRASTRUCTURE Voters of the District approved the additional 1% Resort Tax – made possible through District efforts in Helena. The funds are earmarked for up to $27M for a Wastewater Treatment Plan upgrade and $12M for a connection to the recently formed Canyon Water & Sewer District.

HOUSING “The teacher housing project plays a crucial role in maintaining school district staff. As the popularity of Big Sky rises, finding a place to live for more than a few months at a time can be extremely difficult. I think that these units provide a great deal of convenience and security that will make it easier for teachers to stay in Big Sky for longer and reduce turnover within the district.”

Board members live within the boundaries of the District and serve a four-year term once elected in a May general election in even-numbered years. Registered voters who live within the boundaries of the Big Sky Resort Area District may vote in the election.
